Years of policies to help vulnerable people out of poverty.

:00:00.:00:09.

So how come so many are still struggling?

:00:10.:00:14.

We are supposed to be one of the richest nations in the world.

:00:15.:00:18.

They don't look after the pensioners how they should.

:00:19.:00:35.

Wales at the opening ceremony of the Commonwealth Games in Glasgow.

:00:36.:00:40.

Tonight, why we won't be hosting it any time soon.

:00:41.:00:49.

150 people who work at Dow Corning chemical plant in Barry

:00:50.:00:52.

Why any next generation of nuclear power in Wales needs

:00:53.:00:55.

to create local jobs and demonstrate value for money.

:00:56.:01:02.

It has been extraordinarily greedy for subsidies over many,

:01:03.:01:04.

many years and they are still asking for subsidies.

:01:05.:01:08.

Why patients are being encouraged to understand more about cancer.

:01:09.:01:19.

We've had years of policies to try to get people out

:01:20.:01:25.

So how come so many people are still struggling?

:01:26.:01:28.

Tonight, calls for the Welsh Government to be given

:01:29.:01:31.

A report from the Bevan Foundation says current policies aren't

:01:32.:01:36.

working, as nearly a quarter of the population are struggling

:01:37.:01:38.

to make ends meet, a figure which hasn't gone down in a decade.

:01:39.:01:45.

The Department For Work And Pensions has calculated how much money

:01:46.:01:52.

you need to have left after you've paid your rent or mortgage to be

:01:53.:01:55.

If you're single with no children, you need ?7332 a year left over.

:01:56.:01:59.

But if you're a couple with two children, it's more

:02:00.:02:01.

Here's our economics correspondent Sarah Dickins.

:02:02.:02:15.

Looking for bargains, that is what so many households across Wales have

:02:16.:02:23.

to do every week. Outside London, Wales has the

:02:24.:02:26.

highest proportion of working age people living in poverty, despite

:02:27.:02:30.

having low and implement than the UK.

:02:31.:02:33.

In Wales, nearly one in three children live in poverty, as do one

:02:34.:02:39.

in four working age adults, and one in six pensioners. For 15 years, the

:02:40.:02:43.

level of pensioners living in poverty fell but, for the last three

:02:44.:02:47.

years, it has risen. People have lived off their savings.

:02:48.:02:51.

They have always saved for a rainy day.

:02:52.:02:52.

It has come faster than I thought.

:02:53.:03:15.

This has been a real shift from people being in poverty who are out

:03:16.:03:18.

of work to in-work poverty. In Ceredigion Emma Turner is studying

:03:19.:03:20.

at university and working all the hours she can to bring up her

:03:21.:03:23.

children. The Government says a single parent with two children need

:03:24.:03:25.

?291 a week after paying per household bills to be above the

:03:26.:03:26.

poverty level. If you have rent to pay, the average

:03:27.:03:33.

house price rental around here is around ?600 a month for a

:03:34.:03:37.

three-bedroom house. Since demolition, successive Welsh

:03:38.:03:42.

Government have made combating poverty a priority and many millions

:03:43.:03:45.

have been spent on schemes, from free school breakfasts, to attempt

:03:46.:03:50.

to get children with few qualifications into work, to get

:03:51.:03:54.

more parents working and older people as well. And initiatives to

:03:55.:03:59.

attract more investment and jobs into Wales. These figures suggest

:04:00.:04:04.

poverty hasn't changed over all those years. The Bevan Foundation is

:04:05.:04:09.

proposing one radical approach, devolving benefits.

:04:10.:04:14.

Such new ideas may gain momentum. Housing benefit could make a

:04:15.:04:17.

difference, there is ?1 billion coming into Wales and straight into

:04:18.:04:22.

the landlords's pockets. If that money was used better we could build

:04:23.:04:26.

more houses and people could have more affordable, secure homes.

:04:27.:04:29.

