we are back with the late news
at xxxx - now on BBC1 its time | 0:00:00 | 0:00:02
for the news where you are.

Goodbye.
at xxxx - now on BBC1 its time | 0:00:04 | 0:00:04
Good evening, I'm Asad Ahmad. | 0:00:13 | 0:00:16
A new offence of 'Causing Death
by Dangerous Cycling' - | 0:00:16 | 0:00:19
could be recommended by Ministers
as early as next week. | 0:00:19 | 0:00:21
A review into current
road safety legislation, | 0:00:21 | 0:00:24
followed the death of a mother -
killed by a cyclist | 0:00:24 | 0:00:26
with no front brakes -
in east London two years ago. | 0:00:26 | 0:00:29
Emma North can tell us more. | 0:00:29 | 0:00:36
Kim Briggs was on her lunch break in
East London when she was knocked | 0:00:36 | 0:00:41
over by a cyclist. She died one week
later. The man who hit her was | 0:00:41 | 0:00:47
Charlie Alastair and whose bicycle
had fixed wheels and no front brake, | 0:00:47 | 0:00:50
which is illegal on Britain's roads.
He was found guilty of an offence | 0:00:50 | 0:00:56
from the 18 hundredths and was
jailed for 18 months. Today her | 0:00:56 | 0:00:59
widower said he had no official word
of what the government plans work, | 0:00:59 | 0:01:04
but in the past he said his wife's
death has exposed a gap in the law. | 0:01:04 | 0:01:12
What I want is for the police and
the CPS, because this probably will | 0:01:12 | 0:01:15
happen again, to have a coherent law
to be able to reach for in the | 0:01:15 | 0:01:19
future. Later this week, the
government is expected to announce | 0:01:19 | 0:01:22
that cyclists who kill pedestrians
could be charged under a new law | 0:01:22 | 0:01:27
similar to causing death by
dangerous driving and that carries a | 0:01:27 | 0:01:30
life sentence. The government says
this review will deal with all | 0:01:30 | 0:01:34
aspects of cycle safety including a
possible law to deal with cyclist | 0:01:34 | 0:01:39
who kill pedestrians. Some campaign
group say this is simply not enough. | 0:01:39 | 0:01:43
They are tinkering around the | 0:01:43 | 0:01:55
edges. We were promised a review in
2014 of all road traffic offences | 0:01:58 | 0:02:00
and we are still waiting for it and
now we have a limited review just of | 0:02:00 | 0:02:04
cycling offences. The review is due
at the end of this week. | 0:02:04 | 0:02:06
Thames Water is appealing
to people not to use | 0:02:06 | 0:02:08
excessive amounts of water -
because of a huge rise in the number | 0:02:08 | 0:02:11
of burst water pipes
and leaks since Friday. | 0:02:11 | 0:02:13
Rising temperatures are being blamed
as demand for water increases. | 0:02:13 | 0:02:16
We have seen a really big increase
in leakage and bursts | 0:02:16 | 0:02:18
being reported by our customers. | 0:02:18 | 0:02:19
London demand has jumped up
by about 20% in the last few days. | 0:02:19 | 0:02:23
We suspect quite a lot of this might
be due to the bursts on the network | 0:02:23 | 0:02:26
behind us that we are repairing
here, but also maybe | 0:02:26 | 0:02:29
in customers' properties. | 0:02:29 | 0:02:37
Up to 100 people were evacuated
following an explosion near Romford. | 0:02:37 | 0:02:40
Emergency services were called to
Harold hill, no one was injured and | 0:02:40 | 0:02:44
police have confirmed it was gas
related. | 0:02:44 | 0:02:47
Westminster Council -
has long been seen by Tory big wigs | 0:02:47 | 0:02:49
as upholding the values
of the Conservative Party - | 0:02:49 | 0:02:52
at a local level. | 0:02:52 | 0:02:53
But polling in London,
suggests there could be a big enough | 0:02:53 | 0:02:55
swing to Labour in the forthcoming
local elections - | 0:02:55 | 0:02:58
which could see council go red. | 0:02:58 | 0:02:59
Not with embarrassment -
but by the number of | 0:02:59 | 0:03:01
Labour Councillors. | 0:03:01 | 0:03:09
Westminster is one of the richest
areas in the country, for starters | 0:03:09 | 0:03:12
the Queen lives there and so does
the Prime Minister. Like all errors | 0:03:12 | 0:03:17
in London, it is also home to the
poor. It has the highest number of | 0:03:17 | 0:03:22
Ross slippers in the country and
recently won died just yards from | 0:03:22 | 0:03:27
Parliament. -- rough sleepers.
