But how much and what type of support should students get?

After a two and a half year review, Professor Ian Diamond

presented his findings to the Education Secretary.

He wants to see an end to the current system,

:01:17.:01:19.

under which the Welsh government pays around ?5,000 a year

:01:20.:01:22.

towards Welsh students University course fees.

:01:23.:01:30.

He wants a new maintenance grant established instead.

:01:31.:01:35.

What we have done is find a new system, a system that enables

:01:36.:01:45.

a maintenance grant for the great majority of students,

:01:46.:01:47.

so they have money in their pocket while they are students.

:01:48.:01:50.

The fees are paid back when they get the benefit from higher education

:01:51.:01:53.

The new living costs grant would mean every student would get

:01:54.:01:57.

It could be as much as a ?9,100, depending on their household income.

The report says the average Welsh student would get around ?7,000.

19-year-old Leo Williams from Cardigan is in the second year

of her politics and International relations course at

She had received a tuition fee grant and taken out a loan.

With more than ?1000 a term to pay in rent, to make ends meet,

She has estimated leaving with student debts of ?20,000.

Leah says she had to look carefully at the finances before deciding

Is my course worth it but well I have a job?

If I wasn't 100% sure I wanted to study politics, I don't think

I would have gone to university, just in case the course was not

for me and I would still have that much debt.

Student representatives and university bosses

were on Professor Diamond's panel, and they are satisfied their main

:03:03.:03:04.

concerns about the current system have been addressed.

In an ideal world, we wouldn't see any students leaving

:03:07.:03:10.

However, in our current economic climate, we do celebrate that

:03:11.:03:14.

Diamond has targeted support at those who needed

:03:15.:03:25.

There have been concerns about affordability

Although getting rid of the grant towards tuition fees

including more help for postgraduate and part-time students.

Overall, he says, his plan would cost the same.

This afternoon the Education Secretary outlined the response.

She accepts the principles and there will be a closer look

What's really important to me is that, indeed,

we do have an affordable system going forward.

We don't want to have to grip up the system

:04:04.:04:05.

One of the things I am testing very carefully is our detailed

:04:06.:04:15.

response is affordable, is sustainable in the longer term.

Any changes won't be introduced for at least two years,

But today's port looks set to establish a new deal for students.

That's where we have lagged behind the rest of the country.

The Welsh Government says steady improvements are being made,

but all neonatal units will need to consider the report's findings

and develop action plans to address any shortfalls.

It could be quite fiery an environment to live in.

With the advent of 24-hour drinking and cut-price booze in shops

and supermarkets, getting hold of alcohol has never been easier.

But today's report shows it is becoming a problem

for more and more of us and in different ways.

We have a higher level of alcohol consumption,

:06:43.:06:44.

especially binge drinking, than any other comparable countries.

There are some big issues here which means we see a lot

:06:48.:06:50.

of people go to hospital every year and we see about 1500 deaths

:06:51.:06:53.

every year as a result of alcohol consumption.

According to the report, 60% of adults in Wales have

:06:59.:07:00.

suffered in the last year because of somebody else's drinking.

The report found that 18% said they had felt physically threatened

:07:06.:07:09.

by someone who had been drinking and 11% said the property had been

:07:10.:07:12.

5% said they had suffered physical violence at the hands

:07:13.:07:19.

Charities trying to change attitudes to alcohol say it is time to take

This report raises interesting questions about what sort

of drinking society we want, what sort of night out we want.

There are quite extreme examples of violence but what most of us

experience is that low-level unpleasant behaviour,

which means that a lot of people say they do not want to go out

in the town centre at night because they consider to be

Many of us jointing is used as a way to celebrate, commiserate,

or simply unwind at the end of a hard day.

But this report shows the impact of drinking on others

The Welsh Labour Party is to get more say over its own affairs

Two businessmen from Aberdare have become so disillusioned

with mainstream politics - that they've set up their own party

Andrew Chainey and Graham Marsh have founded the Cynon Valley Party -

and it's been formally approved by the Electoral Commission.

They say - by campaigning on issues that effect ordinary people -

Verdant hillsides, ancient forests, and former slag heaps

In other parts, it is grey and bleak.

The once industrious coal community is less than industrious.

Cynon Valley also ranks highly in the deprivation index

with unemployment higher than the Welsh average

but with lower than average pay for those who are in work.

Now a new party has been set up to represent those who feel

that they have been sidelined by mainstream politics.

Businessmen Andrew Chainey and Julian Marsh felt political

parties were not representing them well enough at a local level

The main issues affecting people here are local schooling,

bins on the street, the litter, but it is also how local politicians

also do not really represent the people.

We want to set a precedent so other areas can copy what we are doing.

It is time for change in the political system.

Probably at some time in the future I can see it being a force for good.
