we move into the end of the week.
Thank you. | 0:00:00 | 0:00:13
Be an impact because it would be
more expensive to improve those | 0:00:13 | 0:00:15
terms and conditions. In a
statement, the University of London | 0:00:15 | 0:00:17
said the University does not employ
any of these workers and does not | 0:00:17 | 0:00:20
accept that the relevant legislation
recognises the concept of joint | 0:00:20 | 0:00:22
employment. | 0:00:22 | 0:00:27
A multi million pound bill | 0:00:27 | 0:00:29
for Councils to improve fire | 0:00:29 | 0:00:30
safety in tower blocks | 0:00:30 | 0:00:33
And we discover how Tube stations
are left un-staffed leading | 0:00:33 | 0:00:35
to fears over security. | 0:00:35 | 0:00:45
A special report on... The return of
the lavish TV drama the Crown. I | 0:00:46 | 0:00:57
welcome you into the piece of my own
home... We speak to the stars about | 0:00:57 | 0:01:02
how parts of London were closed down
to shoot some scenes. And meet Teddy | 0:01:02 | 0:01:07
and Doris, playing a big part in
keeping the legacy of a teenage | 0:01:07 | 0:01:11
cancer victim alive. | 0:01:11 | 0:01:21
Hello and a very warm | 0:01:21 | 0:01:23
welcome to the programme. | 0:01:23 | 0:01:30
First tonight - a BBC
London investigation has | 0:01:30 | 0:01:32
revealed the multi million pound
bill that Councils face to improve | 0:01:32 | 0:01:35
fire safety for tenants. | 0:01:35 | 0:01:36
AS A result of the Grenfell
disaster, a total of 383 million | 0:01:36 | 0:01:39
pounds will be spent -
more than half of the local | 0:01:39 | 0:01:41
authorities contacted by this
programme say they can't meet | 0:01:41 | 0:01:43
the costs and need financial help. | 0:01:43 | 0:01:45
The Government has yet to agree
to pay but say they're | 0:01:45 | 0:01:48
flexible and will listen
to concerns over funding. | 0:01:48 | 0:01:49
Susana Mendonca has
this exclusive report. | 0:01:49 | 0:01:51

Hello, Mr Rahman. Very good to see
you. How do you feel about your new | 0:01:58 | 0:02:02
front door? A personal inspection
from the man holding the purse | 0:02:02 | 0:02:07
strings here. This family is among
the first to get a brand-new fire | 0:02:07 | 0:02:11
door in Tower Hamlets, and it has
made them feel safer. I am very | 0:02:11 | 0:02:14
happy at the moment. The new door
coming. More safety. And I am happy. | 0:02:14 | 0:02:24
His blog is one of six towers on the
estate where fire resistant panels | 0:02:24 | 0:02:30
-- his block. Where fire resistant
panels have been fitted. But Tower | 0:02:30 | 0:02:41
Hamlets doesn't have the budget to
put sprinklers in right now, and it | 0:02:41 | 0:02:45
says it is time for the Government
to stump up some cash to help | 0:02:45 | 0:02:49
councils in tomorrow's budget. We're
spending £7.5 million this year on | 0:02:49 | 0:02:55
urgent action to these blocks, and
about another 30 over the next two | 0:02:55 | 0:02:58
years to get up-to-date with basic
fire safely. We think sprinklers | 0:02:58 | 0:03:02
would be about another 20 million on
top of that and that money doesn't | 0:03:02 | 0:03:06
grow on a tree. We would have to put
rent or borrow from somewhere. | 0:03:06 | 0:03:11
Safety is not negotiable and we need
to get a move on. We would expect | 0:03:11 | 0:03:16
funding for that. Following the
Grenfell Tower fire, the Government | 0:03:16 | 0:03:19
said it would do whatever it took to
make high-rise building safe, but | 0:03:19 | 0:03:23
our research shows that most London
Boroughs are facing mounting costs. | 0:03:23 | 0:03:27
Councils across London have told us
they are spending more than £383 | 0:03:27 | 0:03:33
million on fire safety measures as a
direct result of the Grenfell fire, | 0:03:33 | 0:03:37
including things like removing
cladding, installing new fire doors | 0:03:37 | 0:03:40
and putting in sprinklers. 15
councils we spoke to said they had | 0:03:40 | 0:03:45
written to the Government asking for
help which has so far not been | 0:03:45 | 0:03:49
forthcoming. In Wandsworth, the
