might not feel quite so cold. Jane.
Ben thank you very much. | 0:00:00 | 0:00:00
Tonight on BBC London News... | 0:00:09 | 0:00:10
Could a string of terrifying
burglaries be the work | 0:00:10 | 0:00:12
of a professional soldier? | 0:00:12 | 0:00:14
He uses cable ties, covert
surveillance and extreme violence | 0:00:14 | 0:00:15
against his victims. | 0:00:15 | 0:00:19
He hit me three times on my face. It
was very, very painful. He said to | 0:00:19 | 0:00:25
me, get on the floor. I actually
thought he was going to rape me. | 0:00:25 | 0:00:32
In total, a million pounds
of jewellery and possessions | 0:00:32 | 0:00:35
have been stolen from properties
across London and the Home Counties. | 0:00:35 | 0:00:38
Also tonight... | 0:00:38 | 0:00:39
The Labour Leader of
Haringey Council quits, | 0:00:39 | 0:00:40
blaming 'bullying and sexism'
by hardcore supporters | 0:00:40 | 0:00:43
of Jeremy Corbyn. | 0:00:43 | 0:00:43
And shortening the school week -

We reveal a new world
of microscopic patterns - | 0:01:01 | 0:01:05
impossible to see with
the naked eye. | 0:01:05 | 0:01:14
Good evening and welcome
to the programme. | 0:01:17 | 0:01:19
I'm Chris Rogers. | 0:01:19 | 0:01:21
First tonight, a burglar
so sophisticated and violent police | 0:01:21 | 0:01:23
believe he could be someone
with professional | 0:01:23 | 0:01:25
military experience. | 0:01:25 | 0:01:26
A series of burglaries
across London, Kent and Surrey have | 0:01:26 | 0:01:28
been carried out using cable ties,
covert surveillance | 0:01:28 | 0:01:32
and extreme violence -
police say it seems like the work | 0:01:32 | 0:01:34
of a "highly professional soldier". | 0:01:35 | 0:01:37
He's been dubbed
"the night watcher." | 0:01:37 | 0:01:40
Tolu has met one of his
victims who lost hundreds | 0:01:40 | 0:01:42
of thousands of pounds worth
of jewellery and possessions | 0:01:42 | 0:01:51
Waiting for the perfect moment to
invade how is he has been planning | 0:01:51 | 0:01:55
to steal from. The burglar who
police believe may have had military | 0:01:55 | 0:01:59
training. He enters through locked
back doors and windows usually when | 0:01:59 | 0:02:04
victims are inside their homes. I
was at my computer and I had a very | 0:02:04 | 0:02:08
loud voice behind me. I turned
around and saw a very, very large | 0:02:08 | 0:02:13
man dressed all in black with a
balaclava on. He shouted very | 0:02:13 | 0:02:18
loudly, I want the jewellery, take
me to the safe. Susan Morris was | 0:02:18 | 0:02:22
alone at a house in Surrey back in
October when she, and her home, came | 0:02:22 | 0:02:27
under attack. He hit me three times
on my face. It was very, very | 0:02:27 | 0:02:36
painful and I couldn't believe the
blows kept coming. And so, I took | 0:02:36 | 0:02:39
him to the jewellery, I gave him the
jewellery. It had already been very | 0:02:39 | 0:02:43
frightening. He actually said to me,
get on the floor. I actually thought | 0:02:43 | 0:02:49
he was going to rape me. It was the
latest of seven violent burglaries | 0:02:49 | 0:02:55
in Kent, Sussex, Surrey and Thames
Valley, or targeting affluent homes. | 0:02:55 | 0:03:00
Police believe the same man is
responsible. These are some of more | 0:03:00 | 0:03:05
than £1 million worth of jewellery
watches that have been taken over | 0:03:05 | 0:03:08
three years. We believe this person
is not an amateur burglar. We | 0:03:08 | 0:03:12
believe it is someone who has
specialist skills, uses firearms and | 0:03:12 | 0:03:16
cable ties to do this. And he has an
immense amount of planning and | 0:03:16 | 0:03:22
prepping before he goes and commits
these offences. There are trade | 0:03:22 | 0:03:26
crafts we generally will only see by
individuals with specialist or | 0:03:26 | 0:03:31
former military experience, which
include identifying patterns of life | 0:03:31 | 0:03:34
of the owners of these properties,
looking at the arcs of the cameras | 0:03:34 | 0:03:38
and their locations, to even matters
of entry. The police have asked for | 0:03:38 | 0:03:47
more evidence saying we are unable
to share DNA taken from personnel | 0:03:47 | 0:03:52
before they are deployed on military
operations as it is restricted under | 0:03:52 | 0:03:56
data protection. Service personnel
are convicted of a crime or under | 0:03:56 | 0:04:02
suspicion, DNA records are shared
with police. | 0:04:02 | 0:04:04
Even when we let the dog out in the
evening, we turn on the alarm before | 0:04:08 | 0:04:12
the dog comes back in. Wheelock
internal doors from the Hall and | 0:04:12 | 0:04:19
into the kitchen. It is not good.
