Tomorrow morning, this family could

They have nowhere to go. This is all

haven't unpacked. There is little
point and packing when you know an | 0:01:43 | 0:01:46 | |
eviction notice is coming. This is
my eviction letter. Your temporary | 0:01:46 | 0:01:51 | |
accommodation will end on Thursday
the 30th of November. Michael and | 0:01:51 | 0:01:54 | |
Alison were evicted from their
social housing home in Islington. | 0:01:54 | 0:01:58 | |
They fell thousands of pounds behind
in red. The council offered them | 0:01:58 | 0:02:01 | |
this house 20 miles away in Purfleet
in Essex. It says that it is your | 0:02:01 | 0:02:08 | |
fault that you are homeless. They
say they are struggling to | 0:02:08 | 0:02:11 | |
understand the system, their rights
and obtained the paperwork needed to | 0:02:11 | 0:02:16 | |
get housing benefit. Alison has
mental health problems, and can | 0:02:16 | 0:02:19 | |
rarely leave the house. Michael is
struggling to get work, and focuses | 0:02:19 | 0:02:24 | |
on taking care of the children.
Where do you think you will end up | 0:02:24 | 0:02:29 | |
next? We are not sure what's going
to happen. We are only now looking | 0:02:29 | 0:02:36 | |
to bring other services like
Shelter. We asked Islington council | 0:02:36 | 0:02:40 | |
why the family were being held
responsible for their homelessness. | 0:02:40 | 0:02:43 | |
They told us it could have done more
if it had been contacted earlier in | 0:02:43 | 0:02:47 | |
the process. Jim Stewart is an
outreach worker with the charity | 0:02:47 | 0:02:52 | |
school home support. Michael and
Alison are one of ten struggling | 0:02:52 | 0:02:58 | |
families her family has tried to
help this year. Homelessness, | 0:02:58 | 0:03:02 | |
overcrowding and eviction. In all
cases, the families need somewhere | 0:03:02 | 0:03:10 | |
to live, whether they have been
evicted or they need to find more | 0:03:10 | 0:03:14 | |
appropriate accommodation. And these
are all families with young | 0:03:14 | 0:03:16 | |
children. It's very confined in this
place anyway. They can only play in | 0:03:16 | 0:03:24 | |
the corridors. This is the second
time Kim has had to help Stacey, a | 0:03:24 | 0:03:28 | |
single parent with four children.
This room with no toilet or kitchen | 0:03:28 | 0:03:32 | |
is all she can afford. In rent
arrears, she was evicted from her | 0:03:32 | 0:03:36 | |
council house in August. Now this
landlord wants her out because of | 0:03:36 | 0:03:40 | |
her son's behaviour. They are giving
you an eviction notice because your | 0:03:40 | 0:03:50 | |
son? Touch a fire extinguisher. And
he has ADHD. Michael is determined | 0:03:50 | 0:03:57 | |
to keep his children in school here,
so he brings them in and to save | 0:03:57 | 0:04:02 | |
money, wait all day to take them
home. Collecting mail from the home | 0:04:02 | 0:04:05 | |
he was evicted from this
heartbreaking for Michael. It could | 0:04:05 | 0:04:14 | |
mean that you evict four children
out of these premises, and today in | 0:04:14 | 0:04:20 | |
the same premises, it is totally
empty. By foot, by tube, by train, | 0:04:20 | 0:04:26 | |
by bus. It's a two-hour commute
twice a day to keep his children at | 0:04:26 | 0:04:32 | |
their school. I have two young
children experiencing this difficult | 0:04:32 | 0:04:40 | |
journey daily. High rents, welfare
reform and life choices all play | 0:04:40 | 0:04:46 | |
their part, but is eviction always
necessary? There is a lack of | 0:04:46 | 0:04:50 | |
communication. If you had done a
home visit, if the housing | 0:04:50 | 0:04:56 | |
association or council had done a
home visit when things started | 0:04:56 | 0:04:59 | |
building up, if you have a debt, you
get people write new letters. The | 0:04:59 | 0:05:03 | |
debts are building up, do a home
visit, see what is going on. | 0:05:03 | 0:05:08 | |
Understand what the families are
going through. On average, 100 | 0:05:08 | 0:05:13 | |
families are evicted every day.
Tomorrow, we revisit the emergency | 0:05:13 | 0:05:20 | |
housing where the evicted and

hour. Described by charities and

Social housing under pressure there,

that a shortage of homes is one

And it could mean bigger housing

Sadiq Khan says he'll "rip up"

in order to meet his target to build

That's double the current rate
of housebuilding in the capital. | 0:05:57 | 0:05:59 | |
And he wants half of his target
to be "genuinely" affordable. | 0:05:59 | 0:06:02 | |

