First tonight, a council says it won't be refunding thousands

of motorists' fines, despite a court ruling that signs

for a city centre bus lane are not good enough.

More than 23,000 drivers have been fined up to ?60 for wrongly driving

up a street outside Nottingham Trent University.

The city council went to the High Court after a taxi

driver won an appeal against his penalty.

Beware the cameras of Shakespeare Street in Nottingham.

Outside Nottingham Trent University, there's a fine of up to ?60 at a bus

gate that isn't used by any public bus services.

Now, a High Court judge has upheld an appeal by a cabbie,

who said he shouldn't have to pay the fine.

The judge agreed with the ruling from the Traffic Penalty Tribunal,

which said motorists probably wouldn't understand signs here that

are supposed to indicate that a bus gate is in force.

I came to drive past here, and my friend had to say, "Stop,

I've already been fined, so you'll get fined for this,"

Unfortunately, there's no excuse for saying

that the signage isn't clear enough, because the signage is out there.

Last month, we revealed more than 11,200 fines had been issued

Figures to the end of September 2016 show that another

Nottingham City Council went to the High Court after the taxi

driver won his appeal at the Traffic Penalty Tribunal.

The adjudicator said it was highly unlikely a motorist

In a statement, Nottingham City Council said

they wanted the High Court to provide clarification.

They're now working out their next move, but it won't alter cases

where people have accepted a fine on Shakespeare Street.

Tonight, Nottingham City Council wasn't doing interviews,

but there has been a case of a council saying it would repay

Hertfordshire County Council said, in 2012, it was re-funding

That was after the Traffic Penalty Tribunal criticised

The council said it was being done on moral rather than legal grounds.

A man has been charged with murder following the death of a man

30-year-old Dilovan Fazil Mohammed, of no fixed address,

was discovered with serious injuries on London Road in the early hours

Armed police spent ten hours outside a flat in Leicester

Officers and negotiators were called to Keightley Road in the New Parks

area of the city at seven o'clock this morning.

After lengthy negotiations, the man was led out of the property.

He was arrested on suspicion of firearm offences.

A 48-year-old woman was found unharmed inside the flat.

Police and forensic officers have spent the day investigating

after a man was found stabbed to death at his home

His body was discovered in a bungalow in Ashby de la Zouch

A woman had suffered serious stab wounds.

And a little girl was rescued unhurt.

A family home that's become a crime scene.

Police were called to this bungalow on Holland Crescent

Inside, they found a man stabbed to death, a woman with serious

stab wounds and a child, described locally as a girl

People living nearby described how this quiet neighbourhood in Ashby

I just seen the street full of police

and it was just shocking to see. It was just like, "What's gone on?"

And the kids, all the kids were out and scary.

You wouldn't expect around here, to be honest,

but it's just the shock. Yeah, really a shock.

Er, very chilling, very unnerving, very sad.

Allan Blakemore lives just doors away from the family and told me

he saw them regularly. He's shocked.

When I took the dog for a walk and I met the young girl quite

a few times and she was friendly towards my dog and then,

And they were all, to me, they were such a nice little family.

It's something that's totally out of the blue, isn't it?

House-to-house inquiries are underway today as police

try to piece together what happened at this bungalow

Though the investigation is at an early stage,

officers don't believe anyone else was involved.

As investigations continue, the woman found injured

here is in a critical condition at Coventry's Walsgrave Hospital,

The little girl is being looked after by relatives.

Anyone with any information is asked to contact police.

The Department for Transport has said it's sorry after learning

of a disabled Derbyshire boy who's unable to use

11-year-old Owen Porter has severe health problems

of the Queen's Medical Centre in Nottingham.

But his nearest railway station in Alfreton has no step free access.

Instead, he has to take a two hour bus journey to appointments.

The local council says it's campaigned

Improvement work is now due to begin on the station

You know, obviously, we was promised the funding for this and then,

for it not to happen is very frustrating.

Alfreton has been campaigning now for 20 years to improve access

at this station and, really, it is difficult

to understand that why, in 2017, we're still having this debate.

We've got a scheme on the table, fully designed, ready to be built.

Onto football and Derby County's playoff hopes took
