Explosives open up the Italian cruise ship as divers continue the

:00:10.:00:16.

search for survivors. New pictures released by the

Italian coastguard of the night the Costa Concordia capsized show

is being held in a British prison will not be sent back to Jordan

Welcome to BBC World News. Also In this programme, it is

:01:19.:01:23.

offences including manslaughter. The rescue operation is continuing

and six people are known to have The rescue teams adopted a new

strategy today, Navy divers approached the Costa Concordia and

:01:44.:01:49.

prepared to blast holes into the vessel in a last desperate search

:01:50.:01:53.

for survivors. The controlled explosions opened

new routes into the cruise liner which is stranded on its starboard

:01:59.:02:04.

side. The local coastguard says there is

:02:04.:02:08.

a glimmer of hope that that people may have survived in air pockets

:02:08.:02:12.

inside the ship. The missing are thought to include four crew

:02:12.:02:18.

members as well as passengers from America, Germany, France and Italy.

:02:18.:02:22.

These pictures released, show the danger confronting the the divers

:02:22.:02:26.

who have edged their way into the wreck. It is slow and difficult

:02:26.:02:31.

work. There are now fears about a possible environmental disaster,

:02:31.:02:35.

booms have been placed around the ship in case oil leaks into the

:02:35.:02:39.

press teen waters off the Italian coast. The Government says it will

:02:39.:02:43.

declare a state of emergency, but on shore, local people are worried.

:02:43.:02:53.

TRANSLATION: We are concerned about it and not only the people from

:02:53.:02:55.

here, people from the whole area are worried about it.

:02:55.:02:59.

These pictures from a helicopter on Friday night, were taken during the

:02:59.:03:05.

rescue operation. The video, shot using an infra infrared camera,

:03:05.:03:09.

shows passengers moving one by one down a rope. They are dwarfed by

:03:09.:03:13.

the vastness of the ship. The central question remains unanswered

:03:13.:03:23.
:03:23.:03:29.

for now, how did the Costa Well Dr Simon Boxall is from the

:03:29.:03:34.

oceanography centre. I asked him how worried should we be that there

:03:34.:03:42.

could be a fuel leak? The risk is small. The plan is to move the fuel.

:03:42.:03:46.

As far as we are aware, it is not in danger of leaking at the moment,

:03:46.:03:49.

but the problem is that if the ship is moved, when the ship is moved,

:03:49.:03:52.

it could create new holes in the hull and that could lead to the

:03:52.:03:56.

leakage of this oil. The first priority is to take out as much of

:03:56.:03:59.

this material as possible. How much of a danger is there by

:03:59.:04:06.

the ship just being there that the water and the tides buffet the ship

:04:06.:04:10.

or should the tank be able to with stand that pressure? The tanks

:04:10.:04:15.

should. The tides in this area are weak, but the the waves, can be

:04:15.:04:18.

significant. There are storms brewing out there. There is a

:04:18.:04:22.

concern that the ship could slide off its current hold and into

:04:22.:04:26.

deeper water. If this happens, the salvage

:04:26.:04:30.

becomes more difficult so speed is of the essence, but it will take

:04:31.:04:34.

months before they can move the ship. The ship will still pose a

:04:34.:04:38.

threat to the region. Bearing in mind, you are looking at something

:04:38.:04:45.

that weighs in the region of 5115 identifyle -- 15 Eiffel Towers

:04:45.:04:49.

worth of weight and moving this is no simple task.

:04:49.:04:53.

Can you explain how they remove the oil and then the ship itself?

:04:53.:04:58.

oil will be removed by pumping the tanks. If they can get to the

:04:58.:05:01.

proper pipes into the tanks, that will be straightforward, but if

:05:01.:05:04.

they can't, they will have to drill into the tanks. In terms of the

:05:04.:05:08.

ship, we don't know yet how they're going to do that. The easiest

:05:08.:05:12.

option will be to refloat the ship to take as much weight off as

:05:12.:05:16.

possible, taking the oil out, taking the water out, it will carry

:05:16.:05:20.

several thousand tonnes of water as well, fresh water for passenger use

:05:20.:05:26.

obviously. So they can lighten the ship significantly and then try to

:05:26.:05:29.

refloat it by patching the hole, pumping the water and hoping to

:05:30.:05:33.

refloat it, but throughout this, there is a risk that more damage is

:05:33.:05:37.

done and the ship does actually slide into deeper water. So it is

:05:37.:05:47.
:05:47.:05:48.

too early to say how they will do The radical Muslim cleric, Abu

:05:48.:05:51.

