Belgium has observed one minute's silence for the 22 children and six | :00:08. | :00:14.
adults who died in a school bus crash in Switzerland. | :00:14. | :00:17.
With rising numbers of Syrian refugees crossing their border, the | :00:17. | :00:23.
Turkish government says a security zone may have to be declared. | :00:23. | :00:26.
After 10 years in office, the head of the Anglican communion, | :00:26. | :00:31.
Archbishop Rowan Williams, is to resign. | :00:31. | :00:41.

Welcome to BBC World News. Also in this programme: The Indian batsman | :00:43. | :00:45.

The 4th and, one lucky dog saved And Belgium is holding a national | :01:15. | :01:19.
day of mourning. Flowers have been flying at half mast, church bells | :01:19. | :01:23.
rang out as the country observed a minute's silence for the victims. | :01:23. | :01:31.
Some of the survivors have arrived home. 22 children and six adults | :01:31. | :01:41.
| :01:41. | :01:42. | ||
died in the coach crash ended tunnel. | :01:42. | :01:49.
They across Belgium, in minute's silence this morning, a chance to | :01:49. | :01:52.
reflect on a single terrible accident which left so many dead, | :01:52. | :01:55.
so many injured. It's been a declared a national | :01:55. | :01:59.
mourning, in a country heartbroken by this crash. At the two schools | :01:59. | :02:02.
where tributes to the children have been piling up, this was a | :02:02. | :02:05.
particularly personal tragedy for many. A government plane arrive | :02:05. | :02:08.
back in Brussels last night, carrying parents who had gone to | :02:08. | :02:12.
see the place where their children had died. The dead have now been | :02:12. | :02:18.
identified, and their bodies have been brought back to Belgium. Then | :02:18. | :02:28.
| :02:28. | :02:29. | ||
the 28 funerals will get under way. From the Swiss authorities are | :02:29. | :02:33.
still not sure why this happened on a dry road in clear conditions. The | :02:33. | :02:37.
focus is on whether the driver who died in a crash may have been | :02:37. | :02:44.
distracted, or whether he was suddenly taken ill. These are | :02:44. | :02:49.
questions which will take some time to answer. For now, the focus is on | :02:49. | :02:59.
remembering the dead and comforting the bereaved. | :02:59. | :03:02.
A memorial has been created to the victims of the bus crash at St | :03:03. | :03:06.
Lambertus School, in the Belgian town of Heverlee, where some of | :03:06. | :03:08.
them were from. Hugh Schofield is near the area in | :03:08. | :03:18.
| :03:18. | :03:19. | ||
Leuven. It was a very poignant moment. Warren Leuven, in the | :03:19. | :03:26.
centre -- we were in. A stillness descended on the main square, in | :03:26. | :03:33.
advance of the 11am chimes. For a moment, we stood in silence, | :03:33. | :03:39.
everything stopped. The workers, the police, stood there, everything | :03:39. | :03:46.
stopped. One minute later, all of the church bells across the nation | :03:47. | :03:56.
| :03:57. | :04:02. | ||
burst out in a peal of Unison. -- unison. Poignancy, the children | :04:02. | :04:06.
letting go of the white balloons into the sky, essentially for their | :04:06. | :04:11.
friends. For them, a moment of excitement in the middle of this | :04:11. | :04:19.
terribly sad day. Yes. Here, at the school, they had their moment as | :04:19. | :04:25.
well. It is one of those moments, in any nation's lifetime, it | :04:25. | :04:30.
becomes something people will never forget. The other aspect is the way | :04:30. | :04:38.
it has brought the nation together. Belgium is not very good at being a | :04:38. | :04:42.
nation, but this was a moment when all of the divisions between | :04:42. | :04:46.
