abuse inquiry, have died. They've been reported | :01:10. | :01:14. | |
to a long-running investigation into the care system | :01:15. | :01:16. | |
in Nottinghamshire. The police | :01:17. | :01:21. | |
have identified hundreds of potential victims, | :01:22. | :01:24. | |
but it's been hard to find evidence. And one survivors' group says it's | :01:25. | :01:26. | |
very concerned that more suspects Our social affairs correspondent, | :01:27. | :01:29. | |
Jeremy Ball, reports. The police are listening | :01:30. | :01:34. | |
and they are helping. It took decades for | :01:35. | :01:36. | |
Sharon to go to the police to say she had been raped | :01:37. | :01:39. | |
and repeatedly abused by a man that worked at the children's home | :01:40. | :01:43. | |
where she was a teenage resident. And she has never | :01:44. | :01:45. | |
had a day in court. That's because Sharon | :01:46. | :01:48. | |
has been assessed as having a psychiatric condition, | :01:49. | :01:49. | |
probably caused by childhood abuse, which means she wouldn't | :01:50. | :01:53. | |
make a credible witness. I will never get justice | :01:54. | :01:56. | |
for what he did to me. He would get me to stay | :01:57. | :01:59. | |
behind, help clean up He punched me in the face | :02:00. | :02:02. | |
and he raped me on the table. That is why a lot of people | :02:03. | :02:09. | |
stopped talking about it, stopped telling, | :02:10. | :02:14. | |
because people did not listen to us. Sharon is part of a vast police | :02:15. | :02:16. | |
investigation into child abuse in the care system across | :02:17. | :02:23. | |
Nottingham and Nottinghamshire over She is one of more than 300 men | :02:24. | :02:26. | |
and women who have come forward They've made 680 | :02:27. | :02:33. | |
separate allegations. Detectives have recorded around | :02:34. | :02:40. | |
400 potential abusers. And actually all of the unidentified | :02:41. | :02:46. | |
subjects could be one We know that over 50 | :02:47. | :02:50. | |
of them are dead. We rely so heavily now | :02:51. | :02:53. | |
on forensic evidence, telephone evidence, | :02:54. | :02:56. | |
CCTV, things like that. but when we are dealing | :02:57. | :03:01. | |
with historic allegations and historic investigations, | :03:02. | :03:03. | |
such as what you see in Operation Equinox, | :03:04. | :03:05. | |
we don't have that benefit, and so it makes it all | :03:06. | :03:08. | |
the more challenging. But this former social worker has | :03:09. | :03:09. | |
been brought to justice. Andris Logins was jailed | :03:10. | :03:12. | |
for 20 years for sex attacks on several youngsters | :03:13. | :03:14. | |
he was supposed to be caring for. It all happened at the old Beachwood | :03:15. | :03:17. | |
children's home in Mapperley, where the abuse enquiries | :03:18. | :03:20. | |
began back in 2011. Since then, emotions have | :03:21. | :03:22. | |
sometimes boiled over Because only three abusers have | :03:23. | :03:31. | |
been evicted so far. Most suspects haven't been | :03:32. | :03:37. | |
prosecuted, because a lack of evidence means there is no | :03:38. | :03:39. | |
realistic prospect of conviction. We are very concerned | :03:40. | :03:43. | |
with the number of cases going to court, | :03:44. | :03:45. | |
because actually, there is absolutely no deterrent | :03:46. | :03:49. | |
there to the people who abuse and there is no incentive | :03:50. | :03:51. | |
there are two people that have been accused, including rape | :03:52. | :03:54. | |
victims, to come forward. But how can you change that | :03:55. | :03:59. | |
without convicting innocent Well, why don't you let more cases | :04:00. | :04:01. | |
go to court and if the guy is He is found not guilty, | :04:02. | :04:06. | |
but at least the system has It was our role to keep children | :04:07. | :04:10. | |
safe and we clearly didn't. But this public apology | :04:11. | :04:14. | |
has been welcomed by survivors and now they are working | :04:15. | :04:16. | |

enough signatures now to secure a Parliamentary debate on the school's | :10:07. | :10:14. | |
idea. There an absolute epidemic of education on mental health. It is | :10:15. | :10:17. | |
going to get worse with no education. It will be a disaster. | :10:18. | :10:21. | |
The only way you can address that is to make it compulsory. What's going | :10:22. | :10:25. | |
on at the moment, was being ordered by the Government as the reactive | :10:26. | :10:28. | |
way of dealing it is not going to work. It becomes a box ticking | :10:29. | :10:35. | |
exercise will stop it lets the schools, teachers and sufferers | :10:36. | :10:37. | |
down. He realises this is a hot topic during the election, with | :10:38. | :10:41. | |
politicians keen to show their credentials. But he says three | :10:42. | :10:46. | |

said that they want to see more people trained in schools to spot | :11:12. | :11:16. | |
the symptoms of children with mental health problems earlier. Labour | :11:17. | :11:20. | |
today talking about improving counselling for young people. That's | :11:21. | :11:24. | |
something Ukip has said they want to see. And we have spoken as well to | :11:25. | :11:30. | |
the reader of the Association of School and College leaders based in | :11:31. | :11:33. | |
Leicester, this organisation represents 18,000 school readers. | :11:34. | :11:38. | |
They warn that all this is great stuff, but it has to be funded and | :11:39. | :11:41. | |
is a danger that schools are dumped on. Schools will be modelling mental | :11:42. | :11:50. | |
health like fitness and good diet. We need to be careful that what we | :11:51. | :11:53. | |
are not doing is assuming that schools are the answer to everything | :11:54. | :11:57. | |
and there are some young people who are going to need specialist | :11:58. | :11:59. | |
position. The Government need to make sure that that provision is | :12:00. | :12:02. | |
More mental health provision will cost more money - | :12:03. | :12:05. | |
how have the parties said they will pay for their plans? | :12:06. | :12:09. | |
Simply, we haven't got the full details of that, because those | :12:10. | :12:16. | |
manifestos are not out yet. We are expecting them next week. We know | :12:17. | :12:20. | |
from bits that have been announced, Labour have said they want to give | :12:21. | :12:23. | |
modest tax increases to people earning more than ?80,000 a year. | :12:24. | :12:29. | |
People below that amount they say won't be affected. The Conservatives | :12:30. | :12:33. | |
