to be some follow-through. So what comes next? Join me on BBC | :00:00. | :00:14.
Students from low-income families are half as likely | :00:15. | :00:16.
to achieve top grades, but could cash close the gap? | :00:17. | :00:23.
If you spend the premium widely you could make a real big difference for | :00:24. | :00:34.
disadvantaged families and who aren't getting the deal that they | :00:35. | :00:35.
need out of education. Good evening and welcome to the late | :00:36. | :00:36.
news from BBC Channel Islands, Also tonight: The future of eduction | :00:37. | :00:39.
in Guernsey could cost ?138 million. New figures show students | :00:40. | :00:51.
from low-income families in Jersey are half as likely as their peers | :00:52. | :00:53.
to achieve top grades at GCSE. It's the first time this data has | :00:54. | :01:00.
been recorded in the island. The Education Department says | :01:01. | :01:03.
the problem will be tackled by a new funding scheme that | :01:04. | :01:05.
allocates extra money to schools for each | :01:06. | :01:08.
disadvantaged pupil they have. A new breakdown of figures shows | :01:09. | :01:14.
the last academic year was another But also highlights a big gap | :01:15. | :01:21.
between children from different A key measure in education results | :01:22. | :01:27.
is the number of GCSE students getting 5 A* to C grades | :01:28. | :01:32.
including in maths and English. For the first time, Jersey broke | :01:33. | :01:35.
this down further to show under a third of students classed | :01:36. | :01:38.
as being from low-income families While two-thirds of their peers | :01:39. | :01:41.
achieved the same. Now, a new scheme | :01:42. | :01:49.
aims to reduce this gap. The Pupil Premium scheme, | :01:50. | :01:52.
which already exists in England, is being rolled out across schools | :01:53. | :01:54.
in Jersey after a successful It allocates extra funding | :01:55. | :01:57.
for schools based on the number of children they have whose families | :01:58. | :02:00.
are on income support The amount of money hasn't | :02:01. | :02:02.
been made public yet, but in England it's about ?900 extra | :02:03. | :02:06.
a year per eligible The Education Minister says 2,500 | :02:07. | :02:09.
students in Jersey will be eligible, and in a push to give | :02:10. | :02:14.
schools more autonomy, Part of that autonomy is to make | :02:15. | :02:17.
sure that heads and teachers have the ability to look at how that | :02:18. | :02:22.
money is spent and where it would So in terms of school | :02:23. | :02:26.
at the opportunity to decide where it is best placed, | :02:27. | :02:31.
to do with literacy and teachers have the ability | :02:32. | :02:49.
to look at where the money is spent, And whether it's been money | :02:50. | :02:57.
well-spent won't be evident until the next set of GCSE | :02:58. | :02:59.
results, in the summer. As you heard there in Luxmy's report | :03:00. | :03:02.
The Pupil Premium scheme which is being rolled out in Jersey | :03:03. | :03:04.
already exists in England. Earlier I spoke to Sir Kevan Collins | :03:05. | :03:07.
of the Education Endowment Foundation and asked him how | :03:08. | :03:10.
successful it had been.. The scheme has been running since | :03:11. | :03:14.
2011 and is making some real progress in the gaps are closing at | :03:15. | :03:18.
primary. We are seeing a shunt in the secondary results that well. It | :03:19. | :03:21.
is not an overwhelming success, but we are beginning to see the signs | :03:22. | :03:26.
tide and to make a difference in tide and to make a difference in | :03:27. | :03:29.
that the duration. How does the scheme ensure that the money goes | :03:30. | :03:34.
where it should not just used in the budgets of the school? The first | :03:35. | :03:36.
thing that is good about the allocation of the money is that it | :03:37. | :03:42.
is handed straight to the people who makes the decision. The big | :03:43. | :03:47.
decisions are the ones of the teachers making the classroom. It is | :03:48. | :03:50.
not used in the bureaucracy somewhere. Your question is the key | :03:51. | :03:54.
one. Had we make sure it is not lost on the general school budget? The | :03:55. | :03:57.
key thing there is to have accountability and to make sure that | :03:58. | :04:00.