Flemish and French speakers, Brussels and the rest of the | :04:46. | :04:51.
country, were completely forgotten, and people remembered they belong | :04:51. | :04:55.
to a single community and that matters. So many things still to | :04:55. | :05:01.
work through, as the bodies of the victims come back to Belgium. Not | :05:01. | :05:06.
least how funeral ceremonies will take place. Is it clear whether | :05:06. | :05:15.
there will be burials and funerals together? We do not know. Until the | :05:15. | :05:20.
parents of the dead are all back and have had time to consult their | :05:20. | :05:24.
communities, I do not think there will be a decision. The parish | :05:24. | :05:33.
priest here, who has been a great help to us, to the families, he | :05:33. | :05:38.
says that he suspects there will be some kind of joint patrol. Nothing | :05:38. | :05:42.
will be decided until the parents have had time to speak to their | :05:42. | :05:49.
families, to the school, then there will be a collective decision. | :05:49. | :05:52.
Turkey is urging its citizens in Syria to leave, and says some | :05:52. | :05:55.
consular services will be halted in Damascus. A statement just released | :05:55. | :05:58.
by the Turkish Foreign Ministry says developments in Syria have | :05:58. | :06:00.
brought about serious security risks for Turkish citizens, and | :06:00. | :06:05.
they are "strongly urged to come home." With more on this, the BBC's | :06:05. | :06:14.
Jonathan Head is on the line from the Turkey/Syria border. | :06:14. | :06:18.
A suggestion of a need for a security zone, what does this | :06:18. | :06:25.
amount to? It allows it to Turkey and is bidding a serious | :06:25. | :06:35.
| :06:35. | :06:37. | ||
deterioration in the situation. -- anticipating. 1000 more refugees | :06:37. | :06:44.
are expected every day. Journalists from Turkey are reported to being | :06:44. | :06:47.
the house of the Syrian security forces but reports they may have | :06:47. | :06:53.
been tortured. There is talk of a safe zone, something taught about | :06:53. | :06:57.
behind the scenes but never publicly acknowledged by the | :06:57. | :07:01.
Turkish government because it would involve troops going over the | :07:01. | :07:05.
border and securing an area where people fleeing from the forces of | :07:05. | :07:09.
President Assad could be secured. Yesterday, the Deputy Prime | :07:09. | :07:12.
Minister have brought it into the opening saying they are considering | :07:12. | :07:17.
it. The Prime Minister who has a decisive say has said he wants to | :07:18. | :07:22.
see a safe area. They still haven't spelt out how they could do that. | :07:22. | :07:26.
Realistically, for Turkey to send its troops over the border to | :07:26. | :07:33.
Secure and area is a very big step. Until now official government | :07:33. | :07:35.
policy has been they won't do that unless they have international | :07:35. | :07:40.
support. Briefly, they know if they do that | :07:40. | :07:45.
the Syrian government will say that is an act of aggression? They well, | :07:45. | :07:50.
there is no doubt they would expect a hostile reaction. While they talk | :07:50. | :07:55.
about it is not a step they may not be ready for. Even if there wasn't | :07:55. | :07:59.
an international mandate they were on the clear support of the US and | :07:59. | :08:09.
| :08:09. | :08:11. | ||
Western European countries and the Arab League. | :08:11. | :08:14.
The business news now. India's Finance Minister Pranab Mukherjee | :08:14. | :08:17.
has unveiled the country's annual budget, and says the economy is | :08:17. | :08:20.
turning around. During the last three months of 2011, the economy | :08:20. | :08:25.
grew at its slowest pace in three years. The main measures in the | :08:25. | :08:30.
budget include: Reducing subsidies of goods such as fuel, food and | :08:30. | :08:33.
fertiliser, from 2.5% of gross domestic product, or the size of | :08:33. | :08:41.
the economy, to 1.7% from 2013. Plans to bring down the budget | :08:41. | :08:46.
deficit, from 5.9%, to 5.1% of the GDP, in the next financial year. | :08:46. | :08:49.
And a host of initiatives to increase spending on farmers and | :08:49. | :08:54.
the rural poor. Nitin Desai is a former chief | :08:54. | :09:02.
economic adviser to the Indian government. | :09:02. | :09:08.
