tried to swallow an object - and that officers had tried | :01:25. | :01:27. | |
to prevent him from harming himself. The case has been referred | :01:28. | :01:30. | |
to the police watchdog. This was billed as a vigil but to be | :01:31. | :01:45. | |
honest it feels more like a protest, a rally. There are number of people | :01:46. | :01:49. | |
who have been addressing the crowd. The crowd may be small and the | :01:50. | :01:54. | |
moments but there are people arriving all the time. They have | :01:55. | :02:01. | |
blocked the road up behind here, the buses have to queue. The incident | :02:02. | :02:04. | |
that sparked all this, the death of a young man, Rashan Charles, the | :02:05. | :02:08. | |
police tried to stop the car he was travelling in on early Saturday | :02:09. | :02:15. | |
night. He left on food and went into a nearby shop and what happened next | :02:16. | :02:21. | |
was caught on CCTV. In the early hours of Saturday, a police officer | :02:22. | :02:26. | |
followed Rashan Charles into a shop. The police say he was seen trying to | :02:27. | :02:30. | |
swallow something, that is a struggle and another man also steps | :02:31. | :02:37. | |
then but despite getting first aid at the scene, Rashan Charles died. | :02:38. | :02:40. | |
It has led to questions over the police handling of the incident and | :02:41. | :02:45. | |
anger. That boy should be allied today sitting in a cell telling his | :02:46. | :02:52. | |
side of the story but instead he is lying in the morgue waiting on an | :02:53. | :02:55. | |
autopsy. The Independent Police Complaints | :02:56. | :02:59. | |
Commission and ends it was investigating within half an hour | :03:00. | :03:02. | |
but in Hackney some say the little faith in that. Three young men have | :03:03. | :03:07. | |
died following contact with the police in the last few weeks. | :03:08. | :03:22. | |
We do not want this brushed under the carpet. If this continues, we | :03:23. | :03:28. | |
will be standing outside another police station in a few weeks asking | :03:29. | :03:34. | |
what has happened to our sons and daughters and demanding answers. | :03:35. | :03:37. | |
This has been going on far too long and it is time for justice. Tonight | :03:38. | :03:48. | |

possible. We do not know the full facts until the IPCC has finished | :03:52. | :03:56. | |

when parents lose trust in medical establishment? Yes, I think on the | :06:43. | :06:51. | |
positive side it shows how rare that actually is because these | :06:52. | :06:55. | |
life-and-death decisions are being made in neonatal units up and down | :06:56. | :06:59. | |
the country all the time but also it illustrates when it does happen, how | :07:00. | :07:06. | |
tragic it can be for both appearance and the child and the staff doing | :07:07. | :07:12. | |
their best to treat children and especially those like Charlie with | :07:13. | :07:17. | |
very rare disorders where the experience of treatment is very | :07:18. | :07:20. | |
limited. It has been a heart-rending day and I commend appearance for | :07:21. | :07:26. | |
courageous decision. There has been a huge amount of public discourse, | :07:27. | :07:30. | |
the judge said everybody had an opinion without actually knowing the | :07:31. | :07:34. | |
facts which makes this almost unique? Yes, I think that is right. | :07:35. | :07:41. | |
It is only those who have been caring for Charlie and those who | :07:42. | :07:46. | |
recently had access to his medical records who will really know all the | :07:47. | :07:53. | |
full details of it. But I am sure there will be lessons learned from | :07:54. | :08:00. | |
this case to apply to future cases. I think one of the most important | :08:01. | :08:09. | |
lessons is that the internet and the hype that sometimes is aroused about | :08:10. | :08:13. | |
innovative treatment, one that needs to be very careful about putting too | :08:14. | :08:21. | |
much faith in what is read about miracle cure is, whatever they may | :08:22. | :08:27. | |
be because it may not be appropriate for you or your sick child in | :08:28. | :08:32. | |
particular. We have to leave it there, thank you very much indeed. | :08:33. | :08:38. | |

could be at risk of catastrophic collapse if there's a gas explosion. | :08:44. | :08:45. | |
Southwark council says the experts are wrong but has asked structural | :08:46. | :08:48. | |
engineers for a strength test of buildings to re-assure residents. | :08:49. | :08:50. | |
It happened in London in the 1960s so could happen again? After the | :08:51. | :09:06. | |
events are grateful, it hardly bears thinking about that that disaster | :09:07. | :09:10. | |
has led some independent safety experts to look closely at other | :09:11. | :09:15. | |
blocks and know they are worried about this is state in Peckham. | :09:16. | :09:20. | |
Tyrone Thomas lives on the ninth floor and he is worried as well. Do | :09:21. | :09:26. | |
you feel safe year? Not at all. It is a bit like prison, you lock | :09:27. | :09:31. | |

independent safety experts are warning about the gas supply. If it | :09:52. | :09:58. | |
is leaking, we could end up with an explosion and a major collapse | :09:59. | :10:01. | |
effectively killing people in these blocks. The experts claim that the | :10:02. | :10:07. | |
blocks here are similar construction to the which collapsed in 1968, | :10:08. | :10:13. | |
killing four people. That disaster was caused by a gas explosion and | :10:14. | :10:18. | |
afterwards gas was seen as a real danger in all similar blocks as the | :10:19. | :10:24. | |
BBC reported at the time. I government inquiry reported that gas | :10:25. | :10:30. | |
should be removed from all system built blocks. That was an interim | :10:31. | :10:33. | |
measure, the inquiry asked for blocks to be strengthened. An | :10:34. | :10:39. | |
independent expert who visited the Ledbury premises was not happy. The | :10:40. | :10:47. | |
council said they may control the gas supply until they know the | :10:48. | :10:51. | |
building can withstand the blast from a gas explosion. Another safety | :10:52. | :10:58. | |
expert with concerns examines the weaknesses of tower blocks after | :10:59. | :11:04. | |
this accident and know he wants the walls of Ledbury checked to ensure | :11:05. | :11:11. | |
they can survive a gas explosion. It could blow out the load boarding end | :11:12. | :11:17. | |
walls of that block of flats. You will have a building collapse. If | :11:18. | :11:21. | |
there are people in their living rooms and kitchens of those flats, | :11:22. | :11:28. | |
they will collapse and kill people. Today we put the two expert points | :11:29. | :11:32. | |
to Southwark Council and they said they were wrong, the building's | :11:33. | :11:38. | |
problems are being sorted out and also safe for gas. The four blocks | :11:39. | :11:43. | |
were built after Ronan point and are different design. Ronan point was a | :11:44. | :11:49. | |
TypeKey structure so we feel they are saved avgas in them but we have | :11:50. | :11:56. | |
asked our structural engineers to do the safety checks. Why repeat | :11:57. | :11:59. | |
keeping people in the building before the checks are done? If it | :12:00. | :12:04. | |
was not safe we would move them but a mass evacuation is not correct for | :12:05. | :12:10. | |
the moment. We have wardens in there. Southwark Council and says | :12:11. | :12:16. | |
the blocks are safe and says it has worked with the Fire Brigade on a | :12:17. | :12:19. | |
permanent solution to all the issues. Is there is the result of | :12:20. | :12:22. | |
the strength test will be made known shortly and shared with residents. | :12:23. | :12:25. | |
