Hello. This is BBC World News. Our top story: As new pictures emerge of

:00:05.:00:14.

the rescue of survivors of the migrant boat disaster, Italy holds a

:00:14.:00:19.

day of national mourning. This is the scene live where in

:00:19.:00:30.

Assisi where Pope Francis is speaking.

:00:30.:00:34.

President Barack Obama cancels his trip to Asia as the US shutdown

:00:34.:00:39.

continues. FIFA to announce there is no threat

:00:39.:00:44.

to Qatar's hosting of the 2022 World Cup, but it could move that

:00:44.:00:46.

tournament to winter. Hello and welcome. More than 100

:00:46.:01:09.

people are known to have died but it is feared the final death toll

:01:09.:01:13.

following the sinking of a boat carrying African migrants off the

:01:13.:01:18.

coast of Lampedusa could be nearer to 300. These are the latest

:01:18.:01:21.

pictures from the Italian coastguard and they show some of the lucky few

:01:21.:01:26.

that have been rescued, but reports suggest that up to 500 people were

:01:26.:01:29.

packed on to the boat which caught fire and then sank. 155 people might

:01:29.:01:35.

have been rescued so far, that is the latest estimate. Many more are

:01:35.:01:41.

still missing and the hope of finding further survivors is slim. A

:01:41.:01:45.

national day of mourning is being held in Italy to mark what is feared

:01:45.:01:50.

to be the worst ever Mediterranean refugee disaster. Divers are

:01:50.:01:53.

continuing to work in the rough seas to try and find the bodies.

:01:53.:02:01.

Working through the night, rescue workers and divers find more bodies.

:02:01.:02:06.

The wreck of the migrant vessel lies on the cede bed less than a

:02:06.:02:08.

kilometre from the shores of Lampedusa. Around 500 African

:02:09.:02:14.

asylum-seekers were o board. As many as 300 could be dead.

:02:14.:02:18.

TRANSLATION: We went underwater three times and we recovered 18

:02:18.:02:23.

bodies, of which ten were outside the ship and eight were recovered

:02:23.:02:27.

tonight from inside the ship. The Italian inteenior Minister said

:02:27.:02:30.

the ship had come from Libya and began taking on water when its

:02:30.:02:35.

motors stopped working. It is thought a few on board set fire to

:02:35.:02:37.

motors stopped working. It is some material to try to attract the

:02:37.:02:40.

attention of passing ships, but the fire spread to the rest of the boat.

:02:41.:02:44.

As the rescue operations continue, locals involved in the chaotic

:02:44.:02:48.

rescue early Thursday morning now watch on.

:02:48.:02:52.

TRANSLATION: We were the first to save anyone. We were near the port,

:02:52.:02:54.

TRANSLATION: We were the first to spending the night on our boat. We

:02:54.:02:57.

heard screams and we rushed to see what was going on. Actually, they

:02:57.:03:02.

were more like whispered cries, not screams.

:03:02.:03:05.

TRANSLATION: Loads of them were crying. 200 people in the water is

:03:05.:03:09.

an unbelievable sight. Many helped pull others from the water. Those

:03:09.:03:12.

who couldn't climb aboard by themselves because they had no

:03:12.:03:16.

strength left. Many were naked to give themselves the best chance of

:03:16.:03:19.

staying afloat. Lampedusa is one of the main entry

:03:19.:03:23.

points into the EU for asylum-seekers crossing from North

:03:23.:03:26.

Africa or the eastern Mediterranean. A network of immigration charities

:03:27.:03:31.

estimate some 17,000 migrants have died at sea trying to reach Europe

:03:31.:03:35.

these past 20 years. You have to think of the tragedy that lies

:03:35.:03:38.

behind this which is that these people, many of them, are likely to

:03:38.:03:43.

have been fleeing war, fleeing persecution, fleeing human rights

:03:43.:03:47.

abuses, so this is a tremendous tragedy of multiple layers. The

:03:47.:03:51.

Italian government are calling on the EU border control agency Frontex

:03:51.:03:55.

for help. They want a Marine patrol in place saying it is the border of

:03:55.:04:00.

Europe, therefore Europe's coast. Meanwhile, Italian authorities say

:04:00.:04:04.

they have arrested a 35-year-old Tunisian man, believed to be the

:04:04.:04:08.

skipper. This latest disaster is one of the deadliest in recent years.