councillors fitting sprinklers to 99 | 0:03:49 | 0:03:54
of its tower blocks at a cost of £30
million. Its Conservative leader | 0:03:54 | 0:03:58
says that is what his budget
reserves for, although he too would | 0:03:58 | 0:04:03
like to see the Chancellor offer
some help to cancel tomorrow. We | 0:04:03 | 0:04:10
have the resources to put money
aside for fire safety requirements, | 0:04:10 | 0:04:15
but we would certainly like help so
that we can ease the burden and | 0:04:15 | 0:04:19
cover unforeseen costs. The
Government said it would consider | 0:04:19 | 0:04:24
financial flexibility for councils
doing essential safety work. Cash | 0:04:24 | 0:04:28
strapped London boroughs will be
wondering whether that means they | 0:04:28 | 0:04:30
will have anything to cheer about
after the budget. | 0:04:30 | 0:04:35
Our Political Editor | 0:04:35 | 0:04:36
joins us from Westminster - | 0:04:36 | 0:04:38
Tim, an inevitable row over who pays
for these fire safety improvements. | 0:04:38 | 0:04:45
Clearly, there is an argument to be
had about the difference between a | 0:04:45 | 0:04:52
must - have and what would be good
to have but maybe not imperative. | 0:04:52 | 0:04:58
This is the tricky course that the
Government is trying to another the | 0:04:58 | 0:05:05
-- the Government is trying to
navigate. Sajid Javid said they | 0:05:05 | 0:05:11
would do everything necessary but it
would be depended on what experts | 0:05:11 | 0:05:13
told them, and that is the careful
cause they are taking in response to | 0:05:13 | 0:05:18
Susanna's finding. In a statement,
ministers have been clear: We will | 0:05:18 | 0:05:23
consider financial flexibility for
councils. No, not a hand-out of gas | 0:05:23 | 0:05:27
but maybe a suggestion that they can
borrow more. For those councils who | 0:05:27 | 0:05:32
need to undertake essential fire
safety work. And for the reasons we | 0:05:32 | 0:05:35
have gone into. Perhaps you don't
need to retrofit sprinklers if you | 0:05:35 | 0:05:41
have really good fire doors and
exits in place. There will be some | 0:05:41 | 0:05:45
attention paid to the budget
tomorrow. The Chancellor might say | 0:05:45 | 0:05:49
something specifically about
Grenfell, but when it comes to | 0:05:49 | 0:05:55
retrofitting or safety measures in
tower blocks as a whole, I think we | 0:05:55 | 0:05:59
are more like to hear about the
building of more social housing | 0:05:59 | 0:06:04
rather than prepares to it. -- more
likely. Rather than prepares to it. | 0:06:04 | 0:06:16
-- repairs. | 0:06:16 | 0:06:21
Plenty more ahead | 0:06:21 | 0:06:22
on the programme including... | 0:06:22 | 0:06:25
The east London Primary
which has become the first | 0:06:25 | 0:06:27
state school to top
the Sunday Times league table. | 0:06:27 | 0:06:30
How safe would you feel
if you knew a tube station | 0:06:30 | 0:06:32
you were travelling
through was unstaffed? | 0:06:32 | 0:06:34
Well, we've SEEN documents showing
that underground stations HAVE | 0:06:34 | 0:06:36
are being left unattended --
in one case 10 times | 0:06:36 | 0:06:38
in just a month. | 0:06:38 | 0:06:39
This - despite a promise
from Transport bosses that | 0:06:39 | 0:06:41
ALL stations would be staffed whilst
services are running. | 0:06:41 | 0:06:44
Here's our Transport Correspondent,
Tom Edwards, with the story. | 0:06:44 | 0:06:52
Pummelled Park Tube station, lots of
passengers untrained but not a staff | 0:06:52 | 0:06:56
member in sight. It is just --
Wimbledon Park tube station. We | 0:06:56 | 0:07:02
can't find any station staff on
duty. The barriers are all open and | 0:07:02 | 0:07:06
there is no one here. To help if you
have a problem. You can't get in. | 0:07:06 | 0:07:12
The cards and the Freedom pass don't
work on the machinery. They are thin | 0:07:12 | 0:07:19
on the ground, I would say. It is
always staffed during commuting | 0:07:19 | 0:07:24
hours. These are incident reporting
forms shoving that the station was | 0:07:24 | 0:07:28
left unattended on ten occasions in
October. In some cases, for long | 0:07:28 | 0:07:34
