A task force is sent in to Kensington and Chelsea Council | :00:00. | :00:07.
to help deal with the Grenfell Tower fire. | :00:08. | :00:11.
Well, I welcome it, but I have not seen anyone. | :00:12. | :00:14.
No one in a high visibility jacket that you can see. | :00:15. | :00:16.
I have not seen any officials, anyone from the castle. | :00:17. | :00:25.
We also discover that London is to get new fire platforms to help | :00:26. | :00:29.
deal with any future fires in tower blocks. | :00:30. | :00:31.
The unprovoked acid attack which is raising fears | :00:32. | :00:33.
over hate crime in Asian and Muslim communities. | :00:34. | :00:38.
The battle against cancer takes to the road in London's first | :00:39. | :00:40.
mobile unit, delivering chemotherapy to patients. | :00:41. | :00:42.

charity celebrating its 30th birthday. | :01:05. | :01:11.
independent experts to help run parts of Kensington | :01:12. | :01:20.
It comes after fierce criticism of the council's handling | :01:21. | :01:23.
of the Grenfell Fire tragedy, which has continued even after some | :01:24. | :01:26.
Our Political Editor, Tim Donovan, has more details | :01:27. | :01:32.
about today's decision and he can also tell us how | :01:33. | :01:35.
There are so many things to do, so much help is needed and not just for | :01:36. | :01:47.
those in Grenfell Tower itself, the wider community has been affected. | :01:48. | :01:51.
This man wants a flat in the block overlooking the tower, he has not | :01:52. | :01:54.
stayed there since the fire, where he says if the information and | :01:55. | :02:01.
advice? We need more people, you feel safe when you see people in | :02:02. | :02:04.
high visibility jackets, officials, informing you, updating as that what | :02:05. | :02:08.
will happen and then everyone will feel safe. Who is telling you things | :02:09. | :02:13.
at the moment? You, the media, no one else. No details about the task | :02:14. | :02:19.
force, how many people and where they come from. But we know this. | :02:20. | :02:24.
The special focus of this recovery parks -- task force will be on | :02:25. | :02:29.
housing regeneration and community engagement. To one Conservative | :02:30. | :02:33.
councillor in Kensington, this seems to be the targeted help needed. The | :02:34. | :02:39.
focus is on helping people in North Kensington, not on issuing parking | :02:40. | :02:42.
permits to people in Chelsea or whatever. It is about helping the | :02:43. | :02:46.
people of North Kensington, that is where the resources should be | :02:47. | :02:50.
concentrated, so I think this is absolutely the right thing to do. | :02:51. | :02:54.
But the Labour Party including the Mayor of London have argued it is | :02:55. | :02:56.
not enough and want a full-blown team of commissioners to take over | :02:57. | :03:04.
the council while survivors have said that better communication will | :03:05. | :03:07.
only trust. If that is improved in the proper way, we should not have | :03:08. | :03:12.
many problems. We should not, because we are going to be one unit, | :03:13. | :03:19.
the communication will be clearer. The council has faced protests and | :03:20. | :03:22.
criticism and got its own staff stretched to the limit this looks | :03:23. | :03:28.
like vital relief. You cannot exist in an emergency situation for a very | :03:29. | :03:31.
long time. Kensington and Chelsea Council needs assistance to run | :03:32. | :03:37.
business as usual and to handle this disaster that has landed slap bang | :03:38. | :03:41.
in the area and that is the right thing to do and we need that | :03:42. | :03:45.
support. There is no indication yet how long that support will be needed | :03:46. | :03:49.
for but nothing after this looks like BSA. -- looks like being easy. | :03:50. | :03:54.
So, Tim, what details do we have so far? | :03:55. | :04:02.
It depends on who you talk to. John Healey, the Shadow Housing Minister | :04:03. | :04:08.
of the Labour Party believes it does not go far enough because it leads | :04:09. | :04:13.
to much controlling power with that administration at Kensington and | :04:14. | :04:16.
Chelsea Council, that will enough hard decisions be made if necessary? | :04:17. | :04:22.
