have to remember that there are UN

is unilateral sanctions and these
latest sanctions levied by the | 0:07:09 | 0:07:14 | |
United States government are
targeting individuals. These are | 0:07:14 | 0:07:18 | |
really symbolic more than anything
else. They are a very important part | 0:07:18 | 0:07:23 | |
of President Tom's maximum pressure
on North Korea but they will have | 0:07:23 | 0:07:28 | |
little practical effect because it
is only about US jurisdiction and it | 0:07:28 | 0:07:32 | |
is unlikely either of these two men
at any assets, certainly in their | 0:07:32 | 0:07:37 | |
name, or any property in the United
States. The broader problem is that | 0:07:37 | 0:07:41 | |
China and North Korea and Russia
want to see the US off the peninsula | 0:07:41 | 0:07:46 | |
altogether so at least China and
Russia will continue their support | 0:07:46 | 0:07:50 | |
for Pyongyang. Certainly they will.
The UN Security Council sanctions | 0:07:50 | 0:07:57 | |
are important because it sends a
strong unified message but it is a | 0:07:57 | 0:08:04 | |
very subtle and possibly a triple
layered game that is being played. | 0:08:04 | 0:08:08 | |
This is in the context of quite a
lot of disorder and chaos in the | 0:08:08 | 0:08:13 | |
United Nations itself with the
United States isolated on many other | 0:08:13 | 0:08:16 | |
global issues. If that China,
Russia, North Korea and to some | 0:08:16 | 0:08:23 | |
extent South Korea are on the same
page, and an alignment between US | 0:08:23 | 0:08:28 | |
and Japan, how will that play out?
The United States and South Korea | 0:08:28 | 0:08:34 | |
and Japan are all firmly on the same
side. The president of South Korea | 0:08:34 | 0:08:39 | |
has made absolutely certain that he
is fully behind these sanctions and | 0:08:39 | 0:08:46 | |
also wants to increase the pressure
but at the same time, he is talking | 0:08:46 | 0:08:51 | |
about wanting a peaceful solution
and frankly so, as has the Trump | 0:08:51 | 0:08:57 | |
administration. They've made this
point repeatedly. It does seem that | 0:08:57 | 0:09:02 | |
the North Korean leadership is not
suicidal. It doesn't want war but it | 0:09:02 | 0:09:06 | |
has no intention of giving up its
nuclear weapons, it seems. Will the | 0:09:06 | 0:09:11 | |
wall hat -- will the world have to
get used to an armed --a nuclear | 0:09:11 | 0:09:16 | |
armed North Korea? The thing here is
the global non-proliferation regime | 0:09:16 | 0:09:22 | |
and North Korea is testing this but
if we do accept North Korea as a de | 0:09:22 | 0:09:27 | |
facto legitimate nuclear power, that
means essentially Iran, perhaps | 0:09:27 | 0:09:32 | |
Syria and many other countries could
break away so we have a much greater | 0:09:32 | 0:09:36 | |
global concern here. Professor,
