First tonight, the East Midlands has the worst delays in England when it

comes to patients waiting to be handed over from the Ambulance

The number of people waiting more than an hour has tripled

Our hospitals insist they are working to improve the situation.

Here's our health correspondent, Rob Sissons.

Yes, they call these handover delays.

We are talking about ambulance patients who have got to hospital

:00:39.:00:41.

but A is typically too busy or does not have the

:00:42.:00:44.

Now, sometimes the patients wait on the back of the emergency vehicle

:00:45.:00:49.

or they may have to stay even in hospital corridors.

:00:50.:00:53.

Well, last year - let's take a look at the figures -

:00:54.:00:57.

more than 18,000 patients in our region waited over an hour

:00:58.:01:00.

The numbers have tripled in two years and it does not stop there.

:01:01.:01:06.

Last year more than 98,000 patients waited more than 30 minutes.

:01:07.:01:09.

That's up more than a fifth in two years.

:01:10.:01:11.

Well, these figures were obtained by the Labour Party

:01:12.:01:23.

and the Shadow Health Secretary, Jon Ashworth, who is

:01:24.:01:25.

I think that's partly to do with the mismanagement,

:01:26.:01:30.

the financial mismanagement of the NHS and I also think it's

:01:31.:01:32.

to do with the crisis that's hitting our social care.

:01:33.:01:34.

For patients, these delays can mean misery.

:01:35.:01:36.

Last week we revealed how 83-year-old Hazel Baines

from Grantham was kept waiting for more than two hours outside

Now, that was because A was too busy to accept her.

Quite frequently we require to respond to what we call red

calls, so these are life-threatening emergencies and we are required

So when we are taking sort of one, two, and in excess of three hours

to hand patients over, clearly there is a clear issue why

:01:56.:01:57.

we cannot respond to patients in a timely manner.

It only takes one particular incident or an influx of patients,

:02:03.:02:05.

whether that be ambulances or walking patients,

present a real big challenge to your team.

Well, both Leicester's NHS hospitals and the Nottingham Hospitals Trust

:02:13.:02:15.

would not be interviewed about this today.

:02:16.:02:16.

Leicester Hospitals did tell us it is "a significant and complex

:02:17.:02:19.

problem" which has reduced over the past year, however, they say.

:02:20.:02:22.

Well, the Nottingham Hospitals Trust told us the hold-ups stem

:02:23.:02:24.

from what they call a "lack of flow" of patients out of the emergency

:02:25.:02:27.

department and it is looking to speed up decision-making.

Well, the danger is, of course, this could get worse over winter.

The new head of the Independent Inquiry into Child Sexual Abuse says

she won't let victims down by reducing its scope.

It's investigating claims against the former Leicester MP,

Greville Janner, while another strand's looking at historical abuse

at children's homes in Nottingham and Nottinghamshire.

Today MPs heard the inquiry's being reviewed to put more focus

tablets and mobile devices, which means essentially they can

share images wherever and whenever they are,

so it can happen at any time, which makes it quite complex for us

as adults and parents and teachers, to actually help to protect them.

Teachers also have to take care not to be implicated in some way

and decide whether it can be dealt with in school or whether the police

:04:51.:04:53.

Every single situation we might come across, you've got

to deal with individually, for that particular student.

Because no student will react the same way and the consequences

It is about providing that support for them and making sure we educate

Unfortunately, the internet encompasses the whole world and not

just people in our own school, so quickly issues can spread

With internet technology moving ahead so quickly,

teachers and parents have to keep up in order to deal with this

The University of Derby will be part of the discussion in how to improve

But the challenge could be greater than expected.