periods. The documents also show
that in May, a ten-year-old boy was | 0:07:34 | 0:07:39
separated from his mother and got
off a train and ended up on this | 0:07:39 | 0:07:42
platform. There was no one here to
help as the station was unattended. | 0:07:42 | 0:07:48
He was found later by a train driver
who had to stop his train to search | 0:07:48 | 0:07:52
for the boy. One document says there
is an endemic staff shortage. Using | 0:07:52 | 0:08:00
the Freedom of Information Act, we
asked Transport For London just how | 0:08:00 | 0:08:04
big the problem of unattended
stations is. They said over a | 0:08:04 | 0:08:08
three-month period ten stations were
left unattended including | 0:08:08 | 0:08:12
Hornchurch, Aitken, North Harrow,
Harlesden and Wimbledon Park. | 0:08:12 | 0:08:20
Insiders say that the real problem
is much worse. Old tube stations | 0:08:20 | 0:08:25
will be controlled and staff while
services are operating. -- all tube | 0:08:25 | 0:08:32
stations. It was promised that every
station that was operational would | 0:08:32 | 0:08:36
have staff. The idea that stations
are being left with no staff means | 0:08:36 | 0:08:39
that passengers are being put at
risk, Gates are being left open, so | 0:08:39 | 0:08:44
they are losing ticket revenue, and
this looks like the tube studies the | 0:08:44 | 0:08:50
service is short-staffed. Stations
are only left unattended as a last | 0:08:50 | 0:08:57
resort, Transport For London says.
Wimbledon Park was left unattended | 0:08:57 | 0:09:01
on ten occasions - that's not rare,
is it? We operate the service 364 | 0:09:01 | 0:09:07
days a year. We have 270 stations
and nearly 5000 staff, so in the | 0:09:07 | 0:09:12
context of the system, it is a small
amount. It is something we want to | 0:09:12 | 0:09:16
avoid. The unions say this is an
unsafe legacy and London Underground | 0:09:16 | 0:09:21
now needs to get a grip. | 0:09:21 | 0:09:26
A woman has died in a fire
at a block of flats in north London. | 0:09:26 | 0:09:29
Sixty firefighters were called
to the blaze at a four-storey | 0:09:29 | 0:09:32
building in Hampstead,
early this morning. | 0:09:32 | 0:09:33
20 people managed to escape from
the building before crews arrived. | 0:09:33 | 0:09:36
The cause of the fire,
which took about three hours | 0:09:36 | 0:09:38
to get under control,
is being investigated. | 0:09:38 | 0:09:40
The woman who died
has not been named. | 0:09:40 | 0:09:50
As well as being the monk in charge
of the Abbey in Ealing, Laurence | 0:10:07 | 0:10:11
Soper had also been a teacher of
Saint Benedict School, and today, he | 0:10:11 | 0:10:17
categorically denied ever sexually
abusing a pupil there or indeed | 0:10:17 | 0:10:20
beating a pupil for his own sexual
gratification. He admitted he did | 0:10:20 | 0:10:24
give McCain to some pupils and said
it was needed for discipline. He | 0:10:24 | 0:10:30
said these days his views had
changed on corporal punishment. We | 0:10:30 | 0:10:33
can see what he was asked this
afternoon. His own barrister said: | 0:10:33 | 0:10:43
Never, was his reply. He was also
asked about the alleged abuse of one | 0:10:43 | 0:10:47
specific pupil back in the 1970s
just after Mr Soper had arrived at | 0:10:47 | 0:10:52
the school. It was put to him: Did
you become a teacher to abuse him? | 0:10:52 | 0:10:58
He replied, certainly not. What he
said horrifies me. I was not the one | 0:10:58 | 0:11:02
who did it, if it did happen, simple
as that. | 0:11:02 | 0:11:07
Did Mr Soper say why he went on the
run? | 0:11:07 | 0:11:13 | |
We know that after he left Ealing in
2000, he went to Italy. The | 0:11:13 | 0:11:19
Metropolitan Police began
investigating him after allegations | 0:11:19 | 0:11:21
were made. Today, he admitted
fleeing to Kosovo while he was still | 0:11:21 | 0:11:27
on police bail and under
investigation. Why did he do that? | 0:11:27 | 0:11:30
He replied, my stupidity and
cowardice, and wishing to bury my | 0:11:30 | 0:11:34
head in the sand played a big part.