Experts have told him the capital

He wants more small-scale developers

restrictions on density -

But to his opponents,

Outer London is going to be made

Now, people live in
the suburbs because | 0:07:49 | 0:07:51 | |
they like it, because it's greener,
because there's more space, and what | 0:07:51 | 0:07:58 | |
he's actually done is,
he's declared war on outer | 0:07:58 | 0:08:00 | |
London, and as a result
of all these policies, | 0:08:00 | 0:08:02 | |
it's going to be browner, | 0:08:02 | 0:08:04 | |
more overcrowded and
hard to get around. | 0:08:04 | 0:08:14 | |
The mayor has pledged
to strengthen protection | 0:08:15 | 0:08:17 | |

That went down well in Ilford today. | 0:08:18 | 0:08:20 | |
What we did here, we got

people, thousands

Chris led a campaign to fight off
plans to turn the 60 acres | 0:08:23 | 0:08:27 | |
of playing fields
into a housing estate. | 0:08:27 | 0:08:28 | |
As far as we are concerned,
it's now saved. | 0:08:28 | 0:08:30 | |
The council have taken
the plan off the shelf and | 0:08:30 | 0:08:33 | |
said, "That's no good. | 0:08:33 | 0:08:43 | |
We are saving Oakfield for sport

But the local council, Redbridge,
still wants to reclassify | 0:08:46 | 0:08:48 | |
and build on a tenth
of its green belt, | 0:08:48 | 0:08:50 | |
saying it's the only way

provide houses needed. | 0:08:51 | 0:08:52 | |
And one former

advising the Government on

I think we can have a win- win here. | 0:08:57 | 0:08:59 | |
What we can have is
denser developments | 0:08:59 | 0:09:01 | |
around stations, which are highly
accessible, whilst protecting | 0:09:01 | 0:09:03 | |
virtually all of the green belt. | 0:09:03 | 0:09:04 | |
The issue is where the
areas are immediately | 0:09:04 | 0:09:06 | |
around stations, where you can have
dense developments with excellent | 0:09:06 | 0:09:09 | |
transport connections,
whether they should be | 0:09:09 | 0:09:10 | |
open to development. | 0:09:10 | 0:09:15 | |
At the moment, they often
are developed, and they are called | 0:09:15 | 0:09:17 | |
exceptional developments
within the green belt. | 0:09:17 | 0:09:19 | |
And I think we should be open
to more of those in the future, | 0:09:19 | 0:09:22 | |
but making absolutely clear that
London's famous parks and valuable | 0:09:22 | 0:09:25 | |
open spaces will be
defended at all costs. | 0:09:25 | 0:09:26 | |
Every available means should be used
to build new homes, says the | 0:09:26 | 0:09:29 | |
mayor. | 0:09:29 | 0:09:30 | |
Clashes over location, type,
and scale seem certain to follow. | 0:09:30 | 0:09:37 | |
So can the mayor
achieve what he wants? | 0:09:37 | 0:09:39 | |

he could build more densely

What I'm saying to developers,

what I'm saying to housing
associations is, it is possible | 0:09:52 | 0:09:54 | |
with good design to meet
the needs of Londoners, | 0:09:54 | 0:09:56 | |
that means high density,
high quality homes. | 0:09:56 | 0:09:59 | |
How much is this focused on outer
London and the suburbs? | 0:09:59 | 0:10:04 | |
Do you think they have been building