Has the budget lived up to expectations? I would say it | :09:08. | :09:13.
received a lukewarm response. It has made some effort but correction | :09:13. | :09:17.
but not enough to bring interest rates down. A brave attempt to | :09:17. | :09:23.
restore confidence and the idea of high growth which is an incentive | :09:23. | :09:30.
for savers, Investment and in front -- of foreign investors. And a | :09:30. | :09:37.
brave attempt at governance, the promise of measures against tax | :09:37. | :09:41.
evasion, and the proposals on direct delivery of subsidies to | :09:41. | :09:50.
people who are entitled to them. All in all, a middling budget. | :09:50. | :09:55.
mentioned subsidies. They played a significant role in India's economy. | :09:55. | :09:59.
This Budget will cut those subsidies. What reaction will there | :09:59. | :10:04.
be politically and from people on the streets? I would say he has | :10:04. | :10:09.
promised to cut subsidies rather than actually cut them. What he has | :10:09. | :10:14.
done is projected what subsidies would be as a proportion of GDP. I | :10:14. | :10:19.
didn't hear any substantial change in the basis of the subsidies. What | :10:19. | :10:25.
he has promised his we would reduce leakages by making sure it gets to | :10:25. | :10:29.
the people who are supposed to get the subsidies. Down the line, we | :10:29. | :10:34.
will have to look at how we address this, but I wouldn't say he has | :10:34. | :10:40.
actually changed the rules, which would define how much a subsidy has | :10:40. | :10:47.
been paid, as yet. He has just promised to do that. One of the | :10:47. | :10:51.
main focus is of the budget is reducing the budget deficit. With | :10:51. | :10:56.
slowing economic growth, how realistic is that? I would say that | :10:56. | :11:02.
it is reasonably realistic, the aim of 5.1% is still more than the | :11:03. | :11:07.
projected deficit last year was. He needs to get down even further, if | :11:07. | :11:11.
he is to get back to the sort of medium-term targets that the | :11:11. | :11:18.
government had given itself in its fiscal bill. He has still a lot of | :11:18. | :11:26.
work to do in the year ahead. Fiat's car assembly lines are set | :11:26. | :11:30.
to grind to a halt on Friday, as lorry drivers blockade its | :11:30. | :11:33.
factories in Italy. It's part of an ongoing protest by trade unions | :11:33. | :11:37.
against changes to pay and conditions by the motor giant. At | :11:37. | :11:43.
the same time, Fiat bosses will meet Prime Minister Mario Monti. | :11:43. | :11:46.
They'll argue that the changes are essential if Fiat is to keep making | :11:46. | :11:51.
cars at its five plants across Italy. We're joined by Jorn | :11:51. | :11:58.
Madslien, who covers the motor industry for the BBC. | :11:58. | :12:03.
The chief executive of fee and has long said he is happy to make cars | :12:03. | :12:09.
within Italy, as long as Italian plants can be competitive on a | :12:09. | :12:14.
global basis. But he has measured this with what has been perceived | :12:14. | :12:18.
as a threat to move production to the US or Canada where its alliance | :12:18. | :12:28.
partner has plenty of spare capacity Other news on Friday. | :12:28. | :12:30.
European Union leaders have agreed to ban financial money transfers | :12:30. | :12:34.
for hundreds of blacklisted Iranian people and firms. The ban will | :12:34. | :12:36.
start from Saturday, and mainly affect payments via the SWIFT | :12:36. | :12:39.
international settlement system. It's the latest in a new round of | :12:40. | :12:42.
sanctions, intended to persuade Iran to end its development of | :12:42. | :12:46.
nuclear technology. The EU has also banned oil imports from the Middle | :12:46. | :12:48.
East nation. Russian aluminium giant Rusal will | :12:48. | :12:51.
pick a new chairman today. The candidate will be chosen from its | :12:51. | :12:54.
slate of independent directors during a board meetingy. Russian | :12:54. | :12:55.
billionaire Viktor Vekselberg stepped down, following an | :12:56. | :12:57.
acrimonious row with RUSAL's controlling shareholder Oleg | :12:57. | :13:01.