With no more leads, police said his | 0:04:19 | 0:04:24
important that anyone with
information comes forward before he | 0:04:24 | 0:04:27
strikes again. | 0:04:27 | 0:04:30
Lots more to come including... | 0:04:30 | 0:04:35
Headteachers across London grapple
with the issue of school funding. | 0:04:35 | 0:04:39
Here, they are proposing to move to
a four and a half day week. Parents | 0:04:39 | 0:04:43
are not happy. | 0:04:43 | 0:04:49
After almost a decade
in charge, the leader | 0:04:49 | 0:04:51
of Haringey Council has quit today -
blaming "sexism" and "bullying" | 0:04:51 | 0:04:54
by supporters of the Labour
leader Jeremy Corbyn. | 0:04:54 | 0:04:56
Claire Kober said she was targeted
by activists belonging | 0:04:56 | 0:04:58
to the Corbynite group Momentum. | 0:04:58 | 0:05:00
She adds she was "disillusioned"
by their campaign against | 0:05:00 | 0:05:03
a flagship housing scheme -
which was personally | 0:05:03 | 0:05:05
opposed by Mr Corbyn. | 0:05:05 | 0:05:07
Susana Mendonca has more. | 0:05:07 | 0:05:15
Labour politics has become
increasingly bitter. Haringey's | 0:05:15 | 0:05:19
leader for a decade took the
dramatic move today announcing she | 0:05:19 | 0:05:23
would be quitting after Labour's
thing body told her to halt plans | 0:05:23 | 0:05:27
for a Housing regeneration project.
I think the NEC's action was | 0:05:27 | 0:05:33
unprecedented, unhelpful. I am
certainly of the view that those in | 0:05:33 | 0:05:37
Labour local government feels
similarly to me, over 70 council | 0:05:37 | 0:05:41
leaders at the weekend came out to
say this was an unfortunate and | 0:05:41 | 0:05:47
unacceptable act. Her departure
leaves housing plans for this estate | 0:05:47 | 0:05:50
in Tottenham in doubt. Haringey
development vehicle was intended to | 0:05:50 | 0:06:00
build more than 6000 new homes in
the borough through partnership with | 0:06:00 | 0:06:02
a private company. But, it has faced
opposition from some groups, | 0:06:02 | 0:06:05
including within the local Labour
Party. Some councillors who | 0:06:05 | 0:06:09
supported the plan said they were
deselected in favour of candidates | 0:06:09 | 0:06:15
backed Momentum. That means the
make-up of the cancer was more | 0:06:15 | 0:06:20
likely to be left wing. The
likelihood is that Claire would have | 0:06:20 | 0:06:24
been pushed out that point anyway
but she insists that is not why she | 0:06:24 | 0:06:28
is coming back claims there has been
intimidation. -- why she is going | 0:06:28 | 0:06:35
but claims. The atmosphere across
London and across the country has | 0:06:35 | 0:06:42
been deeply troubling. I am in no
doubt that the behaviour and actions | 0:06:42 | 0:06:46
of certain individuals at certain
times meet the test of both sexism, | 0:06:46 | 0:06:55
bullying and intimidate read
behaviour. It breaks my heart. It | 0:06:55 | 0:07:00
makes me feel quite emotional. This
Council broke damage was telling me | 0:07:00 | 0:07:05
about her experience. I cannot
believe it. She claims left-wing | 0:07:05 | 0:07:10
councillors make complaints against
people like her in order to push her | 0:07:10 | 0:07:14
out. The local party insists all
rules and processes where a bus | 0:07:14 | 0:07:19
fleet followed and Haringey Momentum
member denied there had been any | 0:07:19 | 0:07:25
intimidation. They said they were
sorry the leader was standing down | 0:07:25 | 0:07:28
but it had wanted a fresh look at
housing plans. We have concerns | 0:07:28 | 0:07:33
about this programme of
redevelopment that may impact | 0:07:33 | 0:07:38
negatively upon tenants in that
particular borough. The leader's | 0:07:38 | 0:07:41
part to will be seen as a victory
for those opposing those development | 0:07:41 | 0:07:45
plans. The question for whoever
takes over will be how to solve the | 0:07:45 | 0:07:49
crisis here. | 0:07:49 | 0:07:52
Now to a school in Isleworth,
which says it's so cash | 0:07:52 | 0:07:55
strapped it wants to reduce
the school by closing | 0:07:55 | 0:07:57
lunchtime on a Friday. | 0:07:57 | 0:07:59
St Mary's Catholic Primary
School, were consulting | 0:07:59 | 0:08:01
parents on the proposal. | 0:08:01 | 0:08:03
Many are concerned about the extra
