welfare. The family wish to disclose

say that the distress of not being

against these unspecified

afforded common courtesy, decency or

accuses the First Minister of

been anger among some within the

measured concern. This can't happen

this on how we actually support

is a rough and difficult game but it

procedure is, I have heard that the

to look at the procedure because

Carwyn Jones attended the opening of
the Welsh National Field of | 0:03:56 | 0:04:01 | |
Remembrance this morning. In a
statement tonight he said this was a | 0:04:01 | 0:04:04 | |
difficult time for everybody,
particularly for Carl Sargeant's | 0:04:04 | 0:04:08 | |
family. He said that like everyone
in the Welsh Labour family, he is | 0:04:08 | 0:04:12 | |
deeply upset by the death of his

continues to mount. One Conservative
called on him to resign for the | 0:04:16 | 0:04:20 | |
first time today. We should never

handled particularly badly,

news by the First Minister on Monday
night. The First Minister has some | 0:04:28 | 0:04:32 | |
form of responsibility and I am
calling for him to consider his | 0:04:32 | 0:04:35 | |
position and resign. The shock and
grief following Carl Sargeant's | 0:04:35 | 0:04:44 | |
death is still very raw. A book of
condolence has been opened for his | 0:04:44 | 0:04:48 | |
colleagues and friends to record
their memories. He brought such a | 0:04:48 | 0:04:50 | |
fresh, new outlook. I am wearing my
white ribbon because he was | 0:04:50 | 0:04:55 | |
passionate about tackling violence
against women and he gave himself to | 0:04:55 | 0:04:59 | |
this whole Assembly. He was widely
respected, he had a huge sense of | 0:04:59 | 0:05:04 | |
humour but he drove to some very
important legislation in terms of | 0:05:04 | 0:05:09 | |
housing. I remember him visiting my
constituency in Barry and relating | 0:05:09 | 0:05:14 | |
to people and he was so widely
admired. All eyes will now be on a | 0:05:14 | 0:05:18 | |
crunch meeting of Labour Assembly
Members tomorrow, their first | 0:05:18 | 0:05:22 | |
opportunity to discuss the tragic
events of the past week. | 0:05:22 | 0:05:26 | |

Well, fast paced developments over
the past 36 hours. The most | 0:05:32 | 0:05:36 | |
significant is the release of those
documents from the family because it | 0:05:36 | 0:05:40 | |
tells us how unhappy they are with
the situation and paints a picture | 0:05:40 | 0:05:43 | |
of what was going on
behind-the-scenes. We now know that | 0:05:43 | 0:05:47 | |
Carl Sargeant broadly knew the rough
area of the allegations against him, | 0:05:47 | 0:05:51 | |
which related to unwanted attention,
inappropriate touching or grouping. | 0:05:51 | 0:05:55 | |
But he wanted more details so that
he could be in a position to defend | 0:05:55 | 0:06:01 | |
himself. He would have got those
details in time from the Labour | 0:06:01 | 0:06:04 | |
Party ahead of an official hearing
that was pencilled in in January. In | 0:06:04 | 0:06:10 | |
the meantime, he felt exposed.
Labour will have its rules that it | 0:06:10 | 0:06:15 | |
follows under these circumstances
but increasingly it will come down | 0:06:15 | 0:06:18 | |
to what we call Pastoral care. Who
was looking out for Carl Sargeant | 0:06:18 | 0:06:22 | |
within the party? His lawyers are
saying there was no formal | 0:06:22 | 0:06:27 | |
assistance. The sense within the
documents, words like anxiety, | 0:06:27 | 0:06:32 | |
mental well-being and distress. His
friends talk about how devastated he | 0:06:32 | 0:06:36 | |
was. He was a big bruiser of a
politician but a sense of a | 0:06:36 | 0:06:41 | |
venerable individual in the past few
days. And to add fuel to the fire | 0:06:41 | 0:06:46 | |
tonight, if you could call it that,
Leighton Andrews has said that there | 0:06:46 | 0:06:50 | |
was a deliberate undermining of
Leighton Andrews by the Labour | 0:06:50 | 0:06:59 | |
government. So the next few days
will be critical. Carwyn Jones will | 0:06:59 | 0:07:07 | |
not have had to attend a meeting
like this before. This is the most | 0:07:07 | 0:07:11 | |
difficult political moment he has
had to face. Like a lot of close | 0:07:11 | 0:07:16 | |
friends of Carl Sargeant,
undoubtedly he will be feeling grief | 0:07:16 | 0:07:19 | |
as well, but he will have two set
out his case to the Assembly | 0:07:19 | 0:07:22 | |
Members. When we spoke to said they
will give him a fair wind as he | 0:07:22 | 0:07:27 | |
tries to justify the decisions he
would make, but there really is | 0:07:27 | 0:07:31 | |
anger within the party. Within the
past hour I spoke to a Labour figure | 0:07:31 | 0:07:36 | |
in Welsh local government saying
there is a groundswell of opinion | 0:07:36 | 0:07:39 | |
out there that Carl Sargeant was
badly treated and an expectation | 0:07:39 | 0:07:42 | |
that some kind of action will be
taken in the meeting tomorrow. That | 0:07:42 | 0:07:47 | |
is open ended but the stakes are
high. | 0:07:47 | 0:07:53 | |

