public. It is terrible. People have died, it is horrific. I have lived

in London for six years and you don't really think about it. You

sort of become, you expect it on a daily basis so it is never really at

the forefront of your mind but it's terrible. It's shocking but always

in our minds that this could happen and it's happened across Europe and

here it is happening in London outside Parliament. One man, a car

and a knife, and astonishingly unsophisticated attack on the

public, the police and the centre of power. Caught up in the aftermath,

tourists on the London Eye. We met Adrienne, who was waiting for her

:24:30.:24:32.

family. I am waiting for them, they are stuck up there, way up the top,

:24:33.:24:37.

still waiting to come down. After being kept on the Eye for three

:24:38.:24:43.

hours, Adrienne's family were allowed to leave. Give me a hug. I

:24:44.:24:47.

saw stretchers and stuff on the ground. I was thinking it was kind

:24:48.:24:54.

of scary because I never see something like that before. Many

:24:55.:25:02.

were being met were on holiday. Places where these kinds of horrors

:25:03.:25:07.

happen all too frequently. We are from Israel and we are pretty

:25:08.:25:13.

regular, or used to terror attacks, so it's sad but we live it every

:25:14.:25:21.

day. Yesterday's attack was shocking in part because it is still so rare

:25:22.:25:26.

here but with the shock, a real sense of defiance in the capital. I

:25:27.:25:32.

think Londoners feel very calm. My grandparents remember the war and

:25:33.:25:39.

there was a kind of stoicism. It may be sad that we almost expect this to

:25:40.:25:43.

happen. You can't do anything about it, you've just got to go out and

:25:44.:25:48.

get on. You've got to carry on. You can't never beat us. We are old

:25:49.:25:53.

enough to remember. We were in the war, after all, nearly. London has

:25:54.:25:59.

seen attacks before and will no doubt see them again. The aim this

:26:00.:26:05.

time, as every time, to create fear. If what we found is right, terrible

as this attack was, it is singularly failed.

security officers very well. Yes and you see them with members of the

public. They are very much the frontline, the overlooking face of

Parliament and it is just incredible. We owed them so much

:44:25.:44:31.

because they keep us safe. One of the things that has struck me, we

:44:32.:44:36.

read a lot that Parliament security was a breech but in fact it was not

:44:37.:44:41.

because the man was stopped and he will stopped by PC Keith Palmer.

That's right. It was an extraordinary leap quick and fast

response. Armed police arriving in droves with guns, machine-guns, very

quickly after the incident. Shocking though the incident is, we should

draw comfort from the fact that we are kept safe by the security forces

very glad I did not but I have an office overlooking the area where

the attacker came into the Parliamentary precinct. I heard the

car hitting the railings and I saw members of the public fleeing in

:10:25.:10:28.

terror, looking over their shoulders, running towards

:10:29.:10:32.

Westminster Abbey. There was this lone figure running in through the

:10:33.:10:38.

gates and set about a policeman who had fallen over on the ground. And

:10:39.:10:54.

unarmed Bobby. I saw the attacker slowly running, towards Parliament,

:10:55.:10:57.

and this was happening quickly, about ten seconds and two nonuniform

:10:58.:11:06.

people came out and challenged the attacker and he ignored their

:11:07.:11:11.

challenge and they shot him. It is shocking to hear you talk about it.

:11:12.:11:17.

It must've been terrifying to watch. It was not terrifying to watch, it

:11:18.:11:23.

was peculiar to watch, it seemed to have a clockwork, mechanical quality

:11:24.:11:27.

and although the story today is about this disgraceful attack and

:11:28.:11:32.

terrible injuries and the of innocent people, it is worth bearing

:11:33.:11:37.

in mind, the defences of Parliament and our institution have worked to a

:11:38.:11:42.

large extent and within ten seconds of this man getting into the

:11:43.:11:46.

Parliamentary precinct, he was looking down the sharp end of a gun.

:11:47.:11:52.

