There has been a surge in the number

stress. So many that it has led to

clinic in west London to deal with
the problem. Just this week, we | 0:01:24 | 0:01:29 | |
reported how six schoolgirls from
south London were taken to hospital | 0:01:29 | 0:01:33 | |
after apparently taking prescription
drugs. But other drugs, including | 0:01:33 | 0:01:37 | |
one known as Xanax, which are not
readily available in the UK, are | 0:01:37 | 0:01:42 | |
being bought on the web. Caroline
Davies has spoken to a mother who | 0:01:42 | 0:01:47 | |
witnessed a radical change in her
teenage daughter after she ordered | 0:01:47 | 0:01:51 | |
Xanax online. | 0:01:51 | 0:01:56 | |
She was really intelligent, good
grades, never got into trouble, | 0:01:56 | 0:01:59 | |
ever. She went from a normally
behave to teenager to being a | 0:01:59 | 0:02:04 | |
completely different person. I
didn't recognise the person I was | 0:02:04 | 0:02:06 | |
living with. This woman found out
last year that her daughter was | 0:02:06 | 0:02:13 | |
taking Xanax, a medicine prescribed
by anxiety. Like a worrying number | 0:02:13 | 0:02:17 | |
of teenagers and young people, her
daughter took it without a | 0:02:17 | 0:02:20 | |
prescription. She was 14. It was
like she was really drunk. When the | 0:02:20 | 0:02:26 | |
effects were wearing off, she would
get angry, aggressive, violent. She | 0:02:26 | 0:02:31 | |
said it was good fun. And then she
said she was doing it because it | 0:02:31 | 0:02:36 | |
made her feel better. Highly
addictive, Xanax is also known by | 0:02:36 | 0:02:42 | |
another name, and is a
tranquilliser, up to 20 times | 0:02:42 | 0:02:45 | |
stronger than Valium. In America it
is well-known and sang about in rap | 0:02:45 | 0:02:50 | |
songs. But its dangers are also well
documented. It is illegal in the UK | 0:02:50 | 0:02:57 | |
unless you have a prescription, but
there are worries more Londoners are | 0:02:57 | 0:03:01 | |
buying it and other prescription
medicine online, which is why the | 0:03:01 | 0:03:06 | |
NHS have funded a clinic in Earls
Court to tackle the problem. They | 0:03:06 | 0:03:09 | |
are prescription medicines for a
reason, because they do have arms if | 0:03:09 | 0:03:14 | |
they are taken inappropriately.
Secondly, when people buy medicine | 0:03:14 | 0:03:18 | |
online, they assume they are getting
pharmaceutically pure medication but | 0:03:18 | 0:03:22 | |
there are lots of websites selling
counterfeit medicines. One London MP | 0:03:22 | 0:03:27 | |
is campaigning to raise awareness
about the drug and why young people | 0:03:27 | 0:03:30 | |
take it. Xanax, young people are
taking it to cope with the stress | 0:03:30 | 0:03:37 | |
and pressure of life. The government
told us law enforcement agencies | 0:03:37 | 0:03:44 | |
continue to work to shut down
UK-based websites found to be | 0:03:44 | 0:03:48 | |
selling the drugs illegally, and
that they are taking strong action | 0:03:48 | 0:03:51 | |
to prevent the harm caused by drugs.
This woman's daughter was eventually | 0:03:51 | 0:03:58 | |
excluded from school and has now
stopped taking Xanax. The drug | 0:03:58 | 0:04:03 | |
completely changes your personality.
Because she is not doing it now, | 0:04:03 | 0:04:07 | |
things are better, looking brighter.