after an inspection discovered

It found tissue samples from 42
people, including entire organs, | 0:08:59 | 0:09:02 | |
were kept by the University Hospital
of Wales for longer than permitted. | 0:09:02 | 0:09:08 | |

When a person dies unexpectedly,
then the police or coroner can | 0:09:14 | 0:09:18 | |
insist that a post mortem
examination takes place. | 0:09:18 | 0:09:22 | |
In those cases, organs or tissue
can be removed and kept | 0:09:22 | 0:09:26 | |
by a hospital to try to find out
exactly what happened. | 0:09:26 | 0:09:31 | |
But once those investigations
are complete, then those remains | 0:09:31 | 0:09:34 | |
need to be returned to the family
or disposed of in line with their | 0:09:34 | 0:09:38 | |
wishes within three months. | 0:09:38 | 0:09:40 | |
But it's emerged that on no fewer
than 42 occasions the mortuary | 0:09:40 | 0:09:45 | |
at Wales' biggest hospital kept hold
of human tissue | 0:09:45 | 0:09:48 | |
beyond that deadline. | 0:09:48 | 0:09:51 | |
There were five examples
where an individual's brain had been | 0:09:51 | 0:09:55 | |
kept longer than was allowed. | 0:09:55 | 0:09:58 | |
And in one instance a tissue sample
was kept for five years. | 0:09:58 | 0:10:02 | |
The boss of the local health
board has apologised. | 0:10:02 | 0:10:06 | |
Our systems have let us down
and that is the feeling. | 0:10:06 | 0:10:09 | |

A number of those are administrative
systems and therefore | 0:10:11 | 0:10:15 | |
I would suggest there is no
excuse for that. | 0:10:15 | 0:10:17 | |
We have to put that right

and make sure it stays right
into the future. | 0:10:20 | 0:10:23 | |
But that's not the only big failing
that was picked up when the mortuary | 0:10:23 | 0:10:27 | |
was inspected in August. | 0:10:27 | 0:10:29 | |
The Human Tissue Authority
also found problems | 0:10:29 | 0:10:31 | |
with maintenance and equipment. | 0:10:31 | 0:10:33 | |
It said the mortuary wasn't
clean or secure enough. | 0:10:33 | 0:10:36 | |
And it concluded the individual
whose legal responsibility | 0:10:36 | 0:10:40 | |
it was to make sure standards
were met was "not suitable | 0:10:40 | 0:10:46 | |
"to act in this capacity". | 0:10:46 | 0:10:49 | |
That person still works
for the health board but has been | 0:10:49 | 0:10:51 | |
moved to another role. | 0:10:51 | 0:10:53 | |
But this isn't the first time
serious concerns have been raised. | 0:10:53 | 0:10:55 | |
In 2009, the mortuary had to be
closed down for a period | 0:10:55 | 0:10:58 | |
following a previous
highly-critical inspection. | 0:10:58 | 0:11:02 | |
They have honestly not learned any
lessons and I would expect | 0:11:02 | 0:11:06 | |
the Welsh Government and the health
board to taken very strong action | 0:11:06 | 0:11:09 | |
to ensure that this mortuary
comes up to standards, | 0:11:09 | 0:11:12 | |
that patients and their families
are not treated in this awful way. | 0:11:12 | 0:11:16 | |
But the health board says
there's already been | 0:11:16 | 0:11:19 | |
a lot of improvement,
even though the Human | 0:11:19 | 0:11:21 | |
Tissue Authority insists
there's a lot left to do. | 0:11:21 | 0:11:25 | |
And they'll be monitoring closely,
considering few things are more | 0:11:25 | 0:11:28 | |
important than taking proper care
of the remains of loved ones. | 0:11:28 | 0:11:35 | |
10,000 crosses have been laid out
in the grounds of Cardiff Castle | 0:11:35 | 0:11:38 | |
to create a Field of Remembrance
for those who died while serving | 0:11:38 | 0:11:42 | |
in the Armed Forces. | 0:11:42 | 0:11:45 | |
Organised by the Royal British