PC Keith Palmer was the police officer who died. Many people paying

:11:53.:11:58.

tribute. You come in and out of this building all the time. There is

:11:59.:12:03.

always the dilemma between the level of security and access the public

:12:04.:12:09.

will have. Our political commentators said today the public

will once again he allowed into the gallery as a matter of principle. It

is terribly important. I watched this as someone who need not worry

One of the reasons that people do these things is to gain notoriety,

they want to make a name for themselves, and I think that one of

the things we should do is to make sure we keep the emphasis not on

:15:50.:15:54.

them, I did care what the name was the person that killed Jo or the's

:15:55.:15:58.

did this, I want to remember the person that I loved, and just

:15:59.:16:01.

remembering this first and foremost as this impact on individual

:16:02.:16:05.

people's lives should be at the front of our minds today. When Jo

was murdered, there was a tremendous sense throughout Westminster and the

:16:13.:16:14.

whole of the Parliamentary Bilic here, a sense of shock and

disbelief, but I don't think -- the Parliamentary village. I don't think

people thought that MPs were more under threat than usual. Does

:16:25.:16:28.

yesterday make our MPs feel less safe? I'm sure some MPs feel less

:16:29.:16:35.

safe as a result of yesterday but I also know that they will be resolute

:16:36.:16:40.

that it doesn't change who we are or how our country operates. We know we

:16:41.:16:45.

can't stop people with a car attacking pedestrians, no way we can

:16:46.:16:48.

prevent that. On a security response, we have to take on the

:16:49.:16:51.

people that did this but the way that we do it is partly by security,

:16:52.:16:56.

but it is also by bringing our communities together. In the

:16:57.:17:00.

aftermath of something like this, we have to remember that the person

:17:01.:17:03.

that did this, if they were motivated by extremist Islamist, as

:17:04.:17:13.

with the spec, it is no way more rep -- representative of British Muslim

:17:14.:17:22.

Awards than the person -- British Islam than the person who murdered

:17:23.:17:25.

my wife was representative of Yorkshire. It is extremism. We have

:17:26.:17:31.

spoken to the eyewitnesses yesterday who particularly on the bridge said

:17:32.:17:34.

the first reaction of people was to go to the assistance of those many

:17:35.:17:39.

people who at that point were in a desperate situation. And that is

:17:40.:17:43.

something that many people will hold dear. Yes, and it is something we

:17:44.:17:48.

should remember at a moment like this, that that act of evil

:17:49.:17:52.

yesterday doesn't characterise what our country is. Those thousands of

:17:53.:18:00.

people helping, who are now praying for, thinking of the families, that

:18:01.:18:04.

is what our country is, and at a moments like this, I think it is a

:18:05.:18:07.

portal we come together to remember who we are, that we don't -- it is

:18:08.:18:13.

important we come together, we will keep them and we have to do that

:18:14.:18:17.

together. I am interested to know what you think, there are probably

people watching us at home, getting their kids ready for school, having

watched all of this on the news this morning. You have had to tell your

families when bad things like this happen? What do we say to them? I

think it is important to be open with them when you can because they

will hear about these things. They hear about it at school. I was

talking to my son about what happened yesterday and for him, it

has even more residents and is more disturbing. But I think that sense

of saying that these people are extremists and do not represent who

we are, that they are safe and they are secure, and that those actions

:19:04.:19:07.

of a tiny minority are seen as a tiny minority. What we don't want to

:19:08.:19:17.

do is to allow our kids to feel unsafe or insecure, to suggest that

:19:18.:19:20.

they are in some way threatened, but to say this is a tiny minority of

:19:21.:19:24.

people and we can and will the feet them and we will do that together.

are in London, Birmingham and elsewhere, according to the Met

police. They don't yet want to talk about the identity of the attacker,

and the police are well aware that we, the media, are trying to

:23:43.:23:46.

identify this person, that is what the media do, and he is asking the

:23:47.:23:49.

media to hold off that for the moment while they carry out their

:23:50.:23:53.

investigations, and these are going to be very compact, they are looking

:23:54.:23:56.

at where the car came from, who worked was hired from, which

:23:57.:23:59.

conversations this man had with anybody before he left Birmingham.

