river rose, bursting its banks,

traders insist the place remains

has struggled to find flood

you got here? A torrent of water was

fast flowing river. Our shop over

But here, we could at least get into

shop, we then could not get out, so

come and rescue us. I have never

I have lived in Llangefni for nearly
40 years, and I never thought I | 0:09:12 | 0:09:15 | |
would see the river bursting its

like it did last night. It was
terrible. And it wasn't just | 0:09:18 | 0:09:23 | |
Llangefni.
There are problems across Anglesey | 0:09:23 | 0:09:26 | |
and North West Wales. Transport has
been disrupted, some roads remained | 0:09:26 | 0:09:30 | |
closed, rail services delayed.
Questions are being asked about the | 0:09:30 | 0:09:35 | |
cause of a landslip which blocked
the main road. Some of last night's | 0:09:35 | 0:09:40 | |
damage will take awhile to repair. | 0:09:40 | 0:09:43 | |
Cancer is the biggest cause
of premature death in Wales. | 0:09:43 | 0:09:45 | |
Anyone born after 1960 now has
a 50-50 chance of developing | 0:09:45 | 0:09:48 | |
the disease during their lifetime. | 0:09:48 | 0:09:50 | |
But some people are waiting
too long for treatment, | 0:09:50 | 0:09:52 | |
with the NHS once again failing
to meet one of its key | 0:09:52 | 0:09:55 | |
cancer targets.
But are things about to change? | 0:09:55 | 0:09:59 | |
In a major speech this afternoon,
the Health Secretary announced plans | 0:09:59 | 0:10:02 | |
that could see Wales' current
cancer-targets scrapped. | 0:10:02 | 0:10:05 | |

Two years ago, Kat Harding got the
news no one wanted to hear. After | 0:10:17 | 0:10:20 | |
going to see her GP and getting
tests, she was told she had bowel | 0:10:20 | 0:10:25 | |
cancer.
I was in such a state of shock. | 0:10:25 | 0:10:29 | |
Within five weeks, she had had
chemotherapy and radiotherapy, and | 0:10:29 | 0:10:33 | |
12 weeks later, surgery. But each
day brought new worries and | 0:10:33 | 0:10:36 | |
uncertainties. It is awful. It is
like you are outside looking in. You | 0:10:36 | 0:10:41 | |
are underwater. Nothing makes sense.
Nothing. | 0:10:41 | 0:10:48 | |
The earlier cancer gets treated, the
more likely the patient is to | 0:10:48 | 0:10:54 | |
recover. At a major conference at
the principalities 's fading today, | 0:10:54 | 0:10:57 | |
experts met to discuss how to speed
things up. The Welsh NHS has not | 0:10:57 | 0:11:01 | |
performed as well as it should in
some areas of cancer care. If a GP | 0:11:01 | 0:11:06 | |
thinks someone has cancer, in 95% of
cases, treatment should start within | 0:11:06 | 0:11:10 | |
62 days of a referral. But that
target hasn't been met since 2008. | 0:11:10 | 0:11:15 | |
But a second target has been met.
98% of patients who have been | 0:11:15 | 0:11:21 | |
investigated for something else,
then found out they have cancer, | 0:11:21 | 0:11:24 | |
star treatment within 31 days with a
care plan being agreed. What we know | 0:11:24 | 0:11:29 | |
is that there is sometimes a delay
at times when a patient is told they | 0:11:29 | 0:11:34 | |
are suspected of having cancer, or
even from the time they are | 0:11:34 | 0:11:38 | |
diagnosed with cancer, from when we
start measuring the time that they | 0:11:38 | 0:11:41 | |
are waiting.
And in his keynote speech at the | 0:11:41 | 0:11:45 | |
conference, the Health Secretary
outlined a plan that could see the | 0:11:45 | 0:11:49 | |
two Tigers replaced with a new one.
It is not clear yet what that would | 0:11:49 | 0:11:53 | |
be, and it does mean waiting times
for all cancer patients would be | 0:11:53 | 0:11:56 | |
measured in the same way. The first
time this has been done in the UK. | 0:11:56 | 0:12:00 | |
It could make a difference, and if
it didn't, we would not bother to do | 0:12:00 | 0:12:04 | |
this. Every time we change a
measure, there is the inevitable | 0:12:04 | 0:12:07 | |
criticism of the reason for change,
and people doubting why you are | 0:12:07 | 0:12:13 | |
doing it.
But it is not just about targets. | 0:12:13 | 0:12:15 | |
Better survival rates mean that by
2030, the number of people living | 0:12:15 | 0:12:18 | |
with cancer on Wales will have
doubled to more than 200,000 people, | 0:12:18 | 0:12:23 | |
more than 2.5 times the number of
people who will be coming here on | 0:12:23 | 0:12:28 | |
Saturday to watch the All Blacks
play. But in terms of cancer | 0:12:28 | 0:12:32 | |
survival, Wales is far behind the
best in the world, with some experts | 0:12:32 | 0:12:37 | |
suggesting that 600 more patients a
year could survive cancer if service | 0:12:37 | 0:12:42 | |
is here performed with the best in
Europe. We know that with 19,000 | 0:12:42 | 0:12:47 | |
people, more people than ever being
diagnosed with cancer, and more | 0:12:47 | 0:12:51 | |
people than ever needing to be going
through the tests to find out | 0:12:51 | 0:12:55 | |
whether they have cancer or not,
there is a huge challenge ahead. | 0:12:55 | 0:12:59 | |
Critics say that by ditching the
current Tigers, the Welsh government | 0:12:59 | 0:13:03 | |
is trying to move the goalposts, but
for Cath it wasn't about targets. | 0:13:03 | 0:13:09 | |
What mattered was the quality of her
care. Targets, it's like... It meant | 0:13:09 | 0:13:15 | |
nothing at the time. I just wanted
to get on with it and go through it | 0:13:15 | 0:13:23 | |

