We will ask his Mrs and ordinary people if and how Brexit might | :00:00. | :00:34.
affect them. If push came to shove and she had to | :00:35. | :00:40.
go back to Poland I would be going with her. | :00:41. | :00:46.
In other news, Derby City Council plans an end to cuts but a rise in | :00:47. | :00:54.

Wednesday Lessing 's. -- blessings. Good evening and welcome | :01:03. | :01:11.
to BBC East Midlands Today with Dominic Heale in the studio | :01:12. | :01:14.
and me, Anne Davies, in Leicester. We are likely to be days away from | :01:15. | :01:35.
Theresa May triggering Article 50 and starting the process of Brexit. | :01:36. | :01:39.
Eight months ago we were here at Cafe Bruxelles in Leicester | :01:40. | :01:41.
But how have our lives changed in the eight months since then? | :01:42. | :01:50.
We are not talking to the politicians. | :01:51. | :02:00.
Joining me now is Chris Hobson from the East Midlands Chamber. | :02:01. | :02:05.
We will also be talking to expats and EU nationals. And businesses, | :02:06. | :02:13.
how are they faring since the vote? There's been warnings from some | :02:14. | :02:18.
major international companies like Toyota that it may impact | :02:19. | :02:20.
on their manufacturing We are looking at two companies, one | :02:21. | :02:33.
of them experiencing an increase in exports, the other experiencing an | :02:34. | :02:35.
increase in costs. A survey of local businesses by the | :02:36. | :02:58.
East Midlands Chamber of Commerce paints a more positive picture. In | :02:59. | :03:02.
the last three months of 2016 43% of businesses involved in the UK market | :03:03. | :03:10.
had seen an increase in activity and 36% of those involved in overseas | :03:11. | :03:14.
markets also saw an upturn. Encouragingly, 62% of businesses | :03:15. | :03:18.
expect their turnover to improve over the next year. But there are | :03:19. | :03:24.
concerns and almost half of the businesses said one of the biggest | :03:25. | :03:29.
worries was exchange rates. That is something that can make all the | :03:30. | :03:32.
difference to a company's profit or loss. | :03:33. | :03:35.
Two growing businesses in the East Midlands, | :03:36. | :03:37.
both affected by the referendum and the drop in the | :03:38. | :03:39.
Exports are up and selling in euros means revenue has also increased. | :03:40. | :03:50.
Paying for services in euros means costs have risen and that is having | :03:51. | :03:57.
Ian Baxter set up Nottingham-based haulage company Baxter Freight | :03:58. | :04:03.
We are growing at around 35% per annum at the moment, | :04:04. | :04:09.
But Brexit has hit the business hard. | :04:10. | :04:13.
We tend to sell in pounds to British customers, | :04:14. | :04:18.
The question is, how long will it take for us to pass those costs on? | :04:19. | :04:27.
What will be the implication for British companies when that happens? | :04:28. | :04:30.
Over in Ashbourne in Derbyshire, business has been booming | :04:31. | :04:32.
And how much has it improved since the referendum? | :04:33. | :04:38.
We have had enquiries up by 52%, which is really good. | :04:39. | :04:42.
That is now translating into orders and engagement | :04:43. | :04:44.
with the customers, export and the UK. | :04:45. | :04:47.
How much have you seen your whole business grow in the last year? | :04:48. | :04:50.
The company, which designs and manufactures load-moving | :04:51. | :04:56.
electric tugs, puts much of that growth down to exports. | :04:57. | :05:01.
Once the referendum had happened, albeit good or bad | :05:02. | :05:04.
for different people, we moved to a level of uncertainty. | :05:05. | :05:08.
Now we know what we're going to do, people started getting back | :05:09. | :05:12.
to business, started making decisions and investments | :05:13. | :05:14.
and our business picked up on the back of that. | :05:15. | :05:17.
Back at Baxter Freight, although he was a keen Remainer, | :05:18. | :05:19.
Ian is determined to see a positive future going forward | :05:20. | :05:22.
There will be customs barriers to trade with the European Union. | :05:23. | :05:28.
Customs clearances. And there will be extra costs. | :05:29. | :05:32.
But in the longer term, I think the UK can, if it | :05:33. | :05:36.
plays its cards right, get a decent deal with | :05:37. | :05:40.
the European Union and hopefully good new trade agreements | :05:41. | :05:42.
And both businessmen agree that making swift and decisive | :05:43. | :05:48.
