known to have died and 20 people have been injured. There will be

:00:00.:00:00.

continuing coverage of this developing

:00:00.:00:00.

The moment a Welsh MP hears gunshots at Westminster -

:00:00.:00:13.

David Davies describes the unfolding events of the terrorist attack

:00:14.:00:16.

I looked around and thought this can't be real. Then I heard more

:00:17.:00:32.

shots, I can't remember exactly but there was shouting, get down.

:00:33.:00:50.

Also tonight: The plans for a new prison alongside

:00:51.:00:52.

I don't think prisons should be in the community.

:00:53.:01:02.

There'll be work to help construction and then work

:01:03.:01:04.

afterwards, so seems a good sign to me.

:01:05.:01:12.

This is the effect of new psycho-active

:01:13.:01:14.

substances on people, filmed by police on the

:01:15.:01:17.

Tonight a warning the drugs are proving hard to tackle.

:01:18.:01:24.

Luke Jenkins died after heart surgery in Bristol.

:01:25.:01:26.

Five years on, the High Court awards his family compensation.

:01:27.:01:35.

And ensuring top class rugby remains at Rodney Parade.

:01:36.:01:38.

The Welsh Rugby Union move a step closer to taking

:01:39.:01:41.

Security has been stepped up at locations across Wales tonight,

:01:42.:01:53.

They include an increased armed presence at the National Assembly.

:01:54.:01:59.

Meanwhile, dramatic footage has emerged from Monmouth MP,

:02:00.:02:02.

David Davies, moments after gunshots were first heard, near to

:02:03.:02:06.

Is it coming? This is the moment Monmouth MP David Davis realise that

:02:07.:02:23.

something serious was happening in Westminster. He was forced to run

:02:24.:02:30.

and hide from gunshots. He filmed this footage on his mobile phone.

:02:31.:02:37.

Described by police as a terrorist incident on Westminster Bridge and

:02:38.:02:42.

Parliament, a stabbing, gunshots, and a car appearing to collide into

:02:43.:02:45.

passers-by has resulted in injuries and fatalities. At least one shot. I

:02:46.:02:52.

looked around and thought, this can't be real. Then more shots. I

:02:53.:02:59.

can't remember exactly, someone started shouting, get down. We got

:03:00.:03:03.

on the floor. People started moving backwards. I waited for the shops to

:03:04.:03:13.

stop. I was behind a pillar. I took a chance and ran back to the house.

:03:14.:03:20.

I did not know what was going on. Someone was in the area with a gun.

:03:21.:03:27.

David Davis was among the MPs, peers and staff working in Parliament

:03:28.:03:34.

required to remain a knock-down. Launched German treated these photos

:03:35.:03:37.

of Lords being evacuated to Westminster Abbey. As a emergency

:03:38.:03:42.

services attended the scene in central London from 2:40pm,

:03:43.:03:48.

proceedings were in full flow at Cardiff Bay until the news spread.

:03:49.:03:52.

Soon after, presiding officer Alan Jones adjourned for the day. We will

:03:53.:03:58.

not be calling for the speakers at this debate. Events are still

:03:59.:04:02.

unfolding at Westminster but are being treated as a serious terrorist

:04:03.:04:06.

incident. In light of those circumstances, and in discussion

:04:07.:04:10.

with the business managers of all political parties, I have decided to

:04:11.:04:16.

adjourn today's proceedings. As security and emergency services

:04:17.:04:22.

dominate the landscape of Westminster tonight, there is also

:04:23.:04:25.

an increased presence of armed officers around the areas as a

:04:26.:04:32.

precaution. South-westward Wales police say they have also stepped up

:04:33.:04:33.

security as a precaution. Let's speak to our parliamentary

:04:34.:04:34.

correspondent David Cornock who has been in lockdown at Westminster

:04:35.:04:37.

as events unfolded. I'm about 200 metres from the scene

:04:38.:04:49.

of the attack, that's about as close as we can get because the police

:04:50.:04:53.

have thrown a giant called in and around Westminster tonight. The

:04:54.:04:57.

attack happened when Parliament was at its busiest, on a Wednesday just

:04:58.:05:01.

after PMQs when MPs had gone to vote. As we saw, David Davies was

:05:02.:05:08.

very close to the scene of the attack. Other MPs were in the

:05:09.:05:11.

chamber and told to stay there. There was a lockdown in the House of

:05:12.:05:15.

