Welcome to Wales Today. | 0:00:05 | 0:00:06
Our headlines tonight: How not to run a major project. | 0:00:06 | 0:00:08
MPs criticise the electrification of the London to Swansea rail line. | 0:00:08 | 0:00:12
And Paddy Dear was disorientated by septecemia when he was found dead | 0:00:12 | 0:00:15
on a school trip in Pembrokeshire. | 0:00:15 | 0:00:18
Good evening. | 0:00:34 | 0:00:37
The electrification of the Great Western Mainline, | 0:00:37 | 0:00:38
which promises faster train journeys between London and South Wales, has | 0:00:38 | 0:00:41
been described as "a stark example of how not to run a project". | 0:00:41 | 0:00:45
The Commons' Public Accounts Committee has found the cost | 0:00:45 | 0:00:47
could be ?1 billion higher than expected and some | 0:00:47 | 0:00:50
of the work could be delayed. | 0:00:50 | 0:00:54
Network Rail says it has learnt lessons and is making progress. | 0:00:54 | 0:00:58
Jordan Davies reports. | 0:00:58 | 0:01:03
Will this arrive on time and on budget? | 0:01:03 | 0:01:07
Work is underway as we speak to electrify | 0:01:07 | 0:01:09
the Great Western Mainline. | 0:01:09 | 0:01:11
Faster, greener trains between London and Cardiff by 2019. | 0:01:11 | 0:01:16
And Swansea up to five years later. | 0:01:16 | 0:01:19
But now a group of MPs responsible for scrutinising public money has | 0:01:19 | 0:01:22
criticised Network Rail's delivery of the project. | 0:01:22 | 0:01:26
The project has overrun by ?1.2 billion, which is really | 0:01:26 | 0:01:30
concerning for taxpayers. | 0:01:30 | 0:01:36
We have also discovered in the report that ?330 million | 0:01:36 | 0:01:38
is being spent just to keep the trains on the line while | 0:01:38 | 0:01:41
electrification is taking place. | 0:01:41 | 0:01:42
At the same time in Wales, not a single track has been electrified. | 0:01:42 | 0:01:45
Electrification is part of the Welsh Government's vision | 0:01:45 | 0:01:47
for the future of public transport in south east Wales. | 0:01:47 | 0:01:50
It says the UK Government needs to get a grip of this situation | 0:01:50 | 0:01:53
and is calling for power over rail infrastructure to be devolved. | 0:01:53 | 0:01:57
Passengers in Cardiff today voiced their concerns. | 0:01:57 | 0:02:00
I think it's terrible, being delayed. | 0:02:00 | 0:02:02
It should be a lot quicker. | 0:02:02 | 0:02:04
Technology and everything these days. | 0:02:04 | 0:02:07
It would be great if the trains were faster. | 0:02:07 | 0:02:09
It's unfortunate if there was a delay because I know commuting | 0:02:09 | 0:02:12
from Cardiff to London is quite time-consuming. | 0:02:12 | 0:02:15
The Severn Tunnel has had a facelift ahead of electrification. | 0:02:15 | 0:02:18
The Chief Executive of Network Rail says the Great Western scheme | 0:02:18 | 0:02:21
was agreed long before the scale of the work was understood. | 0:02:21 | 0:02:26
And they've now changed the way they approach major projects. | 0:02:26 | 0:02:30
The UK Government says it's overhauled the way it | 0:02:30 | 0:02:33
oversees their work. | 0:02:33 | 0:02:35
The company says it's committed to the project. | 0:02:35 | 0:02:38
But last year we asked the Chairman of Network Rail | 0:02:38 | 0:02:41
whether he could guarantee the line would reach Swansea. | 0:02:41 | 0:02:44
It certainly won't be done this side of March 2019, | 0:02:44 | 0:02:48
which is when the five-year funding period for the railway | 0:02:48 | 0:02:50
goes up until. | 0:02:50 | 0:02:53
Beyond that, it is a matter for the Welsh Government, | 0:02:53 | 0:02:56
the national government, but the trains will be there. | 0:02:56 | 0:02:59
People's experience will be transformed by those trains, | 0:02:59 | 0:03:01
whether the wires are up west of Cardiff or not. | 0:03:01 | 0:03:05
Millions of pounds has already been spent on preparing | 0:03:05 | 0:03:08
these lines and stations, like this in Cardiff, | 0:03:08 | 0:03:11
for electrification. | 0:03:11 | 0:03:14
The Severn Tunnel was closed, delaying thousands of commuter | 0:03:14 | 0:03:16
journeys, so it could be upgraded. | 0:03:16 | 0:03:19
Now there's doubt from MPs whether this upgrade | 0:03:19 | 0:03:22
was needed in the first place and when it'll be finished. | 0:03:22 | 0:03:27