:04:08.:04:16.

The BBC's Alan Johnston is following the story from Rome. Reading some of

:04:16.:04:21.

the details of this and the reaction to those on the Quayside, it sounds

:04:21.:04:29.

desperate? It is. Everything that we have heard from Lampedusa has been

:04:29.:04:34.

appalling for more than 24 hours now. That search continuing as it

:04:34.:04:38.

must with so many people still missing and at the centre of the

:04:38.:04:44.

search is the sunken wreck of the migrant boat itself. Divers have

:04:44.:04:47.

given horrific descriptions of the scene within it. They have talked of

:04:47.:04:51.

bodies crammed into the hull and others clinging in death to the side

:04:51.:04:56.

of the vessel. The search being hampered to an extent by the

:04:56.:04:59.

weather. There is a bit of a swell running and you have to imagine that

:04:59.:05:03.

all the time the wind and the currents are dispersing whatever

:05:03.:05:07.

bodies there are in the water over a wider and wider area. So many bodies

:05:07.:05:11.

were brought in to the little harbour on Lampedusa yesterday that

:05:11.:05:16.

the island ran out of coffins. A ship went on a ferry and fresh

:05:16.:05:25.

coffins have come in during the course of the morning. The only

:05:25.:05:29.

building big enough to house those dead bodies seems to be be a hangar

:05:29.:05:35.

at the airport. Dozens of bodies are stretched out on its floor in purple

:05:35.:05:40.

body bags. We have been reporting tragedies like this for many years.

:05:40.:05:47.

It's been a huge political problem. The Northern League are very

:05:47.:05:51.

anti-immigration, Italy calling for help from the EU which never seems

:05:51.:05:55.

to come. Is there any solution in sight at all to this? You are right,

:05:55.:05:59.

the Italians are painfully familiar with reports of migrants dying in

:05:59.:06:03.

the Italians are painfully familiar their waters. At the start of this

:06:03.:06:07.

week, there were 13 deaths on a beach in Sicily. Nobody in this

:06:07.:06:12.

country has seen anything on this scale. This is the largest migrant

:06:12.:06:18.

disaster that the Mediterranean has ever experienced. There is a huge

:06:18.:06:22.

feeling in this country that the rest of Europe needs to wake up and

:06:22.:06:27.

help, that Italy can't on its own cope with the many problems that

:06:27.:06:31.

this flow of migrants and the huge risks that these people take

:06:31.:06:34.

present. They say that this is a problem for all of Europe, they want

:06:34.:06:39.

Europe to contribute more in the way of money and resources, possibly

:06:39.:06:44.

beefing up patrols in the Mediterranean that might be in a

:06:44.:06:48.

position to spot boats that might be in trouble and to try to prevent

:06:48.:06:51.

this sort of disaster happening again. Thank you very much.

:06:51.:06:58.

Pope Francis has said that today is a day of tears for the victims of

:06:58.:07:03.

the Lampedusa tragedy. It was in fact one of the first places that he

:07:03.:07:11.

visited when took his office. These are the live pictures coming into us

:07:11.:07:20.

from Assissi. The Pope has been on a pilgrimage. -- Assisi. The Pope has

:07:20.:07:29.

been on a pilgrimage. Our correspondent is following his trip.

:07:29.:07:35.

David, tell us a bit more about why he is wanting to highlight the

:07:35.:07:41.

refugee problem? He spent a day in Lampedusa earlier this year and he

:07:41.:07:46.

talked about what he called the globalisation of indifference, about

:07:46.:07:53.

the plight of refugees and in Asissi today, he has been talking about the

:07:53.:07:58.

terrible problems presented by this tragedy. -- Assisi. He said today is

:07:58.:08:06.

a day of tears. St Francis, of course, is an emblematic figure in

:08:06.:08:12.

the Roman Catholic Church and has special significance for Pope

:08:12.:08:15.

Francis who took his name - he was the first-ever Pope to have taken

:08:16.:08:23.

the name of the saint. Francis is remembered for his humility and

:08:23.:08:29.

poverty. He is called "the poor one" so this fits in very well with Pope

:08:29.:08:35.

