Thousands of public sector staff
in Jersey today learnt how they'll | 0:00:56 | 0:00:59 | |
be affected by a major overhaul
of the States workforce. | 0:00:59 | 0:01:02 | |
For many, it'll mean
a pay rise of up to 20%. | 0:01:02 | 0:01:05 | |
But others will see their wages cut. | 0:01:05 | 0:01:08 | |
There are also changes to working
hours, shift pay and meal breaks, | 0:01:08 | 0:01:11 | |
which the Government believes
will provide a simpler, | 0:01:11 | 0:01:13 | |
fairer system. | 0:01:13 | 0:01:14 | |

Paramedics, civil servants,
nurses and manual workers - | 0:01:20 | 0:01:22 | |
the people who keep us healthy

But the time has come
for the Government to | 0:01:25 | 0:01:28 | |
change how these jobs -
as well as thousands of others - | 0:01:28 | 0:01:31 | |
are structured and paid. | 0:01:31 | 0:01:33 | |
The Government is modernising
the public sector to get rid | 0:01:33 | 0:01:36 | |
of what it's described as historical
inconsistencies and | 0:01:36 | 0:01:38 | |
an unfair framework. | 0:01:38 | 0:01:42 | |
It wants to reduce the current 75
pay grades and 20 sets of terms | 0:01:42 | 0:01:45 | |
and conditions within the States
of Jersey to 10 pay grades and 1 set | 0:01:45 | 0:01:49 | |
of T's and C's for all. | 0:01:49 | 0:01:51 | |
This will result in pay increases
for many between 7% and 21%. | 0:01:51 | 0:01:58 | |
This is about us meeting our
obligation as an employer to reward | 0:01:58 | 0:02:01 | |
people fairly, appropriately. | 0:02:01 | 0:02:07 | |
And that you get the right pay
for the job compared to similar jobs | 0:02:07 | 0:02:10 | |
in the organisation. | 0:02:11 | 0:02:12 | |
That has to be done. | 0:02:12 | 0:02:17 | |
But the union Unite have hit back
saying this is a premature move. | 0:02:17 | 0:02:20 | |
Despite negotiations
spanning three years, | 0:02:20 | 0:02:22 | |
they still have concerns around
pensions, evaluation process | 0:02:22 | 0:02:27 | |
and fixing pay, possibly below
the cost of living until 2020. | 0:02:27 | 0:02:31 | |
Under the circumstances,
we will be recommending | 0:02:31 | 0:02:34 | |
rejection of the offer,
we need to get back | 0:02:34 | 0:02:36 | |
around the table. | 0:02:36 | 0:02:38 | |
There were some members of staff
who are going to do quite well out | 0:02:38 | 0:02:42 | |
of it, but that won't apply
to everybody, some are going to be | 0:02:42 | 0:02:45 | |
financially hurt, and hurt badly. | 0:02:45 | 0:02:47 | |
States employees have already
starting seeking advice | 0:02:47 | 0:02:49 | |
within hours of the new changes. | 0:02:49 | 0:02:52 | |
We've received a large number
of emails as well as phone calls | 0:02:52 | 0:02:59 | |
at our branch office. | 0:02:59 | 0:03:01 | |
At this stage it wouldn't
be correct for us | 0:03:01 | 0:03:03 | |
to give too much information as many
members of staff are still waiting | 0:03:03 | 0:03:06 | |
to receive their information packs,
but we've had varied responses. | 0:03:06 | 0:03:10 | |
The second phase of the pay deal
is still yet to be put | 0:03:10 | 0:03:13 | |
to uniformed services,
executives and teachers. | 0:03:13 | 0:03:16 | |
Union members now have to decide
whether they accept this final deal | 0:03:16 | 0:03:19 | |
which will cost the States
£47 million over | 0:03:19 | 0:03:22 | |
the next four years. | 0:03:22 | 0:03:29 | |
330 solar panels will be installed
on the outside of Guernsey's power | 0:03:29 | 0:03:33 | |
station after planners gave the idea
the go-ahead today. | 0:03:33 | 0:03:36 | |
The energy produced will feed
directly into the main | 0:03:36 | 0:03:39 | |
grid and could power up

Guernsey Electricity says

Commission argues there's no

And the fact that this has come out
is unwanted, we would prevent | 0:04:25 | 0:04:28 | |

But we have to be realistic,
there will always be circumstances | 0:04:29 | 0:04:33 | |
like this and however big
or small and issuers, | 0:04:33 | 0:04:37 | |
it can get twisted in the national
international media to look at times | 0:04:37 | 0:04:40 | |
much worse than perhaps is the case. | 0:04:40 | 0:04:46 | |
I think the facts when they come out
in this issue will prove that Jersey | 0:04:46 | 0:04:50 | |
has not been involved
in any wrongdoing. | 0:04:50 | 0:04:51 | |
Guernsey's Budget for 2018 has been
voted through by States members | 0:04:51 | 0:04:54 | |
with little opposition. | 0:04:54 | 0:04:55 | |
But issues such as Aurigny's debts
and high-paid civil servants did | 0:04:55 | 0:04:58 | |
get members excited. | 0:04:58 | 0:04:59 | |