Brexit plans is the key to future prosperity. | :05:49. | :05:55.
Joining me now is Chris Hobson from the East Midlands Chamber. | :05:56. | :06:09.
I think businesses that have been importing lot have seen costs go up | :06:10. | :06:16.
but it is fair to say that the majority of our businesses have seen | :06:17. | :06:21.
business improve over the last six months, those that trade overseas | :06:22. | :06:26.
and indeed in the domestic market. Looking forward, you expressed | :06:27. | :06:33.
concern about increasing costs of trade with the EU. Is that | :06:34. | :06:42.
reflected? Yes, coming out of the customs union there will be costs | :06:43. | :06:48.
but businesses that trade overseas face all kinds of costs and they | :06:49. | :06:53.
will be working on how they can include that in their business | :06:54. | :07:00.
model. Certainty is the keyword. One of the gentlemen there said it was | :07:01. | :07:06.
uncertainty which is his concern and swift and decisive decisions need to | :07:07. | :07:11.
be made. Let's be honest, our businesses have a real appetite to | :07:12. | :07:16.
grow but they have questions over migration, access, tariffs. When | :07:17. | :07:21.
they know how the land lies Bible make plans to continue with this. -- | :07:22. | :07:27.
they will make. Thousands of British expats, | :07:28. | :07:31.
who've left the East Midlands, And tonight, the House of Lords | :07:32. | :07:38.
votes on whether EU nationals already living here | :07:39. | :07:42.
should be guaranteed Our social affairs correspondent, | :07:43. | :07:43.
Jeremy Ball, reports. For the Hudsons at Basford | :07:44. | :07:51.
in Nottingham Brexit means Rob and two-year-old Mila | :07:52. | :07:56.
are British citizens but Natalya They know the Government's confident | :07:57. | :08:00.
of a Brexit deal that means Natalya can stay | :08:01. | :08:07.
here but what if there is no Quite worried, | :08:08. | :08:10.
because I'm happy here. There's always that uncertainty that | :08:11. | :08:15.
I will be asked to leave or that there will be additional | :08:16. | :08:21.
costs for us because I might have I've had a conversation | :08:22. | :08:24.
with my mother - if push comes to shove and Nat was told she needed | :08:25. | :08:34.
to go back to Poland, I'd be I would have to apply but it's | :08:35. | :08:38.
something that I'd be willing to do It would just be a huge upheaval | :08:39. | :08:43.
to have to move everything to Poland and it would be more difficult | :08:44. | :08:47.
for me to find a job there I feel I belong here and that's | :08:48. | :08:50.
where my family belongs. This evening Natalia's | :08:51. | :08:54.
future is being debated They're likely to vote | :08:55. | :08:56.
for guarantees that EU nationals can stay in the UK but MPs are expected | :08:57. | :09:00.
to overturn that decision so the Government can negotiate | :09:01. | :09:04.
a reciprocal deal that protects People like Jane, who moved | :09:05. | :09:08.
to Spain from Nottingham. She lives in Majorca after years | :09:09. | :09:14.
working at Rolls-Royce in Derby Jane's husband David | :09:15. | :09:16.
is a Spanish citizen. I don't think there | :09:17. | :09:20.
will be any protection. It is quite worrying | :09:21. | :09:23.
because I want to make a life here. We don't know if we can buy a house, | :09:24. | :09:25.
I don't know if I can stay For me the worst-case scenario | :09:26. | :09:32.
is that I would have to give up my British citizenship and become | :09:33. | :09:37.
a Spanish citizen and really that's I'm British and I want | :09:38. | :09:40.
to stay being British. And back in Basford Natalia | :09:41. | :09:46.
is considering whether she should But that is costly and complicated | :09:47. | :09:48.
and success isn't guaranteed. Brexit really hurt because I | :09:49. | :09:56.
just felt like I'm not The Prime Minister has made it clear | :09:57. | :09:59.
she wants to protect the residency rights | :10:00. | :10:17.
of people like Natalia but until there is a firm | :10:18. | :10:19.
deal their lives, their futures, Also joining me this | :10:20. | :10:22.
evening is Alistair Jones from De Montfort University, | :10:23. | :10:28.
who is an expert in European We heard the concerns | :10:29. | :10:30.
from those couples - In some respects they should be | :10:31. | :10:47.
worried. It is the uncertainty, we don't know when Brexit will happen, | :10:48. | :10:51.
