The little girl turned away by the surgery who later died

:00:00.:00:08.

Tonight questions around the disciplinary process for doctors.

:00:09.:00:13.

And the man who murdered his ex-girlfriend and her new partner

:00:14.:00:17.

searched the internet to learn how to do it.

:00:18.:00:36.

Calls have been made for the General Medical Council

:00:37.:00:42.

to publish its findings about a GP who refused to see a young girl

:00:43.:00:46.

from Newport because she was late for an emergency appointment.

:00:47.:00:49.

Five-year-old Ellie-May Clark died later the same evening

:00:50.:00:51.

Dr Joanna Rowe was been given a warning by the GMC and has now

:00:52.:00:57.

That's how Brandi Clarke from Newport remembers her granddaughter,

:00:58.:01:08.

You don't cope, you just get on, take each day as it comes.

:01:09.:01:13.

You just try and get through it the best you can.

:01:14.:01:17.

Ellie-May had a history of severe asthma, ending up in a high

:01:18.:01:31.

dependency unit five times before receiving help from her local

:01:32.:01:35.

surgery a further five times in the six months before her death.

:01:36.:01:40.

On 22nd of January 2015, short of breath, Ellie-May came

:01:41.:01:43.

Her mother rang the surgery to book an emergency appointment.

:01:44.:01:51.

Due at the Grange clinic in Newport at five, Ellie-May's mother said

:01:52.:01:55.

she arrived at eight minutes past, although the receptionist said

:01:56.:01:58.

Dr Joanne Rowe refused to see Ellie-May because she was late

:01:59.:02:05.

and said she could come back the following morning.

:02:06.:02:09.

Later that night, while Ellie-May Mae was in bed,

:02:10.:02:14.

Later that night, while Ellie-May was in bed,

:02:15.:02:16.

her parents discovered she was having a seizure

:02:17.:02:18.

She died that night after doctors at the Royal Gwent Hospital

:02:19.:02:22.

An internal investigation by Aneurin Bevan Health Board found

:02:23.:02:25.

that doctors at the surgery had been alerted to the risk Ellie-May faced

:02:26.:02:29.

of having an episode of severe life-threatening asthma.

:02:30.:02:33.

It also adds that whilst some doctors turned no-one away,

:02:34.:02:38.

Dr Rowe was most likely to turn patients away who turned up late.

:02:39.:02:42.

And the report also says that there was a consensus amongst

:02:43.:02:46.

reception staff here that Dr Rowe was unapproachable and volatile,

:02:47.:02:51.

The GP's case was passed to the disciplinary panel.

:02:52.:02:55.

Although Dr Rowe has been issued with a five-year warning,

:02:56.:02:59.

the General Medical Council or GMC dealt with her hearing

:03:00.:03:03.

Ellie-May's family received a copy of the Aneurin Bevan report

:03:04.:03:11.

They've apologised but some are calling for greater transparency.

:03:12.:03:16.

If a warning is given, and there is no explanation,

:03:17.:03:20.

the relatives of that patient who's been hurt have no idea on what basis

:03:21.:03:25.

Dr Joanne Rowe was suspended on full pay for six months but continues

:03:26.:03:34.

to practice at this surgery in the Splott area of Cardiff.

:03:35.:03:39.

She has declined to comment on five-year

:03:40.:03:43.

The MP for Arfon has said that the student to be deported has had her

:03:44.:04:08.

deportation order lifted. She was to be deported three months before she

:04:09.:04:14.

completes her degree. The MP says he expected to be released later

:04:32.:04:50.

were stabbed outside Matalan Andrew Saunders was said to have

:04:51.:04:52.

searched the internet to learn how to kill in the days leading up

:04:53.:04:56.

to the murders. In Zoe Morgan, it was said

:04:57.:04:59.

Lee Simmons had found love. They worked together in Matalan

:05:00.:05:04.

and were waiting outside the city centre store in Queen Street

:05:05.:05:11.

when they were attacked. Andrew Saunders was Zoe's

:05:12.:05:13.

previous boyfriend. The court heard how in the days

:05:14.:05:15.

leading up to the murders Witnesses described how

:05:16.:05:20.

he had first attacked Lee, ignoring his pleas for help

:05:21.:05:25.

and when Zoe failed to stop him and ran away, he had caught her,

:05:26.:05:30.

and with a second knife, he stabbed her too, before

:05:31.:05:33.

casually walking away. Investigations revealed he'd been

:05:40.:05:42.

in school, teachers had described him as a gentle giant,

a young man with outstanding grades He'd won a scholarship

:05:46.:05:51.

to play American football at University in Canada,

:05:52.:05:56.

but the death of his grandfather and the break-up with Zoe had

:05:57.:06:00.

left him in emotional After the murders, he was diagnosed

with adjustment disorder . His lawyer said he was an adolescent

who couldn't manage. In the weeks following their deaths,

:06:09.:06:12.

friends held vigils for Zoe and Lee. Today, statements were read out

:06:13.:06:16.

from the couple's families. Zoe's mother said their world has

:06:17.:06:20.

been turned upside down and they've padlocked her daughter's room so it

:06:21.:06:26.

remains as she left it. Lee's father said he cannot look

:06:27.:06:28.

at pictures of his son. Andrew Saunders is said to be