If you want to destroy a catholic | 0:11:34 | 0:11:40
priest, Vicar, anybody, all you have
to do is make an accusation up | 0:11:40 | 0:11:43
against them. Their future is
ruined, their character is ruined. | 0:11:43 | 0:11:48
Mr Soper also said that he was
unaware that another headteacher at | 0:11:48 | 0:11:52
the school, Father David Pearce, had
been abusing boys at the school. | 0:11:52 | 0:11:57
Laurence Soper denies all of the
against him, and the case will | 0:11:57 | 0:12:02
continue tomorrow morning. Many
thanks. | 0:12:02 | 0:12:08
It's a legal challenge
which could change the employment | 0:12:08 | 0:12:11
rights of millions of workers. | 0:12:11 | 0:12:12
A group of employees
at the University of London | 0:12:12 | 0:12:14
are going to a tribunal
to win more rights. | 0:12:14 | 0:12:16
They're contracted to
an out-sourcing company and don't | 0:12:16 | 0:12:18
receive the same benefits as those
employed directly by the university. | 0:12:18 | 0:12:21
As Clive Coleman explains. | 0:12:21 | 0:12:31
Henry Chango Lopez's day starts
early, with the first of his two | 0:12:31 | 0:12:33
jobs. | 0:12:34 | 0:12:39 | |
I woke up at four o'clock this
morning, travelled one hour to | 0:12:39 | 0:12:41
Southwark, and here I am
to do my two hours of cleaning. | 0:12:41 | 0:12:44
Henry is one of many
workers who are outsourced, | 0:12:44 | 0:12:46
in other words, he's employed
by a facilities company that then | 0:12:46 | 0:12:49
provides his services to another
company or organisation. | 0:12:49 | 0:12:51
7:30am, I'm at the
University of London. | 0:12:51 | 0:12:53
I'm here to do my job as a porter. | 0:12:53 | 0:12:55
Many big organisations
outsource, which | 0:12:55 | 0:12:56
means that instead of employing
cleaners, security guards, and other | 0:12:56 | 0:12:58
often low-paid staff,
they pay a facilities company | 0:12:58 | 0:13:00
to provide these workers. | 0:13:00 | 0:13:02
So, while maintaining control over
the way people work, | 0:13:02 | 0:13:04
and often setting their
pay and conditions, | 0:13:04 | 0:13:07
they can avoid some
of | 0:13:07 | 0:13:08 | |
the legal responsibilities
of being an employer. | 0:13:08 | 0:13:18
Now, a group including Henry,
employed by the facilities | 0:13:18 | 0:13:21
company Cordent, and supplied
to London University are seeking a | 0:13:21 | 0:13:27
tribunal ruling that the university
is recognised along with Cordent as | 0:13:27 | 0:13:32
their joint employer. | 0:13:32 | 0:13:39
UK law has never recognised
the concept that | 0:13:39 | 0:13:41
workers could have joint employers
for the purpose of negotiating their | 0:13:41 | 0:13:44
terms and conditions. | 0:13:44 | 0:13:46
If it did, the consequences
could be huge. | 0:13:46 | 0:13:50
It would be enormous. | 0:13:50 | 0:13:52
There would be about 3.5 million
employees outsourced | 0:13:52 | 0:13:54
employees whose terms
and conditions would | 0:13:54 | 0:13:55
improve because now
they would | 0:13:55 | 0:13:56
be on the same terms and conditions
as the people they work alongside | 0:13:56 | 0:13:59
every day but who are
directly employed. | 0:13:59 | 0:14:04
And for the employers,
of course, there | 0:14:04 | 0:14:05
Be an impact because it would be
more expensive to improve those | 0:14:05 | 0:14:08
terms and conditions. | 0:14:08 | 0:14:11
In a statement, the
University of London | 0:14:11 | 0:14:17
said: the University does not employ
any of these workers and does not | 0:14:17 | 0:14:20
accept that the relevant legislation
recognises the concept of joint | 0:14:20 | 0:14:23
employment. | 0:14:23 | 0:14:25
For Henry, for now at least, the
early mornings and the long days | 0:14:25 | 0:14:33
continue. Clive Coleman, BBC London
News. | 0:14:33 | 0:14:44 | |
All eyes will be on number
11 Downing street | 0:14:47 | 0:14:49
tomorrow when the Chancellor
reveals his Government | 0:14:49 | 0:14:51
spending plans. | 0:14:51 | 0:14:52
Watching closely will be
London businesses - | 0:14:52 | 0:14:53
some of whom are growing
increasingly anxious over | 0:14:53 | 0:14:55
uncertainty surrounding Brexit. | 0:14:55 | 0:14:56
So what do they want
from Philip Hammond? | 0:14:56 | 0:14:58
Katharine Carpenter
has been finding out. | 0:14:58 | 0:15:03
For London's small businesses, the
pre-Christmas spending spree should | 0:15:03 | 0:15:05
bring plenty of cheer, but at this
festive fare at Olympia, it is the | 0:15:05 | 0:15:11
traders themselves looking for gifts
from the Chancellor, particularly | 0:15:11 | 0:15:14
ones which will help them meet the
challenges thrown up by Brexit. I | 0:15:14 | 0:15:18
think it would be really great if
they could just reduce the VAT rate | 0:15:18 | 0:15:24
back to 17.5%. Everything is costing
more asked by, but then we're | 0:15:24 | 0:15:29
passing the cost onto the consumer.
