And now the news for the East Midlands,

:00:11.:00:12.

East Midlands Today's been told that vets have been paid to treat people

:00:13.:00:21.

They won't go to hospital, because they don't want

:00:22.:00:25.

So now this region's "major trauma unit" is planning

:00:26.:00:29.

Victims will be offered confidential help from youth workers,

:00:30.:00:32.

This exclusive report from our Social Affairs

:00:33.:00:36.

But many people who have been injured in blade attacks refuse

:00:37.:00:46.

Nathan ended up in hospital after being slashed across his face

:00:47.:00:55.

and hand, near his home in St Anne's in Nottingham.

:00:56.:00:57.

They start asking questions, like how did it happen?

:00:58.:00:59.

I have to lie to them, I do not want them to get

:01:00.:01:02.

the police involved, they know that you're

:01:03.:01:04.

the one that got stabbed, and you're the one that is most

:01:05.:01:07.

That's why it puts you in a bad position.

:01:08.:01:10.

And also, to your friends, it looks like...

:01:11.:01:12.

It could look like you're an informant, that you are

:01:13.:01:15.

You know what they say, snitches get stitches.

:01:16.:01:18.

Other people who already need stitches refuse to go to hospital

:01:19.:01:21.

We've been told some victims hop out of ambulances,

:01:22.:01:26.

while others look for people who can stitch them up at home.

:01:27.:01:29.

The Nottingham boxing coach Marcellus Baz runs knife crime

:01:30.:01:31.

workshops for schools and young offenders.

:01:32.:01:36.

I've come across it quite a few times, where people have known vets

:01:37.:01:39.

on a personal level, and ask them to stitch them up.

:01:40.:01:41.

And it's happening here in Nottingham.

:01:42.:01:45.

They need to get stitched, they need to get healed,

:01:46.:01:48.

and they know if they go to hospital, they're

:01:49.:01:50.

Maybe make a little bit of money on the side.

:01:51.:01:56.

So now, the major trauma unit that covers the East Midlands

:01:57.:01:58.

is going to try a new approach that doesn't involve police.

:01:59.:02:01.

Youth workers will be embedded with doctors

:02:02.:02:04.

at the Queens Medical Centre to offer victims confidential

:02:05.:02:06.

support at a time when they're most receptive.

:02:07.:02:11.

Whether it is that young person going on to become a perpetrator,

:02:12.:02:14.

of violence against somebody else, or the community and violence

:02:15.:02:17.

continues, that is what we are looking to try and stop in that

:02:18.:02:20.

short window of opportunity, that's very difficult to accept that

:02:21.:02:22.

kind of help until you recognise you need it.

:02:23.:02:24.

Redthread been invited to Nottingham because of their track record

:02:25.:02:31.

in hospitals in London, so, does Nathan think

:02:32.:02:34.

It can give them the knowledge and the tools to know

:02:35.:02:45.

about the consequences, if they do retaliate.

:02:46.:02:47.

Tackling knife crime is a growing priority,

:02:48.:02:48.

and they hope that teachable moment in hospital can make

:02:49.:02:51.

Jeremy, it does seem extraordinary, that a vet

:02:52.:02:57.

It does, but we've had confirmation of what you heard from Marcellus Baz

:02:58.:03:04.

from two other people who work with groups that tackle gang

:03:05.:03:07.

Now, they all told me they know victims personally, who have paid

:03:08.:03:12.

They also say that sometimes girlfriends or nurses are pressured

:03:13.:03:16.

I would imagine, would a vet get into trouble

:03:17.:03:26.

I asked that question to the Royal College

:03:27.:03:29.

of Veterinary Surgeons today, they told me that nobody has ever

:03:30.:03:32.

been struck off for doing this but because of confidentiality,

:03:33.:03:34.

they cannot say if there have ever been complaints about it.

:03:35.:03:37.

They've told me there are rules that ban vets from prescribing

:03:38.:03:40.

medicines to humans, but this is not entirely clear-cut

:03:41.:03:42.

because anyone with first aid skills can try to save someone's life.