Deripaska. China has detained Wu Yidian Eden, | :13:01. | :13:04.
an employee of Standard Chartered Bank, as part of an investigation | :13:04. | :13:09.
into one of her clients. Ms Wu was detained by police on 6 March, but | :13:09. | :13:13.
has not been charged with any crime. A client of Ms Wu has been accused | :13:13. | :13:16.
of fleeing China, after stealing almost $50 million from a state- | :13:16. | :13:19.
owned bank. Standard Chartered Bank confirmed that Ms Wu has been | :13:19. | :13:29.
| :13:29. | :13:33. | ||
detained, but said the bank was not under any investigation. | :13:33. | :13:36.
Let us take a look at the markets. It has been a pretty good at | :13:37. | :13:41.
reading in it Europe. The London market could end the week on a high, | :13:41. | :13:45.
tried to breach that 6,000 mark. Benefiting from a strong | :13:45. | :13:54.
performance in the US. The Dow Jones ending on a high. Pushed up | :13:54. | :14:04.
| :14:04. | :14:06. | ||
by those jobless claims figures, now down by 14,000. Plenty more | :14:06. | :14:10.
still to come, including, as the Archbishop of Canterbury announces | :14:10. | :14:20.
| :14:20. | :14:24. | ||
he is to resign, we consider his Four months until the Olympics | :14:24. | :14:28.
arrive in London. When the greatest sporting show on earth does get | :14:28. | :14:32.
here, the organisers are keen to make sure the British capital has | :14:32. | :14:36.
that Olympic city feel, which means that some of its most famous | :14:36. | :14:41.
landmarks are in for a makeover. What can we expect London to look | :14:41. | :14:46.
like during the Games? We have an idea of how the Olympic | :14:46. | :14:49.
venues are going to look and feel during the Games and what sort of | :14:49. | :14:55.
atmosphere they will have with massive crowds, but how will the | :14:55. | :14:58.
organisers get this excitement and colour into the rest of the | :14:58. | :15:02.
capital? We have seen how the Olympic rings will travel to | :15:02. | :15:06.
different places along be tense, and this is how they will be | :15:06. | :15:11.
mounted on to Tower Bridge, and how other landmarks will be decorated. | :15:11. | :15:16.
Now we have been given a first look at the flags and banners that will | :15:16. | :15:21.
go up around the capital. It is really important that London shows | :15:21. | :15:26.
the world that we are ready to celebrate the Games. We have | :15:26. | :15:31.
ordered 200 miles worth of bunting. We will have the Olympic rings on | :15:32. | :15:35.
the River Thames. This will be streets dressing that will make | :15:35. | :15:41.
people feel that they are in an Olympic city. All of the boroughs | :15:41. | :15:45.
are getting 50,000 from the mayor to dress up the streets in Olympic | :15:45. | :15:51.
colours, like Kia in Greenwich. But do we really need all of these | :15:51. | :15:57.
decorations? It is a good idea to have banners, but I would imagine | :15:57. | :16:02.
it could be done more cheaply. is a nice touch, but it is not | :16:02. | :16:08.
important. London has lots of interesting things to look at | :16:08. | :16:14.
already. It will make everyone feel like they're part of the Olympics. | :16:14. | :16:18.
It is the more dramatic plans for London's famous buildings that will | :16:19. | :16:24.
be remembered around the world. They will project images of | :16:24. | :16:28.
athletes on to the palaces of Westminster, and they are speaking | :16:28. | :16:32.
about changing those images during the Games to celebrate medal- | :16:32. | :16:38.
winners. This is costing 32 million, and it is coming out of | :16:38. | :16:42.
the money which London council taxpayers have put towards the | :16:42. | :16:52.
| :16:52. | :16:54. | ||
Games. Organisers want London to look its best for the Olympic Games. | :16:54. | :16:59.
You're watching BBC World News. The headlines: The people of Belgium | :16:59. | :17:04.
have marked one minute's silence for the 22 children and six adults | :17:04. | :17:11.
killed in a school coach crash in Switzerland. India's cricketing | :17:11. | :17:14.
sensation Sachin Tendulkar has found his way at last into the | :17:14. | :17:20.
record books. He becomes the first to score 100 international | :17:20. | :17:25.
centuries. He reached the milestone against Bangladesh. | :17:25. | :17:30.