Westminster Council, the duel in the | 0:03:27 | 0:03:33
Conservative local government crown
could be toppled. Both the election | 0:03:33 | 0:03:38
results last year but the polling
done since then shows a really | 0:03:38 | 0:03:41
dramatic slipped -- shift to Labour
particularly in inner London, the | 0:03:41 | 0:03:46
last bit of polling done showed A13
point swing to Labour in inner | 0:03:46 | 0:03:51
London. If they manage to crack
Westminster, something seismic is | 0:03:51 | 0:03:57
happening in British politics. It
will not be easy, currently Labour | 0:03:57 | 0:04:01
has just 15 councillors, the Tories
have three times as many, but that | 0:04:01 | 0:04:05
would mean losing the council is
more painful so to battle the storm, | 0:04:05 | 0:04:11
the Tory leader has a plan. Over the
last couple of years, wealthy | 0:04:11 | 0:04:17
residents have our stars, wide you
not put up your council tax? This | 0:04:17 | 0:04:21
new voluntary contribution, as those
to pay more, consider paying more, | 0:04:21 | 0:04:28
the council tax bill for an extra
will be £833 and we are suggesting | 0:04:28 | 0:04:33
another £833. This is a voluntary
measure and people can choose | 0:04:33 | 0:04:37
whether to pay it. You cannot run
government on the charity of | 0:04:37 | 0:04:45
individuals. Street homelessness has
gone up since the Tories got back | 0:04:45 | 0:04:48
into government. There are 2500
families in temporary accommodation, | 0:04:48 | 0:04:56
it is a shambles. Up in council tax
for wealthy residents is likely to | 0:04:56 | 0:04:59
be confirmed this week but with just
weeks to go before the election in | 0:04:59 | 0:05:03
May, Labour is hoping it will be too
little too late. | 0:05:03 | 0:05:08
Now the weather forecast
with Elizabeth. | 0:05:08 | 0:05:11
Good evening. | 0:05:11 | 0:05:11
No sign of that very cold weather
making a return in the short-term, | 0:05:11 | 0:05:14
in fact it is looking a touch
milder again tomorrow. | 0:05:14 | 0:05:16
Temperatures back up again
into double figures. | 0:05:16 | 0:05:18
Mostly dry, some spells
of brightness and sunshine, | 0:05:18 | 0:05:20
but quite a bit of cloud around
as well and there will be some | 0:05:20 | 0:05:23
cloud overnight tonight,
but lots of clear skies, | 0:05:23 | 0:05:25
a nice break to start the day
tomorrow for the most part, | 0:05:25 | 0:05:29
mist not too much of an issue,
lows between two and four degrees | 0:05:29 | 0:05:31
Celsius, so there will be some
sunshine around tomorrow morning, | 0:05:31 | 0:05:34
but the cloud never
too far away tomorrow. | 0:05:34 | 0:05:36
Maybe one or two showers
in central and western areas, | 0:05:36 | 0:05:38
but otherwise dry for much
of the day, top temperatures of 11 | 0:05:38 | 0:05:41
Celsius and it is looking similar
on Tuesday, with showers becoming | 0:05:41 | 0:05:43
more widespread as we head
towards the end of the working week. | 0:05:43 | 0:05:46
That's it. | 0:05:46 | 0:05:47
Our next news is at 10.20
tonight on BBC One. | 0:05:47 | 0:05:50
I hope you can join me then. | 0:05:50 | 0:05:51
Bye for now and have a good evening. | 0:05:51 | 0:05:52 |
