In Look East tonight. It's the exit door for Britain's most | :00:05. | :00:08.
controversial council boss. Andrea Hill is cleared of wrong-doing, but | :00:08. | :00:14.
leaves her job in Suffolk with a six figure pay-off. I think that is | :00:14. | :00:18.
the most brilliant news I have heard today. I do not think she has | :00:18. | :00:21.
done anything for Ipswich at all. Hello from Susie and me. | :00:21. | :00:24.
Also tonight. Europe's biggest illegal | :00:24. | :00:26.
travellers' site erects the barricades as bailiffs hand out | :00:26. | :00:29.
eviction notices ordering them to leave the site We are using gas | :00:29. | :00:35.
cylinders. We will turn them on and set them on fire. Petrol bombs, | :00:35. | :00:39.
generators. Whatever it takes to try and defend our homes, we are | :00:39. | :00:45.
going to do. It is the end of an era at Papworth | :00:45. | :00:48.
as the surgeon who pioneered heart and lung transplants around the | :00:48. | :00:51.
world retires. And a special interview with | :00:51. | :01:01.
:01:01. | :01:14. | ||
Strictly stars Vincent and Flavia Hello. One of the most turbulent | :01:14. | :01:17.
episodes in local government came to a close today as Andrea Hill | :01:17. | :01:21.
stepped down from her post at Suffolk County Council. Three years | :01:21. | :01:23.
after leading the council through a controversial shake-up of services, | :01:23. | :01:28.
she leaves with a six-figure pay- off. | :01:28. | :01:31.
The trouble began for Andrea Hill when she and not the council became | :01:31. | :01:36.
the story. From the beginning to the end, she was dogged by | :01:36. | :01:39.
complaints about her salary and her style of management. | :01:39. | :01:42.
She was appointed to her post in March 2008. Her salary - 218,000. | :01:42. | :01:44.
In September 2010, the council announced plans to outsource, what | :01:44. | :01:54.
:01:54. | :01:58. | ||
she called divesting, most of the services, including libraries. A | :01:58. | :02:00.
month later, Local Government Minister Eric Pickles called on all | :02:00. | :02:03.
council chief executives earning more than 200,000 a year to take a | :02:03. | :02:07.
100,00 pay cut. A call backed by the Prime Minister. In January this | :02:07. | :02:10.
year, during an exclusive interview, she told me the job was a big and | :02:10. | :02:15.
demanding one. So is the job of Prime Minister and he earns less | :02:15. | :02:19.
than you do. I do not think that can be right. I think I have | :02:19. | :02:25.
answered that question. But the Prime Minister makes the decisions | :02:25. | :02:30.
and is running the country. You are running Suffolk council. The Prime | :02:30. | :02:39.
Minister is a politician, I do not think you can compare the two. | :02:39. | :02:41.
In April, council leader Jeremy Pembroke stepped down. Within a | :02:42. | :02:44.
month, Andrea Hill was taking extended leave. First tonight, | :02:44. | :02:48.
details of the deal that has seen her go. | :02:48. | :02:51.
By the time the committee which would decide Andrea Hill's fate | :02:51. | :02:53.
reconvened at nine this morning, rumours were already swirling, | :02:53. | :02:58.
suggesting she was long gone. Just before ten, it seemed the meeting | :02:58. | :03:01.
was over. We were promised a statement within the hour. But it | :03:02. | :03:06.
didn't come until 1.30, confirming a parting of the ways. The | :03:06. | :03:08.
investigation into the whistleblower claims complete, most | :03:08. | :03:18.
:03:18. | :03:19. | ||
notably those of bullying and harassment. The committee said | :03:19. | :03:24.
there was claims had been robustly investigated. It went on, it is | :03:24. | :03:31.
concern that such a allegation existed, but concluded there was no | :03:31. | :03:35.
evidence to support them. The inquiry started after the death | :03:35. | :03:38.
of David White, the council's former head of legal services. He | :03:38. | :03:41.
was found hanging in woodland. But the committee said there was | :03:41. | :03:44.
nothing to suggest Andrea Hill had been to blame. It also studied a | :03:44. | :03:47.
report into expense claims she'd made. Among them, hotel bills. It | :03:47. | :03:49.
said that while in the current climate, some might not have | :03:49. | :03:52.
represented best use of public money, the committee accepted that | :03:52. | :03:54.
there was no dishonesty in the claims made. | :03:54. | :03:57.
The council said it felt there had been significant media attention | :03:57. | :03:59.
attached to Mrs Hill which has become a distraction. Both parties | :03:59. | :04:02.
accepted that it is better to allow the organisation to move forward | :04:02. | :04:09.
with new managerial leadership. In truth, a return for Andrea Hill | :04:09. | :04:16.
always seemed highly unlikely. The leader who appointed her, Jeremy | :04:16. | :04:22.