Dr Rowan Williams has announced he is stepping down in December this | :17:30. | :17:36.
year as Archbishop of Canterbury. Dr Williams has led to the 18 | :17:36. | :17:42.
million strong worldwide Anglican Communion at since 2002. He will be | :17:42. | :17:46.
taking up an academic post as Master of Magdalene College in | :17:46. | :17:51.
Cambridge. Why is he going? He has released a | :17:51. | :17:56.
statement. He said it had been an immense privilege doing this job | :17:56. | :18:01.
for the last decade and it was difficult to choose when to go, but | :18:01. | :18:06.
he does not expressly say why he has decided to leave. It may be | :18:06. | :18:12.
that come December he will have completed one decade in the role. | :18:12. | :18:16.
It seems a bit irreverent that the bookmakers of all people are | :18:16. | :18:21.
already trying to decide who will take his place. Is there any clear | :18:21. | :18:26.
message on that? Dr Rowan Williams says that he | :18:26. | :18:32.
wants the successor that God wants. So there is no guidance from Dr | :18:32. | :18:37.
Rowan Williams on that. We have already had tributes to him at from | :18:37. | :18:42.
one of his possible successors, Dr John Sentamu, the Archbishop of | :18:42. | :18:49.
York. He said that Dr Williams had done a fantastic job but that he | :18:49. | :18:54.
had it been a much maligned during his time here. John Sentamu is | :18:54. | :19:01.
known as the cleric of the people. He was born in Uganda. Dr Williams | :19:01. | :19:05.
said that whoever went on to do the job would need to have the | :19:05. | :19:10.
constitution of an ox and the skin of a rhinoceros, because whoever | :19:10. | :19:14.
comes into the job will get a lot of criticism. | :19:14. | :19:17.
The authorities in Thailand say that in the course of the last six | :19:17. | :19:23.
months they have rescued around 2000 dogs destined for the dare | :19:23. | :19:28.

In a tables. The home at last, Tao Tao's | :19:35. | :19:44.
incredible journey has more than a touch of Hollywood about it. A | :19:44. | :19:49.
fireworks display scared Tao Tao and he disappeared. After weeks of | :19:49. | :19:55.
searching, his owner had almost given up. He is like a member of | :19:55. | :20:00.
the family. The first week he went missing, we could not sleep at all. | :20:00. | :20:04.
We would get up in the middle of the night whenever we heard dogs | :20:04. | :20:11.
barking. Weeks later, the owner's hopes rose again when he saw a | :20:11. | :20:16.
television report on a successful operation by the police in Thailand. | :20:16. | :20:21.
A lorry carrying more than 800 batterer dogs in cages was stopped | :20:21. | :20:26.
as it was trying to leave the country. Their destination was | :20:27. | :20:32.
Vietnam, where Dr Mead is considered a delicacy. The last six | :20:32. | :20:37.
months has seen a sharp rise in the number of dog stolen to order. -- | :20:37. | :20:47.

There are already 2000 rescued dogs year. Some of them were originally | :20:52. | :20:56.
strays picked up off the streets, but looking at the condition and | :20:56. | :21:02.
the callers on some of them, it is clear that at least one quarter are | :21:02. | :21:07.
still in domestic pets. In hope rather than expectation, the owner | :21:07. | :21:14.
of the missing dog travel to the shelter. The manager remembers the | :21:14. | :21:17.
emotion of the visit. He found his dog down there and came back | :21:17. | :21:23.
carrying him in his arms. His wife said, is that Tao Tao, and he could | :21:24. | :21:30.
not answer because he was crying so much. Tao Tao is the only stolen | :21:30. | :21:36.
dog who was found by his owner. Thailand is a Buddhist country and | :21:36. | :21:39.
many people believe in reincarnation between animals and | :21:39. | :21:45.
humans. So these dogs will that be put down, even if no one comes to | :21:45. | :21:52.
claim them. Tao Tao's epic trek is over, but his owner says that fear | :21:52. | :21:57.
of kidnap means that many owners are thinking twice before letting | :21:57. | :22:02.
their pet off the leash. The format UN Secretary General | :22:02. | :22:07.
