We will be exploring the anger people in their area are expressing. | :00:11. | :00:26.
We start our coverage with the protest took place at Kensington and | :00:27. | :00:27.
Chelsea town hall. They mark from Grenfell Tower to the | :00:28. | :00:37.
town hall. Three days on from this deadly fire in one of London's | :00:38. | :00:42.
richest boroughs, people here feel they are being ignored. There are | :00:43. | :00:47.
unanswered questions for the victims. The families are upset and | :00:48. | :00:54.
angry and they want answers. Nobody from the council has seen anyone. So | :00:55. | :01:05.
many kids died in so many families. The BBC's Dan Johnson was reporting | :01:06. | :01:13.
as the Demel approached. It looks like the crowd is moving towards the | :01:14. | :01:20.
door of the town hall. That is the main entrance to the officers. It | :01:21. | :01:26.
looks like people are trying to get in. We want justice! And they did. | :01:27. | :01:39.
Almost overwhelming the handful of security. But the local council | :01:40. | :01:44.
officials they wanted to see were nowhere to be seen. Inside the | :01:45. | :01:55.
building or outside. Let him speak! We took our demands to the council | :01:56. | :02:00.
and we expected a response from the Chief Executive of the council, who | :02:01. | :02:08.
has failed to turn up. Mustafa Al Mansour organised this protest. His | :02:09. | :02:14.
friend and her children are missing. He has a list of demands for the | :02:15. | :02:17.
council that include the commitment that those who lost their homes get | :02:18. | :02:22.
houses in the local area and funds are made immediately available and | :02:23. | :02:27.
the names of those in Grenfell Tower are released. Tonight after a | :02:28. | :02:34.
harrowing three days, these protesters are falling taking -- are | :02:35. | :02:49.
Vowing to You will not be able to see -- you | :02:50. | :03:03.
will be able to see people walking on this road. The demonstration | :03:04. | :03:06.
which has been going on at the steps of the council is now trying to | :03:07. | :03:12.
close. People are walking to Kensington High Street carry on the | :03:13. | :03:17.
process. We have seen some passionate scenes, people attempting | :03:18. | :03:21.
to break into the town hall. After that it was a different atmosphere, | :03:22. | :03:25.
almost like the community were speaking with one voice, largely | :03:26. | :03:29.
because there was only one megaphone and members of the crowd were taking | :03:30. | :03:33.
the loudspeaker, having their say, to rapturous cheers and applause. | :03:34. | :03:38.
Time and again, the subject that came up was what people here | :03:39. | :03:45.
perceived to be the faceless nature of the council. Earlier I spoke to | :03:46. | :03:49.
Mustafa Al Mansour, one of the people he helped organise the | :03:50. | :03:50.
protest. My sister's close friend, | :03:51. | :03:52.
Rania Ibrham, the lady who was on the 23rd floor with two | :03:53. | :03:54.
children, she perished while asking for help and no help | :03:55. | :03:59.
could reach her. And so people are here | :04:00. | :04:01.
today to demand that The general public | :04:02. | :04:03.
have done quite a lot. Do you feel the council | :04:04. | :04:10.
have done nothing today? The council have not done | :04:11. | :04:13.
anything publicly to date. They have not made any public | :04:14. | :04:20.
commitment as to how much funds they are going to allocate | :04:21. | :04:23.
to compensate the victims The council have not made | :04:24. | :04:25.
a firm public commitment on where they will rehouse victims | :04:26. | :04:31.
of this disaster. There are a lot of people here, | :04:32. | :04:33.
I think probably thousands now, demanding the council come | :04:34. | :04:42.
out and make a formal No member of the council | :04:43. | :04:44.
has come out till now, they have provided us a written | :04:45. | :04:48.
statement by Martin Fitzpatrick, the head of communications | :04:49. | :04:51.
of the council, which does not answer the exact | :04:52. | :04:53.
demands of the public. You can hear the passion and the | :04:54. | :05:06.
arguments and the word justice coming up time and again by many | :05:07. | :05:12.
people here. In fairness to the council, they released a statement | :05:13. | :05:16.
recently, bullet points, in which they outlined what they would do. A | :05:17. | :05:23.
written commitment on an immediate rehousing of the victims of Grenfell | :05:24. | :05:29.
