Under pressure and sometimes are unanswered. Emergency calls to | :00:20. | :00:23.
Jersey's Ambulance Service are up by 40%. If they stay on the line, the | :00:24. | :00:28.
call will always be picked up, we never not answer a call. | :00:29. | :00:32.
Good evening and welcome to the late news | :00:33. | :00:34.
from BBC Channel Islands, I'm Charlie McArdle. | :00:35. | :00:36.
Support and guidance to encourage Guernsey businesses | :00:37. | :00:38.
The man in charge of Jersey's ambulance service has told the BBC | :00:39. | :00:49.
he's concerned they're now receiving so many emergency calls it's taking | :00:50. | :00:53.
There's been a 40% increase in the number of calls the service | :00:54. | :00:59.
has attended in the past six years, and they admit there are times | :01:00. | :01:02.
Ambulance service, what's the address of your emergency? | :01:03. | :01:13.
Dial 999, and we all expect there to be someone | :01:14. | :01:16.
But in Jersey, there's been a steady increase in the number of calls | :01:17. | :01:23.
to the ambulance service, and at times, when there's several | :01:24. | :01:26.
calls at once, they can't all be answered immediately. | :01:27. | :01:29.
Staff say they are under pressure but are still offering | :01:30. | :01:33.
If they stay on the line, the call will be answered. | :01:34. | :01:39.
It will always be picked up later on. | :01:40. | :01:42.
We will always have the number and we'll pick it up as soon as we can. | :01:43. | :01:46.
What we do have is an urgent disconnect, so we know that | :01:47. | :01:49.
if there's another call waiting, that's a priority, we can urgently | :01:50. | :01:52.
disconnect from the first call, providing we have sufficient details | :01:53. | :01:54.
Back in 2010, the ambulance service attended around 6,300 calls. | :01:55. | :01:58.
By last year, that figure had risen to more than 8,700 | :01:59. | :02:00.
And the service admit the high volume of calls is having an impact | :02:01. | :02:09.
Generally they manage to attend about two-thirds of all critical | :02:10. | :02:15.
calls within eight minutes, but in the past year that figure has | :02:16. | :02:18.
The Health Department believes part of the problem is people | :02:19. | :02:24.
calling for an ambulance when they don't need too. | :02:25. | :02:28.
The minor ones that could make their own way, | :02:29. | :02:30.
It is like people going to hospital instead of their GP | :02:31. | :02:36.
Actually, you could help someone else who is in dire need | :02:37. | :02:41.
An additional call dispatcher has also been recruited, | :02:42. | :02:46.
and if the increase in the number of calls continues, the service say | :02:47. | :02:49.
they are willing to hire more staff to meet demand. | :02:50. | :02:52.
Jessica Banham, BBC Channel Islands News, Jersey. | :02:53. | :02:57.
Businesses in Guernsey are to be given more support to encourage them | :02:58. | :03:00.
GET, the Guernsey Employment Trust, is just finalising a new charter | :03:01. | :03:06.
and good practice guide it'll be asking companies to sign | :03:07. | :03:09.
up to later this year, as well as offering training. | :03:10. | :03:12.
Penny Elderfield got an insight into what they do. | :03:13. | :03:20.
He's pretty new to this job, but already making | :03:21. | :03:24.
Happy to be here, and happy to have been given a chance to work. | :03:25. | :03:31.
About ten years ago I got a pain in my leg, I went to the doctor, | :03:32. | :03:35.
and within a few years they found out it's to do with | :03:36. | :03:38.
Most employers don't want to touch you when they hear | :03:39. | :03:41.
there is something wrong with your back. | :03:42. | :03:43.
It is almost like they look at you when you have said that | :03:44. | :03:46.
as if you're going to be a compensation claim. | :03:47. | :03:50.
Ben's back problems don't stop him working. | :03:51. | :03:53.
He just can't be on his feet for more than a few hours. | :03:54. | :03:57.
Luckily his boss, Andy, was able to work with him | :03:58. | :04:00.
and the Guernsey Employment Trust to find a way to make it work. | :04:01. | :04:05.
It is probably natural to feel apprehensive and not be | :04:06. | :04:08.
sure how it will work, but just to meet the person, | :04:09. | :04:11.
get chatting to them, advise of any issues that might be | :04:12. | :04:15.
more tricky for the individual, or areas that they might excel in. | :04:16. | :04:20.