Qatada, should not be deported to Jordan from the UK. That's

:05:51.:05:54.

according to a ruling from the European Court of Human Rights. Abu

:05:54.:05:59.

Qatada has been convicted of terror offence ins Jordan and the court

:05:59.:06:03.

ruled that evidence obtain by torture may have been used in his

:06:03.:06:10.

trial. He has been dubbed a truly

:06:10.:06:14.

dangerous individual with links to the leadership of Al-Qaeda. Abu

:06:14.:06:21.

Qatada, the radical cleric, accused of preaching holy war and exalting

:06:21.:06:26.

his followers to become martyrs. I would describe Abu Qatada as an

:06:26.:06:29.

individual who poses a significant threat to the United Kingdom. I

:06:29.:06:34.

base that on a number of reasons, not just material that is in the

:06:34.:06:40.

public domain about his con contacts worldwide, his influence,

:06:40.:06:45.

his views, his motivations. Abu Qatada came to the UK as an

:06:45.:06:48.

asylum seeker in the early 1990s and began holding prayer meetings

:06:48.:06:54.

on the site of what is now a youth centre in Central London. This is

:06:54.:06:57.

the neighbourhood where Abu Qatada used to preach. In the late 90s, he

:06:57.:07:01.

is reported to have made a speech in which he authorised the killing

:07:01.:07:07.

of Jews, including Jewish children. He is said to have told his

:07:07.:07:10.

congregation that Americans should be attacked wherever they are and

:07:10.:07:15.

there was no difference between Jews and the English.

:07:15.:07:20.

It was at this time in Jordan that he was convicted in his absence of

:07:20.:07:23.

of involvement in two terrorist plots, although it was claimed that

:07:23.:07:27.

evidence against him had been obtained through torture and this

:07:27.:07:32.

is why the European Court ruled today, he cannot be sent back.

:07:32.:07:36.

In 2001, tapes of Abu Qatada's speeches were found in a flat used

:07:36.:07:41.

by the ringleader of the 9/11 plot. A month after the American attacks

:07:41.:07:46.

in a BBC interview, he praised the Al-Qaeda leader, Osama Bin Laden.

:07:46.:07:56.
:07:56.:07:59.

TRANSLATION: Bin Laden n the image that I have of him, that is the

:07:59.:08:02.

image of a Muslim man who defends the causes of his nation against

:08:02.:08:04.

its enemies. He should be supported by every Muslim.

:08:04.:08:06.

A couple of months later he went into hiding, the start of what

:08:07.:08:10.

would become a ten year battle with the British British authorities. In

:08:10.:08:15.

In October 2002, he was detained as a risk to national security. In

:08:15.:08:18.

December 2004, his detention was ruled unlawful and he was released

:08:19.:08:23.

on bail. The following August, he was re-arrested as moves back to

:08:23.:08:29.

deport him. In February 2007, came the first of a series of appeals,

:08:29.:08:33.

culminating in today's decision in Europe. Today, in a statement, the

:08:33.:08:43.
:08:43.:08:47.

The Home Secretary said that in the meantime Abu Qatada would remain in

:08:47.:08:53.

detention in the UK. He is being held in Long Lartin Prison in

:08:53.:09:00.

Now the Chinese economy is slowing down a little. Jamie Robertson has

:09:01.:09:05.

more. Thank you very much indeed. China's

:09:05.:09:10.

economy is being watched. Official figures showed that it is slowing

:09:10.:09:14.

down, not in a drastic manner though. The Government has been

:09:14.:09:18.

trying to cool the economy down and it is worried about inflation and

:09:18.:09:27.

in particular, rising food prices. Alistair Thornton is an analyst and

:09:27.:09:33.

I asked him if a slowdown is likely to get worse? The story of 2011 has

:09:33.:09:36.

been the Government grappling with inflation and the property market

:09:36.:09:40.

in trying to slow down growth and the figures we got this morning

:09:40.:09:45.

showed that, so growth has slowed. The headline figure that we got,

:09:45.:09:48.

8.9% masks a lot of what has been going on in the economy. Some of

:09:48.:09:52.

the other indicators we look at show things are slowing faster than

:09:53.:09:55.

that and coming into this first quarter, growth is coming off

:09:56.:09:59.

significantly. What about food prices? The

:09:59.:10:02.

inflationary pressures, have they gone away now? Are they under

:10:02.:10:08.

control? Yes, I mean what we're looking at

:10:08.:10:13.

going into 2012 is persistent inflation. Inflation is above the

:10:13.:10:17.

