of a 16-year-old boy 30 years ago - who's now believed to | :01:16. | :01:18. | |
It was in March 1986 that Kevin Hicks from Croydon went out | :01:19. | :01:22. | |
to buy some eggs for a school project and was never seen again. | :01:23. | :01:25. | |
The case was reviewed earlier this year and detectives are now | :01:26. | :01:28. | |
appealing for an unnamed woman, who called a local | :01:29. | :01:30. | |
newspaper ten years after he disappeared, | :01:31. | :01:31. | |
His disappearance in 1986 prompted a huge search effort from police and | :01:32. | :01:49. | |
the local community. He has run away, maybe, and we looking, but | :01:50. | :01:53. | |
maybe something more serious has happened. 30 years on, for those | :01:54. | :01:58. | |
still missing him, it is as painful as ever. It doesn't seem like 30 | :01:59. | :02:03. | |
years. It only seems like yesterday. He was only going down the road to | :02:04. | :02:07. | |
buy some eggs. He had a pound on him and that was it. The rest is | :02:08. | :02:15. | |
history. Kevin disappeared in March 19 86. In October 1996, the Croydon | :02:16. | :02:20. | |
Advertiser newspaper took an anonymous phone call about his case. | :02:21. | :02:26. | |
Now, following a review, police have announced a murder investigation. | :02:27. | :02:28. | |
When police reviewed the case earlier this year they were | :02:29. | :02:32. | |
concerned by three things. First, the night Kevin disappeared, D had | :02:33. | :02:36. | |
told his parents he was going to a local shop to buy eggs. An hour and | :02:37. | :02:40. | |
a half later, he was senior on Shelley wrote for the last time, | :02:41. | :02:43. | |
leading police to believe he may have been meeting someone. Secondly, | :02:44. | :02:48. | |
he received some speakers from an anonymous person days before his | :02:49. | :02:51. | |
disappearance. Something he tries to hide from his parents. Thirdly, | :02:52. | :02:57. | |
there was the anonymous call to the Croydon Advertiser newspaper ten | :02:58. | :02:59. | |
years after his disappearance, suggesting that that person knew the | :03:00. | :03:04. | |
location his body was buried. Police now believe he had been groomed and | :03:05. | :03:09. | |
perhaps been killed for it. When a disappearance is viewed with a | :03:10. | :03:13. | |
grooming aspect, it raises suspicions that he met with foul | :03:14. | :03:18. | |
play that night. Why wasn't that seem at the time? There was a huge | :03:19. | :03:22. | |
police response of the time, a massive area searched around South | :03:23. | :03:28. | |
Croydon. Now we are being more intelligence led and evidence lead, | :03:29. | :03:31. | |
which is why we are basing the appeal on that now. Investigators | :03:32. | :03:38. | |
believe whoever called the newspaper may know who killed Kevin. I want | :03:39. | :03:43. | |
that person who made the call to contact us. I believe they may have | :03:44. | :03:47. | |
some specific information about what happened to Kevin that night and I | :03:48. | :03:50. | |
urge them to come forward. Make that phone call. You can't tell anyone | :03:51. | :03:56. | |
else because it's your secret, that you know what happened that night. | :03:57. | :04:00. | |
The best person to phone is ring the police. Get that secret told. Just | :04:01. | :04:08. | |

that the Met Police service and others are doing | :05:12. | :05:14. | |
The Met Police are currently reviewing safety and security around | :05:15. | :05:18. | |
events like Winter Wonderland, around events like the New Year's | :05:19. | :05:20. | |
Eve fireworks, around markets taking place across London. | :05:21. | :05:22. | |
We are always making sure we're as safe as we possibly can be. | :05:23. | :05:25. | |
But also, it's worth bearing in mind, what the terrorists | :05:26. | :05:28. | |
want to do is to terrorise us - for us to change the way | :05:29. | :05:31. | |
At the same time, we can never be complacent and must | :05:32. | :05:36. | |
As he mentioned there, the Metropolitan Police are reviewing | :05:37. | :05:55. | |

