:00:46.:00:52.

Good evening and welcome to the programme with me,

:00:53.:01:09.

Tonight, the shocking reality of finding somewhere to live in London.

:01:10.:01:13.

Back in the 1970s people faced notices like the infamous

:01:14.:01:16.

Now, it's people on housing benefit who are being refused.

:01:17.:01:23.

Research by the BBC into one lettings website found that more

:01:24.:01:26.

than 99% of rentals in the capital are not available to them.

:01:27.:01:30.

In fact landlords were four times more likely to accept

:01:31.:01:33.

people with pets, than those receiving housing benefits.

:01:34.:01:36.

Competition for rental properties and rooms in London is fierce.

:01:37.:01:49.

Potential tenants can search on websites for the best fit but

:01:50.:01:53.

there's one way to almost guaranteed they won't get called for viewing in

:01:54.:02:04.

London. I'm clicking the option for DSS. 16 results. Without, it's over

:02:05.:02:13.

1000 results. Danny is one of those who has struggled to find a flat in

:02:14.:02:18.

the past. He only secured this one with the help of a homeless charity.

:02:19.:02:22.

As soon as you mention that you have to begin on housing benefit, or DSS

:02:23.:02:31.

as they sort of call it, you just get no, straightaway. It's like any

:02:32.:02:36.

form of discrimination. If you discriminate based on race or

:02:37.:02:41.

religion, this is another form of discrimination and should be

:02:42.:02:45.

illegal. Danny's situation is not uncommon. One woman told us she

:02:46.:02:51.

didn't disclose her status to stand a better chance of getting a place.

:02:52.:03:01.

Of over 5000 places available in London, just 43 were happy to accept

:03:02.:03:10.

DSS applicants. The landlords Association says that they must

:03:11.:03:13.

protect themselves against the risk posed by people not being able to

:03:14.:03:19.

pay their rent. Any tenant who relies on housing benefit is looking

:03:20.:03:22.

at a shortfall that they will have to fill through their own resources

:03:23.:03:27.

and the chances are there's less available. Landlords don't want to

:03:28.:03:31.

let to a tenant who they know is most likely to fall into rent

:03:32.:03:35.

arrears and will look for someone who can pay in full and on time. The

:03:36.:03:45.

charity Shelter has called for more to help those struggling to find

:03:46.:03:50.

somewhere to live. It says the responsibility lies at the

:03:51.:03:54.

government's door. The government has to stop cutting housing benefit.

:03:55.:04:01.

Landlords need to make sure they are looking at tenants on a case-by-case

:04:02.:04:05.

basis because some people cannot afford the rent. They may be working

:04:06.:04:11.

and have a top up. We don't want to see blanket bans. We don't want to

:04:12.:04:17.

just focus on the symptoms. What makes no DSS different from when

:04:18.:04:25.

they said no dogs, no blacks, no Irish in the 1970s. No different.

:04:26.:04:30.

It's the same. For now, landlords are legally able to say no to people

:04:31.:04:38.

like Danny who have fallen into rent arrears.

:04:39.:04:40.

Well, Tolu is here and can tell us more.

:04:41.:04:46.

It's a pretty grim situation for people on housing benefit. One

:04:47.:04:58.

website we asked said that the government has lost sight of what

:04:59.:05:03.

housing benefit is for. They say it's function seems to be to prop up

:05:04.:05:08.

sky-high rents. Another website said landlords face of the barriers, for

:05:09.:05:13.

example ensuring its policies might not allow DSS tenants and their

:05:14.:05:19.

mortgage lenders might not. Nobody from the government was put forward

:05:20.:05:25.

for interview. Their statement said, under universal credit housing costs

:05:26.:05:28.

are paid directly to the claim that and not landlords. Effectively, they

:05:29.:05:34.

are saying that you don't need to tell landlords that you receive

:05:35.:05:38.

benefits in order to go forward for a property but many people would be

:05:39.:05:43.

uncomfortable with holding that information. They say that they want

:05:44.:05:47.

to make sure that the Private rental sector better meet the needs of both

:05:48.:05:49.

tenants and landlords. A man and woman have been arrested

:05:50.:05:53.

on suspicion of trying to abduct a newborn baby

:05:54.:05:56.

from Great Ormond Street Hospital. Our reporter Emma North is outside

:05:57.:05:58.

the hospital for us now and can There's been nothing but praise for

:05:59.:06:11.

the staff of Great Ormond Street Hospital for the speed at which they

:06:12.:06:15.

reacted on Monday afternoon. A couple arrived at about 2pm carrying

:06:16.:06:21.

a piece of paper with a picture of a baby in an incubator. They told

:06:22.:06:26.