Government's 4% target, but they have managed to tackle it

:10:17.:10:23.

successfully from a peak of 6.5% in July, now we are at 2% below that

:10:23.:10:28.

and the trend is downward. So the onus of policy will be on

:10:28.:10:32.

preserving growth rather than battling inflation this year.

:10:32.:10:35.

So what about the property market? There has been fear that is could

:10:35.:10:40.

have been a bubble which is in the process of bursting as prices are

:10:40.:10:44.

beginning to fall in many cities? You are right, I mean I think

:10:44.:10:50.

whilst we characterise the eurozone as China's greatest down side risk

:10:50.:10:54.

this year, it is clear the property market is a risk. Prices are

:10:54.:10:58.

falling rapidly in major cities along the coast and we only see

:10:58.:11:01.

that spreading. The Government feels they have to gain crucial

:11:01.:11:05.

credibility with the market and that means holding the tough

:11:05.:11:09.

tightening line that they put in place since the beginning of 2010.

:11:09.:11:15.

We see that policy in place into the middle of this year and that

:11:15.:11:19.

means there is plenty more down side for the the property prices

:11:19.:11:22.

which means downturn for construction, investment and growth

:11:22.:11:28.

overall in in China. The European Union may launch legal

:11:28.:11:33.

action against Hungary today. The EU is concerned that legislation

:11:33.:11:37.

has jeopardised the independence of Hungary's Central Bank and allowing

:11:37.:11:43.

the Government to interfere with the judiciary. The dispute is

:11:43.:11:48.

holding up Hungary's negotiations with the IMF over a loan.

:11:48.:11:57.

Our reporter is in Budapest. What is the Hungarian Government saying?

:11:57.:12:01.

They have had enough of opinion that they have been the butt, of

:12:01.:12:04.

international criticism for some months now. They say that finally

:12:04.:12:07.

when the legal committees of the commission come up with their

:12:07.:12:10.

arguments, that if necessary, they will change anything at all. They

:12:10.:12:15.

are saying they passed 300 laws last year and if three of them

:12:15.:12:20.

happen to have gone against the EU Charter then they will change them,

:12:20.:12:24.

but please present the arguments first, that's the Hungarian

:12:24.:12:28.

Government position. I presume they need the money, I

:12:28.:12:32.

mean they are in dire financial straits? They are over the barrel

:12:32.:12:37.

effectively and the money that they need from the IMF gives the

:12:37.:12:41.

international community, if we can put it in those terms, a tool with

:12:41.:12:46.

which to, a leaver leaver with which to put pressure on them. The

:12:47.:12:51.

IMF said last week that they will not do anything without EU approval.

:12:51.:12:54.

The Hungarian Government has to convince the EU that any laws that

:12:54.:12:58.

go against the treaties will be changed and somehow win back its

:12:58.:13:05.

credibility within the EU in order to to pave the way for the IMF loan.

:13:05.:13:11.

Thank you very much indeed. Airbus delivered 534 aircraft last

:13:11.:13:16.

year. This is a record, the ninth year in a row that it has beaten

:13:16.:13:24.

Boeing. The company company won orders for over 400 aircraft.

:13:24.:13:32.

Samsung expects to invest $41.5 billion in 2012. It is focusing on

:13:32.:13:37.

computer ships for mobile devices. Samsung expects to higher an extra

:13:37.:13:47.

26,000 staff this year. Burberry reported profits of $880 million.

:13:47.:13:52.

Sales in the Asia-Pacific region jumped almost 40%.

:13:52.:13:57.

Let's look at markets. We saw a positive reaction to what has been

:13:57.:14:02.

coming out of China because those figures, the slowdown in growth is

:14:02.:14:12.
:14:12.:14:15.

better than had been expected. The The European markets responded very

:14:15.:14:18.

well particularly the mining sector which is dependant on that demand

:14:18.:14:22.

for raw materials in China. That's the business news.

:14:22.:14:32.
:14:32.:14:39.

Thank you very much indeed. In Japan there has been snow.

:14:39.:14:46.

Japanese meet roeolgists can't say say how much snow has fallen. Some

:14:46.:14:51.

train and bus services have been cancelled and this island is the

:14:51.:14:56.

most northern of Japan's main islands, it is used to having snow,

:14:56.:15:06.
:15:06.:15:11.