The family of a teenager who died on a school trip in Pembrokeshire | 0:03:27 | 0:03:30
is urging others to learn about the illness that | 0:03:30 | 0:03:32
led to his death. | 0:03:32 | 0:03:35
Paddy Dear's inquest in Milford Haven heard | 0:03:35 | 0:03:37
he had developed sepsis, which may have left him confused, | 0:03:37 | 0:03:40
before he was found at the bottom of cliffs. | 0:03:40 | 0:03:43
David Grundy reports. | 0:03:43 | 0:03:46
A bright young rugby mad teenager. | 0:03:46 | 0:03:49
Paddy Dear from Hornchurch east of London had his | 0:03:49 | 0:03:51
whole life ahead of him. | 0:03:51 | 0:03:55
But his life was ended tragically early a year ago | 0:03:55 | 0:03:57
on a school trip to West Wales. | 0:03:57 | 0:04:00
Paddy Dear and his school friends were here at Dale Fort last March | 0:04:00 | 0:04:04
on a geography field trip. | 0:04:04 | 0:04:07
He left one of the classrooms to go to the toilet but never returned. | 0:04:07 | 0:04:10
The septicaemia had set in, causing confusion and disorientation | 0:04:10 | 0:04:13
and his body was found hours later 150 feet down at the | 0:04:13 | 0:04:16
bottom of these cliffs. | 0:04:16 | 0:04:20
Dale Fort was built in the mid-19th century to protect Milford Haven | 0:04:20 | 0:04:23
but it has been used as a base for school field trips since the end | 0:04:23 | 0:04:27
of the Second World War. | 0:04:27 | 0:04:30
The manager told the inquest students are warned | 0:04:30 | 0:04:32
of the danger of the cliffs. | 0:04:32 | 0:04:35
Paddy had acute tonsillitis and developed sepsis or blood | 0:04:35 | 0:04:38
poisoning, which may have caused confusion and disorientation. | 0:04:38 | 0:04:42
The Pembrokeshire coroner recorded a narrative conclusion, | 0:04:42 | 0:04:44
noting Paddy died of injuries after falling from heights | 0:04:44 | 0:04:48
while suffering from septicaemia. | 0:04:48 | 0:04:51
His family are now campaigning to raise awareness of sepsis. | 0:04:51 | 0:04:56
We have seen in the last year that the profile of the condition | 0:04:56 | 0:04:59
has gone up immeasurably. | 0:04:59 | 0:05:00
And I suppose if we can take some pride in that Paddy's name has | 0:05:00 | 0:05:04
helped in raising the profile of sepsis so that we can lower that | 0:05:04 | 0:05:07
figure of 44,000 deaths a year. | 0:05:07 | 0:05:08
These symptoms can command within hours, sometimes | 0:05:08 | 0:05:13
even within minutes. | 0:05:13 | 0:05:17
The symptoms the patient can experience is confusion, | 0:05:17 | 0:05:21
high temperature. | 0:05:21 | 0:05:26
It is a long journey home to Hornchurch but today's inquest | 0:05:26 | 0:05:29
is another step in the long grieving process for Paddy Dear's family. | 0:05:29 | 0:05:33
They are hoping his legacy can live on and no other families have to go | 0:05:33 | 0:05:36
through what they have. | 0:05:36 | 0:05:40
South African police investigating the deaths of a couple originally | 0:05:40 | 0:05:43
from the Cynon Valley have made an arrest. | 0:05:43 | 0:05:45
It's believed Roger and Christine Solik, | 0:05:45 | 0:05:48
originally from Abercynon, were killed in an armed robbery | 0:05:48 | 0:05:51
at their farm last month. | 0:05:51 | 0:05:54
The family of a woman killed after a multi-vehicle | 0:05:54 | 0:05:57
crash in Abergele has described her as generous, | 0:05:57 | 0:05:59
kind and proud. | 0:05:59 | 0:06:02
69-year-old Hilda Blythin died in the incident yesterday | 0:06:02 | 0:06:04
involving a lorry and two cars. | 0:06:04 | 0:06:07
Police are appealing for witnesses. | 0:06:07 | 0:06:12
Plaid Cymru's leader Leanne Wood has highlighted inequality and a system | 0:06:12 | 0:06:14
she claims is redistributing wealth in the wrong way. | 0:06:14 | 0:06:17
Speaking at her party's Spring conference in Newport, she also | 0:06:17 | 0:06:23
spoke about Brexit and immigration. | 0:06:23 | 0:06:27
We cannot and we will not support any deal which makes it harder | 0:06:27 | 0:06:30
to recruit those skilled workers that we need. | 0:06:30 | 0:06:32
I reiterate to those people who want to come | 0:06:32 | 0:06:34
to Wales to work as doctors, as nurses, as engineers, | 0:06:34 | 0:06:39
you are welcome here. | 0:06:39 | 0:06:46
