A change on the cards for Jewish and fees. 60% of adults say they have | :00:09. | :00:20.
suffered as the result of someone around them abusing alcohol. -- a | :00:21. | :00:27.
change on the cards for student tuition fees. | :00:28. | :00:34.
More help for students from poorer backgrounds, | :00:35. | :00:37.
but an end to grants covering tuition fees. | :00:38. | :00:39.
Some of the recommendations of a major report | :00:40. | :00:41.
into funding higher education in Wales. | :00:42. | :00:43.
The review - carried out by Professor Ian Diamond - | :00:44. | :00:46.
recommends focussing help with living costs, | :00:47. | :00:49.
with every student here likely to get ?1,000 a year. | :00:50. | :00:53.
Here's our education correspondent, Bethan Lewis. | :00:54. | :00:58.
Covering the costs of higher education, both the student | :00:59. | :01:00.
But how much and what type of support should students get? | :01:01. | :01:09.
After a two and a half year review, Professor Ian Diamond | :01:10. | :01:12.
presented his findings to the Education Secretary. | :01:13. | :01:16.
He wants to see an end to the current system, | :01:17. | :01:19.
under which the Welsh government pays around ?5,000 a year | :01:20. | :01:22.
towards Welsh students University course fees. | :01:23. | :01:30.
He wants a new maintenance grant established instead. | :01:31. | :01:35.
What we have done is find a new system, a system that enables | :01:36. | :01:45.
a maintenance grant for the great majority of students, | :01:46. | :01:47.
so they have money in their pocket while they are students. | :01:48. | :01:50.
The fees are paid back when they get the benefit from higher education | :01:51. | :01:53.
The new living costs grant would mean every student would get | :01:54. | :01:57.
It could be as much as a ?9,100, depending on their household income. | :01:58. | :02:02.
The report says the average Welsh student would get around ?7,000. | :02:03. | :02:09.
19-year-old Leo Williams from Cardigan is in the second year | :02:10. | :02:14.
of her politics and International relations course at | :02:15. | :02:16.
She had received a tuition fee grant and taken out a loan. | :02:17. | :02:27.
With more than ?1000 a term to pay in rent, to make ends meet, | :02:28. | :02:31.
She has estimated leaving with student debts of ?20,000. | :02:32. | :02:41.
Leah says she had to look carefully at the finances before deciding | :02:42. | :02:44.
Is my course worth it but well I have a job? | :02:45. | :02:51.
If I wasn't 100% sure I wanted to study politics, I don't think | :02:52. | :02:55.
I would have gone to university, just in case the course was not | :02:56. | :02:58.
for me and I would still have that much debt. | :02:59. | :03:00.
Student representatives and university bosses | :03:01. | :03:02.
were on Professor Diamond's panel, and they are satisfied their main | :03:03. | :03:04.
concerns about the current system have been addressed. | :03:05. | :03:06.
In an ideal world, we wouldn't see any students leaving | :03:07. | :03:10.
However, in our current economic climate, we do celebrate that | :03:11. | :03:14.
Diamond has targeted support at those who needed | :03:15. | :03:25.
-- need it the most because we've feel that widening access | :03:26. | :03:28.
should be a core mission for Welsh higher education. | :03:29. | :03:31.
There have been concerns about affordability | :03:32. | :03:32.
Although getting rid of the grant towards tuition fees | :03:33. | :03:39.
would save ?100 million, under Professor Diamond's plan that | :03:40. | :03:41.
money would come back into higher education, | :03:42. | :03:43.
including more help for postgraduate and part-time students. | :03:44. | :03:45.
Overall, he says, his plan would cost the same. | :03:46. | :03:47.
This afternoon the Education Secretary outlined the response. | :03:48. | :03:55.
She accepts the principles and there will be a closer look | :03:56. | :03:58.
What's really important to me is that, indeed, | :03:59. | :04:01.
we do have an affordable system going forward. | :04:02. | :04:03.
We don't want to have to grip up the system | :04:04. | :04:05.
One of the things I am testing very carefully is our detailed | :04:06. | :04:15.
response is affordable, is sustainable in the longer term. | :04:16. | :04:17.
Any changes won't be introduced for at least two years, | :04:18. | :04:19.
But today's port looks set to establish a new deal for students. | :04:20. | :04:27.
The Welsh NHS needs to tackle a number of "shortfalls" | :04:28. | :04:30.
in the care provided for sick and premature new-born babies. | :04:31. | :04:36.
