Hello, this is Breakfast, with Charlie Stayt and Sally Nugent. | :00:07. | :00:09.
We're in Westminster, where less than 24 hours ago | :00:10. | :00:12.
a terror attack on the very heart of British democracy | :00:13. | :00:15.
left five people dead and Parliament in lockdown. | :00:16. | :00:20.
An attacker drove into crowds of people on the bridge, | :00:21. | :00:23.
just down the river there, before stabbing to death | :00:24. | :00:25.
a police officer outside the Houses of Parliament - | :00:26. | :00:29.
he's now been named as PC Keith Palmer. | :00:30. | :00:38.
He was someone who left for work today expecting to return home | :00:39. | :00:41.
at the end of his shift and he had every right to expect | :00:42. | :00:45.
This is King 's College Hospital one of the many centres were casualties | :00:46. | :01:09.
were brought to. Amongst all the messages of defiance yesterday, | :01:10. | :01:15.
another clear message, huge praise for the works of the emergency | :01:16. | :01:17.
services and medical staff.. Good morning it's Thursday, | :01:18. | :01:31.
the 23rd of March. The other main headlines | :01:32. | :01:34.
on the Westminster attack Police say they believe they know | :01:35. | :01:36.
the attacker's identity and that he was inspired | :01:37. | :01:39.
by Islamist ideology. Parliament will operate as normal | :01:40. | :01:46.
today in a show of defiance. The Prime Minister is expected | :01:47. | :01:50.
to make a statement to the Commons. We are live at Westminster. Lots of | :01:51. | :02:11.
activity still going on this morning. Let's go to Carole with the | :02:12. | :02:14.
weather. A wet start to the day but generally | :02:15. | :02:26.
speaking and improving weather day. More detail in 15 minutes. | :02:27. | :02:32.
We are here in the aftermath of the terror attacks were five people died | :02:33. | :02:47.
and 40 people injured some suffering what has been described as a | :02:48. | :02:53.
catastrophic injury after a man drove a 4x4 vehicle into the crowd | :02:54. | :03:02.
and went on to stab a policeman who later died. Five people are dead, | :03:03. | :03:07.
including the attacker and the policeman who has been named. We get | :03:08. | :03:13.
the latest from Andy Moore. The moment of the attack on Westminster | :03:14. | :03:19.
Bridge. You can see a car moving at speed along the pavement in front of | :03:20. | :03:23.
a slow-moving line of traffic. A figure, we now know it is a woman, | :03:24. | :03:30.
falls into the water. Then panic as members of the public realise | :03:31. | :03:35.
something is wrong. Three shots ring out. GUNFIRE. The photograph shows | :03:36. | :03:45.
the immediate aftermath. A large knife is on the ground. Another | :03:46. | :03:51.
knife is nearby. The police officer who was stab the deaf is Keith | :03:52. | :03:58.
Palmer, a member of the Parliamentary and Diplomatic | :03:59. | :04:03.
Protection. He was a husband and father with 15 years service. He was | :04:04. | :04:10.
someone who left home today expected to return romp is achieved. At least | :04:11. | :04:16.
three people died on the bridge, more than 40 hurt many with | :04:17. | :04:23.
catastrophic injuries. Parliament will meet as normal and the Prime | :04:24. | :04:30.
Minister urged to do as we would. We will never give in to terror and | :04:31. | :04:37.
never allowing the voices of hate and evil to drive us apart. Police | :04:38. | :04:43.
have not yet named the attacker but they believe they know his identity. | :04:44. | :04:48.
They are treating it as a case of Islamist related terrorism. You will | :04:49. | :04:56.
not succeed. You will not divide us. We will not be cowed by terrorists. | :04:57. | :05:03.
Paris, as city which is also suffered from the scourge of | :05:04. | :05:10.
terrorism, turn the lights off the Eiffel Tower in respect. The terror | :05:11. | :05:16.
alert level has not in race. The priority now for the police is to | :05:17. | :05:22.
find out if the attacker was working alone. | :05:23. | :05:28.
Some of the people who survived the attack is said to have catastrophic | :05:29. | :05:33.
injuries. Eight are being treated | :05:34. | :05:34.
at the major trauma centre and that's where we can | :05:35. | :05:37.
join our reporter John Maguire. John what's the latest | :05:38. | :05:41.
in terms of casualties? We have had no immediate update this | :05:42. | :05:58.
morning. They were eight people brought here in south London. Two | :05:59. | :06:04.
were said to be very seriously injured or stop there were amongst | :06:05. | :06:10.
that number six men and two women. Of course, as we know, the emergency | :06:11. | :06:16.
services train for even so it is like this. They train for events | :06:17. | :06:22.
like this very frequently and so a high degree of professionalism but | :06:23. | :06:26.
they hoped against hope it will never happen. There are planned in | :06:27. | :06:32.
place, Saint Thomas is across Westminster Bridge staff ran out | :06:33. | :06:39.
there. We know the chairman of the dreaded doctors committee was one of | :06:40. | :06:44.
the first on the scene. -- Junior dog is stop he employed help the | :06:45. | :06:56.
policeman who later died but also to the attacker. What strikes home, one | :06:57. | :07:02.
of the most striking images is that sense of duty, that sense of | :07:03. | :07:09.
professionalism from all of the emergency services, the way they | :07:10. | :07:14.
react to the danger with no regard to themselves. Thank you. This is a | :07:15. | :07:28.
special programme this morning from Westminster. It is interesting thing | :07:29. | :07:37.
here this morning, we are noticing behind us, some people are going | :07:38. | :07:41.
through the barricades showing IDs. Today the message from Westminster | :07:42. | :07:48.
is that it should be business as usual but it is not really. Looking | :07:49. | :07:56.
behind as there is a flag hanging at half mast. There is a sombre | :07:57. | :08:05.
feeling. The Prime Minister herself will make a statement to the House | :08:06. | :08:11.
of Commons, we are expecting her to repeat her message that terrorism | :08:12. | :08:18.
will not pull people apart. She will also give us an update on the | :08:19. | :08:22.
situation. There are still 20 people seriously injured. There will be | :08:23. | :08:30.
time to pay tribute to police and emergency services. Some of the MPs | :08:31. | :08:37.
were quite close to Keith Palmer who died. I expect those tributes to be | :08:38. | :08:42.
paid in due course. Then perhaps some other questions will be asked | :08:43. | :08:48.
about security in the very heart of the nation 's democracy. What struck | :08:49. | :08:56.
me yesterday, we forget, when we see politicians being quite aggressive | :08:57. | :09:00.
towards each other at Parliament is essentially a family and there are | :09:01. | :09:06.
several people in the building, who will be very, very shocked and | :09:07. | :09:10.
distressed about what they were nursed? Absolutely. -- -- what they | :09:11. | :09:27.
witnessed. The threat level is severe. But it has become almost | :09:28. | :09:32.
normal to see people with machine-guns at Parliament. Because | :09:33. | :09:38.
of that level security we think nothing like that would happen. We | :09:39. | :09:47.
saw Tobias Ellwood trying to resuscitate the police officer. That | :09:48. | :09:51.
would shock in the people inside Westminster. They feel safe because | :09:52. | :09:55.
of the reassuring presence of police. They will be worries about | :09:56. | :10:03.
future levels of security because they still managed to get just | :10:04. | :10:07.
inside the gates of Parliament, whether they will need to be a | :10:08. | :10:14.
review of security but today we will hear praise for the swift action of | :10:15. | :10:22.
security. We are defending the heart of democracy but this man was armed | :10:23. | :10:28.
with a knife. This incident could have been much, much worse if in | :10:29. | :10:35.
another country where guns are more easily accessible. Thank you very | :10:36. | :10:42.
much indeed. You mentioned how distressed that people involved | :10:43. | :10:48.
would be today and it is incredibly distressing some of the images | :10:49. | :10:52.
coming out of the attack and we are aware of our audience and people | :10:53. | :10:57.
watching at home waking up and we are being incredibly careful with | :10:58. | :11:03.
some of the images we are showing you. There is an ongoing police | :11:04. | :11:10.
investigation and police are urging anyone with any information to | :11:11. | :11:18.
contact them on the hotline on 0800 789 321. It is worth saying that | :11:19. | :11:26.
throughout the morning, we will be speaking to some of those who | :11:27. | :11:34.
witness for themselves events. The time now is sexy leather Nate Ebner. | :11:35. | :11:42.
We will pause here for just a moment. -- the time here is 711 | :11:43. | :11:48.
a.m.. We'll have more on the terror attack | :11:49. | :11:54.
at Westminster a little later But Kat's in the studio for us this | :11:55. | :11:57.
morning and can bring us a round up of the day's | :11:58. | :12:01.
other news and Sport. New calculations produced | :12:02. | :12:04.
for the government raise the possibility that people aged 30 | :12:05. | :12:06.
or under might have to work until they're 70 before | :12:07. | :12:09.
getting the state pension. A separate report says | :12:10. | :12:12.
the government should abandon minimum annual increases | :12:13. | :12:14.
in pensions, to save money. The government says it will decide | :12:15. | :12:16.
on future pension ages in May. Moderate drinkers are less likely | :12:17. | :12:19.
to suffer some heart problems than those who drink | :12:20. | :12:22.
heavily or not at all. That's according to a new study | :12:23. | :12:24.
published in Researchers | :12:25. | :12:27.
from Cambridge University found that low levels of alcohol | :12:28. | :12:29.
consumption were linked to The funeral of the former deputy | :12:30. | :12:32.
first minister of Northern Ireland, Martin McGuinness, will be held | :12:33. | :12:37.
in Londonderry this afternoon. The former US president, | :12:38. | :12:40.
Bill Clinton, as are the Northern Ireland | :12:41. | :12:41.
secretary, James Brokenshire, and the Irish prime | :12:42. | :12:45.
minister, Enda Kenny. Mr McGuinness, a former IRA | :12:46. | :12:47.
leader turned politician, The government is being warned | :12:48. | :12:49.
against intervening in the energy It's thought ministers | :12:50. | :12:57.
are preparing to act to help customers on standard | :12:58. | :13:01.
energy tariffs. Five former energy regulators say | :13:02. | :13:04.
doing so would have and could have "ominous | :13:05. | :13:07.
implications" for other markets. Let's have a quick look at the sport | :13:08. | :13:16.
now and it was a disappointing night for Gareth Southgate in his first | :13:17. | :13:23.
England dominated the first half but a stunning strike in the 2nd | :13:24. | :13:31.
from Lucas Podolski, in his final international, | :13:32. | :13:33.
sealed the 1-0 win in the friendly in Dortmund. | :13:34. | :13:35.
There was a disappointing performance from Scotland - | :13:36. | :13:37.
they had to come back from one nil down to earn a draw against Canada | :13:38. | :13:41.
Now back to Charlie and Sally in Westminster. | :13:42. | :13:57.
You're watching it first on BBC News. We are here at Westminster | :13:58. | :14:09.
this morning. Last night it was confirmed the police officer killed | :14:10. | :14:12.
in yesterday 's terror attack was Keith Palmer. A 48-years-old husband | :14:13. | :14:19.
and father who served in the force for 15 years. Five people have now | :14:20. | :14:25.
died and 40 others wounded, some with very serious injuries. Hundreds | :14:26. | :14:32.
of County terror police have been working throughout the night on the | :14:33. | :14:37.
investigation. Looking at the attacker is motivation, preparation | :14:38. | :14:42.
and anyone he knew. Theresa May will lead a symbolic show of defiance as | :14:43. | :14:49.
MPs returned to work at the houses of Parliament. | :14:50. | :14:55.
We're joined now by Dr Ashin Shahi who is a security and terrorism | :14:56. | :14:59.
expert from the University of Bradford. | :15:00. | :15:01.
It's worth pointing out where we are standing is the newest position, the | :15:02. | :15:10.
closest that reporters can get. This is a major security operation this | :15:11. | :15:15.
morning and of course, still a crime scene. Absolutely. What happened | :15:16. | :15:24.
yesterday was a major atrocity. The people behind it, they were not only | :15:25. | :15:27.
interested in creating maximum fear and terror in the heart of the | :15:28. | :15:34.
capital, they also wanted to target that very important building. This | :15:35. | :15:38.
is the most important political symbol in this country. This is the | :15:39. | :15:43.
mother of all parliaments. . Obviously what happened yesterday | :15:44. | :15:58.
was not only a terrorist incident. To what extent do you think this was | :15:59. | :16:14.
planned. Security and over the past couple of years, they have prevented | :16:15. | :16:17.
a number of possible terrorist incidents. Of course, it is | :16:18. | :16:25.
difficult to predict and prevent everything. There are poisonous | :16:26. | :16:31.
ideas which can inspire an individual without any resources, | :16:32. | :16:35.
without any mobilisation, even without a great deal of | :16:36. | :16:41.
organisations, to come on target and innocent individual and create | :16:42. | :16:45.
maximum disruption with very minimal resources. It is worth saying that | :16:46. | :16:54.
the senior police officer in charge is updating us. They say they think | :16:55. | :16:58.
they know the identity of the attacker although at this stage, | :16:59. | :17:02.
warning against speculation. Clearly, that will be the focus of | :17:03. | :17:08.
the investigation. Absolutely. We can't have an informed guess. It is | :17:09. | :17:15.
not a very good idea. Remember, in 2014, the spokesperson for Islamic | :17:16. | :17:21.
State said that the support -- the supporters of the organisation, if | :17:22. | :17:24.
they can't make it through the battlefronts in Syria and Iraq, they | :17:25. | :17:29.
should attack non- believers here in the heart of the West. Basically, | :17:30. | :17:35.
over the last couple of years, Islamic State actively have been | :17:36. | :17:44.
promoting promoting those activities. What can be done to | :17:45. | :17:52.
permit them that. They are not only facing a security problem. It is a | :17:53. | :17:56.
political problem and a social problem. It is about social | :17:57. | :18:00.
fragmentation. It is about identity politics. I very much doubt it. We | :18:01. | :18:10.
can resolve the problem only true security means. This problem | :18:11. | :18:13.
requires more copperheads and approach. It involves social, | :18:14. | :18:19.
cultural, economic and other sociological factors. Do stay with | :18:20. | :18:25.
us throughout the morning. We have much more to talk about is the | :18:26. | :18:31.
programme goes on. This is a special edition of BBC Breakfast from | :18:32. | :18:35.
Westminster. You will probably see as we talked throughout the morning, | :18:36. | :18:39.
a number will --a number of people are going through the barricades and | :18:40. | :18:42.
that is because the Commons will be operating not as normal today but it | :18:43. | :18:47.
will be sitting. We are expecting a statement from Theresa May as MPs go | :18:48. | :18:51.
into the Commons today. The moment, that is it from us. We'll have a | :18:52. | :18:55.
moment to look at the weather with Carol. | :18:56. | :19:00.
Some of us, a wet and cloudy start. It will brighten up and we will see | :19:01. | :19:10.
some sunshine. Particularly breezy across parts of Northern Ireland, | :19:11. | :19:12.
southern Scotland and northern England. We've also got an area of | :19:13. | :19:18.
low pressure. It is going to take a swipe at Southern counties, | :19:19. | :19:22.
introducing some rain later on. We have a bright and cold start across | :19:23. | :19:26.
the south-west. We have rain and some murky conditions across the | :19:27. | :19:30.
Midlands, particularly the West Midlands. Some distant fog which | :19:31. | :19:33.
will lift into low cloud. Brighter skies into the south-east. We can | :19:34. | :19:39.
see that line of rain across parts of northern England and into | :19:40. | :19:42.
Scotland and Northern Ireland. A wee bit of snow coming out of that. Into | :19:43. | :19:48.
northern Scotland, a cold start. Some frost around. It is a bright | :19:49. | :19:52.
run. Through the day, the breeze will ease. The rate in the middle, | :19:53. | :20:08.
going into the south-west. Across the Channel Islands and some parts | :20:09. | :20:13.
of the UK. We will see some sunshine in the afternoon between nine and 13 | :20:14. | :20:17.
degrees. Through the evening and overnight, we still have the low | :20:18. | :20:21.
pressure in front. Very close to the south coast. Here, we will see some | :20:22. | :20:25.
further rain. A breezy night as well. A lot of clear skies. For most | :20:26. | :20:31.
of the UK, a colder night than the one just gone. There will also be | :20:32. | :20:36.
some rain across the far north of Scotland. That takes us into | :20:37. | :20:40.
tomorrow. For a time, we will have this cloud and rain across the | :20:41. | :20:44.
South. Some cloud left in its wake but the most of the UK, it's going | :20:45. | :20:49.
to be another dry and find date with light breezes. You can see how it | :20:50. | :20:53.
brightens up into the afternoon across southern areas as well. Some | :20:54. | :20:57.
showers just flirting with the far north of Scotland. Temperatures | :20:58. | :21:04.
picking up. 11- 13 degrees. As we head into the weekend, the high | :21:05. | :21:07.
pressure in the north really starts to dominate the weather in the whole | :21:08. | :21:12.
of the UK. We still have isobars around this coming in a clockwise | :21:13. | :21:17.
direction so we are dragging in some cold continental air on a nagging | :21:18. | :21:20.
easterly breeze still in the south, it will feel cooler if you're | :21:21. | :21:24.
exposed to that wind but many of us, we will some sunshine. A lot of dry | :21:25. | :21:29.
weather this weekend. Cool in the south. Somewhere in Wales, northern | :21:30. | :21:35.
England, it could hit perhaps 14 or 15. We are live this morning from | :21:36. | :21:46.
Westminster after the events of yesterday. Theresa May, the Prime | :21:47. | :21:51.
Minister has said it is business as usual today. They are going to | :21:52. | :21:56.
attempt to get on with some business but it doesn't feel particularly | :21:57. | :22:00.
normal here today. There is a definite heightened sense of | :22:01. | :22:03.
awareness everywhere we are. But the Sheed images now this morning live | :22:04. | :22:13.
of Westminster. This is exactly where the terror attack happened | :22:14. | :22:32.
yesterday. And that is these are the images she can see. As of last | :22:33. | :22:40.
night, there are still a number of vehicles on the bridge. It is | :22:41. | :22:55.
essentially a crime scene. We know that three people died there. The | :22:56. | :23:01.
police officer was killed as well. The assailant himself was shot dead | :23:02. | :23:08.
by police. That image this morning of Westminster Bridge. Just to give | :23:09. | :23:13.
you some idea of how different things look here this morning, | :23:14. | :23:17.
things looking very, very different from this time yesterday. It feels | :23:18. | :23:22.
different as well. Extra police are on the streets of London this | :23:23. | :23:25.
morning. This really was an attack on the capital that had long been | :23:26. | :23:27.
feared. Breakfast's Graham Satchell has | :23:28. | :23:30.
been looking at London's response to the Westminster | :23:31. | :23:32.
terror attack. Everywhere you looked in the centre | :23:33. | :23:45.
of London, there were police. It was a real show of force to reassure the | :23:46. | :23:50.
public. It is terrible. People have died, it is horrific. I have lived | :23:51. | :23:54.
in London for six years and you don't really think about it. You | :23:55. | :23:59.
sort of become, you expect it on a daily basis so it is never really at | :24:00. | :24:03.
the forefront of your mind but it's terrible. It's shocking but always | :24:04. | :24:08.
in our minds that this could happen and it's happened across Europe and | :24:09. | :24:11.
here it is happening in London outside Parliament. One man, a car | :24:12. | :24:18.
and a knife, and astonishingly unsophisticated attack on the | :24:19. | :24:21.
public, the police and the centre of power. Caught up in the aftermath, | :24:22. | :24:29.
tourists on the London Eye. We met Adrienne, who was waiting for her | :24:30. | :24:32.
family. I am waiting for them, they are stuck up there, way up the top, | :24:33. | :24:37.
still waiting to come down. After being kept on the Eye for three | :24:38. | :24:43.
hours, Adrienne's family were allowed to leave. Give me a hug. I | :24:44. | :24:47.
saw stretchers and stuff on the ground. I was thinking it was kind | :24:48. | :24:54.
of scary because I never see something like that before. Many | :24:55. | :25:02.
were being met were on holiday. Places where these kinds of horrors | :25:03. | :25:07.
happen all too frequently. We are from Israel and we are pretty | :25:08. | :25:13.
regular, or used to terror attacks, so it's sad but we live it every | :25:14. | :25:21.
day. Yesterday's attack was shocking in part because it is still so rare | :25:22. | :25:26.
here but with the shock, a real sense of defiance in the capital. I | :25:27. | :25:32.
think Londoners feel very calm. My grandparents remember the war and | :25:33. | :25:39.
there was a kind of stoicism. It may be sad that we almost expect this to | :25:40. | :25:43.
happen. You can't do anything about it, you've just got to go out and | :25:44. | :25:48.
get on. You've got to carry on. You can't never beat us. We are old | :25:49. | :25:53.
enough to remember. We were in the war, after all, nearly. London has | :25:54. | :25:59.
seen attacks before and will no doubt see them again. The aim this | :26:00. | :26:05.
time, as every time, to create fear. If what we found is right, terrible | :26:06. | :26:09.
as this attack was, it is singularly failed. | :26:10. | :26:16.
