all my dressings and I just sat there and cried. I couldn't even

look at myself. and compassion during the recent

terror attacks - the health watchdog assesses

with me, Riz Lateef. The leader of Kensington Chelsea

has tonight told this programme that the council's response

to the Grenfell Fire was as good as it could have been,

although he recognises more could have been done

:01:44.:01:45.

to help those affected. Nicholas Pagget-Brown denied

:01:46.:01:49.

failings in leadership in his handling of the tragedy

:01:50.:01:53.

and believes he still has the confidence of

:01:54.:01:55.

the local community. Speaking to our political Editor Tim

:01:56.:02:01.

Donovan, he didn't rule out standing down from his job,

:02:02.:02:03.

but said that now wasn't the time. A fortnight on, a leader under

:02:04.:02:13.

pressure wants to remind people of the sheer scale of what faced him.

:02:14.:02:18.

The events of Grenfell Tower two weeks ago, I think is probably the

:02:19.:02:22.

biggest tragedy to hit London since the end of the Second World War and

:02:23.:02:27.

the fact that it is in our borough and part of the community that we

:02:28.:02:31.

know well means that this is really one of the most difficult periods in

:02:32.:02:35.

the history of the Council. The key thing has been to try to ensure that

:02:36.:02:39.

everybody gets some form of accommodation immediately and some

:02:40.:02:43.

financial support and that has happened. We are now in the process

:02:44.:02:48.

where it has been promised that people won't be in their temporary

:02:49.:02:53.

Hotel or hostel for more than three weeks. That's target is due to be

:02:54.:02:57.

met by the early part of next week. At which point we hope that

:02:58.:03:01.

everybody will be in some form of temporary accommodation which they

:03:02.:03:06.

can call home while a longer term settlement allocation is made that

:03:07.:03:11.

their particular family needs. He has met traumatised survivors who

are understandably angry. Have you apologised in the survivors

personally? Well, I think apology is .Mac I need to apologise if the

response on the ground to the tragedy has not been quick enough or

apologise? Not in person, but I do apologise here to you if anybody

feels that Kensington and Chelsea Council should have been doing more.

And they did, of course. Where was that council help visible on the

:03:43.:03:45.

ground in the difficult early stages? Ye admits it was just

:03:46.:03:48.

overwhelming. The Prime Minister acknowledges that right across

:03:49.:03:52.

national and local level the response was not good enough and we

:03:53.:03:55.

acknowledge that and we need to see what could have been done quicker

:03:56.:03:59.

and better and we will learn from this and I think the public enquiry

:04:00.:04:05.

will throw up issues about communication, how quickly other

:04:06.:04:08.

borrowers can come to our aid, and whether we should have done more at

:04:09.:04:12.

an earlier stage, but as I say, this was an unprecedented scale of

:04:13.:04:15.

emergency and our own plans would not be able to envisage all types of

:04:16.:04:20.

different support that we would need. Early on, it was hard to

:04:21.:04:24.

contain the anger. The town hall was stormed. It is not demonstrate a

:04:25.:04:29.

community that had long felt neglected? I think we will need to

:04:30.:04:32.

look at this over the longer term. I think there are many people in the

:04:33.:04:36.

community of North Kensington who do recognise that the council has

:04:37.:04:40.

played an important part in community life and supporting the

:04:41.:04:43.

voluntary sector. So you do not accept this is showing that you

:04:44.:04:48.

failed the community? I'm trying to avoid getting into a political

:04:49.:04:52.

dogfight. I think that is inappropriate at the present time.

:04:53.:04:55.

Is it political or is it just about a community that have wanted a lot

:04:56.:04:58.

more attention and have not got that and this ultimately at the most

:04:59.:05:02.

extreme is what happens? I understand then here that allegation

:05:03.:05:05.

but it is not one I'm going to respond to at the moment. I think we

:05:06.:05:08.

have a good story to tell about a record in North Kensington, but

:05:09.:05:12.

clearly some relationships have been fractured, there are concerns about

:05:13.:05:15.

what happened in the refurbishment of this tower, but it wasn't a

:05:16.:05:18.

question of neglect. We were trying to refurbish and improve the quality

:05:19.:05:22.

of housing in a Grenfell Tower. The most senior paid official at the

:05:23.:05:26.