From going to Spain on Bier's trip, | 0:15:29 | 0:15:33
Brexit got brought up, and I think
they are worried about trading with | 0:15:33 | 0:15:38
not so much the big businesses that
are already established but the | 0:15:38 | 0:15:41
small businesses like us who are
up-and-coming. When Brexit happens, | 0:15:41 | 0:15:46
I think there were so many promises
with regard to small businesses, and | 0:15:46 | 0:15:51
that probably swung a lot of the
voters. At the moment, we import | 0:15:51 | 0:15:55
from Asia but we want to switch to a
European manufacturer, but we're | 0:15:55 | 0:15:59
worried that after Brexit we won't
be able to do that because there | 0:15:59 | 0:16:02
will be larger import costs bringing
it in from Europe. It is not just | 0:16:02 | 0:16:06
smaller companies hoping for what is
unwrapped tomorrow. There is a hope | 0:16:06 | 0:16:16
timetable for a transition period
after we leave the EU. A simple | 0:16:16 | 0:16:19
unstable tax regime so the city can
stay competitive, and to keep up the | 0:16:19 | 0:16:25
momentum on infrastructure projects.
He should probably focus on things | 0:16:25 | 0:16:31
like better rail infrastructure,
reducing congestion on the roads, as | 0:16:31 | 0:16:35
well as better internet and more
housing, especially affordable | 0:16:35 | 0:16:42
housing for workers in London. Back
at the fair, those dependent on | 0:16:42 | 0:16:46
markets beyond Europe were more
bullish. | 0:16:46 | 0:16:52
I'm looking forward to the
continuation of it. Is there | 0:16:52 | 0:16:56
anything you are looking for from
the Chancellor? Not really. No, no! | 0:16:56 | 0:17:02
Cut the tax rate for us. That is for
small individual businesses. No, | 0:17:02 | 0:17:07
good luck. Good luck, really.
Whether businesses are excited by | 0:17:07 | 0:17:12
the opportunities of Brexit or
concerned by it, there does seem to | 0:17:12 | 0:17:15
be agreement this is a period of
great uncertainty and what they | 0:17:15 | 0:17:19
don't want from the Chancellor when
he unwraps his Budget is any big | 0:17:19 | 0:17:25
surprises. | 0:17:25 | 0:17:29
Still to come this Tuesday evening: | 0:17:29 | 0:17:34
As the TV Series The Crown returns,
the stars who play the Royals tell | 0:17:34 | 0:17:38
us how they saw a different side
to the capital. | 0:17:38 | 0:17:40
And did the red sky this morning
equal Shepherd's warning? | 0:17:40 | 0:17:43
Actually, there is a
weather warning in the | 0:17:43 | 0:17:45
forecast for London tomorrow. | 0:17:45 | 0:17:46
I've got those details
later in the programme. | 0:17:46 | 0:17:54
That's still to come. | 0:17:54 | 0:17:55
Before that, though. | 0:17:55 | 0:17:56
Top of the table,
and for the first time | 0:17:56 | 0:17:58
it's a state school. | 0:17:58 | 0:18:03
St Stephen's Primary,
in East Ham, has taken the top | 0:18:03 | 0:18:05
spot in the prestigious
Sunday Times league table. | 0:18:05 | 0:18:07
Practically all its pupils,
96%, speak English | 0:18:07 | 0:18:09
as a second language. | 0:18:09 | 0:18:11
So what's the secret
of their success? | 0:18:11 | 0:18:14
Ayshea Buksh went to find out. | 0:18:14 | 0:18:17
Whoo the secret of their success is.