You're watching BBC World News. Still to come, the fate of

:15:11.:15:15.

thousands of supporters of Colonel Gadaffi, imprisoned in a country

:15:15.:15:23.

with no functioning legal system. The trial of former Egyptian

:15:23.:15:28.

president Hosni Mubarak has resumed in Cairo. He and some of his former

:15:28.:15:32.

aides face charges of killing unarmed protesters during the

:15:32.:15:36.

uprising last January. He also faces separate charges of

:15:36.:15:40.

corruption. Our correspondent explains the significance of these

:15:40.:15:46.

hearings. This is when Hosni Mubarak begins his defence. The

:15:46.:15:50.

press are excited about whether there will be any surprises coming

:15:50.:15:57.

out of court. The kind of surprises you might expect could be if no

:15:57.:16:03.

Barak himself decides to try to spread the blame, especially on

:16:03.:16:10.

Egypt's current -- current military rulers. Everyone waiting to see

:16:10.:16:15.

what his lawyer has to say. And the key question is, how scared is

:16:15.:16:20.

Hosni Mubarak? We know the prosecution has asked for the death

:16:20.:16:24.

penalty and many people believe that the case against him has not

:16:24.:16:28.

really been made, there has not been much stronger evidence

:16:28.:16:34.

directly implicating him. But he made have an interest in spreading

:16:34.:16:40.

the dirt, you might say, on those in power at the same time is him.

:16:40.:16:44.

Is the perception so far that the trial is being carried out in a

:16:44.:16:49.

fair manner? I do not think that the victims or relatives of the

:16:49.:16:52.

victims who were killed during the revolution would put it that

:16:52.:17:01.

strongly, I am afraid. Firstly, the current judge they say has close

:17:01.:17:09.

ties to the old regime. And also, that the authorities here have not

:17:09.:17:12.

really cooperated enough for the prosecution. The prosecution

:17:12.:17:17.

claimed they did not have access to documents from the Interior

:17:17.:17:27.
:17:27.:17:28.

Ministry and have not been able to get details that they wanted.

:17:28.:17:37.

The headlines. Rescuers blast holes in capsized Italian cruise ship as

:17:37.:17:39.

they continued the search for survivors. And the European Court

:17:39.:17:45.

of Human Rights has ruled that the radical cleric Abu Qatada cannot be

:17:45.:17:52.

deported to Jordan. The latest live pictures of that ship, the Costa

:17:52.:18:01.

Concordia, still on its side on the Tuscan coast of Italy. It is

:18:01.:18:05.

reported that more than 70 passengers from the Costa Concordia

:18:05.:18:15.
:18:15.:18:19.

have joined a class action against the owner. There is going to be a

:18:19.:18:25.

huge investigation and legal battles ahead. The captain is

:18:25.:18:32.

supposed to be in court at the moment.

:18:32.:18:36.

China says more of its people are living in cities than in the

:18:36.:18:39.

countryside for the first time in its history. City dwellers now

:18:39.:18:46.

account for over half of its 1.3 billion people according to the

:18:46.:18:50.

National Bureau of Statistics. China has historically been an

:18:51.:18:54.

agricultural society that that has changed as people try to benefit

:18:54.:18:59.

from its rapid economic growth by moving to find work.

:18:59.:19:03.

More people now live in China's cities and towns than in its

:19:03.:19:07.

countryside. All part of the largest wave of migration in

:19:07.:19:12.

history. 30 years ago China undertook economic reforms which

:19:12.:19:16.

propelled millions into the cities in search of work and opportunity.

:19:16.:19:20.

Many of them found jobs in factories which form the backbone

:19:20.:19:26.

of China's remarkable economic growth. China of course is now the

:19:26.:19:31.

world's second largest economy. Last year were than 20 million

:19:31.:19:35.

people moved into its cities and that trend of rapid urbanisation is

:19:35.:19:41.

set to continue. According to analysts, by 2030 almost three-

:19:41.:19:47.

quarters of the population will live in cities.

:19:47.:19:51.