I think all across London
we need to see more homes, | 0:10:07 | 0:10:09 | |
good quality homes. | 0:10:09 | 0:10:14 | |
The reality is, many councils have
had one arm tied behind their back | 0:10:14 | 0:10:17 | |
because the Government has failed
to give them the powers | 0:10:17 | 0:10:19 | |
to borrow to build. | 0:10:19 | 0:10:20 | |
Many housing associations have
wanted to build more homes. | 0:10:20 | 0:10:22 | |
Problems around land allocation,
problems around investment | 0:10:22 | 0:10:24 | |
from the Government,
developers want certainty. | 0:10:24 | 0:10:27 | |
What about outer
London in particular? | 0:10:27 | 0:10:34 | |
Is that where there's been
the failure until now? | 0:10:34 | 0:10:36 | |
All councils will have targets. | 0:10:36 | 0:10:37 | |
All councils will know
what the expectations are on them. | 0:10:37 | 0:10:39 | |
Outer London as well as in London. | 0:10:39 | 0:10:43 | |
Outer London, the problem
is around infrastructure. | 0:10:43 | 0:10:47 | |
One of the reasons we are here
in Barking Riverside is to see | 0:10:47 | 0:10:54 | |
the difference infrastructure can
make, and if outer London boroughs | 0:10:54 | 0:10:56 | |
have the assistance they need,
I'm sure they can build good | 0:10:56 | 0:10:59 | |
quality, high density homes. | 0:10:59 | 0:11:00 | |
You know councils, including Labour
councils like Redbridge, | 0:11:00 | 0:11:02 | |
want to designate,
want to build on a lot | 0:11:02 | 0:11:04 | |
of green belt. | 0:11:04 | 0:11:05 | |
Do you support that? | 0:11:05 | 0:11:07 | |
No, I don't support
the designating of greenbelt land. | 0:11:07 | 0:11:09 | |
There's got to be
an exceptional reason. | 0:11:09 | 0:11:11 | |
If it was the case,
hypothetically speaking, | 0:11:11 | 0:11:12 | |
that it wasn't possible to meet
the needs of London, | 0:11:12 | 0:11:15 | |
then that would be an argument
that is worth exploring, | 0:11:15 | 0:11:17 | |
but that argument isn't there. | 0:11:17 | 0:11:18 | |
They say they can't meet
their local housing needs. | 0:11:18 | 0:11:21 | |
In other words, you will be standing
in the way of progress. | 0:11:21 | 0:11:23 | |
They have not seen the draft plan. | 0:11:23 | 0:11:25 | |
The draft plan sets out
the blueprint and the route map | 0:11:25 | 0:11:28 | |
for how we meet the needs
of Londoners without | 0:11:28 | 0:11:30 | |
building on green belt. | 0:11:30 | 0:11:31 | |
The Mayor also discussed fire safety
as part of his plan, | 0:11:31 | 0:11:34 | |
something that has sharply been
brought under the spotlight | 0:11:34 | 0:11:36 | |
after the Grenfell Tower fire. | 0:11:36 | 0:11:37 | |
Since then, BBC London has
highlighted several safety | 0:11:37 | 0:11:39 | |
issues with tower blocks
around the capital. | 0:11:39 | 0:11:41 | |
Well, now structural problems have
been found in another estate, | 0:11:41 | 0:11:43 | |
this time in Fulham. | 0:11:43 | 0:11:44 | |

Two 1960s tower blocks
in Fulham, but are they safe? | 0:11:45 | 0:11:48 | |

In an empty flat, structural
engineers have now cut away concrete | 0:11:49 | 0:11:51 | |
to expose cracking where
the floors join the walls. | 0:11:51 | 0:11:54 | |
A fire safety expert says this
is an alarming discovery, | 0:11:54 | 0:12:04 | |
because such cracking,
if seen throughout the blocks, | 0:12:06 | 0:12:08 | |
may mean a fire could not be
contained inside a flat. | 0:12:08 | 0:12:13 | |
Instead, he says, it could rapidly
spread throughout the building. | 0:12:13 | 0:12:23 | |
What could happen here is,
because of the lack of | 0:12:25 | 0:12:28 | |
fire-stopping, the smoke and fire
can spread from flat to flat | 0:12:28 | 0:12:30 | |

Following this structural
investigation and the discovery | 0:12:31 | 0:12:33 | |
of the cracking, fire safety wardens
have now started patrolling | 0:12:33 | 0:12:35 | |

Their brief is to get
residents out as quickly | 0:12:37 | 0:12:39 | |
as possible if a fire starts. | 0:12:39 | 0:12:44 | |
And it is safe. | 0:12:44 | 0:12:45 | |
The guys are patrolling,
and no issues to report so far. | 0:12:45 | 0:12:48 | |
But some residents are concerned. | 0:12:48 | 0:12:51 | |
All of us have been told to stay
put when that's been | 0:12:51 | 0:12:54 | |
the incorrect information. | 0:12:54 | 0:12:55 | |
Hammersmith and Fulham Council
insists that with wardens in place, | 0:12:55 | 0:12:57 | |
the residents are safe. | 0:12:57 | 0:12:59 | |
But last night, they faced
some tough questions. | 0:12:59 | 0:13:03 | |
How many of the doors did
you check had self-closures? | 0:13:03 | 0:13:08 | |
And for this woman, it was repeating
a scene that the BBC | 0:13:08 | 0:13:11 | |
filmed back in 1984. | 0:13:11 | 0:13:16 | |
How does this message get back that
some of us want out? | 0:13:16 | 0:13:20 | |
Even then, she was worried
about the safety of these blocks. | 0:13:20 | 0:13:22 | |
Are you telling me these flats
are completely safe? | 0:13:22 | 0:13:26 | |
In July, after the Grenfell
disaster, she wrote | 0:13:26 | 0:13:28 | |
to the London Fire Brigade demanding
an urgent investigation | 0:13:28 | 0:13:30 | |
into the safety of the blocks. | 0:13:30 | 0:13:35 | |
Now fire wardens are
patrolling outside her flat. | 0:13:35 | 0:13:39 | |
It always takes a disaster before
anything's done anywhere, | 0:13:39 | 0:13:44 | |
doesn't it, whatever it may be,
whether it be a fire or whatever. | 0:13:44 | 0:13:48 | |
Do you think you'll be safe now? | 0:13:48 | 0:13:50 | |
Hopefully. | 0:13:50 | 0:13:52 | |
I believe we've done everything
we can to keep residents safe. | 0:13:52 | 0:13:56 | |
The worst thing we could do is cause
panic amongst our own residents | 0:13:56 | 0:13:59 | |
and put them out of a home if we can
make them safe with fire wardens | 0:13:59 | 0:14:03 | |
and extra precautions,