Council, the chief executive, has resigned. Is that where the buck

:05:27.:05:35.

stops? Should it have been the unelected head of this council

:05:36.:05:37.

rather than the leader who reside? Shouldn't you have resigned? That is

:05:38.:05:40.

not a matter for today. That is something we will look at in due

:05:41.:05:43.

course but my job at the moment is to make sure that the council has a

:05:44.:05:46.

head that can be recognised. I am the public face of the Council and I

:05:47.:05:49.

need to be seen to be making sure that the proper response to people

:05:50.:05:54.

having devastated lives by this tragedy is in place. Would you

:05:55.:05:58.

expect to be the leader in six months' time? That is not a matter I

:05:59.:06:01.

am able to discuss now. It is not really a matter for me. You may have

:06:02.:06:07.

lost the right to be heard. Whether or not that is fair. The answer is I

:06:08.:06:10.

do not think I have lost the right to be heard. But there is a time and

:06:11.:06:15.

a place and I think at the moment people do not want to particularly

:06:16.:06:19.

hear from me. They want to feel that as leader of the council I am

:06:20.:06:22.

putting in place a range of services that will support them and their

:06:23.:06:28.

vulnerable neighbours as best we possibly can. That is what I am

:06:29.:06:31.

doing. That is my priority and that is why I am not getting drawn into

:06:32.:06:36.

lots of political noises on and off. He says he wants answers to. I want

:06:37.:06:41.

to know why as well. But I think my immediate responsibility as leader

:06:42.:06:45.

is to make sure that there is a proper range of services for some

:06:46.:06:47.

very vulnerable people in the aftermath of a huge tragedy and I

:06:48.:06:52.

think longer term we need to make sure that we do have good

:06:53.:06:55.

relationships in North Kensington with every community, with all of

:06:56.:06:59.

the communities there. We are proud of our record over many years of

:07:00.:07:02.

investing in a poor part of London and I think we have managed to make

:07:03.:07:08.

a difference. Clearly, the accident and the tragedy in the tower is

:07:09.:07:13.

something that we will have to learn lessons from and I hope the enquiry

:07:14.:07:18.

will help us do that. That was the leader of Kensington and Chelsea

:07:19.:07:19.

Council. BBC London has seen emails showing

:07:20.:07:26.

how residents in Camden flagged up serious concerns over fire safety

:07:27.:07:29.

in their tower block in 2007 - and were assured by the council

:07:30.:07:32.

and contractors that work Ten years on and last week the fire

:07:33.:07:34.

brigade declared the building unsafe and evacuated the entire

:07:35.:07:40.

Chalcots estate. Homeless, desperate, still they

:07:41.:07:55.

come, but could, should all that have been avoided? In 2007, the

Chalcots estate underwent a massive ?152 million refurbishment. The main

:08:02.:08:07.

contractor also worked on Grenfell Tower. As well as adding cladding,

Windows were upgraded, along with internal works. The gas and

:08:11.:08:15.

electrics were overhauled. These pictures were sent around of a show

:08:16.:08:19.

flat, highlighting what they could expect. But this is what they say

:08:20.:08:23.

they were faced with. These pictures were taken by various residents

:08:24.:08:27.

after work was carried out, showing a raft of problems, the worst of

:08:28.:08:32.

which exposed gas pipes not boxed in or probably sealed through

:08:33.:08:37.

firewalls. They saw that are fit, that work? Yes, absolutely. That is

:08:38.:08:41.

how they were doing the work. It was not temporary work. It was literally

:08:42.:08:44.

copper pipe water and gas literally just being bashed about the plywood

:08:45.:08:50.