Interesting picking up on the words of the Home Secretary who spoke of | :26:17. | :26:22.
course yesterday evening. Her message was, stay calm but be | :26:23. | :26:29.
vigilant. Be very mindful of people throughout London today. Of course, | :26:30. | :26:36.
we have been talking about MPs but as you can see from Graham's report, | :26:37. | :26:40.
70 people from around the world come here. This is the place they | :26:41. | :26:44.
gravitate to, the heart of British government, just to have a look | :26:45. | :26:49.
around. They go to the London Eye. Lots of people involved in the | :26:50. | :26:53.
attack yesterday and lots of people who will recognised it -- will | :26:54. | :26:57.
recognise where this attack took place. We are live at | :26:58. | :30:18.
recognise where this attack took from us at BBC London in 30 minutes | :30:19. | :30:18.
and plenty more news. Welcome back. We are live from | :30:19. | :30:31.
Westminster. Police believe a man who killed four | :30:32. | :30:38.
people in central London was inspired by international | :30:39. | :30:41.
and Islamist-related terrorism. Three people were killed | :30:42. | :30:43.
when a vehicle was driven along the pavement of Westminster Bridge | :30:44. | :30:46.
yesterday afternoon. A police officer | :30:47. | :30:49.
was then stabbed to death, before the attacker | :30:50. | :30:53.
himself was shot dead. The policeman has been | :30:54. | :30:57.
named as PC Keith Palmer. The moment of the attack | :30:58. | :31:01.
on Westminster Bridge. On the right-hand side you can see | :31:02. | :31:08.
a car moving at speed along the pavement in front | :31:09. | :31:11.
of a slow-moving line of traffic. A figure, we now know it is a woman, | :31:12. | :31:15.
falls into the water. Then panic as members of the public | :31:16. | :31:19.
realise something is wrong. A photograph shows | :31:20. | :31:25.
the immediate aftermath. An armed police officer stands | :31:26. | :31:33.
poised over the attacker. The police officer who was stabbed | :31:34. | :31:37.
to deaf has been named The police officer who was stabbed | :31:38. | :31:47.
to death has been named He was a member of the Parliamentary | :31:48. | :31:50.
and Diplomatic Police Command. Keith, ages 48, | :31:51. | :31:54.
had 15 years service, He was someone who | :31:55. | :31:56.
left for work today, expecting to retur home | :31:57. | :32:00.
at the end of his shift. And he had every right | :32:01. | :32:02.
to expect that would happen. At least three people died | :32:03. | :32:05.
on the bridge, many were said to have | :32:06. | :32:07.
catastrophic injuries. The Prime Minister said Parliament | :32:08. | :32:12.
would meet as normal today. She urged the people of London | :32:13. | :32:14.
and its visitors to do the same. And we will all move | :32:15. | :32:19.
forward together. Never giving in to terror and never | :32:20. | :32:22.
allowing the voices of hate and evil Police have not yet | :32:23. | :32:30.
named the attacker but they believe they | :32:31. | :32:34.
know his identity. They are treating it as a case | :32:35. | :32:37.
of Islamist related terrorism. My message to those who want to harm | :32:38. | :32:41.
us and destroy our way of life Overnight, a show of solidarity | :32:42. | :32:45.
from the French capital, Paris - a city that | :32:46. | :32:52.
has also suffered The lights of the Eiffel Tower | :32:53. | :32:54.
were switched off. The Prime Minister called | :32:55. | :33:00.
yesterday's incident but the official terror alert level | :33:01. | :33:02.
has not been raised. The priority now for the police | :33:03. | :33:08.
will to find out The priority now for the police | :33:09. | :33:14.
will be to find out One of the things we want to do is | :33:15. | :33:29.
keep you up-to-date with some of the conditions hurt yesterday. Some | :33:30. | :33:35.
people are said to have catastrophic injuries. Eight are being treated at | :33:36. | :33:46.
Kings College Hospital. What is the latest update? We are still waiting | :33:47. | :33:54.
for further details. Those eight people were brought here, two of | :33:55. | :34:02.
those very seriously injured and of that eight X-Men and two women. | :34:03. | :34:08.
Kings College Hospital it is just south of the River Thames, a from | :34:09. | :34:17.
where you are of course. But there are always plans in place for | :34:18. | :34:21.
incidents like this and there are centres set up to treat people as | :34:22. | :34:31.
best they can. It will be on the inside and outside pages but two | :34:32. | :34:37.
things struck home from yesterday- people running away from the danger | :34:38. | :34:45.
but a considerable number of people running towards it, the emergency | :34:46. | :34:49.
services, the staff that are trained to deal with situations like these | :34:50. | :34:55.
despite the fact they hope against hope it would not happen. Emergency | :34:56. | :35:00.
staff treating the attacker, showing him the highest regard for life, a | :35:01. | :35:07.
regard he did not show earlier in the afternoon. Thank you. It is | :35:08. | :35:16.
striking, of the emergency services was absolutely breathtaking to | :35:17. | :35:22.
behold and everybody we have spoken to this morning the first thing they | :35:23. | :35:28.
spoke about was the response of the security and emergency services. As | :35:29. | :35:38.
people were running away they were running in. Police are urging people | :35:39. | :35:45.
with any information about the event to get in touch. We are in the | :35:46. | :35:53.
closest area we can get to. If we show you some of the images of | :35:54. | :36:02.
Westminster Ridge, it is it really quiet. -- Bridge. This is | :36:03. | :36:15.
effectively a crime scene. Many vehicles have been moved away. | :36:16. | :36:22.
Across the bridge, towards the Houses of Parliament. 40 people, 40 | :36:23. | :36:30.
casualties, injured as that car careered across the bridge. We will | :36:31. | :36:35.
keep you right up to date with the police investigation and any | :36:36. | :36:40.
developments. It does not look real when you see the bridge completely | :36:41. | :36:48.
close. Let's go and find out the rest of today's news. | :36:49. | :36:55.
New calculations produced for the government raise | :36:56. | :36:57.
the possibility that people aged 30 or under might have to work | :36:58. | :37:00.
until they're 70 before getting the state pension. | :37:01. | :37:02.
A separate report says the government should abandon | :37:03. | :37:05.
minimum annual increases in pensions, to save money. | :37:06. | :37:07.
The government says it will decide on future pension ages in May. | :37:08. | :37:10.
Moderate drinkers are less likely to suffer some heart problems | :37:11. | :37:13.
than those who drink heavily or not at all. | :37:14. | :37:15.
That's according to a new study published in | :37:16. | :37:17.
Researchers from Cambridge University | :37:18. | :37:20.
found that low levels of alcohol consumption were linked to | :37:21. | :37:24.
The funeral of the former deputy first minister of Northern Ireland, | :37:25. | :37:31.
Martin McGuinness, will be held in Londonderry this afternoon. | :37:32. | :37:34.
The former US president, Bill Clinton, | :37:35. | :37:35.
as are the Northern Ireland secretary, James Brokenshire, | :37:36. | :37:39.
and the Irish prime minister, Enda Kenny. | :37:40. | :37:42.
Mr McGuinness, a former IRA leader turned politician, | :37:43. | :37:45.
The government is being warned against intervening in the energy | :37:46. | :37:52.
It's thought ministers are preparing to act | :37:53. | :37:55.
to help customers on standard energy tariffs. | :37:56. | :38:00.
Five former energy regulators say doing so would have an adverse | :38:01. | :38:05.
effect and could have ominous implications for other markets. | :38:06. | :38:11.
Let's have a quick look at the sport now and it was a disappointing night | :38:12. | :38:16.
for Gareth Southgate in his first match as permanent England manager. | :38:17. | :38:21.
England dominated the first half but a stunning strike | :38:22. | :38:23.
in the 2nd from Lucas Podolski - in his final international - | :38:24. | :38:27.
sealed the one nil win in the friendly in Dortmund. | :38:28. | :38:29.
England next play Lithuania on Sunday in a world cup qualifier. | :38:30. | :38:32.
Up until the goal I thought we were really the better side. Germany had | :38:33. | :38:44.
a little spell where they controlled it. We had some of our younger | :38:45. | :38:50.
players on and that was a good learning experience for them but I | :38:51. | :38:55.
am very pleased with what we learned and the manner of the performance | :38:56. | :39:00.
and the one it we missed was the finish. It should have had the game | :39:01. | :39:02.
won, really. Scotland have a crucial World Cup | :39:03. | :39:03.
qualifier against Slovenia on Sunday - and last night's performance | :39:04. | :39:07.
won't have done much They could only draw one | :39:08. | :39:09.
all in a friendly against Canada. Fraser Aird - who actually | :39:10. | :39:13.
plays for Falkirk - produced a fine finish | :39:14. | :39:16.
to send Canada ahead. Steven Naismith scored | :39:17. | :39:18.
the equaliser for Scotland. Canada are 117th in | :39:19. | :39:20.
the world rankings. Four of the five British players | :39:21. | :39:23.
in the Miami Open have already Great Britain's Dan Evans was beaten | :39:24. | :39:26.
in the first round by a qualifier. After reaching a career high | :39:27. | :39:31.
ranking of 41 in the world, Evans was beaten in three sets | :39:32. | :39:34.
by American Ernesto Escobedo, Aljaz Bedene is also out, | :39:35. | :39:39.
he retired injured from his match And Kyle Edmund was beaten in three | :39:40. | :39:44.
sets by American Jared Donaldson. And more bad news in the women's | :39:45. | :39:49.
draw - British number two Heather Watson was beaten | :39:50. | :39:53.
by 22-year-old Romainain Patricia Maria Tig - losing in | :39:54. | :39:55.
straight sets 7-6, 6-1. Johanna Konta is the only Brit | :39:56. | :39:59.
left - she has a bye Back to Charlie and Sally at | :40:00. | :40:02.
Westminster. We are live in Westminster | :40:03. | :40:15.
the morning after the worst attack in London since the July | :40:16. | :40:23.
7th bombings in 2005. Five people, including the attacker, | :40:24. | :40:27.
died just yards away At just before quarter to three | :40:28. | :40:30.
yesterday afternoon a car mounted the pavement on Westminster Bridge | :40:31. | :40:42.
hitting a number of people including At least 40 people were injured | :40:43. | :40:45.
as the car travelled The car eventually crashed | :40:46. | :40:50.
into railings outside The driver then got out of the car | :40:51. | :40:56.
and ran around Parliament Square before breaking through security | :40:57. | :41:05.
and attacking PC Keith Palmer The attacker was eventually shot | :41:06. | :41:08.
by plain-clothed officers. A number of people witnessed the | :41:09. | :41:20.
events. Political campaigner Richard Tice | :41:21. | :41:26.
and Editor Kevin Schofield were both at the scene yesterday | :41:27. | :41:29.
and watched events unfold. You came out of the tube station, | :41:30. | :41:42.
tell us what you saw? I came out one or two minutes after the incident | :41:43. | :41:48.
and police were ushering people away from the scene towards the bridge. I | :41:49. | :41:53.
just looked around and on the other side of the pavement there were | :41:54. | :41:58.
people and bodies littered all the way along the bridge. As I looked | :41:59. | :42:04.
down, more and more people were being attended to by passers-by | :42:05. | :42:10.
before authorities emergency services arrived. I could not see | :42:11. | :42:15.
the vehicle because that was surrounded by people to the north of | :42:16. | :42:19.
the bridge. There was a sense of bewilderment. You could not take in | :42:20. | :42:26.
exactly what was happening. Even just talking about what happened | :42:27. | :42:32.
yesterday, it is shocking to hear. This morning, when you woke up how | :42:33. | :42:38.
did you manage the process what you saw yesterday was back you wondered | :42:39. | :42:49.
if it was some kind of a dream. Memories came back and... It will be | :42:50. | :43:00.
quite some time before it 16. I was working in the press gallery | :43:01. | :43:08.
overlooking the yard. I looked out the window. We thought there had | :43:09. | :43:16.
been a bus smash or something. We heard lots of shouting and then we | :43:17. | :43:22.
became aware of a man forcing his way through a security fence and | :43:23. | :43:27.
attacking the policeman and both going down onto the ground and then | :43:28. | :43:32.
another policeman appeared running towards them and the attacker got up | :43:33. | :43:39.
and went towards him with his arm outstretched like he was holding a | :43:40. | :43:43.
knife. Within a couple of seconds I heard gunfire. I did not know if it | :43:44. | :43:49.
was the attacker or someone else that had the gun. It turns out it | :43:50. | :43:56.
was the police. The police officer has been named as PC Keith Palmer, | :43:57. | :44:03.
15 years of service. Many people who come out of this building know the | :44:04. | :44:10.
security officers very well. Yes and you see them with members of the | :44:11. | :44:20.
public. They are very much the frontline, the overlooking face of | :44:21. | :44:24.
Parliament and it is just incredible. We owed them so much | :44:25. | :44:31.
because they keep us safe. One of the things that has struck me, we | :44:32. | :44:36.
read a lot that Parliament security was a breech but in fact it was not | :44:37. | :44:41.
because the man was stopped and he will stopped by PC Keith Palmer. | :44:42. | :44:48.
That's right. It was an extraordinary leap quick and fast | :44:49. | :44:51.
response. Armed police arriving in droves with guns, machine-guns, very | :44:52. | :44:58.
quickly after the incident. Shocking though the incident is, we should | :44:59. | :45:02.
draw comfort from the fact that we are kept safe by the security forces | :45:03. | :45:08.
and you cannot deal with a lone attack on like this using low-tech | :45:09. | :45:16.
fall the brutal crime. In amongst a desperate situation with all great | :45:17. | :45:23.
drapery and individuals going to the aid of people in a situation they | :45:24. | :45:25.
did not know what was going on. That is the spirit of London. I'm | :45:26. | :45:40.
sure that would happen in any city but that is the bravery that one | :45:41. | :45:43.
human has for another. Halley going to get on with your day-to-day? How | :45:44. | :45:48.
do you go back to normal? It's quite simple. Parliament is sitting again | :45:49. | :45:55.
which is very important. It sends a strong message that we will not be | :45:56. | :45:58.
thrown off course by events like yesterday so it just a case of going | :45:59. | :46:03.
back to the office and covering what happens in Parliament just like we | :46:04. | :46:08.
do each day. Rear expecting a statement from Theresa May in the | :46:09. | :46:13.
Commons. She spoke yesterday evening. That will be important. It | :46:14. | :46:20.
will be a sombre moment. Yesterday was Prime Minister 's question. That | :46:21. | :46:25.
is the Parliamentary Highpoint, passions run higher. The atmosphere | :46:26. | :46:33.
will be quite sombre today. It's all about sending a message that life | :46:34. | :46:38.
goes on in the Parliamentary democracy and the events of | :46:39. | :46:41.
yesterday will not change that. Thank you very much indeed for | :46:42. | :46:45.
sharing those stories which will be very difficult to live with and | :46:46. | :46:49.
difficult to hear for many people at home. I know everybody at home, you | :46:50. | :46:53.
are waking up, perhaps you are watching with your children. We are | :46:54. | :46:57.
being careful with what we share with you with the images we share. | :46:58. | :47:02.
This story has been various distressing over the last few hours. | :47:03. | :47:07.
We will be spending the morning here at Westminster giving you the latest | :47:08. | :47:13.
on this investigation. We will take a moment have a look at the with | :47:14. | :47:21.
Carol. For some of us, a beautiful start. This is Sunrise in Kent and | :47:22. | :47:26.
another one from Bedfordshire. Some of us getting off to a sunny start. | :47:27. | :47:30.
That is not the case everywhere because we have some rain across the | :47:31. | :47:34.
Midlands for example, across parts of southern and south-eastern | :47:35. | :47:37.
Scotland. Patchy across Northern Ireland. There is also some hill | :47:38. | :47:42.
snow. For south-west England, bright start. We've got a lot of rain. Not | :47:43. | :47:48.
particularly heavy across the Midlands. We've had some fog that is | :47:49. | :47:53.
lifting its low cloud. Then in the east, brighter skies and sunshine. | :47:54. | :47:57.
As we move north into northern England, the rain, more patchy. The | :47:58. | :48:03.
far north of Scotland, a cool start to the day. Nippy and sunny. As we | :48:04. | :48:12.
go through the course of the day, the rain will peter out. More patchy | :48:13. | :48:20.
in showery. We will have got an area of low pressure and its attendant | :48:21. | :48:24.
fronts coming up across the English Channel, introducing some rain | :48:25. | :48:27.
across the Channel Islands and southern countries of England. The | :48:28. | :48:33.
interior will also pick up. With highs of up to 13, it will feel | :48:34. | :48:38.
quite pleasant. To England, we hang on to this rating. At times, it will | :48:39. | :48:45.
clip across the south-east of England. In some of these glens of | :48:46. | :48:52.
Scotland, the temperatures could dip two minus eight. There will be | :48:53. | :48:59.
fosters will tomorrow morning. We will have this rain across the South | :49:00. | :49:04.
for a time. It does pull away and although it will leave quite a bit | :49:05. | :49:08.
of cloud behind it, that will break up in the south of England will join | :49:09. | :49:12.
must -- much of the rest of the UK in that sunshine with just some | :49:13. | :49:17.
showers at times. More notably, the Northern Isles. Temperatures | :49:18. | :49:22.
climbing up again, 11- 13. As we head into the weekend, the high | :49:23. | :49:25.
pressure is in charge of our weather. A lot of dry, unsettled | :49:26. | :49:29.
weather. Chilly first thing in the morning. The sun is quite strong. | :49:30. | :49:36.
13- 15 in parts of England and Wales. Saturday into Sunday, don't | :49:37. | :49:44.
forget to put your clock forward. The start of British summertime. On | :49:45. | :49:50.