The London Mayor Sadiq Khan runs with a similar idea, suggesting that | :04:23. | :04:27.
commissioners should hang around, be sent in but remain there until the | :04:28. | :04:32.
local elections next April, displaying his platoon and thinks | :04:33. | :04:37.
they are, if it is right to talk about these things, that there is no | :04:38. | :04:40.
hope that Labour can take control of the Council given how many problems | :04:41. | :04:45.
they have had there. Clearly, for the administration, this is a better | :04:46. | :04:49.
solution being targeted and focused on certain services and it is being | :04:50. | :04:58.
stressed that there is a chief executive, a new chief executive on | :04:59. | :05:01.
an acting basis within the Council at the moment. He is the chief | :05:02. | :05:04.
executive of Lewisham and it has been stressed that this independent | :05:05. | :05:07.
task force will report regularly back to the Secretary of State | :05:08. | :05:13.
himself. But self evidently, it is good news for this conservative or | :05:14. | :05:18.
that it has not got a hit squad or is not in special measures and it is | :05:19. | :05:22.
good for the government to be able to avoid that situation for one of | :05:23. | :05:26.
its very important local authorities. In the end, however, of | :05:27. | :05:31.
course, this will be judged on how it goes down with the people it is | :05:32. | :05:36.
aimed at, the survivors, the people affected in that wider community and | :05:37. | :05:41.
right now I am not sure we are particularly bothered whether that | :05:42. | :05:45.
is being delivered by officials, officers employed by the council | :05:46. | :05:49.
directly or wherever they come from, as long as they start to see | :05:50. | :05:52.
progress on some of these key issues for them as soon as possible. I | :05:53. | :05:56.
believe that is the key point for local people as well. Tim Donovan, | :05:57. | :05:58.
thank you for that. Well, let me tell you that | :05:59. | :05:59.
within the past few hours, part of a building neighbouring | :06:00. | :06:02.
Grenfell Tower has been evacuated Our reporter Tolu Adeoye is at | :06:03. | :06:04.
the North Kensington Law Centre. Well, the Grenfell Tower is just | :06:05. | :06:25.
behind this building and the issue with the building is at the basement | :06:26. | :06:30.
level where there are a number of retail units and business units and | :06:31. | :06:33.
the back onto the investigation site of the Grenfell-type which means | :06:34. | :06:36.
that one of the exits is blocked off. The London Fire Brigade has | :06:37. | :06:40.
said that this poses a fire safety risk, which is why the basement | :06:41. | :06:45.
level has been evacuated. The North Kensington Law Centre is one | :06:46. | :06:48.
organisation that is inside that unit, I spoke to one of the | :06:49. | :06:52.
solicitors earlier. We were going about our normal daily business, | :06:53. | :06:57.
there were officers doing fire safety checks in the building, B but | :06:58. | :07:02.
then immediately advised to evacuate urgently. Whilst outside we spoke to | :07:03. | :07:06.
a police officer and he explained that the fire brigade had | :07:07. | :07:11.
recommended three weeks ago, the day after the fire, to the council that | :07:12. | :07:14.
the building was not safe for commercial use as there was only one | :07:15. | :07:18.
escape. There were fire escape is the crime scene, my concern is that | :07:19. | :07:22.
not only have we been in love for three weeks, we have had clients, | :07:23. | :07:26.
some are from the Grenfell-type are coming into our building. Had | :07:27. | :07:31.
another crisis occurred, I do not know how the council can defend | :07:32. | :07:37.
that. So, serious questions over why it took three weeks for the | :07:38. | :07:40.
authorities to decide that this basement level potentially was not | :07:41. | :07:44.
safe, for now the North Kensington law centre is taken up the nearby | :07:45. | :07:49.
community Centre, within the church, across the street. We should point | :07:50. | :07:53.
out that the Grenfell response team has said that at no point was the | :07:54. | :07:58.
tower unsafe, it was purely an issue with the fire exit in the basement | :07:59. | :08:00.
level. Thank you very much for that. Well, another major development | :08:01. | :08:03.
regarding Grenfell, which BBC More equipment could be on the way | :08:04. | :08:04.
to help tackle future fires. Karl, this could be a major addition | :08:05. | :08:08.
for the Fire Brigade. Yes, it could be, you will remember | :08:09. | :08:22.
during the night of the fire, shots of that firemen on an aerial | :08:23. | :08:26.
platform, not able to go quite high enough and that was borrowed from | :08:27. | :08:30.
