Welcome to the programme. Tonight's headlines: | :00:00. | :00:07.
A ?700 million black hole in the finances | :00:08. | :00:10.
of the Welsh NHS in three years - the warning from leading experts. | :00:11. | :00:13.
This bus crash in France left Catrin Pugh | :00:14. | :00:15.
but the home of the Tiger Bay Brawlers is under threat. | :00:16. | :00:23.
Now thousands of people are rallying to save it. | :00:24. | :00:39.
The NHS in Wales is "facing the most financially challenging period" | :00:40. | :00:43.
According to new research by leading experts, the service could face | :00:44. | :00:48.
a ?700 million black hole in its finances | :00:49. | :00:51.
However, the Health Foundation suggests the gap could be | :00:52. | :00:56.
closed by finding savings and limiting pay rises. | :00:57. | :01:00.
Our health correspondent Owain Clarke has the story. | :01:01. | :01:04.
Since it was established almost 70 years ago, | :01:05. | :01:07.
advances in technology mean the NHS, a bit like a factory, | :01:08. | :01:11.
So if you think of the NHS as an industrial process | :01:12. | :01:16.
or a production line, you can argue it has been the victim | :01:17. | :01:19.
Better health care means we are living longer, | :01:20. | :01:23.
meaning more of us need care for long-term health conditions | :01:24. | :01:27.
Derek Cummings from Treorchy has been living with a serious lung | :01:28. | :01:33.
He's too ill to leave the house but full of praise | :01:34. | :01:38.
Without the back-up of the NHS, life would be impossible. | :01:39. | :01:44.
The different drugs we have to have, the different consultants we have | :01:45. | :01:47.
to deal with, the NHS, I can't praise them enough. | :01:48. | :01:51.
So if the NHS is consistently having to work harder, what is the impact? | :01:52. | :01:56.
Brand-new research gives us the clearest indication yet | :01:57. | :02:00.
According to the Health Foundation's analysis, the NHS here might have | :02:01. | :02:07.
to spend ?700 million more than it can afford | :02:08. | :02:10.
That's more than 10% of what the Health Service | :02:11. | :02:15.
Wales is going through a period where the population is ageing. | :02:16. | :02:20.
The numbers over 65 are going to grow by almost 30% | :02:21. | :02:23.
Making sure they are able to stay well and be well supported in their | :02:24. | :02:31.
homes and in their communities is really important for the NHS. | :02:32. | :02:35.
So can a financial black hole be filled? | :02:36. | :02:38.
Yes, according to the analysis, but it won't be easy. | :02:39. | :02:41.
It says the NHS needs to find efficiency savings of 1.5% a year | :02:42. | :02:45.
That's higher than the rest of the UK. | :02:46. | :02:50.
Some of the easier efficiencies have been delivered and each year it gets | :02:51. | :02:57.
harder to find where we're going to get them from. | :02:58. | :03:00.
Many industries like this power station in Newport are all the time | :03:01. | :03:05.
trying to become more efficient and save money but the analysis | :03:06. | :03:08.
suggests the NHS needs to do more than just working | :03:09. | :03:11.
The NHS in Wales is already struggling to recruit | :03:12. | :03:18.
The challenges we face in medical recruitment in every part of the NHS | :03:19. | :03:23.
family across the UK are not all about pay, they are often | :03:24. | :03:26.
The recruitment campaign for GPs we are about to launch | :03:27. | :03:31.
is about making sure people understand the offer - | :03:32. | :03:33.
what it is to train, live and work in Wales. | :03:34. | :03:37.
But the positive message in the analysis is the NHS | :03:38. | :03:40.
could still be affordable in the longer term. | :03:41. | :03:43.
It won't necessarily need to be shut down or sold off like a failing | :03:44. | :03:47.
works if it becomes more efficient and if the money spent on it keeps | :03:48. | :03:51.
Although the analysis suggests Brexit could still throw | :03:52. | :03:56.
But to get to a more secure position, the NHS in Wales will have | :03:57. | :04:02.
to first overcome what's being described as the biggest | :04:03. | :04:05.
The jury at the retrial of former Wales footballer Ched Evans, | :04:06. | :04:14.
for rape, has been told not to judge the morals of those involved. | :04:15. | :04:17.
The Chesterfield striker denies raping a 19-year-old woman | :04:18. | :04:20.
at a Premier Inn hotel in Denbighshire in 2011. | :04:21. | :04:23.
The prosecution argued she was too drunk to consent. | :04:24. | :04:27.
The judge at Cardiff Crown Court will continue her summary | :04:28. | :04:30.
A Cardiff Jobcentre was closed today after members of staff were taken | :04:31. | :04:36.
An investigation is underway and signs were put up at the office | :04:37. | :04:42.
on Cowbridge Road to advise job seekers about alternative | :04:43. | :04:45.
