We came New Palace Yard and I suppose the incident that | :02:25. | :02:29. | |
occurred must have occurred seconds after I passed through that area | :02:30. | :02:31. | |

they said stay here, do not leave the area, | :02:36. | :02:37. | |
The worst part was not knowing and then finding out that people | :02:38. | :02:42. | |
were dying and you just felt guilt because we were in lockdown. | :02:43. | :02:45. | |
That wasn't danger, but other people had been dying out on the streets. | :02:46. | :02:51. | |
People had died trying to get to us and that was horrific. | :02:52. | :02:54. | |
Tonight Theresa May chaired a meeting of her Government's COBRA | :02:55. | :03:02. | |
The Welsh Secretary Alun Cairns had been in a meeting | :03:03. | :03:07. | |
with the Prime Minister only moments before the attack. | :03:08. | :03:09. | |

As emergency services and security dominate the landscape | :04:13. | :04:14. | |
of Westminster tonight, there is also an increased presence | :04:15. | :04:16. | |
of armed officers around the Assembly and surrounding area. | :04:17. | :04:24. | |
And South Wales Police have said they've stepped up | :04:25. | :04:29. | |
security at key locations as a sensible precaution. | :04:30. | :04:31. | |

in a show of democratic defiance in the face of a terror attack. | :04:35. | :04:45. | |

hopes this 35 acres of former industrial land will be transformed | :05:07. | :05:09. | |
It's not clear how it will look, but it's believed it will be big | :05:10. | :05:14. | |
enough for up to 1,600 inmates, serving shorter sentences | :05:15. | :05:16. | |
for violent, drug related or sexual offences, but who would not be | :05:17. | :05:19. | |
On the high street in Port Talbot, there were mixed | :05:20. | :05:27. | |

The announcement comes just weeks after the UK's biggest prison HMP | :05:36. | :05:42. | |
That came with a promise of up to 1,000 jobs | :05:43. | :05:47. | |
created by it is the time it's fully operational. | :05:48. | :05:51. | |
It's not yet clear whether a similar number of new Prison Service jobs | :05:52. | :05:54. | |
will be created if the Port Talbot site goes ahead. | :05:55. | :05:58. | |
On the other hand, after a precarious 12 months | :05:59. | :06:00. | |
or so for many businesses in this town with job cuts and uncertainty | :06:01. | :06:03. | |
at the Tata steel plant this new proposal promises thousands more | :06:04. | :06:06. | |
jobs in construction and manufacturing. | :06:07. | :06:11. | |
At Neath College it's hoped the prison development could be | :06:12. | :06:14. | |
an opportunity for apprentices to gain valuable experience. | :06:15. | :06:18. | |
We've been waiting for news like this in Neath Port | :06:19. | :06:21. | |
We've got excellent students that come through here in terms of brick | :06:22. | :06:27. | |
work and the opportunity would be huge for them and the subcontracting | :06:28. | :06:30. | |
These plans are part of the UK Government's attempt | :06:31. | :06:33. | |
to modernise its Prison Service, but any application to develop this | :06:34. | :06:36. | |
land will come up against the usual planning procedures and it will face | :06:37. | :06:39. | |
a full public consultation before the possibility of a single | :06:40. | :06:41. | |
But when it comes to reforming our prisons some believe a totally | :06:42. | :06:49. | |
I don't think creating a massive prison like you see | :06:50. | :06:56. | |
We should be looking at prison reform, taking people out | :06:57. | :06:59. | |
of the justice system, trying to help them before | :07:00. | :07:01. | |
In light of today's news, speculation has been growing | :07:02. | :07:08. | |
about the future of some of Wales' older prisons like Swansea | :07:09. | :07:11. | |

They're cheap, addictive and potentially lethal. | :10:29. | :10:30. | |
It's a growing problem with serious health risks. | :10:31. | :10:32. | |
All the agencies are working hard to clean up the streets. | :10:33. | :10:43. | |
