Hello and welcome to BBC World News. | 0:01:17 | 0:01:20
We start with Liberia,
where it was announced a short time | 0:01:20 | 0:01:24
ago that the former international
football star George Weah has won | 0:01:24 | 0:01:27
the Presidential election. | 0:01:27 | 0:01:28
His supporters celebrated
as the electoral commission | 0:01:28 | 0:01:34
announced that with almost
all the ballots counted, Mr Weah had | 0:01:34 | 0:01:40
won more than 60% of the vote. | 0:01:40 | 0:01:42
George Weah
made his name playing for AC Milan, | 0:01:42 | 0:01:44
he was the first and only player
from Africa to win the coveted | 0:01:44 | 0:01:47
Ballon d'or award. | 0:01:47 | 0:01:48
But for the last three years
he has been a Senator | 0:01:48 | 0:01:51
in Liberia. | 0:01:51 | 0:01:52
When he becomes President next
month, it will be Liberia's | 0:01:52 | 0:01:58
first democratic transition
in more than 70 years. | 0:01:58 | 0:02:00
Umaru Fofana is in the Liberian
capital Monrovia. | 0:02:00 | 0:02:04
Obviously this has been a huge
reaction. What is it like on the | 0:02:04 | 0:02:10
ground? Absolutely. Wild
celebrations. Minutes after the | 0:02:10 | 0:02:17
Electoral Commission announced the
result, hundreds of people | 0:02:17 | 0:02:22
celebrated in front of the building.
And then, across the city, you could | 0:02:22 | 0:02:28
hear the sound of jubilation,
honking horns. It has been 12 years | 0:02:28 | 0:02:35
of waiting. It is going to go on
until tomorrow morning. This is the | 0:02:35 | 0:02:47
first democratic transition in 70
years. How ground-breaking? It is | 0:02:47 | 0:02:51
very ground-breaking. Liberia is the
oldest Republic. First time since | 0:02:51 | 0:03:02
1944, democratic handover. Even the
last one was questioned. It was not | 0:03:02 | 0:03:05
universal. Technically speaking, in
the real sense, some people argue | 0:03:05 | 0:03:12
this is the first time it is
happening. Watershed. 12 years ago, | 0:03:12 | 0:03:20
the first female elected president,
and now an ex footballer. Liberia is | 0:03:20 | 0:03:28
proud. Any concerns about the
transition, from being a well known | 0:03:28 | 0:03:36
footballer - to leadership? In 2005,
two years after retiring, the | 0:03:36 | 0:03:44
question was asked. It was said that
he had been lacking academic | 0:03:44 | 0:03:53
wherewithall. He won the fourth
ballot. He went back to school. Came | 0:03:53 | 0:04:01
back six years later. Second shot
but lost. He believes he has learned | 0:04:01 | 0:04:11
on the ropes. He has been senator
for the last three years. Going to | 0:04:11 | 0:04:17
make a good leader because he has
got the team to be able to do that. | 0:04:17 | 0:04:20
It is interesting, his running mate,
the former wife of the war lord | 0:04:20 | 0:04:29
Charles Taylor. How is the
international community going to see | 0:04:29 | 0:04:33
him? A lot of discussion around
that. The fact that Mrs Taylor, ex | 0:04:33 | 0:04:43
wife of the convicted war criminal
was his running mate. Apparently a | 0:04:43 | 0:04:51
telephone call from the jail in
England to George Weah, but he | 0:04:51 | 0:04:59
denied he was going to be
influenced. Mrs Taylor has said that | 0:04:59 | 0:05:04
she has her own woman. Those
celebrations are likely going to | 0:05:04 | 0:05:16
continue. | 0:05:16 | 0:05:18
A suicide bombing in the Afghan
capital, Kabul has claimed the lives | 0:05:18 | 0:05:21
of at least 40 people and injured
more than 80 others. | 0:05:21 | 0:05:24
Women and children are
among the casualties. | 0:05:24 | 0:05:26
The Islamic State group says it
carried out the attack, | 0:05:26 | 0:05:29
which targeted a cultural