Tower, immediate release of funds to cover the losses and welfare of | :05:30. | :05:36.
victims. The community had been gathering clothes and food, and | :05:37. | :05:42.
nobody from the council appears to have been able to direct that two | :05:43. | :05:46.
were it needed to go. The council appears to address that here. And an | :05:47. | :05:52.
investigation on the recent ?10 million refurbishment, a commitment | :05:53. | :05:58.
there. The release of a full list of the victims who have tragically died | :05:59. | :06:02.
in this disaster. And an investigation into all other similar | :06:03. | :06:07.
buildings in the borough to identify risks that may be there. But you can | :06:08. | :06:14.
probably hear in the background, people still shouting, people still | :06:15. | :06:18.
passionate about what has happened, there is anger on the streets but | :06:19. | :06:23.
there is also a sense that there will be answers because the | :06:24. | :06:24.
community demands it. Thank you for that. That is not the | :06:25. | :06:40.
only protest the supplement. There is another one in Westminster. | :06:41. | :06:42.
That's where we can join Ayshea Buksh who can tell us more. | :06:43. | :06:46.
This protest was organised through Facebook and social media and | :06:47. | :06:55.
hundreds of people have turned up. It gathered outside the Home Office | :06:56. | :07:00.
but we are now walking towards Westminster. Many different groups | :07:01. | :07:06.
from across London, protest groups, residents groups, and their main | :07:07. | :07:09.
concern is the safety of residents of tower blocks, and justice for the | :07:10. | :07:15.
Grenfell Tower residents. I am joined by a couple of people from | :07:16. | :07:22.
South Kilburn. Why did you want to protest this evening outside a | :07:23. | :07:28.
government department? It has been such a shock for us. We live in | :07:29. | :07:31.
tower blocks and we want to come here and get justice for the people | :07:32. | :07:36.
from Grenfell Tower. How do you define justice? Companies like | :07:37. | :07:44.
Rydon, a profit of 7 million, they need to go to court, someone needs | :07:45. | :07:47.
to go to prison for corporate manslaughter. Regeneration must stop | :07:48. | :07:55.
being costed at the lowest tender. They have to start looking at safety | :07:56. | :08:00.
for all residents. The Prime Minister has ordered a full public | :08:01. | :08:03.
inquiry. I will come to you now, sir. Does that satisfy some of the | :08:04. | :08:11.
demands expressed this evening? Well, to be honest, I have no faith | :08:12. | :08:18.
in the government currently as it sounds and they have said they spent | :08:19. | :08:21.
10 million on refurbishing that building the burnt down, it doesn't | :08:22. | :08:27.
look like they spent 10 million on that at all, I think people need to | :08:28. | :08:31.
see receipts and proof of spending that money. As people who have been | :08:32. | :08:39.
involved yourself, I'm sure this will have resonance with you. Thank | :08:40. | :08:44.
you for joining us. Just going to move up the way because it appears | :08:45. | :08:49.
riot police are coming. The government says every family will be | :08:50. | :08:56.
rehoused. A lot of anger being voiced here on the streets of | :08:57. | :08:57.
Westminster tonight. This afternoon the government | :08:58. | :09:03.
responded to events. A little earlier, our reporter | :09:04. | :09:08.
Wendy Hurrell spoke to the Minister for London, Greg Hands, | :09:09. | :09:11.
and started by asking him why -- if he would feel comfortable for | :09:12. | :09:19.
his family to be living in a tower block like Grenfell Tower. | :09:20. | :09:23.
This is a developing situation and my sympathies go out to all of those | :09:24. | :09:29.
affected, and praise for the armies in effort of the emergency services, | :09:30. | :09:34.
fire brigade in particular. The Prime Minister has been to the site | :09:35. | :09:37.
today to announce a further set of packages in terms of funding and | :09:38. | :09:43.
other measures to try to find what happened here, and also to provide | :09:44. | :09:48.
relief to those affected. Would you feel safe in one of those buildings? | :09:49. | :09:53.
