Here on BBC One, it's time
for the news where you are. | 0:00:00 | 0:00:00
Welcome to Wales Today. | 0:00:04 | 0:00:06
The headlines this evening:
The First Minister refers himself | 0:00:06 | 0:00:08
to an independent investigation
to look at allegations of bullying | 0:00:08 | 0:00:10
in the Welsh Government. | 0:00:10 | 0:00:11
£12 million spent on film
productions, but is the Welsh | 0:00:11 | 0:00:14
Government getting a return
on its investment? | 0:00:14 | 0:00:16
And can the skipper inspire Wales
to a first win over the All Blacks | 0:00:16 | 0:00:20
in more than six decades? | 0:00:20 | 0:00:25
in more than six decades? | 0:00:25 | 0:00:29
Good evening. | 0:00:40 | 0:00:41
The First Minister has confirmed
he's referred himself | 0:00:41 | 0:00:43
to an independent investigation
to look at allegations of bullying | 0:00:43 | 0:00:45
in the Welsh Government
dating back to 2014. | 0:00:45 | 0:00:47
Following the death
of Carl Sargeant, the atmosphere | 0:00:47 | 0:00:49
in the last administration has been
described as toxic . | 0:00:49 | 0:00:55
in the last administration has been
described as "toxic". | 0:00:55 | 0:00:57
Carwyn Jones had already agreed
to launch an independent | 0:00:57 | 0:00:59
investigation into his handling
of the sacking of Carl Sargeant | 0:00:59 | 0:01:01
as a government minister. | 0:01:01 | 0:01:03
Our Political Editor,
Nick Servini, has the details. | 0:01:03 | 0:01:09
Another week, and the First Minister
faces another enquiry, | 0:01:09 | 0:01:11
this time over historic bullying
allegations at the top | 0:01:11 | 0:01:13
of the Welsh government. | 0:01:13 | 0:01:16
They were made by this man,
Leighton Andrews, the former | 0:01:16 | 0:01:18
minister for public services,
and also the First Minister's | 0:01:18 | 0:01:20
Special Advisor Steve Jones,
who said there was a cultural pure | 0:01:20 | 0:01:25
poison. | 0:01:25 | 0:01:28
They said it was toxic
and that there was bullying in 2014. | 0:01:28 | 0:01:31
Last week, Carwyn Jones provoked
a furious reaction from opposition | 0:01:31 | 0:01:34
parties when he refused to answer
questions about the claims. | 0:01:34 | 0:01:36
I have nothing to add
to the answers I have | 0:01:36 | 0:01:40
already given, but I do,
again, of course reiterate | 0:01:40 | 0:01:42
the invitation that was made
yesterday, if anyone wishes to come | 0:01:42 | 0:01:46
forward with further information. | 0:01:46 | 0:01:51
forward with further information. | 0:01:51 | 0:01:51
But he struck a very different,
conciliatory tone this week | 0:01:51 | 0:01:55
during First Minister's Questions,
when he said he accepted | 0:01:55 | 0:01:57
it was an issue that
would need further scrutiny. | 0:01:57 | 0:02:07
And tonight, Carwyn Jones said
in a statement: | 0:02:08 | 0:02:10
He went on to say | 0:02:10 | 0:02:13
He went on to say | 0:02:18 | 0:02:20
he had accepted with a current
adviser to the Scottish Government | 0:02:20 | 0:02:23
to accept an immediate referral to
allegations made in the last two | 0:02:23 | 0:02:29
weeks that he had breached
the ministerial code. | 0:02:29 | 0:02:34
The Conservatives had succeeded
in getting a debate and vote | 0:02:34 | 0:02:37
next week at the senedd
on whether there should be an | 0:02:37 | 0:02:39
Assembly committee into the claims. | 0:02:39 | 0:02:43
That vote is now
unlikely to succeed. | 0:02:43 | 0:02:45
Particularly as this development
was largely welcomed | 0:02:45 | 0:02:46
by the opposition parties. | 0:02:46 | 0:02:50
I think this is a step
in the right direction, | 0:02:50 | 0:02:52
away from the First Minister
investigating himself, | 0:02:52 | 0:02:56
but he has still got quite
a lot of involvement, | 0:02:56 | 0:02:58
choosing who this person
is and what happens | 0:02:58 | 0:03:00
when this person reports. | 0:03:00 | 0:03:01
We think what is required
is for an assembly committee, | 0:03:01 | 0:03:03
as we are proposing
at the Conservative group | 0:03:03 | 0:03:05
on Wednesday, to make
the decision, is this | 0:03:05 | 0:03:07
a genuinely independent process? | 0:03:07 | 0:03:10