These children may live in one of | 0:18:17 | 0:18:23
the most deprived boroughs in the
country but they are official some | 0:18:23 | 0:18:26
of the brightest. Stats results from
St Stephen's Primary in Newham are | 0:18:26 | 0:18:31
better than independent fee paying
schools and they've topped the | 0:18:31 | 0:18:35
league tables. The head teacher, who
has worked here for 17 years, says | 0:18:35 | 0:18:41
she has a strong philosophy for
success. We wouldn't be doing our | 0:18:41 | 0:18:45
jobs if we didn't aim high. That is
part of our ethos here at St | 0:18:45 | 0:18:49
Stephen's. We believe our children
can do well and can aspire. Things | 0:18:49 | 0:18:54
like reading, spelling, timetable
and number fluency are things we are | 0:18:54 | 0:18:59
monitored on heavily here. We make
sure our children are pro fishent in | 0:18:59 | 0:19:04
those areas. Those aspirations are
coming through already? When I grow | 0:19:04 | 0:19:09
up I would like to be a doctor
because I would like to help people | 0:19:09 | 0:19:12
if they get hurt and I would get a
lot of money. So I'd like to help my | 0:19:12 | 0:19:18
family. When I grow up I would like
to be a scientists because I get to | 0:19:18 | 0:19:23
investigate stuff from the past and
learn more. When I grow up I would | 0:19:23 | 0:19:28
like to be an astronaut because not
many people go to space and it's a | 0:19:28 | 0:19:33
once-in-a-lifetime opportunity to
go. When I grow up I want to be a | 0:19:33 | 0:19:36
doctor because I want to help people
around the world and see what their | 0:19:36 | 0:19:42
problem is and recover them quickly.
Teachers I spoke to said morale is | 0:19:42 | 0:19:47
also high among staff and many of
them stay in their jobs for ten | 0:19:47 | 0:19:50
years or more. Our celebration here,
we had a specific meeting to come | 0:19:50 | 0:19:56
together. It was announced to all
our staff from our office staff, | 0:19:56 | 0:20:04
dinner ladies, our leadership, we
all found out at the same time. It's | 0:20:04 | 0:20:08
a real sense of fairness here. The
head also says success is not just | 0:20:08 | 0:20:14
about exam results, she hopes pupils
enjoy that all the school has to | 0:20:14 | 0:20:17
offer.
# I will lay me down... # | 0:20:17 | 0:20:22
Ayshea Buksh, BBC London News. | 0:20:22 | 0:20:26
It couldn't be more topical
at the moment with the Queen | 0:20:28 | 0:20:31
and Prince Philip celebrating
their 70th wedding anniversary. | 0:20:31 | 0:20:33
The lavish TV series
charting the inner | 0:20:33 | 0:20:35
life of the Royals -
The Crown - returns next month. | 0:20:35 | 0:20:38
Wendy Hurrell has been chatting
to the cast and hearing | 0:20:38 | 0:20:41
how parts of London,
including the Mall, were shut off | 0:20:41 | 0:20:43
to film some of the scenes. | 0:20:43 | 0:20:45
The first season of The Crown has
become an obsession for some. | 0:20:45 | 0:20:49
Including one of its actors, who
grew up in Wimbledon. I heard you | 0:20:49 | 0:20:52
have a picture of Princess Margaret
in your loo? I do have one. I don't | 0:20:52 | 0:20:59
noi if I should take it down. I feel
I should. It's embarrassing. It's | 0:20:59 | 0:21:03
the front cover of Tatler with the
Queen and Margaret on horse back | 0:21:03 | 0:21:06
when they are 13. They 8 look quite
weird. It's not a great toe foe owe. | 0:21:06 | 0:21:11
It's in my loo. I was so panicked
about taking on the challenge of | 0:21:11 | 0:21:15
playing her and getting it wrong, I
wanted to... For the lead actors | 0:21:15 | 0:21:22
that play the Queen and Prince
Phillip it's their last series. With | 0:21:22 | 0:21:27
all that fine ril around... Did you
take a souvenir away from the set at | 0:21:27 | 0:21:32
all? I know you were very fond of
the suits? I was, can you imagine if | 0:21:32 | 0:21:37
I was to turn up in my naval whites
somewhere? Yes, I can. It would be a | 0:21:37 | 0:21:44
great fancy dress costume. I mazing
I'd look like a wally. I've come | 0:21:44 | 0:21:49
dressed as my own character. Yeah.