child-care costs they'll face | 0:08:03 | 0:08:06
and say the process
has been mismanaged. | 0:08:06 | 0:08:08
But is there a bigger picture? | 0:08:08 | 0:08:11
Here is our Education
Reporter Marc Ashdown. | 0:08:11 | 0:08:16
In classrooms across
London, the school day | 0:08:16 | 0:08:20
finishes around 3:30 p:m. | 0:08:20 | 0:08:25
Here in Isleworth, the pupils
could soon be heading | 0:08:25 | 0:08:27
home on a Friday almost
three hours early. | 0:08:27 | 0:08:29
Due to pressures on the budget,
the governors at Saint Mary 's | 0:08:29 | 0:08:36
School are proposing a move
to a four and a half day week, | 0:08:36 | 0:08:39
which presents a headache
for parents like Marlon. | 0:08:39 | 0:08:42
Kira is ten and Shani
will be eight in a week. | 0:08:42 | 0:08:47
Today, they are both
at school, of course. | 0:08:47 | 0:08:48
Come September, he has already been
told to stop thinking | 0:08:48 | 0:08:51
about childcare options. | 0:08:51 | 0:08:56
-- start thinking. | 0:08:56 | 0:08:57
A lack of consideration
for working parents. | 0:08:57 | 0:09:02
It is quite striking to myself
and a lot of other parents. | 0:09:02 | 0:09:09
At the moment, that
is the main problem. | 0:09:09 | 0:09:12
The cost
for some parents and the logistics | 0:09:12 | 0:09:15
of, actually, who is going to pick
up the child if both parents work? | 0:09:15 | 0:09:19
The school wrote to parents
explaining the savings it has made | 0:09:19 | 0:09:21
over the past five years. | 0:09:21 | 0:09:22
Vacant posts have not been filled,
and Italian language teacher | 0:09:22 | 0:09:25
was replaced by a volunteer. | 0:09:25 | 0:09:26
Some music lessons have been
cancelled and apparent fund was set | 0:09:26 | 0:09:29
up for supplies like colouring
pencils and glue sticks. | 0:09:29 | 0:09:31
The school did run a consultation
with one idea of a £400 voluntary | 0:09:31 | 0:09:34
donation from each parent and also
considered cutting | 0:09:34 | 0:09:36
classroom assistants. | 0:09:36 | 0:09:37
It is obviously very upsetting
for us, as parents, because this | 0:09:37 | 0:09:41
will affect our children's education
really and it's | 0:09:41 | 0:09:44
going to be happening
all over the country up and down. | 0:09:44 | 0:09:47
Many of us have a whole lot
of suggestions we would like to put | 0:09:47 | 0:09:50
forward to try to help to supplement
the school funds. | 0:09:50 | 0:09:52
We need to move forward now. | 0:09:52 | 0:09:54
On behalf of the school,
Hounslow Council said a consultation | 0:09:54 | 0:09:56
with staff is still under way and no
decision would be taken | 0:09:56 | 0:09:59
without the backing of parents. | 0:09:59 | 0:10:00
The issues with funding are being
felt at schools across London. | 0:10:00 | 0:10:03
Head teachers far and wide
are grappling with just how | 0:10:03 | 0:10:05
to make the figures add up. | 0:10:05 | 0:10:07
Last year, a delegation of heads
descended on Downing Street | 0:10:07 | 0:10:09
with a petition, in effect begging
for more money. | 0:10:09 | 0:10:11
The Department for Education says it
trusts heads to structure the school | 0:10:11 | 0:10:16
day to support pupils learning
and said it is investing an extra | 0:10:16 | 0:10:19
£1.3 billion in schools. | 0:10:19 | 0:10:21
They haven't taken into account
the fact that pensions have | 0:10:21 | 0:10:24
increased, school inflation
is running much higher | 0:10:24 | 0:10:26
than normal inflation. | 0:10:26 | 0:10:29
All these pressures are coming
to bear on our school system | 0:10:29 | 0:10:32
and that is why you see schools
making these decisions. | 0:10:32 | 0:10:37
It is not clear if the shorter week
will now go ahead here. | 0:10:37 | 0:10:40
Schools facing a similar squeeze
will be watching closely. | 0:10:40 | 0:10:47
Well, let's pick up some of those
themes now with Marc. | 0:10:47 | 0:10:49
And this may be a controversial
decision but does this highlight | 0:10:49 | 0:10:52
the difficulties faced by some
schools across the capital? | 0:10:52 | 0:10:58
Yes. If you walk into any head
teacher Bosman offers in any school | 0:10:58 | 0:11:03
in London, chances are they will
tell you they do not have enough | 0:11:03 | 0:11:07
money. There was positive language