It is a bit rich of
Labour to be asking | 0:03:10 | 0:03:13
for an independent adviser now. | 0:03:13 | 0:03:16
It is something that
Plaid Cymru have been calling | 0:03:16 | 0:03:19
for for a long time,
and people will be asking, well, | 0:03:19 | 0:03:21
why are they doing it now, now
they are in a difficult situation? | 0:03:21 | 0:03:25
So, yes, it is good
that they are doing it, | 0:03:25 | 0:03:27
but it should have happened
a long time ago. | 0:03:27 | 0:03:31
One of the minister said to have
been undermined back | 0:03:31 | 0:03:33
in 2014 was Carl Sargeant,
whose death a fortnight ago sparked | 0:03:33 | 0:03:36
a crisis for the Welsh government. | 0:03:36 | 0:03:40
a crisis for the Welsh government. | 0:03:40 | 0:03:45
a crisis for the Welsh government. | 0:03:45 | 0:03:46
Tonight 's announcement effectively
buys the First Minister some time. | 0:03:48 | 0:03:51
This will be welcomed
when you consider how sensitive | 0:03:51 | 0:03:57
sensitive this subject is. | 0:04:00 | 0:04:01
The funeral of Carl Sargeant
still has not taken place. | 0:04:01 | 0:04:03
It means Carwyn Jones now had two
inquiries hanging over him. | 0:04:03 | 0:04:06
He will never have faced
such an intense degree | 0:04:06 | 0:04:08
of independent scrutiny. | 0:04:08 | 0:04:10
Nick Servini reporting. | 0:04:10 | 0:04:11
In rest of the day's news: A second
man is being investigated over | 0:04:11 | 0:04:14
allegations of sexual abuse
on Caldey Island, in Pembrokeshire. | 0:04:14 | 0:04:20
Police say he was a visitor
to the island in the 1970s and 80s. | 0:04:20 | 0:04:23
Two more complaints have also been
made about Father Thaddeus Kotik. | 0:04:23 | 0:04:26
11 women have accused the monk
of abusing them on the island | 0:04:26 | 0:04:29
during the same period. | 0:04:29 | 0:04:30
Burial and cremation
fees for children are | 0:04:30 | 0:04:32
being scrapped in Wales. | 0:04:32 | 0:04:33
The Welsh Government is making up
to £1.5 million available up | 0:04:33 | 0:04:35
until 2020 to help councils
with the costs. | 0:04:35 | 0:04:37
It follows a campaign
by Swansea East MP Carolyn Harris, | 0:04:37 | 0:04:47
who had to take out a loan to pay
for her own son's funeral. | 0:04:50 | 0:04:53
Current cancer waiting times targets
in Wales could be scrapped under | 0:04:53 | 0:04:56
new plans announced by the Health
Secretary. | 0:04:56 | 0:04:57
At the moment, depending on how
the disease is found, | 0:04:57 | 0:05:00
patients follow one of two
routes to treatment. | 0:05:00 | 0:05:02
Each route has a separate
waiting-time target. | 0:05:02 | 0:05:03
It's argued a single
treatment target could help | 0:05:03 | 0:05:05
deliver better care. | 0:05:05 | 0:05:10
deliver better care. | 0:05:10 | 0:05:11
It could make a difference,
and if it didn't, we would not | 0:05:11 | 0:05:14
bother to do this. | 0:05:14 | 0:05:15
Every time we change a measure,
there is the inevitable criticism | 0:05:15 | 0:05:18
of the reason for change,
and people doubting | 0:05:18 | 0:05:19
why you are doing it. | 0:05:19 | 0:05:21
But this is really
about understanding. | 0:05:21 | 0:05:23
Will this help improve performance
within a whole system? | 0:05:23 | 0:05:27
Travel remains disrupted
after yesterday's heavy rain | 0:05:27 | 0:05:28
which caused flooding in north-west
Wales. | 0:05:28 | 0:05:30
Some roads are still closed
in Gwynedd and on Anglesey. | 0:05:30 | 0:05:32
Trains between Holyhead and Bangor
are cancelled until tomorrow. | 0:05:32 | 0:05:34
People had to be rescued
from vehicles in Bethesda, | 0:05:34 | 0:05:37
and Llangefni town centre
was flooded by around | 0:05:37 | 0:05:38
three feet of water. | 0:05:38 | 0:05:44
three feet of water. | 0:05:44 | 0:05:47
A torrent of water was just
coming down here, just | 0:05:47 | 0:05:50
like a fast-flowing river. | 0:05:50 | 0:05:51
Our shop over the road
was up to the windowsill. | 0:05:51 | 0:05:53
But here, we could at
least get into the shop. | 0:05:53 | 0:05:57
But once we were in the shop,
we then could not get out, | 0:05:57 | 0:06:03
