Newsnight is coming up on BBC two. | 0:00:00 | 0:00:00
Here on BBC One, it's time
for the news where you are. | 0:00:00 | 0:00:01
Good evening from BBC London News. | 0:00:14 | 0:00:16
The mother of an 11-year-old girl
who has a life-limiting illness | 0:00:16 | 0:00:19
has been warned her daughter may be
taken into foster care if she fails | 0:00:19 | 0:00:23
to co-operate with doctors
at King's College Hospital. | 0:00:23 | 0:00:26
Croydon Council says it's
taking the legal action | 0:00:26 | 0:00:29
on the advice of the hospital, | 0:00:29 | 0:00:30
which claims Melody Driscoll's
parents are "obstructing her care". | 0:00:30 | 0:00:34
But they claim they're acting
in her best interests. | 0:00:34 | 0:00:36
Here's Marc Ashdown. | 0:00:36 | 0:00:44
It's fair to say she's up there
among his biggest fans so when | 0:00:44 | 0:00:51
Melody Driscoll received a surprise
visit from Ed Sheeran last year, it | 0:00:51 | 0:00:55
was a dream come true. But Mel owe
Di's day-to-day life is very | 0:00:55 | 0:01:00
different. Her mother says these
bouts of intense pain happen daily | 0:01:00 | 0:01:05
and can last up to two hours at a
time. In the past, Melody's been | 0:01:05 | 0:01:12
administered strong painkillers but
King's College Hospital is trying to | 0:01:12 | 0:01:14
wean her off them against her
parents' wishes. She starts | 0:01:14 | 0:01:18
attacking herself. She can't keep
her body still on the bed. She tries | 0:01:18 | 0:01:23
to throw herself off, rip out every
single line possible. She looks at | 0:01:23 | 0:01:27
you, sorry, she looks at you with
these eyes that say, help me. | 0:01:27 | 0:01:32
There's nothing I can do because
they won't let me help her. We | 0:01:32 | 0:01:38
filmed in happier times last year
when Melody was living at home with | 0:01:38 | 0:01:41
her family. She suffers from a range
the complex medical conditions and | 0:01:41 | 0:01:45
could die at any point. It was
decided four years ago at Great | 0:01:45 | 0:01:50
Ormond Street, about her quality of
life rather than quantity of life. | 0:01:50 | 0:01:53
If we didn't control her pain and
symptoms she was stuck in hospital, | 0:01:53 | 0:01:58
she had no life. She was always in
pain. By giving her medications, it | 0:01:58 | 0:02:02
got her home. She was happy. She was
going to school. In July, she fell | 0:02:02 | 0:02:07
ill and has been in hospital ever
since. Croydon Council's intervened | 0:02:07 | 0:02:12
over her care. Over Christmas, it
wrote to Mrs Driscoll saying we are | 0:02:12 | 0:02:17
concerned about your ability to look
after your child citing her medical | 0:02:17 | 0:02:25
professionals. Consultants advised
of the harmful risks that continued | 0:02:25 | 0:02:30
use of morphine could cause to
Melody's liver which could lead to | 0:02:30 | 0:02:34
her death. They say they are
concerned if she was sent home Mrs | 0:02:34 | 0:02:41
Driscoll wouldn't adhere toed at
vice of medical professionals and | 0:02:41 | 0:02:45
she could suffer harm in her care.
The letter states the plan is to | 0:02:45 | 0:02:50
place Melody in foster care. Croydon
told us these case ares difficult | 0:02:50 | 0:02:55
where there are complex care needs
and differing medical opinions. They | 0:02:55 | 0:02:58
say they always seek to work with
the family. The trust which runs | 0:02:58 | 0:03:03
King's College Hospital says all the
decisions taken by their expert | 0:03:03 | 0:03:09
medical team are done so in the
patient's best interests. Melody's | 0:03:09 | 0:03:18
patients will battle on. These are
Med cal experts, do they not know | 0:03:18 | 0:03:22
best? If you've something working,
why take that away from her. They | 0:03:22 | 0:03:27
say they're doing her to give her a
quantity of life. Is it fair to have | 0:03:27 | 0:03:32
a quantity of life full of pain? | 0:03:32 | 0:03:34
quantity of life. Is it fair to have
a quantity of life full of pain? | 0:03:34 | 0:03:35
A 17-year-old from Croydon has
admitted carrying out a series | 0:03:35 | 0:03:41
of acid attacks against moped riders
in the capital. | 0:03:41 | 0:03:45
He targeted six in one night to try
and steal their vehicles. | 0:03:45 | 0:03:51
A 17-year-old from Croydon has
admitted carrying out a series | 0:03:51 | 0:03:53
of acid attacks against moped riders
in the capital. | 0:03:53 | 0:03:55
He targeted six in one night to try
and steal their vehicles. | 0:03:55 | 0:04:03
Raise Acid's been thrown on the
man's face. His moped has been | 0:04:03 | 0:04:07
stolen. A week before the attack,
the Hackney gazette reported | 0:04:07 | 0:04:15
couriers in the area told police
they feared for their lives saying | 0:04:15 | 0:04:19
an acid attack was going to happen
at any moment. Over the course of | 0:04:19 | 0:04:23
the next 90 minutes that night,
another five couriers were attacked | 0:04:23 | 0:04:29
in an attempt to steal their bikes.