organisation and news agency | 0:05:29 | 0:05:31
in the west of the capital. | 0:05:31 | 0:05:32
Our correspondent in Kabul,
Zia Shahreya, has sent this report. | 0:05:32 | 0:05:37
The force of the explosion
is clear to see. | 0:05:37 | 0:05:41
Among the rubble, relatives
desperately search | 0:05:41 | 0:05:42
for their loved ones. | 0:05:42 | 0:05:48
But there was little left behind. | 0:05:48 | 0:05:55
The bomb went off inside this
building, a cultural centre and also | 0:05:55 | 0:05:58
home to an Afghan news agency. | 0:05:58 | 0:05:59
Students had been marking the 38th
anniversary of the Soviet | 0:05:59 | 0:06:02
invasion of Afghanistan. | 0:06:02 | 0:06:06
The suicide bomber apparently has
entered through that way, | 0:06:06 | 0:06:08
inside this hall, where the seminar
was happening and the hall was full | 0:06:08 | 0:06:14
of people, students,
male and female, from different | 0:06:14 | 0:06:16
universities in Kabul. | 0:06:16 | 0:06:22
TRANSLATION: I saw many dead
in the area, I was looking | 0:06:22 | 0:06:25
for my cousin but could not
find his body. | 0:06:25 | 0:06:27
I'm not sure what happened to him. | 0:06:27 | 0:06:29
The number of dead
people has increased. | 0:06:29 | 0:06:34
After the explosion,
ambulances took the injured | 0:06:34 | 0:06:36
to the hospitals nearby. | 0:06:36 | 0:06:40
This man, one of dozens badly
hurt in the explosion. | 0:06:40 | 0:06:43
Some of the wounded
were taken in for surgery. | 0:06:43 | 0:06:49
TRANSLATION: A total of 35
dead were registered | 0:06:49 | 0:06:50
here and 20 others wounded. | 0:06:50 | 0:06:52
There are men, women
and children among the injured. | 0:06:52 | 0:07:01
For some waiting outside for news
it was all too much. | 0:07:01 | 0:07:04
Back in the area, to
the west of the capital, | 0:07:04 | 0:07:06
where the bomb went off,
armed guards patrol. | 0:07:06 | 0:07:12
The initial blast was followed
by two other explosions | 0:07:12 | 0:07:14
but nobody was hurt in those. | 0:07:14 | 0:07:20
So who was behind the attack? | 0:07:20 | 0:07:21
So-called Islamic State has
claimed responsibility, | 0:07:21 | 0:07:23
saying it targeted the centre
with a suicide bomber | 0:07:23 | 0:07:25
and other bombs. | 0:07:25 | 0:07:30
It has behind a number of other
attacks on Shia targets | 0:07:30 | 0:07:32
across the country in recent months. | 0:07:32 | 0:07:34
The President's spokesman called
the attack an unpardonable crime | 0:07:34 | 0:07:36
against humanity and pledged
to destroy terrorist groups. | 0:07:36 | 0:07:46
Let's take a look at some of
the other stories making the news. | 0:07:50 | 0:07:53
Officials in Alabama have formally
certified Democrat Doug Jones | 0:07:53 | 0:07:56
as the winner of the state's US
Senate race, after a judge | 0:07:56 | 0:07:58
denied a legal challenge
by his Republican opponent. | 0:07:58 | 0:08:02
Roy Moore, whose campaign had been
plagued by allegations | 0:08:02 | 0:08:04
of sexual misconduct,
lost narrowly and had | 0:08:04 | 0:08:05
claimed voter fraud. | 0:08:05 | 0:08:08
His lawyers said there'd been
a higher-than-expected turnout. | 0:08:08 | 0:08:16
India's lower house of parliament
has approved legislation to outlaw | 0:08:16 | 0:08:19
the Muslim tradition
of instant divorce. | 0:08:19 | 0:08:20
A Supreme Court ruling has banned
the right of Muslim men | 0:08:20 | 0:08:23
to divorce their wives by simply
speaking the word | 0:08:23 | 0:08:25
"talaq" three times. | 0:08:25 | 0:08:26
It means divorce in Arabic. | 0:08:26 | 0:08:31
Italy's President Sergio Mattarella
has dissolved parliament ahead | 0:08:31 | 0:08:33
of an election scheduled
for March the 4th. | 0:08:33 | 0:08:35