Commons. The secretaries of state for Wales had been in a meeting with

:05:16.:05:18.

the Prime Minister and other colleagues. He was told to stay in

:05:19.:05:22.

his Parliamentary office with other ministers. A short time ago he was

:05:23.:05:28.

still there. Others, particularly members of the House of Lords, were

:05:29.:05:34.

patiently evacuated to Westminster Abbey. Around 500 peers, MPs and

:05:35.:05:38.

staff are in there. They are expecting to be there for about an

:05:39.:05:42.

hour and a half as they are briefed by the police according to Lord

:05:43.:05:46.

German, it is all very calm. Among the peers, one of the deputies, Lord

:05:47.:05:55.

Bourne, said it was an unspeakable attack. A senseless atrocity.

:05:56.:06:00.

Unspeakable and condemned by all faiths.

:06:01.:06:00.

Give us a sense of what it's been like in Westminster today?

:06:01.:06:08.

Visitors to Westminster had to go through airport style security.

:06:09.:06:14.

There are so many armed police you don't really blink when you see it.

:06:15.:06:18.

If you work there, like me, you have to have a pass and go through

:06:19.:06:23.

betting to get that pass. There is a sense of shock that what appears to

:06:24.:06:29.

be incredibly tight security has been breached today. The attacker

:06:30.:06:33.

got through the first layer of security and although there is that

:06:34.:06:38.

sense of shock, there will be big questions for the Parliamentary

:06:39.:06:43.

authorities to ask and answer. About the attack that has left four people

:06:44.:06:44.

dead. We'll bring you any

:06:45.:06:47.

updates from Westminster Now, the rest of the day's news

:06:48.:06:49.

and plans for a new prison near Port Talbot have been unveiled

:06:50.:06:54.

by the Ministry of Justice. It's understood it'll

:06:55.:06:56.

be a Category C prison It's part of a ?1.3 billion overhaul

:06:57.:06:58.

of the prison estates The proposed site is on land

:06:59.:07:03.

near the former Panasonic factory It might not look like much right

:07:04.:07:17.

now, but the Ministry of Justice hopes this 35 acres of former

:07:18.:07:21.

industrial land will be transformed into a modern-day prison. It's not

:07:22.:07:24.

clear how it will look but it is believed it will be big enough for

:07:25.:07:30.

up to 1600 inmates, serving shorter sentences for violent, drug related,

:07:31.:07:35.

or sexual offences. But it would not be suitable in an open prison. On

:07:36.:07:39.

the high streets, there were mixed feelings about the news. I don't

:07:40.:07:44.

think they should come here. Find somewhere else. There will be work

:07:45.:07:49.

during construction and work afterwards. Seems like a good sign

:07:50.:07:54.

to me. They have to go somewhere I suppose. If it's secure, there's no

:07:55.:08:01.

problem, is there? Fair enough, you might say it is category three, but

:08:02.:08:05.

there will be all sorts of people in there. It's unacceptable for the

:08:06.:08:12.

area. The announcement comes just weeks after the U:K.'s biggest

:08:13.:08:18.

prison opened in Wrexham. That the decay -- that came with the promise

:08:19.:08:25.

of many new jobs. It is not yet clear new jobs will be created if

:08:26.:08:34.

reports how that site goes ahead. With uncertainty at steel plants,

:08:35.:08:38.

this new proposal promises thousands of more jobs in construction and

:08:39.:08:42.

manufacturing. We need to ensure there are good local jobs both in

:08:43.:08:46.

construction and in the running of the prison. We also need to ensure

:08:47.:08:50.

that where the construction is taking place is being done with

:08:51.:08:55.

local materials, that there is a local supply chain. I will write to

:08:56.:08:58.

the Minister to day to make sure it is absolutely clear that we want to

:08:59.:09:02.

see this being too benefit of the local economy. At Heath College, etc

:09:03.:09:11.

but -- it's hoped it could be a valuable experience for apprentices.

:09:12.:09:15.

