Five people have been taken to hospital after a car hit a wall | :00:09. | :00:18.
and collided with pedestrians in Bellingham in south-east London. | :00:19. | :00:20.
Three of them are in a critical condition. | :00:21. | :00:22.
Police picked through the wreckage, puzzling over how this high-powered | :00:23. | :00:37.
Mercedes ended up crashed into a tree. Eyewitnesses say the car wash | :00:38. | :00:42.
was the centre of the drama which unfolded at 8am this morning. It is | :00:43. | :00:46.
unclear if the driver at the time was the owner, or if this was an | :00:47. | :00:52.
attempted carjacking. Somebody just jumped into the driver 's side, took | :00:53. | :00:57.
the car, went up to the traffic lights and turned around behind me | :00:58. | :01:03.
and five people were standing to the left of the yellow bombards -- bala | :01:04. | :01:13.
's and smashed into the people. I saw carnage. There were two men flat | :01:14. | :01:17.
on their black on the floor -- on the back. The people were sitting | :01:18. | :01:21.
right and I was shaking and trying to get her to wake up. One of the | :01:22. | :01:27.
guys was bleeding from his head. Five people were injured, and for | :01:28. | :01:31.
men and women aged between 25 and 46. Three of them, including the | :01:32. | :01:35.
woman, remain in a critical condition in hospital. The driver | :01:36. | :01:39.
was arrested at the scene by an off-duty police officer on suspicion | :01:40. | :01:42.
of causing serious injury by dangerous driving. He was also | :01:43. | :01:45.
arrested on suspicion of drink-driving. He was also taken to | :01:46. | :01:50.
hospital with a head injury. The incident caused traffic problems | :01:51. | :01:53.
throughout the day in south-east London with dozens of buses | :01:54. | :01:57.
diverted. Police are still appealing for witnesses to an incident which | :01:58. | :01:59.
left five pedestrians hospitalised. All but four of the capital's | :02:00. | :02:04.
councils are set to raise council taxes to address the shortage | :02:05. | :02:07.
of money for social care. London Councils has predicted | :02:08. | :02:09.
there will be a shortfall Dan Freedman went to Greenwich, | :02:10. | :02:11.
which is raising its tax by the maximum allowed, | :02:12. | :02:16.
to see how the money is spent. It has been an arduous journey for | :02:17. | :02:28.
Gerald to be able to move his legs, even like this. In November last | :02:29. | :02:33.
year, after struggling for some time with a throat infection and feeling | :02:34. | :02:37.
short of breath he went to hospital. One day later, he was in a coma | :02:38. | :02:42.
which lasted for two weeks. Back at home now since Christmas, he is | :02:43. | :02:49.
still recovering. Milk, which now makes up close to seven weeks in | :02:50. | :02:57.
hospital, and bedtime, and now I have lost pretty much my ability to | :02:58. | :03:05.
walk around. Greenwich Council provided free daily care for Gerald | :03:06. | :03:10.
at home, including physiotherapy, occupational therapy and help with | :03:11. | :03:14.
his rehabilitation and self-care. He's done very well. He was a | :03:15. | :03:18.
wonderful success story and I went back to the office and told | :03:19. | :03:21.
everybody how wonderful he had recovered and improved. From no | :03:22. | :03:28.
mobility to walking unaided. But to pay for care like this, Greenwich | :03:29. | :03:33.
are now putting up their council tax by 4.99%, the maximum allowed | :03:34. | :03:39.
allowed. -- amount allowed. The councils should be allowed to raise | :03:40. | :03:45.
more money to raise more funding and to distribute the proceeds locally. | :03:46. | :03:54.
Hello there. Nice to meet you. Gerald. It's about an extra pound | :03:55. | :04:01.
per week at the moment but the problem with this debate is, why | :04:02. | :04:05.
should it be right that people like Gerald, or people from the wartime | :04:06. | :04:09.
generation who helped create this country now have to pay for this | :04:10. | :04:13.
locally. This is a national crisis. He says he does not mind. Gerald has | :04:14. | :04:19.
had some fantastic care to get back to have an independent life but not | :04:20. | :04:22.
everybody is in that position. There are many people who cannot pay. The | :04:23. | :04:26.
argument about how to fund social care will no doubt continue. The | :04:27. | :04:29.
government is under pressure to come up with a solution and fast. There | :04:30. | :04:32.
is obviously an issue around funding and the government has agreed a | :04:33. | :04:38.
further 3% allowance on what they can raise. He may not feel like it, | :04:39. | :04:43.
but Gerald is one of the lucky ones. His social care needs are | :04:44. | :04:46.
short-term, he is young and with a bit of help he can probably return | :04:47. | :04:50.
to full health. Most of those receiving social care will not be so | :04:51. | :04:52.
lucky. Let's take a look at the weather | :04:53. | :04:52.
with Wendy Hurrell. Good evening. A fairly mild day with | :04:53. | :05:03.
many places amicably in double figures with some signs of spring as | :05:04. | :05:08.
the blossom came out. I don't think it will always feel much like spring | :05:09. | :05:13.
this week. It will be showery, breezy and feeling chilly during | :05:14. | :05:17.
that. Some showers coming through tonight, especially the further | :05:18. | :05:21.
south east you go, maybe North West London will see clearer skies and | :05:22. | :05:24.
lower temperatures. If you are up early, you will see some brightness | :05:25. | :05:28.
but the showers get going again and some of them will be heavy, thundery | :05:29. | :05:33.
and maybe even falling as snow with a breeze behind them. Temperatures | :05:34. | :05:37.
will start around eight or 9 degrees but under the showers it will feel | :05:38. | :05:41.
chilly. An unsettled week, often breezy and a bit on the chilly side | :05:42. | :05:43.
with some sunny spells. That's all from the | :05:44. | :05:44.
weekend team for now. Good evening. The fifth named storm | :05:45. | :06:10.
of the season has been affecting the west of the UK, and it was named | :06:11. | :06:16.
Ewan by the Irish meteorological service because that is where the | :06:17. | :06:19.
impact was expected, but it has been quite wet for some and the wettest | :06:20. | :06:23.
weather is moving northwards across the North of Scotland and the | :06:24. | :06:26.
stronger winds go with that. Strong winds pushing away towards the east | :06:27. | :06:29.
with showers and | :06:30. | :06:31. |