Sunday, more cloud coming in. Still this keen wind, cold wind coming in | :49:51. | :49:55.
from the continent. Temperatures in the sunshine responding quite | :49:56. | :49:56.
nicely. 13 or 14 being the high. As you can see, we live here this | :49:57. | :50:13.
morning Westminster. Theresa May said life goes on as normal and that | :50:14. | :50:19.
is what they are going to try and do at the Palace of Westminster behind | :50:20. | :50:23.
me but I have to tell you that here this morning, it is not feel normal. | :50:24. | :50:27.
This is as close as we can get. Police have stopped us from getting | :50:28. | :50:31.
any closer. Houses of Parliament are about 100m that way and we will be | :50:32. | :50:36.
bringing you all the very latest on the developments of yesterday's | :50:37. | :50:41.
incidents. We will be speaking to eyewitnesses and some MPs. Keeping | :50:42. | :50:45.
you up-to-date with the very latest on the police investigation. | :50:46. | :50:52.
The first newspaper we can Sherry this morning is the Times newspaper. | :50:53. | :50:59.
Many of the images you will see those focusing in on the immediate | :51:00. | :51:05.
aftermath. Assault on Westminster, on the front page. Just in front of | :51:06. | :51:11.
the House of Commons. You can see the two groups of paramedics. And | :51:12. | :51:26.
the attacker. Moving on, let's have a look at the front page of the | :51:27. | :51:30.
Daily Mirror. They say attack on democracy. They have taken it on a | :51:31. | :51:38.
much closer and all some of the pictures that are emerging from | :51:39. | :51:44.
yesterday are distressing to see. On the front page of the Telegraph | :51:45. | :51:47.
newspaper, sorry about the windy conditions. These are the quotes | :51:48. | :51:54.
from Theresa May. The comments yesterday evening, after it emerged | :51:55. | :52:00.
a total of five people had been killed. After this sequence of | :52:01. | :52:07.
events. Although police have named the attacker, Scotland Yard said it | :52:08. | :52:14.
was inspired by international terrorism. | :52:15. | :52:17.
at counter-extremism organisation Quilliam and is here with us now. | :52:18. | :52:23.
A little noisy down here. We will have to get used to that. A number | :52:24. | :52:28.
of police vehicles moving around. Last night, the lead police officer | :52:29. | :52:43.
said they think they know the identity tells where we are in terms | :52:44. | :52:47.
of who might be responsible. The lack of speculation means we do not | :52:48. | :52:56.
know motive or tactics. While the individual was able to use the knife | :52:57. | :53:02.
and access the vehicle, it was something quite similarly to | :53:03. | :53:06.
Islamist attacks around the world. We must remember that getting a | :53:07. | :53:12.
weapon from your house and attacking MPs are something we have seen in | :53:13. | :53:18.
far right extremism such as Jo Cox. If it is an attack of Islamist | :53:19. | :53:22.
terrorism, but I think would be interesting is because this attack | :53:23. | :53:28.
was still alive, whether Islamic state or any other terrorist | :53:29. | :53:31.
organisation will claim the attack, it's usually quite unlikely if the | :53:32. | :53:36.
suspect is still alive. This attack yesterday were strikingly similar to | :53:37. | :53:41.
the Berlin attacks. Might there be some kind of link? Are we in a | :53:42. | :53:44.
situation where there could be potentially copycat attacks. It is. | :53:45. | :53:51.
It is buried difficult at this moment to find a precise link. We | :53:52. | :53:56.
have to be vigilant. At the same time, we have to be resilient, as | :53:57. | :54:01.
the Prime Minister said, was linked to this. Not let a low technology | :54:02. | :54:06.
attack affect our day-to-day life. Just keep calm and carry on. We have | :54:07. | :54:14.
the extraordinary situation and maybe we can say it is -- see some | :54:15. | :54:18.
of the images, the area is effectively a crime scene. And on | :54:19. | :54:26.
Westminster Bridge. This is a very unusual situation. An investigation | :54:27. | :54:33.
under way. Police and security services will be trying to work out | :54:34. | :54:37.
what links them may have been to this individual. It isn't a normal | :54:38. | :54:48.
working day in that sense. We have to thank the police and the security | :54:49. | :54:55.
services. In terms of trying to find out the links I would forget | :54:56. | :55:07.
suggesting reporting anything suspicious to police and don't give | :55:08. | :55:12.
this terrorism. How can we begin to try and understand what this motive | :55:13. | :55:19.
might have been. Because the individual is still alive, it's only | :55:20. | :55:23.
a matter of time before that information is made public. That | :55:24. | :55:27.
will be at the discretion of the police and the security services. | :55:28. | :55:30.
Thank you very much for your time this morning. We will be bringing | :55:31. | :55:34.
you much more reaction and eyewitness reports including coming | :55:35. | :55:41.
up in the programme, the head teacher of a primary school who had | :55:42. | :55:45.
some pupils who are very well looked after by police and MPs inside the | :55:46. | :55:46.
Palace of Westminster. Hello, this is Breakfast, | :55:47. | :59:10.
with Charlie Stayt and Sally Nugent. We're in Westminster, | :59:11. | :59:51.
where Parliament will sit today after less than 24 hours after | :59:52. | :59:53.
a terror attack on the very heart | :59:54. | :59:55.
of British democracy left five people dead | :59:56. | :59:58.
and Parliament in lockdown. An attacker drove into crowds | :59:59. | :00:03.
of people on the bridge, just down the river there, | :00:04. | :00:06.
before stabbing to death a police officer | :00:07. | :00:09.
outside the Houses of Parliament - he's now been named | :00:10. | :00:13.
as PC Keith Palmer. He was someone who | :00:14. | :00:17.
left for work today expecting to return home | :00:18. | :00:20.
at the end of his shift and he had every right to expect | :00:21. | :00:22.
that would happen. More than 40 people were injured | :00:23. | :00:27.
in the attack, some of them Good morning. This morning we will | :00:28. | :00:57.
have the latest on the investigation. | :00:58. | :00:58.
Police say they believe they know the attacker's identity - | :00:59. | :01:01.
and that he was inspired by Islamist ideology. | :01:02. | :01:04.
Both houses of Parliament will operate as normal today | :01:05. | :01:08.
The Prime Minister is expected to make a statement to the Commons. | :01:09. | :01:15.
We'll have the latest from here through our programme | :01:16. | :01:17.
today and as always, Carol has the weather. | :01:18. | :01:23.
Some rain in the forecast but mostly it will peter out. Later there will | :01:24. | :01:32.
be rain coming in across the south of England. More details later. | :01:33. | :01:37.
Scotland Yard has confirmed the police officer killed | :01:38. | :01:41.
in yesterday's terror attack was Keith Palmer, | :01:42. | :01:44.
Police believe the attacker, who hasn't been named, | :01:45. | :01:49.
was inspired by international and Islamist-related terrorism. | :01:50. | :01:53.
Three people were killed when a vehicle was driven along | :01:54. | :01:56.
the pavement of Westminster Bridge yesterday afternoon. | :01:57. | :01:58.
The moment of the attack on Westminster Bridge. | :01:59. | :02:07.
On the right-hand side you can see a car moving at speed along | :02:08. | :02:11.
the pavement in front of a slow-moving line of traffic. | :02:12. | :02:14.
A figure, we now know it is a woman, falls into the water. | :02:15. | :02:20.
Then panic as members of the public realise something is wrong. | :02:21. | :02:25.
A photograph shows the immediate aftermath. | :02:26. | :02:32.
An armed police officer stands poised over the attacker. | :02:33. | :02:35.
The police officer who was stabbed to death has been named | :02:36. | :02:45.
He was a member of the Parliamentary and Diplomatic Police Command. | :02:46. | :02:50.
Keith, ages 48, had 15 years service, | :02:51. | :02:52.
He was someone who left for work today, | :02:53. | :03:00.
expecting to return home at the end of his shift. | :03:01. | :03:03.
And he had every right to expect that would happen. | :03:04. | :03:06.
At least three people died on the bridge, | :03:07. | :03:08.
many were said to have catastrophic injuries. | :03:09. | :03:11.
The Prime Minister said Parliament would meet as normal today. | :03:12. | :03:14.
She urged the people of London and its visitors to do the same. | :03:15. | :03:18.
And we will all move forward together. | :03:19. | :03:21.
Never giving in to terror and never allowing the voices of hate and evil | :03:22. | :03:28.
Police have not yet named the attacker | :03:29. | :03:33.
but they believe they know his identity. | :03:34. | :03:35.
They are treating it as a case of Islamist related terrorism. | :03:36. | :03:40.
My message to those who want to harm us and destroy our way of life | :03:41. | :03:44.
Overnight, a show of solidarity from the French capital, | :03:45. | :03:51.
Paris - a city that has also suffered | :03:52. | :03:53.
The lights of the Eiffel Tower were switched off. | :03:54. | :03:59.
The Prime Minister called yesterday's incident | :04:00. | :04:01.
but the official terror alert level has not been raised. | :04:02. | :04:08.
The priority now for the police will be to find out | :04:09. | :04:11.
I can tell you that where we are now, not far away is essentially a | :04:12. | :04:29.
crime scene and the investigation is very much ongoing and active. The | :04:30. | :04:33.
flat was raided in Birmingham. It's not known | :04:34. | :04:39.
if there is any link Our reporter Sima Kotecha is in | :04:40. | :04:41.
Birmingham for us this morning. Good morning. Last night, around 11 | :04:42. | :04:53.
o'clock in the evening, this road was cordoned off. There was large | :04:54. | :05:02.
police presence. Eyewitnesses say around three people who were living | :05:03. | :05:07.
inside and were inside were taken away top it is not clear whether | :05:08. | :05:12.
they were arrested but what we do know when we called police to find | :05:13. | :05:18.
out exactly what happened here, they redirected our call to Scotland | :05:19. | :05:22.
Yard. Of course, Scotland Yard is investigating the attack on | :05:23. | :05:29.
Westminster Bridge. That is not to say these two incidents are related | :05:30. | :05:33.
stop this could have been a completely Independent operation but | :05:34. | :05:38.
what we know and believe is that the car that was used in the attack in | :05:39. | :05:44.
London yesterday was high-end from here, in Birmingham. Thank you. We | :05:45. | :05:52.
note some of the people who survived the attack are now said to have | :05:53. | :05:59.
catastrophic injuries. Eight are at the trauma centre in Kings College | :06:00. | :06:06.
Hospital. What is the latest information you have in terms of | :06:07. | :06:13.
casualties conditions? Nothing further from the details we were | :06:14. | :06:19.
given last night. Eight people were brought here to Kings College | :06:20. | :06:26.
Hospital south of the River Thames. Six men, two were women. Two were | :06:27. | :06:33.
critically injured. We are awaiting further update from hospital staff. | :06:34. | :06:37.
There are hospitals right across London that practice will situations | :06:38. | :06:44.
such as this. Saint Thomas 's Hospital, at the other end of the | :06:45. | :06:50.
bridge, medical staff ran out to treat people on to the bridge and | :06:51. | :06:55.
indeed last night we spoke to the chairman of the BMA junior doctors | :06:56. | :07:04.
association. He was out there offering resuscitation, not only the | :07:05. | :07:10.
police officer but also to the attacker. As with all of the | :07:11. | :07:18.
emergency services, all the medical professionals yesterday, they | :07:19. | :07:24.
afforded him a privilege and respected his right to life, | :07:25. | :07:29.
something he had not done. All strangers earlier in the day. Just | :07:30. | :07:36.
picking up on what John was saying, the work of the emergency services, | :07:37. | :07:41.
in about ten minutes time we are going to be talking to a doctor who | :07:42. | :07:48.
was on board the air ambulance talking about what happened, what | :07:49. | :07:53.
developed and how they called naked their efforts. -- call co-ordinate. | :07:54. | :08:08.
Our political correspondent joins us now. As we speak, we can see some of | :08:09. | :08:16.
the wide shots of Westminster itself and the bridge. Everything very | :08:17. | :08:21.
quiet today. A most unusual situation for --. Usually at this | :08:22. | :08:33.
time people would be crossing the bridge in great numbers. MPs would | :08:34. | :08:42.
be gathering to enter Parliament. On Millbank, it is usually a bustling | :08:43. | :08:49.
street. Bumper-to-bumper traffic, but it is absolutely deserted. | :08:50. | :08:54.
Police cordon is still up. We are seeing a sombre and unreal | :08:55. | :09:00.
atmosphere and the message MPs want to say is that this is business as | :09:01. | :09:07.
usual and they are sticking to the normal business in the face of this | :09:08. | :09:14.
terror attack. The Prime Minister is expected to give a statement. But it | :09:15. | :09:21.
is very sombre and very different. We have essentially a crime scene in | :09:22. | :09:25.
the immediate surroundings but as he said Theresa May making it very | :09:26. | :09:32.
clear that MPs will return to the Commons and we are expecting a | :09:33. | :09:39.
statement from her? She will be talking about the values of | :09:40. | :09:43.
democracy, liberty and freedom and she will characterise this attack is | :09:44. | :09:48.
an attack on those values. And that evil should not drive people apart. | :09:49. | :09:56.
A symbolic act is not so much that MPs are gathering but that they are | :09:57. | :10:01.
keeping Parliament open to the public. The public gardens will be | :10:02. | :10:07.
open and people will be allowed to go in under obviously tight | :10:08. | :10:14.
security. It is a tribute from the Prime Minister and MPs to the | :10:15. | :10:23.
victims, to Keith Palmer and the other police officers who were | :10:24. | :10:27.
injured. They will stick to their normal agenda. I have the say, it is | :10:28. | :10:34.
not feel normal when you see a flag flying at half mast after seeing one | :10:35. | :10:41.
of the worst attacks in London in a decade. We are getting some breaking | :10:42. | :10:51.
news. We were in Birmingham a moment ago talking about the raids. We are | :10:52. | :10:55.
getting information that those brave are linked to the ongoing police | :10:56. | :11:03.
investigation here in Westminster. We will keep you updated on those | :11:04. | :11:14.
rates. -- raid in Birmingham. They will be sitting in the House of | :11:15. | :11:20.
Commons. Theresa May will make a speech. It is hard to imagine it | :11:21. | :11:25.
will be business as usual but it is clear statement has been made in | :11:26. | :11:31.
effect anyway. That's right. People will be determined to conduct normal | :11:32. | :11:46.
business. International trade will be working. INAUDIBLE Parliament was | :11:47. | :12:01.
suspended just before David was about to set out the order of | :12:02. | :12:07.
business. It is inconceivable though it has not been confirmed, it is | :12:08. | :12:13.
inconceivable that they would not be another meeting of the emergency | :12:14. | :12:17.
committee to bring together senior politicians and police officers. We | :12:18. | :12:25.
are yards away from MI5 and they will also be at the meeting and that | :12:26. | :12:29.
will be discussing response yesterday and also asking the more | :12:30. | :12:36.
difficult questions. Today is a day of tributes and praise but questions | :12:37. | :12:42.
will also be asked about securities at the heart of British democracy. | :12:43. | :12:49.
Today is a day for reflection but from the breaking news about the | :12:50. | :12:58.
Birmingham raid, it is also a day for an investigation that is going | :12:59. | :13:04.
full belt. Police are urging anyone with any information to get in | :13:05. | :13:08.
touch. Members of the public are asked to call 0800 789 321. That is | :13:09. | :13:16.
the same number if anybody was to report anything suspicious. We will | :13:17. | :13:22.
be here throughout the morning. A special programme on BBC. Right now, | :13:23. | :13:32.
let's go to a round-up of the rest of this morning 's news. | :13:33. | :13:37.
New calculations produced for the government raise | :13:38. | :13:39.
the possibility that people aged 30 or under might have to work | :13:40. | :13:43.
until they're 70 before getting the state pension. | :13:44. | :13:45.
A separate report says the government should abandon | :13:46. | :13:47.
minimum annual increases in pensions, to save money. | :13:48. | :13:49.
The government says it will decide on future pension ages in May. | :13:50. | :13:53.
Moderate drinkers are less likely to suffer some heart problems | :13:54. | :13:55.
than those who drink heavily or not at all. | :13:56. | :14:01.
That's according to a new study published in | :14:02. | :14:03.
Researchers from Cambridge University | :14:04. | :14:05.
found that low levels of alcohol consumption were linked to | :14:06. | :14:09.
The funeral of the former deputy first minister of Northern Ireland, | :14:10. | :14:14.
Martin McGuinness, will be held in Londonderry this afternoon. | :14:15. | :14:16.
The former US president, Bill Clinton, | :14:17. | :14:18.
as are the Northern Ireland secretary, James Brokenshire, | :14:19. | :14:21.
and the Irish prime minister, Enda Kenny. | :14:22. | :14:23.
Mr McGuinness, a former IRA leader turned politician, | :14:24. | :14:26.
The government is being warned against intervening in the energy | :14:27. | :14:32.
It's thought ministers are preparing to act | :14:33. | :14:35.
to help customers on standard energy tariffs. | :14:36. | :14:37.
Five former energy regulators say doing so would have an adverse | :14:38. | :14:40.
effect and could have ominous implications for other markets. | :14:41. | :14:51.
That is a quick look at the other stories but now back to Charlie and | :14:52. | :15:05.
Sally. Joining us here this morning, next to the barricades, some people | :15:06. | :15:10.
allowed through but only those who have business in the comments. | :15:11. | :15:13.
The emergency services are being praised for their swift | :15:14. | :15:16.
response to yesterday's terror attack. | :15:17. | :15:17.
Medics from nearby St Thomas' Hospital raced to Westminster bridge | :15:18. | :15:20.
Soon after the attacks an air ambulance landed in | :15:21. | :15:25.
Dr Tony Joy was part of the team onboard and he's with us now. | :15:26. | :15:35.
PAL you this morning? Yesterday would have been incredibly intense. | :15:36. | :15:54.
It was a pretty awful day yesterday. And a late night. Trying to collect | :15:55. | :16:03.
one's thoughts. Thank you. Take us through the sequence of events. What | :16:04. | :16:08.
was the first you knew of what was happening? We were on the helipad. | :16:09. | :16:20.
The klaxon went and we understood we were being tasked with a traffic | :16:21. | :16:28.
collision. There was little information we were initially given. | :16:29. | :16:32.
Even with small information, we thought this might be significant | :16:33. | :16:39.
for casualties and while we were in a helicopter, were collecting our | :16:40. | :16:48.
thoughts. What is going through your head and what practical things have | :16:49. | :16:54.
you been doing? As the helicopter is overhead, you try to take in as much | :16:55. | :16:58.
information as you can about what was a complex clinical scene. It was | :16:59. | :17:03.
spread out over a large area. We didn't have much clinical | :17:04. | :17:06.
information. We wanted to get a feeling for roughly how many | :17:07. | :17:09.
casualties we might be dealing with. The safety at the scene. And other | :17:10. | :17:17.
aspects. A number of other emergency servers is also available. What help | :17:18. | :17:24.
were you able to offer? Latest figures say 40 injuries. If I may | :17:25. | :17:31.
briefly office -- offer condolences to all the families and friends of | :17:32. | :17:36.
loved ones of the dead and injured on behalf of our servers and the | :17:37. | :17:41.
other emergency services. We were able, as we were there really, there | :17:42. | :17:47.
is a balance to be made between diving in clinical care and trying | :17:48. | :17:57.
to gain an overview, the wider sort of strategic control of the scene, | :17:58. | :18:02.
which is something that London's ambulance service were setting up an | :18:03. | :18:10.
absolute credit to them. Remarkable infrastructure they developed in | :18:11. | :18:15.
managing collocated scene. We were immediately on scene and we started | :18:16. | :18:22.
to assess the casualties. And look the information about more | :18:23. | :18:29.
casualties. And we were involved in treating several people. We try to | :18:30. | :18:34.
support the service in any way we could. You just offered your | :18:35. | :18:39.
condolences and wishes and I am sure all of those families would like to | :18:40. | :18:44.
offer you thanks to all you did yesterday and incredibly fast | :18:45. | :18:47.
response. They give are talking us. It's a privilege. | :18:48. | :18:55.
