More childcare, more apprentices, and keep more of your money

:00:00.:00:07.

But what will the Welsh Government cut to pay for all of this?

:00:08.:00:12.

The Pontypridd MP Owen Smith warns Labour is at a crossroads,

:00:13.:00:15.

as the leadership contest draws to a close.

:00:16.:00:19.

And Newport, Maesteg... Now Coity.

:00:20.:00:20.

all owned by the same company. recycling sites,

:00:21.:00:41.

More free childcare; more apprenticeships; more money

:00:42.:00:44.

for schools; and keep more of your money if you move into care.

:00:45.:00:49.

They're among the Welsh Government's pledges for what it'll do for us

:00:50.:00:52.

over the next five years - but can it really afford it?

:00:53.:00:55.

The First Minister says the plans will make a tangible

:00:56.:00:57.

The opposition says - they're lacklustre

:00:58.:01:04.

Our political editor, Nick Servini, has the lowdown on what exactly

:01:05.:01:07.

Insured, from the cradle to the grave.

:01:08.:01:11.

That is the purpose of this national insurance bill.

:01:12.:01:15.

From cradle to the grave was a familiar mantra

:01:16.:01:17.

Help people live healthy lives, make the most of opportunities,

:01:18.:01:24.

That was echoed by Carwyn Jones today, in some of his claims

:01:25.:01:29.

So, Mother Hurd and apple pie,

:01:30.:01:35.

or realistic over the next five years?

:01:36.:01:38.

One thing we do know is that it will affect people at different

:01:39.:01:41.

For families, there will be 30 hours of free childcare a week,

:01:42.:01:47.

available for parents of three and four-year-olds.

:01:48.:01:49.

For those seeking a first job, a minimum of 100,000

:01:50.:01:51.

apprenticeships are pledged, but these will also be

:01:52.:01:56.

There will be a new fund which the Welsh government

:01:57.:02:04.

says will provide access to new and innovative treatments,

:02:05.:02:06.

and the value of assets elderly people can keep when entering

:02:07.:02:09.

residential care will more than double, to ?50,000.

:02:10.:02:14.

This programme for government gives us what we need to tackle the major

:02:15.:02:17.

challenges that lie ahead, and to make tangible

:02:18.:02:19.

difference to people's lives that they want to see.

:02:20.:02:22.

It enables us to approach the next five years with confidence,

:02:23.:02:25.

We've set the ambition, and we have set out what we will do

:02:26.:02:29.

to achieve it was up and now, we will get on and deliver.

:02:30.:02:32.

The main opposition, Plaid Cymru, has been involved

:02:33.:02:42.

in setting some of these priorities, as part of a deal with Labour,

:02:43.:02:45.

We were led to believe that you were unveiling a five-year plan

:02:46.:02:49.

to take Wales forwards today, and as such I had hoped to learn

:02:50.:02:52.

in greater detail how exactly your government

:02:53.:02:54.

However, as was the case with your previous programmes

:02:55.:02:59.

for government, we are offered an exhaustive list of objectives

:03:00.:03:01.

and priorities, but very little by way of detail,

:03:02.:03:03.

Also on that list is the M4 relief road, at Newport.

:03:04.:03:16.

Although the controversial decision on the exact route will be made

:03:17.:03:19.

Also there is the metro, bus and rail project

:03:20.:03:25.

but the Conservatives and Ukip both latched onto what they felt

:03:26.:03:30.

was a lack of detail in the programme.

:03:31.:03:33.

It is somewhat disheartening to see that the collective intellectual

:03:34.:03:36.

might of Plaid Cymru, the Welsh Labour Party

:03:37.:03:38.

and the Liberals have come up with a document

:03:39.:03:40.

that runs to 15 pages, and that includes the front cover,

:03:41.:03:43.

15 pages for five years' worth of government.

:03:44.:03:46.

15 pages for five years' worth of government.

:03:47.:03:51.

I'm sorry to see from the foreword to this document

:03:52.:03:53.

that the First Minister is still the miserablest

:03:54.:03:57.

about Brexit, because he's still talking about every objective

:03:58.:03:59.

analysis of the potential impact of Brexit, saying,

:04:00.:04:02.

we should be prepared for a shrinking economy.

:04:03.:04:04.

Nothing could be further from the truth.

:04:05.:04:07.

All the economic figures that have been released since the summer

:04:08.:04:11.

In the background, of course, to all of this, is Brexit.

:04:12.:04:17.

Now, ministers are saying it has created a degree of financial

:04:18.:04:20.

uncertainty which means that big cuts will have to be made in other

:04:21.:04:23.

programmes in order to fund some of the more expensive items,

:04:24.:04:28.

We won't know exactly which until the budget is published

:04:29.:04:33.

Warm words are all well and good but one thing that hasn't changed

:04:34.:04:41.

over the years is that governments of all descriptions are not judged

:04:42.:04:44.

on the plans were but whether they are delivered.