so we had to get the fire brigade
to come and rescue us. | 0:06:03 | 0:06:09
A new £20 million poultry-processing
factory has been officially | 0:06:09 | 0:06:11
opened in Wrexham. | 0:06:11 | 0:06:12
150 jobs will eventually be created
at the Maelor Foods plant, | 0:06:12 | 0:06:15
which is on the site of the former
First Milk facility | 0:06:15 | 0:06:18
which closed in 2014. | 0:06:18 | 0:06:23
which closed in 2014. | 0:06:23 | 0:06:23
Full production is due to start
by the end of the year. | 0:06:23 | 0:06:29
It's been revealed that the Welsh
Government has invested almost | 0:06:29 | 0:06:31
£12 million in 12 feature films,
but so far, only one | 0:06:31 | 0:06:34
has returned a profit. | 0:06:34 | 0:06:35
The government says it's too early
to judge the success of the scheme, | 0:06:35 | 0:06:38
but the figures have prompted calls
for more transparency. | 0:06:38 | 0:06:40
Here's our Arts and Media
Correspondent, Huw Thomas. | 0:06:40 | 0:06:48
Every little noise up
there makes me feel sick. | 0:06:48 | 0:06:51
Journey's End is one of several
productions to receive | 0:06:51 | 0:06:54
money from the Welsh
government's investment budget. | 0:06:54 | 0:06:58
It is designed to attract high
investment productions to Wales | 0:06:58 | 0:07:02
and make sure they spend time
and money here well bringing | 0:07:02 | 0:07:04
a return to the government. | 0:07:04 | 0:07:09
a return to the government. | 0:07:09 | 0:07:11
For the first time, we know how much
they have been getting. | 0:07:11 | 0:07:16
Their Finest received a £2 million
loan, and after a fairly | 0:07:16 | 0:07:19
successful box office run,
the Welsh government has | 0:07:19 | 0:07:21
recouped all this money,
plus £50,000 on top. | 0:07:21 | 0:07:25
But other films have
not done so well. | 0:07:25 | 0:07:28
Takedown was the first
to be backed by the fund, | 0:07:28 | 0:07:30
getting £3.1 million. | 0:07:30 | 0:07:32
It had poor reviews and went
straight to DVD last year. | 0:07:32 | 0:07:36
So far, less than £1 million has
been recouped by the government. | 0:07:36 | 0:07:41
On the success of others
remains to be seen. | 0:07:41 | 0:07:43
Journey's End will officially open
next year, but it got £850,000, | 0:07:43 | 0:07:47
and so far, the government has
got £80,000 back. | 0:07:47 | 0:07:52
Most of the other films that got
money are still in production, | 0:07:52 | 0:07:55
but opposition parties have
questioned the government | 0:07:55 | 0:07:57
approach to film funding. | 0:07:57 | 0:08:00
I think that we need an integrated
and strategic approach to the film | 0:08:00 | 0:08:04
industry in Wales which brings
the cultural and economic together. | 0:08:04 | 0:08:11
I think we see people
going off in very different | 0:08:11 | 0:08:13
directions at moment,
and possibly would not as much | 0:08:13 | 0:08:15
success as we might have hoped. | 0:08:15 | 0:08:17
Looks older! | 0:08:17 | 0:08:18
But talk of success and failure
is premature and naive, | 0:08:18 | 0:08:21
according to the Welsh government. | 0:08:21 | 0:08:24
It says the investment long-term
commercial buses and, | 0:08:24 | 0:08:27
and that the revenue will continue
to flow from DVD sales | 0:08:27 | 0:08:30
and distribution is,
even if a film fails to do well | 0:08:30 | 0:08:32
at the box office. | 0:08:32 | 0:08:35
And of all the films attracted
to Wales in recent years, | 0:08:35 | 0:08:38
£100 million has been spent here,
creating jobs and | 0:08:38 | 0:08:40
boosting supply chains. | 0:08:40 | 0:08:43
Industry analysts agree that
investing in films requires | 0:08:43 | 0:08:45
a long-term commitment. | 0:08:45 | 0:08:48
From my experience, you only start
recouping those kind of investments, | 0:08:48 | 0:08:53
usually a minimum of five years
after the initial investment | 0:08:53 | 0:08:56
is made, because of all
the production issues you have, | 0:08:56 | 0:09:00
and the various other partners
involved, so it is far | 0:09:00 | 0:09:03
too early for anybody,
really, I think, to be criticising | 0:09:03 | 0:09:06
the Welsh government in terms