above the doors. It is important to understand that the wood above the

:08:51.:08:54.

door was just one thin piece of plywood. Flammable, plywood. We've

:08:55.:08:59.

seen enough to Camden in which tennis described the work is highly

:09:00.:09:04.

dangerous, which clearly shows the potential for disaster. There is

:09:05.:09:07.

considerable unease with residents on grounds of health and safety,

:09:08.:09:11.

they write, adding families have had their children's lives but at the

:09:12.:09:15.

risk risk of serious injury. In September 2007, they got a reply

:09:16.:09:19.

from a Camden official. The gas supply and pipework will be removed

:09:20.:09:21.

and replaced by pipework that will be in compliance with the building

:09:22.:09:25.

regulations. A month later, a senior manager added, please be assured

:09:26.:09:31.

that we are currently addressing any compromises to health and safety. We

:09:32.:09:34.

are conducting an internal review of our management procedures to

:09:35.:09:37.

establish how and why this situation occurred. Work was then carried out

:09:38.:09:42.

to fix things, and as far as residents knew, it was all signed

onto those responsible. They maintain all of their work met

building regulations. Camden holders the UK needs a whole new safety

regime. Years of cutting so-called red tape and discrediting of health

:10:53.:10:56.

and safety have taken their toll, change is needed. But questions

and why did it take such a tragic loss of life to uncover it? Let's

return to the issue of Grenfell Tower for a moment.

Well, tonight the council leader and his cabinet are meeting behind

:11:16.:11:18.

closed doors to discuss the response to the fire.

:11:19.:11:20.

Tolu Adeoye is outside Kensington Chelsea Town Hall now.

There has been a development in the last half-hour. Yes, in the last

:11:28.:11:34.

half an hour, the judge overruled the Council decision to ban the

:11:35.:11:38.

press from entering the meeting, but the public still can't go in and

:11:39.:11:41.

that has led to some anger here. There is a bit of commotion around

:11:42.:11:44.

the other side of the building as people try to enter too good into

:11:45.:11:47.

that meeting and the press is being allowed in. The council ban people

:11:48.:11:52.

from going in because of the fear of destruction and disorder. In a

:11:53.:11:55.

notice on its website, it said the meeting will be held entirely in

Private because of security and public safety concerns. That follows

a protest on the 16th of June, it two days after a fire where a group

:12:04.:12:08.

of protesters tried to storm the building. You can probably see the

:12:09.:12:12.

boarded-up door behind me from the damage caused there. The council

:12:13.:12:16.

said it had received recent real threats of assault on council staff

:12:17.:12:22.

and damage to council buildings and that is why it has taken that

:12:23.:12:25.

decision. But people are not happy with that decision. The Grenfell

:12:26.:12:29.

Tower action group is part of the radical housing network which fights

:12:30.:12:32.

for housing Justice and they have called the decision flimsy. In fact,

:12:33.:12:39.

they say the council has contempt for the residents they are supposed

:12:40.:12:42.

to be representing. The council says there will be another meeting in

:12:43.:12:45.

July which will be open to the public and it says the minutes of

:12:46.:12:47.

this meeting will be published in full in due course. OK, thanks very

in Beckton when a man sprayed corrosive substance on them

through the car window. He has severe burns and will have

:13:36.:13:37.

to undergo months of surgery. You may find some of the images

in Ayshea Buksh's report upsetting. They were two cousins who had met at

to celebrate a 21st birthday. Just hours after this photo was taken,

a lot of it went on her. Within seconds, my cousin started

screaming. Her eyes had blistered and her face started melting. My

:14:29.:14:31.

face started melting. My clothes started to burn. My shorts started

:14:32.:14:36.

sticking to me. There was smoke coming out of the seats. His cousin

:14:37.:14:42.

is now awaiting surgery. His burns were so severe he was put in an

:14:43.:14:49.

induced coma. I can't hear from this year. This arm is a mess. This part

:14:50.:14:54.

of my wrist and my front chest and belly and back and legs. I think the

:14:55.:15:00.

only place I have not got burnt is on this lake and this foot. I looked

:15:01.:15:05.

in the mirror once since this happened and that was yesterday.

