Zoe Morgan and Lee Simmons - who'd been together | :00:51. | :00:52.
just a few months - worked together at the Matalan Store | :00:53. | :00:55.
Their bodies were discovered outside the store in September. | :00:56. | :00:59.
Andrew Saunders has now pleaded guilty to their murders. | :01:00. | :01:01.
It was just before six o'clock in the morning on the 28th of September | :01:02. | :01:12.
this year that one of Wales' busiest shopping streets became a major | :01:13. | :01:18.
crime scene. It is full of Christmas shoppers now but when police arrived | :01:19. | :01:21.
to start their investigation that morning it would have been quiet. | :01:22. | :01:25.
The focus on the investigation was this Matalan store. Two workers, | :01:26. | :01:30.
young couple who had met there, were stabbed outside on the street. Three | :01:31. | :01:34.
hours later at 9am, as shoppers and workers arrived in the city centre, | :01:35. | :01:38.
officers arrested Andrew Saunders near Newport. He has now admitted | :01:39. | :01:43.
murdering Zoe Morgan and Lee Simmons, who had been in a | :01:44. | :01:47.
relationship for a few short months. Zoe worked as a window dresser, | :01:48. | :01:50.
having just finished a fashion course at the University of south | :01:51. | :01:54.
Wales. Alongside the flowers and gifts left outside the store, Zoe's | :01:55. | :01:59.
family paid tribute to her, describing her as a beautiful | :02:00. | :02:03.
daughter, sister and my granddaughter and auntie, who had a | :02:04. | :02:07.
heart of gold. Lee's friends said the 33-year-old was a genuine and | :02:08. | :02:11.
lovely young man who always had a on his face. In the days and weeks | :02:12. | :02:19.
after, relatives and friends gathered with vigils in the city to | :02:20. | :02:24.
remember the couple. He was very quiet and kept himself to himself. | :02:25. | :02:27.
He was a genuine guy who would not hurt a fly. I only saw him last | :02:28. | :02:36.
week. A few months ago, I saw that they were in a relationship, which I | :02:37. | :02:41.
thought was lovely. She was his Tinkerbell. It was so nice to | :02:42. | :02:47.
actually see him happy. This morning at Cardiff Crown Court, and is Li Na | :02:48. | :02:52.
Andrew Saunders of no fixed aboard spoke to confirm his name before | :02:53. | :02:57.
pleading guilty to both murders. The prosecution says that the judge will | :02:58. | :03:00.
now have to watch disturbing CCTV footage before sentencing in the New | :03:01. | :03:04.

for a total of 6 years following a riot in the centre | :03:06. | :03:08.
of Newport, during which fireworks The disturbance, which took | :03:09. | :03:10.
place in the Pill area of the city in October, | :03:11. | :03:17.