The attacker, 17-year-old Derryck | 0:04:29 | 0:04:33
John. Despite his age, a reporting
ban was lifted by the judge who felt | 0:04:33 | 0:04:39
the public needed to know who was
responsible for leaving one of his | 0:04:39 | 0:04:43
victims with life changinger Jess
and others with long-term mental and | 0:04:43 | 0:04:47
physical scars. Many local couriers
still fear for their safety. Some | 0:04:47 | 0:04:51
are only just returning to work.
Horrible, and really scary. I've | 0:04:51 | 0:04:57
been off for three months. I didn't
work the whole time. You were too | 0:04:57 | 0:05:01
scared to go out to work? I just
come back in new year now. A number | 0:05:01 | 0:05:09
of big name retailers have band the
sale of products containing | 0:05:09 | 0:05:17
corrosive substances to
under-18-year-olds. But the move is | 0:05:17 | 0:05:20
voluntary. Maniout lets are yet to
follow. | 0:05:20 | 0:05:25
The government's announced
new powers to tackle the sale | 0:05:26 | 0:05:28
of unsafe laser pens,
which can cause blindness. | 0:05:28 | 0:05:30
It comes after an increase
in incidents targeting pilots | 0:05:30 | 0:05:32
particularly at Heathrow. | 0:05:32 | 0:05:33
Here's our transport
correspondent Tom Edwards. | 0:05:33 | 0:05:41
The dangerous misuse of lasers has
been increasing. They're cheap and | 0:05:41 | 0:05:46
easily available. Many are unaware
of the dangers. Angela is from | 0:05:46 | 0:05:51
Hertfordshire. She wants to raise
awareness after her son damaged his | 0:05:51 | 0:05:56
eye after looking into a laser he
bought at his school fair. I shone | 0:05:56 | 0:06:01
it in my eye to see what it looked
like. Suddenly, I saw this blur. It | 0:06:01 | 0:06:06
was quite weird. I thought it would
go away. I left it. Eventually it | 0:06:06 | 0:06:12
started blocking up my reading. It
was just this spot. Lasers are an | 0:06:12 | 0:06:17
issue. They are a weapon. People
don't realise how dangerous lasers | 0:06:17 | 0:06:21
are. It is down to a lot of people
not understanding the full impact of | 0:06:21 | 0:06:26
laser and its technology.
Transport's often been a target for | 0:06:26 | 0:06:31
lasers. Two years ago, this plane
was forced to return to Heathrow | 0:06:31 | 0:06:35
after one of the pilots was hit by a
laser shortly after take-off. One of | 0:06:35 | 0:06:40
the pilots after a laser incident.
We're going to return to Heathrow. | 0:06:40 | 0:06:45
Since 2013, there have been 150
incidents of eye injuries from | 0:06:45 | 0:06:51
lasers, most of them children. There
were nearly 1300 incidents at | 0:06:51 | 0:06:55
airports in 2016. Heathrow is the
worst affected. On rail network, | 0:06:55 | 0:07:01
there have been 578 incidents over
recent years. The Government's now | 0:07:01 | 0:07:07
bringing in new measures to stop
high-powered lasers getting into the | 0:07:07 | 0:07:09
UK. A lot of these products are
imports from afraud. We're stepping | 0:07:09 | 0:07:16
up cheques in our ports. More
training for officials there so they | 0:07:16 | 0:07:21
can spot these items coming in. The
other thing we're doing is to make | 0:07:21 | 0:07:28
sure they're properly labelled, if
it is a high-powered laser it has to | 0:07:28 | 0:07:34
have proper labelling and safety
notices on it. Johnny's eye has | 0:07:34 | 0:07:37
improved. He was lucky. His mum
wants the Government to licence all | 0:07:37 | 0:07:42
lasers. They need to look at
lower-powered lasers as well. Our | 0:07:42 | 0:07:47
view is all lasers should be
licensed. New laws already mean | 0:07:47 | 0:07:51
tougher sentences for those who
misuse lasers. Furthers changes, | 0:07:51 | 0:07:56
it's hoped, will make it much harder
to get hold of the high-powered | 0:07:56 | 0:08:01
lasers Thamesselves. | 0:08:01 | 0:08:03
Next: the campaign to save the
historic India Club on the Strand. | 0:08:03 | 0:08:13
It was set up in the '50s
historic India Club on the Strand. | 0:08:13 | 0:08:14