A spokesman for the Public and Commercial Services Union said | :04:46. | :04:49.
several members were given oxygen therapy for suspected | :04:50. | :04:52.
A woman from Wrexham who suffered burns to 96% of her body in a bus | :04:53. | :04:59.
crash in the French Alps in 2013 has won a settlement of more | :05:00. | :05:04.
than a million pounds from the coach firm. | :05:05. | :05:06.
22-year-old Catrin Pugh, from Rossett, was returning | :05:07. | :05:10.
from a season working in a ski resort when the coach burst | :05:11. | :05:13.
into flames, killing the driver and injuring dozens of passengers. | :05:14. | :05:18.
Returning home after five months working in a ski resort, | :05:19. | :05:22.
Catrin Pugh was sitting directly behind the coach driver when | :05:23. | :05:25.
Engulfed in flames, a friend pulled her from the wreckage. | :05:26. | :05:31.
I remember being on fire and I remember the aftermath | :05:32. | :05:34.
and I wouldn't be able to describe which was worse. | :05:35. | :05:37.
Being on fire is one of the hardest things I could ever explain. | :05:38. | :05:41.
The pain, literally the only places I had not burned were the top | :05:42. | :05:45.
I actually passed out and I don't remember anything else until | :05:46. | :05:51.
waking up in Whiston Hospital three months later. | :05:52. | :05:53.
Months of painful rehabilitation followed, where she learned to walk | :05:54. | :05:56.
She had 200 operations, including many skin grafts. | :05:57. | :06:01.
But visits from other burn victims, including Katie Piper, | :06:02. | :06:05.
who was scarred in an acid attack, inspired her psychological recovery. | :06:06. | :06:09.
That really was my big turning point because I could see | :06:10. | :06:12.
that there was a life and a future for me once all of this was over. | :06:13. | :06:17.
Catrin's family have helped her back from the brink and say she's become | :06:18. | :06:20.
It's very easy to hide yourself away when you have something | :06:21. | :06:25.
like this happen to you and I don't know whether I could have been | :06:26. | :06:28.
But I am very proud of her and I am proud of her brother and sister | :06:29. | :06:35.
as well for all the support they have given her. | :06:36. | :06:38.
The exact amount of money Catrin has been awarded by the coach firm | :06:39. | :06:42.
hasn't been disclosed, but it's believed to be more | :06:43. | :06:44.
The money that I have received is going to be used to make | :06:45. | :06:49.
adaptations to my health when I finally move out | :06:50. | :06:52.
from my parents - to change handles in the kitchen, | :06:53. | :06:56.
drawers and cupboards, to have a bathroom that is a wet room | :06:57. | :06:59.
so I can walk into the shower safely and have bars on the walls. | :07:00. | :07:03.
Catrin wants to keep growing stronger, doing | :07:04. | :07:06.
the activities she loves, like swimming and skiing. | :07:07. | :07:08.
But her priority is to give hope to others. | :07:09. | :07:11.
Three and a half years after the crash, Catrin Pugh isn't | :07:12. | :07:14.
The Welsh Government has named four foreign-owned companies | :07:15. | :07:20.
who are competing to run train services and create | :07:21. | :07:23.
The eventual winner of the Wales and Borders franchise will have | :07:24. | :07:28.
to deliver a major upgrade to the network in Cardiff | :07:29. | :07:30.
Officials said the four preferred bidders were the only ones to come | :07:31. | :07:35.
Plans to tackle pollution in our streams and rivers | :07:36. | :07:40.
by introducing new areas covered by strict rules have been discussed | :07:41. | :07:43.
by more than a hundred farmers in Haverfordwest tonight. | :07:44. | :07:46.
The Welsh Government is consulting on introducing more so-called | :07:47. | :07:49.
But farmers say the rules on how they store and spread slurry | :07:50. | :07:56.
could put some of them out of business. | :07:57. | :07:59.
We've got perfect weather at the moment for spreading slurry. | :08:00. | :08:02.
Why then do we have to stop at a certain date? | :08:03. | :08:05.
Whereas maybe in February, when it has opened up again, | :08:06. | :08:08.
it is far too wet and the streams will be polluted. | :08:09. | :08:12.
That's the challenge that we have and that's what we are asking, | :08:13. | :08:15.
Carmarthen Ham has been awarded protected name status by the EU. | :08:16. | :08:21.
It's been earned by other foods such as Pembrokeshire Early Potatoes | :08:22. | :08:24.
The Rees family, who have been producing the traditionally | :08:25. | :08:29.
air-dried and salt cured ham for five generations say they're | :08:30. | :08:32.
over the moon, although there was a bit of a scare | :08:33. | :08:36.
about qualifying for the European status after Brexit. | :08:37. | :08:39.
Football, and Wrexham have parted company with manager Gary Mills | :08:40. | :08:43.
The club are 15th in the National League, | :08:44. | :08:48.
Now, it houses roller derby, fencing, cheerleading and swimming. | :08:49. | :08:56.