in place to stop any We don't know where the source of | :03:42. | :03:50.
the pollution is that we do not know exactly what it is. It is not only | :03:51. | :03:55.
the fish kills, we need to look at what the invertebrates and the | :03:56. | :03:58.
insects that lives in the river, if we go in the future to reintroduce | :03:59. | :04:04.
fish, is the going to be food for them in the future? We just don't | :04:05. | :04:09.
know. It is all up in the air but unfortunately, seeing dead fish on | :04:10. | :04:12.
the bottom of the river is just heartbreaking. | :04:13. | :04:13.
The minority Labour government in the Assembly now has | :04:14. | :04:15.
The former leader of Plaid Cymru, Lord Elis-Thomas, who now | :04:16. | :04:18.
sits as an independent, has told BBC Wales that he will be | :04:19. | :04:21.
supporting the Welsh Government throughout the rest | :04:22. | :04:23.
Here's our political editor Nick Servini. | :04:24. | :04:35.
After a fractious relationship with polite Cumbrian's current | :04:36. | :04:40.
leadership, Lord Elis-Thomas left the party in October, claiming it | :04:41. | :04:45.
was not serious about supporting a stable Labour government. -- Plaid | :04:46. | :04:49.
Cymru's current leadership. Since then, speck elation he may join the | :04:50. | :04:53.
Labour cabinet which has no overall majority and has to rely of the | :04:54. | :04:56.
support of other parties to get legislation passed. He has given | :04:57. | :05:03.
Welsh Labour the support for the remainder of this Assembly term, | :05:04. | :05:06.
saying he will provide the stable majority the government needs to | :05:07. | :05:10.
continue to develop devolution and to negotiate a continuing | :05:11. | :05:13.
relationship with mainland Europe. The Plaid Cymru leader, Leanne Wood, | :05:14. | :05:19.
has a cooperation deal with Labour now. She says that will end if Lord | :05:20. | :05:23.
Ellis Thomas is given our job in the government but is now a ministerial | :05:24. | :05:27.
job is offered, then the deal at the moment still stands. Plaid Cymru | :05:28. | :05:35.
said that the fruits of the deal will be seen tomorrow with the | :05:36. | :05:38.
publication of the final version of next year's budget, described as the | :05:39. | :05:42.
best scene in Wales this year. It says the future of the deal with | :05:43. | :05:45.
Labour will be discussed in the New Year. In the meantime, Lord | :05:46. | :05:50.
Elis-Thomas's statement is an early Christmas gift for the First | :05:51. | :05:53.
Minister, who can count on extra support without even offering him a | :05:54. | :05:55.
job yet. Income tax could be varied in Wales | :05:56. | :05:56.
from 2019, following an agreement between the governments | :05:57. | :05:59.
here and in Westminster. The transfer of powers will not | :06:00. | :06:01.
require a referendum, and would allow the Welsh Government | :06:02. | :06:03.
to cut or raise rates by 10 pence It seems impossible to argue against | :06:04. | :06:20.
the proposition. A democratic institution that spends money should | :06:21. | :06:23.
be some responsibility for raising that money. We have been doing that | :06:24. | :06:28.
for the first time and that is a serious set of responsibilities. It | :06:29. | :06:32.
could change the nature of the debate. But we can do it in a way | :06:33. | :06:36.
that underpins the growing maturity of devolution in Wales. It goes | :06:37. | :06:41.
along with the Wales Bill, empowering the Welsh government to | :06:42. | :06:45.
legislate on things that matter. I don't want any more constitutional | :06:46. | :06:48.
arguments, I don't want any more debates relating to finance. This | :06:49. | :06:53.
settled those for the long-term. It is now up to the Welsh government is | :06:54. | :06:57.
to be able to respond, and human needs in education, health and so | :06:58. | :06:59.
many other important public services. | :07:00. | :07:03.
Four prisoners barricaded themselves into a cell in Cardiff prison | :07:04. | :07:05.
yesterday in protest at being moved there from Birmingham, following | :07:06. | :07:07.
They surrendered after two hours and no one was injured. | :07:08. | :07:12.

were pitch-side holding poppies. FIFA says the display of any | :08:04. | :08:05.
political symbol is not allowed. Let's see what the weather has | :08:06. | :08:07.
in store in the run up to Christmas. Unlikely for most of us. Maybe a | :08:08. | :08:16.
little snow on the mountains but no more than that. We are in for a big | :08:17. | :08:20.
change. The weather is going to turn more unsettled over the next few | :08:21. | :08:24.
days. The jet stream will be ramping up over the Atlantic. For tonight, | :08:25. | :08:30.
it is a cloudy picture. Some rain spreading westwards across the | :08:31. | :08:34.
country. Also some mist and hill fog. The lowest temperatures around | :08:35. | :08:39.
five Celsius. A bit of a murky start for some of us tomorrow morning. | :08:40. | :08:43.
Most of the rain on the western side of the country. Towards the east, it | :08:44. | :08:47.
will be becoming drier and brighter with a hint of some sunshine. Across | :08:48. | :08:54.
the rest of the UK, quite frosty to start for parts of Scotland. During | :08:55. | :08:59.
the day, wet and windy weather will spread into western Scotland and | :09:00. | :09:03.
Northern Ireland. Meanwhile, much of central and eastern England is dry, | :09:04. | :09:07.
and brighter than recently with some sunshine. Looking damp for Cornwall | :09:08. | :09:12.
and the west of Devon. Close to home, still a few spots of light | :09:13. | :09:17.
rain and drizzle, cloudy skies. But further towards the east, dry and | :09:18. | :09:21.
bright with temperatures around 6-9. The breeze is settling. Breezy | :09:22. | :09:27.
tomorrow night, and we have some rain coming along as well. That will | :09:28. | :09:31.
clear from most places towards the end of the night. For Wednesday, | :09:32. | :09:35.
breezy with heavy showers moving through. Becoming dry and brighter | :09:36. | :09:40.
on Wednesday afternoon. The wind falling light. Thursday, a decent | :09:41. | :09:45.
day, mostly dry with some sunshine. Temperatures around 8 degrees in | :09:46. | :09:52.
banner, and for the end of the week, dry start on Friday, 20 wet and | :09:53. | :09:53.
windy. -- turning wet and windy. Thank you for watching, | :09:54. | :09:57.
from all of us on the programme. | :09:58. | :10:02. |