:04:45.:04:51.

More than 30 firefighters are tackling a large blaze

:04:52.:04:53.

The Fire Service was alerted of the incident at around seven

:04:54.:04:57.

There are no reports of any injuries.

:04:58.:05:10.

Plans for a specialist vascular unit at Glan Clwyd Hospital

:05:11.:05:12.

in Denbighshire have been approved by Health Chiefs.

:05:13.:05:14.

The decision comes after some clinicians warned it could put

:05:15.:05:17.

But Betsi Cadwaladr Health Board says the unit will be used

:05:18.:05:22.

for the most complex surgery, and the majority of its vascular

:05:23.:05:26.

services will still be carried out at other hospitals

:05:27.:05:29.

The condition of buses operated by a Wrexham coach company

:05:30.:05:36.

was so poor that a wheel flew off one - whilst

:05:37.:05:39.

it was carrying school children - a public inquiry has heard.

:05:40.:05:45.

The directors of GHA Coaches, which went into administration

:05:46.:05:49.

in July, have been told they may be disqualified

:05:50.:05:51.

The company admits some maintenance was neglected

:05:52.:05:57.

The Pontypridd MP Owen Smith has warned that the Labour Party

:05:58.:06:03.

Mr Smith, who is challenging Jeremy Corbyn for the party

:06:04.:06:09.

leadership, says - members face a choice

:06:10.:06:13.

between renewing Labour under him or continuing

:06:14.:06:18.

Here's our parliamentary correspondent, David Cornock

:06:19.:06:22.

I am so proud to be stood here before you today.

:06:23.:06:24.

It has, the challenger admits, been a long and bruising contest,

:06:25.:06:27.

one that he launched in his constituency back in July.

:06:28.:06:30.

Owen Smith may since have won over MPs who lost

:06:31.:06:32.

confidence in Jeremy Corbyn, but getting the support of rank

:06:33.:06:41.

and file party members has been more of a challenge.

:06:42.:06:44.

So, there's 24 hours to go, I'm still going to be fighting up

:06:45.:06:47.

right up to the last minute for every single vote, I still think

:06:48.:06:53.

we've got an opportunity to save the Labour Party,

:06:54.:06:55.

Owen Smith says he would be just as radical as Jeremy Corbyn,

:06:56.:07:00.

but he's better placed to unite Labour and to win elections.

:07:01.:07:02.

But here at Westminster, the signs are that MPs are preparing

:07:03.:07:05.

The former Shadow Welsh Secretary Nia Griffith is among senior MPs

:07:06.:07:12.

expected to return to the front line if Jeremy Corbyn wins.

:07:13.:07:20.

Owen Smith, though, wouldn't be among them.

:07:21.:07:26.

I'm not going to sit in the Shadow Cabinet with Jeremy,

:07:27.:07:29.

But I'll sit on the backbenches, I'll continue to make these

:07:30.:07:33.

arguments, I'm not going anywhere of absolutely determined

:07:34.:07:35.

that the Labour Party needs to have people fighting to unite

:07:36.:07:37.

the party, but crucially people who are determined

:07:38.:07:39.

Polls close at noon tomorrow, with the result due to be

:07:40.:07:43.

Fire fighters have been tackling a blaze of around six thousand

:07:44.:07:48.

tonnes of woodchip at a recycling plant in Coity near Bridgend.

:07:49.:07:51.

It's the third fire at a site owned by South Wales Wood Recycling

:07:52.:07:58.

The company says - in light of the suspicious

:07:59.:08:05.

circumstances around the fire, it's withdrawing an application

:08:06.:08:07.

The smoke could be seen billowing for miles,

:08:08.:08:15.

Bloody ridiculous! Is it?

:08:16.:08:17.

The smoke was billowing from the north last night,

:08:18.:08:23.

and for many nearby it meant staying indoors, trying to escape

:08:24.:08:25.

It's really choking, it's like, you know,

:08:26.:08:28.

plastic, when plastic is burning, you know?

:08:29.:08:30.

We had to close all the windows, for a start.

:08:31.:08:35.

You know, I mean, my husband got a fan out, but that didn't seem

:08:36.:08:38.

It was seeping through everything obviously, it was coming

:08:39.:08:45.

The water bowsers have been ferrying water back and forth to the site

:08:46.:08:53.

They hold around 9000 litres each, but it's proved a tough job

:08:54.:08:57.

It's a well-developed fire, and its deep-seated,

:08:58.:09:02.

so using heavy machinery to pull the wood shipped out of the fire,

:09:03.:09:05.

and for us to damp down, to make the area safer.

:09:06.:09:08.

There's a lot of heat coming from the fire,

:09:09.:09:11.

and obviously there's the smoke coming out from afar,

:09:12.:09:13.

so it's arduous working conditions for the crews,

:09:14.:09:16.

but we are rotating crews every three to four hours.

