A new offence of 'Causing Death

by Dangerous Cycling' -

could be recommended by Ministers

as early as next week.

A review into current

road safety legislation,

followed the death of a mother -

killed by a cyclist

with no front brakes -

in east London two years ago.

Emma North can tell us more.

Kim Briggs was on her lunch break in

East London when she was knocked

over by a cyclist. She died one week

later. The man who hit her was

Charlie Alastair and whose bicycle

had fixed wheels and no front brake,

which is illegal on Britain's roads.

He was found guilty of an offence

from the 18 hundredths and was

jailed for 18 months. Today her

widower said he had no official word

of what the government plans work,

but in the past he said his wife's

death has exposed a gap in the law.

What I want is for the police and

the CPS, because this probably will

happen again, to have a coherent law

to be able to reach for in the

future.

Later this week, the

government is expected to announce

that cyclists who kill pedestrians

could be charged under a new law

similar to causing death by

dangerous driving and that carries a

life sentence. The government says

this review will deal with all

aspects of cycle safety including a

possible law to deal with cyclist

who kill pedestrians. Some campaign

group say this is simply not enough.

They are tinkering around the

edges.

We were promised a review in

2014 of all road traffic offences

and we are still waiting for it and

now we have a limited review just of

cycling offences. The review is due

at the end of this week.

Thames Water is appealing

to people not to use

excessive amounts of water -

because of a huge rise in the number

of burst water pipes

and leaks since Friday.

Rising temperatures are being blamed

as demand for water increases.

We have seen a really big increase

in leakage and bursts

being reported by our customers.

London demand has jumped up

by about 20% in the last few days.

We suspect quite a lot of this might

be due to the bursts on the network

behind us that we are repairing

here, but also maybe

in customers' properties.

Up to 100 people were evacuated

following an explosion near Romford.

Emergency services were called to

Harold hill, no one was injured and

police have confirmed it was gas

related.

Westminster Council -

has long been seen by Tory big wigs

as upholding the values

of the Conservative Party -

at a local level.

But polling in London,

suggests there could be a big enough

swing to Labour in the forthcoming

local elections -

which could see council go red.

Not with embarrassment -

but by the number of

Labour Councillors.

Westminster is one of the richest

areas in the country, for starters

the Queen lives there and so does

the Prime Minister. Like all errors

in London, it is also home to the

poor. It has the highest number of

Ross slippers in the country and

recently won died just yards from

Parliament. -- rough sleepers.

Westminster Council, the duel in the

Conservative local government crown

could be toppled.

Both the election

results last year but the polling

done since then shows a really

dramatic slipped -- shift to Labour

particularly in inner London, the

last bit of polling done showed A13

point swing to Labour in inner

London. If they manage to crack

Westminster, something seismic is

happening in British politics.

It

will not be easy, currently Labour

has just 15 councillors, the Tories

have three times as many, but that

would mean losing the council is

more painful so to battle the storm,

the Tory leader has a plan.

Over the

last couple of years, wealthy

residents have our stars, wide you

not put up your council tax? This

new voluntary contribution, as those

to pay more, consider paying more,

the council tax bill for an extra

will be £833 and we are suggesting

another £833.

This is a voluntary

measure and people can choose

whether to pay it.

You cannot run

government on the charity of

individuals. Street homelessness has

gone up since the Tories got back

into government. There are 2500

families in temporary accommodation,

it is a shambles.

Up in council tax

for wealthy residents is likely to

be confirmed this week but with just

weeks to go before the election in

May, Labour is hoping it will be too

little too late.

No sign of that very cold weather

making a return in the short-term,

in fact it is looking a touch

milder again tomorrow.

Temperatures back up again

into double figures.

Mostly dry, some spells

of brightness and sunshine,

but quite a bit of cloud around

as well and there will be some

cloud overnight tonight,

but lots of clear skies,

a nice break to start the day

tomorrow for the most part,

mist not too much of an issue,

lows between two and four degrees

Celsius, so there will be some

sunshine around tomorrow morning,

but the cloud never

too far away tomorrow.

Maybe one or two showers

in central and western areas,

but otherwise dry for much

of the day, top temperatures of 11

Celsius and it is looking similar

on Tuesday, with showers becoming

more widespread as we head

towards the end of the working week.