That's according to the organisation representing children's doctors | :04:37. | :04:39.
in its annual audit of neonatal care across Britain. | :04:40. | :04:41.
Doctors here say - Wales needs more specialist staff. | :04:42. | :04:46.
We haven't got enough people who can do the assessment and we don't have | :04:47. | :04:50.
It needs more investment in both personnel and training, | :04:51. | :04:57.
and also proper clinic space, so these assessments can happen. | :04:58. | :05:01.
That's where we have lagged behind the rest of the country. | :05:02. | :05:05.
The Welsh Government says steady improvements are being made, | :05:06. | :05:09.
but all neonatal units will need to consider the report's findings | :05:10. | :05:12.
and develop action plans to address any shortfalls. | :05:13. | :05:16.
The search for a missing canoeist in Aberglaslin near Beddgelert has | :05:17. | :05:19.
Emergency services began a major search of the area | :05:20. | :05:27.
this afternoon after a man reportedly got into | :05:28. | :05:29.
Search and rescue teams are expected to return in the morning. | :05:30. | :05:36.
The potential damage alcohol can cause to our health | :05:37. | :05:38.
But what about the effect drinking has on others? | :05:39. | :05:43.
According to a report from Public Health Wales and | :05:44. | :05:45.
Liverpool John Moores University - more than half of all adults | :05:46. | :05:48.
in Wales have suffered because of someone else's | :05:49. | :05:50.
His childhood was shaped by his father's heavy drinking. | :05:51. | :06:02.
Sometimes I would try and keep the peace and stuff like that | :06:03. | :06:13.
and try and make sure nobody wanted to argue. | :06:14. | :06:16.
It could be quite fiery an environment to live in. | :06:17. | :06:27.
With the advent of 24-hour drinking and cut-price booze in shops | :06:28. | :06:30.
and supermarkets, getting hold of alcohol has never been easier. | :06:31. | :06:34.
But today's report shows it is becoming a problem | :06:35. | :06:37.
for more and more of us and in different ways. | :06:38. | :06:42.
We have a higher level of alcohol consumption, | :06:43. | :06:44.
especially binge drinking, than any other comparable countries. | :06:45. | :06:47.
There are some big issues here which means we see a lot | :06:48. | :06:50.
of people go to hospital every year and we see about 1500 deaths | :06:51. | :06:53.
every year as a result of alcohol consumption. | :06:54. | :06:58.
According to the report, 60% of adults in Wales have | :06:59. | :07:00.
suffered in the last year because of somebody else's drinking. | :07:01. | :07:05.
The report found that 18% said they had felt physically threatened | :07:06. | :07:09.
by someone who had been drinking and 11% said the property had been | :07:10. | :07:12.
5% said they had suffered physical violence at the hands | :07:13. | :07:19.
You have seen some are being hit with a bottle? | :07:20. | :07:27.
On a night out all the time you get people fighting. | :07:28. | :07:43.
Charities trying to change attitudes to alcohol say it is time to take | :07:44. | :07:48.
a long, hard look at our drinking culture. | :07:49. | :07:50.
This report raises interesting questions about what sort | :07:51. | :07:52.
of drinking society we want, what sort of night out we want. | :07:53. | :07:55.
There are quite extreme examples of violence but what most of us | :07:56. | :07:57.
experience is that low-level unpleasant behaviour, | :07:58. | :08:01.
which means that a lot of people say they do not want to go out | :08:02. | :08:04.
in the town centre at night because they consider to be | :08:05. | :08:07.
Many of us jointing is used as a way to celebrate, commiserate, | :08:08. | :08:11.
or simply unwind at the end of a hard day. | :08:12. | :08:13.
But this report shows the impact of drinking on others | :08:14. | :08:16.
The Welsh Labour Party is to get more say over its own affairs | :08:17. | :08:23.
The plans were approved by Labour's conference in Liverpool - | :08:24. | :08:27.
despite an attempt by Jeremy Corbyn's | :08:28. | :08:29.
Meanwhile, a Welsh delegate at the Labour conference has been | :08:30. | :08:34.
booed after questioning Jeremy Corbyn's appeal as leader. | :08:35. | :08:47.
We have Jeremy Corbyn as leader whether we like it or not. | :08:48. | :08:52.
Matthew Van Royun is youth mayor of Bridgend and speaking | :08:53. | :08:54.