from the Government today but they | 0:11:07 | 0:11:11
are all getting creative. The idea
of changing of the school day all | 0:11:11 | 0:11:15
the school week, it is not the first
time I have heard that. Until now | 0:11:15 | 0:11:20
nobody has been desperate enough to
push the button. There is a red line | 0:11:20 | 0:11:25
on class sizes. Unthinkable for a
primary school to have more than 30 | 0:11:25 | 0:11:34
pupils in a class. Is it time to
think about the unthinkable? Beyond | 0:11:34 | 0:11:37
a core curriculum, do primary
schools need to offer music, drama, | 0:11:37 | 0:11:41
cooking and art? Many would argue
yes but maybe schools have to | 0:11:41 | 0:11:45
prioritise and despite the budget
cuts, many schools are going from | 0:11:45 | 0:11:49
strength to strength and improving
standards. The role of parents is it | 0:11:49 | 0:11:54
changing? Parents have always given
money to support them but there is a | 0:11:54 | 0:11:58
big money if they start giving less
and become pillars propping up | 0:11:58 | 0:12:04
schools and making sure they
survive. | 0:12:04 | 0:12:07
The four ringleaders behind
the Hatton Garden jewellery | 0:12:07 | 0:12:09
raid must pay back millions
of pounds each or face | 0:12:09 | 0:12:11
more time in jail. | 0:12:11 | 0:12:12
That's the ruling of a judge
at Woolwich Crown Court tonight. | 0:12:12 | 0:12:16
Our reporter Dan Johnson is in
Hatton Garden and joins us now. | 0:12:16 | 0:12:21
Dan, what are the exact details
of this confiscation hearing? | 0:12:21 | 0:12:24
Tell is a bit more about what the
judge said? It is three years now | 0:12:24 | 0:12:31
since this raid here during the
Easter bank holiday back in 2015. An | 0:12:31 | 0:12:36
audacious burglary, described as the
largest burglary in English legal | 0:12:36 | 0:12:40
history. The gang were in here for
two night stealing gold, jewels and | 0:12:40 | 0:12:46
cash, estimated to be worth £13.7
million for that today in court, | 0:12:46 | 0:12:50
they heard how much they must pay
back. So the court heard that John | 0:12:50 | 0:12:57
Collins, 77, has | 0:12:57 | 0:13:08
assets in this country and abroad
must pay £7.7 million. Daniel Jones, | 0:13:11 | 0:13:13
63, must pay 6.6 million. Harry
Perkins will pay 6.9 million and | 0:13:13 | 0:13:16
Brian Reade, at 78, was told he must
pay back the 6p. And if they don't | 0:13:16 | 0:13:19
pay it back, what happens then? They
were warned if they can't pay that | 0:13:19 | 0:13:26
amount, more than £27 million
between them, they could spend extra | 0:13:26 | 0:13:31
time in prison. They are all serving
six or seven years sentences but | 0:13:31 | 0:13:33
they could spend as much as another
seven years in prison if they cannot | 0:13:33 | 0:13:37
pay. Another man was ordered to pay
back money today, a plumber who | 0:13:37 | 0:13:41
helped the gang by giving them a
yard to exchange money between | 0:13:41 | 0:13:45
vehicles. Huge oil will pay back
£370 foot at there is also a final | 0:13:45 | 0:13:51
member of the gang who has never
been traced. Thank you. | 0:13:51 | 0:13:57
Still to come... | 0:13:57 | 0:13:58
With six new cycle routes planned
for the capital, what will it mean | 0:13:58 | 0:14:01
for road users? | 0:14:01 | 0:14:02
And scientists and artists
come together to create | 0:14:02 | 0:14:04
a world of microscopic art. | 0:14:04 | 0:14:12
We know there will be a third runway
at Heathrow, but where exactly? | 0:14:12 | 0:14:17
As you can see, the existing two
runways are already hemmed in. | 0:14:17 | 0:14:24
Well today, for the first time,
a new exhibition detailed | 0:14:24 | 0:14:26
all the various options
of where another runway might go. | 0:14:26 | 0:14:30
It includes moving part of the M25
into a tunnel and it's not the first | 0:14:30 | 0:14:34
time an international airport has
grappled with the issue. | 0:14:34 | 0:14:38
This is Charles de Gaulle Airport
and its very own taxi way | 0:14:38 | 0:14:41
bridge for its new runway. | 0:14:41 | 0:14:48
Take a look at that huge jumbo going
over a road. | 0:14:48 | 0:14:52
Our transport correspondent,
Tom Edwards, reports. | 0:14:52 | 0:14:53
76 million passengers a year use