And GET wants to encourage more businesses to be open | :04:21. | :04:22.
to the idea of taking on staff with a disability, | :04:23. | :04:25.
with a new charter, good practice guide and training. | :04:26. | :04:30.
Once we have given them the right direction and a bit | :04:31. | :04:33.
of training and help, they can see that they are in a good | :04:34. | :04:36.
position with good management skills, helping people | :04:37. | :04:39.
Over the past year, the charity has helped around 70 people | :04:40. | :04:44.
And, luckily for Ben, this is one that's just his cup of tea, | :04:45. | :04:49.
People living in St Helier in Jersey could foot a new bill for waste | :04:50. | :04:59.
disposal after the parish constable lost his appeal | :05:00. | :05:01.
An old agreement that the parish didn't pay for waste became void | :05:02. | :05:06.
when the disposal operation moved from Bellozanne to La Collette. | :05:07. | :05:09.
The constable argued the agreement was for all time, | :05:10. | :05:13.
but the Infrastructure department claimed it could be ended | :05:14. | :05:16.
Judges agreed and dismissed the constable's appeal. | :05:17. | :05:26.
Meanwhile, Jersey's treasury minister has been urged to get | :05:27. | :05:28.
on with finding a way for Jersey's government to pay rates | :05:29. | :05:31.
The States have agreed in principle that rates should be paid - | :05:32. | :05:39.
now the parish constable wants the States to tell the minister | :05:40. | :05:41.
to bring plans forward so payments can start next year. | :05:42. | :05:48.
It's claimed Alderney Renewable Energy still hasn't paid hundreds | :05:49. | :05:50.
of thousands of pounds it owes the island. | :05:51. | :05:52.
The Chairman of the States Policy and Finance Committee, James Dent, | :05:53. | :05:55.
says ARE still owes ?350,000 towards the running of the island's | :05:56. | :05:58.
renewable energy commission and another ?200,000 subsidy | :05:59. | :06:02.
Alderney Renewable Energy say it's written to Policy and Finance | :06:03. | :06:13.
with what it calls a "very reasonable proposal" and is waiting | :06:14. | :06:20.
We want to know the real reasons why they have not paid, and we want to | :06:21. | :06:28.
know why they are withholding the money from Alderney electricity. | :06:29. | :06:33.
This money is outstanding, and we would like it paid. | :06:34. | :06:35.
written to Policy and Finance with what it calls a "very | :06:36. | :06:40.
reasonable proposal" and is waiting for the committee's response. | :06:41. | :06:42.
Football clubs in Jersey could be hundreds of thousands of pounds | :06:43. | :06:45.
better off if the island manages to join European | :06:46. | :06:47.
UEFA officials rejected the Jersey FA's application last year. | :06:48. | :06:52.
But Jersey won't take no for an answer. | :06:53. | :06:56.
The Court of Arbitration for Sport will rule in June whether existing | :06:57. | :06:59.
member nations should have a vote on the bid. | :07:00. | :07:01.
Jersey football officials put in this bid to join UEFA a year ago, | :07:02. | :07:10.
saying they wanted to bring international football | :07:11. | :07:12.
UEFA officials originally rejected that, saying the island is not | :07:13. | :07:17.
an independent state, but Jersey challenged that, | :07:18. | :07:20.
and that is what will go before the Court of Arbitration for Sport | :07:21. | :07:23.
It is one we have been trying to get in place for six months or so, | :07:24. | :07:34.
and we heard just last week that the court will go ahead | :07:35. | :07:37.
on the 28th of June, so a big day for Jersey football. | :07:38. | :07:40.
Will it mean if they are eventually accepted into UEFA? | :07:41. | :07:44.
It would change the whole picture of Jersey football, | :07:45. | :07:47.
giving a pathway for these young people right through into | :07:48. | :07:50.
Our league champions every year, and our runners-up, would have | :07:51. | :07:55.
automatic entry to the qualifying rounds of the Champions League | :07:56. | :07:59.
A massive financial boost to them, but also massive motivation. | :08:00. | :08:05.