Francis' vision of the Catholi Church as a church of the poor. I

:08:35.:08:39.

think today is a day of extreme significance for him. There is a

:08:39.:08:44.

huge crowd of pilgrims following him around. Significantly, he's

:08:44.:08:51.

accompanied by a Group of Eight cardinals from different parts of

:08:51.:08:55.

the world who he has appointed to advise him on a really quite

:08:55.:08:59.

ambitious reform programme for the Vatican, so things are changing in

:08:59.:09:05.

the Catholic Church. He's only been in office for six months. There is

:09:05.:09:08.

certainly an atmosphere of change at in office for six months. There is

:09:08.:09:15.

the Vatican, a change of emphasis above all. OK. Thank you very much

:09:15.:09:21.

indeed for bringing us up-to-date on that visit.

:09:21.:09:25.

Well, President Obama has cancelled his tour of Asia because of the

:09:25.:09:30.

government shutdown in Washington. The Secretary of State is going to

:09:30.:09:36.

go to the apex summit and the East Asia summit in Brunei. The White

:09:36.:09:40.

House is blaming the Republicans for the continuing budget deadlock. Our

:09:40.:09:46.

correspondent is in Jakarta for us. The Indonesians have said they are

:09:46.:09:58.

incredibly disappointed. The plans that preface is presidential visit

:09:58.:10:04.

is immense. This is not a good message to be sending? You are

:10:04.:10:08.

right. One Minister said that he was disappointed and surprised by the

:10:08.:10:11.

decision that the American President made not to come to the apex summit.

:10:11.:10:17.

The official stance is that they understand the domestic issues that

:10:17.:10:21.

the US is going through right now. Although they are disappointed, they

:10:21.:10:26.

expect the summit in Bali to continue as normal. Most analysts

:10:26.:10:31.

would agree. The conversations that take place between these leaders

:10:31.:10:35.

will continue. The issue is that the US has lost a vital opportunity,

:10:35.:10:39.

many experts say, to engage with leaders in this region. At a time

:10:39.:10:43.

when China's growing its influence in the Asia-Pacific region. We have

:10:43.:10:48.

had the Chinese President in Malaysia and Indonesia getting a

:10:48.:10:52.

rare treat for a foreign leader, he managed to make a speech in the

:10:52.:10:58.

Indonesian Parliament for the very first time. So, really, it is more

:10:58.:11:03.

the US's loss that experts say America has lost an opportunity to

:11:03.:11:09.

address the Asian-Pacific region at a time when China is growing its

:11:09.:11:15.

influence here. The possibility of any personal chemistry does matter

:11:15.:11:19.

in these summits, doesn't it? It does, indeed. President Obama has a

:11:19.:11:24.

very good relationship with the Indonesian President. He has very

:11:24.:11:28.

strong ties here in Indonesia. So I think in that sense, in that

:11:28.:11:31.

respect, the Indonesians will be quite quick to forgive him.

:11:31.:11:34.

Remember, he has postponed trips, cancelled trips to this part of the

:11:34.:11:40.

world before, in 2010, because of domestic, political issues. Analysts

:11:40.:11:45.

say some other Asian leaders may not be so forgiving and they will

:11:45.:11:48.

question whether the United States has the credibility to weigh in on

:11:48.:11:53.

international and Asian issues like the South China Sea when it doesn't

:11:53.:11:57.

appear to be able to sort out its own domestic political problems.

:11:57.:12:01.

Thank you very much. Stay with us. Still to come: We hear

:12:01.:12:07.

the extraordinary story of one family who survived the Nairobi

:12:07.:12:12.

shopping mall siege playing dead for hours before they were rescued. The

:12:12.:12:19.

heat is on as FIFA gets to try and set up the problem of the Qatar

:12:19.:12:29.

World Cup. India's economy is powering ahead

:12:29.:12:33.

but vast numbers of people are still in poverty. Estimates suggest that

:12:33.:12:38.

in large cities one person in 100 is homeless, hundreds of students and

:12:38.:12:41.

professionals have spent a night on the streets to see what it is like

:12:41.:12:48.

along with our correspondent. Singing songs of hope and struggle,

:12:49.:12:54.

this is an unusual group. Homeless people welcoming those who have left

:12:54.:12:58.

the comfort of their homes to join them. But daily life out here is far

:12:58.:13:06.

from festive. This man has lived on a pavement outside a temple for the

:13:06.:13:14.

last 20 years. She grew up watching three of them die of disease.