A train driver has died and 22 people have been injured after a

:19:51.:19:55.

collision in Taiwan. The train hit a truck at a level crossing in the

:19:55.:20:00.

north of the country. The impact of the accident but the trade up onto

:20:00.:20:06.

the track and it came to rest in a nearby station. A study from the US

:20:06.:20:09.

suggests there has been a big increase in the number of

:20:09.:20:14.

pedestrians killed or injured fast wearing headphones. Researchers at

:20:14.:20:18.

the University of Maryland hospital say the accident rate has trebled

:20:19.:20:25.

in six years. The emergence of fake and poor

:20:25.:20:29.

quality anti-malarial drugs in Africa is threatening efforts to

:20:29.:20:34.

control disease. Scientists from Oxford University says that

:20:34.:20:39.

counterfeit medicine is on sale in many African countries which can

:20:39.:20:45.

promote drug resistance. The only winner was Barack Obama,

:20:45.:20:49.

of the opinion of one political expert on the debate last night

:20:49.:20:52.

between the five remaining Republican presidential hopefuls.

:20:52.:20:57.

The men spent most of the evening attacking each other to try to gain

:20:57.:21:06.

the edge. If the front runner, Mitt Romney, wins in Carolina, he is

:21:06.:21:10.

almost certain to win the Republican domination. And then

:21:10.:21:14.

there were five. The dwindling field and if Mitt Romney wins again

:21:14.:21:18.

on Saturday the Republican race will be all but over. So his rivals

:21:18.:21:25.

attacked him on deficit reform... His form is simply not bowled. We

:21:25.:21:30.

have Dev has its and he wants to say, we will not touch anyone now.

:21:31.:21:36.

And his reluctance to release their tax returns... A we need you to

:21:36.:21:40.

release your income tax so the people of this country can see how

:21:40.:21:47.

you make your money. But the fiercest exchanges were over the

:21:47.:21:55.

messaging war that has raged in South Carolina. A group of

:21:55.:21:58.

corporate raiders. There has been a barrage of television

:21:58.:22:04.

advertisements attacking the favourite and a swift counter punch

:22:04.:22:13.

targeting made Romney's rivals. These advertisements were made by

:22:13.:22:16.

well-funded groups which cannot legally support individual

:22:16.:22:19.

candidates as long as they remain outside the official campaign

:22:19.:22:28.

structure. On stage Mitt Romney was challenged to rein in the

:22:28.:22:36.

advertising company which has helped him by attacking others.

:22:36.:22:43.

would help if he took falsehoods of the air. He'll have an

:22:43.:22:50.

bring peace to post conflict Libya is a concern for many. The United

Nations estimates over 7000 people have been detained without a fully

functioning legal system. The National Transitional Council has

:23:22.:23:27.

published a draft law that would bar members of the Gadaffi regime

from running in elections. It is barely three months since the

liberation. Three months since they reduced him to this. The new order

:23:39.:23:43.

imposed, the ruler crushed. But the euphoria of that day has begun to

:23:43.:23:52.

fade. And it is the supporters of Gadaffi who are now left locked up.

:23:52.:23:56.

Thousands remain stuck in the country's cramped prisons, with no

functioning legal system. And they tell of serious abuse from guards.

Put us on trial if necessary, I do not even know what I'm accused of,

he says. I do not understand what this revolution is. I'm 60 years

:24:16.:24:24.

old. This is making us hate the revolution. It is a pattern that is

:24:24.:24:26.

widespread according to human rights campaigners who say that

:24:26.:24:32.

some Gadaffi supporters have been tortured to death in detention.

:24:32.:24:40.

This will continue, our community is divided. Like the past. We do

:24:40.:24:44.

not need this in the future. What would happen if those divisions

:24:44.:24:53.

continued? May be civil war, may be anything. But it will disturb that

security in the country. Even the sick are segregated. This hospital

upstairs. It is for their safety - these pits remain too deep. That is

:25:10.:25:14.

partly why so many Gadaffi supporters have been detained,

:25:14.:25:18.

according to the Justice Minister, who admits his government is

:25:18.:25:23.

running scared. These people were arrested because on the one hand we

:25:23.:25:26.

were afraid that they might do something against the revolution

:25:26.:25:30.

and on the other hand because we must protect them in case someone

:25:30.:25:35.

attacks them in revenge. It is in these still staunchly pro Gadaffi

:25:35.:25:38.

areas that the government's attempts at reconciliation will be

:25:38.:25:43.

judged. There are no revolutionary flags flying here. Those who sided

:25:43.:25:47.

with the uprising say that they were long abused under the Gadaffi

:25:47.:25:51.

regime but the fear is that revenge could now stock the new Libya. That

:25:51.:25:56.

will take time for the ones of civil war to heal. For a post

Gadaffi generation to grow up. Libya's ability to unite will be

:26:01.:26:07.

tested and the cost of failure would be high.

That is it for now all. Before we go, we leave you with these