The victims are not being identified yet, but we were given their ages,

and a brief description, but other than PC Keith Palmer, who was

:24:11.:24:15.

stabbed to death, they are not actually naming the victims. Frank,

Bridge itself and the immediate surroundings to the Commons are

effectively a crime scene, and we know there have been a number of

mean, the phrase loan wharf is a bit misleading, because even if it is

just one person carrying out the attack -- the phrase lone wolf. They

would have been radicalised by someone or something, often over the

:24:57.:24:59.

internets from Syria or from stuff they have read or seen, often from

:25:00.:25:04.

peer groups, in some cases even having travelled to the Middle East.

So they are working on the basis that this is an Islamic state

:25:11.:25:14.

inspired attack, they want to know every body this person has spoken

:25:15.:25:19.

to. I am getting the feeling that he is somebody who was probably on the

:25:20.:25:24.

radar but not very high up it, and that is the problem. There are over

:25:25.:25:29.

3000 people that the police and MI5 are aware that this country with

:25:30.:25:32.

jihadists sympathies, probably a great deal more they don't know

:25:33.:25:35.

about. They can't watch all of them, all of the time. Frank, for the

people from all over the world have been hurt in this attack yesterday.

We know in fact there was one school trip, a group of French

schoolchildren caught up in the attack and we can go now to our

pupils came from. They were on a language trip to London, about 90

gates greeting their colleagues as they turn up to be briefed by the

speaking to a couple of those pupils, who say there was a real

sense of shock last night, people very panicked. This is a small town

in Brittany, and despite what France has been through over the last

couple of years, I think people here really aren't as prepared as those

:26:55.:26:59.

perhaps in Paris or Nice might be, so there was a real sense of shock,

people trying to contact their friends, trying to absorb what had

:27:05.:27:10.

investigation to find out who this attacker was, how we got hold of the

vehicle, where the vehicle has been, whether he had associates, whether

anybody else was involved, that operation has been going on since

yesterday afternoon and right through the night, that is a

:32:47.:32:50.

standard police investigation but obviously a very large operation

:32:51.:32:59.

with a lot of resources devoted to it. What happens now? I know you

were very much involved in the meetings last night, what happens at

that highest level and how much information are you given by the

police? When an incident like this occurs, the Prime Minister calls a

night. We review the intelligence that we have, what is known about

the incident, then the operational details and support that is needed

for the police, further back-up and resources that they need, what the

implications of the attack are and how it should be handled, that

meeting took place last night and obviously that work continues. For

many people, today, their thoughts will be with the police officer, PC

Keith Palmer, who lost his life, and the civilians who lost their lives

yesterday. All our thoughts will be with those, particularly those from

abroad who were badly injured, others who

:33:58.:33:57.

lost their lives, but we should also pay tribute to PC Keith Palmer, who

:33:58.:34:01.

lost his life defending democracy. He stopped the attack are getting

:34:02.:34:06.

into Parliament, getting into MPs who were voting, where the Prime

:34:07.:34:08.

Minister was present, he stopped that attack are getting through and

:34:09.:34:12.

very sadly gave his life for the democracy that we cherish. How on

:34:13.:34:17.

earth do you stop someone, do you prevent attacks like this, an attack

:34:18.:34:22.

which was essentially a car and a knife? You cannot legislate for

:34:23.:34:25.

that, can you? No, it is much more difficult, this kind of

:34:26.:34:49.

terrorism, for the security services. It is worth saying it is

:34:50.:34:52.

harder in this country to get hold of arms and that is perhaps why the

:34:53.:34:55.

attacker used a vehicle or a knife, but there have been similar plots

:34:56.:34:57.

before that our agencies have managed to stall and they are

:34:58.:35:00.

extremely vigilant, work very hard on our behalf tracking potential

:35:01.:35:01.

terrorists, people returning from Iraq and Syria, and making sure

:35:02.:35:04.

that, as far as possible, we can see what is likely to happen and stop

:35:05.:35:07.

it. As you are talking to us, we can look at the image, the wider shot

:35:08.:35:10.

from Westminster, and we can see behind us as we look, the flag is

:35:11.:35:14.