Surrey because their ladders go up to 42 metres, the ones in London do | :08:31. | :08:34.
not go that high and questions were then asked as to why London does not | :08:35. | :08:38.
have ladders like they do in New York which go even higher. Models in | :08:39. | :08:45.
Finland were looked at which go up to 100 metres, manufacturers have | :08:46. | :08:49.
said that they could have helped in the incident at Grenfell Tower. We | :08:50. | :08:52.
know it is something that the London Fire Brigade biking and because they | :08:53. | :08:55.
are about to renew their feet and they have been looking at what is | :08:56. | :09:00.
around there and do something that Dany Cotton, the Fire Commissioner | :09:01. | :09:01.
spoke to us about. We're just about to replace our | :09:02. | :09:04.
aerial fleet, so as part of that we will look | :09:05. | :09:06.
at the new technology that will allow us to have | :09:07. | :09:09.
taller aerial platforms. The problem until now has been | :09:10. | :09:11.
in London that the streets are quite narrow and there is weight loading | :09:12. | :09:14.
and the previous Technology has changed, | :09:15. | :09:16.
there is lighter equipment, so absolutely, that will be one | :09:17. | :09:19.
of our priorities. There seems to be some movement on | :09:20. | :09:25.
that as well. Yes, after that meeting with the London Mayor and | :09:26. | :09:30.
the Fire Commissioner, we met last Wednesday and essentially the London | :09:31. | :09:33.
Mayor said to the Fire Commissioner, what do you need to avoid a future | :09:34. | :09:39.
Grenfell Tower incident, Dromey up a list. I understand he has that list | :09:40. | :09:42.
and that will go to government within the next few days if it has | :09:43. | :09:46.
not already gone and on that list, I am told is a demand for three new | :09:47. | :09:51.
aerial platforms which will possibly go higher, be lighter and more | :09:52. | :09:55.
mobile than the current one is used. And will also come with a hefty | :09:56. | :10:01.
price tag, somewhere between ?2.5 million and ?3 million, and that is | :10:02. | :10:11.
money that the London Mayor will demand from the government. | :10:12. | :10:13.
I have asked the London Fire Brigade Commissioner Dany Cotton to do | :10:14. | :10:16.
an urgent review of what else she thinks we need as a Fire Service | :10:17. | :10:19.
in London to make sure that we can deal with fires in tower blocks | :10:20. | :10:22.
and that will mean additional resources from central government | :10:23. | :10:25.
to pay for the additional machinery that the London Fire Brigade needs. | :10:26. | :10:27.
And what are the chances of getting that money? You would have to think | :10:28. | :10:32.
there will never be a better time from London to make that argument | :10:33. | :10:34.
and many would be astonished if they did not get that upgrade in wake of | :10:35. | :10:37.
this recent Grenfell Tower disaster. Thank you very much for that. | :10:38. | :10:41.
So those are our main stories these evening, | :10:42. | :10:43.
There's much more to come, including... | :10:44. | :10:50.
She helped with the medal haul in Rio, now Georgie Hermitage has | :10:51. | :10:53.
set her sights on gold at London 2017. | :10:54. | :10:59.
This programme has seen figures which show reported acid | :11:00. | :11:01.
attacks in London have more than doubled since 2014. | :11:02. | :11:04.
One of the latest was in Beckton as two cousins sat in a car at | :11:05. | :11:07.
Police are treating it as a hate crime and it's heightened fears | :11:08. | :11:15.
in the Asian and Muslim communities about their safety. | :11:16. | :11:17.
A warning that some viewers may find images in this report upsetting. | :11:18. | :11:32.
Two cousins out celebrating a birthday. One had just turned 21, | :11:33. | :11:38.
she was sitting in a car with her cousin Jamil when acid was sprayed | :11:39. | :11:43.
into their faces. This shocking attacks a few weeks ago are being | :11:44. | :11:48.
treated as a hate crime. I cannot see, I keep thinking this guy will | :11:49. | :11:51.
come for me. I am having nightmares, there is no reason why this would | :11:52. | :11:57.
not be racially motivated. Ever since, many in the Asian and Muslim | :11:58. | :12:09.
communities are concerned. Police are investigating a suspected acid | :12:10. | :12:14.
attack here in a mile end, where two people were taken to hospital. The | :12:15. | :12:18.
motivation of that attack is not knowing but it appears to be feeding | :12:19. | :12:27.
into a sense of worry. It does make me worry because I saw on Facebook, | :12:28. | :12:31.