We will be spending the morning speaking to those who are involved | :18:56. | :19:07.
in the events of yesterday. We will be speaking to some of the MPs who | :19:08. | :19:12.
are involved in events at the comments, Theresa May making it | :19:13. | :19:15.
plain that they will be sitting in the house today, as a gesture of | :19:16. | :19:17.
defiance. The many of us, we are getting off | :19:18. | :19:27.
to a bright start, rather like this lovely one but there is some rain in | :19:28. | :19:32.
the forecast. That will peter out and it will brighten up. For a lot | :19:33. | :19:37.
of the UK today, it will remain dry. But not everywhere. We have low | :19:38. | :19:41.
pressure, not too far away in the continent. It is going to move | :19:42. | :19:46.
northwards and bring some rain across the Channel Islands. This | :19:47. | :19:52.
morning, it is the north of the country. That will be with us in the | :19:53. | :19:57.
next couple of hours. Northern Scotland, a cold start to you but a | :19:58. | :20:01.
beautiful one with a lot of sunshine. Again, some patchy rain | :20:02. | :20:07.
and hill snow which will peter out in the next couple of hours. As we | :20:08. | :20:17.
drift further west, especially across the Midlands, heading down | :20:18. | :20:21.
towards Hampshire, south-west England, starting off on a bright | :20:22. | :20:32.
note. We are also looking at some rain. It will move to Wales in the | :20:33. | :20:41.
south-west, turning more patchy. The next batch comes across France. | :20:42. | :20:49.
Temperatures 72 about 30 degrees of Celsius. In the sunshine, quite | :20:50. | :20:54.
pleasant. Heading onto the evening and overnight, the rain waxes and | :20:55. | :21:00.
wanes and it will be across the Channel Islands and at times across | :21:01. | :21:05.
southern and coastal counties. Easy but north of the Midlands, for | :21:06. | :21:08.
example, we are looking at a cold night, colder than the night just | :21:09. | :21:13.
gone. But these temperatures you see our towns and cities in rural areas, | :21:14. | :21:18.
and it will be colder than that so frosty start but clear skies. The | :21:19. | :21:24.
rain in the south will clear quite quickly leaving a lot of cloud | :21:25. | :21:28.
behind it but that breaks up into much of the UK, some sunshine, | :21:29. | :21:32.
showers in the north, highs between 11 and 13 and as we head into the | :21:33. | :21:36.
weekend, the weather remains fairly settled. | :21:37. | :21:42.
Thank you very much indeed. We will be back in half an hour for more | :21:43. | :21:49.
weather. Welcome back to Westminster. Reflecting on events | :21:50. | :21:56.
yesterday, bringing the right up-to-date with the police | :21:57. | :21:59.
investigation and on that subject, I can tell you we are expecting in the | :22:00. | :22:04.
next ten or 15 minutes, a press conference from new Scotland Yard | :22:05. | :22:07.
with any of the latest developments. Let us show you the live images from | :22:08. | :22:12.
Westminster this morning. We will take you through what you know. | :22:13. | :22:20.
These are from the police press conference last night. 40 people | :22:21. | :22:25.
were injured in the sequence of events. That was mainly when the car | :22:26. | :22:31.
was driven at pedestrians on the bridge. A total of five people were | :22:32. | :22:38.
killed in the attack. One of those, police officer PC Keith Palmer, 15 | :22:39. | :22:43.
years of service and also the attacker himself who was shot dead | :22:44. | :22:45.
by police. This rate is definitely moving at | :22:46. | :23:07.
some pace. We expect an update from Scotland Yard in the next ten | :23:08. | :23:12.
minutes. How hard will they be working now? The initial | :23:13. | :23:22.
investigation, they will be mainly focused on trying to identify who | :23:23. | :23:25.
this person is and if they don't know that, they will carry | :23:26. | :23:29.
identification on them, they will want to be identified even if they | :23:30. | :23:33.
don't make it through the incident. The police will be focused and | :23:34. | :23:42.
they'll be focused on that and that will be where they go. Those who | :23:43. | :23:49.
come to this place a lot, reflecting on what an extraordinary atmosphere | :23:50. | :23:54.
it is. We were as close as we can be because from here on in, we are | :23:55. | :23:59.
here. Effectively, not only is this a security zone, it is a crime zone. | :24:00. | :24:07.
The whole area is a crime scene. There will be officers working to | :24:08. | :24:13.
try to secure evidence, CCTV. There are cameras everywhere here. They | :24:14. | :24:17.
are looking to build-up a picture of what happened yesterday. Something | :24:18. | :24:22.
that is not been mentioned, there will be a lot of people who will | :24:23. | :24:27.
wonder what has gone on. They will contact the police and say, I was on | :24:28. | :24:32.
the bridge or I was there and I saw this. It's not just that. Lots of | :24:33. | :24:38.
witnesses yesterday, people from all over the world on the bridge. Lots | :24:39. | :24:43.
of them have footage on their mobile phones. What happens will all about? | :24:44. | :24:48.
The police need to know who they are and get in contact. Call the police | :24:49. | :24:53.
and say, I was there, I have some footage on my telephone, how do I | :24:54. | :24:58.
get back to you? It is really important. What will the police be | :24:59. | :25:03.
looking for? They will be looking for, sometimes what happens is, | :25:04. | :25:08.
these people have accomplices and they may well have been watching | :25:09. | :25:13.
what went on. Those people may have been filming what was going on as | :25:14. | :25:17.
well. To put it on YouTube and things like that. The witnesses who | :25:18. | :25:22.
have got footage, they may well have caught these people. Things like | :25:23. | :25:30.
that, you have to put it forward. PC Keith Palmer has been named as the | :25:31. | :25:40.
police officer. The first line of defence outside the Houses of | :25:41. | :25:43.
Parliament. What are your thoughts this morning? There are an | :25:44. | :25:50.
extraordinary number of armed officers. There is pressure from the | :25:51. | :25:57.
palace. Such a visible armed presence. It is a matter for the | :25:58. | :26:05.
police. Who they put there. Unfortunately, they pay the ultimate | :26:06. | :26:12.
price. I can tell you in the time we have been here this morning, there | :26:13. | :26:19.
are police out in force and you get the sense that having lost someone | :26:20. | :26:22.
yesterday, there is a real sense that they want to be out here | :26:23. | :26:25.
invisible and just getting on with the job. We are told that there will | :26:26. | :26:32.
be a press conference in the next few minutes on new Scotland Yard | :26:33. | :26:35.
with any of the latest developments and we will bring you that as it | :26:36. | :26:37.
happens. Time for the news, Hello this is Breakfast | :26:38. | :30:08.
with Charlie Stayt and Sally Nugent It is 7:30. We are spending the | :30:09. | :30:29.
morning here so we can show you some of the images of the immediate | :30:30. | :30:33.
surroundings. The streets are blocked off. No one is allowed | :30:34. | :30:38.
behind the barrier. You will see some staff going through, MPs will | :30:39. | :30:45.
be sitting today and arriving later on. We will be keeping you up to | :30:46. | :30:52.
date with the situation. You can see the flags flying at half mast, a | :30:53. | :31:01.
mark for those who died yesterday. A total of five people died yesterday, | :31:02. | :31:07.
including the police officer who was killed, PC Keith Palmer. Three other | :31:08. | :31:19.
people injured as the car ploughed into pedestrians. And the attacker | :31:20. | :31:27.
himself shot dead. As the light dawns, you can see the flag at half | :31:28. | :31:34.
past over Westminster. We are saying everything is back to normal this | :31:35. | :31:40.
morning, the Prime Minister saying it is business as usual but standing | :31:41. | :31:44.
here it is not feel like a normal day at all. People will be going | :31:45. | :31:50.
into Westminster but it will not feel like he did 24 hours ago. A | :31:51. | :31:58.
number of developments. We are a press conference from the new | :31:59. | :32:00.
Scotland Yard very shortly. The BBC understands the police raids | :32:01. | :32:06.
that took place in Birmingham in the early hours of this | :32:07. | :32:09.
morning are linked to Our reporter Sima Kotecha is in | :32:10. | :32:12.
Birmingham for us this morning. Just after 11 o'clock last night | :32:13. | :32:22.
this road was cordoned off. The flat a high meat was raided by police. | :32:23. | :32:27.
Three men were taken away we are told by eyewitnesses was not it is | :32:28. | :32:31.
not clear whether they were arrested or taken away for questioning. We | :32:32. | :32:37.
asked police were the operation was about and they direct and our goal | :32:38. | :32:42.
to Scotland Yard and they are investigating the attack in | :32:43. | :32:45.
Westminster. We can tell you there is a link between what happened here | :32:46. | :32:50.
last night and what happened in Westminster yesterday as well stop | :32:51. | :32:55.
we can also tell you that we believe the vehicle used in the attack in | :32:56. | :33:01.
London was actually high-end from here in Birmingham. Thank you very | :33:02. | :33:14.
much. As we have been reporting, many people were hurt yesterday. | :33:15. | :33:19.
Some of them are said to have catastrophic injuries. That is among | :33:20. | :33:26.
the 40 people had. They are being treated in hospitals across London, | :33:27. | :33:37.
including St Mary 's. Is there any update on the people being treated | :33:38. | :33:43.
there? Good morning. If I can show you, there is quite a large police | :33:44. | :33:49.
presence. Police vans, two police minibuses and the entrance of the | :33:50. | :33:56.
hospital, people are having their bags searched. Two police officers | :33:57. | :34:02.
on guard. The hospitals have not confirmed this but we spoke to one | :34:03. | :34:09.
patient, Martin Galloway, he said in the afternoon he was waiting there | :34:10. | :34:13.
and he was told he had to move from AMD because he was told there were a | :34:14. | :34:19.
number of injured police officers coming to this hospital. The police | :34:20. | :34:26.
have not confirmed this law have the hospital trust however yesterday we | :34:27. | :34:29.
learned three police officers were injured on the bridge and this man | :34:30. | :34:33.
believes they are here being treated at St Mary 's. Thank you very much | :34:34. | :34:44.
indeed. The injured are being treated in various hospitals across | :34:45. | :34:49.
London and very striking images in the newspapers of all the emergency | :34:50. | :34:54.
services rushing in to help yesterday. It is a very noisy here, | :34:55. | :35:01.
very busy. Some people moving through the cordoned and that is | :35:02. | :35:07.
because the comments will be open. It is not as normal but this is an | :35:08. | :35:17.
extraordinary situation. The barriers are up because it is a | :35:18. | :35:21.
security zone but also a crime scene but within that politics of the sort | :35:22. | :35:29.
will continue. The message is a business as usual but it feels | :35:30. | :35:34.
anything other than normal. Police vehicles going past behind me. A | :35:35. | :35:42.
road normally bustling with traffic empty. There will be tributes to the | :35:43. | :35:52.
police and emergency services but apart from the sound of helicopters | :35:53. | :35:57.
and Cyrix, the message Parliament wants to send is that democracy will | :35:58. | :36:06.
not be stopped. The Leader of the House announced to MPs just before | :36:07. | :36:12.
the suspension that there had been a knife attack, he will be setting out | :36:13. | :36:18.
the normal order of business for Parliament and members of the public | :36:19. | :36:24.
will be allowed to go in... We will continue to battle on through the | :36:25. | :36:32.
noise. SIRENS. We have a helicopter overhead and several vehicles with | :36:33. | :36:40.
their sirens on. Lots of unmarked security vehicles. Everything in the | :36:41. | :36:47.
last few moments has gone up a notch but at around this time we are | :36:48. | :36:51.
starting to expect people to try to make their way into Westminster. | :36:52. | :36:56.
They will be there for the start of the session at a 30 a.m.. You will | :36:57. | :37:06.
only have allowance to go in if you have a pass. Some are taken in for | :37:07. | :37:14.
unmarked vehicles. We are also expecting that it has not been | :37:15. | :37:19.
confirmed, and other meeting of the emergency committee. We are just a | :37:20. | :37:25.
few minutes away from MI5 headquarters and we will expect | :37:26. | :37:31.
senior government ministers and the Prime Minister 's been briefed. We | :37:32. | :37:35.
are expecting a press conference from Scotland Yard any moment. We | :37:36. | :37:44.
were expecting that at 7:30 but that has a little. Police team to urge | :37:45. | :37:53.
anybody with any information to get in touch. | :37:54. | :37:56.
Members of the public are asked to call the anti-terrorist | :37:57. | :37:59.
You will know from watching this morning it is very busy with a lot | :38:00. | :38:12.
of police activity. These are some of the wide images from Westminster. | :38:13. | :38:19.
Looking across Westminster Bridge, the scene of so much chaos | :38:20. | :38:28.
yesterday, it is you really quiet. The police investigation is ongoing | :38:29. | :38:32.
and we are expecting an update from Scotland Yard in the next few | :38:33. | :38:36.
minutes. For now, let's go back to the studio for the other news. | :38:37. | :38:42.
New calculations produced for the government raise | :38:43. | :38:44.
the possibility that people aged 30 or under might have to work | :38:45. | :38:47.
until they're 70 before getting the state pension. | :38:48. | :38:50.
A separate report says the government should abandon | :38:51. | :38:52.
minimum annual increases in pensions, to save money. | :38:53. | :38:54.
The government says it will decide on future pension ages in May. | :38:55. | :38:57.
Moderate drinkers are less likely to suffer some heart problems | :38:58. | :39:00.
than those who drink heavily or not at all. | :39:01. | :39:02.
That's according to a new study published in | :39:03. | :39:05.
Researchers from Cambridge University | :39:06. | :39:07.
found that low levels of alcohol consumption were linked to | :39:08. | :39:12.
The funeral of the former deputy first minister of Northern Ireland, | :39:13. | :39:18.
Martin McGuinness, will be held in Londonderry this afternoon. | :39:19. | :39:20.
The former US president, Bill Clinton, | :39:21. | :39:22.
as are the Northern Ireland secretary, James Brokenshire, | :39:23. | :39:25.
and the Irish prime minister, Enda Kenny. | :39:26. | :39:27.
Mr McGuinness, a former IRA leader turned politician, | :39:28. | :39:30.
The government is being warned against intervening in the energy | :39:31. | :39:37.
It's thought ministers are preparing to act | :39:38. | :39:42.
to help customers on standard energy tariffs. | :39:43. | :39:46.
Five former energy regulators say doing so would have an adverse | :39:47. | :39:49.
effect and could have ominous implications for other markets. | :39:50. | :39:57.
Let's have a quick look at the sport now and it was a disappointing night | :39:58. | :40:02.
for Gareth Southgate in his first match as permanent England manager. | :40:03. | :40:05.
England dominated the first half but a stunning strike in the 2nd | :40:06. | :40:10.
from Lucas Podolski, in his final international, | :40:11. | :40:12.
sealed the 1-0 win in the friendly in Dortmund. | :40:13. | :40:23.
Up until the goal I thought we were really the better side. | :40:24. | :40:26.
Germany then had a little spell where they controlled and obviously | :40:27. | :40:29.
we put some of our younger players on and that was a good learning | :40:30. | :40:33.
experience for them, um, but I am very pleased | :40:34. | :40:36.
with what we learned, the manner of the performance, | :40:37. | :40:38.
and the one bit we missed was the finish. | :40:39. | :40:41.
You know, we should have had the game won, really. | :40:42. | :40:50.
Scotland have a crucial World Cup qualifier against Slovenia on Sunday | :40:51. | :40:54.
and last night's performance won't have done much | :40:55. | :40:56.
They could only draw 1-1 in a friendly against Canada. | :40:57. | :41:05.
Fraser Aird - who actually plays for Falkirk - | :41:06. | :41:07.
produced a fine finish to send Canada ahead. | :41:08. | :41:09.
Steven Naismith scored the equaliser for Scotland. | :41:10. | :41:11.
Canada are 117th in the world rankings. | :41:12. | :41:17.
Four of the five British players in the Miami Open have already | :41:18. | :41:20.
Great Britain's Dan Evans was beaten in the first round by a qualifier. | :41:21. | :41:25.
After reaching a career high ranking of 41 in the world, | :41:26. | :41:28.
Evans was beaten in three sets by American Ernesto Escobedo, | :41:29. | :41:31.
Aljaz Bedene is also out, he retired injured from his match. | :41:32. | :41:36.
And Kyle Edmund was beaten in three sets by American Jared Donaldson. | :41:37. | :41:42.
And more bad news in the women's draw - British number two | :41:43. | :41:45.
Heather Watson was beaten by 22-year-old Romainain Patricia | :41:46. | :41:48.
Maria Tig - losing in straight sets 7-6, 6-1. | :41:49. | :41:50.
Johanna Konta is the only Brit left - she has a bye | :41:51. | :41:53.
That is all the rest of the day 's news and sport now it is back to | :41:54. | :42:19.
Charlie. We are keeping you up to date. We are expecting a press | :42:20. | :42:25.
conference from new Scotland Yard and to update you on information, as | :42:26. | :42:32.
of last night, confirmed by Scotland Yard, 40 people injured in events as | :42:33. | :42:38.
they unfolded yesterday. We know five people were killed, including | :42:39. | :42:44.
PC Keith Palmer who was the police officer who was stabbed. We know the | :42:45. | :42:50.
attacker was shot dead and three other people were killed. Just to | :42:51. | :42:57.
give you a sense of where we are, we are at the closest point we can get | :42:58. | :43:03.
to the Houses of Parliament, to Westminster. Behind the camera there | :43:04. | :43:10.
is a truck arriving with concrete blockades on board. It would appear | :43:11. | :43:17.
security, which is a very high, has been stepped up, not least because | :43:18. | :43:24.
MPs will be here today. Some witnessed events yesterday. They | :43:25. | :43:30.
will be returning as marks of defiance. Comments will be setting | :43:31. | :43:37.
as they were yesterday. -- the comments. A group of school children | :43:38. | :43:43.
were in a visit. They were looked after by police officers and put in | :43:44. | :43:49.
a room when the building was in lockdown. They were given a | :43:50. | :43:55.
television so they could watch TV and keep them quiet. I can tell you | :43:56. | :43:59.
also,... 53 children from Somerset | :44:00. | :44:00.
were caught up in yesterday's terror attack during a school trip | :44:01. | :44:03.
to the Houses of Parliament. Now all safely home, | :44:04. | :44:06.
the year six pupils from St John St Francis Church School | :44:07. | :44:09.
in Bridgwater set off The school tweeted photos | :44:10. | :44:11.
with the children on their trip And pausing for lunch before | :44:12. | :44:16.
travelling to Parliament, unaware of what events | :44:17. | :44:21.
were about to unfold before them. During the incident, | :44:22. | :44:27.
they were on lockdown in Parliament, but refused to let | :44:28. | :44:30.
their moods be dampened. Instead, they sang songs | :44:31. | :44:33.
to help raise spirits - a moment of humanity | :44:34. | :44:37.
among the terror. There is a press conference | :44:38. | :44:42.
happening right now. We are collating the walking | :44:43. | :44:55.
wounded. Seven are still in hospital. PC Keith Palmer sadly | :44:56. | :45:00.
died, two members of the public, a woman in her mid- 40s and a man in | :45:01. | :45:06.
his mid- 50s. The fork man of course was the terrorist who was shot dead | :45:07. | :45:10.
by armed police at the scene. Hundreds of detectives have been | :45:11. | :45:13.
working through the night and during that time, I can confirm we have | :45:14. | :45:16.
searched six addresses and made seven arrests. The enquiries in | :45:17. | :45:22.