Heathrow and the plan is to nearly | 0:14:53 | 0:14:57
double that with a third runway,
but expansion will affect | 0:14:57 | 0:14:59
surrounding communities. | 0:14:59 | 0:15:02
Just how was outlined today
in the quieter surroundings | 0:15:02 | 0:15:06
of the Hounslow Civic Centre. | 0:15:06 | 0:15:09
It might not look like much,
but there's some important | 0:15:09 | 0:15:12
detail in this event,
some emerging proposals | 0:15:12 | 0:15:13
from the airport. | 0:15:13 | 0:15:16
For example, the runway
could be much shorter - | 0:15:16 | 0:15:18
3,200 meters long. | 0:15:18 | 0:15:22
What do they do to the M25? | 0:15:22 | 0:15:29
This idea is to put it in a tunnel
seven metres deep and put | 0:15:29 | 0:15:32
the runway over the top. | 0:15:33 | 0:15:34
This promotional video shows
what the airport could look like - | 0:15:34 | 0:15:38
extra car parks, hotels,
green space - but homes will have | 0:15:38 | 0:15:41
to go and residents fear more
noise and pollution, | 0:15:41 | 0:15:45
and this is one of the most
divisive of issues. | 0:15:45 | 0:15:49
They say they'll listen
to local communities, | 0:15:49 | 0:15:51
do you believe that? | 0:15:51 | 0:15:54
Um, they might. | 0:15:54 | 0:15:57
It will be easier to fly in and out
of Heathrow, obviously, | 0:15:57 | 0:15:59
and promote travel and tourism. | 0:16:00 | 0:16:04
Now that it is happening, now
there's a chance for it to happen, | 0:16:04 | 0:16:07
why should we object to it? | 0:16:07 | 0:16:09
The people running it are absolutely
committed to what they're doing. | 0:16:09 | 0:16:12
So it's not a consultation at all,
it's a propaganda and promotion | 0:16:12 | 0:16:15
and public relations. | 0:16:15 | 0:16:20
TfL warns a third runway built
here would mean congestion | 0:16:20 | 0:16:24
on the road network,
while the airport says it | 0:16:24 | 0:16:27
could mitigate that perhaps
with a congestion charge. | 0:16:27 | 0:16:30
And Heathrow insists putting
a runway over a road | 0:16:30 | 0:16:34
has been done before,
at Paris and in Frankfurt. | 0:16:34 | 0:16:38
You can build the new road just off. | 0:16:38 | 0:16:46
One of our options is to just build
it off, 150 metres to the left. | 0:16:46 | 0:16:50
So you can do this,
you're not going to bring | 0:16:50 | 0:16:52
the M25 to a standstill. | 0:16:52 | 0:16:53
So these things are done,
there is a precedent for it. | 0:16:53 | 0:16:56
We have world-class engineers
in the UK and we can definitely do | 0:16:56 | 0:16:59
this with minimal disruption. | 0:16:59 | 0:17:00
This is part of a long process. | 0:17:00 | 0:17:02
The final decision will be made
in three years' time. | 0:17:02 | 0:17:04
Tom Edwards, BBC London News. | 0:17:04 | 0:17:05
If you live in south-east London
you'll know exactly where this is. | 0:17:05 | 0:17:08
Described by many as an eyesore,
it's much loved by others. | 0:17:08 | 0:17:12
The Elephant & Castle shopping
centre is now the subject | 0:17:12 | 0:17:14
of a planning row over how
to regenerate the area. | 0:17:14 | 0:17:18
Earlier in January,
new multi-million plans | 0:17:18 | 0:17:20
were halted by the council. | 0:17:20 | 0:17:22
That's a decision that
could be overturned tonight, | 0:17:22 | 0:17:25
which is why demonstrators have
gathered outside the planning | 0:17:25 | 0:17:27
meeting in Southwark. | 0:17:27 | 0:17:29
From there Caroline Davies joins us. | 0:17:29 | 0:17:38
Tell us mor It's a noisy street at
London Bridge. I'm standing outside | 0:17:38 | 0:17:44
Southwark Council offices. Look at
the scene behind me. There are | 0:17:44 | 0:17:49
banniers and flags. Plenty of noise
being made. There was dancing | 0:17:49 | 0:17:52
earlier. You might even be able to
spot a few elephant masks in there. | 0:17:52 | 0:17:57
Why? It's about the Elephant &
Castle new development. On the 17th | 0:17:57 | 0:18:05
January the council voted to halt
the development. The plan was to | 0:18:05 | 0:18:08
have a new shopping centre, there
was also going to be 1,000 new | 0:18:08 | 0:18:11
homes. A third of which they said
would be affordable and a new home | 0:18:11 | 0:18:16
for the London College of
Communication. On the 17th January | 0:18:16 | 0:18:19
they decided to halt that decision.