:13:14.:13:21.

TRANSLATION: We don't feel safe on three of them die of disease.

:13:21.:13:25.

the pavement. Just yesterday, someone hit me with a blade and ran

:13:25.:13:30.

away with my mobile phone. I called the police. But they didn't even

:13:30.:13:36.

register a complaint. It is rough and tough. A sheet of

:13:36.:13:42.

cloth works as a bad and an abandoned wheelchair becomes a place

:13:42.:13:46.

to store valuables and cash is kept with the local shopkeeper. Sometimes

:13:46.:13:50.

there is some work that brings in money, but mostly for food and water

:13:50.:13:59.

they depend on charity. Intrigued by these tales of

:13:59.:14:04.

survival, curious students listen in. This man is a migrant himself

:14:04.:14:09.

and has struggled to adapt to the demands of the big city. He never

:14:09.:14:13.

felt any connection with the homeless, until now.

:14:13.:14:20.

TRANSLATION: Like most educated people, I had also thought that

:14:20.:14:25.

homeless people are dirty and uneducated. After meeting them, I

:14:25.:14:29.

feel many of them are more intelligent than most of us. All

:14:29.:14:36.

they lack are opportunities. The government estimates that two

:14:36.:14:41.

million people are homeless in India cities. Others estimate that to be

:14:41.:14:47.

as high as 30 million. It is the story of a shifting population,

:14:47.:14:53.

fearful at night. And made much worse if you are a woman.

:14:53.:15:11.

This is BBC World News. The latest headlines. Italy holds a national

:15:12.:15:22.

day of mourning for up to 300 people, feared dead after a boat

:15:22.:15:25.

packed with migrants from Africa caught fire and sank off the

:15:25.:15:27.

Italian island of Lampedusa. Pope Francis speaks about the tragedy,

:15:27.:15:30.

saying today is a day of tears, as he makes a pilgrimage. Nearly two

:15:30.:15:41.

weeks after the siege at Nairobi's Westgate shopping centre, the

:15:41.:15:43.

weeks after the siege at Nairobi's accounts of those who escaped,

:15:43.:15:45.

still have the power to shock. Faith Wambua spent four and a half

:15:45.:15:48.

hours playing dead with her children at her side, until they

:15:48.:15:51.

were finally rescued by a policeman. This is their story. When the

:15:51.:15:58.

gunfire started and there were shooting, I said they were bank

:15:58.:16:03.

robbers. I am thinking that because Barclays is on the ground floor. I

:16:03.:16:07.

thought it must be a normal robbery and within minutes it would be over.

:16:08.:16:12.

Time passed and we were waiting to hear, get up, he is gone. I knew we

:16:12.:16:19.

were actually going to die, it seemed like something worse than I

:16:19.:16:24.

thought. Once, they came very near. And 18 was lying to metres away and

:16:24.:16:28.

I could hear them walking. I knew this was not a regular person. They

:16:28.:16:33.

had a conversation and called out, Martha, I did not know whether they

:16:33.:16:38.

were talking to me but I knew I would not raise my head. I could

:16:38.:16:42.

hear the lady answering. Five seconds later, two shots, and she

:16:42.:16:48.

was quiet. I felt somebody touching my hand. This person was calling,

:16:48.:16:54.

mother, are you OK? This was where I played dead. And then he came in

:16:54.:16:58.

front of me. He said baby, baby. I I played dead. And then he came in

:16:58.:17:09.

raised my head up. I asked him a few questions. I asked him if he

:17:09.:17:16.

was one of the bad guys. He said no, baby, I am one of the police and I

:17:16.:17:21.

am not with the bad guys and I am here to rescue you. Then he asked

:17:21.:17:27.

us to look up. We saw police officers. They had guns pointed in

:17:27.:17:32.

different directions. I knew the police were here. Never did I think

:17:32.:17:37.

it was a terror attack, that is the last thing on my mind here. An

:17:37.:17:47.

extraordinary story. Football's world governing body FIFA is

:17:47.:17:50.

meeting in Zurich today to discuss whether to move the 2022 World Cup

:17:50.:17:53.

in Qatar to the winter because of the extreme heat in the country

:17:54.:17:57.

during the summer. Who has the power to decide? The

:17:57.:18:00.

during the summer. decision makers of the president,

:18:00.:18:04.