Birmingham and London and other parts of the country are continuing. | :45:23. | :45:28.
It is still our belief which is borne out by our investigations that | :45:29. | :45:33.
this attacker acted alone and was inspired by international terrorism. | :45:34. | :45:37.
To be explicit, at this stage, no specific information about further | :45:38. | :45:42.
threats to the public. The investigation is ongoing, developing | :45:43. | :45:46.
all the time and we continue to hope there is motivation, preparation and | :45:47. | :45:52.
his associates will come to light. We recognise you, the media are | :45:53. | :45:55.
making progress in identifying the attacker but I would ask that his | :45:56. | :46:00.
name is not published at this sensitive stage of the | :46:01. | :46:02.
investigation, still conducting searches and arrests. This large and | :46:03. | :46:08.
complicated crime scene remains in place and our work continues and I | :46:09. | :46:12.
would like to thank everybody to their support and patience. As | :46:13. | :46:16.
people return to the streets of the capital this morning, they will see | :46:17. | :46:21.
more officers on duty and a mix of Metropolitan police, British | :46:22. | :46:26.
transport and the City of London. We have increased our duty hours and | :46:27. | :46:31.
are working to make sure we can reassure the public that London can | :46:32. | :46:35.
go about its normal business. We must not allow terrorists to sow | :46:36. | :46:40.
discord and fear in our city. The police will stand with all | :46:41. | :46:44.
communities and later today at Scotland Yard, there is a meeting of | :46:45. | :46:48.
APEC leaders coming together. While our work to investigate and | :46:49. | :46:51.
understand what happened yesterday will continue with vigor, we must | :46:52. | :46:57.
also reflect and I want to thank the public to their support and good | :46:58. | :47:00.
wishes. I know it is appreciated by all our men and women out there | :47:01. | :47:04.
protecting us. Finally I would like to ask the public to their continued | :47:05. | :47:09.
help and vigilance and again I say that anything you see which causes | :47:10. | :47:14.
concern, please trust your instinct and don't hesitate to call us. The | :47:15. | :47:23.
terrorism hotline or in an emergency call 999. I will take some | :47:24. | :47:28.
questions. Have you been getting emails and pictures from the public? | :47:29. | :47:36.
We have CCTV from the scene. Part of the piecing together what happened | :47:37. | :47:41.
will come from that. Were you able to identify the attacker? Can you | :47:42. | :47:46.
confirm whether he was a British national? I'm not saying anything | :47:47. | :47:51.
more at this stage and I will not identify those who have been killed. | :47:52. | :47:56.
There are a mix of nationalities so we are liaising with host countries | :47:57. | :47:59.
and nationalities and announcing on television is not a good way. What | :48:00. | :48:04.
happened in Birmingham urbanite? I've said as much as I will. I've | :48:05. | :48:09.
talked about six addresses, seven arrests. I've talked about activity | :48:10. | :48:13.
in London, Birmingham and elsewhere in the country. As our investigation | :48:14. | :48:18.
continues, I don't want more details. Is there a committed -- who | :48:19. | :48:31.
is the commissioner in charge? Craig Matthew, the acting to missing -- | :48:32. | :48:40.
commissioner. We have an investigative team doing the work. | :48:41. | :48:42.
Any other questions? You will see the closure is | :48:43. | :48:52.
restricting at the moment. Some final searches to do around | :48:53. | :48:56.
Parliament Square. Normal business today. So business as normal in | :48:57. | :49:07.
London? Yes, a bit of disruption around Westminster as you would | :49:08. | :49:10.
understand and more police officers on the streets reassuring the | :49:11. | :49:16.
public. One last question. Any more information on the condition of the | :49:17. | :49:21.
police officers who are injured? We have seven people in hospital who | :49:22. | :49:26.
are in critical condition. Thank you for your patience and your time. | :49:27. | :49:32.
That is the very latest from new Scotland Yard. The casualties, seven | :49:33. | :49:39.
in critical condition. Also looking at some of the developments in terms | :49:40. | :49:43.
of the police investigation. We know about six addresses and seven | :49:44. | :49:49.
arrests made and no specific information on further threats. That | :49:50. | :49:56.
is the main point coming out of a press conference in the last few | :49:57. | :50:00.
minutes. Not being drawn on the nationality of the attacker but | :50:01. | :50:09.
confirming, extra police out on the streets and restrictions around | :50:10. | :50:12.
Westminster continue to remain in place. Also, not much more detail on | :50:13. | :50:20.
the help of people who are injured. That is something that we will be | :50:21. | :50:27.
hearing later on today. We are trying to speak to people in the | :50:28. | :50:32.
approach to Westminster. That is the security zone behind us. Lindsay | :50:33. | :50:36.
Hoyle is with us, the deck in -- Deputy Speaker. Can you give us a | :50:37. | :50:42.
sense of what will be happening as you understand now? As you expect, | :50:43. | :50:51.
we are in the village. A policeman has been murdered. We must continue. | :50:52. | :51:01.
We will not give in to terrorism and we will continue and pay tribute in | :51:02. | :51:04.
the house will continue with its business. We see MPs on the | :51:05. | :51:08.
television every day shouting at each other, everything looks quite | :51:09. | :51:13.
mean but Westminster, it is a village, it is a family. You walk | :51:14. | :51:17.
past those people every day. You know their faces and their names. | :51:18. | :51:23.
Absolutely. They are there to defend democracy. Protecting members of | :51:24. | :51:31.
Parliament. PCs were part of our village. The house was united closed | :51:32. | :51:42.
the chamber down. MPs were together and everybody was very concerned | :51:43. | :51:47.
about the innocent victims and what was going on. What we do know is the | :51:48. | :51:55.
security worked well. Many people have seen that moment in the | :51:56. | :52:04.
Commons. Just talked us through what information you had. As events were | :52:05. | :52:13.
unfolding. There is a very serious incident. The chamber was closed | :52:14. | :52:22.
down. We were in complete lockdown. That is the way it should work. And | :52:23. | :52:27.
it worked very effectively. The staff of the House of Commons, the | :52:28. | :52:31.
doorkeepers, everybody involved are they came as one to make sure they | :52:32. | :52:36.
were safe. The police took control and that is as it should be. I am | :52:37. | :52:43.
going to thank everybody involved. The commander took over and worked | :52:44. | :52:47.
very effectively. That is the way it should be. Not just MPs. He had | :52:48. | :52:56.
children in school trips. That is what it is like in the Palace of | :52:57. | :53:00.
Westminster. What was it like during lockdown? When you're in lockdown, | :53:01. | :53:05.
it is a strange place to be. You are getting information by mobile phone. | :53:06. | :53:13.
We were getting information. I was a concerned about it. A lot of stuff | :53:14. | :53:20.
in offices. Members needing to contact staff. There were children | :53:21. | :53:25.
in the chamber. I've got to say, everybody was very professional in | :53:26. | :53:30.
the way they dealt with it and the way they responded. We couldn't ask | :53:31. | :53:34.
for a better way. The head of security, worked very well. We got | :53:35. | :53:39.
to protect the visitors as you point out. Many thousands of visitors. We | :53:40. | :53:45.
must protect them in the same weight we protect MPs. A number of | :53:46. | :53:53.
developments. As we were chatting, seven people arrested. In London and | :53:54. | :53:59.
Birmingham. A police operation is under way. Here at Westminster, we | :54:00. | :54:06.
have a security operation. I am seeing there are trucks arriving | :54:07. | :54:09.
here with concrete blocks on them. What do you know about how things | :54:10. | :54:17.
have been escalated in of security? We will be having an emergency | :54:18. | :54:20.
meeting and getting information. What else needs to be put in place | :54:21. | :54:25.
and we will reflect, not instantly. We've got to take on board what has | :54:26. | :54:30.
happened. Of course, we've got to look after both houses. This was a | :54:31. | :54:36.
threat to everybody yesterday. It is another one we had to take | :54:37. | :54:41.
seriously. One thing I can -- you can be sure of, terrorism will not | :54:42. | :54:46.
defeat of democracy. How will MPs react? How will they be feeling, | :54:47. | :54:51.
going back into this, walking to a crime scene to go back today. Now | :54:52. | :54:56.
it's business as usual, but today, it's not business as usual. What I | :54:57. | :55:03.
will say, it is a hobbled day for members. We've got to get on but | :55:04. | :55:07.
terrorism will not defeat the House of Commons and democracy. We got a | :55:08. | :55:12.
lot to go out there, not just the members before the start of the | :55:13. | :55:17.
house. People who have witnessed things. That support is in place and | :55:18. | :55:22.
will be used to make sure everybody feels reassured. How do you help | :55:23. | :55:30.
those people now? We have it set up, we have the well-being in | :55:31. | :55:34.
Parliament. It is therefore members but also staff. Staff are locked in | :55:35. | :55:39.
their offices. Members were with members. Individual officers were in | :55:40. | :55:47.
lockdown. We have a duty of care to everybody within the house and we | :55:48. | :55:51.
have to look after them and got to say, the Speaker takes seriously. We | :55:52. | :55:58.
worked together for the benefit of everyone. Absolutely. I may have a | :55:59. | :56:08.
busy day ahead. Thank you very much. Best of luck today. This is a | :56:09. | :56:14.
special programme on BBC Breakfast. We try to speak to people. Some MPs | :56:15. | :56:19.
will be arriving a little later on. Just to give you a sense of what's | :56:20. | :56:29.
happening here. We've had a police press conference from new Scotland | :56:30. | :56:32.
Yard in the last few minutes. We will keep you up-to-date. We know | :56:33. | :56:38.
there have been a number of arrests and a number of addresses have been | :56:39. | :56:43.
raided as well. Of course, we will keep you right up-to-date with all | :56:44. | :56:48.
the developments and I think we can show you some of the images here. | :56:49. | :56:52.
Many people paying tribute to those who have lost their lives. Including | :56:53. | :57:01.
a police officer. He lost his life protecting those at the house. In | :57:02. | :57:07.
the last few moments, some have arrived here near us just to lay | :57:08. | :57:12.
flowers and that is something we may see more of. Some people arriving, | :57:13. | :57:15.
wanting to pay their respects and remember what happened here | :57:16. | :57:20.
yesterday to that police officer who was killed tragically simply doing | :57:21. | :57:28.
We'll have more. Plenty more news, be back shortly. Type | :57:29. | :00:49.
We'll have more. Plenty more news, travel, and weather on the website. | :00:50. | :01:31.
This is a special programme with Charlie Stayt and Sally Nugent live | :01:32. | :01:38.
from Westminster. Parliament will sit today less than 24 hours after a | :01:39. | :01:42.
terror attack on the heart of British democracy. | :01:43. | :01:48.
An attacker drove into crowds of people on the bridge - | :01:49. | :01:50.
just down the river there - before stabbing to death | :01:51. | :01:53.
a police officer outside the Palace of Westminster - | :01:54. | :01:56.
he's now been named as PC Keith Palmer. | :01:57. | :02:07.
We have searched six addresses and made seven arrests. The enquiries in | :02:08. | :02:13.
Birmingham and other parts of the country are continuing. | :02:14. | :02:20.
Seven people remain critically ill in hospitals in London and admitted | :02:21. | :02:28.
the horrors of what happened yesterday, high praise for the | :02:29. | :02:30.
heroism of the emergency services and medical staff. | :02:31. | :02:44.
Good morning, it's Thursday the 23rd of March. | :02:45. | :02:51.
There are new developments in the ongoing investigation to tell you | :02:52. | :02:58.
about. Police have confirmed raids carried out in Birmingham are | :02:59. | :02:59.
connected to the Westminster attack. Both houses of Parliament | :03:00. | :03:03.
will operate as normal today The Prime Minister is expected | :03:04. | :03:07.
to make a statement to the Commons. Much more live from Westminster | :03:08. | :03:21.
coming up. Now the weather. Some are starting on a wet note that | :03:22. | :03:26.
the rain Blue Peter out in the next couple of hours | :03:27. | :03:29.
it will be a dry and sunny day. -- it will peter out. We are bringing | :03:30. | :03:46.
you the latest on the investigation. The police officer stabbed to death | :03:47. | :03:56.
in the attack at Westminster. In the last 15, 20 minutes we have the | :03:57. | :04:00.
latest press conference. The Acting Deputy Commissioner. Let's hear what | :04:01. | :04:02.
he had to say. There are four dead and 29 people | :04:03. | :04:13.
treated in hospital and we are collating the numbers of walking | :04:14. | :04:18.
wounded. Seven of those in hospital sadly are still in critical | :04:19. | :04:23.
condition. The deaths included PC Keith Palmer, two members of the | :04:24. | :04:28.
public, a woman in her mid-40s and a man in his mid-50s. The fourth man | :04:29. | :04:33.
of course was the terrorist shot dead by armed police at the scene. | :04:34. | :04:38.
Hundreds of detectives have worked through the night and during that | :04:39. | :04:43.
time I can confirm we have searched six addresses and made seven | :04:44. | :04:46.
arrests. The enquiries in Birmingham and other parts of the country are | :04:47. | :04:53.
continuing. It is our belief that this attacker acted alone and was | :04:54. | :05:00.
inspired by international terrorism. To be explicit, at this stage we | :05:01. | :05:04.
have no specific information about further threats to the public. The | :05:05. | :05:10.
investigation is ongoing and developing and we focus on his | :05:11. | :05:13.
motivation, preparation and associates. I recognise that the | :05:14. | :05:17.
media are making progress in identifying... That was the Deputy | :05:18. | :05:41.
Commissioner you were listening to. The main points that seven, six | :05:42. | :05:48.
addresses raided overnight. Seven arrests. Keeping you up-to-date this | :05:49. | :05:56.
morning and there have been developments including arrests. We | :05:57. | :06:05.
have the latest from Birmingham. The road was cordoned off after 11pm. | :06:06. | :06:10.
There was a large police presence in this flat, just behind me. The flat | :06:11. | :06:16.
was raided by police. Three men were led out. It is not clear whether | :06:17. | :06:20.
they were arrested or taken for questioning but when we called West | :06:21. | :06:26.
Midlands Police to ask them what the operation was about, they said that | :06:27. | :06:32.
it was to do with Scotland Yard. We called Scotland Yard and they said | :06:33. | :06:36.
they could not comment but what we can confirm this morning is there is | :06:37. | :06:41.
a link between what happened last night and what happened in | :06:42. | :06:45.
Westminster yesterday. What we can tell you is we believe the car used | :06:46. | :06:51.
in the attack in Westminster was hired from here, in Birmingham. | :06:52. | :06:55.
Thank you. 40 people were injured yesterday, | :06:56. | :07:07.
some of them with terrible injuries, described by the police. Many are | :07:08. | :07:12.
treated in hospitals across London. Eight have been treated at the major | :07:13. | :07:16.
trauma centre at Kings College Hospital where we join John. Any | :07:17. | :07:25.
updates John? No specific updates on the number of people treated at | :07:26. | :07:31.
King's College. We know those treated across hospitals in London, | :07:32. | :07:35.
many people taken to hospitals across this part of London yesterday | :07:36. | :07:40.
afternoon, there are seven people still critically ill in hospital. | :07:41. | :07:45.
Seven people extremely ill after the attacks. Eight people were brought | :07:46. | :07:51.
here, six men, two within an two were said to be critically injured | :07:52. | :07:55.
and police say other victims from the bridge last night, there were | :07:56. | :08:00.
three police officers injured, two seriously. Those that have been | :08:01. | :08:06.
going to a commendation ceremony. He was struck by images by certain | :08:07. | :08:13.
images that stay with you. So many people we saw running, members of | :08:14. | :08:19.
the public, parliamentarians, advised to run away from the danger | :08:20. | :08:25.
whereas the emergency services ran towards. Nobody knew whether a | :08:26. | :08:29.
second attack was imminent that they put the lives of others before them. | :08:30. | :08:36.
In Palace Yard where PC Palmer was treated, where resuscitation | :08:37. | :08:40.
procedures were gone through, also medical staff treated the attacker. | :08:41. | :08:48.
They gave him that respect, they put the sanctity of life above anything | :08:49. | :08:53.
else, they put their duty first, which of course is something he had | :08:54. | :08:55.
not done just half an hour before. Thanks for the latest information. | :08:56. | :09:08.
The many casualties, who are being treated in hospitals across London. | :09:09. | :09:17.
We can show you some of the images of the area immediately surrounding | :09:18. | :09:21.
the House of Commons. It is a strange atmosphere. We are outside | :09:22. | :09:26.
the security cordon, and it is busy where we are, but quiet on | :09:27. | :09:30.
Westminster Bridge and the immediate surroundings of Westminster. Some | :09:31. | :09:37.
parts are effectively a crime scene. This is the Bridge, the scene | :09:38. | :09:42.
yesterday, of so much chaos. We heard updated figures and know there | :09:43. | :09:48.
were 40 people injured as the car careered across the bridge. As you | :09:49. | :09:55.
can see, very quiet this morning. We have been joined this morning by | :09:56. | :09:58.
various people who were here yesterday, for whom this is their | :09:59. | :10:05.
place of work and one of them joint is, political commentator, Quentin | :10:06. | :10:10.
Letts, use or events. I did not see the stuff on the bridge and I am | :10:11. | :10:15.
very glad I did not but I have an office overlooking the area where | :10:16. | :10:20.
the attacker came into the Parliamentary precinct. I heard the | :10:21. | :10:24.
car hitting the railings and I saw members of the public fleeing in | :10:25. | :10:28.
terror, looking over their shoulders, running towards | :10:29. | :10:32.
Westminster Abbey. There was this lone figure running in through the | :10:33. | :10:38.
gates and set about a policeman who had fallen over on the ground. And | :10:39. | :10:54.
unarmed Bobby. I saw the attacker slowly running, towards Parliament, | :10:55. | :10:57.
and this was happening quickly, about ten seconds and two nonuniform | :10:58. | :11:06.
people came out and challenged the attacker and he ignored their | :11:07. | :11:11.
challenge and they shot him. It is shocking to hear you talk about it. | :11:12. | :11:17.
It must've been terrifying to watch. It was not terrifying to watch, it | :11:18. | :11:23.
was peculiar to watch, it seemed to have a clockwork, mechanical quality | :11:24. | :11:27.
and although the story today is about this disgraceful attack and | :11:28. | :11:32.
terrible injuries and the of innocent people, it is worth bearing | :11:33. | :11:37.
in mind, the defences of Parliament and our institution have worked to a | :11:38. | :11:42.
large extent and within ten seconds of this man getting into the | :11:43. | :11:46.
Parliamentary precinct, he was looking down the sharp end of a gun. | :11:47. | :11:52.
PC Keith Palmer was the police officer who died. Many people paying | :11:53. | :11:58.
tribute. You come in and out of this building all the time. There is | :11:59. | :12:03.
always the dilemma between the level of security and access the public | :12:04. | :12:09.
will have. Our political commentators said today the public | :12:10. | :12:13.
will once again he allowed into the gallery as a matter of principle. It | :12:14. | :12:18.
is terribly important. I watched this as someone who need not worry | :12:19. | :12:26.
too much for their safety because of people like PC Palmer who do their | :12:27. | :12:30.
job but it is important for citizens that the parliament to be opened. | :12:31. | :12:35.