we don't know if Article 50 will be activated, we don't know what will | :10:52. | :10:55.
happen through the negotiations. The uncertainty is causing the fear. If | :10:56. | :10:59.
they knew the outcome they could start planning for the future as to | :11:00. | :11:03.
where they would like to live but with the uncertainty they just don't | :11:04. | :11:07.
know and that causes distress for so many people. If you had a crystal | :11:08. | :11:16.
ball, when are we going to know? The plan is to have Article 50 activated | :11:17. | :11:20.
by the end of the month. It could be as early as the 15th, leading to a | :11:21. | :11:25.
conference in the EU, but it could be the end of the month. She said | :11:26. | :11:28.
the end of March, that is the plan. The TUC has warned today that | :11:29. | :11:31.
businesses including care providers and the NHS will suffer if migrants | :11:32. | :11:35.
lose their right to work in the EU - how will businesses | :11:36. | :11:39.
in the East Midlands be affected by changes to employment | :11:40. | :11:41.
for EU citizens? The NHS and adult social care is not | :11:42. | :11:51.
just EU migrants, it is other migrants as well. Their situation | :11:52. | :11:58.
will not change. Otherwise we just don't know, they don't know. We | :11:59. | :12:03.
don't know anything, that seems to be it! So many issues, we have | :12:04. | :12:09.
barely scratched the surface. Can you give us a date when it will be | :12:10. | :12:17.
triggered? 15th of March is the ideal scenario, definitely by the | :12:18. | :12:23.
end of the month. If that is the case, two years later we will leave | :12:24. | :12:28.
the EU on the 1st of April. Thank you. Now back to the studio for the | :12:29. | :12:32.
rest of the day's news. A 13-year-old boy's died | :12:33. | :12:35.
and another teenager's in hospital, after an incident | :12:36. | :12:37.
at a house in Nottinghamshire. Police say a woman's been arrested | :12:38. | :12:39.
and questioned as a result. Our reporter Geeta Pendse | :12:40. | :12:42.
is in Bramcote for us now. Police were called to slow and drive | :12:43. | :12:54.
here just before 1am on Monday morning. The 13-year-old boy was | :12:55. | :12:59.
taken to hospital where he died last night. A 36-year-old woman has been | :13:00. | :13:05.
arrested on suspicion of supplying a controlled drug and causing grievous | :13:06. | :13:11.
bodily harm. She has been bailed pending further enquiries. Another | :13:12. | :13:15.
boy, 14, was taken to hospital where he remains in a stable condition. I | :13:16. | :13:20.
have spoken to a number of people who live on this quiet residential | :13:21. | :13:24.
street and they told me how shocked they are and how sad and they are by | :13:25. | :13:31.
this boy's death. The police are here and they continue to | :13:32. | :13:34.
investigate what happened here. Thank you. | :13:35. | :13:40.
Still to come in sport, the latest name in the frame to replace | :13:41. | :13:44.

police officers to catch people out. And taking tradition outside the | :13:58. | :14:02.
church walls onto the streets of Derby for Ash Wednesday. | :14:03. | :14:06.
Derby City Council's increasing council tax by almost 5%, to help | :14:07. | :14:10.
But the council still needs to find ?28 million in savings by 2020. | :14:11. | :14:21.
However, the new budget will also see more investment in services, | :14:22. | :14:23.
The plans are being outlined at a full council | :14:24. | :14:28.
meeting this evening - James Roberson reports. | :14:29. | :14:43.
Derby has made 135 minutes pounds in savings since 2010. In that period | :14:44. | :14:49.
the government payments to the city of gone down by 50% and council | :14:50. | :14:55.
costs have risen by 51%. Now the council leader says Derby citizens | :14:56. | :14:59.
have had enough blooms. Tonight he announces that the concert cup last | :15:00. | :15:07.
year will be back this year, with over 16s paying ?5 each. People said | :15:08. | :15:11.
they wanted to come back to the city and they said they wanted to pay for | :15:12. | :15:16.
it so I encourage the public to keep looking out for information. Now he | :15:17. | :15:19.
says there are 50 pledges that the city, including that work will begin | :15:20. | :15:23.
to replace this swimming pool, there are plans for the old Debenhams and | :15:24. | :15:29.
duck with Square areas and plans for a performance area and the | :15:30. | :15:32.
marketplace. Horticulture will be funded again, it is aiming to be | :15:33. | :15:37.
