about abuse. Seven-year-old Shanay Walker died. Her art and Jane | :01:16. | :01:23. | |
grandmother were jailed. Today the coroner delivers her conclusions. | :01:24. | :01:30. | |
Simon is outside the court. What do the coroner 's say? That article | :01:31. | :01:38. | |
coroner has said a narrative conclusion. She said Shanay died by | :01:39. | :01:43. | |
nonaccidental injury. She was critical of the headteacher of the | :01:44. | :01:47. | |
primary school and another teaching assistant. She said they did not | :01:48. | :01:52. | |
pass on say safeguarding concerns after a number of other teachers saw | :01:53. | :01:57. | |
bruises on Shanay. And when she died she had more than 50 injuries. | :01:58. | :01:59. | |
Shanay Walker's mum, Leanne, suffered anxiety and postnatal | :02:00. | :02:00. | |
depression after giving birth to another child. | :02:01. | :02:03. | |
Shanay went into care at the age of four. | :02:04. | :02:07. | |
Foster carer Alison Robinson said she was | :02:08. | :02:09. | |
desperate to live with her mother and Shanay would say, "I want to be | :02:10. | :02:13. | |
I go to my friends house and have a midnight | :02:14. | :02:20. | |
feast and eat my breakfast and go to sleep. | :02:21. | :02:24. | |
People started noticing a change in Shanay. | :02:25. | :02:27. | |
Eight months after getting permanent guardianship this | :02:28. | :02:30. | |
video was taken by child psychologists, as they assessed how | :02:31. | :02:33. | |
They roleplayed different games given to them by the assessors. | :02:34. | :02:39. | |
The experts thought they had a good relationship. | :02:40. | :02:42. | |
But the inquest heard this wasn't a true reflection. | :02:43. | :02:55. | |
Kay-Ann Morris was putting on an act for the video session. | :02:56. | :02:58. | |
Doctor Zoe Kyte said at the time of the video and | :02:59. | :03:01. | |
afterwards, she saw positive interaction between them. | :03:02. | :03:05. | |
We heard a more sinister side to the aunt in this audio. | :03:06. | :03:09. | |
Kay-Ann Morris recorded a meeting with Shanay's teacher at school. | :03:10. | :03:13. | |
As they walked away after the meeting, her own recording | :03:14. | :03:15. | |
continues, as she shouts abuse at Shanay. | :03:16. | :03:30. | |
Shanay was at Southglade Primary School in Nottingham. | :03:31. | :03:32. | |
At the inquest, assistant headteacher Lisa Hyland | :03:33. | :03:35. | |
said she was suspicious someone was deliberately causing | :03:36. | :03:38. | |
Multiple child safeguarding concerns were raised | :03:39. | :03:44. | |
when Shanay lived at her aunt's home, but throughout the inquest | :03:45. | :03:47. | |
questions were asked about information not being passed | :03:48. | :03:49. | |
Teaching assistant Linda Simms said Shanay "looked scared of aunty". | :03:50. | :03:55. | |
She made a referral, after bruises were seen | :03:56. | :03:58. | |
In September 2013, the inquest heard Shanay told her school | :03:59. | :04:04. | |
she'd been beaten with a belt and hit over the knuckles with a wooden | :04:05. | :04:07. | |
Kay-Ann Morris, who had experienced violence from her | :04:08. | :04:12. | |
mother, was allowed to dominate meetings with professionals. | :04:13. | :04:15. | |
She was even permitted to bring so-called | :04:16. | :04:17. | |
"spiritual guardians" to meetings - they were her friends, | :04:18. | :04:21. | |
who backed up what she was claiming about Shanay and | :04:22. | :04:23. | |
The inquest continued to hear about missed | :04:24. | :04:26. | |
It emerged during the inquest that soon after Shanay's death, | :04:27. | :04:33. | |
Southglade School headteacher Peter Smalley and teaching assistant Laura | :04:34. | :04:37. | |
Shreaves recreated a child safeguarding document. | :04:38. | :04:42. | |
It has gone missing, the inquest was told, | :04:43. | :04:44. | |
They did this on a day the teacher who raised | :04:45. | :04:50. | |
the original concern about Shanay was not in school. | :04:51. | :04:54. | |
Just hours before she died, seven-year-old Shanay was | :04:55. | :04:59. | |
filmed on CCTV, in her pyjamas, going to a corner shop alone. | :05:00. | :05:02. | |
Shanay's aunt, Kay-Ann Morris, was cleared of murder. | :05:03. | :05:05. | |
She and Shanay's grandmother were jailed after being found guilty | :05:06. | :05:10. | |
Shanay Walker had been beaten, burned and abused. | :05:11. | :05:15. | |
Her young life ended due to a brain injury, in July 2014. | :05:16. | :05:27. | |
The coroner praised the dignity of Shanay's mother saying she bears the | :05:28. | :05:35. | |
greatest loss of all. A family friend spoke on her behalf. | :05:36. | :05:36. | |
This inquest has shown the number of services involved with Shanay | :05:37. | :05:39. | |
It also shows the number of missed opportunities, where different | :05:40. | :05:42. | |
actions may have resulted in different outcomes for Shanay. | :05:43. | :05:46. | |
Leanne believes Shanay was let down on many occasions. | :05:47. | :05:51. | |
The journey doesn't end here for Leanne. | :05:52. | :05:53. | |
Leanne still wants justice for Shanay. | :05:54. | :05:55. | |
No one has been held to account for her death. | :05:56. | :06:04. | |