As with the first, the second series | 0:21:49 | 0:21:55
will chronicle real global events
and the Queen's role in them. If | 0:21:55 | 0:21:59
they had that power, just for a
day... I'd put Tower Bridge up. Is | 0:21:59 | 0:22:06
it Tower Bridge. Put it up-and-down.
People would watch Up-and-down. And | 0:22:06 | 0:22:10
go - what. I would close the Thames
and get a jet ski and burn | 0:22:10 | 0:22:14
up-and-down it. Dressed in your
naval uniform? Why not. Or ban all | 0:22:14 | 0:22:20
cars for a day. I would get a moped
and burn around the city. Sounds | 0:22:20 | 0:22:24
like something fashionable Margaret
would do. I walked into the makeup | 0:22:24 | 0:22:30
trailer and Claire was like - no,
that is so fair. She would be in a | 0:22:30 | 0:22:37
moss green carden pencil skirt combo
I would have so much fun. I'm the | 0:22:37 | 0:22:42
naughty sister I get to wear the
school dress. I'm not Queen, I get | 0:22:42 | 0:22:47
to wear what I want. Binge watching
can resume but then it's farewell to | 0:22:47 | 0:22:54
these two. Best of luck in your
civilian lives no. More royalty. | 0:22:54 | 0:22:58
Yes. | 0:22:58 | 0:23:02 | |
Meet Teddy and Doris,
Shetland ponies who are two | 0:23:06 | 0:23:08
of the stars at the upcoming
International Horse Show | 0:23:08 | 0:23:10
here in the capital. | 0:23:10 | 0:23:12
They are the legacy of
an 18-year-old who died after being | 0:23:12 | 0:23:14
diagnosed with a rare type
of bone cancer. | 0:23:14 | 0:23:16
She set up a charity so that others
could share her passion for horses. | 0:23:16 | 0:23:20
Chris Slegg has the story. | 0:23:20 | 0:23:21
Little and large -
Metropolitan Police horses Merlin | 0:23:21 | 0:23:23
and Quixote, joined on patrol
by Shetland ponies | 0:23:23 | 0:23:25
Teddy and and Doris. | 0:23:26 | 0:23:29
Next month they'll all be
appearing at Olympia | 0:23:29 | 0:23:31
for the London International Horse
Show. | 0:23:31 | 0:23:33 | |
I haven't performed at Olympia
before, so this is my first time. | 0:23:33 | 0:23:36
So, as you can imagine,
extremely pleased to be doing it, | 0:23:36 | 0:23:39
but extremely nervous. | 0:23:39 | 0:23:40
You get that bond, you can't
help but get that bond | 0:23:40 | 0:23:42
between rider and horse. | 0:23:42 | 0:23:46
The horse can take
the feeling from you. | 0:23:46 | 0:23:48
It knows if you are nervous,
it knows if you are brave. | 0:23:48 | 0:23:51
Teddy and Doris will be
at Olympia as mascots | 0:23:51 | 0:24:01
for the Willberry Foundation
a charity set up for vital | 0:24:13 | 0:24:15
research into osteosarcoma. | 0:24:15 | 0:24:16
It was founded by Hannah Francis,
who died aged 18 after being | 0:24:16 | 0:24:19
diagnosed with the rare bone cancer. | 0:24:19 | 0:24:21
Hannah lived to ride. | 0:24:21 | 0:24:22
That's what she did,
she didn't do anything else. | 0:24:22 | 0:24:24
From a very early age
she just loved every aspect. | 0:24:24 | 0:24:26
It was her passion, really. | 0:24:26 | 0:24:28
She just loves them. | 0:24:28 | 0:24:29
It means so much to here. | 0:24:29 | 0:24:30
I mean Doris meant the absolute
world to her and helped her | 0:24:30 | 0:24:33
through a lot of really hard times. | 0:24:33 | 0:24:35
And Doris and Teddy love
each other and she loved | 0:24:35 | 0:24:37
seeing they will together. | 0:24:37 | 0:24:38
So, she would be smiling
right now, for sure. | 0:24:38 | 0:24:40
It seems the Met Police
horses were rather taken | 0:24:40 | 0:24:42
by their new companions. | 0:24:42 | 0:24:44
That's the first time that
Quixote has seen a horse, | 0:24:44 | 0:24:46
if you like, that small. | 0:24:46 | 0:24:48
I think that was interest,