We have some excellent students that come through here, in terms of

:09:16.:09:19.

brickwork. It could be huge for them. These plans are part of the UK

:09:20.:09:26.

Government 's attempt to modernise its prison service, but any

:09:27.:09:29.

application to develop this land will come up against the usual

:09:30.:09:34.

planning procedures and it will face a full public consultation before

:09:35.:09:37.

the possibility of a single brick being laid here. When it comes to

:09:38.:09:42.

reforming our presence, some believe a totally different approach is

:09:43.:09:47.

needed. I don't think creating a massive prison like you see in

:09:48.:09:52.

America is the answer. We should be looking at prison reform, taking

:09:53.:09:55.

people out of the justice system and trying to help them before they

:09:56.:09:59.

commit a crime. There's lots of people with mental health problems

:10:00.:10:02.

going into the system that should not be. Speculation has been growing

:10:03.:10:08.

about the future of some of is all the prisons, like Swansea and

:10:09.:10:13.

Cardiff. -- like some of Wales's older presence. What is clear is

:10:14.:10:20.

that the government is determined to start building here within the next

:10:21.:10:21.

three years. Agencies working with drug users

:10:22.:10:23.

in North Wales say so called new psychoactive substances

:10:24.:10:26.

are proving tough to tackle. NPSs - which can leave users

:10:27.:10:28.

slumped and unresponsive - are cheap and not necessarily

:10:29.:10:30.

illegal. Earlier this month photographs

:10:31.:10:35.

appearing to show people under the influence of the drugs

:10:36.:10:38.

in Wrexham were shared widely. Those who've tried it say

:10:39.:10:40.

they have had seizures, stopped breathing, forgotten

:10:41.:10:53.

who they are, and heard voices. The appeal might be hard to see -

:10:54.:10:56.

but the symptoms aren't. Muscle spasms, confusion and people

:10:57.:10:59.

frozen like statues. This police footage from Wrexham

:11:00.:11:13.

shows men apparently high The town recently became the focus

of attention when these pictures Agencies who work with drug users

:11:16.:11:19.

say Wrexham isn't unique The substance misuse seems to be

:11:20.:11:23.

more visible now in communities. People seem a bit more

:11:24.:11:26.

careless, a bit less We have got the public face

:11:27.:11:29.

of substance misuse, which isn't always something

:11:30.:11:37.

the public wants to see. I think that raises all sorts

:11:38.:11:40.

of challenges for service providers, as well, as to how we best work

:11:41.:11:44.

with these people. These are NPSs seized

:11:45.:11:50.

by North Wales Police. But whether they're called Spice,

:11:51.:11:53.

Blue Cheese or Black Mamba, the names and ingredients change

:11:54.:11:58.

regularly to stay ahead of the law. Police say its not knowing

:11:59.:12:02.

what's in them that Those people who have previously

:12:03.:12:04.

been heroin dependent are now trying the legalised,

:12:05.:12:08.

the Black Mamba, and then shunning it because they don't

:12:09.:12:11.

like the adverse reaction it has. So, for me, if they are running away

:12:12.:12:14.

from it then clearly there is something about it

:12:15.:12:17.

that is very sinister. The problem we have now is this

:12:18.:12:20.

collective group of individuals who are coalescing together,

:12:21.:12:23.

who feel probably persecuted by the authorities because of the move

:12:24.:12:26.

from pillar to post. North Wales Police say the number

:12:27.:12:32.

of drug users hasn't increased A single hit can cost

as little as ?1. They are cheap, addictive,

:12:36.:12:39.

and potentially lethal. It's a growing problem

:12:40.:12:42.

with serious health risks. All the agencies are working hard

:12:43.:12:45.

to clean up the streets. A former Machynlleth primary school

:12:46.:12:51.

teacher has appeared in court accused of sexually abusing several

:12:52.:12:53.

girls in the 1970s and 80s. 66-year-old Gordon Fleming

:12:54.:12:56.

from Oswestry appeared at Aberystwyth Magistrates' Court -

:12:57.:13:01.

but did not enter a plea. He's been charged with 61

counts of indecent assault He'll appear at Swansea

the Houses of Parliament and a man, believed to be an attacker,