Tonight's meeting is about what | 0:18:19 | 0:18:24
happens next. The first choice is
they reject it entirely. Even if | 0:18:24 | 0:18:29
that does happen. The developers
will be able to appeal. The second | 0:18:29 | 0:18:32
choice is that they do approve the
plans. It might be that the council | 0:18:32 | 0:18:35
feel the developers have come back
and offered something bigger and | 0:18:35 | 0:18:38
better. If that does happen, the
Mayor would still have to approve | 0:18:38 | 0:18:42
it. On the third option, which is
looking the most likely, is that | 0:18:42 | 0:18:46
it's kicked into the long grass. At
the moment, it's looking like the | 0:18:46 | 0:18:50
developers want that to happen. They
have said today that they would like | 0:18:50 | 0:18:53
to have talks resolving in March
because they think that they can | 0:18:53 | 0:18:58
find positive resolutions with those
stakeholders. Why are people out | 0:18:58 | 0:19:03
this evening. I'm joined by two
campaigners. Why are you here? We | 0:19:03 | 0:19:10
are here to advocate for the traders
and the community of Elephant & | 0:19:10 | 0:19:15
Castle to get a fair deal out of
this development. Elephant & Castle | 0:19:15 | 0:19:18
has been around since the 60 os, do
you not think it needs redeveloping | 0:19:18 | 0:19:23
and improving We welcome
development. The traders welcome | 0:19:23 | 0:19:27
development, not just this
development as it is because it | 0:19:27 | 0:19:29
doesn't benefit the local community.
They have now come back, the | 0:19:29 | 0:19:32
developers have said they will have
more discussions. Do you want the | 0:19:32 | 0:19:38
plan to be rejected entirely. What
is the best solution for you? We | 0:19:38 | 0:19:41
want for the traders to be able to
come back to the location where they | 0:19:41 | 0:19:44
are now, in the new development, for
them to have the 10% affordable | 0:19:44 | 0:19:49
retail space and be able to come
back to this development. We have | 0:19:49 | 0:19:53
been engaging for four years for the
developer. We had no concessions | 0:19:53 | 0:19:55
made at all when the planning
application was submitted. One year | 0:19:55 | 0:20:00
opposing it and we are getting
concessions finally. Thank you. The | 0:20:00 | 0:20:04
developers say that they are in
discussions. If that third | 0:20:04 | 0:20:07
resolution goes ahead, if there are
more discussions about it, we might | 0:20:07 | 0:20:12
be hearing more about the Elephant &
Castle development in the future. | 0:20:12 | 0:20:15
Thank you for that. | 0:20:15 | 0:20:21
The capital is to get six new cycle
routes at a cost of £142 million. | 0:20:21 | 0:20:24
The Mayor's office says
they will help improve air quality | 0:20:24 | 0:20:27
and congestion and span nine
London boroughs. | 0:20:27 | 0:20:29
But there is opposition,
with critics saying some routes | 0:20:29 | 0:20:31
are not fully segregated
between cycles and cars | 0:20:31 | 0:20:34
and there is a warning the plans
could lead to more traffic jams. | 0:20:34 | 0:20:37
Charlotte Franks reports. | 0:20:37 | 0:20:40
The Lee Bridge Road in East London,
a busy commuter route, | 0:20:40 | 0:20:43
but a dangerous one too. | 0:20:43 | 0:20:46
With parts of the road lacking
a cycle lane, it's proved to be | 0:20:46 | 0:20:49
a deathtrap for some. | 0:20:49 | 0:20:54
This is an incredibly
dangerous road for cycling. | 0:20:54 | 0:20:56
Simon has been campaigning for safer
cycling provision along | 0:20:56 | 0:20:58
this road for years. | 0:20:58 | 0:21:00
If we turn the camera that way,
behind us, you'll start to see safe | 0:21:00 | 0:21:06
cycle tracks and a lot
more cyclists. | 0:21:06 | 0:21:10
But this side, where I'm | 0:21:10 | 0:21:10
standing, which is Hackney,
they've done nothing yet. | 0:21:10 | 0:21:12
So it's still as dangerous,
it's still as horrible as it always | 0:21:12 | 0:21:15
has been and polluted,
congested and noisy. | 0:21:15 | 0:21:17
So it's not just cyclists that
suffer from this, it's everyone. | 0:21:17 | 0:21:20
But now the Mayor has
announced this route, | 0:21:20 | 0:21:22
along with five others in London,
is to receive funding to make them | 0:21:22 | 0:21:25
more cycle friendly. | 0:21:25 | 0:21:27