The Welsh Government says it is working

:04:30.:04:31.

hard to create jobs and

:04:32.:04:36.

improve skills but when Wales is enjoying the steepest increase in

:04:37.:04:39.

jobs in the UK, yet still has levels of poverty, it suggests the problem

:04:40.:04:42.

is about more than just getting people into work.

:04:43.:04:44.

It's one of the biggest sports events in the world but the 2026

:04:45.:04:48.

Commonwealth Games will not be staged here.

:04:49.:04:49.

The Welsh Government has announced that an all-Wales bid for the event

:04:50.:04:52.

will not go ahead due, in part, to financial uncertainty

:04:53.:04:54.

Glasgow 2014, a record 36 Welsh medals in what many say

:04:55.:05:06.

was the most successful staging of the Commonwealth Games.

:05:07.:05:08.

It is likely to be the closest Welsh athletes get to a home

:05:09.:05:14.

With estimates suggesting the cost for an all-Wales bid for the 2020

:05:15.:05:22.

The Welsh Government has decided it is not feasible.

:05:23.:05:28.

We would love to be able to bid for the Games but in the current

:05:29.:05:34.

but in the current circumstance, leaving Europe and

:05:35.:05:36.

the cost to Wales was judged to be too great.

:05:37.:05:43.

An official report into Glasgow's staging of the Games two years ago

:05:44.:05:46.

and it was worth ?740 million to the Scottish economy

:05:47.:05:49.

with the city getting close to ?400 million.

:05:50.:05:51.

Around 690,000 people are estimated to have visited Glasgow

:05:52.:05:53.

With cross-party support for a bid, the announcement today has been met

:05:54.:05:59.

They have damaged Wales' future in terms of economic development,

:06:00.:06:04.

It costs a lot of money to host the Games but you earn a lot

:06:05.:06:16.

of money directly and indirectly and you can't buy advertising

:06:17.:06:18.

The Welsh Government's preferred bid would have seen events staged

:06:19.:06:34.

With increased costs and greater logistical problems, it is believed

:06:35.:06:44.

they would not have gained support with voting nations.

:06:45.:06:47.

The chair of the committee leading the bid says an estimate is needed.

:06:48.:06:50.

If we had this world-class sports facilities, like people

:06:51.:06:53.

who hosted the Games before, a lot of cost is to develop that.

:06:54.:07:00.

With one of football's greatest events, the Champions League final,

:07:01.:07:06.

being staged in Wales next year, Wales is still on the map

:07:07.:07:09.

The Welsh Government says it is ordering a review into sports

:07:10.:07:13.

facilities here to bring other big events here in the future.

:07:14.:07:16.

Let's talk to our political editor Nick Servini.

:07:17.:07:18.

How significant is the timing of this?

:07:19.:07:21.

The timing is fascinating, we are at a very sensitive moment in working

:07:22.:07:29.

out what Brexit means for the Welsh economy. We have a high-profile

:07:30.:07:33.

announcement, and the reason we're not bidding is because of Brexit.

:07:34.:07:38.

The danger for Welsh Government ministers is obvious. At a time when

:07:39.:07:43.

virtually every statement on this is that Wales is open for business,

:07:44.:07:48.

something like this comes along and it can affect the sense of

:07:49.:07:52.

confidence that they are trying to create. I suspect that is why the

:07:53.:07:57.

opposition parties have come in so hard on this, calling it an own goal

:07:58.:07:59.

and pathetic. But it would have cost

:08:00.:08:03.

a huge amount of money. There will be plenty who will say

:08:04.:08:06.

this is sensible. That was reflected in the Welsh

:08:07.:08:12.

Government official I spoke to. The first sentence he said was, for ?1.5

:08:13.:08:18.

billion you could build an M4 relief road. There are questions why those

:08:19.:08:23.

projected costs are so high but the clear feeling was the huge amounts

:08:24.:08:27.

of money and uncertainty out there which meant it was not justifiable

:08:28.:08:31.

to spend that amount on a sporting event.