Immigration is likely
to be the key issue, | 0:08:35 | 0:08:37
with the anti-establishment
Five Star movement currently | 0:08:37 | 0:08:38
leading in opinion polls. | 0:08:38 | 0:08:42
Turkey and the US are to
resume issuing visas | 0:08:42 | 0:08:44
to each other's citizens. | 0:08:44 | 0:08:45
They'd been suspended after a bitter
row, when Turkey arrested a local | 0:08:45 | 0:08:48
embassy employee in October. | 0:08:48 | 0:08:50
But in statements earlier,
the Turkish embassy in Washington, | 0:08:50 | 0:08:52
and the US embassy in Ankara said
the issue had been resolved. | 0:08:52 | 0:09:01
Earlier Seref Isler from the BBC's
Turkish Service explained | 0:09:01 | 0:09:03
the background to the problem
between the US and Turkey. | 0:09:03 | 0:09:07
Back in October, the government of
Turkey detained an American embassy | 0:09:07 | 0:09:16
employee. This led to an argument
with the US embassy. The US embassy | 0:09:16 | 0:09:22
as a diplomatic compound. The
government of Turkey had detained | 0:09:22 | 0:09:27
the employee because in the
aftermath of the coup attempt, a | 0:09:27 | 0:09:31
series of raids and operations
against people that Turkey considers | 0:09:31 | 0:09:36
to be terrorists. Apparently led by
a man in the US. The United States | 0:09:36 | 0:09:49
is not extraditing him. It has been
asking for more evidence. It had | 0:09:49 | 0:09:58
been back and forth, discomfort
between the two. The American | 0:09:58 | 0:10:02
embassy stopped issuing visas to
citizens of Turkey and vice versa. | 0:10:02 | 0:10:09
The disagreement between the
countries only affected each other | 0:10:09 | 0:10:12
diplomatically. It was the first
time it had a practical impact on | 0:10:12 | 0:10:19
citizens. The relationship has not
always been good. What does this | 0:10:19 | 0:10:23
particular story say about the
relationship going forward? The | 0:10:23 | 0:10:28
Embassy of Turkey is denying that
they had given any security | 0:10:28 | 0:10:31
assurances to officials, in return
for these to resume. But the embassy | 0:10:31 | 0:10:38
in the capital of Turkey has said
that they had received security | 0:10:38 | 0:10:41
assurances. We do not know what
happened behind closed doors. Some | 0:10:41 | 0:10:46
sort of conversation must have taken
place. Turkey and the United States | 0:10:46 | 0:10:54
are natural allies, close for a long
time, but some disagreements when it | 0:10:54 | 0:10:58
comes to Syria. An also Russia.
Turkey is against Donald Trump | 0:10:58 | 0:11:05
recognising jewellery as long as the
capital of Israel. Donald Trump also | 0:11:05 | 0:11:09
has the Tower in Istanbul. It is an
uncomfortable collation shot. What | 0:11:09 | 0:11:16
happens next? From this point, the
visa services are going to resume. | 0:11:16 | 0:11:23
The regular lives of those who want
to travel - more. But more is going | 0:11:23 | 0:11:31
to be discussed when it comes to
Israel. An also the Syria issue. | 0:11:31 | 0:11:37
United States is going to need
Turkey to on board. Turkey will want | 0:11:37 | 0:11:44
a better relationship with American
officials. | 0:11:44 | 0:11:48
More than 2,000 cases of diphtheria
have been recorded among | 0:11:48 | 0:11:51
Rohingya refugees who fled
to Bangladesh from Myanmar. | 0:11:51 | 0:11:52
The World Health Organisation says
at least 20 people have already died | 0:11:52 | 0:11:55
from the highly contagious disease. | 0:11:55 | 0:12:01
The UK is sending an emergency team
to help fight disease | 0:12:01 | 0:12:04
as Claire Fallon reports. | 0:12:04 | 0:12:06
Leaving Manchester, British medics
heading for Bangladesh. | 0:12:06 | 0:12:07