flying at half-mast. Just a thought for us on what the mood will be here

today? The mood in Parliament will be pretty sombre. We have lost one

find a determination that this was an attack on parliament for a

reason. We come together at Parliament to debate and discuss

very sharp differences, but we do so respectfully and we do so together,

:35:43.:35:58.

that is not what terrorists believing, that is not what they

:35:59.:36:01.

want. It is no accident this was an attack on parliament and I think you

:36:02.:36:03.

will find a very real determination and solidarity that we reinforce the

:36:04.:36:06.

heard the commotion, I saw people being bundled into the front of

:37:56.:37:59.

portcullis house, I saw dozens of members of the public running along

:38:00.:38:03.

the riverside outside, presumably running away from the Westminster

:38:04.:38:07.

Bridge attack. In the first ten or 15 minutes MPs were rushing to run

:38:08.:38:12.

from portcullis house saying they had heard gunshots, and after the

:38:13.:38:17.

first ten or 15 minutes it felt like a less frightening experience, we

:38:18.:38:20.

were in safe parts of the building, but we were in for five hours,

:38:21.:38:27.

trying to get of information. One MP told with this morning what happened

:38:28.:38:31.

with the Prime Minister herself, she had literally just voted, funnily

:38:32.:38:35.

enough in the comment it means physically walking through a

:38:36.:38:38.

corridor to do so, she had just done that when her security detail came

:38:39.:38:44.

into the very heart of the House of Commons, literally grabbed her and

:38:45.:38:48.

bundled her off to her convoy which came scream along through the

:38:49.:38:51.

Westminster backstreets. A well rehearsed move?

:38:52.:38:57.

Very well rehearsed, it is hard to underestimate how much security is

:38:58.:39:01.

part of this place, we all walked past dozens of armed police every

:39:02.:39:05.

day, normally when you are in it feels like a place of complete

:39:06.:39:08.

safety, that certainly is not what it about right yesterday.

:39:09.:39:11.

Many people we have spoken to today have made the points of the heroics

:39:12.:39:15.

of the day, we know of course the identity of the police officer who

:39:16.:39:19.

died, who will be very well known to people who come and go like you do

:39:20.:39:23.

everyday. Absolutely, he was a face familiar

:39:24.:39:26.

to me and many other colleagues, I won't pretend for a second that I

:39:27.:39:28.

knew him well but he is a familiar face, as all the

:39:29.:39:45.

police officers are here, and again it is hard, in a funny way this is a

:39:46.:39:48.

community in itself, people talk about the Westminster village, it is

:39:49.:39:51.

in the heart of a huge, throbbing city, but there is a community year

:39:52.:39:54.

and I was talking to some of the opposite as we left late last night

:39:55.:39:57.

who said, it could have been anyone of us, and that will be felt very

:39:58.:40:00.

much here. But in another example of that, Tobias Ellwood, an MP, who was

:40:01.:40:02.

pictured trying to save the police officer, is of course being admired

:40:03.:40:05.

very widely this morning and I was in touch with him briefly last night

:40:06.:40:08.

and he said it was a horrible day and Westminster will feel very

:40:09.:40:12.

different for time. He is on the front page of many

:40:13.:40:16.

papers this morning, those images really very disturbing. People who

:40:17.:40:21.

work here saw some very disturbing things yesterday, things that will

:40:22.:40:24.

stay with them for a long time. I'm sure that is the case, it will

:40:25.:40:29.

stay with me for a long time. MPs I was in touch with during the events,

:40:30.:40:33.

one contacted me to say, I can see out of my window, I can see, they

:40:34.:40:39.

believed it was the military at the moment, they said, I can see what

:40:40.:40:43.

looks like the military coming in, bodies lying on the ground, this is

:40:44.:40:49.

an event that will not be forgotten by many. A couple of thousand people

:40:50.:40:54.

work there and we were all being held inside, there were people who

:40:55.:40:59.

work in the canteen, who work for MPs, there were senior politicians

:41:00.:41:02.

held in the chamber, very much a sense that everybody had been

:41:03.:41:06.

stopped in their tracks by this and MPs I have spoken to say that is

:41:07.:41:09.

exactly why it is so important that they will all come here today, they

:41:10.:41:14.

will all take their seats in the House of Commons, members of the

:41:15.:41:16.