and became a popular place
for south Asian ex-pats. | 0:08:14 | 0:08:16
Now it's under threat
from developers. | 0:08:16 | 0:08:21
They have | 0:08:22 | 0:08:22
Lunch service at the India club. | 0:08:22 | 0:08:24
They have been dishing up authentic
south Asian food here since 1951. | 0:08:24 | 0:08:26
The bar and canteen has
barely changed since. | 0:08:26 | 0:08:28
It has its loyal customers. | 0:08:29 | 0:08:30
Will self has a table in the corner. | 0:08:30 | 0:08:32
It is more like a genuine Indian
restaurant in India. | 0:08:32 | 0:08:34
But as what it reminded
me off in the 1980s. | 0:08:34 | 0:08:37
As the years have gone by,
and the world has grown faster | 0:08:37 | 0:08:40
and shinier, the India Club
restaurant has remained exactly the | 0:08:40 | 0:08:42
same. | 0:08:42 | 0:08:43 | |
Does not only the decor and cuisine
which has made this place of | 0:08:43 | 0:08:46
It was set up by the first
High Commissioner to | 0:08:46 | 0:08:49
England. | 0:08:49 | 0:08:50
And it was a place to discuss
politics and India's new | 0:08:50 | 0:08:52
independence. | 0:08:52 | 0:08:53
I don't think there is another
place in the whole United | 0:08:53 | 0:08:56
Kingdom which has this
particular platform | 0:08:56 | 0:08:57
for both the community
is | 0:08:57 | 0:08:59 | |
to not only eat wonderful food,
but also to discuss | 0:08:59 | 0:09:01
and debate issues of the day. | 0:09:01 | 0:09:04
Next year, the lease runs out,
and there is a planning | 0:09:04 | 0:09:07
application to turn
the building into a hotel. | 0:09:07 | 0:09:09
Some people have told us why
can't you just move it to | 0:09:09 | 0:09:12
another building, but it is really
the memories and events which are | 0:09:12 | 0:09:15
soaked up in the walls of this place
which you cannot replicate. | 0:09:15 | 0:09:17
What we have tried
to do is get in touch | 0:09:17 | 0:09:20
with Historic England to get the
place listed and get heritage | 0:09:20 | 0:09:22
status. | 0:09:22 | 0:09:23
The owner of the buildings says no
decision has been made to | 0:09:23 | 0:09:26
redevelop it, exploring planning
permissions is one option and it | 0:09:26 | 0:09:31
is working with Historic England
to establish the heritage of this | 0:09:31 | 0:09:34
place. | 0:09:34 | 0:09:36
That's it from me. | 0:09:38 | 0:09:39
Time to see how the weather's
shaping up with Stav Danaos. | 0:09:39 | 0:09:45
How's it looking? Pretty typical
winter January weather to this | 0:09:45 | 0:09:51
How's it looking? Pretty typical
winter January weather to this week. | 0:09:51 | 0:09:52
There will be a lot of cloud around.
Maybe mist and fog too. It will feel | 0:09:52 | 0:09:55
on the chilly side. We could see
sunshine around the middle part of | 0:09:55 | 0:09:59
the week. Other than that, cloudy.
Tonight, low cloud which will give | 0:09:59 | 0:10:04
rise to hill fog too. Temperatureses
around 3 Celsius. No lower. Into | 0:10:04 | 0:10:11
tomorrow, a grey day. A lot of mist
and murk. Top temperatures around 6 | 0:10:11 | 0:10:17
or 7 degrees. Add on the
south-east/south-east breeze not | 0:10:17 | 0:10:21
feeling pleasant out there. On
Tuesday night, a change. Weather | 0:10:21 | 0:10:25
front moving from the south-west. It
will clear the air picking up | 0:10:25 | 0:10:29
south-westerly winds. The rain will
clear during Wednesday morning. We | 0:10:29 | 0:10:32
should see sunshine into Wednesday
afternoon. Pleasant, a little | 0:10:32 | 0:10:37
milder, 9, maybe 10 degrees. Back to
the cloud on Thursday. Could see a | 0:10:37 | 0:10:42
few glimmers of brightness here and
there. The odd spot of rain in | 0:10:42 | 0:10:46
Northern areas. On Friday, in
between weather systems. This will | 0:10:46 | 0:10:50
become a player into our weather
during the middle part of the week. | 0:10:50 | 0:10:55
Friday, a chilly start, maybe frost.
Cloud around. Top temperatures 7 | 0:10:55 | 0:10:59
Celsius. | 0:10:59 | 0:11:01 |