Hundreds of Londoners are in them this evening watching this. I live | :09:54. | :10:00.
very close to a set of tower blocks myself but the most important thing | :10:01. | :10:03.
we have to do is get to the bottom of this tragedy. We must find out | :10:04. | :10:08.
what happened. There is an ongoing police led investigation as we | :10:09. | :10:11.
speak. Police, fire and health and safety. We hope they will report in | :10:12. | :10:17.
the coming days as to what the cause of the tragedy is. There is a huge | :10:18. | :10:23.
community effort, volunteers everywhere, and they say they feel | :10:24. | :10:26.
very let down by central government and the response has been woeful. I | :10:27. | :10:32.
am much that is right. I represent Chelsea, part of the same borough. I | :10:33. | :10:37.
am impressed by the incredible public response to the tragedy both | :10:38. | :10:41.
in terms of donations and volunteers. People should check out | :10:42. | :10:46.
online first, the latest situation on what goods and donations are | :10:47. | :10:52.
needed to stop there is a lot of anger. How concerned are you about | :10:53. | :11:00.
the situation on the ground? The important thing is not to get in the | :11:01. | :11:05.
way of the emergency services, in terms of the investigation, for key | :11:06. | :11:12.
government and council officers to make sure people are rehoused. Those | :11:13. | :11:18.
who have been made homeless will be re-housed within three weeks in | :11:19. | :11:21.
Kensington, Chelsea or neighbouring boroughs. What do you say to the | :11:22. | :11:28.
people who are so angry? I understand the anger and concern and | :11:29. | :11:30.
the need to have answers. Greg Hands there, | :11:31. | :11:37.
speaking to Wendy Hurrell. Let's explore some of the safety | :11:38. | :11:42.
concerns. Endless questions and few answers, | :11:43. | :11:55.
that anger is palpable, but the questions have been raised for five | :11:56. | :11:58.
years in online blogs. Posts highlighted what they claim was a | :11:59. | :12:04.
general failure to inspect and maintain fire safety clement, and | :12:05. | :12:07.
they blame on ongoing culture of negligence and say there is damning | :12:08. | :12:10.
evidence of the poor safety record. One blog concludes it is a | :12:11. | :12:15.
terrifying thought but only a catastrophic event will expose the | :12:16. | :12:20.
ineptitude and incompetence. We were told that the cladding in these | :12:21. | :12:24.
buildings are totally safe. Nigel lives in an identical tower block | :12:25. | :12:27.
and he has raised similar concerns on behalf of residents. There have | :12:28. | :12:34.
been a number of fires in previous years before the work started. This | :12:35. | :12:40.
is a fire door. 165 flats in one of these buildings. There is a degree | :12:41. | :12:46.
of overcrowding. Residents with an expanding family have had to utilise | :12:47. | :12:49.
the broom cupboard to make it into a makeshift bedroom. There was a | :12:50. | :12:53.
period of time, we don't know how long, that these were totally | :12:54. | :12:57.
unusable because he is had broken into the building, due to low | :12:58. | :13:01.
security, and stole all of the metal. Monica lives on the 19th | :13:02. | :13:08.
floor and watched as the fire took hold. I can't sleep at night. I just | :13:09. | :13:17.
think if anything happens nobody will come to save us. Residents | :13:18. | :13:22.
there said they were raising concerns and you have been doing the | :13:23. | :13:24.
same. Do you feel like they listen to you? No. There is so much | :13:25. | :13:32.
contradiction and stop on hearing the fire alarm, leave the building | :13:33. | :13:40.
by... There is no fire alarm. Attack fire using appliances provided. I | :13:41. | :13:45.
have never seen the appliances. Firefighters have always worked with | :13:46. | :13:47.
communities to clarify fire safety but the union says it has been | :13:48. | :13:51.