Britain's cleanest city and the lights will have a proper switch on | :15:38. | :15:44.
at Christmas. I have never seen discontent across the city against | :15:45. | :15:48.
the council in all the years I have been a councillor and a resident of | :15:49. | :15:53.
this city. It really is very bad, the situation, and they have a long | :15:54. | :15:57.
way to go to repair that damage. We have done that very difficult job | :15:58. | :16:00.
and we are coming through it and there is a bit of light at the end | :16:01. | :16:07.
of the tunnel and we think it is important to say, these are the | :16:08. | :16:10.
challenges, we have not always got it right, but Derby will be back in | :16:11. | :16:13.
bloom. Three companies are being given | :16:14. | :16:16.

will be given a ?200 fine and six points | :17:24. | :17:25.
on their licence - Police have pulled this man over | :17:26. | :17:27.

will have their licence taken away. The tougher measures | :17:43. | :17:44.
have been introduced with a week-long crackdown by forces | :17:45. | :17:46.
across the country. Derbyshire Police were here | :17:47. | :17:48.

socially unacceptable, Mobile phone on the other hand | :17:54. | :17:55.
we see a worrying trend We see it across all boards | :17:56. | :17:59.
of drivers, young to older, delivery drivers, young drivers, | :18:00. | :18:09.
everybody seems to be doing it. In the afternoon we join officers | :18:10. | :18:12.
in an HGV on the hunt You get a number of | :18:13. | :18:15.
people taking selfies. You have people on Snapchat | :18:16. | :18:18.
filming themselves driving, people with iPads watching movies | :18:19. | :18:32.
with the kids in the car. Half an hour in and they spot | :18:33. | :18:34.
a driver on his phone. White van next to us, | :18:35. | :18:37.
he's got his mobile phone held to his right shoulder, | :18:38. | :18:41.
speaking into it. Police say this sort of operation | :18:42. | :18:42.
is likely to become more common as they try to prevent people | :18:43. | :18:45.
from risking their Twycross Zoo is to get rid | :18:46. | :18:47.

for Derby and they're ten points off the play-offs, | :19:52. | :19:56.
after a hugely disappointing defeat Alex Pearce gave away the penalty, | :19:57. | :19:58.
Craig Conway buried it. Derby did nearly equalise right | :19:59. | :20:05.

of the players who hope At every training session | :21:09. | :21:13.
thousands of shots are made. Kind of just keep going and going, | :21:14. | :21:19.
you know the saying, Sometimes they even | :21:20. | :21:21.
need a robot to help. Keep working hard and eventually | :21:22. | :21:27.
hopefully we get the end For Kelly Sibley that means success | :21:28. | :21:29.
for her and for those she coaches, like Danny Reed, a Masters student | :21:30. | :21:40.
at the university in brain imaging, I got into psychology | :21:41. | :21:43.
through table tennis, The future is in the science | :21:44. | :21:46.
of looking at brains It's a heavy degree | :21:47. | :21:55.
but I really enjoy it. Preparations for major tournaments | :21:56. | :21:58.
involve plenty of time in the gym. The last bit you use is the hand | :21:59. | :22:02.
but actually surprisingly A lot of people get injuries | :22:03. | :22:05.
in the hips, in the lower back, in their shoulders, things | :22:06. | :22:09.
like that, because when you play on the highest level it's | :22:10. | :22:12.
a really demanding sport. This weekend there are also | :22:13. | :22:22.
"come and try it" tables, top tips for those who have not | :22:23. | :22:24.
played in ages. I think people don't | :22:25. | :22:27.
realise how quick it is. When you see it in real life it's | :22:28. | :22:30.
so much quicker and kind of the power that everybody puts | :22:31. | :22:34.
into their shots and the quick Kelly and Danny are together | :22:35. | :22:37.
in the mixed doubles, but Kelly is also gunning | :22:38. | :22:40.
for the singles title. Unfortunately I lost last year | :22:41. | :22:42.
but I'm kind of ready to try and win my title back and it's just | :22:43. | :22:47.
brilliant that such a big event is being hosted | :22:48. | :22:50.
here and I'm really excited. The events start tomorrow, | :22:51. | :22:53.
with finals day on Sunday. I think Mark has some catching up to | :22:54. | :23:01.
do. Busy shoppers in Derby | :23:02. | :23:04.
were offered traditional Ash Wednesday blessings | :23:05. | :23:06.
in a new way today. Churches set up three so-called | :23:07. | :23:11.