Stafford was a child that had been born at 21 weeks at the Royal London

:06:27.:06:32.

Hospital in Whitechapel and transferred here. Staff looked at

:06:33.:06:36.

records and contacted the Royal London and there was no such baby so

:06:37.:06:41.

they rang police. A 31-year-old man and 26 rolled woman were arrested

:06:42.:06:46.

here on suspicion of conspiracy to abduct a child. It turned out that a

:06:47.:06:53.

couple matching their description tried to do the same thing at the

:06:54.:06:58.

Royal London in Whitechapel about a week ago. Police heaped praise on

:06:59.:07:02.

the Great Ormond Street Hospital saying they acted towards all their

:07:03.:07:07.

cheques and called the police when needed. Staff at the hospital have

:07:08.:07:11.

said that nothing to their knowledge like this has happened before and

:07:12.:07:18.

they acted correctly according to procedures. The couple have been

:07:19.:07:21.

released on bail. Could London learn from these

:07:22.:07:23.

eco-friendly buildings in Milan? Oliver Tetlow was shot dead in

:07:24.:07:41.

north-west London a year ago today Although four men were

:07:42.:07:44.

charged over his death the trial collapsed

:07:45.:07:50.

and now detectives are making He was 27 and in the wrong place at

:07:51.:08:02.

the wrong time. Oliver Tetlow was murdered in a gangland style

:08:03.:08:09.

shooting. This was the moment captured on a mobile phone when his

:08:10.:08:14.

mother discovered he'd been killed. There are still flowers on the

:08:15.:08:18.

roadside to mark the spot where Oliver Tetlow was killed exactly one

:08:19.:08:23.

year ago today. Police say he was shot at by someone in a blacked out

:08:24.:08:28.

vehicle with a sub machine gun. He wasn't connected to local gangs and

:08:29.:08:33.

had never been in trouble. This was a case of mistaken identity. The

:08:34.:08:40.

trial of four men charged with the murder collapsed after a judge ruled

:08:41.:08:47.

there was insufficient evidence. All four men denied the charges. One of

:08:48.:08:53.

the men was a well-known grime musician. After, he conducted this

:08:54.:09:02.

interview. Did you do much writing in prison? Not writing, just

:09:03.:09:12.

thinking. His lawyers said that he felt aggrieved at spending eight

:09:13.:09:19.

months in jail and extended his sympathies to the family of Oliver

:09:20.:09:24.

Tetlow. The family are struggling to come to terms with why Oliver was

:09:25.:09:29.

murdered. I can say that Oliver had no connections to gangs. He was

:09:30.:09:35.

minding his own business. One of the reasons for doing the appeal today

:09:36.:09:39.

is to appeal to those family and friends who are shielding Oliver's

:09:40.:09:44.

killers, may be out on a sense of loyalty, to come forward and speak

:09:45.:09:49.

to us. A reward of ?10,000 has been offered to help secure a successful

:09:50.:09:55.

conviction of those responsible for the murder of Oliver Tetlow.

:09:56.:09:58.

Surrey County Council claims that a company has carried out

:09:59.:10:03.

unauthorised drilling in green belt land in Surrey.

:10:04.:10:07.

Angus Energy has drilled a new side well at

:10:08.:10:09.

The council says it's 'deeply disappointed'

:10:10.:10:12.

Angus Energy which announced last week that new reserves of oil

:10:13.:10:18.

were found at the site - denies the claims.

:10:19.:10:26.

Convoys of trucks carrying heavy equipment for the oil site started

:10:27.:10:32.

arriving last December. Some activists didn't give them a warm

:10:33.:10:39.

welcome. An activist filmed this allegedly when they company had no

:10:40.:10:45.

permission to operate at night. Angus Energy said this was

:10:46.:10:50.

maintenance, called a work over. The council granted permission and sent

:10:51.:10:53.

officials to the site to check. They were assured that it was preparing

:10:54.:10:59.

work. It now appears that another well was being drilled. The council

:11:00.:11:03.

now says this was unauthorised. They say that the company then admitted

:11:04.:11:10.

to drilling a new sidetrack well. A council spokesman said they had been

:11:11.:11:12.

misled. In a statement they said... We met one local councillor who has

:11:13.:11:28.

been trying for months to find out exactly what is going on at the

:11:29.:11:33.

site. It removes from me all faith in the way these companies operate.