used to be like this. With the number of over-65s | :09:08. | :09:12. | |
predicted to rise by nearly 50% in the next 20 years, | :09:13. | :09:14. | |
the need to ensure basic nourishment and care will continue to challenge | :09:15. | :09:17. | |
hard-pressed council budgets. Well, joining me now from Age | :09:18. | :09:32. | |
UK is Gordon Deuchars. Thank you for coming in. We saw | :09:33. | :09:42. | |

people who need some help and making sure that their health is looked | :09:57. | :10:05. | |
after over the piece. Is there any evidence to suggest that's taking | :10:06. | :10:08. | |
away meals on wheels as an impact on the health of the elderly? There is. | :10:09. | :10:17. | |
There is evidence that malnourished people are twice as likely to visit | :10:18. | :10:21. | |
their GP, three times as likely to be admitted to hospital and are | :10:22. | :10:26. | |
likely to stay in hospital longer when they are there. There are | :10:27. | :10:34. | |
obvious knock-on effects of that. In fact, quite a lot of older people | :10:35. | :10:39. | |
who are admitted to hospital have got some signs of malnutrition. You | :10:40. | :10:43. | |
believe it is a false economy, taking away meals on wheels, because | :10:44. | :10:49. | |
in the long term there is in effect a benefit. Absolutely. If people | :10:50. | :10:55. | |
need to use the health service identifiably much more because | :10:56. | :11:00. | |
they've taken away meals on wheels and other similar services, indeed | :11:01. | :11:07. | |
in the long run the NHS will spend more on looking after them. We've | :11:08. | :11:12. | |
talked about it many times on this programme and we know the pressure | :11:13. | :11:16. | |
on budgets of councils. At this time of year, it focuses the mind on the | :11:17. | :11:21. | |
collective responsibility of people in our communities. What do you | :11:22. | :11:27. | |
suggest? I think it is a very good idea to look out for older | :11:28. | :11:31. | |
neighbours and friends that you have, talk to them, check they are | :11:32. | :11:38. | |
all right. Especially around Christmas and when the weather is | :11:39. | :11:44. | |
cold. I don't think it should be, for example, a neighbour's | :11:45. | :11:51. | |
responsibility to check that their older neighbour has enough to eat. | :11:52. | :11:54. | |
There are social responsibilities for that. I would suggest that, if | :11:55. | :12:01. | |
you are worried about an older person, then it is a good idea to | :12:02. | :12:08. | |

inquest in Chelmsford. John Palmer, AKA Goldfinger. He got | :12:25. | :12:35. | |
the nickname amidst rumours he had melted down gold bullion from the | :12:36. | :12:41. | |
heist in 1983. Speaking to reporters at the time in Tenerife, where he | :12:42. | :12:44. | |
was operating a time-share scam commie denied having anything to do | :12:45. | :12:48. | |
with it. I'm completely innocent of anything to do with this so-called | :12:49. | :12:56. | |
bullion raid. I know nothing of it. In June last year, shortly after | :12:57. | :13:00. | |
these CCTV pictures were taken, Palmer was shot six times at his | :13:01. | :13:04. | |
home near Brentwood in Essex. The days, please didn't realise he had | :13:05. | :13:08. | |
been murdered, thinking he had died as a result of gall bladder surgery | :13:09. | :13:11. | |
has recently undergone. They have recently apologised for that | :13:12. | :13:15. | |
mistake. Today an inquest into his death was held in Chelmsford. The | :13:16. | :13:20. | |
coroner concluded he'd been unlawfully killed. There was only | :13:21. | :13:24. | |
one member of John Palmer's family present at the inquest, and that was | :13:25. | :13:28. | |
a man called Ashley Phil thought. He is the partner of John Palmer's | :13:29. | :13:33. | |
daughter. He is seen on the right, leaving the hearing with DCI Stephen | :13:34. | :13:39. | |
Jennings. DCI Jennings gave evidence and said the murder investigation is | :13:40. | :13:43. | |
ongoing. One problem detectives have is the sheer number of people who | :13:44. | :13:47. | |
might have had a motive to kill Palmer. In relation to his | :13:48. | :13:52. | |
conviction in 2001, there were listed anything up to or above | :13:53. | :13:56. | |
16,000 victims. There could be 16,000 motives for why he was killed | :13:57. | :14:01. | |
in relation to that. Then there is criminality involving the bullion | :14:02. | :14:05. | |
heist. We know a number of people involved and that is, subsequent to | :14:06. | :14:08. | |
the crime, have been either killed or have died. That was very much a | :14:09. | :14:13. | |
consideration. Hatton Gardens, possibly involvement. Possible. It | :14:14. | :14:18. | |
was a line of enquiry we took. He associated the passwords of the | :14:19. | :14:22. | |
people associate with that crime who are now in prison. Police say | :14:23. | :14:26. | |
someone involved in the criminal underworld knows who killed John | :14:27. | :14:30. | |
Palmer and after today's inquest, officers renewed their appeal for | :14:31. | :14:32. | |
anyone with information to come forward. | :14:33. | :14:33. | |