The reason what we are as a democracy is people can see | :12:36. | :12:40.
Parliament as something they belong to and own, and if it becomes cut | :12:41. | :12:45.
off from those people by security measures that are too tight I think | :12:46. | :12:49.
we lose something. I do not think the authorities will allow it to | :12:50. | :12:53.
happen. They will be measured in their response and ensure officers | :12:54. | :13:01.
at the gate have proper armaments. We must take pride in our | :13:02. | :13:09.
Parliament. Good luck with your day. Will you go about a normal day? Back | :13:10. | :13:13.
to the House of Commons, back watching those politicians. We are | :13:14. | :13:22.
trying to speak to various MPs, commentators, members of the public | :13:23. | :13:26.
who will be passing through. To give you a sense of where we are, this is | :13:27. | :13:32.
the security, outer area of the security zone where we are. The | :13:33. | :13:37.
bridge and immediate surroundings of Westminster are effectively a crime | :13:38. | :13:43.
scene and indeed in the last 45 minutes we have been updated from | :13:44. | :13:47.
New Scotland Yard about the scale of the investigation. There have been | :13:48. | :13:50.
arrests in London and also in Birmingham. That is the image you | :13:51. | :13:56.
can see of Westminster Bridge itself. A total of four macro people | :13:57. | :14:03.
are confirmed this morning to have died in events yesterday afternoon. | :14:04. | :14:09.
The investigation has moved overnight and police are still | :14:10. | :14:14.
encouraging, urging anyone with any information about the events of | :14:15. | :14:18.
yesterday in Westminster to get in touch with them. Members of the | :14:19. | :14:25.
public are asked to call a specific hotline. 0800 789 321. That is the | :14:26. | :14:34.
number if people want to report anything suspicious they may have | :14:35. | :14:39.
spotted. Do forgive us, it is very noisy but there is a police | :14:40. | :14:44.
helicopter overhead and security is incredibly tight. There are sirens. | :14:45. | :14:49.
Police vehicles everywhere. It is supposed to be a normal day here | :14:50. | :14:53.
today but it does not feel like it today. We are joined now by Brendan | :14:54. | :15:03.
Cox. We are joined by Brendan Cox. Just give us a sense of where your | :15:04. | :15:08.
thoughts are. The important thing in the aftermath of something like this | :15:09. | :15:12.
is to remember the people, the victims, the people that responded. | :15:13. | :15:20.
Yesterday, there was one act of evil, but there were thousands of | :15:21. | :15:26.
acts of kindness and heroism from PC Palmer for example, who put his life | :15:27. | :15:31.
on the line and died defending people, to the people that were | :15:32. | :15:35.
helping people on the bridge, and I think at a moment like this, | :15:36. | :15:40.
remembering those stories, and remembering the people that died. | :15:41. | :15:43.
One of the reasons that people do these things is to gain notoriety, | :15:44. | :15:46.
they want to make a name for themselves, and I think that one of | :15:47. | :15:49.
the things we should do is to make sure we keep the emphasis not on | :15:50. | :15:54.
them, I did care what the name was the person that killed Jo or the's | :15:55. | :15:58.
did this, I want to remember the person that I loved, and just | :15:59. | :16:01.
remembering this first and foremost as this impact on individual | :16:02. | :16:05.
people's lives should be at the front of our minds today. When Jo | :16:06. | :16:12.
was murdered, there was a tremendous sense throughout Westminster and the | :16:13. | :16:14.
whole of the Parliamentary Bilic here, a sense of shock and | :16:15. | :16:22.
disbelief, but I don't think -- the Parliamentary village. I don't think | :16:23. | :16:24.
people thought that MPs were more under threat than usual. Does | :16:25. | :16:28.
yesterday make our MPs feel less safe? I'm sure some MPs feel less | :16:29. | :16:35.
safe as a result of yesterday but I also know that they will be resolute | :16:36. | :16:40.
that it doesn't change who we are or how our country operates. We know we | :16:41. | :16:45.
can't stop people with a car attacking pedestrians, no way we can | :16:46. | :16:48.
prevent that. On a security response, we have to take on the | :16:49. | :16:51.
people that did this but the way that we do it is partly by security, | :16:52. | :16:56.
but it is also by bringing our communities together. In the | :16:57. | :17:00.
aftermath of something like this, we have to remember that the person | :17:01. | :17:03.
that did this, if they were motivated by extremist Islamist, as | :17:04. | :17:13.
with the spec, it is no way more rep -- representative of British Muslim | :17:14. | :17:22.
Awards than the person -- British Islam than the person who murdered | :17:23. | :17:25.
my wife was representative of Yorkshire. It is extremism. We have | :17:26. | :17:31.
spoken to the eyewitnesses yesterday who particularly on the bridge said | :17:32. | :17:34.
the first reaction of people was to go to the assistance of those many | :17:35. | :17:39.
people who at that point were in a desperate situation. And that is | :17:40. | :17:43.
something that many people will hold dear. Yes, and it is something we | :17:44. | :17:48.
should remember at a moment like this, that that act of evil | :17:49. | :17:52.
yesterday doesn't characterise what our country is. Those thousands of | :17:53. | :18:00.
people helping, who are now praying for, thinking of the families, that | :18:01. | :18:04.
is what our country is, and at a moments like this, I think it is a | :18:05. | :18:07.
portal we come together to remember who we are, that we don't -- it is | :18:08. | :18:13.
important we come together, we will keep them and we have to do that | :18:14. | :18:17.
together. I am interested to know what you think, there are probably | :18:18. | :18:20.
people watching us at home, getting their kids ready for school, having | :18:21. | :18:25.
watched all of this on the news this morning. You have had to tell your | :18:26. | :18:30.
children the worst news imaginable, the most difficult thing to | :18:31. | :18:35.
communicate to them. How do we educate our children and our | :18:36. | :18:38.
families when bad things like this happen? What do we say to them? I | :18:39. | :18:43.
think it is important to be open with them when you can because they | :18:44. | :18:46.
will hear about these things. They hear about it at school. I was | :18:47. | :18:50.
talking to my son about what happened yesterday and for him, it | :18:51. | :18:53.
has even more residents and is more disturbing. But I think that sense | :18:54. | :18:59.
of saying that these people are extremists and do not represent who | :19:00. | :19:03.
we are, that they are safe and they are secure, and that those actions | :19:04. | :19:07.
of a tiny minority are seen as a tiny minority. What we don't want to | :19:08. | :19:17.
do is to allow our kids to feel unsafe or insecure, to suggest that | :19:18. | :19:20.
they are in some way threatened, but to say this is a tiny minority of | :19:21. | :19:24.
people and we can and will the feet them and we will do that together. | :19:25. | :19:28.
Brendan Cox, it is lovely to speak to you this morning. You are joining | :19:29. | :19:35.
us live this morning at a very busy and noisy Westminster, in sharp | :19:36. | :19:38.
contrast where we are now just on the outskirts of the security area, | :19:39. | :19:44.
it is very calm and very quiet in what is effectively a crime scene | :19:45. | :19:49.
much closer to the Palace itself. We are going to take a break for a | :19:50. | :19:52.
moment from here and bring you up-to-date with the weather with | :19:53. | :19:53.
Carol. There is some rain in the forecast | :19:54. | :20:01.
but as we go through the cause of the day, it'll brighten up. The rain | :20:02. | :20:05.
will fizzle out for most of us in the next couple of hours, the sun | :20:06. | :20:11.
will come out and it will a fairly pleasant spring day. This weather | :20:12. | :20:16.
front will move across the Bay of Biscay and some rain across southern | :20:17. | :20:21.
coastal counties. This morning, the rain continuing the edge in through | :20:22. | :20:24.
Wales and the south-west, turning more patchy in nature, easing from | :20:25. | :20:27.
northern England, southern Scotland and Northern Ireland, the cloud | :20:28. | :20:31.
breaking in the sun coming out. The breeze in the North will also ease | :20:32. | :20:34.
in the south, as the rain approaches the win will start to strengthen. | :20:35. | :20:40.
Into the afternoon, for East Anglia, Essex and Kent, we can expect some | :20:41. | :20:43.
sunny spells. For the Channel Islands, heading in through Dorset | :20:44. | :20:49.
all the way towards Cornwall, we are looking at some rain and a | :20:50. | :20:52.
strengthening wind. For Wales, there will be one or two showers left | :20:53. | :20:56.
behind but essentially for most of Wales it is going to be a dry day | :20:57. | :21:01.
with some sunshine. And across Northern Ireland after this | :21:02. | :21:03.
morning's patchy rain clears, there will be some cloud but equally will | :21:04. | :21:09.
cease in sunny breaks. For Scotland, it is the Northern Isles can | :21:10. | :21:12.
particularly across Shetland, where we see some showers. Coming south | :21:13. | :21:18.
across northern England, into the North Midlands, again we are back | :21:19. | :21:21.
into that sunshine. Through the evening and overnight, we will be | :21:22. | :21:26.
prone to seeing some rain across southern coastal counties, windy | :21:27. | :21:30.
here as well. North of that, from the North Midlands northwards, we | :21:31. | :21:33.
will have some clearer skies, so the temperature will tumble, and it | :21:34. | :21:36.
represents towns and cities in rural areas. Braemar, we could have -6 or | :21:37. | :21:43.
minus eight. A frosty start in the north tomorrow morning but case | :21:44. | :21:47.
anyone. Still some rain affecting parts of the Northern Isles. Further | :21:48. | :21:52.
south, we lose the morning rain, there will be a hand back of cloud. | :21:53. | :21:58.
For many of us tomorrow will be a dry day and a fairly pleasant spring | :21:59. | :22:04.
one, temperatures between ten and 13 Celsius. For Saturday, a cold one, | :22:05. | :22:10.
some will see some frost but largely dry but we do have a nagging | :22:11. | :22:14.
easterly wind coming from the near continent, which will really make it | :22:15. | :22:18.
feel cooler than these temperatures in the south are suggesting, but | :22:19. | :22:21.
still we are looking at 13 to 15 Celsius. In the early hours of | :22:22. | :22:26.
Sunday morning, the clocks go forward, heralding the arrival of | :22:27. | :22:29.
British summertime and of course Mother's Day. On Sunday itself that | :22:30. | :22:34.
will be a nippy start, Scotland, Northern Ireland, parts of Wales and | :22:35. | :22:37.
the South seeing some sunshine but at times a bit more cloud coming in | :22:38. | :22:42.
from the west. Temperature range about ten to 14 Celsius, high | :22:43. | :22:44.
pressure is firmly in charge of our weather by then and it looks like it | :22:45. | :22:46.
will continue into next week. Carol, thank you very much indeed. | :22:47. | :22:58.
You are joining us with this special programme from the heart of | :22:59. | :23:01.
Westminster this morning as close as we can get to it. We are at the end | :23:02. | :23:06.
of the court, as you can see behind us, the Palace of Westminster is in | :23:07. | :23:09.
the distance and the flag at half-mast this morning. A number of | :23:10. | :23:15.
developments, we have had a press conference from New Scotland Yard, | :23:16. | :23:18.
Frank Gardner is at the studio for us this morning. Just take us | :23:19. | :23:21.
through what we have learned this morning from the various briefings. | :23:22. | :23:28.
Shore. There have been six addresses searched, seven arrests, and those | :23:29. | :23:32.
are in London, Birmingham and elsewhere, according to the Met | :23:33. | :23:38.
police. They don't yet want to talk about the identity of the attacker, | :23:39. | :23:42.
and the police are well aware that we, the media, are trying to | :23:43. | :23:46.
identify this person, that is what the media do, and he is asking the | :23:47. | :23:49.
media to hold off that for the moment while they carry out their | :23:50. | :23:53.
investigations, and these are going to be very compact, they are looking | :23:54. | :23:56.
at where the car came from, who worked was hired from, which | :23:57. | :23:59.
conversations this man had with anybody before he left Birmingham. | :24:00. | :24:05.
The victims are not being identified yet, but we were given their ages, | :24:06. | :24:10.
and a brief description, but other than PC Keith Palmer, who was | :24:11. | :24:15.
stabbed to death, they are not actually naming the victims. Frank, | :24:16. | :24:25.
our location here, just outside the security cordon, but Westminster | :24:26. | :24:31.
Bridge itself and the immediate surroundings to the Commons are | :24:32. | :24:34.
effectively a crime scene, and we know there have been a number of | :24:35. | :24:38.
police raids elsewhere in the country and here in London. Yeah, I | :24:39. | :24:45.
mean, the phrase loan wharf is a bit misleading, because even if it is | :24:46. | :24:49.
just one person carrying out the attack -- the phrase lone wolf. They | :24:50. | :24:56.
would have been radicalised by someone or something, often over the | :24:57. | :24:59.
internets from Syria or from stuff they have read or seen, often from | :25:00. | :25:04.
peer groups, in some cases even having travelled to the Middle East. | :25:05. | :25:10.
So they are working on the basis that this is an Islamic state | :25:11. | :25:14.
inspired attack, they want to know every body this person has spoken | :25:15. | :25:19.
to. I am getting the feeling that he is somebody who was probably on the | :25:20. | :25:24.
radar but not very high up it, and that is the problem. There are over | :25:25. | :25:29.
3000 people that the police and MI5 are aware that this country with | :25:30. | :25:32.
jihadists sympathies, probably a great deal more they don't know | :25:33. | :25:35.
about. They can't watch all of them, all of the time. Frank, for the | :25:36. | :25:41.
moment, thank you. We have been talking to many people who work in | :25:42. | :25:45.
the Palace of Westminster, MPs who work in the House of Commons. Of | :25:46. | :25:48.
course yesterday when this attack took place, the bridge was busy with | :25:49. | :25:56.
people from all over the world, parties of schoolchildren, tourists, | :25:57. | :25:58.
people from all over the world have been hurt in this attack yesterday. | :25:59. | :26:04.
We know in fact there was one school trip, a group of French | :26:05. | :26:06.
schoolchildren caught up in the attack and we can go now to our | :26:07. | :26:11.
correspondence Lucy Williamson who is in Brittany for us. What can you | :26:12. | :26:19.
tell us? This school behind me, the Saint Josephs school, is where the | :26:20. | :26:24.
pupils came from. They were on a language trip to London, about 90 | :26:25. | :26:28.
pupils were there, although not all of them were on the bridge at the | :26:29. | :26:31.
time, and you can see behind me the policeman here this morning at the | :26:32. | :26:35.
gates greeting their colleagues as they turn up to be briefed by the | :26:36. | :26:40.
headteacher, and be offered psychological support. We have been | :26:41. | :26:43.
speaking to a couple of those pupils, who say there was a real | :26:44. | :26:46.
sense of shock last night, people very panicked. This is a small town | :26:47. | :26:51.
in Brittany, and despite what France has been through over the last | :26:52. | :26:54.
couple of years, I think people here really aren't as prepared as those | :26:55. | :26:59.
perhaps in Paris or Nice might be, so there was a real sense of shock, | :27:00. | :27:04.
people trying to contact their friends, trying to absorb what had | :27:05. | :27:10.
happened. For now, thank you very much, Lucy Williamson, live in | :27:11. | :27:13.
Brittany at the school for us. For the moment, that is it from | :27:14. | :27:17.
Westminster. A number of MPs arriving now as they head into the | :27:18. | :27:20.
Commons. Theresa may making the point that the Commons will be | :27:21. | :27:24.
sitting today. We will be speaking to some of those people in just a | :27:25. | :27:26.
few minutes time, but right now, Hello, this is Breakfast | :27:27. | :30:55.
with Charlie Stayt and Sally we are reflecting on the events | :30:56. | :31:13.
after the attack of yesterday, and updating you very much on the | :31:14. | :31:15.
ongoing investigation. There are updates within the last hour or so. | :31:16. | :31:19.
Scotland Yard have confirmed that they have made | :31:20. | :31:21.
seven arrests in connection with yesterday's | :31:22. | :31:23.
They confirmed ball people including the attacker are now known to have | :31:24. | :31:33.
died, and we will hear a bit more of that press conference in a few | :31:34. | :31:36.
minutes. -- four people are known to have | :31:37. | :31:40.
died. We are joined by Michael Fallon MP, your job eventually today | :31:41. | :31:45.
is to turn up and do your job as an MP as you would any other day. Yes, | :31:46. | :31:49.
let me confirm that Parliament will be meeting as normal just like any | :31:50. | :31:55.
other Thursday and we will carry on as business as usual, the Prime | :31:56. | :31:56.
Minister will make a statement later on, but I | :31:57. | :32:18.
should emphasise that London is getting back to work as normal, our | :32:19. | :32:20.
schoolchildren here in Westminster are going to school, school trips | :32:21. | :32:22.
are still going ahead, people are going to their offices and jobs, | :32:23. | :32:25.
London is getting back to normal. They have seen Terrorism Act this | :32:26. | :32:28.
before and will not let it dry up. To get a scale of the security | :32:29. | :32:30.
operation here in Westminster but also hearing about the wider police | :32:31. | :32:32.
investigation, there is a major police investigation and security | :32:33. | :32:34.
operation going on simultaneously. Yes, obviously a major police | :32:35. | :32:36.
investigation to find out who this attacker was, how we got hold of the | :32:37. | :32:39.
vehicle, where the vehicle has been, whether he had associates, whether | :32:40. | :32:43.
anybody else was involved, that operation has been going on since | :32:44. | :32:46.
yesterday afternoon and right through the night, that is a | :32:47. | :32:50.
standard police investigation but obviously a very large operation | :32:51. | :32:59.
with a lot of resources devoted to it. What happens now? I know you | :33:00. | :33:02.
were very much involved in the meetings last night, what happens at | :33:03. | :33:04.
that highest level and how much information are you given by the | :33:05. | :33:08.
police? When an incident like this occurs, the Prime Minister calls a | :33:09. | :33:12.
meeting of the Cobra emergency committee, that took place last | :33:13. | :33:16.
night. We review the intelligence that we have, what is known about | :33:17. | :33:22.
the incident, then the operational details and support that is needed | :33:23. | :33:26.
for the police, further back-up and resources that they need, what the | :33:27. | :33:30.
implications of the attack are and how it should be handled, that | :33:31. | :33:34.
meeting took place last night and obviously that work continues. For | :33:35. | :33:38.
many people, today, their thoughts will be with the police officer, PC | :33:39. | :33:52.
Keith Palmer, who lost his life, and the civilians who lost their lives | :33:53. | :33:55.
yesterday. All our thoughts will be with those, particularly those from | :33:56. | :33:57.
abroad who were badly injured, others who | :33:58. | :33:57.
lost their lives, but we should also pay tribute to PC Keith Palmer, who | :33:58. | :34:01.
lost his life defending democracy. He stopped the attack are getting | :34:02. | :34:06.
into Parliament, getting into MPs who were voting, where the Prime | :34:07. | :34:08.