The council says next week,
a new alarm system will be fitted | 0:14:06 | 0:14:10 | |
in the blocks and the Fire Brigade
is going to check every | 0:14:10 | 0:14:12 | |
flat for fire safety. | 0:14:12 | 0:14:22 | |
The police watchdog is investigating
a complaint about the way a police | 0:14:23 | 0:14:26 | |
helicopter was used to respond
to the Grenfell fire. | 0:14:26 | 0:14:28 | |
It was made by a man who lost six
family members in the blaze. | 0:14:28 | 0:14:31 | |

Nearly six months on, how has this
come about? Many people will | 0:14:36 | 0:14:40 | |
remember the constant noise of the
police helicopter hovering above | 0:14:40 | 0:14:44 | |
Grenfell Tower in the hours after
the fire took hold. Of course, it | 0:14:44 | 0:14:48 | |
provided a different perspective for
the emergency services looking down | 0:14:48 | 0:14:51 | |
at the horrendous scene unfolding.
We can now look at a still | 0:14:51 | 0:14:57 | |
photograph of the helicopter that
morning in June, when 81 people lost | 0:14:57 | 0:15:01 | |
their lives. But now we hear that
the police watchdog is investigating | 0:15:01 | 0:15:05 | |
the helicopter that morning. That is
because of the concerns of one | 0:15:05 | 0:15:12 | |
survivor, a man called Nabil
Choucair. He lost six embers of his | 0:15:12 | 0:15:16 | |
family in the fire. They were all on
the 22nd floor, and he has now heard | 0:15:16 | 0:15:22 | |
harrowing 999 calls that they made
to the authorities, begging for | 0:15:22 | 0:15:25 | |
help. He believes that the
helicopter's presence gave them the | 0:15:25 | 0:15:28 | |
impression that they might be
winched to safety. This was what he | 0:15:28 | 0:15:32 | |
told me earlier. | 0:15:32 | 0:15:37 | |
They thought it was an emergency
helicopter and they thought they | 0:15:37 | 0:15:41 | |
were going to be rescued. Unlike
many other families in the building | 0:15:41 | 0:15:44 | |
on the upper floors, they were given
the false impression that they were | 0:15:44 | 0:15:48 | |
going to be rescued and they never
did. They made a request on the 999 | 0:15:48 | 0:15:56 | |
calls? More than several times, yes.
They requested help from the | 0:15:56 | 0:16:00 | |
helicopter specifically. | 0:16:00 | 0:16:04 | |
And what has the police watchdog
said? The deputy chair has said that | 0:16:04 | 0:16:08 | |
although there is no indication that
any police officer had committed | 0:16:08 | 0:16:12 | |
misconduct or a criminal offence,
she thought it was appropriate that | 0:16:12 | 0:16:14 | |
this complaint is now investigated.
This is interesting, because there | 0:16:14 | 0:16:23 | |
is already a criminal investigation
and the role of the helicopter will | 0:16:23 | 0:16:29 | |
now be incorporated into this. So
the Met will read this, but the | 0:16:29 | 0:16:33 | |
police watchdog will be controlling
this from afar and directing what | 0:16:33 | 0:16:37 | |
happens here. We also know that they
will be looking to another concern | 0:16:37 | 0:16:40 | |
of Nabil Choucair that the
helicopters specifically created a | 0:16:40 | 0:16:47 | |
downdraught which may have fanned
the flames and made the situation | 0:16:47 | 0:16:50 | |
worse. Talking to him this afternoon
and his legal team, it is clear that | 0:16:50 | 0:16:54 | |
they don't want this to distract