now she would say, no, don't do it,

We heard today at the inquest that a

was found in their systems. The

at that and probably getting some

that he will be looking at what the

these three men, in particular

investigation since 2015, for about

of being quests. When did they take

investigating, the inquests have to

starting in 2019, firstly looking at

London's schools are facing

staff and rising costs. Today, we

to outperform the rest of the

country. He has much to get to grips
with. Schools in the capital might | 0:07:11 | 0:07:19 | |
be performing well, but all are
facing challenges of recruiting and | 0:07:19 | 0:07:23 | |
keeping staff, and of funding, with
budgets not rising as fast as costs. | 0:07:23 | 0:07:29 | |
Every headteacher in London will
tell you they do not have enough | 0:07:29 | 0:07:31 | |
money and their budget is going to
be cut. Schools funding is going up, | 0:07:31 | 0:07:37 | |
but I recognise what you say about
the cost pressures that schools have | 0:07:37 | 0:07:40 | |
been facing and continue to face.
That is why we are putting | 0:07:40 | 0:07:44 | |
additional focus on helping schools,
to see what we can do to help manage | 0:07:44 | 0:07:48 | |
those budgets, particularly in the
part of the budget which is not | 0:07:48 | 0:07:53 | |
staff costs. Most of the cost of
schools is employing people to teach | 0:07:53 | 0:07:58 | |
the children, which is the core
business. But there are other things | 0:07:58 | 0:08:01 | |
that may be more can be done to help
manage those costs. Despite the | 0:08:01 | 0:08:07 | |
challenges it faces, this is a high
performing school with technology at | 0:08:07 | 0:08:11 | |
its heart, but it faces the money
and staffing problems faced by most | 0:08:11 | 0:08:14 | |
London schools. We have lots of
training teachers in our school, and | 0:08:14 | 0:08:19 | |
one of the biggest issues for them
is the amount of money they earn and | 0:08:19 | 0:08:23 | |
how much they have left after they
have paid colossal rent and had to | 0:08:23 | 0:08:28 | |
pay their travel to get to work. The
amount of money they have left at | 0:08:28 | 0:08:32 | |
the end of the month will not get
them very far. Would more money from | 0:08:32 | 0:08:38 | |
government help? Everybody would
like more money. Questions over | 0:08:38 | 0:08:42 | |
funding and staffing will loom large
for the new man in charge. So will | 0:08:42 | 0:08:46 | |
those over the future of grammar
schools but he would not be drawn on | 0:08:46 | 0:08:50 | |
that today, nor tempted to say the
word when I asked him if he wanted | 0:08:50 | 0:08:54 | |
more of them. I'm a fan of good
schools, schools that parents want | 0:08:54 | 0:08:59 | |
to send children to, and I am a fan
of making sure that as many children | 0:08:59 | 0:09:02 | |
as possible can get to go to a good
or outstanding school and get as | 0:09:02 | 0:09:06 | |
much as they can out of their
education. We don't have a single | 0:09:06 | 0:09:09 | |
type of school in this country. We
have all sorts of different types of | 0:09:09 | 0:09:13 | |
schools and we need to make sure we
have good provision and places in | 0:09:13 | 0:09:17 | |
all those schools. You gave that
whole answer without mentioning | 0:09:17 | 0:09:21 | |
grammar once. Grammar is an
important part of the school | 0:09:21 | 0:09:27 | |
curriculum, as you know! He would
not be drawn on that, but soon | 0:09:27 | 0:09:30 | |
enough he and the government will
have to be. A man from south-east | 0:09:30 | 0:09:39 | |
London who claimed his wife and son
were killed in the Grenfell Tower in | 0:09:39 | 0:09:42 | |
June has been jailed for 21 months.
Ahn Nhu Nguyen hoped that his lie | 0:09:42 | 0:09:47 | |
would profit him thousands of pounds
from the victim relief fund. | 0:09:47 | 0:09:54 | |
Describing his escape from the fire
at Grenfell Tower, Ahn Nhu Nguyen | 0:09:54 | 0:09:58 | |
went on national television to tell
his story. | 0:09:58 | 0:10:01 | |
The 53-year-old told police that he
and his family wrapped themselves in | 0:10:20 | 0:10:24 | |
sheets and towels as they tried to
escape from the 15th floor. None of | 0:10:24 | 0:10:30 | |
it was true. Meeting royalty in the
aftermath, he lived in hotels, | 0:10:30 | 0:10:34 | |
received laptops, a mobile phone and
around £11,500. But within weeks it | 0:10:34 | 0:10:39 | |
became clear that his story was
fabricated. It was extremely | 0:10:39 | 0:10:44 | |
elaborate. It was to many news
outlets, and he elaborated each | 0:10:44 | 0:10:50 | |
time, getting more complex, saying
he had lost his wife and his son, | 0:10:50 | 0:10:54 | |
and describing the horror he faced
as he was leaving the tower, which | 0:10:54 | 0:10:58 | |
was completely untrue. The court was
given a psychiatric report which | 0:10:58 | 0:11:04 | |
found Ahn Nhu Nguyen was suffering
from untreated mental health | 0:11:04 | 0:11:09 | |
problems, including post-traumatic
stress disorder and depression. The | 0:11:09 | 0:11:13 | |
judge said whatever the state of his
mental health, Ahn Nhu Nguyen knew | 0:11:13 | 0:11:16 | |
exactly what he was doing, not only
taking advantage of the public's | 0:11:16 | 0:11:21 | |
general city, but also those who
gave up their time to come and help | 0:11:21 | 0:11:24 | |
in the days following the fire. It
is certainly appalling. I think | 0:11:24 | 0:11:29 | |
anybody that takes the opportunity
of the chaos and tragedy that took | 0:11:29 | 0:11:34 | |
place at Grenfell Tower in June last
year for their own gain is truly | 0:11:34 | 0:11:40 | |
appalling. I think those words are
appropriate. Ahn Nhu Nguyen was | 0:11:40 | 0:11:46 | |
sentenced to 21 months in prison and
is expected to serve half of that. | 0:11:46 | 0:11:50 | |
As he has already served seven
months, it is likely he will be | 0:11:50 | 0:11:54 | |
released in May, one month before
the first anniversary of the | 0:11:54 | 0:11:58 | |
tragedy. | 0:11:58 | 0:11:59 | |

after years of redevelopment it is

programmes. We have done a lot of

technology, the flooring, the

very similar. For the architects,

building presented challengers but

original Windows, using the panels

repositioned the original statue in

my favourite part is the stage door,

the apartments. How we have managed

has come together in a strong and

price tag to live in the building.