:08:32.:08:34.

The death of a man from Bronygarth near Oswestry, who fell from a cliff

:08:35.:08:38.

while trekking in Peru, has been recorded as

:08:39.:08:39.

Harry Greaves' body was found two weeks after he was

:08:40.:08:43.

Parents have accused Carmarthenshire Council

:08:44.:08:48.

of "enforcing the Welsh language" over plans to remove

:08:49.:08:50.

English medium education from Llangennech Primary School.

:08:51.:08:53.

The council says the demand for Welsh medium provision

:08:54.:08:55.

is increasing, and they want to encourage this.

:08:56.:08:57.

The proposals will now go out for consultation.

:08:58.:09:07.

115 people who work at Dow Corning chemical plant in the Vale

:09:08.:09:10.

of Glamorgan have tonight lost their jobs.

:09:11.:09:11.

Workers were told last month that some jobs at the Barry-based

:09:12.:09:14.

Let's talk to our business correspondent Brian Meechan.

:09:15.:09:24.

What more do we know? This site in Barry is one of the most advanced

:09:25.:09:33.

manufacturing sites for silicon anywhere in the world, silicon is

:09:34.:09:39.

used in cosmetics, construction, so it can be used to make make up last

:09:40.:09:44.

longer, or used to make sure buildings and bridges stand the test

:09:45.:09:48.

of time. It employs 630 people at the Barry

:09:49.:09:54.

site and has been operating for over 60 years. The company has announced

:09:55.:09:59.

there would be a global restructuring of the company, and

:10:00.:10:03.

everyone was quite concerned about what that potentially would mean for

:10:04.:10:08.

the Barry site. Now it has become significantly clearer that it is not

:10:09.:10:14.

good news for those 115 workers. And the knock on effect of those workers

:10:15.:10:21.

losing the money that goes into the local community potentially.

:10:22.:10:25.

Also, silicone and chemicals, it is very high energy using industry, and

:10:26.:10:31.

as in steel, energy costs can be a big problem in the UK compared to

:10:32.:10:35.

other parts of the world. One thing that has to be said is

:10:36.:10:40.

that the company is clear this decision has nothing to do with

:10:41.:10:41.

Brexit. Thank you.

:10:42.:10:43.

Much more to come before seven o'clock.

:10:44.:10:46.

Great fishing on the River Taff this afternoon.

:10:47.:10:49.

The latest production for National Theatre Wales.

:10:50.:10:56.

The new boss tells us she plans to be bold and brave.

:10:57.:11:09.

Future nuclear power projects in Wales need to show value

:11:10.:11:12.

That's the call from MPs who sit on Westminster's

:11:13.:11:15.

A report published by them today looks at the potential of developing

:11:16.:11:26.

new nuclear power stations at Wylfa and Trawsfynydd in North Wales.

:11:27.:11:28.

Our environment correspondent, Steffan Messenger, has the story.

:11:29.:11:37.

For more than half a century there has been a history

:11:38.:11:39.

Well, the old Wilfa power station on Anglesey was shut down last year

:11:40.:11:48.

there are plans for a new ?8 billion plant next door.

:11:49.:11:55.

Meanwhile in Gwynedd, there are calls to redevelop

:11:56.:11:57.

Plenty for the Welsh Affairs Committee to consider

:11:58.:12:03.

with its inquiry into the industry in Wales.

:12:04.:12:05.

It took evidence about the economic and environmental impact

:12:06.:12:09.

of new nuclear sites and how the Welsh and UK Governments

:12:10.:12:11.

were working together to deliver them.

:12:12.:12:13.

We think nuclear has an important place in the future energy mix,

:12:14.:12:19.

that is my view, and that of virtually all the electric

:12:20.:12:23.

They are saying economically it is important

:12:24.:12:30.

because the wages that are paid in the industry are much higher.