Well, it's been described as

The headlines remain a 5%

alcohol and cigarettes

Also money transferred

President of the Policy and

described it as a fair and balanced

The most passionate or emotional

Alderney Representative Louis Jean,

Alderney for losses made
by the States-owned airline Aurigny | 0:05:39 | 0:05:41 | |
and he called for a forensic
analysis of its accounts. | 0:05:41 | 0:05:45 | |
The island itself is
very concerned over it | 0:05:45 | 0:05:49 | |
and the businesses are affected
by it and it's very serious. | 0:05:49 | 0:05:55 | |
Every man, woman and child wants
a resolution to this and certainly | 0:05:55 | 0:05:59 | |
doesn't want to see the island
threatened or blamed for what's | 0:05:59 | 0:06:03 | |
going on when it's actually,
we feel, the management of Aurigny's | 0:06:03 | 0:06:06 | |
fault for not addressing
these problems. | 0:06:06 | 0:06:10 | |
In response, Aurigny said it
provided an incredibly high level | 0:06:10 | 0:06:14 | |
of service to the Alderney community
and refuted any claims | 0:06:14 | 0:06:16 | |
that it doesn't support
the island's economy. | 0:06:16 | 0:06:20 | |
But there were other issues raised
during the States debate. | 0:06:20 | 0:06:23 | |
Deputy Peter Ferbrache complained
that there had been no review | 0:06:23 | 0:06:26 | |
of high-paid civil servants as part
of the wider transformation | 0:06:26 | 0:06:28 | |
of the States. | 0:06:28 | 0:06:30 | |
And Deputies Barry Paint
and Lester Queripel called for more | 0:06:30 | 0:06:34 | |
information about a review of how
fuel is delivered to the island | 0:06:34 | 0:06:37 | |
in future, threatening to leak
damaging information to the media | 0:06:37 | 0:06:39 | |
if they weren't given answers
by the end of the week. | 0:06:39 | 0:06:45 | |
An inquest has heard hospital staff
lacked the necessary training to use | 0:06:45 | 0:06:49 | |
equipment to move a patient who fell
from a hoist and later died. | 0:06:49 | 0:06:53 | |
The 83-year-old woman
from St Clement was being | 0:06:53 | 0:06:56 | |
cared for on Oak Ward
at Jersey's St Saviour's Hospital | 0:06:56 | 0:06:59 | |
last March when she fell

The inquest heard how the patient,

bathing routine when she fell

She hit and cut her
head on the ground. | 0:07:16 | 0:07:20 | |
She was transferred
to the General Hospital and later | 0:07:20 | 0:07:25 | |
developed bronchial pneumonia -
the recorded cause of death. | 0:07:25 | 0:07:32 | |
An inspector's report was read
to the inquest and we were given | 0:07:32 | 0:07:35 | |
access to a photographic
reconstruction where it could be | 0:07:35 | 0:07:37 | |
seen that a seat belt hadn't been
used with the hoist. | 0:07:37 | 0:07:40 | |
It was also found that staff
did not have appropriate | 0:07:40 | 0:07:42 | |
or up-to-date training to use
this specialist equipment. | 0:07:42 | 0:07:46 | |
Describing what she termed
weaknesses in the system, | 0:07:46 | 0:07:49 | |
the inspector recommended changes. | 0:07:49 | 0:07:53 | |
As a result, the hoists have been
replaced and there is now a detailed | 0:07:53 | 0:07:56 | |
and regular training plan in place. | 0:07:57 | 0:08:01 | |
After the hearing,
Mrs Cornish's daughters gave | 0:08:01 | 0:08:04 | |
the BBC this statement. | 0:08:04 | 0:08:09 | |
The family went on to tell us
they're encouraged that the health | 0:08:32 | 0:08:35 | |
department has taken action to keep
patients safe in the future. | 0:08:35 | 0:08:38 | |
Finally, work to turn a Victorian
fort in Alderney into a luxury hotel | 0:08:38 | 0:08:41 | |
could finally start next year. | 0:08:41 | 0:08:43 | |
Plans to redevelop Fort Tourgis,
at a cost of £17.5 | 0:08:43 | 0:08:45 | |
million, had stalled. | 0:08:45 | 0:08:48 | |
The developer blamed the delay
on the global financial | 0:08:48 | 0:08:50 | |
crisis and then on Brexit,
but he's now confident | 0:08:50 | 0:08:52 | |