House of Lords will take their seats in the

:41:17.:41:27.

Piers chamber and yesterday somebody tried to stop them all in their

:41:28.:41:30.

tracks, today they are determined to come here to show that will not

:41:31.:41:33.

happen, and the Prime Minister will give a statement at 11:30am, I don't

:41:34.:41:36.

think we will hear new announcements from the Government but sources have

:41:37.:41:38.

told me her aim today will be to reassure.

the night and during that time I confirm that we have searched six

addresses and made seven arrests. The inquiries in Birmingham, London

:42:29.:42:32.

and other parts of the country are continuing. It is still our belief,

:42:33.:42:38.

which continues to be borne out by investigation, that this attacker

:42:39.:42:42.

acted alone and was inspired by international terrorism. To be

:42:43.:42:45.

explicit, at this stage we have no specific information about further

:42:46.:42:51.

threats to the public. Clearly the investigation is ongoing, developing

:42:52.:42:55.

all the time, and we continue to focus on his motivation, his

:42:56.:42:59.

preparation, and his associates. I do recognise that the media are

:43:00.:43:04.

making progress on identifying the attacker. I will continue to ask his

:43:05.:43:08.

name is not published while we're at a sensitive stage in the

:43:09.:43:11.

investigation, still conducting searches and still conducting. This

:43:12.:43:16.

large and complicated crime scene remains in place and our work there

:43:17.:43:20.

continues and I would like to thank everyone for their support and

patience as we finish the work. As people are out and about today

returning to the streets of the capital this morning, they will see

Institute. No amount of intelligence, surely, could stop

something like yesterday happening. Actually, the intelligence agencies

have stopped very, very similar plots. 13 in the last three years,

many of them this type of fairly crude, unsophisticated involving a

car, and they have stopped them, so actually intelligence agencies are

:44:59.:45:02.

doing an amazing job. Obviously no consolation for the victims of

:45:03.:45:05.

yesterday, they have always worn somebody will get through, they

:45:06.:45:09.

cannot be following and watching and knowing about everybody but we

:45:10.:45:10.

should be optimistic on that level. As we talk to you we can see a

:45:11.:45:22.

low-loader bringing in concrete blocks? I remember in the days after

:45:23.:45:28.

the July 7th attacks 2005, they did exactly this. This is a ring of

:45:29.:45:32.

steel around the House of Commons. That guy was never going to get into

:45:33.:45:35.

the House of Commons, but they'll be reviewing security in the light of

:45:36.:45:41.

this further down the line once the criminal investigation is completed.

that he was a suicide attacker. They'd know who he is and the sooner

they can goat the people he knew toe find out whether there were any

other coconspirators who may be a threat to our security, but also to

talk to the people he was communicating with to see if anybody

else may be on the brink of ragged capisation, that sort of thing, the

better. Before the identity becomes public knowledge, they'll do so so

have been working through the night on the investigation to work out the

attackers' motivation yesterday. Last night, the Met police said it's

likely to be Islamist related. Joining us now from Glasgow

is Aamer Anwar, a human rights lawyer with a particular interest

in Islamist-related terrorism. Wondering what you make of this?

It's important to remember that as many slept safely in our beds, there

indicators are that this is an attack linked to Islamic terrorism?

Yes. I mean, it's clearly looking in that direction and what everybody is

saying is, how could this happen. There'll be of course calls for

:52:43.:52:47.

reviews, however I think what we need to understand is this - that in

:52:48.:52:52.

this country, we believe in democracy, we live by civilised

:52:53.:52:56.

values and it's impossible, almost impossible to deter lone wolf

:52:57.:53:00.

attacks such as this. The best form of resistance and the best form of

:53:01.:53:04.

attack, if you want to use their words, is to carry on, as will be

:53:05.:53:09.

happening in London. Ordinary Londoners will two about their

business, Parliament will re-open, people will carry on with their

:53:13.:53:16.

lives and in the meantime those in the police and if Security Services

will be working day and night to try to deter such attacks. They'll be

individual was connected to others. At any one time, there'll be

hundreds of individuals constantly under surveillance by the Security

Services and the police. However, they have a difficult job to do.