:12:31.:12:33.

Once operational, there is a promise of 850 well-paid jobs at Wilfa

:12:34.:12:39.

but the report says more needs to be done to train people in

:12:40.:12:42.

North Wales so they are in the best position to go for them.

:12:43.:12:45.

Nuclear and electric energy is important for the prosperity

:12:46.:12:48.

of the island, not only job numbers but the quality of employment

:12:49.:12:51.

and impacts in terms of spending power for businesses

:12:52.:12:54.

and establishments across the island.

:12:55.:13:02.

Building nuclear power stations is a costly, complex business.

:13:03.:13:06.

Hinkley Point C in Somerset which could finally get the go-ahead

:13:07.:13:08.

The UK Government has faced criticism for the high price it

:13:09.:13:12.

agreed to pay for electricity from this site.

:13:13.:13:16.

The report says the cost of energy from Wilfa must be low or else it

:13:17.:13:20.

Nuclear power has consumed more than half of all the subsidies

:13:21.:13:24.

It has been extraordinarily greedy for subsidies over many

:13:25.:13:27.

years and they are still asking for subsidies.

:13:28.:13:42.

When it comes to the reactor currently being decommissioned,

:13:43.:13:44.

the report says the first of a new generation of smaller

:13:45.:13:46.

reactors should be installed here to help regenerate the area.

:13:47.:13:49.

We have the chance to become a global leading hub

:13:50.:13:52.

for the development of small modular reactors.

:13:53.:13:55.

If we wait longer in terms of the new nuclear programme

:13:56.:13:58.

we are at a tipping point of nuclear skills to a point where there

:13:59.:14:02.

will be very few people who are trained and highly skilled

:14:03.:14:04.

enough to design and deliver a nuclear programme.

:14:05.:14:06.

The MPs say they recognise levels of concern among the general public

:14:07.:14:09.

about proposals for new nuclear power plants but are reassured

:14:10.:14:12.

by the industry's safety record in the UK and the opportunity

:14:13.:14:14.

for the economy of Wales they claim is too good to miss.

:14:15.:14:25.

You'll find good fishing on the River Taff and, from today,

:14:26.:14:28.

It's the biggest of its kind in Wales costing nearly ?4 million

:14:29.:14:32.

to build and Cardiff Council hopes its new hydro electricity

:14:33.:14:34.

plant will help to offset its annual ?10 million power bill.

:14:35.:14:37.

Radyr Weir was built in 1774 to divert water to what would become

:14:38.:14:52.

the largest tin plate works in the wild downstream. The mill was

:14:53.:14:56.

powered exclusively by the River Taff. 250 years later, the waters

:14:57.:15:03.

still flow over the weird but from today it will produce electricity.

:15:04.:15:08.

When both these turbines are turning it is estimated there will generate

:15:09.:15:13.

around 1.6 gigawatts of electricity every year, enough to power 550

:15:14.:15:19.

homes. The biggest project of its kind in Wales at a cost of ?3.9

:15:20.:15:26.

million. Cardiff Castle contributing most of the total spent. The

:15:27.:15:30.

lectures degenerated will be sold to the National Grid and it is

:15:31.:15:33.

estimated within 12 years the project will have paid for itself.

:15:34.:15:40.

Any profits will be put towards the council's electricity bill.

:15:41.:15:44.

Small-scale projects are growing in popularity with over 15 community

:15:45.:15:50.

funded schemes like this one already in operation. But with any

:15:51.:15:54.

construction project, there are ecological considerations. Here,

:15:55.:15:59.

there is a newly constructed fish pass funded by natural resources

:16:00.:16:02.