and as we were walking down | 0:24:48 | 0:24:50
I could definitely feel
there was a bit of mothering | 0:24:50 | 0:24:53
and looking after the horse. | 0:24:53 | 0:24:57
But, yeah, there was
definitely a little bond. | 0:24:57 | 0:24:59
Visitors to owe Olympia will be able
to see The Met Police Activity Ride | 0:24:59 | 0:25:02
and meet Teddy and Doris
when the International Horse Show | 0:25:02 | 0:25:05
begins on December 12th. | 0:25:05 | 0:25:06
Chris Legg, BBC London News. | 0:25:06 | 0:25:11
So cute. | 0:25:11 | 0:25:13
Let's get a check on
the weather, shall we? | 0:25:13 | 0:25:15
Sara Thornton is here
with all we need to know. | 0:25:15 | 0:25:17
Sara Thornton is here
with all we need to know. | 0:25:17 | 0:25:19
We have a weather warning, I can't
go from something so cute into | 0:25:19 | 0:25:25
something so nice. Let us look at
this beautiful red sky. From | 0:25:25 | 0:25:30
Chiswick this evening, the Light
Festival. We have a weather warning | 0:25:30 | 0:25:33
in force because it's becoming windy
as we go through the next 24-hour to | 0:25:33 | 0:25:40
36-hours. I will show you that in a
second. Today it's been 15 degrees, | 0:25:40 | 0:25:45
above average for the time of year.
That rain up towards the north and | 0:25:45 | 0:25:48
west is due to low pressure which is
going to bring us a real increase in | 0:25:48 | 0:25:53
wind speeds as it continues to pump
its way towards us overnight tonight | 0:25:53 | 0:25:56
and into tomorrow. The more white
lines you see, the windier it's | 0:25:56 | 0:26:00
likely to be. Those winds coming in
from the south-west, that is why | 0:26:00 | 0:26:05
it's been so mild and continues to
be overnight, maybe patchy drizzle | 0:26:05 | 0:26:12
towards the north temporarily,
nothing more than that in the | 0:26:12 | 0:26:14
forecast. Temperatures 12 or 13
degrees. We have a weather warning | 0:26:14 | 0:26:20
from the Met Office. It runs until
the early hours of Thursday morning. | 0:26:20 | 0:26:27
We have the wind gusts. They will
pick up as the day wears on, | 0:26:27 | 0:26:32
particularly towards the end of the
afternoon into the evening. We will | 0:26:32 | 0:26:35
see wind gusts in excess of 40mph.
Before that it will be dry with | 0:26:35 | 0:26:39
brightness. The rain will pile in by
the end of the day. Another mild | 0:26:39 | 0:26:44
one, yes, although by the end of the
afternoon the winds will take the | 0:26:44 | 0:26:46
edge off those temperatures. They
continue to pick up overnight into | 0:26:46 | 0:26:51
Thursday. Potentially wind gusts of
55mph. Enough to rattle the windows. | 0:26:51 | 0:26:59
As it sweeps away on Thursday there
will be brightness behind. A nice | 0:26:59 | 0:27:04
day for us on Thursday. It will feel
cooler, but the real story is into | 0:27:04 | 0:27:09
the weekend, it will be quite a bit
colder with heavy rain on Friday. | 0:27:09 | 0:27:13
OK. We have been warned. Thank you. | 0:27:13 | 0:27:15
colder with heavy rain on Friday.
OK. We have been warned. Thank you. | 0:27:15 | 0:27:20
A reminder of the headlines... | 0:27:20 | 0:27:22
Robert Mugabe has resigned
as Zimbabwe's president, | 0:27:22 | 0:27:24
after 37 years in power. | 0:27:24 | 0:27:26
Thousands of people poured
onto the streets of the capital | 0:27:26 | 0:27:29
Harare to celebrate
after his resignation | 0:27:29 | 0:27:30
letter was read out
in the country's parliament. | 0:27:30 | 0:27:36
That's all for now. | 0:27:36 | 0:27:37
I'll be back with more
from the London newsroom | 0:27:37 | 0:27:39
during the Ten O'Clock News. | 0:27:39 | 0:27:40
Thanks for watching,
and have a lovely evening. | 0:27:40 | 0:27:43
Goodbye. | 0:27:43 | 0:27:46 |