review report is due to come out soon and the coroner said that any | :06:12. | :06:17. | |
lessons from that, any improvements in safeguarding will be a tribute to | :06:18. | :06:19. | |

who is Nottingham City Council's Corporate Director | :06:22. | :06:24. | |
of Children and Adults. I started by asking her if anyone at | :06:25. | :06:32. | |
the school who was involved should be disciplined. | :06:33. | :06:33. | |
Well, I can't really comment on individual HR matters | :06:34. | :06:35. | |
but obviously there has been a serious case review | :06:36. | :06:37. | |
which, as the coroner said, was very comprehensive, | :06:38. | :06:40. | |
and new issues have emerged through the coroner's court. | :06:41. | :06:43. | |
So they are obviously now subject to an in-depth investigation at the | :06:44. | :06:46. | |
But you can't just point the blame at the teachers all the | :06:47. | :06:51. | |
school, this was professionals from the local authority which the | :06:52. | :06:54. | |
The requirements at the time were not adequate, so the | :06:55. | :07:02. | |
Government actually changed the rules around a year ago around | :07:03. | :07:05. | |
Sorry to interrupt, but you essentially | :07:06. | :07:10. | |
saying that your department everything right? | :07:11. | :07:13. | |
No, I'm not saying that we did everything right. | :07:14. | :07:15. | |
And it's with the benefit of hindsight | :07:16. | :07:17. | |
that we see where things could have been changed. | :07:18. | :07:19. | |
And since actually Shanay died a number of things have changed | :07:20. | :07:22. | |
Retrospectively, this young girl was failed. | :07:23. | :07:28. | |
Do you not feel any sense, as the head of a | :07:29. | :07:30. | |
department, that that was not good enough? | :07:31. | :07:32. | |
It's never good enough when children are harmed. | :07:33. | :07:36. | |
I think what we have to remember, though, is that, | :07:37. | :07:39. | |
as the coroner has said as well, that the aunt who we entrusted the | :07:40. | :07:42. | |
care of Shanay to actually managed to deceive most of the people | :07:43. | :07:47. | |
A serious case review was done shortly after her death. | :07:48. | :07:52. | |
It will be published now, when we can take into account what | :07:53. | :07:55. | |
the coroner is saying, to see if there are more | :07:56. | :07:58. | |
But there has been a lot of action and improvement since. | :07:59. | :08:01. | |

He was asked in detail about allegations, that go | :09:39. | :09:40. | |
and he repeatedly denied sexually abusing a nine-year-old pupil, | :09:41. | :09:47. | |
She says Christopher Metcalfe kissed and touched her inappropriately, | :09:48. | :09:55. | |
at a swimming pool, during a story-time class, | :09:56. | :09:58. | |
He told the jury that pupils did sometimes visit, | :09:59. | :10:05. | |
And he also explained why he took a teenager home, | :10:06. | :10:11. | |
after he moved to this street in Kirkby in Ashfield. | :10:12. | :10:15. | |
He said he was simply dropping his dogs off | :10:16. | :10:18. | |
from the Skegby Hall children's home, where she was a resident, | :10:19. | :10:23. | |
His barrister said, "Did you rape her, Mr Metcalfe?" | :10:24. | :10:28. | |
He replied, clearly and confidently, "No, I did not". | :10:29. | :10:32. | |
Under cross-examination this afternoon, he was challenged over | :10:33. | :10:41. | |
why he changed his account of what happened - | :10:42. | :10:44. | |
because he told the police he wasn't aware of whether he'd kissed | :10:45. | :10:49. | |
Today Christopher Metcalfe told the jury it was because he'd | :10:50. | :10:55. | |
"I was suffering from shock" he said. | :10:56. | :10:59. | |
And "I didn't really know what was going on". | :11:00. | :11:04. | |
Sarah Knight, for the prosecution, said "Do you feel ashamed and sick | :11:05. | :11:08. | |
Again Christopher Metcalfe replied, "I did not do it". | :11:09. | :11:12. | |
He'll be back on the witness stand tomorrow. | :11:13. | :11:20. | |
So the letter has been signed, sealed and sent and Britain's | :11:21. | :11:23. | |
divorce from the European Union is officially under way. | :11:24. | :11:25. | |