Wales. There was an old fish pass for

:16:03.:16:07.

salmon and trout, the Nuwan passing up this route allows more species of

:16:08.:16:14.

fish to pass upstream, increasing diversity and the fish population

:16:15.:16:18.

stocks as the River Taff recovers. The fish are happy as are the

:16:19.:16:23.

cyclists. This section of the trout is closed during construction but

:16:24.:16:30.

has now reopened. As the turbines weighing 30 times each produce

:16:31.:16:34.

electricity for the first time, it is hoped Radyr Weir can attract

:16:35.:16:38.

visitors and generate renewable energy for a generation to come.

:16:39.:16:45.

Cancer patients at Glan Clwyd Hospital in Denbighshire

:16:46.:16:47.

are being offered question and answer sessions

:16:48.:16:49.

The six-month trial is a joint venture by the North Wales Health

:16:50.:16:53.

Its aim is to reduce the anxiety some people feel before

:16:54.:16:56.

Chris Dunning from Pentre Halkyn in Flintshire has just completed

:16:57.:17:03.

the second of three chemotherapy sessions for cancer

:17:04.:17:05.

Having previously attended a session with medical and support staff

:17:06.:17:11.

who told him what to expect, he's speaking to patients

:17:12.:17:14.

about to undergo their own treatment.

:17:15.:17:15.

If you know what you're going to expect when

:17:16.:17:18.

It is actually not a horrible place, it is quite a pleasant environment

:17:19.:17:26.

to sit while they give you an infusion with different drugs.

:17:27.:17:30.

As a consequence, I knew where I was coming, what I was doing

:17:31.:17:34.

and what the day might look like, rather than this worry

:17:35.:17:36.

that I was building up in my head before that.

:17:37.:17:39.

The classes explain what chemotherapy is,

:17:40.:17:40.

how it could affect people and what steps they can

:17:41.:17:42.

take to stay as healthy as possible during treatment.

:17:43.:17:54.

Hospitals can be bewildering at the best of times which is why

:17:55.:17:58.

there is a list showing you where to go.

:17:59.:18:00.

Now the hospital has created a road map to guide people

:18:01.:18:03.

Patients and their families are able to ask about anything that concerns

:18:04.:18:07.

One of my main questions was, will I lose my hair.

:18:08.:18:10.

At my age, I am pleased with my bonnet.

:18:11.:18:15.

I was told ii properly wouldn't lose my hair

:18:16.:18:17.

And now they are going to make me unhealthy to make me look healthy.

:18:18.:18:26.

That is just getting my head around that.

:18:27.:18:33.

But the advice and support extends beyond the merely medical.

:18:34.:18:39.

We do our best to enable them to be more confident going home having

:18:40.:18:42.

We would like them to be able to seek help and ask for attention,

:18:43.:18:46.

We are here to help people with any financial problems they have.

:18:47.:18:58.

They can join our choirs, they can speak to a nurse

:18:59.:19:00.

We also have a cancer call-back service to speak to patients

:19:01.:19:04.

regularly to see how they are doing through treatment.

:19:05.:19:06.

The six-month trial is halfway through and the vast

:19:07.:19:08.

majority of participants have found it useful.

:19:09.:19:10.

A cancer diagnosis can be a journey into the unknown but the classes

:19:11.:19:13.

should help to illuminate at least part of it.

:19:14.:19:20.

Welsh Olympic cyclist Becky James has told the BBC the Olympics should

:19:21.:19:22.

be a level playing field, following allegations of doping

:19:23.:19:24.

She was speaking as the Great Britain Olympic cycling team

:19:25.:19:28.

held their final training sessions at the National Velodrome in Newport

:19:29.:19:30.

Wales is well represented on the team, as Jordan

:19:31.:19:34.

And for Team GB training here in Newport so do medals.

:19:35.:20:01.

Wales at the heart of the team with the likes of Elinior Barker,

:20:02.:20:04.

We went to California for altitude camp as a big group.

:20:05.:20:13.

We had 100 good days of consistent training.

:20:14.:20:15.

No one has had any injuries or illnesses.

:20:16.:20:19.

If we are beaten, all you can say is that we were in

:20:20.:20:37.