Attached to the individuals who'll be seen as imminent or severe threat

levels will be scores of individuals who may have come into contact with

London and as a Londoner paying tribute to Keith Palmer, a

48-year-old father and husband who was a police officer who was unarmed

doing his job to keep our City, Parliament and Londoners safe and

tragically lost his life yesterday. My thoughts and the thoughts of all

:54:55.:54:58.

Londoners and others are with his family today.

:54:59.:55:01.

We should recognise that one of the reasons why London is one of the

:55:02.:55:04.

safest cities in the world is because of the bravery of officers

:55:05.:55:09.

like Keith Palmer and thousands of others who, on a daily basis, with

:55:10.:55:15.

our Security Services and emergency services, work incredibly hard in

:55:16.:55:17.

exceptionally difficult circumstances to make us one of the

:55:18.:55:21.

safest cities in the world. The threat level in London and

:55:22.:55:24.

across the country has been severe now for a number of years. That

:55:25.:55:30.

means an attack is highly likely. Last year, the Commission of the Met

:55:31.:55:36.

police, Sir Bernard Hogan-Howe, who has recently retired, he said the

:55:37.:55:41.

question of an attack happening was when and not if. More than a dozen

:55:42.:55:48.

attempts made by terrorists to destroy lives, to divide our

:55:49.:55:53.

communities, we have been successful in thwarting the terrorist attacks.

:55:54.:55:57.

Unfortunately, one was successful yesterday. Because of the bravery of

:55:58.:56:01.

our police and emergency services, less lives were lost than otherwise

:56:02.:56:05.

would have been the case because of the bravery, courage of the Police

:56:06.:56:09.

Service and the emergency services, far fewer people were injured.

Clearly, my heart goes out to all those who've lost loved ones and all

You say, and we know this already that, many other attacks, around a

keep our city and country safe, just like the terrorists evolve and adapt

:56:57.:57:00.

and find new ways to harm and destroy us, to divide our

:57:01.:57:05.

communities. The bad news is that that practice was used yesterday.

:57:06.:57:09.

One of the reasons why the police and emergency services were so quick

:57:10.:57:12.

was because of the practices they've done. Literally two weekends ago

:57:13.:57:16.

they were practicing on the River Thames for the possibility of an

:57:17.:57:20.

attack from terrorists using the river. We always learn from

:57:21.:57:24.

incidents around the world as well. It was our Police Service and

:57:25.:57:29.

experts who were in Paris and Brussels, Istanbul, to not just

:57:30.:57:34.

provide expertise to those cities and their experts but also to learn

:57:35.:57:37.

as well. We have been successful in the past. The experts advised that

:57:38.:57:44.

an attack was highly likely. The previous commissioner said it was a

:57:45.:57:47.

question of when not if, but you have got to recognise that the

:57:48.:57:51.

terrorists want to decity our way of life and harm us. We can ask the

:57:52.:57:55.

question, why is that. The reason is because they hate the fact that when

:57:56.:58:00.

you are a Londoner, you can be a Christian, Jew, Muslim Sikh, Hindu,

:58:01.:58:06.

Buddhist, we don't tolerate each other, we simply respect and work

:58:07.:58:09.

together, we have a thriving democracy and MPs can be voted in

:58:10.:58:13.

and out, they hate that. They hate the fact that we have civil

:58:14.:58:17.

liberties, a free press. We have to recognise that, celebrate that and

:58:18.:58:20.

recognise, today of all days, when people are returning to work,

:58:21.:58:24.

whether in Parliament, City Hall or their offices, we are returning to

:58:25.:58:28.

business as usual. Briefly, if you can, how can you

:58:29.:58:32.

make Londoners feel safe today? What can you say to them?

:58:33.:58:38.

