And now the news for the East Midlands, | :00:10. | :00:12.
First tonight, business leaders in the East Midlands have | :00:13. | :00:18.
given a cautious welcome to the Chancellor's Budget. | :00:19. | :00:20.
There's to be more money for adult social care, | :00:21. | :00:23.
businesses and for roads in our region. | :00:24. | :00:25.
But for people who are self-employed - national insurance | :00:26. | :00:28.
In a moment the reaction from some of our MPs. | :00:29. | :00:34.
But first, our reporter Helen Astle on what the budget | :00:35. | :00:38.
It was a full House in the Commons as the Chancellor took | :00:39. | :00:43.
Gathering in Leicestershire to watch the developments in London | :00:44. | :00:48.
were a group of business leaders, keen to hear how the budget will | :00:49. | :00:52.
National Insurance will rise for the self-employed, | :00:53. | :00:57.
there will be help for small businesses and there's particular | :00:58. | :01:00.
reason to celebrate amongst pubs as most will get a ?1,000 discount | :01:01. | :01:03.
It is news that's being given a cautious welcome. | :01:04. | :01:09.
Relatively, a business-friendly budget. | :01:10. | :01:11.
Fairly steady state which is clearly what we expected | :01:12. | :01:14.
One clearly designed for the UK going forward | :01:15. | :01:19.
I think it will have a significant effect on self-employed people | :01:20. | :01:28.
because there are a lot of people moving to that | :01:29. | :01:30.
basis and a lot of them are genuinely trying | :01:31. | :01:34.
To help boost business in the Midlands even further, | :01:35. | :01:41.
?23 million has been allocated to east projection and tackle | :01:42. | :01:43.
That'll be fantastic because I spend a lot of time on roads. | :01:44. | :01:48.
It sounds a lot but it is not when you come to use it. | :01:49. | :01:52.
There are certainly plenty of pinch-points and I can think | :01:53. | :01:54.
of one where I live, which is Kibworth. | :01:55. | :01:56.
Philip Hammond's first budget was never going to be full | :01:57. | :01:58.
of surprises, instead, it's a budget for Brexit | :01:59. | :02:00.
and the uncharted waters that lie ahead. | :02:01. | :02:07.
So, what has the Chancellor included in his Budget to help ease | :02:08. | :02:10.
Well, we had to wait until near the end of his speech | :02:11. | :02:16.
to find out, as our political editor Tony Roe reports. | :02:17. | :02:19.
There'll ?2 billion extra over the next three years | :02:20. | :02:22.
to help our councils responsible for social care, but the Local | :02:23. | :02:27.
Government Association has said 1.3 billion was needed | :02:28. | :02:31.
The Labour Shadow Health Secretary says it's not nearly enough. | :02:32. | :02:36.
When you take into account the reality that the minimum | :02:37. | :02:38.
wage will be going up, costing social care ?900 million, | :02:39. | :02:41.
you then realise this actually isn't going to increase capacity of social | :02:42. | :02:45.
care, it won't be going to help those who need it, so I'm not sure | :02:46. | :02:48.
It's not even a sticking plaster for social care, if you like. | :02:49. | :02:57.
The extra money - a billion in the next financial year - | :02:58. | :03:00.
will pay to provide care which gets people out of hospital, | :03:01. | :03:04.
freeing up beds, easing the pressure on the NHS. | :03:05. | :03:08.
We need to make sure that this makes a huge difference now and it's | :03:09. | :03:12.
invested properly and that's why it's been targeted at sustainability | :03:13. | :03:14.
and transformation plans, which will really change the way | :03:15. | :03:17.
that health care and social care work together. | :03:18. | :03:19.
We also heard there'll be ?23 million to ease | :03:20. | :03:22.
And tomorrow, there'll be a big announcement on the Midlands Engine, | :03:23. | :03:27.
I will follow the launch of the Northern powerhouse strategy | :03:28. | :03:31.
at Autumn Statement by publishing tomorrow our Midlands | :03:32. | :03:33.
energy strategy. Addressing productivity barriers | :03:34. | :03:39.
across the Midlands. Midlands Engine strategy. | :03:40. | :03:41.
The Amber Valley Tory MP Nigel Mills says he always gets nervous | :03:42. | :03:44.
when he hears the word Midlands. There a fear the East Midlands | :03:45. | :03:47.
might get left behind at the expense of the west. | :03:48. | :03:54.
A murder investigation is under way in Leicester following the death | :03:55. | :03:57.