Minister was present, he stopped that attack are getting through and | :34:09. | :34:12.
very sadly gave his life for the democracy that we cherish. How on | :34:13. | :34:17.
earth do you stop someone, do you prevent attacks like this, an attack | :34:18. | :34:22.
which was essentially a car and a knife? You cannot legislate for | :34:23. | :34:25.
that, can you? No, it is much more difficult, this kind of | :34:26. | :34:49.
terrorism, for the security services. It is worth saying it is | :34:50. | :34:52.
harder in this country to get hold of arms and that is perhaps why the | :34:53. | :34:55.
attacker used a vehicle or a knife, but there have been similar plots | :34:56. | :34:57.
before that our agencies have managed to stall and they are | :34:58. | :35:00.
extremely vigilant, work very hard on our behalf tracking potential | :35:01. | :35:01.
terrorists, people returning from Iraq and Syria, and making sure | :35:02. | :35:04.
that, as far as possible, we can see what is likely to happen and stop | :35:05. | :35:07.
it. As you are talking to us, we can look at the image, the wider shot | :35:08. | :35:10.
from Westminster, and we can see behind us as we look, the flag is | :35:11. | :35:14.
flying at half-mast. Just a thought for us on what the mood will be here | :35:15. | :35:19.
today? The mood in Parliament will be pretty sombre. We have lost one | :35:20. | :35:24.
of our own Parliamentary police officers who we talked to every | :35:25. | :35:27.
morning going in and out of parliament, he gave his life to | :35:28. | :35:31.
protect Parliament, so that will be sombre, but I think you will also | :35:32. | :35:36.
find a determination that this was an attack on parliament for a | :35:37. | :35:41.
reason. We come together at Parliament to debate and discuss | :35:42. | :35:42.
very sharp differences, but we do so respectfully and we do so together, | :35:43. | :35:58.
that is not what terrorists believing, that is not what they | :35:59. | :36:01.
want. It is no accident this was an attack on parliament and I think you | :36:02. | :36:03.
will find a very real determination and solidarity that we reinforce the | :36:04. | :36:06.
values that keep us together. Michael Fallon, thank you very much | :36:07. | :36:08.
for your time, I know you have people waiting for you and other | :36:09. | :36:11.
places to be, thank you for your time on BBC Breakfast, good luck | :36:12. | :36:13.
with your day. Let's bring you up to date with the | :36:14. | :36:16.
development in terms of the police investigation. In the last 40 | :36:17. | :36:21.
minutes or so an update from Mark Rowley, the deputy acting | :36:22. | :36:27.
Commissioner. We know from that the developments are that there have | :36:28. | :36:31.
been a number of arrests and a number of events both here in London | :36:32. | :36:39.
and also in Birmingham, a number of raids on properties, we know that | :36:40. | :36:42.
six properties were raided and it has been confirmed that at least one | :36:43. | :36:47.
of those is in Birmingham. The Met's senior officer Mark rally giving us | :36:48. | :36:55.
those updates. There are no indications at this stage that they | :36:56. | :36:59.
are looking for anybody else in connection with this incident, there | :37:00. | :37:06.
were concerns there might be others as in ongoing incidents but they are | :37:07. | :37:09.
confirming they believe it was a lone attacker, investigation of | :37:10. | :37:11.
course ongoing. We know that the reason for the raid | :37:12. | :37:16.
in Birmingham, police were led to Birmingham because the car -- the | :37:17. | :37:20.
car used in the attack they believe was hired not far from there so that | :37:21. | :37:23.
is one of the reasons are that weight. Other parts of the country | :37:24. | :37:27.
as well but certainly in Birmingham for those seven arrests at six | :37:28. | :37:32.
addresses. We are joined now by our political editor Laura Kunz Burke. | :37:33. | :37:35.
We saw you yesterday reporting as the situation developed from inside | :37:36. | :37:42.
the Houses of Parliament, on your phone, trying to get more | :37:43. | :37:46.
information about what was going on and as events unfolded it seemed to | :37:47. | :37:50.
get worse and worse. In a funny way, when it began, we | :37:51. | :37:55.
heard the commotion, I saw people being bundled into the front of | :37:56. | :37:59.
portcullis house, I saw dozens of members of the public running along | :38:00. | :38:03.
the riverside outside, presumably running away from the Westminster | :38:04. | :38:07.
Bridge attack. In the first ten or 15 minutes MPs were rushing to run | :38:08. | :38:12.
from portcullis house saying they had heard gunshots, and after the | :38:13. | :38:17.
first ten or 15 minutes it felt like a less frightening experience, we | :38:18. | :38:20.
were in safe parts of the building, but we were in for five hours, | :38:21. | :38:27.
trying to get of information. One MP told with this morning what happened | :38:28. | :38:31.
with the Prime Minister herself, she had literally just voted, funnily | :38:32. | :38:35.
enough in the comment it means physically walking through a | :38:36. | :38:38.
corridor to do so, she had just done that when her security detail came | :38:39. | :38:44.
into the very heart of the House of Commons, literally grabbed her and | :38:45. | :38:48.
bundled her off to her convoy which came scream along through the | :38:49. | :38:51.
Westminster backstreets. A well rehearsed move? | :38:52. | :38:57.
Very well rehearsed, it is hard to underestimate how much security is | :38:58. | :39:01.
part of this place, we all walked past dozens of armed police every | :39:02. | :39:05.
day, normally when you are in it feels like a place of complete | :39:06. | :39:08.
safety, that certainly is not what it about right yesterday. | :39:09. | :39:11.
Many people we have spoken to today have made the points of the heroics | :39:12. | :39:15.
of the day, we know of course the identity of the police officer who | :39:16. | :39:19.
died, who will be very well known to people who come and go like you do | :39:20. | :39:23.
everyday. Absolutely, he was a face familiar | :39:24. | :39:26.
to me and many other colleagues, I won't pretend for a second that I | :39:27. | :39:28.
knew him well but he is a familiar face, as all the | :39:29. | :39:45.
police officers are here, and again it is hard, in a funny way this is a | :39:46. | :39:48.
community in itself, people talk about the Westminster village, it is | :39:49. | :39:51.
in the heart of a huge, throbbing city, but there is a community year | :39:52. | :39:54.
and I was talking to some of the opposite as we left late last night | :39:55. | :39:57.
who said, it could have been anyone of us, and that will be felt very | :39:58. | :40:00.
much here. But in another example of that, Tobias Ellwood, an MP, who was | :40:01. | :40:02.
pictured trying to save the police officer, is of course being admired | :40:03. | :40:05.
very widely this morning and I was in touch with him briefly last night | :40:06. | :40:08.
and he said it was a horrible day and Westminster will feel very | :40:09. | :40:12.
different for time. He is on the front page of many | :40:13. | :40:16.
papers this morning, those images really very disturbing. People who | :40:17. | :40:21.
work here saw some very disturbing things yesterday, things that will | :40:22. | :40:24.
stay with them for a long time. I'm sure that is the case, it will | :40:25. | :40:29.
stay with me for a long time. MPs I was in touch with during the events, | :40:30. | :40:33.
one contacted me to say, I can see out of my window, I can see, they | :40:34. | :40:39.
believed it was the military at the moment, they said, I can see what | :40:40. | :40:43.
looks like the military coming in, bodies lying on the ground, this is | :40:44. | :40:49.
an event that will not be forgotten by many. A couple of thousand people | :40:50. | :40:54.
work there and we were all being held inside, there were people who | :40:55. | :40:59.
work in the canteen, who work for MPs, there were senior politicians | :41:00. | :41:02.
held in the chamber, very much a sense that everybody had been | :41:03. | :41:06.
stopped in their tracks by this and MPs I have spoken to say that is | :41:07. | :41:09.
exactly why it is so important that they will all come here today, they | :41:10. | :41:14.
will all take their seats in the House of Commons, members of the | :41:15. | :41:16.
House of Lords will take their seats in the | :41:17. | :41:27.
Piers chamber and yesterday somebody tried to stop them all in their | :41:28. | :41:30.
tracks, today they are determined to come here to show that will not | :41:31. | :41:33.
happen, and the Prime Minister will give a statement at 11:30am, I don't | :41:34. | :41:36.
think we will hear new announcements from the Government but sources have | :41:37. | :41:38.
told me her aim today will be to reassure. | :41:39. | :41:40.
Thank you very much, I know you have a busy day. From our position here, | :41:41. | :41:43.
as Laura was saying, some of the MPs now arriving, making their way | :41:44. | :41:47.
through the security Gordon. Let's bring you up to date with the | :41:48. | :41:51.
developments in terms of the police investigation, we heard a while ago | :41:52. | :41:56.
from the Acting Deputy Commissioner. Let's hear what he had to say. | :41:57. | :42:03.
Sadly seven of those in hospital are still in critical condition. The | :42:04. | :42:06.
death sadly included PC Keith Palmer, protecting Parliament, it | :42:07. | :42:10.
two members of the public, a woman in her 40s and a man in his 50s. The | :42:11. | :42:15.
fourth man of course was the terrorist who was shot dead by armed | :42:16. | :42:20.
police at the scene. Hundreds of detectives have been working through | :42:21. | :42:23.
the night and during that time I confirm that we have searched six | :42:24. | :42:28.
addresses and made seven arrests. The inquiries in Birmingham, London | :42:29. | :42:32.
and other parts of the country are continuing. It is still our belief, | :42:33. | :42:38.
which continues to be borne out by investigation, that this attacker | :42:39. | :42:42.
acted alone and was inspired by international terrorism. To be | :42:43. | :42:45.
explicit, at this stage we have no specific information about further | :42:46. | :42:51.
threats to the public. Clearly the investigation is ongoing, developing | :42:52. | :42:55.
all the time, and we continue to focus on his motivation, his | :42:56. | :42:59.
preparation, and his associates. I do recognise that the media are | :43:00. | :43:04.
making progress on identifying the attacker. I will continue to ask his | :43:05. | :43:08.
name is not published while we're at a sensitive stage in the | :43:09. | :43:11.
investigation, still conducting searches and still conducting. This | :43:12. | :43:16.
large and complicated crime scene remains in place and our work there | :43:17. | :43:20.
continues and I would like to thank everyone for their support and | :43:21. | :43:23.
patience as we finish the work. As people are out and about today | :43:24. | :43:26.
returning to the streets of the capital this morning, they will see | :43:27. | :43:31.
more officers on duty, armed and a nod, and a mix of officers from the | :43:32. | :43:35.
British Transport Police. We have increased duty hours and are working | :43:36. | :43:41.
to reassure the public that London can go about its normal business. We | :43:42. | :43:46.
must not allow terrorists to sow discord and fear in our city. The | :43:47. | :43:51.
police will stand with all communities and later today in | :43:52. | :43:53.
Scotland Yard there will be a meeting of faith leaders coming | :43:54. | :43:58.
together. Whilst our work to investigate and understand what | :43:59. | :44:00.
happened yesterday will continue with bigger, we must also reflect. I | :44:01. | :44:06.
want to thank the public for their support and their good wishes. I | :44:07. | :44:09.
know it is appreciated by all our men and women who are out there | :44:10. | :44:17.
today protecting us. The Metropolitan Police there saying | :44:18. | :44:20.
they believe that the man who killed three people and injured at least 40 | :44:21. | :44:26.
others in London yesterday was inspired by international and | :44:27. | :44:30.
Islamist-related terrorism. We are joined now by Margaret Gilmore, | :44:31. | :44:34.
specialist in intelligence and security with the United services | :44:35. | :44:38.
Institute. No amount of intelligence, surely, could stop | :44:39. | :44:44.
something like yesterday happening. Actually, the intelligence agencies | :44:45. | :44:47.
have stopped very, very similar plots. 13 in the last three years, | :44:48. | :44:52.
many of them this type of fairly crude, unsophisticated involving a | :44:53. | :44:58.
car, and they have stopped them, so actually intelligence agencies are | :44:59. | :45:02.
doing an amazing job. Obviously no consolation for the victims of | :45:03. | :45:05.
yesterday, they have always worn somebody will get through, they | :45:06. | :45:09.
cannot be following and watching and knowing about everybody but we | :45:10. | :45:10.
should be optimistic on that level. As we talk to you we can see a | :45:11. | :45:22.
low-loader bringing in concrete blocks? I remember in the days after | :45:23. | :45:28.
the July 7th attacks 2005, they did exactly this. This is a ring of | :45:29. | :45:32.
steel around the House of Commons. That guy was never going to get into | :45:33. | :45:35.
the House of Commons, but they'll be reviewing security in the light of | :45:36. | :45:41.
this further down the line once the criminal investigation is completed. | :45:42. | :45:45.
There are clearly some weak links, most of the roads around here have | :45:46. | :45:51.
the ballads, pedestrians have kept away from any vehicle. The ballads | :45:52. | :45:57.
look as though they have been there for years, they are made of | :45:58. | :46:01.
state-of-the-art materials, that's all the way up Trafalgar Square, | :46:02. | :46:05.
railway stations up and down the country, and the weak link not on | :46:06. | :46:09.
Westminster bridge. There are security issues. You can see some of | :46:10. | :46:13.
the concrete blocks, as we speak, they'll be put into place today. We | :46:14. | :46:17.
are hearing from the police investigation side of this that a | :46:18. | :46:21.
number of arrests, both in Birmingham and in London, have been | :46:22. | :46:25.
made. The scale of the operation is clearly huge? Yes. They'll have got | :46:26. | :46:31.
an identity very early on from this person. He'll have gone in knowing | :46:32. | :46:36.
that he was a suicide attacker. They'd know who he is and the sooner | :46:37. | :46:40.
they can goat the people he knew toe find out whether there were any | :46:41. | :46:44.
other coconspirators who may be a threat to our security, but also to | :46:45. | :46:49.
talk to the people he was communicating with to see if anybody | :46:50. | :46:52.
else may be on the brink of ragged capisation, that sort of thing, the | :46:53. | :46:58.
better. Before the identity becomes public knowledge, they'll do so so | :46:59. | :47:04.
people don't go to ground. Keeping a lid tonne identity at the moment? | :47:05. | :47:08.
The longer they can do that, the more they have the element of | :47:09. | :47:11.
surprise when following this through and the more they'll put details | :47:12. | :47:14.
about him, not only to people here in this country but they'll be going | :47:15. | :47:20.
to other intelligence agencies and looking into the databases there - | :47:21. | :47:23.
has he been in contact with people abroad, what motivated him, who | :47:24. | :47:30.
inspired him, his methodology! His methodology would suggest a group | :47:31. | :47:33.
like Isis, but everything is open. Thank you very much for joining us | :47:34. | :47:38.
this morning. It has become very busy down here, particularly in the | :47:39. | :47:43.
last hour hour or so. Many MPs and the people that work at Westminster | :47:44. | :47:46.
are arriving here because, in some ways, they are trying to carry on | :47:47. | :47:50.
with business as usual. On that note, we are told there'll be a | :47:51. | :47:55.
minutes' silence at 9.33 this morning. We'll keep you up-to-date | :47:56. | :47:59.
with all the developments here on BBC Breakfast. Let's go to Carol now | :48:00. | :48:03.
for the morning's weather. We have some rain at the moment but | :48:04. | :48:12.
it will increasingly turn patchy and then it will fizzle. For Mark Oaten, | :48:13. | :48:16.
it will brighten and we'll see some sunshine. However, we've got low | :48:17. | :48:21.
pressure Across The Bay ofs by Kay at the moment. As it moves north, it | :48:22. | :48:29.
will introduce some rain across some southern coastal counties of England | :48:30. | :48:33.
later across the day -- Bay of Biscay. The breeze will ease through | :48:34. | :48:38.
the day. The rain will ease. There'll be one or two showers left | :48:39. | :48:43.
here and there, but for most, it will brighten up and we'll see some | :48:44. | :48:47.
sunshine. By mid afternoon, you can see in East Anglia, across to Essex | :48:48. | :48:53.
and Kent some sunshine. As the weather front approaches, it will | :48:54. | :48:55.
produce rain across the Channel Islands and to the west as well, | :48:56. | :49:02.
heading towards Cornwall, Devon, Somerset, Dorset, for example. As we | :49:03. | :49:06.
push into Wales, largely dry with one or two showers. Sunshine coming | :49:07. | :49:14.
through. For Northern Ireland, sunny skies after the rain. Scotland | :49:15. | :49:18.
seeing sunshine, a wee bit more cloud at times across the Highlands | :49:19. | :49:23.
and Grampians but nonetheless it should remain. For the north-east of | :49:24. | :49:28.
England, back into the sunnier skies. Through the eveningsening | :49:29. | :49:32.
we'll have the rain affecting southern and coastal counties at | :49:33. | :49:36.
times. Still windy. North of that, in the north Midlands and Wales, | :49:37. | :49:40.
into northern England, Northern Ireland and Scotland, it will be a | :49:41. | :49:43.
cold night. Temperatures you can see represent what you can expect in | :49:44. | :49:47.
towns and cities. In rural parts of Northern Ireland and also Scotland, | :49:48. | :49:51.
we are looking at lower values of minus six to minus eight. Tomorrow, | :49:52. | :49:55.
we'll have some frost. Equally, we'll have sunshine to start the | :49:56. | :49:59.
day. The remnants of the overnight rain push away. Behind that rain, | :50:00. | :50:03.
there'll be a lot of cloud in the south. Through the day, the cloud | :50:04. | :50:10.
melts away, and in light breezes, temperatures between ten and 13, and | :50:11. | :50:15.
it will feel pleasant. For the weekend, high pressure is | :50:16. | :50:18.
firmly in charge of our weather so we are looking at a lot of dry | :50:19. | :50:22.
weather around. Temperatures 13-15, maybe more than that across Wales | :50:23. | :50:26.
and north-west England. In light breezes, again feeling very pleasant | :50:27. | :50:30.
for the time of year. As we move into the early hours of Sunday, put | :50:31. | :50:35.
your clock forward by an hour because it signals the start of | :50:36. | :50:39.
British Summer Time. The weather not too bad either. | :50:40. | :51:04.
We have spoken to many people here in Westminster. Hundreds of police | :51:05. | :51:11.
have been working through the night on the investigation to work out the | :51:12. | :51:15.
attackers' motivation yesterday. Last night, the Met police said it's | :51:16. | :51:24.
likely to be Islamist related. Joining us now from Glasgow | :51:25. | :51:32.
is Aamer Anwar, a human rights lawyer with a particular interest | :51:33. | :51:35.
in Islamist-related terrorism. Wondering what you make of this? | :51:36. | :51:45.
It's important to remember that as many slept safely in our beds, there | :51:46. | :51:50.
would have been hundreds of police officers across the country acting | :51:51. | :51:53.
on intelligence carrying out raids. When carrying out raids, they'd not | :51:54. | :51:57.
know what faces them on the other side of the doors, of those | :51:58. | :52:01.
properties that they enter. They'll put their lives at risk. As we saw | :52:02. | :52:04.
yesterday, a police officer, PC Palmer, gave his life in the line of | :52:05. | :52:10.
duty protecting others. We are in a difficult situation at the moment | :52:11. | :52:14.
and I think the Deputy Commissioner is correct, the media have a | :52:15. | :52:18.
responsibility to act carefully because they'll be acting on | :52:19. | :52:21.
intelligence and they'll be trying to keep the public safe. | :52:22. | :52:28.
From what the police have said so far, they're saying all the | :52:29. | :52:33.
indicators are that this is an attack linked to Islamic terrorism? | :52:34. | :52:38.
Yes. I mean, it's clearly looking in that direction and what everybody is | :52:39. | :52:42.
saying is, how could this happen. There'll be of course calls for | :52:43. | :52:47.
reviews, however I think what we need to understand is this - that in | :52:48. | :52:52.
this country, we believe in democracy, we live by civilised | :52:53. | :52:56.
values and it's impossible, almost impossible to deter lone wolf | :52:57. | :53:00.
attacks such as this. The best form of resistance and the best form of | :53:01. | :53:04.
attack, if you want to use their words, is to carry on, as will be | :53:05. | :53:09.
happening in London. Ordinary Londoners will two about their | :53:10. | :53:12.
business, Parliament will re-open, people will carry on with their | :53:13. | :53:16.
lives and in the meantime those in the police and if Security Services | :53:17. | :53:20.
will be working day and night to try to deter such attacks. They'll be | :53:21. | :53:23.
acting on intelligence and information to see whether this | :53:24. | :53:26.
individual was connected to others. At any one time, there'll be | :53:27. | :53:30.
hundreds of individuals constantly under surveillance by the Security | :53:31. | :53:32.
