Ahead of the devolution of stamp duty there's been a call

for urgent clarification over what it will mean for more

than a thousand properties which have land in both

There are concerns buyers may have to make make

Next year, stamp duty will be replaced in Wales by the land

But what does that mean for properties like this one

near Llanymynech with land in Powys and Shropshire?

According to the map I'm using I am standing right on the

border here and legislation dictates that, as of April next year, anyone

wanting to buy this property or one like it would have to make two

They will have to pay the new land transaction tax based on

the value of the land in Wales, and they would have to pay

stamp duty on the part of the property in England.

We will have to produce seperate valuations for each of those pieces

It is an extra additional cost for somebody that is selling.

The Assembly's finance committee has found that are more

than 1,000 properties straddling the border.

That might sound little curious because there is plenty of

evidence of where the border is, but the Land Registry that keeps a copy

of every land transaction in Wales and England has not needed to plot

Therefore, its digital maps don't include the border.

There is one year and two months left to sort this out.

Not only sort it out, have the IT stress tested and in place

If it's not, it is going to be a right mess.

The Welsh Government says it is working with

the Land Registry to identify all the properties which could be

affected and work is underway to make sure the border

The Land Registry told us this is a complex issue but it is

confident an appropriate resolution will be found.