Our senior team, men and women, and our under 19s and under 21s | :08:06. | :08:09.
would also have access to international tournaments, | :08:10. | :08:15.
so a massive change to the way we run representative football, | :08:16. | :08:18.
and massive motivation for club football as well. | :08:19. | :08:20.
And you believe that existing members should decide? | :08:21. | :08:23.
That is the crux of our appeal, that the UEFA executive have decided | :08:24. | :08:28.
that our case does not have sufficient merit to go | :08:29. | :08:31.
Our lawyers believe they don't have the powers to do that. | :08:32. | :08:36.
The crux of our appeal is that we want our application | :08:37. | :08:39.
That Court of Arbitration for Sport at the end of June, on the 28th. | :08:40. | :08:49.
Rugby now, and the Jersey Reds club captain Pierce Phillips is leaving | :08:50. | :08:52.
The 24-year-old lock is joining current Premiership side | :08:53. | :08:56.
Worcester Warriors in the summer, after three seasons in the island - | :08:57. | :09:00.
He's the second player in as many days to announce he's leaving | :09:01. | :09:07.
Hello, good evening. We have had a weather forecast. | :09:08. | :09:20.
Hello, good evening. We have had a lot of low cloud across the islands | :09:21. | :09:24.
today. We have seen more in the way of sunshine, thanks to blustery | :09:25. | :09:28.
westerly winds. They will get stronger as we had through to night | :09:29. | :09:32.
and into tomorrow, in association with Storm Doris. Also heavy rain. | :09:33. | :09:38.
At the moment we have got a westerly airflow. We are sandwiched between | :09:39. | :09:42.
weather fronts at the moment, but we have got a lot of low cloud and | :09:43. | :09:46.
drizzle, and we will see those wins take up to the next few hours. This | :09:47. | :09:51.
is Storm Doris. You can see the strength of the wins, but the | :09:52. | :09:56.
islands will get some strong gusty wind as well, up to 60 mph at times, | :09:57. | :10:03.
and even isolated gusts of 70 mph. A lot of cloud out there, low in | :10:04. | :10:09.
places, but the breeze preventing any fog, but we will seek a lot of | :10:10. | :10:17.
result and staying reasonably mild. Temperatures around eight or 9 | :10:18. | :10:21.
degrees. Tomorrow, a spell of fairly heavy rain through the morning, | :10:22. | :10:24.
torrential downpours with strong winds. That will clear quite | :10:25. | :10:28.
quickly, so for the bulk of the day we will see some decent sunshine | :10:29. | :10:33.
will stop don't be fooled, it won't feel quite as mild as these | :10:34. | :10:37.
haemorrhages suggest because of the strength of the wind. Dash-macro | :10:38. | :10:46.
temperatures. Gusts up to 70 mph. Gradually easing through the evening | :10:47. | :10:52.
tomorrow. It does turn quieter on Friday, cooler but we should see | :10:53. | :10:55.
more in the way of sunshine and light winds. The wind does pick up | :10:56. | :11:00.
over the weekend, but it does turn milder. More cloud pushing in. Good | :11:01. | :11:01.
night. some sunshine around and light | :11:02. | :11:07.
winds. For more on Doris and its impact, here is the national | :11:08. | :11:07.
weather. Good evening, a rough patch weather | :11:08. | :11:16.
on the way. Time to fasten your seat belt. A high wind warning from the | :11:17. | :11:21.
Met office, an amber one, so pretty severe. Let's see where Storm Doris | :11:22. | :11:26.
is right now, only just developing to the west of the UK, in its early | :11:27. | :11:30.
stages which is not good because it will be at its peak when it crosses | :11:31. | :11:35.
the UK. You can see this hook of cloud which is where the twisting is | :11:36. | :11:40.
starting to happen, which is where the big mid-latitude cyclone is | :11:41. | :11:43.
starting to develop and it will slam into the centre of the UK during the | :11:44. | :11:46.
morning and move across the country through the morning and into the | :11:47. | :11:50.
afternoon. Two rounds from this storm, we will see some snow across | :11:51. | :11:54.
southern and central parts of Scotland first tonight and into the | :11:55. | :11:57.
early hours of Thursday morning. Let's look at the snow, also an | :11:58. | :12:02.
amber warning from the Met office, the Southern uplands, the | :12:03. | :12:03. |