Services and the police. However, they have a difficult job to do. | :53:33. | :53:38.
Attached to the individuals who'll be seen as imminent or severe threat | :53:39. | :53:42.
levels will be scores of individuals who may have come into contact with | :53:43. | :53:46.
them in. A society that believes in due process, presumption of | :53:47. | :53:50.
innocence, it's impossible to keep all the people under constant | :53:51. | :53:52.
surveillance because we do not live in a police state. | :53:53. | :53:57.
Aamer, thank you for your time. It's been confirmed that a one | :53:58. | :54:09.
minute' silence will be held at 9.33 am to pay respect to the victims of | :54:10. | :54:13.
the attack. Straight to the Mayor of London Sadiq Khan who is on the | :54:14. | :54:16.
line. Good morning to you. First of all, I would just ask you, what is | :54:17. | :54:20.
your message to Londoners this morning, not just Londoners, the | :54:21. | :54:25.
many people who travel here for holidays, pleasure, who travel here | :54:26. | :54:28.
for business, the many visitors to this City. What is your message to | :54:29. | :54:32.
them? Well, let me begin, as the Mayor of | :54:33. | :54:39.
London and as a Londoner paying tribute to Keith Palmer, a | :54:40. | :54:42.
48-year-old father and husband who was a police officer who was unarmed | :54:43. | :54:49.
doing his job to keep our City, Parliament and Londoners safe and | :54:50. | :54:54.
tragically lost his life yesterday. My thoughts and the thoughts of all | :54:55. | :54:58.
Londoners and others are with his family today. | :54:59. | :55:01.
We should recognise that one of the reasons why London is one of the | :55:02. | :55:04.
safest cities in the world is because of the bravery of officers | :55:05. | :55:09.
like Keith Palmer and thousands of others who, on a daily basis, with | :55:10. | :55:15.
our Security Services and emergency services, work incredibly hard in | :55:16. | :55:17.
exceptionally difficult circumstances to make us one of the | :55:18. | :55:21.
safest cities in the world. The threat level in London and | :55:22. | :55:24.
across the country has been severe now for a number of years. That | :55:25. | :55:30.
means an attack is highly likely. Last year, the Commission of the Met | :55:31. | :55:36.
police, Sir Bernard Hogan-Howe, who has recently retired, he said the | :55:37. | :55:41.
question of an attack happening was when and not if. More than a dozen | :55:42. | :55:48.
attempts made by terrorists to destroy lives, to divide our | :55:49. | :55:53.
communities, we have been successful in thwarting the terrorist attacks. | :55:54. | :55:57.
Unfortunately, one was successful yesterday. Because of the bravery of | :55:58. | :56:01.
our police and emergency services, less lives were lost than otherwise | :56:02. | :56:05.
would have been the case because of the bravery, courage of the Police | :56:06. | :56:09.
Service and the emergency services, far fewer people were injured. | :56:10. | :56:13.
Clearly, my heart goes out to all those who've lost loved ones and all | :56:14. | :56:16.
those who've suffered as a consequence of the attack yesterday. | :56:17. | :56:23.
You say, and we know this already that, many other attacks, around a | :56:24. | :56:26.
does on they are attacks have been prevent sod far. I've heard you say | :56:27. | :56:31.
in the past that actually, at some point, an attack was almost | :56:32. | :56:36.
inevitable, like you just mentioned Bernard Hogan-Howe saying the same | :56:37. | :56:40.
thing. Almost inevitable - how shocked were you as events unfolded | :56:41. | :56:44.
here yesterday? One of the reasons why I say that our police and | :56:45. | :56:47.
Security Services are the best in the world is because they practice | :56:48. | :56:53.
for these sorts of events. We have been evolving and adapting how we | :56:54. | :56:56.
keep our city and country safe, just like the terrorists evolve and adapt | :56:57. | :57:00.
and find new ways to harm and destroy us, to divide our | :57:01. | :57:05.
communities. The bad news is that that practice was used yesterday. | :57:06. | :57:09.
One of the reasons why the police and emergency services were so quick | :57:10. | :57:12.
was because of the practices they've done. Literally two weekends ago | :57:13. | :57:16.
they were practicing on the River Thames for the possibility of an | :57:17. | :57:20.
attack from terrorists using the river. We always learn from | :57:21. | :57:24.
incidents around the world as well. It was our Police Service and | :57:25. | :57:29.
experts who were in Paris and Brussels, Istanbul, to not just | :57:30. | :57:34.
provide expertise to those cities and their experts but also to learn | :57:35. | :57:37.
as well. We have been successful in the past. The experts advised that | :57:38. | :57:44.
an attack was highly likely. The previous commissioner said it was a | :57:45. | :57:47.
question of when not if, but you have got to recognise that the | :57:48. | :57:51.
terrorists want to decity our way of life and harm us. We can ask the | :57:52. | :57:55.
question, why is that. The reason is because they hate the fact that when | :57:56. | :58:00.
you are a Londoner, you can be a Christian, Jew, Muslim Sikh, Hindu, | :58:01. | :58:06.
Buddhist, we don't tolerate each other, we simply respect and work | :58:07. | :58:09.
together, we have a thriving democracy and MPs can be voted in | :58:10. | :58:13.
and out, they hate that. They hate the fact that we have civil | :58:14. | :58:17.
liberties, a free press. We have to recognise that, celebrate that and | :58:18. | :58:20.
recognise, today of all days, when people are returning to work, | :58:21. | :58:24.
whether in Parliament, City Hall or their offices, we are returning to | :58:25. | :58:28.
business as usual. Briefly, if you can, how can you | :58:29. | :58:32.
make Londoners feel safe today? What can you say to them? | :58:33. | :58:38.
Well, Londoners will see and visitors will see additional armed | :58:39. | :58:43.
officers, additional unarmed officers, walking the streets | :58:44. | :58:48.
outside tube stations and underground stations and bus stops, | :58:49. | :58:52.
keeping us safe, providing a visible deterrent to anybody thinking about | :58:53. | :58:56.
another attack, but also to reassure Londoners and visitors as well. | :58:57. | :59:02.
You've heard about the ongoing investigations across the country... | :59:03. | :59:07.
Sadiq Khan, I am sorry to interrupt you there, we are out of time, I'm | :59:08. | :59:11.
afraid. That is the London Mayor, Sadiq Khan. | :59:12. | :59:14.
We'll be back with more reaction to the Westminster | :59:15. | :59:16.
First, let's take a brief look at the headlines | :59:17. | :00:54.
I'll be back at 1.30 with the lunchtime news - | :00:55. | :01:00.
Welcome back to BBC Breakfast, this is a special programme broadcasting | :01:01. | :01:13.
from the heart of Westminster this morning in the aftermath of the | :01:14. | :01:16.
terror attack yesterday. A number of developments this | :01:17. | :01:19.
morning in connection with the police investigation, there have | :01:20. | :01:23.
been seven arrests, six addresses here in London and in Birmingham, | :01:24. | :01:28.
have taken place. But this is a busy place this morning, it is a curious | :01:29. | :01:31.
atmosphere, there are a lot of people where we are, immediately in | :01:32. | :01:35.
front of the first security Gordon, this is as close as we can get, but | :01:36. | :01:39.
within the security code and it is very quiet and the Liberal Democrat | :01:40. | :01:42.
leader Tim Farron is with us. Many MPs like yourself just arriving | :01:43. | :01:52.
now for what will be a very extraordinary day in the Commons. | :01:53. | :01:57.
Yes, I got into the House of Commons nearly an hour or so ago and you are | :01:58. | :02:03.
struck immediately, I like to think I say hello and acknowledge and | :02:04. | :02:08.
thank the doorkeepers and police officers around Westminster normally | :02:09. | :02:11.
but you particularly feel how important that is, we are immensely | :02:12. | :02:19.
well protected here and I think the fact that the attack yesterday was a | :02:20. | :02:24.
single individual in the way that it was is a reminder that we are | :02:25. | :02:30.
immensely well protected, but what yesterday was was a challenge to | :02:31. | :02:35.
every single one of us, people talk about a threat to democracy and | :02:36. | :02:39.
parliament and the rest of it but it is a threat to every single human | :02:40. | :02:47.
being, innocent people died yesterday, 40 people injured, three | :02:48. | :02:51.
people on the bridge going about their business, PC Keith Palmer, it | :02:52. | :02:55.
was attack on everyone of us, and our response as a national community | :02:56. | :02:59.
and an international community is very, very important, and I think to | :03:00. | :03:05.
just get on with it is an important part of that response. As soon as I | :03:06. | :03:08.
can get away today I will go up north, I will fight a marketplace | :03:09. | :03:12.
and stand on it with my A board because we will not have these | :03:13. | :03:16.
people making us afraid. One of the thing that struck me yesterday is | :03:17. | :03:20.
Parliament is not just full of MPs, there are lots of other people who | :03:21. | :03:24.
work there, various school groups were inside their yesterday and | :03:25. | :03:28.
today the same thing will happen, Parliament is open to visitors, | :03:29. | :03:31.
tourists, anybody who wants to go in and watch the statements being made. | :03:32. | :03:36.
And that is right as well, yesterday the bell went for the division, we | :03:37. | :03:39.
all went to vote and the incident happened in the midst of that, I was | :03:40. | :03:48.
in the room next door to my office with some other MPs and guests as | :03:49. | :03:52.
well, this place is buzzing with lots of people, my staff for example | :03:53. | :03:56.
were on lockdown in the building until 7:30pm, 8pm last night, so we | :03:57. | :04:01.
think of all the people who work in the restaurants, cafes, the | :04:02. | :04:05.
maintenance staff, it is a huge, huge place with lots and lots of | :04:06. | :04:10.
people in it, and there was a great feeling of confusion, panic, fear | :04:11. | :04:14.
yesterday and I cannot say enough, it might sound cliche now, how much | :04:15. | :04:23.
we have to thank the police for. Obviously Keith Palmer, for whose | :04:24. | :04:27.
family I am beyond heartbroken, and all the other colleagues who are | :04:28. | :04:30.
here again today and many were overnight who are keeping us more | :04:31. | :04:34.
safe than we realised. Looking at the images we can see here, this is | :04:35. | :04:38.
Westminster Bridge itself, very quiet today of course. We can see | :04:39. | :04:43.
behind us the flags flying at half-mast. The atmosphere will be | :04:44. | :04:48.
very different from normal, Theresa May will be addressing the Commons. | :04:49. | :04:53.
Yes, she will, and I thought her words last night from 10 Downing | :04:54. | :04:57.
Street were both unifying and defiant and I expect something | :04:58. | :05:05.
similar today, so it is right that we pay tribute to Keith Palmer and | :05:06. | :05:08.
the others who lost their lives and to all those others affected by | :05:09. | :05:10.
yesterday's outrage, but it is also important that we get on with it and | :05:11. | :05:15.
do what we said we would do today in any event. I think the atmosphere | :05:16. | :05:19.
around here is very interesting, I was saying to you earlier on, I | :05:20. | :05:24.
don't mean to be flippant, but as a northern IHAT a habit of saying | :05:25. | :05:26.
hello to everybody in London and they often look startled. But this | :05:27. | :05:32.
morning they said hello back, it is a time for remembering the good in | :05:33. | :05:35.
one another and that is something we should cling to. Tim Farron, thank | :05:36. | :05:39.
you very much for those comments, interesting that this morning people | :05:40. | :05:43.
are starting to say hello back, something to hold onto, I think. | :05:44. | :05:47.
To give you a sense of what is happening here, we are getting a | :05:48. | :05:52.
number of MPs, Tim Farron there, arriving for work, also very busy, | :05:53. | :05:57.
we have seen a number of trucks arriving with more concrete | :05:58. | :06:01.
reinforcements, security blocks. You will | :06:02. | :06:12.
have seen them in other parts of the country, particularly in London, but | :06:13. | :06:16.
it is clear that a security operation is being picked up and I | :06:17. | :06:18.
think we can show you some images from around Westminster itself, very | :06:19. | :06:21.
quiet within the security Gordon, and of course large part of that | :06:22. | :06:23.
area are still a crime scene, very much active police investigation, | :06:24. | :06:28.
and we have had a number of updates from services in connection with | :06:29. | :06:31.
that, we know that have been arrests made both here in London and in | :06:32. | :06:35.
Birmingham. One of the things that many of you | :06:36. | :06:39.
will have seen at home, images from yesterday, CCTV images of that | :06:40. | :06:44.
bridge and what happened on that bridge, which was incredibly | :06:45. | :06:48.
distressing. You might know that we have been very careful on this | :06:49. | :06:51.
programme this morning, we are very aware of who is watching at home, | :06:52. | :06:55.
you may have children getting ready for school, we have been very | :06:56. | :06:59.
careful simply not to show you some of the images because they are too | :07:00. | :07:03.
distressing, such was the shocking nature of the events that unfolded | :07:04. | :07:07.
on the bridge yesterday. Yes, we have a number of guests | :07:08. | :07:14.
passing through, with us now is David Biddy Jetty, a former Met | :07:15. | :07:17.
detective and counterterrorism policing expert, and also at Saima | :07:18. | :07:24.
Shahid, a security and terrorism analyst. | :07:25. | :07:32.
It is an interesting situation, to say the least. There is a security | :07:33. | :07:37.
Gordon, Commons will be sitting, but there is a major police | :07:38. | :07:39.
investigation. Unusual for the police to deal with, | :07:40. | :07:43.
people coming in and out of a crime scene, lots of them, just starting | :07:44. | :07:47.
to rain here as well which makes it much more difficult for the police | :07:48. | :07:51.
to deal with, covering up things on the floor, so a difficult situation | :07:52. | :07:54.
to deal with. We saw concrete blocks coming in a moment ago, I would | :07:55. | :08:01.
imagine they will be on the bridge, perhaps the bridge will reopen later | :08:02. | :08:07.
on today. You worked in the aftermath of the 7/7 bombings, what | :08:08. | :08:12.
did you learn from that that could be in the amended here this morning? | :08:13. | :08:15.
The security service just opposite is here, one of the things during | :08:16. | :08:21.
the 7/7 investigation was the intelligence held by other agencies | :08:22. | :08:25.
is very useful to a police investigation, the joining up of the | :08:26. | :08:28.
two agencies is what we worked hard at in the aftermath of 2005, so a | :08:29. | :08:33.
lot of the information going on in here in that building there will | :08:34. | :08:37.
have relevance to the police investigation. There were a lot of | :08:38. | :08:41.
arrests this morning, they will be trying to find out what the | :08:42. | :08:44.
communication was between this person and anybody else that make or | :08:45. | :08:47.
may not have been involved, all of those things that we tried hard to | :08:48. | :09:02.
get right in 2005. Afshin, we heard about the arrests in London and | :09:03. | :09:05.
Birmingham, this is the scale of this coming clear. We know that | :09:06. | :09:09.
hundreds of officers have been active all night last night, and, as | :09:10. | :09:13.
you know, six or seven arrests have been made over the last 24 hours, | :09:14. | :09:18.
but so far we don't have any clear indication about the links between | :09:19. | :09:25.
some of the transnational jihadi networks that we have been talking | :09:26. | :09:31.
about, and actually what happened yesterday in London. But probably | :09:32. | :09:36.
within the next 24 hours things will be more clear, I understand why the | :09:37. | :09:41.
security establishment is reluctant to provide more information at this | :09:42. | :09:46.
stage. This is very, very critical stage and obviously it too early to | :09:47. | :09:52.
speculate. The security service will be working very hard with the | :09:53. | :09:57.
police, any intelligence, names, telephone numbers, e-mail addresses, | :09:58. | :10:01.
that sort of thing, the information flow between the two agencies. Thank | :10:02. | :10:05.
you both very much for your time this morning. | :10:06. | :10:08.
We have been trying to give you a sense of the atmosphere here this | :10:09. | :10:11.
morning at Westminster, clearly a very important day, we have heard | :10:12. | :10:15.
more about the police investigation, the various updates, and we know | :10:16. | :10:19.
that MPs, members of staff, people who work in the Commons, making | :10:20. | :10:23.
their way through the cord on here, we also know that at 9:33am there | :10:24. | :10:32.
will be a minute's silence held for those you love lost their lives and | :10:33. | :10:35.
of course in tribute to those injured. | :10:36. | :10:36.

investigation very much active and police are urging anyone with any | :10:40. | :10:43.
information on the events here in Westminster to get in touch. | :10:44. | :10:46.
Members of the public are asked to call the anti-terrorist | :10:47. | :10:49.
That is the same number if people want to report anything else | :10:50. | :10:54.
You can probably hear lots of police activity constantly going on all | :10:55. | :11:04.
around us this morning. Before we go, let's bring you up | :11:05. | :11:05.
to date with the latest Scotland Yard have confirmed | :11:06. | :11:08.
that they have made seven arrests in connection with yesterday's | :11:09. | :11:13.
attack in Westminster. Six properties were raided - | :11:14. | :11:17.
it's been confirmed that at least Late last night it was confirmed | :11:18. | :11:20.
the police officer killed in yesterday's terror attack | :11:21. | :11:29.
was Keith Palmer, a 48-year-old husband and father who had | :11:30. | :11:32.
served in the force for 15 Police now say four people have | :11:33. | :11:35.
died, including the attacker, and at least 40 others | :11:36. | :11:43.
have been injured. Later today Theresa May will lead | :11:44. | :11:50.
a symbolic show of defiance as MPs and peers return to work | :11:51. | :11:55.
at the Houses of Parliament. A minute's silence will also | :11:56. | :11:58.
be held at 9.33am. There'll be continuing | :11:59. | :12:03.
coverage through the day We will include on BBC One | :12:04. | :12:21.
three-minute silence that will be taking place in Westminster very | :12:22. | :12:22.
shortly. But here on BBC One, | :12:23. | :12:24.
we leave you with some of the images and sounds of the day Westminster | :12:25. | :12:27.
came under attack. Since 2:40pm this afternoon we have | :12:28. | :12:41.
responded to an incident in Parliament Square and the senior | :12:42. | :12:44.
national coordinator has declared it a terrorist incident. | :12:45. | :12:48.
Go, move yourself, go! We know there are a number of | :12:49. | :12:52.
casualties, including police officers, but at this stage we | :12:53. | :12:55.
cannot confirm numbers or the nature of the injuries. | :12:56. | :13:07.
The Government's top priority is the security of its people. And I urge | :13:08. | :13:16.
everyone to remain calm, but to be vigilant, and if they see anything | :13:17. | :13:18.
they are concerned about, they should report it to the police. | :13:19. | :13:31.
One of those who died today was a police officer, PC Keith Palmer, a | :13:32. | :13:35.
member of our Parliamentary and diplomatic protection command. Keith | :13:36. | :13:39.
was 48, had 15 years service, and was a husband and father. He was | :13:40. | :13:44.
someone who left for work today expecting to return home at the end | :13:45. | :13:47.
of his shift, and he had every right to expect that would happen. | :13:48. | :13:56.
We will all move forward together. Never giving in to terror. And never | :13:57. | :14:03.
allowing the voices of hate and evil to drive us apart. | :14:04. | :14:10.
