Welcome to BBC London News. | 0:00:10 | 0:00:12
I'm Sara Orchard. | 0:00:12 | 0:00:15
This morning, the Mayor of London,
Sadiq Kahn proposed a Council Tax | 0:00:15 | 0:00:20
rise of 27p a week from April
to help fund the police | 0:00:20 | 0:00:23
and fire brigade. | 0:00:23 | 0:00:25
With all the details
Marc Ashdown is here. | 0:00:25 | 0:00:28
That is the maximum amount he can
raise the tax by? Yes, it is, | 0:00:29 | 0:00:32
welcome to game of figures. The Met
police, like all forces, is partly | 0:00:32 | 0:00:37
funded by the Government, partly by
council tax. The Home Office says up | 0:00:37 | 0:00:42
to £450 million extra will be spent
on all forces next year, about £50 | 0:00:42 | 0:00:46
million on the Met. Most of that
will come from the council tax part. | 0:00:46 | 0:00:51
Today, the mayor said he'll put up
his part of that by the maximum | 0:00:51 | 0:00:56
allowed, £12 a year. On top of that,
an extra few pounds. So in total, | 0:00:56 | 0:01:00
£14. 20 a year, about 27p a week.
All he says for policing and the | 0:01:00 | 0:01:05
Fire Brigade. In total, this will
amount to about a 5% increase. The | 0:01:05 | 0:01:10
Mayor of London says this is all
about keeping Londoners safe. The | 0:01:10 | 0:01:16
police announcement on Tuesday was
an opportunity for the Government to | 0:01:16 | 0:01:18
act and to end the police funding
crisis. But unfortunately, this is | 0:01:18 | 0:01:24
something they currently fail to do.
Instead, they are resorted to smoke | 0:01:24 | 0:01:30
and mirrors, pretending to give the
police more money, but in fact | 0:01:30 | 0:01:34
pushing the responsibility to
taxpayers in London. This is | 0:01:34 | 0:01:38
regressive, unfair and frankly
no-one is falling for it. So a bit | 0:01:38 | 0:01:42
of a war of words which has been
going on for some time. Nobody | 0:01:42 | 0:01:47
begrudges putting up money for
policing. We have had four terrorist | 0:01:47 | 0:01:50
attacks in London this year, police
are stretched. The Met Commissioner, | 0:01:50 | 0:01:56
Cressida Dick says repeatedly, we
need more money. The Tories have | 0:01:56 | 0:01:59
welcomed this, although they say the
Mayor is scaremongering and the | 0:01:59 | 0:02:03
policing minister in Parliament
yesterday Nick Hurd said directly to | 0:02:03 | 0:02:08
Sadiq Khan "get out of your bunker,
stop writing letters for more cash | 0:02:08 | 0:02:11
and tell people how you are going to
implement your crime plan. ". Thank | 0:02:11 | 0:02:15
you. | 0:02:15 | 0:02:16 | |
It's just over six months
on from the London Bridge terror | 0:02:16 | 0:02:19
attack, in which eight
people were killed. | 0:02:19 | 0:02:22
Borough Market was heavily affected
with many traders suffering not only | 0:02:22 | 0:02:25
the emotional impact of the attack,
but also a financial one | 0:02:25 | 0:02:27
as the market was closed
for the police forensic examination. | 0:02:27 | 0:02:31
Many traders are only now
getting back on their feet. | 0:02:31 | 0:02:33
As Victoria Hollins
has been finding out. | 0:02:33 | 0:02:39
Yoghurt, dessert... Sam knows a lot
about honey. She's one of 119 stall | 0:02:39 | 0:02:46
holders at Borough Market whose
lives were turned up side down by a | 0:02:46 | 0:02:49
terrorist attack in June. It felt
weirdly personal because again Boar | 0:02:49 | 0:02:57
radio Market is about us coming
together sharing a love of food. | 0:02:57 | 0:03:00
Then you have this alien action, so
to be 11 days without being able to | 0:03:00 | 0:03:05
connect and touch with your other
trader friends was tough. It wasn't | 0:03:05 | 0:03:09
nice on an emotional level. The
impact wasn't just emotional. The | 0:03:09 | 0:03:13
market had to close for 11 days. It
was a huge blow for the traders, | 0:03:13 | 0:03:17
many of whom run very small
businesses. This is their business, | 0:03:17 | 0:03:23
this is their life. We are
protective of the space. It feels | 0:03:23 | 0:03:26
like home... Darren is the managing
director. He says it was the | 0:03:26 | 0:03:30
uncertainty after the attack that
hurt many businesses. It was | 0:03:30 | 0:03:34
incredibly difficult. Both
financially for the traders but also | 0:03:34 | 0:03:40
emotionally and also physically
there was damage. Many stall holders | 0:03:40 | 0:03:44
found out their insurance didn't
cover losses from terrorism, a | 0:03:44 | 0:03:48
trader support fund was set up,
raising more than £100,000. For some | 0:03:48 | 0:03:52
of them, they were able to pay their
dairy bill, for some, they were able | 0:03:52 | 0:03:56
to buy more fish off the dock, some
were putting petrol into fishing | 0:03:56 | 0:04:01
boats, it was that immediate. Dozens
of business applied for help with | 0:04:01 | 0:04:05
losses of more than £900,000.
