Do we ourselves to be more important than we really are in international

:00:00.:00:00.

affairs? Join me The green and not so pleasant land -

:00:00.:00:14.

farmers will have to meet strict new targets to reduce nitrates

:00:15.:00:17.

in Jersey's water. It's going to be challenging but I

:00:18.:00:31.

think we are up to it. We are going to be replacing fertiliser in the

:00:32.:00:34.

field so we don't spread any areas where potatoes are planted.

:00:35.:00:36.

Good evening and welcome to the late news from BBC Channel Islands.

:00:37.:00:39.

Also tonight, could Guernsey's new pay as you throw scheme increase

:00:40.:00:42.

New environmental targets aim to reduce nitrate levels

:00:43.:00:52.

in Jersey's water by a third in the next five years.

:00:53.:00:55.

A report into the quality of water has found the island has some

:00:56.:00:58.

of the highest levels of nitrate in the whole of Europe

:00:59.:01:01.

which is contributing to the problem of sea lettuce.

:01:02.:01:03.

You have to be brave to dip a toe in this!

:01:04.:01:12.

Smelly, slimy sea lettuce blooming in St Aubin's Bay has become

:01:13.:01:14.

an unwelcome visitor in Jersey, year after year.

:01:15.:01:18.

It's mainly caused by waste from Bellozanne Sewage Treatment Works

:01:19.:01:22.

and nitrates in farming sprays and fertilisers, running off

:01:23.:01:24.

the land and into sea and other waterways.

:01:25.:01:26.

Now farmers will have to meet strict new targets

:01:27.:01:28.

to reduce nitrates by a third if they want to claim

:01:29.:01:31.

It's going to be challenging but I think we're up to it.

:01:32.:01:37.

There are two ways that we're addressing the issue.

:01:38.:01:43.

Firstly is by placement of fertiliser in the field

:01:44.:01:45.

so we don't spread on any areas where potatoes aren't planted,

:01:46.:01:48.

and then there's a secondary method which is even more precise,

:01:49.:01:51.

where you actually put the nitrogen below the potato in the row,

:01:52.:01:54.

and because it's placed exactly where it's needed, you can reduce

:01:55.:01:56.

The report says there's no risk to health, and Jersey Water

:01:57.:02:04.

says it's safe to drink, although the company can't guarantee

:02:05.:02:07.

it meets drinking water standards for nitrate all the time.

:02:08.:02:09.

The review group wants an officer to oversee

:02:10.:02:11.

the reduction in nitrates, but they're worried the money

:02:12.:02:13.

to pay for one may come from other projects.

:02:14.:02:20.

There is certain money available until 2018.

:02:21.:02:26.

They will need to find more money from somewhere, and I hope it's not

:02:27.:02:29.

from their own existing resources because they are, it seems to us,

:02:30.:02:32.

stretched at times and they need more money from central government

:02:33.:02:35.

to enable this aspect to be carried out.

:02:36.:02:38.

But the minister says funding for other projects will be protected.

:02:39.:02:42.

There is no quick fix for sea lettuce, but it's hoped

:02:43.:02:44.

that if targets are met, this unwelcome guest may

:02:45.:02:47.

Well, earlier I spoke to the Environment Minister,

:02:48.:02:52.

Deputy Steve Luce and asked him about the role of the officer

:02:53.:02:55.

they want to oversee the reduction in nitrates and how

:02:56.:02:58.

Funding is an issue but we know we need an officer to look after the

:02:59.:03:15.

countryside and liaise with farmers about the and your plans and

:03:16.:03:18.

satellite plans. We know we need to find the money for that post and I

:03:19.:03:24.

will be talking to Jersey water and environment officers and the

:03:25.:03:28.

industry about how we do that, but the review certainly says we need an

:03:29.:03:31.

officer and we know we need that officer and I will be looking to

:03:32.:03:35.

ways to put that officer in place. It sounds like you will get that

:03:36.:03:38.

officer but how much will it cost you? We think between 50 and ?70,000

:03:39.:03:45.

a year and we will have to find that money. This is money that will be

:03:46.:03:50.

well spent because they work the officer will do will hopefully

:03:51.:03:53.

reduce even more the amount of nitrates getting into our streams

:03:54.:03:57.

and reservoirs and it will be more than offset by the costs that would

:03:58.:04:01.

be put on to Jersey water if they had to take the nitrate out before

:04:02.:04:03.

they put it in. To get that money to they put it in. To get that money to

:04:04.:04:10.

fund it will you have to take that money from other resources? I will

:04:11.:04:13.

have a look at my budget and see if I have anything left. We have made

:04:14.:04:20.

many efficiencies over the course, so money is very tight but it is an

:04:21.:04:24.

important post in the fight cannot find the money inside my own

:04:25.:04:27.

department I will be talking to Jersey water to see if they can help

:04:28.:04:31.

but if necessary I will go back to the Treasury to see if I can find

:04:32.:04:36.

some extra money from them, but it is an important post and the review

:04:37.:04:39.

recognises that and we will employ somebody to help us cope with the

:04:40.:04:40.

nitrate problem. Jersey Police have revealed fresh

:04:41.:04:41.

details from their investigation into the death of a woman whose body

:04:42.:04:43.

was found at a house on Victoria Street in

:04:44.:04:47.