Now, another threat - diphtheria. | 0:12:07 | 0:12:16
The makeshift home to thousands
of Rohingya Muslims, | 0:12:16 | 0:12:18
this is the refugee camp. | 0:12:18 | 0:12:24
Those living here left Myanmar
and a situation described by the UN | 0:12:24 | 0:12:27
as a textbook example
of ethnic cleansing. | 0:12:27 | 0:12:36
6,000 people have been
killed, a figure denied | 0:12:36 | 0:12:38
by the Government in Myanmar. | 0:12:38 | 0:12:40
Wonderful... | 0:12:40 | 0:12:41
Among the 40 plus staff,
sent by Britain, Becky, a children's | 0:12:41 | 0:12:43
nurse at Watford General. | 0:12:43 | 0:12:47
I know from my experience
as a paediatric nurse | 0:12:47 | 0:12:49
and as a mother, families
will be feeling desperate. | 0:12:49 | 0:12:51
I know there are loads
of children involved, | 0:12:51 | 0:12:53
75% of the people affected
by diptheria are | 0:12:53 | 0:12:55
under the age of 15. | 0:12:55 | 0:12:56
We need to act fast. | 0:12:56 | 0:13:06
When the team arrives,
medics will be working | 0:13:06 | 0:13:08
in tough conditions. | 0:13:08 | 0:13:12
Diphtheria has been spreading
rapidly, up to 160 new cases | 0:13:12 | 0:13:14
reported every day. | 0:13:14 | 0:13:22
It will be tough, 40 of us going out
in its first tranche, | 0:13:22 | 0:13:25
more people coming later. | 0:13:25 | 0:13:26
We will be working with other
organisations, not just 40 of us. | 0:13:26 | 0:13:29
This is the UK response,
one of the fastest because of | 0:13:29 | 0:13:32
the critical nature of the emergency
and the speed at which the disease | 0:13:32 | 0:13:35
can spread, because of the need
to do something very quickly. | 0:13:35 | 0:13:38
The situation facing
the Rohingya people has been | 0:13:38 | 0:13:40
described as the fastest
growing refugee crisis. | 0:13:40 | 0:13:46
With equipment and expertise,
the British medics hope | 0:13:46 | 0:13:48
they will make a difference,
and save lives. | 0:13:48 | 0:13:58

we picked up today. | 0:14:30 | 0:14:35
George Harrison is recovering in
hospital after being stabbed. A man | 0:14:48 | 0:14:54
is being interviewed by police on
suspicion of attempted murder. I | 0:14:54 | 0:14:59
think it was good. Just good?
Fantastic. That is better. | 0:14:59 | 0:15:18

Islamic State says it was behind it. | 0:15:45 | 0:15:52
And we have got the sport. | 0:15:52 | 0:16:03
One match in the Premier League this
evening, with Crystal Palace aiming | 0:16:03 | 0:16:05
to move further away
from the relegation places, | 0:16:05 | 0:16:07
at home to Arsenal,
who are currently sixth. | 0:16:07 | 0:16:09
Bit is currently 1-1. Arsenal took
the lead in the first half. Mustafi | 0:16:09 | 0:16:17
with the goal. It had been parried
by Speroni. But Crystal Palace | 0:16:17 | 0:16:25
equalised. Andros Townsend. George
Weah, the only African player to | 0:16:25 | 0:16:34
have won the Baldor, has been
confirmed as the president of | 0:16:34 | 0:16:43
Liberia. 61% of the vote. He played

Chelsea and Manchester City. | 0:16:47 | 0:16:50
England's cricketers will begin
the fourth day of the fourth | 0:16:50 | 0:16:52

and with a great chance | 0:16:52 | 0:16:55
to seal the victory that
would at least restore some pride. | 0:16:55 | 0:16:58
Alistair Cook is 244 not out,
with England on 491 | 0:16:58 | 0:17:00
for nine, a lead of 164. | 0:17:00 | 0:17:02
Still plenty of work
for England to do, but for Cook | 0:17:02 | 0:17:04
it was the highest total any batsman
has made against | 0:17:04 | 0:17:07
Australia at the MCG. | 0:17:07 | 0:17:11
It is all about trying to put in a
good performance as a team. Banged | 0:17:11 | 0:17:17
on about it. Brisbane, it was level.