Organic dairy farmer Steve Hook was | 0:04:05 | 0:04:11
one of those that needed help. I've
still got people to pay. The lady | 0:04:11 | 0:04:16
that works on the stall on a
Saturday, she needs her weekly | 0:04:16 | 0:04:20
income. Turnover's getting back up
to a sustainable level. Everyone is | 0:04:20 | 0:04:33
behind each other and we all want
this to work. Six months on, | 0:04:33 | 0:04:38
customers seem to be returning.
Monica's traded here for 25 years | 0:04:38 | 0:04:42
and has helped smaller businesses
who've suffered. I think the mood is | 0:04:42 | 0:04:46
strong again. The trade has come
back midweek. I think the local | 0:04:46 | 0:04:50
Londoners were not going to be
overcome by this, they were going to | 0:04:50 | 0:04:55
definitely shop soon afterwards.
2018. It's going to feel like a good | 0:04:55 | 0:05:00
Christmas. Borough Market market is
open every day in the run-up to | 0:05:00 | 0:05:05
Christmas, a hopeful time at the end
of the year. | 0:05:05 | 0:05:09
And tonight Riz Lateef will be live
at Borough Market for a BBC | 0:05:09 | 0:05:13
London special programme
here on BBC One at 6.30pm. | 0:05:13 | 0:05:17
A petrol station was ram raided for
its ATM cash in Surrey for the | 0:05:17 | 0:05:30
contents of the cash. A tractor and
digger were removed. | 0:05:30 | 0:05:35
Broomfield Hospital in Chelmsford
is to pay a private nursing home | 0:05:35 | 0:05:38
to look after patients
who are medically fit for discharge | 0:05:38 | 0:05:41
and causing a blockage in beds. | 0:05:41 | 0:05:44
The Guide-Total-Care home is next
to the hospital and will provide | 0:05:44 | 0:05:47
registered nursing staff to look
after up to 30 patients a day. | 0:05:47 | 0:05:50
Broomfield hospital currently has
around sixty patients in beds | 0:05:50 | 0:05:53
who would benefit from being looked
after away from the hospital. | 0:05:53 | 0:06:00
Workers from three train operators
will stage 24-hour strikes in the | 0:06:00 | 0:06:05
New Year over an ongoing dispute
with guards and driver-only operated | 0:06:05 | 0:06:09
trains. RMT members on south-western
and greater Anglia will walk out on | 0:06:09 | 0:06:16
8, 10th and 12th January. | 0:06:16 | 0:06:18
Now, they are called
'The Showstoppers' they improvise | 0:06:19 | 0:06:21
the story and music
for their musical with | 0:06:21 | 0:06:23
suggestions from the audience. | 0:06:23 | 0:06:26
Usually it's for
a grown up audience. | 0:06:26 | 0:06:28
But this Christmas
the children are in charge. | 0:06:28 | 0:06:30
So anything could happen! | 0:06:30 | 0:06:32
Wendy Hurrell is in Leicester
Square to tell us more. | 0:06:32 | 0:06:34
Roll up, roll up to the Spiegeltent
in the middle of Leicester Square. | 0:06:34 | 0:06:37
The show will begin in a little
while, the audience will be here. | 0:06:37 | 0:06:41
It's a show where anything
could happen, because it's | 0:06:41 | 0:06:43
entirely improvised
with suggestions from the audience. | 0:06:43 | 0:06:44
Normally, that audience would be
grown-ups but, for Christmas, | 0:06:44 | 0:06:46
it's going to be children. | 0:06:47 | 0:06:48
That is a tall order, isn't it? | 0:06:48 | 0:06:51
How does it change the show to have
suggestions from the kids? | 0:06:51 | 0:06:54
Taking suggestions from
kids is often better, | 0:06:54 | 0:06:56
because they come up with much