Sepp Blatter, the senior vice- president, who is from Argentina,

:18:04.:18:09.

and the rest of the 25 member committee, including

:18:09.:18:13.

representatives of countries all over the world. Another issue is

:18:13.:18:19.

the right of migrant workers in the country. They are building venues

:18:19.:18:25.

for the World Cup. There are allegations that the conditions

:18:25.:18:31.

amount to modern-day slavery. It is a wet autumn in Zurich. The

:18:31.:18:36.

rivals for a meeting of the top governing body in football. The

:18:36.:18:41.

process is expected to switch the timing of the World Cup from the

:18:41.:18:46.

searing heat of summer in the Gulf. The only important thing is the

:18:46.:18:51.

question of what will happen. There is not expected to be a final

:18:51.:18:57.

decision, instead the setting-up of a task force to consult on the

:18:57.:19:02.

issues. For me it is about the players and the fans and the

:19:02.:19:06.

experience and stop FIFA has a responsibility to make sure we get

:19:06.:19:11.

this right. It has also become about the conditions facing migrant

:19:11.:19:16.

workers who have transformed the Gulf state and who will be building

:19:16.:19:18.

the venues for the Qatar World Cup. Gulf state and who will be building

:19:18.:19:23.

Allegations that their plight amounts to slave labour has raised

:19:24.:19:29.

the heat on FIFA. The authorities say the concerns are being

:19:29.:19:33.

addressed. It is the Government and the people's and our assurance. To

:19:33.:19:38.

the extent that these matters arise, we will be eradicating them and

:19:38.:19:43.

working hard to make sure these matters are eradicated. Michel

:19:43.:19:50.

Platini has led the charge for a winter tournament. He has also

:19:50.:19:55.

postponed a final decision as the relative merits are debated of

:19:55.:20:02.

November, December and January. It is not about their hosting the

:20:02.:20:06.

tournament, but turning the gleaming vision into a reality is

:20:07.:20:15.

proving controversial. There is a lot of anger around this

:20:15.:20:20.

come as to why Qatar cottage in the first place, which was on the basis

:20:20.:20:25.

they would hold it in the summer with expensive air-conditioning.

:20:25.:20:29.

How expensive would it be to move them to the winter? Probably the

:20:29.:20:38.

same question I asked to be gentlemen in charge of the air-

:20:38.:20:42.

conditioning of the stadiums on the organising committee for the World

:20:42.:20:45.

Cup. I asked him that you have promised a huge budget to have the

:20:45.:20:50.

stadium's called down. In the meantime, you have the possibility

:20:50.:20:57.

of these games moving to winter. I asked him if he would be sorry

:20:57.:21:02.

about it. He said absolutely not. The plan was the technology would

:21:02.:21:09.

be made in Qatar in the World Cup. And then it would be moved to a

:21:09.:21:12.

developing country that would help them to use this type of technology.

:21:12.:21:21.

But this is a small emirate. They have the resources needed for this.

:21:21.:21:29.

Is there a sense that this is not justified? Expense that has been

:21:29.:21:34.

put into the tournament, or do people want this to stay in Qatar,

:21:34.:21:40.

despite the difficulties? Of course, the World Cup is just part of the

:21:40.:21:45.

big plans that the country is aiming for. If you see the type of

:21:45.:21:54.

project they are after, we are looking at a new big airport, which

:21:54.:21:58.

is supposed to be the biggest airport in a bid East. If you check

:21:58.:22:05.

the roads and streets, there are roadworks everywhere. It is about

:22:05.:22:09.

building infrastructure for the country, apart from the World Cup.

:22:09.:22:15.

This is the main issue. It has its own resources ready and enough to

:22:15.:22:21.

handle any kind on big tournaments such as the World Cup. They insist

:22:21.:22:27.

that there is no problem whether it is organised in the summer or

:22:27.:22:31.

winter, there is no problem. What about the record of the way people

:22:31.:22:35.

are treated? There have been complaints from people who move

:22:35.:22:39.

from Asia to work in the Middle Eastern countries about the way

:22:39.:22:42.

they are treated. This has been raised today as well. We have been