time just how much has been invested

Every little noise makes me feel

several productions to receive money
from the Welsh government's | 0:14:31 | 0:14:36 | |
investment budget.
It is designed to attract high | 0:14:36 | 0:14:38 | |
investment productions to Wales and
make sure they spend time and money | 0:14:38 | 0:14:42 | |
here well bringing a return to the
government. The first time, we know | 0:14:42 | 0:14:47 | |
how much they have been getting.
Their Finest received a £2 million | 0:14:47 | 0:14:52 | |
loan, and after a Phillies
accessible box office run, the Welsh | 0:14:52 | 0:14:55 | |
government has recouped all this
money, plus £50,000 on top. But | 0:14:55 | 0:14:59 | |
other films have not done so well.
Takedown was the first to be backed | 0:14:59 | 0:15:03 | |
by the fund, getting £3.1 million.
It had poor reviews and went | 0:15:03 | 0:15:07 | |
straight to DVD last year. So far,
less than £1 million has been | 0:15:07 | 0:15:11 | |
recouped by the government. On the
success of others remains to be | 0:15:11 | 0:15:14 | |
seen. Journey's End will officially
open next year, but it got £850,000, | 0:15:14 | 0:15:21 | |
and so far, the government has got
£80,000 back. Most of the other | 0:15:21 | 0:15:25 | |
films that got money are still in
production, but opposition parties | 0:15:25 | 0:15:29 | |
have questioned the government

I think that we need an integrated
and strategic approach to the film | 0:15:31 | 0:15:37 | |
industry in Wales which brings the
cultural and economic together. I | 0:15:37 | 0:15:41 | |
think we see people going off in
very different directions at moment, | 0:15:41 | 0:15:44 | |
and possibly would not as much
success as we might have hoped. | 0:15:44 | 0:15:47 | |
Looks older!
But talk of success and failure is | 0:15:47 | 0:15:52 | |
premature and naive, according to
the Welsh government. It says the | 0:15:52 | 0:15:56 | |
investment long-term commercial
buses and, and that the revenue will | 0:15:56 | 0:15:59 | |
continue to flow from DVD sales and
distribution is, even if a film | 0:15:59 | 0:16:04 | |
fails to do well at the box office.
And of all the films attracted to | 0:16:04 | 0:16:09 | |
Wales in recent years, £100 million
has been spent here, creating jobs | 0:16:09 | 0:16:13 | |
and boosting supply chains. Industry
analysts agree that investing in | 0:16:13 | 0:16:18 | |
films requires a long-term
commitment. | 0:16:18 | 0:16:21 | |
From my experience, you only start
recouping those kind of investments, | 0:16:21 | 0:16:23 | |
usually a minimum of five years
after the initial investment is | 0:16:23 | 0:16:27 | |
made, because of all the production
issues you have, and the various | 0:16:27 | 0:16:33 | |
other partners involved, so it is
far too early for anybody, really, I | 0:16:33 | 0:16:38 | |
think, to be criticising the Welsh
government in terms of the capital | 0:16:38 | 0:16:41 | |
investment they put into these
projects. | 0:16:41 | 0:16:43 | |
I mean to come through this!

conditions behind the tall walls of

hostile environment which is putting

risk and damaging their mental

rate of self-harm at Swansea prison

of deaths due to suicide rose from

That is the same amount of suicide

holds nearly five times as many

One former prison visitor with the