better ideas than adults. | 0:06:56 | 0:06:59
They are immersed in the story,
they are used to story. | 0:06:59 | 0:07:02
So they come up with the best
ideas you've ever heard. | 0:07:02 | 0:07:04
What are some of the
best ones you've had? | 0:07:04 | 0:07:06
We've had crazy things so far,
like a stand-up comedian | 0:07:06 | 0:07:09
that was a candy cane,
elves inspired by Legolas | 0:07:09 | 0:07:11
from Lord Of The Rings. | 0:07:12 | 0:07:14
It's just unstoppable. | 0:07:14 | 0:07:15
A fairy kicking Donald Trump. | 0:07:15 | 0:07:17
It all happened. | 0:07:17 | 0:07:18
And topical as well. | 0:07:18 | 0:07:19
It can be! | 0:07:19 | 0:07:20
They know what's going
on as well as we do, | 0:07:20 | 0:07:23
so a lot of the stuff they come up
with is topical. | 0:07:23 | 0:07:25
And really exciting as well. | 0:07:25 | 0:07:27
It keeps you on your
toes, doesn't it? | 0:07:27 | 0:07:29
Absolutely, literally sometimes. | 0:07:29 | 0:07:30
We do point ballet and
all sorts of things. | 0:07:30 | 0:07:32
We've had tutus onstage
and crazy suggestions, | 0:07:32 | 0:07:34
lots of tap dancing,
lots of singing and dancing. | 0:07:34 | 0:07:36
It's great. | 0:07:36 | 0:07:37
Wonderful. | 0:07:37 | 0:07:38
I can't wait to see this. | 0:07:38 | 0:07:39
You can see this for
yourself and contribute | 0:07:39 | 0:07:42
to the story until the 30th. | 0:07:42 | 0:07:44
They are here in the tent. | 0:07:44 | 0:07:46
We are going to be filming it today
and we'll bring you the results | 0:07:46 | 0:07:50
of what they come up
with in the 6:30pm programme. | 0:07:50 | 0:07:52
Now the weather with Sara Thornton. | 0:07:52 | 0:07:55
Now the weather with Sara Thornton. | 0:07:56 | 0:07:56
Good afternoon. It certainly was a
very slow start to our withacross | 0:07:56 | 0:08:01
London. A lot of mist and fog around
and early rain captured beautifully | 0:08:01 | 0:08:08
by our weather-watcher at Wembley.
Things are improving a little for | 0:08:08 | 0:08:12
the rest of the day. The low cloud
is lifting. It will still be fairly | 0:08:12 | 0:08:19
cloudy but it's mostly dry and it's
a mild feel out there. Cloud breaks | 0:08:19 | 0:08:23
at a premium but dry for daylight
hours and a top temperature of 11 or | 0:08:23 | 0:08:28
12.
As we go through the night, there is | 0:08:28 | 0:08:32
a bit of patchy rain to slip towards
north-eastern parts into Essex as | 0:08:32 | 0:08:37
the night wears on, out towards East
London, just for a little bit of | 0:08:37 | 0:08:41
time. But for all of us, we'll
continue with the cloudy feel, misty | 0:08:41 | 0:08:45
and murky as well by tomorrow but
still mild with its temperatures in | 0:08:45 | 0:08:50
the high single figures, if not ten
degrees. Tomorrow morning, another | 0:08:50 | 0:08:55
slow start with the low cloud and
mist. Better breaks in the | 0:08:55 | 0:08:59
afternoon, a tiny bit brighter than
today. Again, a high of 12. As we | 0:08:59 | 0:09:05
head through towards Christmas
weekend, I'm afraid we are going to | 0:09:05 | 0:09:09
stay really mild. Mild
south-westerly winds keeping | 0:09:09 | 0:09:13
temperatures up in double figures. | 0:09:13 | 0:09:16
That's about it from me. | 0:09:16 | 0:09:18
Riz Lateef will be here at 6:30
from Borough Market. | 0:09:18 | 0:09:21
But for now, from us
all on the lunch team, | 0:09:21 | 0:09:23
have a very good afternoon. | 0:09:23 | 0:09:24 |