one-bedroom flat. Apartments are
limited to one per buyer. Pricing | 0:14:37 | 0:14:44 | |
the local community out. This is one
of the local people invited to look | 0:14:44 | 0:14:49 | |
around the development. What did she

it. It is lovely and makes the place

dreary before. You would not really
stop, apart from Westfield coming | 0:14:59 | 0:15:02 | |
in. But I would not say this is for
the community. The developers say | 0:15:02 | 0:15:08 | |
140 of the flats will be affordable,
sold at 25% of the market rates to | 0:15:08 | 0:15:14 | |
those living or working in the area
for five years. We try to keep the | 0:15:14 | 0:15:19 | |
prices at a sensible level, within
reach for as many Londoners as | 0:15:19 | 0:15:23 | |
possible. You think 650,000 is that?
It is a big call for people. You | 0:15:23 | 0:15:32 | |
need at least two incomes to do that
and some equity at the start, in | 0:15:32 | 0:15:36 | |
London. Despite the cost, the flats
are proving popular. Around 6000 | 0:15:36 | 0:15:43 | |
people will eventually live and work
among these corridors. Many who have | 0:15:43 | 0:15:46 | |
bought them say they want to be" to
history, as the old Television | 0:15:46 | 0:15:51 | |
Centre gets a new lease of life. | 0:15:51 | 0:16:04 | |
The old round £1 coin went out of
circulation, but you have to use it | 0:16:04 | 0:16:08 | |
in one area if you want to pay for
parking in cash. The fact that it is | 0:16:08 | 0:16:13 | |
no longer legal tender means it's
causing confusion and local | 0:16:13 | 0:16:16 | |
businesses say they are the ones
losing out. Charlotte Franks has | 0:16:16 | 0:16:20 | |
more. This woman runs a dental
practice and many offer patients | 0:16:20 | 0:16:29 | |
rely on the nearby parking bays but
there is an issue with the parking | 0:16:29 | 0:16:32 | |
meters and it is all because of this
coin. Many metres near the dental | 0:16:32 | 0:16:37 | |
surgery only accept the old £1 coin,
which is out of circulation. It is | 0:16:37 | 0:16:44 | |
resulting in stress for patients.
They will come in and ask if we can | 0:16:44 | 0:16:49 | |
help them, whether we had any old
pound coins and then obviously, if | 0:16:49 | 0:16:54 | |
they do have the treatment done and
they cannot pay | 0:16:54 | 0:17:07 | |
for their parking, they then stress
about a traffic warden giving them a | 0:17:09 | 0:17:12 | |
ticket. The old £1 coins stopped
been legal tender on the 16th of | 0:17:12 | 0:17:15 | |
October last year but despite this,
many party machines in Hammersmith | 0:17:15 | 0:17:17 | |
and Fulham have not been converted.
I will put in the new £1 coin and | 0:17:17 | 0:17:20 | |
sure enough, it does not accept the
new £1 coin. It is extraordinary | 0:17:20 | 0:17:23 | |
incompetence from the Labour council
here, the large number of businesses | 0:17:23 | 0:17:26 | |
whose customers are complaining and
businesses themselves getting five, | 0:17:26 | 0:17:31 | |
it has caused huge disruption. In
order to try and solve the issue, | 0:17:31 | 0:17:36 | |
the council installed additional
machines that only accept credit | 0:17:36 | 0:17:39 | |
cards but you can also pay via an
app or a phone or coins, as long as | 0:17:39 | 0:17:44 | |
you have the right ones. One local | 0:17:44 | 0:17:57 | |
resident said her sister has stopped
parking in the area altogether. | 0:18:05 | 0:18:07 | |
Because the machines have changed
and she cannot get the old coins in, | 0:18:07 | 0:18:10 | |
now they have done away with the
other Quins, she has not got the | 0:18:10 | 0:18:13 | |
bank then, she does not have a clue
with it, she is getting on and she | 0:18:13 | 0:18:16 | |
does not come down. They did not put
the new meters and quick enough and | 0:18:16 | 0:18:19 | |
the old £1 coins ran out and only
the old meters were still going and | 0:18:19 | 0:18:22 | |
people were getting tickets and they
do not have the old money to buy the | 0:18:22 | 0:18:25 | |
tickets. The council told the BBC in

machines converted later in the year

parking payments are neither made by

take hard and contactless payments

taking the old £1 coins will soon be

do not know but if you're parking in