I didn't actually look at that time in terms of, | :17:42. | :17:43. | |
"I want to run the London Fire Brigade." | :17:44. | :17:45. | |
As the opportunity came along, I more and more realised that | :17:46. | :17:48. | |
I wanted to do that job, and I've been so proud to do it | :17:49. | :17:51. | |
Now, one of the most significant days, let's say, | :17:52. | :17:55. | |
has probably been 7/7, and you were the lead | :17:56. | :17:57. | |
It was an incredible day and I think it's a day that's | :17:58. | :18:07. | |
I'm a different person now to what I was before then. | :18:08. | :18:10. | |
My overriding memory, I think, was how pleased I was that | :18:11. | :18:13. | |
all of our training, all the training we'd done prior | :18:14. | :18:15. | |
to 7/7, for that type of incident - the training the firefighters had | :18:16. | :18:18. | |
done, the training that I'd done, many weekends and things training | :18:19. | :18:21. | |
with the police and the other emergency services and also local | :18:22. | :18:24. | |
authorities to make sure we were ready to respond. | :18:25. | :18:26. | |
You said that that day - understandably - changed you. | :18:27. | :18:28. | |
Just generally, I think I'm more humane and humble | :18:29. | :18:32. | |
about some of the things that I do, really. | :18:33. | :18:34. | |
It changed my outlook on life, really. | :18:35. | :18:37. | |
The most recent attack, yesterday, in Berlin - | :18:38. | :18:39. | |
a lorry killing a number of people at a Christmas market yesterday. | :18:40. | :18:42. | |
Let's hope something like that never happens in London, but if it did, | :18:43. | :18:45. | |

That's a very, very difficult event to plan for, the type of attack that | :18:48. | :18:52. | |
But I'm confident that any sort of attack that happened in London, | :18:53. | :18:56. | |
we've got the skills - London firefighters have got | :18:57. | :18:58. | |
I've no doubt that London Fire Brigade is the best Fire | :18:59. | :19:02. | |
We respond more quickly than anybody else, we're open to change, | :19:03. | :19:06. | |
we are much more inclusive workforce - although we need to do | :19:07. | :19:09. | |
more in that area - and I'm very confident that | :19:10. | :19:12. | |
London Fire Brigade will continue to be the best | :19:13. | :19:14. | |
Fire and Rescue Service in the whole world. | :19:15. | :19:16. | |
So, looking into the future now, what does the future hold | :19:17. | :19:18. | |
I'm really pleased that we've appointed the first woman | :19:19. | :19:22. | |
Dany Cotton is going to be my replacement. | :19:23. | :19:25. | |
I think Dany, hopefully, will prove to be a role model | :19:26. | :19:27. | |
for women and people and other groups in our authority to actually | :19:28. | :19:30. | |
