But a cross party committee in the Senedd says the Bill

It's meant to push things forward, but there's concern the Wales Bill

:03:57.:03:59.

as it stands could roll back Welsh devolution.

The latest warning comes from a committee of Assembly Members.

It isn't going to be a durable settlement.

It might only last for a couple of years, if that.

But more importantly, there are dangers within this bill

that could roll the devolution settlement backwards and that'll be

:04:19.:04:20.

the first time a Government of Wales Bill has ever done that.

From taxi licensing to speed limits, energy projects such as fracking,

:04:24.:04:26.

to control over the voting age in assembly elections.

:04:27.:04:28.

Just some of the powers on offer under the Wales Bill.

Now, the main point of contention is about the structure of devolution.

As it stands, the areas Assembly Members here

:04:35.:04:36.

in the Senedd can make laws on are written down.

:04:37.:04:38.

Essentially, under this new proposed new system,

:04:39.:04:42.

it would be those areas where AMs could not make laws that

:04:43.:04:45.

would be written down - it would be a list of powers

:04:46.:04:48.

But there's concern the list, which has already been

:04:49.:04:50.

Thousands of farm workers have their wages protected thanks

:04:51.:05:00.

The committee says it wouldn't be possible to pass that law under

:05:01.:05:11.

I think there has been more thought put into this Wales Bill than any

:05:12.:05:22.

previous piece of legislation to do with devolution and I recently

:05:23.:05:25.

delivered a lecture where I argued the last thing we wanted to do

:05:26.:05:28.

In terms of rolling back the devolution settlement,

:05:29.:05:31.

I think it is almost a deliberate dishonesty on behalf

:05:32.:05:34.

Yet, criticism of the current Bill extends beyond the Senedd,

:05:35.:05:42.

with some pointing the finger of blame at Westminster.

:05:43.:05:46.

I think there is a general lack of interest in Welsh

:05:47.:05:48.

We are very much the poor relations when it comes to discussions,

:05:49.:05:52.

even behind Northern Ireland in this respect.

:05:53.:05:54.

When you put it together it comes up with a pretty weak Bill that does

:05:55.:05:57.

not pay any serious attention to some constitutional principles

:05:58.:06:00.

and ambitions for the devolution settlement in Wales.

:06:01.:06:05.

The Wales Bill's grand ambition is to solidify

:06:06.:06:06.

the foundations of devolution, but many want it taken back

:06:07.:06:09.

Up to 100,000 litres of Kerosene has leaked from a major fuel pipeline

It's already had an impact on local wildlife, with many fish found dead

The incident has been linked to repair work on a major pipeline

He says the impact this could have on his livestock

Public Health Wales says it is unlikely that anyone exposed

health effects but they are advising anyone who comes into contact

with the oil should seek medical attention if they become unwell.