Well, Londoners will see and visitors will see additional armed

:58:39.:58:43.

officers, additional unarmed officers, walking the streets

:58:44.:58:48.

outside tube stations and underground stations and bus stops,

:58:49.:58:52.

keeping us safe, providing a visible deterrent to anybody thinking about

:58:53.:58:56.

another attack, but also to reassure Londoners and visitors as well.

been seven arrests, six addresses here in London and in Birmingham,

:01:24.:01:28.

have taken place. But this is a busy place this morning, it is a curious

:01:29.:01:31.

atmosphere, there are a lot of people where we are, immediately in

:01:32.:01:35.

front of the first security Gordon, this is as close as we can get, but

:01:36.:01:39.

within the security code and it is very quiet and the Liberal Democrat

:01:40.:01:42.

leader Tim Farron is with us. Many MPs like yourself just arriving

:01:43.:01:52.

now for what will be a very extraordinary day in the Commons.

:01:53.:01:57.

Yes, I got into the House of Commons nearly an hour or so ago and you are

:01:58.:02:03.

struck immediately, I like to think I say hello and acknowledge and

:02:04.:02:08.

thank the doorkeepers and police officers around Westminster normally

:02:09.:02:11.

but you particularly feel how important that is, we are immensely

:02:12.:02:19.

well protected here and I think the fact that the attack yesterday was a

:02:20.:02:24.

single individual in the way that it was is a reminder that we are

:02:25.:02:30.

immensely well protected, but what yesterday was was a challenge to

:02:31.:02:35.

every single one of us, people talk about a threat to democracy and

:02:36.:02:39.

parliament and the rest of it but it is a threat to every single human

:02:40.:02:47.

being, innocent people died yesterday, 40 people injured, three

:02:48.:02:51.

people on the bridge going about their business, PC Keith Palmer, it

:02:52.:02:55.

was attack on everyone of us, and our response as a national community

:02:56.:02:59.

and an international community is very, very important, and I think to

:03:00.:03:05.

just get on with it is an important part of that response. As soon as I

:03:06.:03:08.

can get away today I will go up north, I will fight a marketplace

:03:09.:03:12.

and stand on it with my A board because we will not have these

:03:13.:03:16.

people making us afraid. One of the thing that struck me yesterday is

:03:17.:03:20.

Parliament is not just full of MPs, there are lots of other people who

:03:21.:03:24.

work there, various school groups were inside their yesterday and

:03:25.:03:28.

today the same thing will happen, Parliament is open to visitors,

:03:29.:03:31.

tourists, anybody who wants to go in and watch the statements being made.

:03:32.:03:36.

And that is right as well, yesterday the bell went for the division, we

:03:37.:03:39.

all went to vote and the incident happened in the midst of that, I was

:03:40.:03:48.

in the room next door to my office with some other MPs and guests as

:03:49.:03:52.

well, this place is buzzing with lots of people, my staff for example

:03:53.:03:56.

were on lockdown in the building until 7:30pm, 8pm last night, so we

:03:57.:04:01.

think of all the people who work in the restaurants, cafes, the

:04:02.:04:05.

maintenance staff, it is a huge, huge place with lots and lots of

:04:06.:04:10.

people in it, and there was a great feeling of confusion, panic, fear

:04:11.:04:14.

yesterday and I cannot say enough, it might sound cliche now, how much

:04:15.:04:23.

we have to thank the police for. Obviously Keith Palmer, for whose

:04:24.:04:27.

family I am beyond heartbroken, and all the other colleagues who are

:04:28.:04:30.

here again today and many were overnight who are keeping us more

:04:31.:04:34.

safe than we realised. Looking at the images we can see here, this is

:04:35.:04:38.

Westminster Bridge itself, very quiet today of course. We can see

:04:39.:04:43.

behind us the flags flying at half-mast. The atmosphere will be

:04:44.:04:48.

very different from normal, Theresa May will be addressing the Commons.

:04:49.:04:53.

Yes, she will, and I thought her words last night from 10 Downing

:04:54.:04:57.