Ashes-to-go stations in the city, offering passers-by the chance | :23:12. | :23:15.
to have the sign of the cross made It's to mark the beginning of Lent, | :23:16. | :23:17.
which is the period leading Among the busy crowds in Derby, | :23:18. | :23:22.
a sign of faith for all to see. Today churches in the city took | :23:23. | :23:29.
Ash Wednesday to the streets. We all know about Shrove Tuesday | :23:30. | :23:33.
and making pancakes and all of that, but often we forget that | :23:34. | :23:36.
following that day is Ash Wednesday, which is the start of Lent, | :23:37. | :23:39.
so we've decided to try and bring it back into people's minds, | :23:40. | :23:42.
signing people with the mark of the cross on their forehead | :23:43. | :23:46.
and praying for them. Palm branches used in last year's | :23:47. | :23:56.
Palm Sunday celebrations are burnt They're a symbol of our mortality, | :23:57. | :23:58.
a sign of a fresh start At this, one of three so-called | :23:59. | :24:11.
Ashes-to-go stations set up between Irongate | :24:12. | :24:17.
and St Peter's Street, people paused for a blessing | :24:18. | :24:19.
and a moment of reflection. It's important, the Church should be | :24:20. | :24:22.
out to show the love of God. It's a brilliant thing to do, | :24:23. | :24:25.
isn't it, to get people involved in the church rather than sort | :24:26. | :24:30.
of waiting for them to come For some people coming | :24:31. | :24:33.
into a church is quite difficult. It is actually not a neutral | :24:34. | :24:36.
space for many people, like it might have been | :24:37. | :24:39.
in years gone by. So often our services and traditions | :24:40. | :24:41.
are within the walls of the church but that's not good enough any more | :24:42. | :24:44.
these days, we have to come out into the communities and meet | :24:45. | :24:48.
people where they are. It's a modern take | :24:49. | :24:50.
on an ancient service. Services are also being | :24:51. | :24:52.
held at churches across And the weather kept fine, it was | :24:53. | :25:01.
rather nice today. It was, for the first day of spring | :25:02. | :25:07.
we have not done too bad. We started off with a beautiful sunrise this | :25:08. | :25:08.
morning. Most of us saw lovely sunny spells | :25:09. | :25:20.
through the day today. As we move to the next few days it will be quite | :25:21. | :25:24.
an unsettled picture, a series of weather fronts coming up from the | :25:25. | :25:27.
south-west ringing outbreaks of rain and windy conditions. One of those | :25:28. | :25:33.
is coming up as we move through the evening and overnight, turning | :25:34. | :25:35.
increasingly cloudy, some outbreaks of rain that could fall as snow over | :25:36. | :25:42.
high ground. A bit of a wintry mix even down to low levels in the early | :25:43. | :25:47.
hours. Temperatures slightly cooler in the countryside. A breezy start | :25:48. | :25:54.
to the day tomorrow, that cloud and rain with us first thing, then | :25:55. | :25:58.
through the morning the cloud will clear, the rain will fizzle out and | :25:59. | :26:05.
it looks like a decent afternoon, some sun and temperatures reaching 9 | :26:06. | :26:08.
degrees, and the breeze easing. By Friday it is a return to something a | :26:09. | :26:14.
bit wetter. We have this low pressure coming from the south-west | :26:15. | :26:17.
and that will bring outbreaks of rain later into the day and it looks | :26:18. | :26:22.
like it will linger over us into Saturday as well. Some rain on | :26:23. | :26:27.
Saturday as well, a wet start the -- to the weekend and it looks like it | :26:28. | :26:35.
will be dry on Saturday. We have just heard that Derby City | :26:36. | :26:40.
Council's meeting has been stopped because of a protest. More on that | :26:41. | :26:42.
at 10:25pm. Until then, good I think my political beliefs are | :26:43. | :27:05.
really quite straightforward. I believe that our country needs to | :27:06. | :27:09.
work for everyone. Not just for the rich, | :27:10. | :27:11.
not just for the privileged, not just for those who know | :27:12. | :27:14.
the right people or who've got the loudest voices, but a country | :27:15. | :27:16.
that really works for everyone, has the opportunity to be | :27:17. | :27:20.
who they want to be. In order to make sure that the | :27:21. | :27:25.
country works for everyone, Standing up for the vulnerable, | :27:26. | :27:29.
for the voiceless, | :27:30. | :27:33. |