Two businessmen from Aberdare have become so disillusioned | :08:55. | :08:58.
with mainstream politics - that they've set up their own party | :08:59. | :09:00.
to contest next years local council elections. | :09:01. | :09:02.
Andrew Chainey and Graham Marsh have founded the Cynon Valley Party - | :09:03. | :09:05.
and it's been formally approved by the Electoral Commission. | :09:06. | :09:10.
They say - by campaigning on issues that effect ordinary people - | :09:11. | :09:14.
Verdant hillsides, ancient forests, and former slag heaps | :09:15. | :09:23.
In other parts, it is grey and bleak. | :09:24. | :09:26.
The once industrious coal community is less than industrious. | :09:27. | :09:31.
Cynon Valley also ranks highly in the deprivation index | :09:32. | :09:34.
with unemployment higher than the Welsh average | :09:35. | :09:38.
but with lower than average pay for those who are in work. | :09:39. | :09:42.
Now a new party has been set up to represent those who feel | :09:43. | :09:45.
that they have been sidelined by mainstream politics. | :09:46. | :09:50.
Businessmen Andrew Chainey and Julian Marsh felt political | :09:51. | :09:58.
parties were not representing them well enough at a local level | :09:59. | :10:02.
The main issues affecting people here are local schooling, | :10:03. | :10:09.
bins on the street, the litter, but it is also how local politicians | :10:10. | :10:14.
also do not really represent the people. | :10:15. | :10:20.
We want to set a precedent so other areas can copy what we are doing. | :10:21. | :10:28.
It is time for change in the political system. | :10:29. | :10:32.
The party is looking for 23 candidates across Cynon Valley | :10:33. | :10:35.
for next year's local council elections. | :10:36. | :10:38.
Probably at some time in the future I can see it being a force for good. | :10:39. | :10:48.
I do not tend to vote because I find that they do not get | :10:49. | :10:51.
It would not make much difference to me. | :10:52. | :10:57.
Somebody who is local I suppose would be more interested | :10:58. | :10:59.
They used to say in Valleys politics, you could pen a Labour | :11:00. | :11:04.
rosette on a donkey and people would follow like sheep | :11:05. | :11:07.
but Andrew Chainey says he is a new breed of politician | :11:08. | :11:10.
and if you live in Cynon Valley he is working for you. | :11:11. | :11:20.
Not the best night for Welsh football clubs. Cardiff City slip | :11:21. | :11:31.
back into the bottom three. Newport County remain bottom of the league | :11:32. | :11:37.
to table. Wrexham last 3-0 away to Macclesfield. | :11:38. | :11:44.
The weather will chop and change a bit over the next few days. Tomorrow | :11:45. | :11:50.
will be dry for a while but there will be drizzly rain on the way. | :11:51. | :11:55.
Nice and dry tonight. Patchy cloud and clear spells. Not so cold for | :11:56. | :12:01.
the time of year. Lower temperatures in 11-14dC. Not too bad tomorrow | :12:02. | :12:07.
morning. Dry with patchy cloud, bright in places. Maybe a few sports | :12:08. | :12:13.
of drizzle in Snowdonia later in the morning. Across the rest of the UK, | :12:14. | :12:18.
low pressure will spread some rain across Scotland during the day. Some | :12:19. | :12:23.
of the rain will be heavy in the North and West. Some drizzly rain on | :12:24. | :12:32.
the hills. Quite warm. Temperatures in the low 20s. Close to home, the | :12:33. | :12:37.
weather will go downhill tomorrow afternoon, turning dull, damp and | :12:38. | :12:43.
misty. The bruise will pick up as well, becoming strong. Dry in the | :12:44. | :12:48.
north-east and mostly dry on the marshes. Tomorrow evening, damp and | :12:49. | :12:53.
misty. The wind will increase. A cold front will spread Southeast | :12:54. | :12:58.
after midnight bringing a spell of heavy rain. Wet first thing on | :12:59. | :13:03.
Thursday. The rain will clear, leaving a bright and breezy day with | :13:04. | :13:07.
sunshine and one or two passing showers. Sunshine and scattered | :13:08. | :13:12.
showers on Friday. Cooler than Thursday. More showers to come on | :13:13. | :13:16.
Saturday. Some of them heavy with a risk of thunder. It is looking more | :13:17. | :13:21.
settled on Sunday. Dry with lighter winds. | :13:22. | :13:24.
From all of us on the programme, goodnight. | :13:25. | :13:28. |