And Abergavenney#s Becky James certainly is.

:20:38.:20:40.

This moment has been a long time coming after missing out

:20:41.:20:42.

And, after allegations of doping among Russian athletes,

:20:43.:20:45.

she has faith her competitors will race cleanly.

:20:46.:20:47.

It should be a level fair playing field.

:20:48.:20:52.

It is awful for those if you miss out on a medal as you got knocked

:20:53.:20:56.

out first round by someone who was doping then.

:20:57.:20:58.

These were the scenes at London 2012.

:20:59.:21:01.

12 medals for Team GB, eight of sheer gold.

:21:02.:21:04.

It's where heroes became legends and propelled the sport into

:21:05.:21:06.

And this will have helped Chris Froome becoming the first

:21:07.:21:11.

Assisted by the man to his left, Wales' very own Geraint Thomas,

:21:12.:21:16.

one of the biggest names on two wheels at the Games.

:21:17.:21:28.

The Wales National Velodrome once again the staging point

:21:29.:21:30.

for our cycling stars before they compete against

:21:31.:21:32.

Let's hope the success that followed in London is repeated in Rio.

:21:33.:21:43.

Seven Welsh Paralympians have been added to Team GB's track and field

:21:44.:21:46.

They'll be joining discus and shot put athlete Aled Sion Davies

and javelin thrower Holly Arnold who had already been included.

And in the Royal London One-Day at Chelmsford.

:21:58.:22:02.

The new boss of National Theatre Wales has called for the company

:22:03.:22:17.

Kully Thiarai has come to Wales after running

:22:18.:22:21.

She's already getting hands-on with the company's latest

:22:22.:22:24.

production, as our arts and media correspondent Huw Thomas

:22:25.:22:26.

Rehearsals for Wonder Man, the latest show

:22:27.:22:33.

It will premiere at the Edinburgh Fringe next month with these last

:22:34.:22:42.

few days of rehearsals overseen by the most powerful

:22:43.:22:44.

Kully Thiarai is new to Wales but brings a familiar

:22:45.:22:49.

in unusual locations that has come to define the National

:22:50.:22:53.

Its Passion in Port Talbot brought thousands on the streets,

:22:54.:23:02.

and the countryside in Usk doubled as northern France to tell the story

:23:03.:23:11.

And under new leadership it is still a core ambition to take

:23:12.:23:15.

new work to audiences across the country.

:23:16.:23:18.

It is such an enormous commitment to people across the country

:23:19.:23:21.

and made a really national and international impact.

:23:22.:23:29.

It feels a huge responsibility but a really exciting opportunity

:23:30.:23:32.

Kully Thierai comes highly recommended, an experienced theatre

:23:33.:23:36.

director in the north of England and Midlands,

:23:37.:23:38.

she launched a thriving new venue called Cast in Doncaster in a part

:23:39.:23:41.

of south Yorkshire that had been underserved by the arts.

:23:42.:23:44.

On getting the job in Wales this year, the Guardian heaped praise

:23:45.:23:47.

on her appointment saying she was one of the arts

:23:48.:23:49.

Her first task is to oversee a huge celebration of Roald Dahl

:23:50.:23:57.

in Cardiff in September, 100 years since he was born

:23:58.:23:59.

Wonder Man, based on Roald Dahl's stories for adults, is an appetiser,

:24:00.:24:08.

but for the new artistic director, the characters and landscapes

:24:09.:24:13.

Our commitment is based on people and place.

:24:14.:24:17.

Our ambition remains we push the art form.

:24:18.:24:19.

That we experiment and we are bold and brave in the work we make

:24:20.:24:23.

The actors prepare for opening night but Kully Thiarai is already some

:24:24.:24:27.

way into her opening scene guiding National Theatre Wales

:24:28.:24:30.

through the next steps of its creative life.

:24:31.:24:34.

Curtain up now on tonight's sell-out production starring Derek Brockway.