Police were called to London Road in the early hours of this morning | :03:58. | :04:03.
following reports of what's believed to have been a hit-and-run. | :04:04. | :04:06.
Detectives have spent the day carrying out enquiries | :04:07. | :04:09.
and a 30-year-old Leicester man's now been arrested and is in custody | :04:10. | :04:12.
There's been a fresh appeal for witnesses to one | :04:13. | :04:20.
of the region's worst incidents of fly-tipping. | :04:21. | :04:22.
It took employees from Hinckley and Bosworth Borough Council | :04:23. | :04:25.
approximately 112 man hours to remove 20 tonnes of waste. | :04:26. | :04:29.
It was found on an access road next to the A47. | :04:30. | :04:32.
It was a mix of building rubble, commercial waste | :04:33. | :04:35.
Cleaning it up has so far cost local taxpayers more than ?4,000. | :04:36. | :04:42.
East Midlands Ambulance Service is to spend more than ?3 million | :04:43. | :04:46.
New electronic tablets will make it easier for paramedic crews | :04:47. | :04:53.
to add medical details, and even send information | :04:54. | :04:56.
It comes after the service was criticised for not keeping | :04:57. | :05:01.
patients' confidential paper records secure. | :05:02. | :05:05.
On the road, and under pressure like never before. | :05:06. | :05:12.
Now, East Midlands ambulance crews are going high-tech. | :05:13. | :05:15.
They have brought in a new 4G tablet system that they hope will transform | :05:16. | :05:21.
the way they treat and transport patients, and alert the waiting | :05:22. | :05:24.
Previously we may have had to describe it over a phone, | :05:25. | :05:31.
which can be very difficult and cause confusion. | :05:32. | :05:34.
With this, they can see what we are seeing in front of us. | :05:35. | :05:37.
It allows the hospital to be ready for our arrival and patients | :05:38. | :05:40.
will be seen quicker. Everything is in place, | :05:41. | :05:42.
and it is a better outcome for the patient. | :05:43. | :05:45.
Potentially life-saving? Definitely, yes. | :05:46. | :05:47.
Until now, just under half the ambulance admin was done | :05:48. | :05:51.
on heavy computer laptops - cumbersome and hard to keep clean - | :05:52. | :05:54.
but the majority of patients' records were done on paper, | :05:55. | :05:57.
You might be being bounced around because of road conditions. | :05:58. | :06:06.
It is difficult, it can be illegible, and that causes potential | :06:07. | :06:08.
This is all definite and much quicker to fill in. | :06:09. | :06:13.
In return, crews can access detailed advice about medical treatment | :06:14. | :06:15.
and they can send heart ECGs and even photos of accident | :06:16. | :06:18.
scenes to hospitals. And there is another benefit, too. | :06:19. | :06:23.
You were criticised last year by the Care Quality Commission | :06:24. | :06:26.
for leaving confidential patient paper records on show in ambulances | :06:27. | :06:29.
Absolutely, and we wholeheartedly acknowledge the CQC | :06:30. | :06:36.
This system will be the de facto record solution | :06:37. | :06:43.
for our patients across the Trust, so there should be no | :06:44. | :06:46.
That is one of the reasons we are doing it. | :06:47. | :06:52.
The new tablets will be brought in from next month, | :06:53. | :06:55.
and it is hoped they will be in every ambulance by September. | :06:56. | :07:00.
It's 50 years since the controversial Leicester | :07:01. | :07:03.
playwright, Joe Orton, was killed by his partner. | :07:04. | :07:06.
At the time his works were considered ground-breaking - | :07:07. | :07:09.
even risque - taking on subjects such as homosexuality | :07:10. | :07:12.
To mark the anniversary of his death, Curve in Leicester | :07:13. | :07:17.
is putting on a production of his final play, | :07:18. | :07:19.
Why is he wearing my uniform? He's not a boy, he's a girl. | :07:20. | :07:25.
Why is she wearing my shoes? She isn't a girl, she's a boy. | :07:26. | :07:29.
What may seem like a comedy of errors is in fact a dark farce, | :07:30. | :07:32.
challenging ideas around gender and sexuality. | :07:33. | :07:36.
What The Butler Saw was written in 1967, the last play by Joe Orton | :07:37. | :07:39.
who was violently killed by his gay lover that very year. | :07:40. | :07:44.
Raised on the Saffron estate in Leicester, | :07:45. | :07:48.
he was a working-class boy all too aware of his disadvantages. | :07:49. | :07:52.