Kofi Annan will brief the Security Council on his attempts to end the | :22:07. | :22:13.
escalating violence in Syria. We also understand there will be a UN | :22:13. | :22:17.
humanitarian mission to visit some cities in the country, including | :22:17. | :22:25.
Hamas. We can speak to a resident of that city. He cannot get out of | :22:25. | :22:32.
his house. If this nation gets to the city, what will they find | :22:32. | :22:42.
| :22:42. | :22:45. | ||
there? After one year of the revelation in Syria, they can see | :22:45. | :22:50.
snipers all around the city. They can see snipers on the roofs of the | :22:50. | :22:56.
hospitals. All across the city there are security forces and | :22:56. | :23:03.
checkpoints. There are tanks in the city. Sometimes the tangs are | :23:03. | :23:13.
| :23:13. | :23:19. | ||
shelling the houses of people. Even the schools. -- tanks. Could you | :23:19. | :23:26.
get out of the city, even if you wanted to? Yes. Many people in the | :23:26. | :23:36.
| :23:36. | :23:37. | ||
City are wanted, so we cannot move. We hide all the time. Yesterday | :23:37. | :23:46.
there were many shootings. Can you still hear me? I am afraid we have | :23:46. | :23:52.
lost the line. We were getting a sense of what it is like in the | :23:52. | :23:59.
city. There is still fighting going on in the city. | :23:59. | :24:04.
A man who really fought for this, India's cricketing legend Sachin | :24:04. | :24:09.
Tendulkar has finally got his wish and his 100th international century. | :24:09. | :24:14.
He reached the elusive record during the first of four one-day | :24:15. | :24:19.
matches between India and Bangladesh. He has been playing | :24:19. | :24:23.
international cricket for more than 20 years and is a massive hero not | :24:23. | :24:29.
only in his home country but around the world. England captain Andrew | :24:29. | :24:35.
Strauss explained what an achievement it is. He is the | :24:35. | :24:40.
yardstick by which other players have been measured over the last 10 | :24:40. | :24:47.
years. It is an amazing achievement without precedent. It shows a rare | :24:47. | :24:51.
combination of amazing skill, massive application and great drive | :24:51. | :24:57.
and desire. But also being able to keep a calm head when there is | :24:57. | :25:02.
massive expectations on his shoulders. It is an amazing feat by | :25:02. | :25:10.
an amazing cricketer. That was Andrew Strauss. Joining me from | :25:10. | :25:18.
Delhi is a commentator on cricket. What does this mean for Indians? | :25:18. | :25:26.
Most of all, a massive sigh of relief. He got his nine her -- he | :25:26. | :25:31.
got century 99 at last year. At every moment, when it appeared he | :25:31. | :25:41.
| :25:41. | :25:41. | ||
would cross the hurdle, as he failed. The expectations of | :25:41. | :25:46.
billions of people were perhaps weighing on him. Lots of people | :25:46. | :25:50.
will be relieved and happy for him. Messages of congratulations have | :25:50. | :25:56.
been pouring in from the Prime Minister, the president, and lots | :25:56. | :26:00.
of ordinary Indians. He will probably get lots of runs | :26:00. | :26:06.
now that the pressure is off once again. He is 39, how much longer | :26:06. | :26:11.
can he go on for? Exactly, he has spent more than two | :26:11. | :26:14.
decades playing international cricket which is an amazing | :26:14. | :26:19.
achievement. It is something that that lots of people have been | :26:19. | :26:26.
asking, how much longer can he carry on? The Indian team has not | :26:26. | :26:31.
done very well of late. They did it rather badly in Australia over the | :26:31. | :26:35.
last few weeks. Lots of people recognise that he is coming close | :26:35. | :26:41.
to the end of a fabulous career. That is one reason why lots of | :26:41. | :26:43.
people have been hoping and praying that he would reach this | :26:43. | :26:49.
achievement. Thank you very much. Look at for | :26:49. | :26:53. |