:11:34.:11:36.

If we don't know what they are doing or how they are going about it how

:11:37.:11:41.

can we measure whether it is done properly. A spokesman for Angus

:11:42.:11:45.

Energy said... However, Surrey County Council says

:11:46.:12:01.

that this meeting has yet to take place. Most of those we spoke to in

:12:02.:12:07.

Brockham were relaxed about the current oil operation. We asked some

:12:08.:12:13.

people at a lunchtime yoga class what they thought now. We think it

:12:14.:12:20.

is being monitored quite well. If anyone has concerns, they could ask

:12:21.:12:24.

questions. Everyone has to abide by planning rules, certainly a company

:12:25.:12:32.

drilling for oil. The potential oil could be vital to the UK's energy

:12:33.:12:41.

into -- independence. However, the ethics of one of the companies

:12:42.:12:44.

drilling has been called into question.

:12:45.:12:46.

The capital's first Low Emission Bus Zone has been

:12:47.:12:48.

launched this morning meaning only cleaner buses can run

:12:49.:12:50.

The Mayor says he needs more help from Central government to clean up

:12:51.:12:54.

Our Environment Correspondent Tom Edwards is in Putney

:12:55.:12:59.

This is one of the most polluted streets in London. The problem in

:13:00.:13:15.

the past has been the number of buses and the nitrogen dioxide that

:13:16.:13:21.

they emit. Getting stuck in between these buildings. Is this the answer,

:13:22.:13:27.

a low emission bus so. Part of the Mayor's plan to clean up London. The

:13:28.:13:30.

question is, will it work? The mayor has made tackling

:13:31.:13:33.

pollution one of his priorities. Now only the cleanest buses will run

:13:34.:13:36.

here on the polluted 11 more low emission bus zones

:13:37.:13:40.

will follow by 2020. It is hoped they'll reduce pollution

:13:41.:13:47.

on those routes by 80%. Won't it just move

:13:48.:13:50.

the dirtier buses elsewhere? What were doing is phasing out

:13:51.:13:52.

the diesel buses across London. From next year, we will only be

:13:53.:13:58.

buying either hybrid or zero We've started addressing those parts

:13:59.:14:01.

of London which have the worst air. The first ever low

:14:02.:14:09.

emission bus zone. We'll be doing other parts

:14:10.:14:16.

of London once we've brought Across London, when it comes

:14:17.:14:19.

to pollution, the mood is changing. Shazia and her children had

:14:20.:14:28.

to endure busy, toxic I really welcome

:14:29.:14:30.

Sadiq Khan's proposals. I think he wants to do

:14:31.:14:38.

something about it. I think there's a will

:14:39.:14:40.

there I think, though, And he needs support from central

:14:41.:14:42.

government, as well. So he needs things like

:14:43.:14:47.

the government introducing the diesel scrappage scheme

:14:48.:14:49.

to enable people to get rid of their old very

:14:50.:14:51.

polluting diesel cars. And this isn't solely

:14:52.:14:53.

an urban issue. In the Home Counties

:14:54.:14:54.

and the suburbs, people This is the beautiful village

:14:55.:14:57.

of Sonning in Berkshire where the Prime Minister Theresa May

:14:58.:15:09.

lives. Even here, traffic and

:15:10.:15:12.

pollution is a concern. Sean Harris lives here and,

:15:13.:15:14.

as it is one of the main routes into Reading,

:15:15.:15:17.

in rush hour it gets very congested. I could be stuck in

:15:18.:15:19.

traffic for half an hour. I could be seeing my house

:15:20.:15:25.

and I can't get to it. What about air

:15:26.:15:28.

pollution, air quality? I would imagine that the amount

:15:29.:15:33.

of car engines spewing out as they go over that bridge

:15:34.:15:40.

would be quite bad. This week, we saw the human cost

:15:41.:15:45.

of pollution in the asthma ward of the Brompton and Harefield

:15:46.:15:48.