St Helier last week. They say 51-year-old Ana Rebelo

:04:48.:04:48.

got home last Monday night around half eight,

:04:49.:04:51.

and was found dead by her A post-mortem exam found

:04:52.:04:53.

she'd been strangled. A 58-year-old man was arrested

:04:54.:04:56.

on suspicion of murder, The case of a teenager accused

:04:57.:04:58.

of committing two seaside sexual attacks in Jersey has been delayed

:04:59.:05:09.

for two weeks. The 16-year-old boy, who can't be

:05:10.:05:11.

named for legal reasons, is charged with carrying out

:05:12.:05:14.

indecent assaults in St Brelade The Youth Court adjourned the matter

:05:15.:05:16.

for further investigations. Fly tipping will increase

:05:17.:05:29.

in Guernsey when the States' pay as you throw scheme

:05:30.:05:31.

comes into effect. That's according to former

:05:32.:05:33.

constable Gerry Tattersall. He says the new Waste Strategy

:05:34.:05:34.

requiring islanders to pay for official States black sacks

:05:35.:05:37.

will see more rubbish If you come over here, there

:05:38.:05:39.

are couple of bags I found earlier. I have had a look in these,

:05:40.:05:51.

to see what was in them. So, OK, in fairness our local busman

:05:52.:05:59.

is not only to take them, but -- our local dustmen is not allowed

:06:00.:06:06.

to take them, but another really does take this,

:06:07.:06:10.

so by drive here to dump it, rather than taking it

:06:11.:06:14.

to get rid of it properly? 59 incidents of fly-tipping

:06:15.:06:21.

were reported last year. The States said reliable data

:06:22.:06:25.

was only available for 2016, so we can't tell you how it compares

:06:26.:06:27.

to previous years. The government also said it wasn't

:06:28.:06:30.

able to tell us how much it's Obviously if people

:06:31.:06:33.

act irresponsibly that works will have to ground

:06:34.:06:52.

and clean it up. There is a cost for that, and

:06:53.:06:55.

everyone will have to pay for that. He says something

:06:56.:06:58.

needs to happen now. It is not the point of the will come

:06:59.:07:03.

and collect it, that costs money. He believes the problem

:07:04.:07:07.

will only get worse, and once the States starts charging

:07:08.:07:10.

people for black bin bags, scenes like this may

:07:11.:07:13.

become more common. Long waiting lists to join

:07:14.:07:20.

the Scouts Association in the Channel Islands can only be

:07:21.:07:22.

reduced if more volunteers sign up. There's a national plea for more

:07:23.:07:25.

adults to help the increased demand for places in the UK's largest youth

:07:26.:07:28.

movement and Jersey and Guernsey are no exception

:07:29.:07:30.

as Emma Chambers reports. Being a Scout has changed

:07:31.:07:39.

dramatically over the decades since it was first started in 1907

:07:40.:07:41.

by this man Robert Baden-Powell. And it seems to be more popular

:07:42.:07:44.

than ever, with waiting lists In Guernsey there are currently 34

:07:45.:07:54.

young people waiting to join. But the association needs more

:07:55.:08:00.

volunteers to make that happen, as it says adults have less time

:08:01.:08:04.

to give these days. Things do change and lifestyles

:08:05.:08:11.

change, but actually it's making sure the programme we put

:08:12.:08:15.

on for our young people is those mums and dads,

:08:16.:08:18.

and aunties and grandmas Even if they dip in and dip out

:08:19.:08:20.

for a year, 18 months, two years, And they say being a volunteer can

:08:21.:08:25.

be valuable to people wanting If you're taking a Cub pack out

:08:26.:08:29.

canoeing, for example, you can go out with them -

:08:30.:08:35.

it doesn't mean you have to stand on the side

:08:36.:08:38.

and watch them go out, you go out and join

:08:39.:08:40.

those activities. It's hoped this incentive

:08:41.:08:42.

will enable them to set up more To Be Prepared to achieve their

:08:43.:08:46.

mission of 1,000 Scouts by 2018. Good evening. We have had some

:08:47.:09:13.

lovely sunshine again today. A bitterly change tomorrow with more

:09:14.:09:16.

clouds around but over the last few days you have taken some great

:09:17.:09:21.

photographs, this one of the glorious sandy beach. It looks like

:09:22.:09:26.

we will have better the change with a nice start tomorrow and gradually

:09:27.:09:30.

clouding over but by the afternoon we might even see a few showers

coming along. Different compared to coming along. Different compared to

today, brisk north westerly setting in. Some heat building across Spain

warm and Central parts of France but it cools down as the weather front

:10:39.:10:44.

drifts across. It leaves a legacy of a lot of clouds, both Thursday and

Friday. Bright enough at the weekend with the temperature on the cool

:10:49.:10:50.

side. Goodbye. That's your news this Tuesday

:10:51.:10:53.

evening, BBC Radio Guernsey and Jersey will have bulletins

from six tomorrow morning, and I'll be back at 6:30

tomorrow night, good night. rain but it will be brighter later.

:10:58.:11:07.

On Sunday, on the cool side for East itself.

:11:08.:11:15.

Good evening. Grace of all it -- it is greatest of all in Scotland. A

weather front is on