Street were both unifying and defiant and I expect something

:04:58.:05:05.

similar today, so it is right that we pay tribute to Keith Palmer and

:05:06.:05:08.

the others who lost their lives and to all those others affected by

:05:09.:05:10.

yesterday's outrage, but it is also important that we get on with it and

:05:11.:05:15.

do what we said we would do today in any event. I think the atmosphere

:05:16.:05:19.

around here is very interesting, I was saying to you earlier on, I

:05:20.:05:24.

don't mean to be flippant, but as a northern IHAT a habit of saying

:05:25.:05:26.

hello to everybody in London and they often look startled. But this

:05:27.:05:32.

morning they said hello back, it is a time for remembering the good in

:05:33.:05:35.

one another and that is something we should cling to. Tim Farron, thank

To give you a sense of what is happening here, we are getting a

have seen them in other parts of the country, particularly in London, but

it is clear that a security operation is being picked up and I

think we can show you some images from around Westminster itself, very

quiet within the security Gordon, and of course large part of that

area are still a crime scene, very much active police investigation,

:06:24.:06:28.

and we have had a number of updates from services in connection with

that, we know that have been arrests made both here in London and in

:06:32.:06:35.

Birmingham. One of the things that many of you

:06:36.:06:39.

will have seen at home, images from yesterday, CCTV images of that

:06:40.:06:44.

bridge and what happened on that bridge, which was incredibly

:06:45.:06:48.

distressing. You might know that we have been very careful on this

:06:49.:06:51.

programme this morning, we are very aware of who is watching at home,

:06:52.:06:55.

you may have children getting ready for school, we have been very

:06:56.:06:59.

careful simply not to show you some of the images because they are too

distressing, such was the shocking nature of the events that unfolded

on the bridge yesterday. Yes, we have a number of guests

passing through, with us now is David Biddy Jetty, a former Met

detective and counterterrorism policing expert, and also at Saima

It is an interesting situation, to say the least. There is a security

Gordon, Commons will be sitting, but there is a major police

investigation. Unusual for the police to deal with,

people coming in and out of a crime scene, lots of them, just starting

:07:44.:07:47.

to rain here as well which makes it much more difficult for the police

:07:48.:07:51.

to deal with, covering up things on the floor, so a difficult situation

:07:52.:07:54.

to deal with. We saw concrete blocks coming in a moment ago, I would

:07:55.:08:01.

imagine they will be on the bridge, perhaps the bridge will reopen later

on today. You worked in the aftermath of the 7/7 bombings, what

:08:08.:08:12.

did you learn from that that could be in the amended here this morning?

The security service just opposite is here, one of the things during

:08:16.:08:21.

the 7/7 investigation was the intelligence held by other agencies

:08:22.:08:25.

is very useful to a police investigation, the joining up of the

:08:26.:08:28.

two agencies is what we worked hard at in the aftermath of 2005, so a

:08:29.:08:33.

lot of the information going on in here in that building there will

:08:34.:08:37.

have relevance to the police investigation. There were a lot of

:08:38.:08:41.

arrests this morning, they will be trying to find out what the

:08:42.:08:44.

communication was between this person and anybody else that make or

:08:45.:08:47.

may not have been involved, all of those things that we tried hard to

:08:48.:09:02.

get right in 2005. Afshin, we heard about the arrests in London and

:09:03.:09:05.

Birmingham, this is the scale of this coming clear. We know that

:09:06.:09:09.

hundreds of officers have been active all night last night, and, as

:09:10.:09:13.

you know, six or seven arrests have been made over the last 24 hours,

:09:14.:09:18.

but so far we don't have any clear indication about the links between

:09:19.:09:25.

some of the transnational jihadi networks that we have been talking

:09:26.:09:31.

about, and actually what happened yesterday in London. But probably

:09:32.:09:36.

within the next 24 hours things will be more clear, I understand why the

:09:37.:09:41.

security establishment is reluctant to provide more information at this

:09:42.:09:46.

stage. This is very, very critical stage and obviously it too early to

:09:47.:09:52.

speculate. The security service will be working very hard with the

:09:53.:09:57.

police, any intelligence, names, telephone numbers, e-mail addresses,

:09:58.:10:01.

that sort of thing, the information flow between the two agencies. Thank