Hospital. For children here, lung growth

:15:49.:15:58.

is being affected by pollution. The mayor has plans for other

:15:59.:16:01.

schemes but he says he needs help. I'm saying to the government,

:16:02.:16:04.

it can't be right that you are introducing a national

:16:05.:16:06.

diesel scrappage fund. You're not talking about a clean air

:16:07.:16:08.

act for the purposes I'm doing all that I can but

:16:09.:16:12.

you've got to do much, much more. Tackling pollution

:16:13.:16:17.

is a huge challenge. The question is now what all

:16:18.:16:22.

elements of government So the problem is clear -

:16:23.:16:24.

too much pollution. Well, putting greenery

:16:25.:16:31.

on the outside of buildings is one Anna O'Neill reports now

:16:32.:16:38.

on London's Living Buildings. 21 metres high and containing

:16:39.:16:44.

thousands of plants. This living, breathing wall

:16:45.:16:51.

in Victoria is the largest It's one of a growing

:16:52.:16:53.

number of similar projects in the capital put up

:16:54.:16:57.

to try to counter air pollution. A study being carried out

:16:58.:17:01.

at Middlesex University is looking at how plants absorb the pollutants

:17:02.:17:03.

in the air. It's showing some

:17:04.:17:05.

encouraging results. Plants on living walls can absorb

:17:06.:17:10.

the particulate matter and, therefore, reduce the amount of this

:17:11.:17:13.

harmful pollutant in the air. And we've also seen some reduction

:17:14.:17:18.

in local nitrogen dioxide. London is getting clever about where

:17:19.:17:22.

it can add more greenery. There are more than 200,000

:17:23.:17:30.

square metres of green rooftops here in London,

:17:31.:17:32.

like this one here at And more than a million

:17:33.:17:36.

across the city as a whole, making London one of the green

:17:37.:17:41.

rooftop capitals in the world. Over in Milan, they've taken

:17:42.:17:51.

the concept even further. The bosco verticale,

:17:52.:17:53.

or vertical forest skyscraper won Best tall building

:17:54.:17:56.

worldwide in 2015. TRANSLATION: We bought it off plan

:17:57.:17:58.

in 2014 and I remember that, one day, I was passing

:17:59.:18:01.

by and it was the day that they were bringing

:18:02.:18:04.

the plants up to the terraces. All the roads were blocked

:18:05.:18:07.

and I looked up at this incredible Its creator says it's an example

:18:08.:18:10.

of how architecture can help It's quite a strong contribution

:18:11.:18:16.

in terms of a reduction of CO2, production of oxygen

:18:17.:18:26.

and, what is more important, the absorption of the dust,

:18:27.:18:33.

the micro particles If we increase the surface

:18:34.:18:35.

for forests inside our cities, we are deciding to fight

:18:36.:18:44.

in the field of pollution. Back in London, while living walls

:18:45.:18:48.

are breathing life into the city, the root to the problem

:18:49.:18:54.

still needs tackling. If you want to sort air

:18:55.:18:56.

pollution out in London, you focus on the sources,

:18:57.:18:59.

rather than trying to So, if you want to sort air

:19:00.:19:01.

quality, sort the cars. Once we get Rudolf diesel

:19:02.:19:10.

and you get the residual air pollution, the greenroom is,

:19:11.:19:14.

like the walls, like the trees, like the parks will actually help

:19:15.:19:17.

ameliorate the residual air As London grows, improving air

:19:18.:19:23.

quality is becoming more urgent. Greenroom samples have

:19:24.:19:27.

an ever-growing part to play in improving the air

:19:28.:19:29.

that we breathe. With me now is Simon Alcock

:19:30.:19:31.

from Client Earth, lawyers who use environmental law

:19:32.:19:34.

to protect the environment. How well is the Mayor doing in

:19:35.:19:38.

tacking London's pollution problem? a world of difference from the last

:19:39.:19:49.

mayor. He has good policies, however

:19:50.:20:01.

we think he needs to go further. With regards to the Ultra Low

:20:02.:20:07.

