Derby house fire couldn't have been predicted or prevented. That's the | :01:06. | :01:11. | |
conclusion of a serious case review. The review was set up following the | :01:12. | :01:14. | |
conviction of Mick and Mairead Philpott and their friend Paul | :01:15. | :01:18. | |
Mosley for manslaughter. However, the report does find that several | :01:19. | :01:20. | |
agencies didn't know of Mick Philpott's violent past. Because of | :01:21. | :01:25. | |
that, opportunities were missed to check on the children's welfare. | :01:26. | :01:31. | |
With more on this, here's our chief news reporter, Quentin Rayner. | :01:32. | :01:39. | |
The six children aged between 13 and five died in May 2012 after a fire | :01:40. | :01:45. | |
engulfed their home in Derby, in a plot by Mick Philpott to frame his | :01:46. | :01:49. | |
former mistress during a custody battle. In a report, the authority | :01:50. | :01:56. | |
says social services, police and health workers were given no reason | :01:57. | :02:00. | |
for concern beforehand. The children were happy, they were well | :02:01. | :02:06. | |
nourished, they attended school, they had good social relationships | :02:07. | :02:09. | |
between themselves and with other children. The conclusion of this | :02:10. | :02:13. | |
report is that sadly, the events that took place in May 2012 could | :02:14. | :02:19. | |
neither have been predicted nor prevented. No one could have known | :02:20. | :02:25. | |
that parents would act in the reckless way that they did. The | :02:26. | :02:29. | |
report adds that given the notoriety of the father, there were some | :02:30. | :02:32. | |
opportunities to get another family better. However, this would not have | :02:33. | :02:37. | |
led to professionals becoming aware that there were plans to | :02:38. | :02:39. | |
deliberately set fire to the house when the children were sleeping. I | :02:40. | :02:43. | |
agree with the report, I think in some cases they could have been more | :02:44. | :02:46. | |
involved with the 0 some cases they could have been more | :02:47. | :02:48. | |
involved with the family. I do not think social services could have got | :02:49. | :02:51. | |
any more involved and they were already because the children were | :02:52. | :02:56. | |

fire service carried out its own research. A lot of thought into not | :03:03. | :03:07. | |

additional smoke detectors in bedrooms and all the large rooms. | :03:16. | :03:19. | |
Some of the recommendations have already been implemented. They | :03:20. | :03:22. | |

Quentin is with us now. How come the agencies didn't know about Mick | :03:26. | :03:28. | |
Philpott's violent past? In 1978, Mick Philpott was convicted | :03:29. | :03:31. | |
of the attempted murder of a former girlfriend and 0 | :03:32. | :03:32. | |

years. He also repeatedly tried to stab the girl's mother as well. | :03:42. | :03:44. | |
Because of the way records were previously kept, and because the | :03:45. | :03:46. | |
incident didn't involve a child, this violent crime didn't become | :03:47. | :03:55. | |
known until 2011. But the review notes that had the agencies known, | :03:56. | :03:58. | |
they may have assessed Mick Philpott differently. It is a very detailed | :03:59. | :04:06. | |
report, what else does it have to say? It goes on to say that in the | :04:07. | :04:10. | |
months before the fire, not enough information was gathered about the | :04:11. | :04:13. | |
family. This would have ensured all agencies were made aware of Mick | :04:14. | :04:16. | |
Philpott's violent past, which may have resulted in more support for | :04:17. | :04:19. | |
the family. But having said all that, the review accepts that there | :04:20. | :04:23. | |
were no grounds for the removal of the children. It concludes that | :04:24. | :04:26. | |
there's no evidence whatsoever that any agency knew about the intention | :04:27. | :04:30. | |
to start the fire. And that's why it couldn't have been predicted or | :04:31. | :04:41. | |

A 31`year`old man has been charged with murder after the death of a man | :04:44. | :04:46. | |
in Hinckley. Emergency services were called after reports of an assault. | :04:47. | :04:50. | |
Leicestershire Police say they found a man "seriously injured". He died a | :04:51. | :04:54. | |
short time later. Neighbours have told our reporter Eleanor Garnier | :04:55. | :04:57. | |

Early this morning, people in this residential street in Hinckley, | :05:08. | :05:12. | |
awoken by the air ambulance hovering above their homes. The serious | :05:13. | :05:16. | |
nature of what had happened soon became clear. Emergency services | :05:17. | :05:23. | |
rushed to the scene. Dog units, the armed police came in, fire engines, | :05:24. | :05:29. | |
there was an ambulance, helicopter. Just people that generally work | :05:30. | :05:31. | |
around here and live right here for all coming out of their houses, | :05:32. | :05:36. | |
wondering what happened. Police had been called after a report of an | :05:37. | :05:37. | |
assault, 0 been called after a report of an | :05:38. | :05:39. | |
assault, but when they got to this House, they found the man seriously | :05:40. | :05:45. | |
injured. He died a short time later. It is horrible, you do not expect | :05:46. | :05:49. | |
anything like that to happen on your own street. Especially when you're a | :05:50. | :05:52. | |
single mother with a child anyway. It just makes you shiver. As police | :05:53. | :05:58. | |
continued their investigation work today, people living here in | :05:59. | :06:02. | |
Hinckley have told me they saw a woman at around 9am this morning, | :06:03. | :06:07. | |
falling backwards out of this first`floor window, holding a baby. | :06:08. | :06:15. | |
We are aware of this, and I can reassure the public that no shots | :06:16. | :06:18. | |
were fired by police officers this morning. This is an isolated | :06:19. | :06:25. | |
incident. Extra police officers will be around over the next few days to | :06:26. | :06:29. | |
reassure the community. The woman and baby were taken to hospital as a | :06:30. | :06:33. | |