At a cost of £142 million,
the new routes are part | 0:21:27 | 0:21:30
of the Mayor's plan to get more
people using a bike by 2041. | 0:21:30 | 0:21:33
What it won't be is blue paint. | 0:21:33 | 0:21:38
We envisage this will be a majority
of protected cycle routes, | 0:21:38 | 0:21:40
segregated cycle routes along a lot
of the routes. | 0:21:40 | 0:21:42
Where appropriate we'll be looking
at quieter back routes and making | 0:21:42 | 0:21:45
that call with the boroughs
and with the communities | 0:21:45 | 0:21:47
along those roads. | 0:21:47 | 0:21:49
Last year in London there
were more than 450,000 cycle | 0:21:49 | 0:21:50
trips made each day. | 0:21:50 | 0:21:58
That's a 4% increase
on the year before | 0:21:58 | 0:21:59
and an 8% rise since 2014. | 0:21:59 | 0:22:01
Despite more people
in London using two wheels, | 0:22:01 | 0:22:03
the new route proposals are not
being welcomed by everyone. | 0:22:03 | 0:22:05
The cycle lanes are taking
out so much road space, | 0:22:05 | 0:22:08
there is only one lane of traffic. | 0:22:08 | 0:22:13
What you're finding they are removed
a plane for the vehicles | 0:22:13 | 0:22:16
and they are tightening the roads. | 0:22:16 | 0:22:17
That makes more congest. | 0:22:17 | 0:22:20
-- congestion. Sigh man among wants
to see -- Simon wants to see even | 0:22:20 | 0:22:26
more. Six we will take it as a good
start. The routes are still in their | 0:22:26 | 0:22:31
design phase but once decided a
public consultation will follow. | 0:22:31 | 0:22:35
Until then though, cyclist also have
to continue to sharing the roads | 0:22:35 | 0:22:39
with vehicles as safely as possible.
Charlotte Franks, BBC London News. | 0:22:39 | 0:22:47
No needed to adjust your set! | 0:22:47 | 0:22:53
Now, are you ready to enter a world
of beautiful microscopic patterns. | 0:22:53 | 0:22:56
You couldn't see any of these
with the naked eye as they're | 0:22:56 | 0:22:59
revealed through powerful
tools and technologies. | 0:22:59 | 0:23:00
They've been the inspiration
for a collaboration between artists | 0:23:00 | 0:23:03
and scientists at The Francis Crick
Institute. | 0:23:03 | 0:23:04
Where Wendy Hurrell has been
to have a better look. | 0:23:04 | 0:23:06
Trick patterns abound. | 0:23:06 | 0:23:11
I'm listening to a poem
inspired by human DNA. | 0:23:11 | 0:23:19
It's part of an exhibition
at The Francis Crick Institute, | 0:23:19 | 0:23:21
which is a place full
of laboratories that are studying | 0:23:21 | 0:23:23
how and why diseases
happen in the human body. | 0:23:23 | 0:23:26
Some of the patterns the scientists
find are very beautiful, | 0:23:26 | 0:23:28
almost like works of art themselves,
so I suppose it makes sense to take | 0:23:28 | 0:23:31
that one step further. | 0:23:31 | 0:23:33
And to explain more
is the curator, Bryony. | 0:23:33 | 0:23:35
So we're looking at a skin
cell, I think, here? | 0:23:35 | 0:23:38
We are, yeah. | 0:23:38 | 0:23:39
As you come into the exhibition,
you're going to be encouraged | 0:23:39 | 0:23:42
to think about the cells
inside your own body. | 0:23:42 | 0:23:44
So we're looking at the patterns
at the surface of the skin and then | 0:23:44 | 0:23:47
here we're looking at the cells
underneath the skin. | 0:23:47 | 0:23:50
Some scientists did visit studios,
which was fascinating for them. | 0:23:50 | 0:23:52
They got to see the process
as the artist developed | 0:23:52 | 0:23:54
their concepts and the prototypes. | 0:23:54 | 0:23:56
So it was a really lovely
exchange between the artists | 0:23:56 | 0:23:59
and the scientists in this project. | 0:23:59 | 0:24:02
Now by using art and creativity
in this way, at the very least, | 0:24:02 | 0:24:05
it will help us to see things that
normally are too small. | 0:24:05 | 0:24:08
Take this little fella here. | 0:24:08 | 0:24:09
This is part of a worm that's
a just one millimetre long | 0:24:09 | 0:24:12
and it's your life's work,
Nate, to study such | 0:24:12 | 0:24:15
little things here. | 0:24:15 | 0:24:16
Just tell me what we're looking at? | 0:24:16 | 0:24:19
So what we're looking
at here are the earliest stages | 0:24:19 | 0:24:21
in the development of this worm. | 0:24:21 | 0:24:23
You took this one step further