Meanwhile, Plaid Cymru Assembly Member Neil McEvoy has been | 0:06:46 | 0:06:48
suspended from his position as a councillor in Cardiff for one | 0:06:48 | 0:06:51
month after a tribunal found a comment he made amounted | 0:06:51 | 0:06:54
to "bullying behaviour". | 0:06:54 | 0:06:58
Mr McEvoy was found to have breached Cardiff Council's code of conduct, | 0:06:58 | 0:07:01
but he did not bring the council into disrepute. | 0:07:01 | 0:07:04
His party will decide whether to take action next week. | 0:07:04 | 0:07:08
Mr McEvoy described the proceedings a "farce". | 0:07:08 | 0:07:14
Tributes were paid tonight to Wales rugby international | 0:07:14 | 0:07:17
Elli Norkett who died in a car crash last weekend. | 0:07:17 | 0:07:23
Flowers were laid in her memory by players from | 0:07:23 | 0:07:28
the team she played for, Cardiff Metropolitan University, | 0:07:28 | 0:07:30
before their match at the Arms Park. | 0:07:30 | 0:07:36
In the Pro 12, the Ospreys are top of the table | 0:07:36 | 0:07:39
tonight after a hard-fought win in Edinburgh. | 0:07:39 | 0:07:41
Wales fly-half Sam Davies set-up the only try | 0:07:41 | 0:07:43
for Josh Matavesi in the first half. | 0:07:43 | 0:07:45
The Ospreys eventually ran out winners by 13-9. | 0:07:45 | 0:07:52
Let's see what the weekend weather has in store. | 0:07:52 | 0:07:54
Sue Charles has tonight's forecast. | 0:07:54 | 0:07:57
Good evening. | 0:07:57 | 0:07:58
It's looking unsettled over the weekend with rain at times. | 0:07:58 | 0:08:00
Saturday looks like the better day with some brighter spells. | 0:08:00 | 0:08:03
Some showers as well. | 0:08:03 | 0:08:04
But heavy rain is likely on Sunday. | 0:08:04 | 0:08:07
Tonight, the low pressure which brought today's | 0:08:07 | 0:08:10
rain moves northwards, allowing some drier spells | 0:08:10 | 0:08:13
for a time into tomorrow. | 0:08:13 | 0:08:15
So overnight, rain continues on and off, moving northwards. | 0:08:15 | 0:08:18
Slowly easing but remaining blustery, misty and murky overnight. | 0:08:18 | 0:08:20
Cloudy but not as cold as recent nights at 5C to 7C. | 0:08:20 | 0:08:26
Tomorrow could be a grey start with a few lingering showers | 0:08:26 | 0:08:29
but generally drier than today. | 0:08:29 | 0:08:32
Across the UK that front continues to move north eastwards bringing wet | 0:08:32 | 0:08:35
and windy weather at times. | 0:08:35 | 0:08:38
Wintry in the Highlands, turning drier further south | 0:08:38 | 0:08:41
with some brightness. | 0:08:41 | 0:08:44
But also a few showers and remaining quite blustery. | 0:08:44 | 0:08:47
Coldest in north-east Scotland at 5C, 12C in south-east England. | 0:08:47 | 0:08:50
In Wales the best of any brightness in the East | 0:08:50 | 0:08:53
but a scattering of showers, probably heaviest in the West. | 0:08:53 | 0:08:56
A brisk westerly wind and highs of 7C in Gwynedd, | 0:08:56 | 0:08:59
10C in Monmouthshire. | 0:08:59 | 0:09:03
This changeable Atlantic influence continues through the weekend. | 0:09:03 | 0:09:06
This frontal wave developing early on Sunday could bring some heavy | 0:09:06 | 0:09:10
rain, so a few showers on and off tomorrow night. | 0:09:10 | 0:09:13
Dry spells for a time and then by the early hours of Sunday that | 0:09:13 | 0:09:17
front starts to arrive in the south-west. | 0:09:17 | 0:09:20
Overnight lows of 2C to 6C. | 0:09:20 | 0:09:23
Sunday might start dry in the north-east but that band | 0:09:23 | 0:09:25
of heavy rain pushing in from the south-west | 0:09:25 | 0:09:28
during the morning. | 0:09:28 | 0:09:30
Fresh westerly winds. | 0:09:30 | 0:09:33
Some dry spells for a time before another band of heavy rain arrives | 0:09:33 | 0:09:36
later from the south-west. | 0:09:36 | 0:09:38
So an unsettled weekend. | 0:09:38 | 0:09:40
Some dry spells, more so Saturday. | 0:09:40 | 0:09:42
Rain at times, heaviest on Sunday. | 0:09:42 | 0:09:45
Breezy and changeable for the start of next week. | 0:09:45 | 0:09:49
That's Wales Today. Have a great weekend. | 0:09:49 | 0:09:50
From all of us on the programme, good night. | 0:09:50 | 0:09:54
Ten different noses, ten different selfies. How cool is that? | 0:10:08 | 0:10:09
Ten different noses, ten different selfies. How cool is that? | 0:10:09 | 0:10:12 |