scaled back. There is a misapprehension about firefighter | :13:52. | :13:55.
work, it is not just putting out fires, there is a lot of fire safety | :13:56. | :13:59.
work, prevention work, teaching people about fires in the community, | :14:00. | :14:05.
doing inspections, home safety visits, and there is no doubt that | :14:06. | :14:12.
the huge cuts visited upon the Fire Service, particularly in London, | :14:13. | :14:15.
over the last ten years, have had an impact. There is suspicion that a | :14:16. | :14:21.
public inquiry controlled by the government may not truly get to the | :14:22. | :14:25.
bottom of what happened. We have to be very concerned as to why we are | :14:26. | :14:29.
going down a public inquiry route when we have hundreds of-year-old | :14:30. | :14:37.
system in place of an inquest with a High Court judge appointed as | :14:38. | :14:41.
coroner dealing with it openly and transparently. It is important | :14:42. | :14:47.
people are not left waiting for two or three or four years before they | :14:48. | :14:52.
have answers. We need answers now and I am asking for an interim | :14:53. | :14:55.
response to the inquiry this summer and to make sure local residents and | :14:56. | :14:59.
families have copper representation and they are given legal | :15:00. | :15:05.
representation. If there is any organisation or individual | :15:06. | :15:08.
responsible they should be prosecuted. Theresa May visited the | :15:09. | :15:15.
site earlier but left quickly as a crowd descended, shouting coward and | :15:16. | :15:17.
shame on you. I am joined by the newly elected MP. | :15:18. | :15:47.
A lot of people just want information. It changes day by day. | :15:48. | :15:51.
The first day they wanted food and rest and a bit of love and on the | :15:52. | :15:58.
second day it sunk in when we started hearing about fatalities. | :15:59. | :16:02.
People were worried about their loved ones. You say they want | :16:03. | :16:06.
information. What information can you give them? There is a dearth of | :16:07. | :16:13.
information. Yes, and I think the issue lies squarely with the council | :16:14. | :16:18.
who clearly have no emergency planning system at all. I find it | :16:19. | :16:22.
appalling. Anything can happen at any time these days. Where is the | :16:23. | :16:28.
emergency planning? We must have a proper emergency relief team here, | :16:29. | :16:33.
coordinating. We have an incredible amount of volunteers, food, drink, | :16:34. | :16:36.
everything else, and nobody knows what to do with it. The scale of the | :16:37. | :16:45.
operation is massive. It is a lot to ask a council to predict something | :16:46. | :16:49.
of this scale. All councils should have some kind of emergency planning | :16:50. | :16:54.
and clearly they do not. The council have announced they're going to make | :16:55. | :16:59.
certain key priorities, immediately rehouse some of the residents, | :17:00. | :17:02.
providing emergency funding, they are doing something. We know about | :17:03. | :17:09.
this issue about where they're to be allocated, moved to, and the word is | :17:10. | :17:15.
local, and in housing terms local can mean London and that could | :17:16. | :17:20.
anywhere. It could be two hours away from their homes. They have not | :17:21. | :17:25.
committed to keeping them in the borough or a neighbouring borough, | :17:26. | :17:28.
which is what people want. They need to be together. These people are | :17:29. | :17:32.
traumatised. We have seen people taking out frustration at the town | :17:33. | :17:38.
hall. What is your message to the people feeling frustrated and taking | :17:39. | :17:41.
out their anger? You are absolutely right to be angry. Violence is never | :17:42. | :17:47.
an answer. Turn their anger into real change and I will be with them | :17:48. | :17:51.
all the time, every day talking to them trying to find out what is | :17:52. | :17:56.
wrong. I have tried to contact the council and they're not even | :17:57. | :17:59.
responding to their MP. I find that very disturbing. I am doing what I | :18:00. | :18:05.
can with a small team. I cannot coordinate anything of this scale. | :18:06. | :18:12.
People are still searching for missing loved ones. | :18:13. | :18:15.
