Farmers in Jersey will no longer get government money based

on the size of their farm, but instead will have

:00:54.:00:55.

to prove they're meeting sustainable farming standards.

The new plan will change the way the industry's supported.

:00:58.:00:59.

Some say it will bring more help for businesses

:01:00.:01:01.

but others believe it's too little, too late.

:01:02.:01:03.

It's no longer Jersey's most important industry.

:01:04.:01:09.

But farming is an inescapable part of the island's identity.

:01:10.:01:12.

And it's that impact on our landscape the government

:01:13.:01:14.

In this plan, now we're expecting farmers -

:01:15.:01:17.

in return for public tax payers' money that they'll receive -

:01:18.:01:22.

to give back to the community some environmental gain.

:01:23.:01:26.

To show that they're looking after the countryside,

:01:27.:01:30.

that they're thinking about energy, water pollution and a whole

:01:31.:01:33.

And in exchange for receiving public money, farmers

:01:34.:01:36.

are going to demonstrate that they're looking

:01:37.:01:38.

And that's the big change in this big plan.

:01:39.:01:41.

Farmers will need to reach certain standards to get grants.

:01:42.:01:44.

The higher the standard, the bigger the grant and it's

:01:45.:01:47.

hoped in ten years' time, all Jersey farms will have met

:01:48.:01:50.

what's called the Leaf standard - which would be a world first.

:01:51.:01:56.

If everyone steps up to the challenge and gets

:01:57.:01:59.

accreditation for their farm - whether it's cattle,

:02:00.:02:00.

whether it's sheep or chickens or just the growing side -

:02:01.:02:06.

if everyone steps up to the Leaf mark challenge,

:02:07.:02:10.

Jersey's in a great place to market itself as an island

:02:11.:02:15.

that is producing sustainable food, and that's going to be

:02:16.:02:17.

Although Peter admits the plan isn't perfect.

:02:18.:02:20.

He's worried there isn't more to help young farmers

:02:21.:02:22.

Something dairy farmer Darren knows very well.

:02:23.:02:26.

He gave up his organic status three years ago

:02:27.:02:29.

Now he thinks the strategy is too little, too late.

:02:30.:02:35.

Organic farming was obviously the benchmark of all sustainable

:02:36.:02:39.

We, as an organic association on the island, asked government over

:02:40.:02:50.

three years ago to fund it, otherwise it was in serious decline.

:02:51.:02:55.

They didn't do it, it has had serious decline,

:02:56.:02:58.

and now they're out there championing the fact that

:02:59.:03:00.

they're going to look after the environment...

:03:01.:03:02.

It seems a little bit too late in my book.

And with the financial pot not getting any bigger for farmers,

:03:08.:03:09.

the government hopes the subsidies will be a big enough

:03:10.:03:12.

But Darren says while the States is making the right noises,

Jersey's Education Minister has survived a motion of censure over

The motion was called for by a politician who claims

the minister used misleading information when he presented

to the States his plans for reducing new teachers' salaries.

Like many other departments, Education is having to make savings,

:04:29.:04:34.

whether through means-testing free nursery places or reducing grants

:04:35.:04:38.

But plans to cut the pay of newly recruited teachers got

:04:39.:04:45.

the Education Minister into hot water.

:04:46.:04:50.

Backbencher Deputy Geoff Southern called for a motion of censure

:04:51.:04:52.

against the minister - that's a reprimand by the States -

:04:53.:04:55.

accusing him of using misleading figures.

:04:56.:04:57.

Teachers in Jersey currently start out on ?38,000 a year.

:04:58.:05:02.

The pay cut would bring that down to ?34,000,

:05:03.:05:05.

which the minister says is still more than in the UK.

:05:06.:05:08.

He compared the pay of level one teachers in the UK -

:05:09.:05:11.

the least experienced and qualified - with level three teachers

:05:12.:05:13.

in Jersey, who have to be post-graduates in education

:05:14.:05:17.

The island doesn't recruit below a level three.

:05:18.:05:23.

But Deputy Southern thinks that's comparing apples and oranges.

:05:24.:05:26.

The minister, however, says it still adds up.

:05:27.:05:29.

Even with the pay cut, level three teachers in Jersey get

:05:30.:05:32.

more than level three teachers in the UK, including

:05:33.:05:35.

those in the higher paid, inner London schools.

:05:36.:05:38.

But the Deputy's motion of censure was overwhelmingly defeated.

:05:39.:05:42.

So was it all just a waste of States' time?

:05:43.:05:45.

Well, you can argue that, but I believe that ministers

:05:46.:05:48.

in particular, and their assistants, should listen carefully

:05:49.:05:52.

to the will of the States that we're given open,

:05:53.:05:57.

straightforward and honest answers and information.

:05:58.:06:01.

And though the minister survived the motion,

:06:02.:06:05.

does the whole debacle throw doubt over his plans to cut pay?

Not at all, it's one of those things where you have to make very

:06:09.:06:12.

We have to make budget requirements, we have to make sure we are fully

:06:13.:06:16.

So we protected our front-line services and are still on track,

:06:17.:06:20.

along with the council and ministers, to making

:06:21.:06:22.

The question now is what impact any pay cut would have on teacher

:06:23.:06:29.

If you are going to be paid more, you should be held to account

by the public more, so I would be completely opposed to any pay rise

Guernsey's biggest horse race could be cancelled this year.

The tourist trade on the islands is going down fast. People cannot get