the schools are held accountable for how they spend the money and for the | :04:01. | :04:05.
progress made for these children and the performance tables have to make | :04:06. | :04:08.
that very clear and explicit. What do you think Jersey can learn from | :04:09. | :04:12.
the scheme that is currently running in the UK? I think Jersey can learn | :04:13. | :04:16.
and certainly will be learning from Jersey. The key thing that Jersey | :04:17. | :04:20.
can learn is that it is very important to take notice of the | :04:21. | :04:24.
evidence. Not work on hunch or fad or fashion, but follow the hard | :04:25. | :04:28.
evidence of what works for this children. What we know works is | :04:29. | :04:35.
investing wisely in teachers and their performance, in parents and | :04:36. | :04:39.
their engagement, and making sure that the products and programmes | :04:40. | :04:42.
that people will sell you are well informed and proven. There is lots | :04:43. | :04:45.
of snake oil and people trying to get used to that -- their hands on | :04:46. | :04:51.
that money. You got to use it wisely. | :04:52. | :04:53.
Guernsey's Education Committee has announced it's applying | :04:54. | :04:55.
for ?138 million to rebuild La Mare De Carteret Schools | :04:56. | :04:58.
and the College of Further Education. | :04:59. | :05:01.
They plan to press ahead with a three-school model. | :05:02. | :05:03.
It follows a series of workshops last month asking deputies | :05:04. | :05:05.
what direction they wanted the future of education to take. | :05:06. | :05:08.
Looking over plans that could transform one | :05:09. | :05:13.
La Mare De Carteret is no longer considered fit for purpose and this | :05:14. | :05:20.
man is leading the charge to get it rebuilt. | :05:21. | :05:23.
I believe that we had the workshop and that 25th of January, when | :05:24. | :05:26.
nearly 25% of the deputies turned up. | :05:27. | :05:33.
And these were the two options they preferred. | :05:34. | :05:37.
And actually, when you factor in the cost of further | :05:38. | :05:39.
education, which is part of the number you mention, you can actually | :05:40. | :05:42.
At the end, I am hoping that the rebuild of La | :05:43. | :05:52.
Deputy Meerveld wouldn't reveal which other site will close | :05:53. | :05:55.
under a three-school plan currently under development. | :05:56. | :06:03.
But if La Mare is to go ahead then the Education Committee | :06:04. | :06:06.
to rebuild it and to consolidate the College of Further Education | :06:07. | :06:10.
It's unclear if Guernsey's Policy and Resources Committee is in favour | :06:11. | :06:13.
as no one was available for interview today. | :06:14. | :06:15.
But prior to the election the Treasury Minister criticised | :06:16. | :06:17.
Education's proposals to re-develop the site. | :06:18. | :06:19.
But as we've seen from the selection debate, some deputies | :06:20. | :06:21.
In Jersey there are calls for a second public | :06:22. | :06:31.
referendum on changes to the island's electoral system. | :06:32. | :06:34.
It follows the States approval for a major reform of elections | :06:35. | :06:37.
in the island to move towards six super constituencies with different | :06:38. | :06:40.
The Economic Development Minister Senator Lyndon Farnham has lodged | :06:41. | :06:46.
a proposition for the change to be put to a public ballot, which will | :06:47. | :06:50.
changes can be made 12 months ahead of the next election. | :06:51. | :07:22.
People in Guernsey have gathered to make their concerns | :07:23. | :07:24.
Islanders gathered to demonstrate their support | :07:25. | :07:27.
for immigration, the LGBTQ community and climate change tonight | :07:28. | :07:29.
Those behind the protest say they need to speak out on the impact | :07:30. | :07:33.
Donald Trump's policies will have on human rights... | :07:34. | :07:35.
It is something that a lot of people feel needs to be said at a stage | :07:36. | :07:39.
where, throughout the world, there are and there is a reaction to his | :07:40. | :07:42.
rhetoric, to the executive orders they is introducing, that could have | :07:43. | :07:45.
an impact on the world, and that worries us. | :07:46. | :07:47.
Jersey's Fire Service is warning drivers not to restrict access | :07:48. | :07:49.
for emergency vehicles when parking their cars. | :07:50. | :07:51.