:03:43.:03:45.

But, they should not be being paid for it.

:03:46.:03:50.

OK Jeremy, thank you very much indeed.

:03:51.:03:55.

Next tonight - the shocking case of the Nottinghamshire woman

:03:56.:03:57.

who died because she wasn't given life-saving brain surgery

:03:58.:03:59.

A coroner ruled Teresa Dennett, who was 58, would probably have

:04:00.:04:08.

lived had she got her operation when it was needed.

:04:09.:04:10.

Here's our Health Correspondent Rob Sissons.

:04:11.:04:16.

This is a truly shocking case. Teresa Dennett went to her local

:04:17.:04:23.

hospital, Kingsmill, they were caught in the middle trying to

:04:24.:04:26.

transfer her to a specialist centre for emergency brain surgery but they

:04:27.:04:30.

were passed from one hospital to another. This is what happened on

:04:31.:04:33.

that fateful day in February, last year.

:04:34.:04:35.

Teresa Dennett was admitted to Kingsmill's emergency

:04:36.:04:37.

A rare stroke was diagnosed which might need brain surgery,

:04:38.:04:40.

That afternoon, neurosurgeons at Nottingham's Queen's Medical Centre

:04:41.:04:43.

told doctors at Kingsmill to keep observing her.

:04:44.:04:46.

A CT scan showed a worsening condition.

:04:47.:04:50.

After midnight, a Nottingham neurosurgery registrar advised

:04:51.:04:51.

But a consultant dropped the move because intensive care was full.

:04:52.:04:58.

Sheffield was then contacted but a consultant insisted

:04:59.:05:01.

Sheffield had eight free intensive care beds and surgeons available.

:05:02.:05:09.

By 3.30am, she had deteriorated too much for an operation.

:05:10.:05:17.

Sheffield dispute that they had eight intensive care beds free. They

:05:18.:05:24.

say that they would have made space, however, for her. Had they known

:05:25.:05:28.

that Nottingham could not do the surgery. Whatever the intricacies of

:05:29.:05:32.

who said what and when, what it boils down to is a patient who

:05:33.:05:36.

desperately needed an operation to save her life, and she was let down

:05:37.:05:41.

by the NHS. The coroner has written to both hospitals, ordering them to

:05:42.:05:45.

make changes to make sure this never happens again.

:05:46.:05:50.

A coroner has ruled that all 30 British victims of the 2015

:05:51.:05:53.

Tunisia terror attacker were "unlawfully killed".

:05:54.:05:57.

Nicholas Loraine-Smith rejected calls from lawyers for some

:05:58.:06:00.

of the dead people's relatives to rule that "neglect" by travel

:06:01.:06:03.

firm TUI or the hotel owners played a role in their killing.

:06:04.:06:07.

Among those murdered were five people from the East Midlands -

:06:08.:06:10.

Scott Chalkley from Derby and his partner Sue Davey.

:06:11.:06:17.

John Stollery from Nottingham and Angela

:06:18.:06:19.

Mr and Mrs Fisher's son and daughter gave their reaction

:06:20.:06:22.

Hearing that evidence, there was a lot of blame

:06:23.:06:29.

apportioned to individual members of the police

:06:30.:06:31.

I did feel that was a little bit of an obvious target,

:06:32.:06:36.

and I was a little disappointed that we did not hear

:06:37.:06:38.

about the Tunisian states and some of the action that they could have

:06:39.:06:41.

taken to improve security in the hotels, and forced tour

:06:42.:06:44.

operators and hotel owners to do that.

:06:45.:06:47.

The main reason I decided to come every day was

:06:48.:06:49.

I did not witness what happened to my mum and dad,

:06:50.:06:58.

so it was important for me to know what happened and get as much

:06:59.:07:01.

Well earlier, I spoke to Kieran Mitchell -

:07:02.:07:08.

a lawyer for the family of Scott Chalkley, and asked him

:07:09.:07:10.

The family are, understandably, a little disappointed with the ruling.

:07:11.:07:15.