Muslim people are getting attacked, acid attacks by someone. I feel | :12:32. | :12:35.
scared sometimes to go outside because anything can happen. People | :12:36. | :12:42.
can be around me and throw acid at me, I am scared. I do not true that | :12:43. | :12:47.
it is safe to go out in London any more, there is knife crime, hate | :12:48. | :12:52.
crime. Overall, acid attacks have risen, year-on-year. In 2014 to | :12:53. | :13:00.
2015, 188 people were injured as a result of an acid attack. The | :13:01. | :13:04.
following financial year it increased to 317. And up until the | :13:05. | :13:10.
month of April this year, it jumped again to 398. There seems to be a | :13:11. | :13:14.
rise and that is prevalent to East London and we do not know why. The | :13:15. | :13:17.
perception that it is being used more and more in hate crime, what is | :13:18. | :13:23.
your response to that? I have no evidence to suggest that it is used | :13:24. | :13:26.
as a weapon for hate crime, I have not seen that as an increase and I | :13:27. | :13:31.
would say that if anybody believes that the case, they need to tell us. | :13:32. | :13:37.
This man set up a petition, calling for more restrictions on household | :13:38. | :13:42.
products, which can be used in such attacks. I saw family members being | :13:43. | :13:48.
attacked, so hopefully get some letters sent to some MPs, get it in | :13:49. | :13:54.
Parliament, get a law put in place for some kind of deterrent and then | :13:55. | :14:01.
we will hopefully see a crackdown on the purchase of acid attack related | :14:02. | :14:05.
resources. There does not seem to be a rise of acid attacks connected to | :14:06. | :14:10.
hate crimes in the past, but this is now creating a real fear. Alpa | :14:11. | :14:20.
Patel, BBC News. London's first mobile chemotherapy | :14:21. | :14:24.
unit has been visiting It's provided for by a charity, | :14:25. | :14:25.
working with the Royal Marsden It's aim is to reduce the stress | :14:26. | :14:29.
for patients undergoing treatment and Tarah Welsh has been to see how | :14:30. | :14:33.
well it works. From afar it looks like any other | :14:34. | :14:36.
lorry, but get closer and you will see it is so much more | :14:37. | :14:39.
to those who use it. This mobile chemotherapy unit | :14:40. | :14:42.
is supposed to relieve the stress It will make a great difference, | :14:43. | :14:44.
where it would be just a two-hour Ordinarily, it could be | :14:45. | :14:54.
up to four, five hours The unit cost ?260,000 | :14:55. | :14:57.
to build and maintain, and the charity that has paid for it | :14:58. | :15:02.
says it is worth it. In 2002, I lost my husband to cancer | :15:03. | :15:07.
and one of the many stresses we faced was travelling | :15:08. | :15:10.
from our home to So when I started the charity, | :15:11. | :15:13.
I knew I wanted to help with the travelling and I met | :15:14. | :15:17.
Dr Sean who is a consultant oncologist and he had a vision | :15:18. | :15:21.
to take chemotherapy closer to patients as well, | :15:22. | :15:23.
so it was a light bulb moment. The unit will be based at different | :15:24. | :15:26.
locations across Croydon initially. It can treat up to four | :15:27. | :15:31.
people at a time and up The locations will be determined | :15:32. | :15:34.
by where eligible patients live and it will be operated by staff | :15:35. | :15:40.
from the Royal Marsden. We've got strict rules | :15:41. | :15:43.
as to which patients can come on here so that there | :15:44. | :15:46.
are not any issues. So if there was a patient | :15:47. | :15:50.
that was likely to react to their medication, | :15:51. | :15:52.
then they would not be on here for treatment because, | :15:53. | :15:54.
like you say, we will be out in the community without the back-up | :15:55. | :15:57.
of the doctors right there, but the doctors will always be | :15:58. | :16:00.