capital is one of six across the UK

in conflicts in the distant

I think it's important for the Welsh

for the whole of the United Kingdom

the sacrifices made in both

conflicts, by both those who fought

The price they paid for our freedom
is just something that, as nations, | 0:12:18 | 0:12:22 | |
we should not forget. | 0:12:22 | 0:12:26 | |
There are calls tonight for more
support groups for younger people | 0:12:26 | 0:12:29 | |
who have a stroke. | 0:12:29 | 0:12:31 | |
The Stroke Association says they can
provide invaluable emotional support | 0:12:31 | 0:12:35 | |
to people who are recovering
from the effects of a stroke. | 0:12:35 | 0:12:37 | |
Around 50 stroke survivors regularly
attend the award winning | 0:12:37 | 0:12:40 | |
Neath Port Talbot group. | 0:12:40 | 0:12:42 | |

Joining the stroke group

You thought your life

You were not going

But now they are talking

There are so many things to do. | 0:13:25 | 0:13:28 | |
You could live a more extreme

There's more things
to do than I did before. | 0:13:35 | 0:13:35 | |
That's certainly something that
makes this group of stroke | 0:13:35 | 0:13:37 | |
survivors stand out. | 0:13:37 | 0:13:40 | |
They are ready to have a go
at almost anything. | 0:13:40 | 0:13:42 | |
Like learning to fish
or even African drumming. | 0:13:42 | 0:13:45 | |
And they've been to Ibiza and now
there is talk of going surfing. | 0:13:45 | 0:13:49 | |
It is something different. | 0:13:49 | 0:13:51 | |
Somewhere to be. | 0:13:51 | 0:13:53 | |

I enjoy it. | 0:13:54 | 0:13:56 | |
It's more pleasant

You don't feel like you are

In Wales, around 7,500 people

According to the Stroke Association,
the number of people of working age | 0:14:08 | 0:14:11 | |
having a stroke is on the rise. | 0:14:11 | 0:14:14 | |
Unlike many groups, this one has
members in their 30s right | 0:14:14 | 0:14:19 | |
through to their 80s. | 0:14:19 | 0:14:21 | |
I would say that every town,
every county, needs one | 0:14:21 | 0:14:24 | |
or two stroke groups. | 0:14:24 | 0:14:26 | |
What you've got to remember is that
one of the biggest risk factors | 0:14:26 | 0:14:29 | |
of stroke is getting older. | 0:14:29 | 0:14:31 | |
So a variety of groups as well. | 0:14:31 | 0:14:33 | |
Some groups are very good
at supporting people | 0:14:33 | 0:14:35 | |
in their 60s and 70s,
there is a very big need | 0:14:35 | 0:14:39 | |
for stroke support
for people in their 30s, | 0:14:39 | 0:14:42 | |
40s, 50s, of working age. | 0:14:42 | 0:14:44 | |
John Evans never expected
to have a stroke at the age of 42. | 0:14:44 | 0:14:50 | |
More than a year on,
he has managed to get back | 0:14:50 | 0:14:53 | |
on track to some extent,
even finding himself a new job. | 0:14:53 | 0:14:58 | |
I guess being part of this
group has really helped | 0:14:58 | 0:15:00 | |
you get back into work? | 0:15:00 | 0:15:02 | |
They have been amazing because it
has allowed me to talk to people | 0:15:02 | 0:15:07 | |
that have had the same experience
as me and help other people as well. | 0:15:07 | 0:15:12 | |
And it is down to strong,
hard work and determination | 0:15:12 | 0:15:18 | |
I've managed to get where I am. | 0:15:18 | 0:15:20 | |
As they put the finishing

this adventurous group promise a lot

The investment will see a new 500

will try to reduce emissions at the

able to produce and develop more

can be used in electric and hybrid

future more energy efficient. This

that there will be more money coming

Talbot site but to its other Welsh

technical problems we seem to be

150 years ago today,