here with a workshop for young | 0:24:23 | 0:24:28
people that live and go
to school locally? | 0:24:28 | 0:24:29
Yeah. | 0:24:30 | 0:24:31 | |
So my lab and I designed a workshop
for students to really | 0:24:31 | 0:24:33
try to inspire them with these core
ideas and development, | 0:24:33 | 0:24:36
like breaking uniformity
and acquiring identity. | 0:24:36 | 0:24:37
It was really nice to see how
many of those core concepts | 0:24:37 | 0:24:40
showed up in the video. | 0:24:40 | 0:24:41
Then from worms to fruit flies. | 0:24:41 | 0:24:43
One of our artists, Helen, is here. | 0:24:43 | 0:24:45
Just tell me what this is? | 0:24:45 | 0:24:47
This is a wax antomical
model of a fly brain. | 0:24:47 | 0:24:51
I studied the metamorphosis,
the transformations of the fly | 0:24:51 | 0:24:54
and the patterns of the visual
circuit over time. | 0:24:54 | 0:24:59
So the patterns that the scientists
have found and that the artists have | 0:24:59 | 0:25:02
responded to are ones that you'll
find in your own body as well. | 0:25:02 | 0:25:05
It's a fascinating exhibition,
it opens on Thursday and it's free. | 0:25:05 | 0:25:09
Now let's check on the weather
with Elizabeth Rizzini. | 0:25:09 | 0:25:13
You havele brought spring into the
studio, is it here? Not until the | 0:25:13 | 0:25:17
1st March. We have daffodils which
are my favourite flower. Very nice. | 0:25:17 | 0:25:22
A nice sign of spring, isn't it?
That was sent in by our weather | 0:25:22 | 0:25:26
watcher. Popping up from the ground
of course. | 0:25:26 | 0:25:28
watcher. Popping up from the ground
of course. We had sunshine today and | 0:25:29 | 0:25:33
clear skies by night. This is a
picture of the moon from Chelsea. It | 0:25:33 | 0:25:39
will be a supermoon it will appear
bigger and brighter in the sky than | 0:25:39 | 0:25:44
normal. Watch out for that tomorrow.
There will be clear spells. It will | 0:25:44 | 0:25:49
stay chilly for much of the rest of
the week. There should be good | 0:25:49 | 0:25:53
spells of sunshine around showers
around tomorrow, but mostly dry for | 0:25:53 | 0:25:56
the rest of the week. Clear spells
by night for most of our nights, but | 0:25:56 | 0:26:01
tonight it will be quite cloudy and
breezy. After that we will start to | 0:26:01 | 0:26:05
see the frost develop once more.
This was today then. A range in | 0:26:05 | 0:26:11
temperatures. Minus two and minus
three and they raised. It has turned | 0:26:11 | 0:26:19
cloudy, it will be breezy over
night. We will see showers around at | 0:26:19 | 0:26:23
times. It will not be as cold as it
was last night. We will wake up to a | 0:26:23 | 0:26:26
very different feel to the morning
really, seven or eight degrees | 0:26:26 | 0:26:30
Celsius. A breezy start to the day
and and awful lot of cloud around as | 0:26:30 | 0:26:34
well. Watch out for showers during
your morning commute tomorrow. They | 0:26:34 | 0:26:37
will be on and off through much of
the morning. Brighter spells will | 0:26:37 | 0:26:40
develop. Spells of sunshine between
the showers, particularly as we head | 0:26:40 | 0:26:44
into the afternoon and, again, we
are looking at temperatures up to | 0:26:44 | 0:26:47
eight or nine degrees Celsius. The
showers becoming fewer throughout | 0:26:47 | 0:26:54
the day. On Wednesday look out for
the supermoon. There will be clear | 0:26:54 | 0:26:58
skies. We will get a north-westerly
wind. By day we will see good spells | 0:26:58 | 0:27:05
of sunshine. It will feel chilly,
but mostly dry. Highs of eight | 0:27:05 | 0:27:09
degrees. The weekend I'm afraid is
looking rather grim. Chris. Oh, | 0:27:09 | 0:27:12
great. Thanks Elizabeth. | 0:27:12 | 0:27:15
looking rather grim. Chris. Oh,
great. Thanks Elizabeth. | 0:27:15 | 0:27:17
Now, the main headlines: | 0:27:17 | 0:27:18
The man accused of carrying out
the Finsbury Park terror attack | 0:27:18 | 0:27:22
denies driving into a crowd
of Muslim worshippers | 0:27:22 | 0:27:24
outside a mosque. | 0:27:24 | 0:27:34
That's it. | 0:27:34 | 0:27:35
I'll be back later during
the Ten O'Clock News, but for now, | 0:27:35 | 0:27:38
from everyone on the team,
have a lovely evening. | 0:27:38 | 0:27:40
Goodbye. | 0:27:40 | 0:27:43 |