at the end of a phone. I am officially opening | :16:01. | :16:05.
this unit today. Ross Brawn is usually associated | :16:06. | :16:07.
with a different type of vehicle A similar unit was named after his | :16:08. | :16:10.
mother whom he lost to cancer. Christine kindly agreed | :16:11. | :16:19.
to name that unit Teddy and that is principally based | :16:20. | :16:22.
in Berkshire, where we live, but it also moves around | :16:23. | :16:25.
and supports local needs And it's hoped people | :16:26. | :16:28.
in South London and Surrey will be I probably had one year to 18 months | :16:29. | :17:01.
to live, probably the biggest bombshell I have experienced in my | :17:02. | :17:02.
life. The fear and stigma around the Aids | :17:03. | :17:04.
pandemic, documented in film and photography with some of those | :17:05. | :17:07.
diagnosed with HIV in the '80s. Georgie Hermitage gave up her love | :17:08. | :17:15.
for athletics as a teenager after being left furious | :17:16. | :17:17.
when it was suggested that she tries "disability sport" instead | :17:18. | :17:20.
as a result of her cerebral palsy. Until she saw brilliant | :17:21. | :17:23.
Paralympians during London 2012, which made her want to get involved | :17:24. | :17:28.
at the highest level. She even makes the hard work look | :17:29. | :17:31.
easy, the hours in the gym that she hopes will pay off | :17:32. | :17:41.
with gold at London 2017, but Georgie Hermitage's talent | :17:42. | :17:44.
was almost lost to athletics At the time my coach turned | :17:45. | :17:46.
around and said, "Georgie, you might be able to qualify | :17:47. | :17:52.
for Para sport in the Paralympics" and at the age of 14 that is not | :17:53. | :17:55.
what you want to hear and I walked away because I was basically | :17:56. | :17:59.
unwilling to accept my disability. It was watching the London | :18:00. | :18:11.
2012 Olympics that drew you back to athletics, | :18:12. | :18:13.
what was the moment in particular Yes, it was the night | :18:14. | :18:16.
that Mo won the 5000, I think we had tickets, | :18:17. | :18:23.
we were about row five from the front, really close, | :18:24. | :18:25.
and just the atmosphere and Mo won and that was just the | :18:26. | :18:28.
turning point for me. It just made me reconsider all of my | :18:29. | :18:30.
decisions from ten years previously. She won two golds in Rio last year | :18:31. | :18:34.
in the T37 400m and the 100m, which was Britain's first athletics | :18:35. | :18:39.
gold of the Games. When the gun goes, | :18:40. | :18:45.
it is like someone else You can see the relief of, "Oh, | :18:46. | :18:48.
my God," this was the one for me that I knew would be | :18:49. | :18:56.
the pressure event. Georgie, you promised your daughter | :18:57. | :19:01.
Tilly that you would bring gold back from Rio, you brought two | :19:02. | :19:03.
and a silver, is she expecting more Unfortunately, kids don't | :19:04. | :19:06.
mince their words, do they? So she is pretty cut-throat | :19:07. | :19:09.
about what she expects. So she does not understand | :19:10. | :19:12.
the medals but she understands flags, so whenever we see | :19:13. | :19:14.
a Union Jack, I will be driving along and she will go, "Mummy, | :19:15. | :19:18.
mummy, it's your flags, There is every chance | :19:19. | :19:21.
Georgie Hermitage will be flying the flag for Great Britain again | :19:22. | :19:27.
when the World Para-Athletics Championships begin | :19:28. | :19:30.
in London on July the 14th. And good luck to Georgie Hermitage | :19:31. | :19:32.

and there is no known cure. It was a time when no one knew | :20:49. | :20:57.
what would happen next. For the producers who gathered these | :20:58. | :21:00.

and traumatic deaths. I think I became overloaded | :21:49. | :21:53.

for building confidence and getting This is the sound of | :22:20. | :22:22.