They would have liked there to have been more direct criticism

:07:16.:07:17.

that they accept and acknowledge the judge was constrained

:07:18.:07:19.

by the law available to him in reaching that verdict.

:07:20.:07:24.

When you say direct criticism, of whom?

:07:25.:07:26.

Of TUI in particular, he found he was unable to reach

:07:27.:07:29.

And, were they very disappointed as well about the lack

:07:30.:07:35.

of condemnation of the police over there and their response times?

:07:36.:07:38.

There was certainly some specific condemnation of police,

:07:39.:07:40.

they were referred to as "cowardly and shambolic", by the judge.

:07:41.:07:42.

So, I think some heart was taken from that criticism.

:07:43.:07:45.

What more could have been done to protect tourists?

:07:46.:07:48.

Certainly deficiencies were identified in the wake

:07:49.:07:49.

of the Bardo shootings, and prior to these atrocities

:07:50.:07:54.

happening, and audits could have been carried out on security

:07:55.:07:56.

at the hotels, to identify those deficiencies, and remedy them.

:07:57.:08:02.

That may well have prevented some, if not all, of those deaths.

:08:03.:08:06.

Would you be pressing for a civil case for damages on Scott's behalf?

:08:07.:08:09.

That is something I will be discussing with our

:08:10.:08:11.

And what, if anything, do you think the travel industry

:08:12.:08:15.

The travel industry needs to be clear to warn its guests

:08:16.:08:19.

of the risks posed by certain destinations, and that is apparently

:08:20.:08:22.

something TUI themselves have already learned,

:08:23.:08:29.

Sheffield dispute that they had eight intensive care beds free. They

:08:30.:08:32.

say that they would have made space, however, for her. Had they known

:08:33.:08:34.

that Nottingham could not do the surgery. Whatever the intricacies of

:08:35.:08:35.

who said what and OK, thank you very much

:08:36.:08:40.

for talking to us. Police have made a fresh appeal

:08:41.:08:44.

for information about the murder of a woman in Leicester,

:08:45.:08:47.

which featured on the BBC's 56-year-old Mumtaz Member was found

:09:48.:09:50.

So, it's goodbye from me - but with your weather

:09:51.:09:54.

Thank you. It is the last day of meteorological winter today, and we

:09:55.:10:02.

had some springlike photos sent in early today. There is simply sky

:10:03.:10:06.

over Derwent dam in Derbyshire, and some blossom began to come out.

:10:07.:10:12.

Thank you to our Weather Watchers for those pictures. Looking at the

:10:13.:10:16.

pressures, not so springlike. Low pressure in charge of the weather

:10:17.:10:21.

with this front coming towards us. Wet weather expected. Overnight

:10:22.:10:24.

tonight, patches of rain clear out the way. We should be left with

:10:25.:10:28.

clear spells in the early hours, temperatures will take a tumble.

:10:29.:10:33.

Lows of 2 degrees, and we could see some frost and icy patches forming

:10:34.:10:37.

on untreated brutes. Bright tomorrow to begin with but cloud continues

:10:38.:10:40.

over the day -- routes. Rain begins to push in, patchy in

:10:41.:10:56.

nature with highs of 8 is the nicest day of the next view,

:10:57.:10:59.

otherwise chilly and unsettled. Good evening. We are about to head

:11:00.:11:10.

into March, the days are getting longer, but are they getting any

:11:11.:11:14.

warmer? Not really. We will get there in the end, but we will have

:11:15.:11:18.

to be patient, not very springlike at the moment. Some showers

:11:19.:11:22.

scattered around across England and Wales will tend to diminish in

:11:23.:11:26.

number, a few left behind, wintry showers across the north of

:11:27.:11:31.

Scotland, snow at low-level is, ice as well as temperatures fall close

:11:32.:11:36.

to freezing. A cold night with a touch of frost in a number of

:11:37.:11:42.

places. Plenty of sunshine across southern areas first of all, but it

:11:43.:11:45.

will not last, rain spilling from the south, the best brightness and

:11:46.:11:49.

eventually further north across