Three days. Fourth we struggled. It | 0:17:17 | 0:17:23
was the scene with the other two
Test matches. We have got another | 0:17:23 | 0:17:31
opportunity tomorrow to come back
with a good lead. Try to put some | 0:17:31 | 0:17:35
pressure on Australia. He looks
exhausted. Rafael Nadal's ongoing | 0:17:35 | 0:17:41
knee injury has forced him to pull
out of the Brisbane International, | 0:17:41 | 0:17:46
the warm up event for the student
open. He pulled out of next version | 0:17:46 | 0:17:52
event this weekend. But he still
hopes to be fit in time for the | 0:17:52 | 0:17:59
Australian open. The man who
defeated Rafael Nadal in this year's | 0:17:59 | 0:18:04
Australian Open, Roger Federer, is
in Perth. He has been enjoying the | 0:18:04 | 0:18:14

Expectations are higher but I try to
remind myself, it is not normal and | 0:18:23 | 0:18:27
realistic to look for the same
things that I have done in 2017. I | 0:18:27 | 0:18:31
am going to try to keep it cool. Try
my best. We will see what happens. | 0:18:31 | 0:18:38
The preparations have been good. We
will see what happens at Perth. At | 0:18:38 | 0:18:46
skiing, the dominance continued,
third straight win. Finished a first | 0:18:46 | 0:18:54

The UN Children's Fund has said
the scale of attacks on children | 0:19:33 | 0:19:36
in the world's conflict zones,
reached shocking levels in 2017. | 0:19:36 | 0:19:38
In a new report, Unicef says
all sides blatantly disregard | 0:19:38 | 0:19:41
international laws designed
to protect the most vulnerable. | 0:19:41 | 0:19:43
It says children are being targeted
and exposed to attacks and brutal | 0:19:43 | 0:19:45
violence in their homes,
schools and playgrounds. | 0:19:45 | 0:19:51
Justin Forsyth, Deputy Executive
Director of Unicef in New York, told | 0:19:51 | 0:19:54
us why children are often targeted. | 0:19:54 | 0:20:00
Children have always been victims of
conflict. What we have at the | 0:20:00 | 0:20:04
moment, if huge amount of complex
emergencies, from Yemen, Sudan, | 0:20:04 | 0:20:12
Syria, Iraq. Increasing reports from
staff on the ground about children | 0:20:12 | 0:20:19
being specifically targeted.
Becoming human bombs in Nigeria. 130 | 0:20:19 | 0:20:25
children have been used as bombs by
Boko Haram. Also human shields. | 0:20:25 | 0:20:36
Children also deliberately targeted
by snipers. Even in playgrounds. We | 0:20:36 | 0:20:45
have this terrible situation that
Syria, very few children evacuated, | 0:20:45 | 0:20:51
and just 30 minutes away from a
hospital. We are particularly | 0:20:51 | 0:20:56
worried about how children are
becoming brutalised by war on this | 0:20:56 | 0:21:00
huge scale. | 0:21:00 | 0:21:02
Tens of thousands of children have
been affected by the war in Syria | 0:21:02 | 0:21:05
but there's been hope for a few
in the last few days in the besieged | 0:21:05 | 0:21:09
rebel-held area near Damascus. | 0:21:09 | 0:21:10
12 seriously ill children
were evacuated on Wednesday. | 0:21:10 | 0:21:12
Aid agencies expect thirteen more
to leave Ghouta over | 0:21:12 | 0:21:14
the course of today. | 0:21:14 | 0:21:23
Among the dozens of children still
waiting to be rescued is baby Karim, | 0:21:23 | 0:21:27
he lost an eye when artillery shells
struck a market. | 0:21:27 | 0:21:29
This is his story. | 0:21:29 | 0:21:33
That was the story of the baby
waiting to be evacuated in Syria. | 0:22:48 | 0:22:58
Now... | 0:22:58 | 0:22:59
The immense power of social
media was once again | 0:22:59 | 0:23:01
in evidence at Christmas -
when a welder from London | 0:23:01 | 0:23:04
left his Christmas wage
packet in a local pub | 0:23:04 | 0:23:06
in Wimbledon. | 0:23:06 | 0:23:07
More than a million people
responded to an appeal | 0:23:07 | 0:23:09
on Twitter and Facebook
and identified Marius so that | 0:23:09 | 0:23:11
the pay packet could be returned,