:15:06.:15:08.

Because they had to change all my dressings. And I just sat there and

:15:09.:15:11.

cried. I couldn't even look at myself. Police want to speak to this

:15:12.:15:19.

man in connection with the attack, 24-year-old John Tomlin from Canning

:15:20.:15:23.

town. They warned the public not to approach him. The Met also say at

:15:24.:15:27.

the moment there is no indication this was a racially motivated crime,

:15:28.:15:32.

but this man thinks otherwise. I am in a really bad way. I will be

:15:33.:15:36.

scarred for life. I can't walk properly. I can't hear properly. I

:15:37.:15:42.

can't sleep. I keep thinking this guy is going to come for me. I am

:15:43.:15:47.

having nightmares. I am screaming, I am sweating. The police say this

:15:48.:15:59.

wasn't racially motivated, but you think differently. Why? There is no

:16:00.:16:04.

reason why this wouldn't be racially motivated. I don't know this guy. I

:16:05.:16:07.

have never seen this guy in my life I don't have any problems with

:16:08.:16:12.

anybody. He hopes that whoever did this is caught quickly saw that

:16:13.:16:13.

other people are not bit in danger. The Treasury has confirmed

:16:14.:16:19.

that the London Bridge attacks It comes after reports this week

that some businesses in the area had not been paid by their insurance

companies because, at the time, it still hadn't been officially

have in common? The answer, this man. Nigel Travis, chief executive

of Dunkin doughnuts and the new chairman of Leyton Orient. It sounds

like a lot of fun making money from doughnuts. Do you think the football

industry will be a bit tougher? It is fun, but football should be fun.

We aim to make money here and to make Leyton Orient a commercial

success. Orient were anything but a commercial success under the former

owner. There were on page protests as staff and players went on paid

and the club was almost forced out of business. Even when the debts

were settled at the High Court earlier this month, few believed

they could survive with him in charge. The club has nine junior

professionals, no senior professionals. It currently does not

have access to a training ground. It has no shirts or training equipment

and pre-season starts next week. Those troubles should now be

resolved under Travis, a lifelong fan of the club. What are your

memories of growing up and watching games here at Brisbane Road? They

are fantastic memories. I remember in 1962 we got promoted up to the

Few people could ever imagine building an opera house

And all because an opera company found themselves homeless.

A tale of last, betrayal and tragedy, and behind the scenes, a

different. And suddenly it is now absolutely beautiful with wonderful

acoustics. Incredibly, it took just 11 months to build. Five tiers, 700

seats, it has cost ?10 million. One guy said this was an amazing stunt

that you have bowled off because everyone was watching and thinking

it might not quite get there and we got there. It is amazing and I have

amazed myself. There is still plenty of work to do, although special

:23:32.:23:34.

finishing touches to add. Oak floors are going to go in, designers are

:23:35.:23:40.

going to be working their magic, and there are plans for an ornate,

:23:41.:23:45.

painted ceiling. And with the garden is open for preperformance picnics,

:23:46.:23:49.

it is hoped new audiences could be tempted to give Opera a go. I have

not been to a professional opera before so this will be our first

:23:54.:23:57.

experience. I am a musician anyway so this is a really wonderful

:23:58.:24:06.

opportunity for me to on my doorstep. The acoustics in the

:24:07.:24:09.

future are really good. It is not often you get a chance to dress up.

But what would West hoarsely faced's former owner, Bamber Gascoigne's

great and, the Duchess of Roxburgh, have made of it? Her ashes have just

been buried here. She was a great fan of ballet and a patron of the

royal she would adore the idea of a theatre in the orchard. Just

imagine, she will now be surrounded by music. She has a lot of Wagner