Our reporter Chris Slegg has spent the day with residents who survived | :18:16. | :18:18.
the fire but are still looking for missing loved ones. | :18:19. | :18:23.
The faces of some of the Grenfell Tower missing. | :18:24. | :18:41.
Salah's brother-in-law Abdel, his wife Fozia, and their three | :18:42. | :18:43.
They don't say, yes, we got them. I am so hopeful. He escaped from his | :18:44. | :19:05.
home on the ninth floor. Along with his wife and two children. I wake up | :19:06. | :19:12.
about two in the morning and I smelt strong plastic burning. I thought | :19:13. | :19:17.
maybe something was in the cooker so I went to the kitchen and turned the | :19:18. | :19:21.
light on and I saw flames outside the window in the kitchen. I live on | :19:22. | :19:26.
the ninth floor. I thought something was wrong. I opened the kitchen | :19:27. | :19:35.
window and there were flames and smoke so I closed it and I woke up | :19:36. | :19:38.
my wife and children and said we had to get out. From the safety of the | :19:39. | :19:50.
pavement, the phone and Abdelaziz. He was waving from his window. He | :19:51. | :19:55.
said he couldn't get out because they told him to stay inside because | :19:56. | :20:06.
it was safer. In the end, my son talked to his son and told them he | :20:07. | :20:11.
needed to get out. He said they were trapped and there was too much | :20:12. | :20:17.
smoke. Have you been given enough help in your search? No, we have not | :20:18. | :20:26.
had a straight answer. We called their helpline. We don't know | :20:27. | :20:28.
they're dead or in hospital. The agonising wait for news goes on. | :20:29. | :20:40.
Of course, we have asked for an interview from Kensington and | :20:41. | :20:45.
Chelsea town hall. Initially we were told we would have a leader of the | :20:46. | :20:51.
council live on our programme. This afternoon they have pulled out of | :20:52. | :20:55.
that interview so it is with regret that we cannot bring you that | :20:56. | :20:58.
interview but we hope somebody will be available to speak to us this | :20:59. | :20:59.
evening in our 10:30pm programme. Now, much has been said | :21:00. | :21:03.
about the incredible response from the emergency services | :21:04. | :21:06.
to this tragic event. Both at this fire and the London | :21:07. | :21:12.
terrorist attack. Those who helped rescue and treat | :21:13. | :21:15.
the victims have today been honoured in a special service at Southwark | :21:16. | :21:18.
Cathedral. Arriving today at Southwark | :21:19. | :21:20.
Cathedral, those at the front line The shadows of the oldest cathedral | :21:21. | :21:23.
church building in London stretching out over Borough Market, | :21:24. | :21:29.
the scene of mindless bloodshed It was here earlier in the week | :21:30. | :21:31.
those who answered emergency calls on that Saturday night stood | :21:32. | :21:40.
in silence, trying to make Lana treated the wounded | :21:41. | :21:42.
and was heartened by It is lovely to see the people being | :21:43. | :21:45.
able to get back into the market From what happened, you know, | :21:46. | :21:57.
awful, awful things. They have banded together | :21:58. | :22:05.
and they're back and fighting, Many of these emergency service | :22:06. | :22:11.
staff were at the service today Modest-to-a-fault Lana said | :22:12. | :22:15.
she was giving thanks for the public's help | :22:16. | :22:21.
in the worst of circumstances. A lot of support | :22:22. | :22:23.
between the services. They worked incredibly | :22:24. | :22:25.
well together. The public themselves were fantastic | :22:26. | :22:29.
in helping each other and keeping themselves safe and helping those | :22:30. | :22:31.
that were injured. Restaurant owner Jack Appleby | :22:32. | :22:33.
has a lot to thank He came face-to-face | :22:34. | :22:38.
with the terrorists but survived. Fortunately we were OK | :22:39. | :22:49.
but there were many people here affected and we are some | :22:50. | :23:06.
of the lucky ones. This Imam was here to offer his | :23:07. | :23:08.
support for anyone who had suffered. Atrocities have been | :23:09. | :23:15.