It comes after fire engines were delayed in reaching this car | :07:52. | :07:53.
fire in St Lawrence yesterday because the road was | :07:54. | :07:56.
They say had it been a more critical emergency, | :07:57. | :08:00.
the delay may have had serious consequences. | :08:01. | :08:05.
A Service of Thanksgiving and valediction was held | :08:06. | :08:07.
at Jersey's Town Church yesterday in honour | :08:08. | :08:12.
of the Dean The Very Reverend Bob Key. | :08:13. | :08:14.
He'll be leaving his post to work with the Archbishops' | :08:15. | :08:17.
Before he left our faith reporter Cathy Le Feuvre asked him | :08:18. | :08:23.
what enjoyed the most during his 11 years in Jersey. | :08:24. | :08:27.
I've really enjoyed leading the island on it's great occasions. | :08:28. | :08:37.
To a particular thrill and something I've tried to work hard at. | :08:38. | :08:40.
Another highlight is to see the churches grow. | :08:41. | :08:42.
There are more churches growing in Jersey than there | :08:43. | :08:44.
We've increased the number of Anglician clergy. | :08:45. | :08:51.
And I'm leaving a full-time minister at the town church | :08:52. | :08:55.
so that my successor will truly be free to be Dean of the island. | :08:56. | :08:59.
After a days and delays because of fog lets | :09:00. | :09:02.
Hello. We have got some changes in terms of temperatures and | :09:03. | :09:15.
weathertight towards the end of the week ahead. For the next couple of | :09:16. | :09:21.
days, mist and fog, drizzle at times and staying relatively mild. The big | :09:22. | :09:24.
change comes on Thursday. The weather fronts comes through. Ridge | :09:25. | :09:30.
of high pressure close Brian that is not quite close enough to us. These | :09:31. | :09:36.
weather fronts will wriggle around eventually getting closer. A new | :09:37. | :09:42.
area of low pressure develops quite rapidly as we move into Thursday. | :09:43. | :09:47.
Once that moves through, that is when we introduced colder air with | :09:48. | :09:50.
the wind is coming in from the north-west. A drop in temperatures. | :09:51. | :09:54.
Not much in the way of frost, that certainly daytime temperatures back | :09:55. | :09:58.
down into single figures. Overnight tonight, it will be a misty night. A | :09:59. | :10:08.
few foggy patches. Mainly hill fog. No higher than 9 degrees, | :10:09. | :10:11.
temperatures. Tomorrow a cloudy, grey day. A spot of drizzle in the | :10:12. | :10:17.
wind every now and again. Misty at times, too. 11 or 12 degrees. The | :10:18. | :10:22.
forecast into Europe is similar. Northern Spain and parts of | :10:23. | :10:27.
Portugal, the large parts of France is the same weather set up with a | :10:28. | :10:31.
lot of clouds and spots of drizzle here and there. Slightly cooler as | :10:32. | :10:36.
you move into the more northern parts of the Europe. Minus one minus | :10:37. | :10:41.
two. The forecast for this week will be the same sort of weather type on | :10:42. | :10:44.
Wednesday for its. On Thursday, we have quite a blustery day. Strong | :10:45. | :10:49.
winds, rain in the morning, brighter in the afternoon. That introduces | :10:50. | :10:53.
cold air, so lower temperatures by the weekend. Have a good evening. | :10:54. | :10:55.
That's your news this Monday evening, BBC Radio Guernsey | :10:56. | :10:59.
and Jersey will have bulletins from six tomorrow morning and I'll | :11:00. | :11:02.
be back at 6:30 tomorrow night, until then have a good evening. | :11:03. | :11:02.
As you have just seen, after a day in which some of you have been | :11:03. | :11:14.
shedding the layers, you will be putting them back on for the rest of | :11:15. | :11:17.
this week. Big changes ahead, all down to where the air has been | :11:18. | :11:20.
coming from. Today, it originated in the Caribbean, hence the name | :11:21. | :11:26.
tropical maritime air. Temperatures peaked at 18 | :11:27. | :11:27. |