six days after he lost it. | 0:23:11 | 0:23:14
Our correspondent Chi Chi Izundu
takes up the story. | 0:23:14 | 0:23:16
This is the story of a welder,
a pub and lost wage packet. | 0:23:16 | 0:23:19
Last Thursday after a few
hundred people had been | 0:23:19 | 0:23:21
here at The Alexandra pub
celebrating their Christmas parties, | 0:23:21 | 0:23:24
at the end of the night a small
brown envelopes stuffed with cash | 0:23:24 | 0:23:27
was spotted on the floor. | 0:23:27 | 0:23:28
The only reason I realised
it was a wage packet | 0:23:28 | 0:23:30
was because I used to get paid
in a similar packet when I first | 0:23:30 | 0:23:34
came to the country. | 0:23:34 | 0:23:35
All they had was the name
Mariusz and £600. | 0:23:35 | 0:23:37
The landlord and his wife posted
a picture on social media | 0:23:37 | 0:23:40
which is reposted by author JK
Rowling and then hundreds | 0:23:40 | 0:23:42
of thousands around the world
joined in the search. | 0:23:42 | 0:23:46
We did not find him straightaway
and a couple of celebrities | 0:23:46 | 0:23:48
retweeted it and it went bonkers. | 0:23:49 | 0:23:50
My phone was like a fridge buzzing! | 0:23:50 | 0:23:52
Has we were getting messages
from all over the world, | 0:23:52 | 0:23:54
so much interest trying to find this
guy, people contacting | 0:23:54 | 0:23:56
asking if we found them? | 0:23:56 | 0:23:58
From Canada and America
and Australia, everywhere. | 0:23:58 | 0:24:05
And then what happened? | 0:24:05 | 0:24:07
Lo and behold, yesterday, he walked
in the door and said hello, | 0:24:07 | 0:24:09
I'm Mariusz and I believe you've
got my money! | 0:24:09 | 0:24:15
It was like the biggest
anti-climax in history, | 0:24:15 | 0:24:17
he just wandered in! | 0:24:17 | 0:24:18
He said, I think
you've got my money. | 0:24:18 | 0:24:21
Mariusz explained he took
out his phone to take pictures | 0:24:21 | 0:24:24
of his Christmas party
and that is probably when his wage | 0:24:24 | 0:24:26
slip fell from his pocket
and under this chair, | 0:24:26 | 0:24:28
and he did not notice
until about a day later. | 0:24:28 | 0:24:35
He had not seen the social media
posts, it was his son | 0:24:35 | 0:24:38
who alerted him to them and he may
have kept the loss quiet | 0:24:38 | 0:24:41
from his wife to have,
as he called it, a stress-free | 0:24:41 | 0:24:44
Christmas! | 0:24:44 | 0:24:46
He came in yesterday and got it. | 0:24:46 | 0:24:50
In a show of gratitude,
he gave Nobby a generous tip. | 0:24:50 | 0:24:54
Lucky man! | 0:25:01 | 0:25:04
American Airlines has apologised
to two professional basketball | 0:25:04 | 0:25:06
players who were kicked off a flight
after being wrongly | 0:25:06 | 0:25:08
accused of theft! | 0:25:08 | 0:25:09
Marquis Teague and
Trahson Burrell boarded | 0:25:09 | 0:25:11
a plane on Christmas Eve,
en route to a game. | 0:25:11 | 0:25:13
But before take off,
a flight attendant claimed the men | 0:25:13 | 0:25:17
had taken blankets from the first
class cabin - and they | 0:25:17 | 0:25:19
were forced off. | 0:25:19 | 0:25:20
It later emerged the
pair had been given | 0:25:20 | 0:25:22
the blankets by passengers. | 0:25:22 | 0:25:24
Neither of the athletes,
who play for the NBA's minor league | 0:25:24 | 0:25:27
team Memphis Hustle, have commented. | 0:25:27 | 0:25:37
Now how about this for
an alternative Christmas tree... | 0:25:38 | 0:25:40
It's at a depth of five metres
in the chilly waters | 0:25:40 | 0:25:43
of Lake Ohrid in Macedonia. | 0:25:43 | 0:25:44
The decoration of an underwater tree
has become a tradition among local | 0:25:44 | 0:25:47
divers dressed as Santa Claus
and has lately become quite | 0:25:47 | 0:25:49
a tourist attraction. | 0:25:49 | 0:25:54
And just to keep you up-to-date with
those football results, Arsenal | 0:25:54 | 0:26:00
ahead of Crystal 3-1. | 0:26:00 | 0:26:01 |