of the band through Heart n Soul, an organisation which helps people | :22:45. | :22:47.
with learning difficulties express Because I've been talking | :22:48. | :22:49.
about a lot of things, like music and sometimes I talk | :22:50. | :22:59.
about movies and video games. Everyone likes the things I talk | :23:00. | :23:04.
about and they are very into it, And involvement is what Heart n Soul | :23:05. | :23:09.
has been doing now for 30 years, giving people with learning | :23:10. | :23:17.
difficulties a platform We were hearing from some | :23:18. | :23:19.
of our artists and participants that they did not feel represented | :23:20. | :23:29.
in the galleries or the institutions or the museums of this country | :23:30. | :23:32.
and when we did some research, we found that the only way that | :23:33. | :23:37.
people with learning disabilities were being seen | :23:38. | :23:39.
was through a medical filter. People who are seeing | :23:40. | :23:42.
the world from a slightly different perspective, | :23:43. | :23:44.
I think, are doing some of the most interesting | :23:45. | :23:45.
and ground-breaking work It is all about elevating | :23:46. | :23:47.
and raising that talent for us and getting it seen in as many | :23:48. | :23:51.
different places by as many Through Heart n Soul, | :23:52. | :23:54.
Tilly, who has Asperger's, joined a band and is now | :23:55. | :23:58.
a singer-songwriter and comedian. I was scared to start, | :23:59. | :24:03.
but being in that band environment and being supported by people, | :24:04. | :24:08.
who have been doing this for years, People of all abilities | :24:09. | :24:11.
are invited to get involved, whether it's music, photography | :24:12. | :24:19.
or any other creative art. As I walked through central | :24:20. | :24:21.
London this afternoon, I thought, "What a great day | :24:22. | :24:36.
to be at Wimbledon." So I'm very envious | :24:37. | :24:38.
of Kate, who's there! Yes, it has been an absolutely | :24:39. | :24:48.
beautiful day here at Wimbledon. A full day of play today of course, | :24:49. | :24:51.
barely a cloud in the sky. You might notice a breeze here now, very | :24:52. | :25:00.
welcomed. The temperature over at Heathrow, 29.3 degrees earlier | :25:01. | :25:02.
today, similar at Wimbledon, so it has been very hot indeed. As we head | :25:03. | :25:07.
into the evening, it will be really nice, the sun is still up, it is a | :25:08. | :25:12.
pleasantly warm evening and overnight and at the temperature is | :25:13. | :25:15.
gradually dropping. It will be quite a humid one, quite uncomfortable | :25:16. | :25:19.
tonight, clear spells, yes, but the minimum temperature only dropping | :25:20. | :25:24.
between 17, 18 Celsius within the M25, so quiet and comfortable for | :25:25. | :25:27.
sleeping tonight. You will notice we will have one or two showers working | :25:28. | :25:31.
up from the south as you can see and the Met office has issued a yellow | :25:32. | :25:36.
weather warning for the showers. If you do get them, they will be heavy | :25:37. | :25:45.
and thundery, you will notice them but many places will actually avoid | :25:46. | :25:48.
them. If you get them in the south especially, they should clear as you | :25:49. | :25:51.
head towards lunchtime. By the time play begins tomorrow we should see | :25:52. | :25:53.
it drying out, good news for here but for the north, the heat could | :25:54. | :26:00.
spark off a thunderstorm or two. But it will be another hot one, plenty | :26:01. | :26:05.
of sunshine later in the afternoon and temperatures reaching around 30 | :26:06. | :26:09.
Celsius, so another very warm day. Overnight tomorrow, it will be | :26:10. | :26:13.
another warm and muggy night, ones that cloud clears in the day that | :26:14. | :26:18.
humidity will start to build. So for Thursday night, into Friday, we are | :26:19. | :26:23.
looking at another warm day, I'm afraid, not that we're complaining! | :26:24. | :26:26.
Plenty of dry weather for Friday and lots of sunshine are around. As we | :26:27. | :26:30.
head towards the next two days into the weekend as well, there is plenty | :26:31. | :26:33.
of dry weather around, we could start to see one or two showers for | :26:34. | :26:38.
Saturday but we hang onto that aid, temperatures into the high 20s in | :26:39. | :26:42.
London, not until Sunday when we will start to notice things getting | :26:43. | :26:46.
fresher. Thank you and have a lovely evening, | :26:47. | :26:48.
Kate. Before we go tonight, a look | :26:49. | :26:49.

expectations that the government will lift the cap on | :27:12. | :27:13.