of the capital investment they put | 0:09:06 | 0:09:09
into these projects. | 0:09:09 | 0:09:12
I mean to come through this! | 0:09:12 | 0:09:13
Stick at it! | 0:09:13 | 0:09:15
The film world is used
to the attention of critics, | 0:09:15 | 0:09:18
but it will be some years yet before
the politicians' influence | 0:09:18 | 0:09:20
on the industry in Wales
can properly assessed. | 0:09:20 | 0:09:22
Rugby now: And the challenge
couldn't be bigger. | 0:09:25 | 0:09:27
Wales haven't beaten New Zealand
for more than six decades. | 0:09:27 | 0:09:30
Another tall order
awaits on Saturday. | 0:09:30 | 0:09:33
Coach Warren Gatland has made three
changes to the side that lost | 0:09:33 | 0:09:37
to Australia in the opening match
of the Autumn Series. | 0:09:37 | 0:09:39
Tomos Dafydd reports. | 0:09:39 | 0:09:44
61 years of hurt! | 0:09:44 | 0:09:47
It is even longer now. | 0:09:47 | 0:09:48
Three years ago, the last time
the All Blacks were in town, | 0:09:48 | 0:09:51
and another defeat. | 0:09:51 | 0:09:52
These are the players
hoping to make history. | 0:09:52 | 0:09:54
The coaches sticking
with the majority of the team that | 0:09:54 | 0:09:56
lost against Australia
earlier this month. | 0:09:56 | 0:09:59
There are no changes
in the back from that site. | 0:09:59 | 0:10:01
Alun Wyn Jones will
skipper the side. | 0:10:01 | 0:10:04
Josh Navidi is at open side,
winning his sixth cap. | 0:10:04 | 0:10:07
Justin Tipuric, who has not
played so far this autumn, | 0:10:07 | 0:10:09
will be on the bench. | 0:10:09 | 0:10:13
Wales face a New Zealand
side pushed pretty close | 0:10:13 | 0:10:15
by Scotland last weekend. | 0:10:15 | 0:10:18
A narrow victory for
the world champions. | 0:10:18 | 0:10:19
So, is there hope for
Warren Gatland's team? | 0:10:19 | 0:10:23
Someone asked me the other day
looking for a headline, | 0:10:23 | 0:10:25
are they vulnerable? | 0:10:25 | 0:10:26
I think they will be
even more dangerous. | 0:10:26 | 0:10:28
They will have had potentially a bit
of criticism from last week, | 0:10:28 | 0:10:33
but they are undefeated
on this tour. | 0:10:33 | 0:10:35
The only change not enforced
by injury comes at scrum-half. | 0:10:35 | 0:10:38
Rhys Webb returns,
with Jonathan Davies sidelined, | 0:10:38 | 0:10:39
Scott Williams is preferred
at outside centre. | 0:10:39 | 0:10:42
Jamie Roberts, who was not
in the initial squad | 0:10:42 | 0:10:46
for the autumn series,
is on the bench. | 0:10:46 | 0:10:49
And winger Hallam Amos comes
in for the injured Liam Williams. | 0:10:49 | 0:10:55
New Zealand will be
without the captain. | 0:10:55 | 0:10:57
Sam Whitlock will skipper the side. | 0:10:57 | 0:11:00
Coach Steve Hansen is not
complacent, despite losing | 0:11:00 | 0:11:06
to Wales since 1953. | 0:11:06 | 0:11:07
History is a little
bit like a drought. | 0:11:07 | 0:11:09
Every day, you get a bit
closer to it raining. | 0:11:09 | 0:11:12
So a nation hopes the heavens
will open this Saturday. | 0:11:12 | 0:11:14
Well, after last night's torrential
rain in north Wales, | 0:11:16 | 0:11:19
let's take a look at the weather. | 0:11:19 | 0:11:20
Derek Brockway has the forecast. | 0:11:20 | 0:11:22
Derek Brockway has the forecast. | 0:11:22 | 0:11:24
It's been very mild recently,
but wet and windy. | 0:11:24 | 0:11:26
Very wet in north-west Wales
in the last 48 hours. | 0:11:26 | 0:11:28
Two or three inches of rain
has fallen on Anglesey | 0:11:28 | 0:11:31
with some flooding. | 0:11:31 | 0:11:32
Thankfully, the next few
days and looking drier | 0:11:32 | 0:11:34
and colder with some frost,
sunshine and a few wintry showers. | 0:11:34 | 0:11:36
Tonight, most of the country dry,
but there is a risk of some | 0:11:36 | 0:11:39
rain in the far south. | 0:11:39 | 0:11:40
The odd shower on the north coast. | 0:11:40 | 0:11:42
A colder night than recently. | 0:11:42 | 0:11:43
Ground frost in mid and North Wales. | 0:11:43 | 0:11:45
Tomorrow, not a bad day. | 0:11:45 | 0:11:46
A lot of places dry and bright
with some sunshine. | 0:11:46 | 0:11:49
There will be a few showers around. | 0:11:49 | 0:11:50