I went to the ordinary sort of school that poor children go | :07:53. | :07:56.
to and didn't get the 11 plus, because I was rather dim at school. | :07:57. | :08:00.
Well, I wasn't actually dim but I didn't get the 11 plus anyway. | :08:01. | :08:05.
Despite his setbacks, Orton would go on to shake up | :08:06. | :08:09.
the theatrical world and subvert views on homosexuality. | :08:10. | :08:14.
My action could only result in a gross violation | :08:15. | :08:17.
His work is still incredibly relevant and I think it was ahead | :08:18. | :08:25.
of its time when he wrote it and I imagine it's still | :08:26. | :08:28.
Let's just take the fact that this working-class kid | :08:29. | :08:34.
from Leicester who I guess, when you look at where he came from, | :08:35. | :08:37.
and the opportunities available to him, the fact that he went | :08:38. | :08:40.
on to change the course of British theatre... | :08:41. | :08:45.
50 years on, the words of Joe Orton and the irreverent world | :08:46. | :08:48.
that he created still seem to be drawing audiences of all ages | :08:49. | :08:53.
And the show will be on for another week and a half here at Curve. | :08:54. | :09:05.
And just before we join Sara for the weather - | :09:06. | :09:08.
archaeologists have discovered another cave under | :09:09. | :09:11.
Nottingham's city centre. It was unearthed under what's | :09:12. | :09:13.
thought to have once been the site of a pub on Convent Street. | :09:14. | :09:16.
And it's the latest to be added to Nottingham's unique network | :09:17. | :09:19.
A new building is to be constructed on the site for use by students | :09:20. | :09:24.
at Nottingham Trent University and Confetti College. | :09:25. | :09:27.
That's your news. So, it's goodbye from me - | :09:28. | :09:29.
but with your weather now, here's Sara. | :09:30. | :09:36.
It's not going to rain tonight or tomorrow, a decent day on the cards | :09:37. | :09:42.
for Thursday and the skies is tried and brighten a little bit through | :09:43. | :09:49.
this afternoon. We've also got some spring lambs. They really make you | :09:50. | :09:56.
feel spring is on the way. We are starting to see through the rest of | :09:57. | :10:00.
tonight, that weather front starting across other parts of the country, | :10:01. | :10:04.
keeping some cloud over us in the East Midlands for a time but it will | :10:05. | :10:08.
start to break up. A few clear spells and it feels a little chilly | :10:09. | :10:12.
outside but the minimum temperature overnight should go no lower than | :10:13. | :10:16.
six Celsius. More of a breeze first thing tomorrow morning but the cloud | :10:17. | :10:20.
is thinning and breaking nicely, and we will see some sunshine. In the | :10:21. | :10:24.
afternoon, temperatures back into double figures. 12, maybe 13 | :10:25. | :10:31.
Celsius. The breeze coming from the north-west but it will gradually | :10:32. | :10:36.
ease as we get to the latter part of the afternoon. A cold at night, | :10:37. | :10:40.
Thursday night into Friday but Friday clouds over from the west, | :10:41. | :10:43.
this is where the front is meeting with the area of high pressure | :10:44. | :10:48.
sitting over us, producing a small amount of rain at times on Friday. | :10:49. | :10:51.
That weather front clearing gradually eastwards through | :10:52. | :10:55.
Saturday, leaving us with a dry afternoon. | :10:56. | :10:59.
outlook, staying mild and Nick has the bigger picture across the UK. | :11:00. | :11:04.
Hello. Spring is in the air with temperatures reaching 14 or 15 in a | :11:05. | :11:11.
few spots today as they will again over the next few days. Very | :11:12. | :11:18.
pleasant in the sun. The daffodils were loving that in York. More | :11:19. | :11:22.
places under blue sky tomorrow and dry. Tonight heavy showers moving | :11:23. | :11:29.
across Scotland on strong to gale force winds, some may clip Northern | :11:30. | :11:32.
Ireland. It's a mild night in southern England and South Wales but | :11:33. | :11:37.
damp and drizzly, misty with coastal and hill fog elsewhere. Temperatures | :11:38. | :11:46.
in between and dry: This damp weather hangs on from parts of the | :11:47. | :11:52.
Channel Islands, to Cornwall. Elsewhere, it's getting brighter in | :11:53. | :11:55.
South Wales and southern England. In England, Wales and Northern Ireland | :11:56. | :11:58.
some sunny spells around from the word | :11:59. | :11:59. |