Around 4,500 people take part in a variety of activities | :08:57. | :09:00.
at the Cardiff Central Sports and Community Centre every week. | :09:01. | :09:04.
But its future is uncertain as the council is reviewing | :09:05. | :09:07.
So far nearly 3,000 people have signed a petition to keep it open, | :09:08. | :09:13.
The rough and tumble of roller derby. | :09:14. | :09:19.
The Tiger Bay Brawlers are one of the top ten teams in the UK | :09:20. | :09:23.
and are in the top one hundred in the world. | :09:24. | :09:26.
They're one of several sports clubs | :09:27. | :09:29.
It's the former Welsh National Tennis Centre, | :09:30. | :09:33.
which is reviewing the use of its buildings. | :09:34. | :09:37.
but groups like these might have to move out by March. | :09:38. | :09:43.
We have struggled to find somewhere we can call our own. | :09:44. | :09:47.
We've looked at trying to get loans to buy buildings | :09:48. | :09:51.
and then we found this place, we managed to get the floor | :09:52. | :09:54.
that meant we could skate on it, and it was just finally, | :09:55. | :09:57.
The question mark now of not having anywhere, | :09:58. | :10:02.
it's not just having this place, it's not having anywhere to skate. | :10:03. | :10:06.
The Tiger Bay Brawlers also have a separate scheme funded | :10:07. | :10:09.
by Sport Wales to encourage young women from disadvantaged backgrounds | :10:10. | :10:12.
And the club's youth team, the Tiger Bay Cubs, | :10:13. | :10:17.
is the only junior roller derby team in south Wales. | :10:18. | :10:20.
We've moved quite a few times since I've joined | :10:21. | :10:22.
It's our own track so I'm not too fussed on | :10:23. | :10:28.
We're all a really tight pack and a really good group of friends. | :10:29. | :10:35.
And it's something different about you | :10:36. | :10:40.
so it makes you more interesting as a person. | :10:41. | :10:42.
The centre is also home to the Cardiff Academy of Fencing, | :10:43. | :10:45.
including several children who've made it into the British squad. | :10:46. | :10:51.
Hundreds of other young people are members of Central Explosion, | :10:52. | :10:54.
And nearly 500 people a week take part in lessons | :10:55. | :10:59.
as part of their community programme. | :11:00. | :11:04.
By far the biggest group here is Cardiff Central Youth Club, | :11:05. | :11:09.
a gymnastics club with more than a thousand members. | :11:10. | :11:12.
Its base has been secured with a ten year lease but all the other groups | :11:13. | :11:16.
are here under a temporary licence which comes to an end next March. | :11:17. | :11:21.
The council says it's reviewing its buildings | :11:22. | :11:25.
to ensure they deliver the best value for the tax-payer. | :11:26. | :11:28.
The groups here hope they'll all be able to stay afloat. | :11:29. | :11:33.
Time for the weather forecast now. Derek, what's coming our way? | :11:34. | :11:43.
There is a change on the way. Over the weekend it is going to turn | :11:44. | :11:49.
milder. That will bring some rain and heavy showers but I can promise | :11:50. | :11:55.
some sunshine as well. Most of the country dry tonight. The odd shower | :11:56. | :12:00.
in the north-east. A few mist and fog patches forming. We could see a | :12:01. | :12:04.
touch of frost. And tomorrow morning, mist and fog patches will | :12:05. | :12:09.
slowly lift. I would not rule out the odd spot of rain in the south, | :12:10. | :12:14.
otherwise drive. Plenty of cloud but some dry spells. Across the rest of | :12:15. | :12:20.
the UK, showers in the North, Northern Ireland, wet and windy for | :12:21. | :12:22.
eastern Scotland, gales in the north-east. Most places dry. Maybe | :12:23. | :12:30.
some rain in the father south-east of England. The best of the sunshine | :12:31. | :12:35.
in north-west England. In Wales, tomorrow afternoon not too bad. Some | :12:36. | :12:40.
sunshine. Some showers in Pembrokeshire later in the | :12:41. | :12:45.
afternoon. A top temperature of 14 Celsius in Aberystwyth. Later in the | :12:46. | :12:50.
night, a front will spread some rain into southern and western counties. | :12:51. | :12:55.
That rain all tied to this area of low pressure on our doorstep and it | :12:56. | :12:57.
is going to dominate our weather over the weekend. On Saturday | :12:58. | :13:03.
showers will spread northwards and then clear. Then a window of | :13:04. | :13:07.
sunshine, but then more rain later in the afternoon and during the | :13:08. | :13:11.
evening. Sunday will be breezy with a mixture of sunshine and scattered | :13:12. | :13:15.
showers and feeling milder over the weekend. | :13:16. | :13:17.
We'll be back with updates from around 6:25am in the morning. | :13:18. | :13:21.
But for now, from all of us here, good night. | :13:22. | :13:25. |