That's what Theresa May said as she formally triggered Brexit. | :11:28. | :11:31. | |

But things are far from over - in fact, the questions, | :11:34. | :11:40. | |
uncertainties and complex negotiations are only just starting. | :11:41. | :11:43. | |
Before we look at those, just what has the EU ever done | :11:44. | :11:47. | |
The EU is the East Midlands biggest market. | :11:48. | :11:53. | |
About 200,000 jobs, that is one in 11, I linked to trade with | :11:54. | :11:56. | |
Most of those jobs are in manufacturing metals, cars and the | :11:57. | :12:02. | |
Nearly 44% of the region's exports go to the EU | :12:03. | :12:07. | |
generating about ?8.5 billion a year. | :12:08. | :12:16. | |
And virtually half of the East Midlands imports are from the EU. | :12:17. | :12:21. | |
That is worth about ?10.8 billion a year. In the past five years more | :12:22. | :12:28. | |
than 220 investment projects have received money from the EU, creating | :12:29. | :12:35. | |
or protecting 16,000 jobs here. Almost quarter of a million EU | :12:36. | :12:39. | |
citizens living East Midlands. That is one in 18. They worked mainly in | :12:40. | :12:47. | |
hotels and manufacturing. 9000 are employed in the NHS and adult social | :12:48. | :12:48. | |
care alone. In a moment we'll be | :12:49. | :12:49. | |
putting some of your Brexit First, though, our political editor | :12:50. | :12:51. | |
Tony Roe has been in Westminster Tony, all eyes have once again | :12:52. | :12:55. | |
been on the Commons. As you say, historic day, and it | :12:56. | :13:10. | |

are worried about what is going to happen over the next two years. | :13:47. | :13:51. | |

the Prime Minister, that we should come together. As a nation, does | :13:57. | :14:02. | |
that mean we are all now Eurosceptics? | :14:03. | :14:02. | |

The EU is our biggest trading partner. It's unlikely to be as easy | :14:31. | :14:46. | |
as it currently is. It's important in the negotiations that we put low | :14:47. | :14:50. | |
tariffs or no terrace at the heart and when it comes to customs | :14:51. | :14:52. | |
barriers that they are minimised as far as possible. Each MRC need be | :14:53. | :14:58. | |
properly resorts to Gilles with this. I think it will continue to be | :14:59. | :15:02. | |
really important to trade with the EU. | :15:03. | :15:03. | |

The good news is that the Government has given a commitment today that | :15:17. | :15:23. | |
people's existing rights will continue during the Pope period of | :15:24. | :15:29. | |
membership. And also both sides have agreed that it is top of the agenda | :15:30. | :15:34. | |
for the negotiations. I think the EU will not be prepared to reach an | :15:35. | :15:38. | |
agreement with the UK unless all of the acquired rights that EU citizens | :15:39. | :15:43. | |
have now are preserved. I think that will be a deal-breaker. | :15:44. | :15:44. | |

The main thing I want to know about Brexit and the | :15:47. | :15:50. | |
reason why I voted out was because of the immigration question, and | :15:51. | :15:54. | |
whether we're going to be able to control the people coming in. | :15:55. | :15:58. | |
It's unlikely that it is going to change very much, because Theresa | :15:59. | :16:13. | |
May says she wants this deep and special relationship and the EU is | :16:14. | :16:18. | |
going to insist that as far as possible there is free movement of | :16:19. | :16:22. | |
people, not the Surrey in the way we know now, but that would have to be | :16:23. | :16:26. | |
the condition of trade agreement. There will have to be something very | :16:27. | :16:33. | |
close to what we have now. And of course we are going to continue to | :16:34. | :16:37. | |
need those EU workers to perform essential services and functions. EU | :16:38. | :16:45. | |
employees are really important part of the workforce in East Midlands. | :16:46. | :16:47. | |
That is not going to change. I enjoy travelling to Europe and my | :16:48. | :16:49. | |
question would be is it going to be necessary to have a visa for every | :16:50. | :16:55. | |
time I want to travel to a European Providing the security issues can be | :16:56. | :17:09. | |
dealt with quickly in the negotiations, I'm sure there will | :17:10. | :17:17. | |
continue to be visa free travel. It is in everyone's interests. I'm | :17:18. | :17:22. | |