Emission Zone we are pleased the Mayor has brought it in sooner

:20:08.:20:09.

than planned but it should cover the whole of Greater London

:20:10.:20:12.

as there are pollution hotspots The Government say they have

:20:13.:20:15.

announced ?290m to support electric vehicles, low emission buses

:20:16.:20:20.

and taxis, and alternative fuels. The government have been hopeless on

:20:21.:20:32.

this. We need help and support to switch from diesel to cleaner

:20:33.:20:36.

vehicles. That is how we will succeed by tackling the dirtiest

:20:37.:20:42.

vehicles. We saw earlier this week that electric black cabs are being

:20:43.:20:45.

trialled in Norway. Should we be doing that in London? We should be

:20:46.:20:51.

looking at everything. If the technology is here, we should be

:20:52.:21:00.

looking at them. The reason is the cost. They are prohibitively

:21:01.:21:06.

expensive. But the effect on health is so bad, particularly in children,

:21:07.:21:10.

that we have to do something about it. It's not going to happen

:21:11.:21:14.

overnight but we have to start phasing in these policies. What

:21:15.:21:19.

about people who are concerned, they would like to use more eco-friendly

:21:20.:21:26.

vehicles but they are too expensive and frankly making ends meet is the

:21:27.:21:31.

priority. This is why we need government to step in. Other

:21:32.:21:36.

countries are doing this. Los Angeles has a scrappage scheme where

:21:37.:21:40.

the poorest people get huge grants to buy cleaner vehicles. These

:21:41.:21:47.

people need their help and support from the government. Thank you very

:21:48.:21:50.

much for coming in this evening. We asked the government to come

:21:51.:21:52.

into the studio today but they said They did tell us they are continuing

:21:53.:21:55.

and his Corporal Mother were attending the unveiling

:24:34.:24:37.

of a new memorial to remember those who died in the Afghanistan

:24:38.:24:39.

and Iraq conflicts. Now let's get the weather forecast

:24:40.:24:44.

from Tomas Schafernaker. What a glorious day it was. I know.

:24:45.:24:57.

It was stunning. Clear blue skies, fluffy clouds, temperatures up to

:24:58.:25:04.

17. We haven't quite beaten the highest we have had so far this

:25:05.:25:13.

year. We have had around 18. We got up to 17.5 today. Unfortunately, if

:25:14.:25:18.

you didn't make use of it today, look at the headline. It's turning

:25:19.:25:26.

cooler and cloudier. This evening, the clouds streaming in off the

:25:27.:25:30.

Atlantic. Starting to see more of those clouds. It's not downhill from

:25:31.:25:37.

now onwards because we are not in for rough weather but it is not

:25:38.:25:43.

going to be as nice tomorrow. Pretty chilly towards the east of the

:25:44.:25:49.

capital to night. It. Around three or 4 degrees in the far east.

:25:50.:25:55.

Tomorrow, the cloud rolls in. A layer of grey. You will notice,

:25:56.:26:03.

little bits of drizzle here and there. I suspect the cloud at times

:26:04.:26:08.

will break up a little bit. Maybe we'll will get more than 12. But not

:26:09.:26:15.

much more. A little more optimistic for Saturday. The clouds should

:26:16.:26:22.

break up. My bet is that we will get up to around 17 Celsius on Saturday.

:26:23.:26:30.

Come Sunday, things are starting to change a little bit. Weather fronts

:26:31.:26:35.

coming of the Atlantic. Little spots of rain. The outlook is looking a

:26:36.:26:44.

little bit mixed. The best day looks like it will be Saturday with maybe

:26:45.:26:51.

17 degrees. You will get your sunshine. Fingers crossed.

:26:52.:26:53.

A reminder of what's making the headlines -

:26:54.:26:56.

The Chancellor has been forced to defend his budget

:26:57.:26:59.

and the controversial decision to increase

:27:00.:27:00.

National Insurance contributions for self employed workers.

:27:01.:27:04.

That's despite a Tory manifesto pledge

:27:05.:27:07.

The Prime Minister has arrived in Brussels to attend what's

:27:08.:27:12.

expected to be her final EU summit before triggering the UK's departure

:27:13.:27:15.

Research by the BBC has found that people on housing benefit are

:27:16.:27:25.

refused access to rental properties in London.

:27:26.:27:28.

And a man and woman have been arrested on suspicion of trying

:27:29.:27:31.

to abduct a newborn baby from Great Ormond Street Hospital.

:27:32.:27:33.

We will be back later during the ten o'clock news,

:27:34.:27:37.

but for now from everyone on the team have a lovely evening.