:09:17.:09:19.

At the end of last year, a similar fire at the wood recycling

:09:20.:09:22.

centre at Alexandra docks in Newport Road over the whole

:09:23.:09:24.

month, and in March it was the old power station

:09:25.:09:27.

in Maesteg that was affected, when 2,000 tonnes of wood

:09:28.:09:30.

Firefighters have been working around the clock to try and get

:09:31.:09:37.

the blaze under control, but it may be a few days yet before

:09:38.:09:40.

And with fires previously at the company's to other sites

:09:41.:09:44.

in Newport and Maesteg, local residents are increasingly

:09:45.:09:47.

concerned about plans for yet another plant a few miles

:09:48.:09:50.

Those plans have been put on hold this afternoon, with news from south

:09:51.:09:57.

Wales would recycling Limited that in light of the suspicious

:09:58.:10:00.

circumstances surrounding the fire, they've decided to withdraw

:10:01.:10:03.

their planning application for the safety of their employees.

:10:04.:10:08.

Local councillor Geoff Tillsley, who's chaired meetings with hundreds

:10:09.:10:11.

of concerned local residents recently says any further

:10:12.:10:15.

developments of such sites will come up against opposition.

:10:16.:10:19.

These people are wanting a 365 day a year operation.

:10:20.:10:25.

Heavy goods, bringing things and taking items away at night,

:10:26.:10:31.

and the wood chip going on in the daytime.

:10:32.:10:34.

The local residents are concerned on three grounds.

:10:35.:10:38.

So, the end of one application, but the company has said it hopes

:10:39.:10:48.

the community will work with it to deliver renewable Welsh power

:10:49.:10:51.

to benefit local areas and businesses.

:10:52.:10:54.

Back in Coity, it may be some time before we know

:10:55.:10:57.

The Anglesey-based artist Wilf Roberts,

:10:58.:11:08.

famous for his landscapes of the island,-

:11:09.:11:09.

After teaching art in London, he returned to North Wales

:11:10.:11:14.

in the 1970s, working in local government,

:11:15.:11:15.

before retiring in 1996 to devote his life to painting.

:11:16.:11:18.

His work is displayed across Wales and worldwide.

:11:19.:11:21.

Let's see what the weather has in store.

:11:22.:11:23.

Not much happening at the moment, Jamie, but a different story by the

:11:24.:11:35.

weekend, when things stir things up, bringing rain and stronger winds.

:11:36.:11:38.

That's the gum, in the meantime staying dry tonight, as he breaks in

:11:39.:11:44.

a cloud, missed forming here and there and also quite chilly in rural

:11:45.:11:48.

spots, temperatures though holding up in towns and cities. It may start

:11:49.:11:52.

of Gray admitted tomorrow morning, much of the country dry, just the

:11:53.:11:57.

light shower, perhaps, and should be bright in places with a little bit

:11:58.:12:01.

of sunshine for real and Wrexham. Now, across the rest of the UK

:12:02.:12:05.

economist and fog patches should disappear by about ten o'clock in

:12:06.:12:08.

the morning, Bentley cloud around, but some spells developing, along

:12:09.:12:13.

with a scattering of showers in the afternoon, and at the same time a

:12:14.:12:17.

front will spread rain across the north of Ireland, accompanied by

:12:18.:12:19.

strong winds particularly in the north-west of Scotland. It averages

:12:20.:12:25.

range from 15 in Belfast, quite warm in London, 22, 70 two Fahrenheit.

:12:26.:12:31.

Close to home, there will be a few showers around tomorrow afternoon,

:12:32.:12:34.

and they could be on the heavy side but they will be hit and miss,

:12:35.:12:37.

meaning lots of places will stay dry. If you Sunny intervals as well,

:12:38.:12:42.

as to which is not bad for the time of year, 16 to 20 Celsius, itself

:12:43.:12:47.

the south westerly breeze. Shell stairway tomorrow evening, dry for a

:12:48.:12:51.

while, but then showery rain spreads across the country overnight, and

:12:52.:12:54.

some of this could be on the heavy side. Now it's a special day on

:12:55.:12:59.

Thursday, the autumn equinox, that's when the Sun crosses the equator,

:13:00.:13:04.

day and night almost equal in length. Weather-wise, showers first

:13:05.:13:08.

thing will soon disappear then it will dry brighten up with some

:13:09.:13:14.

sunshine. More dry weather on Friday, the odd shower perhaps, and

:13:15.:13:18.

again sunshine, breeze refreshing as well that heralding a change for the

:13:19.:13:23.

weekend where we will all see rain and strong winds, clearing to

:13:24.:13:26.

showers on Sunday. Jamie. Derek, thank you very much.

:13:27.:13:30.

From all of us on the programme, goodnight.

:13:31.:13:32.