committed by people so as an imam I thought | :23:16. | :23:17.
it was my responsibility to come to speak to the people and let them | :23:18. | :23:21.
know we stand with them All faiths came together | :23:22. | :23:24.
at the cathedral, a chance for the bravest among us to be given | :23:25. | :23:27.
a heartfelt thank you in the most And the number for those | :23:28. | :23:31.
still missing loved ones, who have not yet been contacted | :23:32. | :23:38.
by the police, is 0800 0961 233. That Alsop lies to people who may | :23:39. | :23:54.
have been involved in this fire and have not been able to get in touch | :23:55. | :23:56.
with their families. A slightly fresher feel and it has | :23:57. | :24:14.
resulted in a little more cloud than in the last couple of days. More | :24:15. | :24:19.
than we are going to see the weekend. This is set to build | :24:20. | :24:23.
through the weekend. We could see temperatures peaking on Monday at | :24:24. | :24:29.
32, the mid to high 80s in Fahrenheit. It gets a little fresher | :24:30. | :24:35.
from Tuesday onwards. It is courtesy of high-pressure right across the | :24:36. | :24:39.
country, not just the south-east corner. Through the night tonight | :24:40. | :24:44.
you will notice it is good to be quite a warm night. Uncomfortable | :24:45. | :24:47.
for sleeping and it will turn increasingly to mid through the | :24:48. | :24:54.
weekend. Overnight lows of 16-17. Restart tomorrow on a warm zero with | :24:55. | :24:58.
hardly a cloud in the sky and the light westerly breeze. The | :24:59. | :25:01.
temperatures will rocket in the afternoon. They could peak in the | :25:02. | :25:05.
high 20s in the middle of the afternoon. UV levels are very high | :25:06. | :25:09.
so if you are outside for any time it is worth bearing that in mind. It | :25:10. | :25:18.
turn increasingly humid. An uncomfortable night for sleeping | :25:19. | :25:21.
Saturday into Sunday morning. High-pressure staying with us, not | :25:22. | :25:26.
moving very far very fast. Not much change in our story and we continue | :25:27. | :25:34.
to drag warm and moist air from the as orders... Temperatures will peak | :25:35. | :25:42.
at around 30 degrees. It is the start of the Queens tennis | :25:43. | :25:47.
tournament as well. It is dry and settled in getting a bit fresher by | :25:48. | :25:49.
Tuesday. The demonstration we saw earlier | :25:50. | :25:56.
taking place in Westminster is now making its way to Whitehall. | :25:57. | :26:02.
All week people have travelled from all over the capital | :26:03. | :26:05.
to show their support and solidarity with those who've lost loved ones. | :26:06. | :26:11.
A wall close to Grenfell Tower has been daubed with | :26:12. | :26:14.
We leave you tonight with some of the words left for those who've | :26:15. | :26:18.
From all of us here, good night. All I could think was to save reversals | :26:19. | :26:36.
to rest in peace -- forever souls. They will never be forgotten. There | :26:37. | :26:42.
are so many messages and pictures and what people are leaving, you are | :26:43. | :26:49.
not sure what to do apart from saying may they rest in peace. I was | :26:50. | :26:59.
lighting candles for friends who lived in the flat and they haven't | :27:00. | :27:07.
found them yet. I just have to put some flowers down and say they're | :27:08. | :27:13.
not going to be forgotten. A simple message, we will never forget. This | :27:14. | :27:18.
should not happen in England in 2017, one of the richest boroughs | :27:19. | :27:22.
not just in the country but in the world. The way everyone has come | :27:23. | :27:27.
together and all the messages are so touching. It should not have | :27:28. | :27:34.
happened and it just makes my heart so sad, I had to come down and leave | :27:35. | :27:39.
some flowers. Everyone is running around and showing love and that is | :27:40. | :27:43.
what I wrote on the board, may love Sir Francis did not explicitly offer | :27:44. | :27:47.
me the position of magistrate. But I can see myself | :27:48. | :27:51.
dispensing justice. | :27:52. | :27:54. |