Pemrboke, had stepped down. The first move of his successor Mark | :04:22. | :04:25.
Bee was to kick the radical costcutting plan she so publicly | :04:25. | :04:28.
championed into the long grass. It was that salary of 218,000 which | :04:28. | :04:32.
seemed to define her and that is the sum which she will walk away | :04:32. | :04:37.
with as a pay off in compensation. The council said it could have | :04:37. | :04:40.
faced much higher costs had agreement not been reached. Kevin | :04:40. | :04:45.
Burch BBC Look East in Ipswich. So what does all of this mean to | :04:45. | :04:48.
people in Suffolk? The Andrea Hill years will be remembered by many as | :04:48. | :04:51.
a time of protest with libraries under threat, school crossing | :04:51. | :04:54.
patrols under threat and care homes under threat. Our chief reporter | :04:54. | :04:58.
Kim Riley has been getting reaction to the news today. | :04:58. | :05:02.
The news that, after weeks in limbo, the lady is on her way was the hot | :05:02. | :05:07.
topic in Ipswich town centre. think it is the most brilliant news | :05:07. | :05:17.
I have heard today. Good job. us some money. We overpaid. She was | :05:17. | :05:24.
earning too much so it is good. There are people like myself | :05:24. | :05:30.
working lots of hours for nothing. It is not fair. I cannot judge | :05:30. | :05:35.
without knowing too many of the details. But it does seem an awful | :05:35. | :05:42.
lot to be paid for what she is doing. The Ipswich Evening Star has | :05:42. | :05:47.
been a maths or in the side of the former chief Executive. -- a thorn | :05:47. | :05:52.
in the side. A pay the radical policies that we have seen in | :05:53. | :05:57.
Suffolk with which she has been associated and which she has said | :05:57. | :06:03.
she was enthusiastic about, I think people are left asking why it | :06:03. | :06:07.
Suffolk are needed to be quite as radical as that. Or opposition | :06:07. | :06:13.
leaders on the county council have welcomed today's developments. | :06:13. | :06:21.
behalf of the people of Suffolk, I think it will be a relief. The fact | :06:21. | :06:24.
that she would not take a pay cut even though she was being advised | :06:24. | :06:30.
it to do so by national government, where as her colleagues had done | :06:31. | :06:35.
elsewhere and the cancer was having to make so many millions of pounds | :06:35. | :06:41.
of savings, I think it Stoke to the anger among the public. Andrea Hill | :06:41. | :06:47.
was brought in to save millions of pounds. Whoever now takes over the | :06:47. | :06:57.
:06:57. | :06:57. | ||
hot seat faces a big challenge. If she has done nothing wrong, why | :06:57. | :07:06.
is she going? A question for the council leader. We at the beginning | :07:06. | :07:09.
of a new council political leadership. I think it was felt | :07:09. | :07:14.
that now would be an appropriate time for a new head of paid service. | :07:14. | :07:19.
We have gone through quite an exhaustive investigative process in | :07:19. | :07:25.
looking at issues relating to Andrea Hill. While there has been | :07:25. | :07:30.
nothing that we would say she has done wrong, there is clearly now a | :07:30. | :07:34.
need for a new direction and that is what we are looking towards. | :07:34. | :07:40.
have heard about her salary, that is what she is getting as a payout, | :07:40. | :07:45.
218,000. That is a lot of money from a council that has no money. | :07:45. | :07:53.
Add the you will find that that is a very good deal. -- I think you | :07:53. | :08:03.
:08:03. | :08:04. | ||
will find. We are pleased to be paeon of one year's salary. In the | :08:04. | :08:10.
press release, it was said that the preceding it has cost about quarter | :08:10. | :08:15.
of a million pounds, add that to the salary and that is half-a- | :08:15. | :08:18.
million pounds that you do not have that. We cannot summarily dismiss | :08:18. | :08:22.
people, and neither should be. They have to go through the proper | :08:22. | :08:27.
process and that is what we have done and that costs money. But we | :08:27. | :08:34.
have tried to keep it to an absolute minimum. One of your local | :08:34. | :08:41.
MPs said you will be looking for somebody who does not cost as much. | :08:41. | :08:46.
We will be looking very quickly at what happens next. Salary will be a | :08:46. | :08:51.
big and important part in that. You can be assured that we will not be | :08:51. | :08:55.
looking at a huge salary for this role. We won something that is | :08:55. | :09:05.
:09:05. | :09:06. | ||
realistic. A in retrospect, was Andrea Hill about a partner? | :09:06. | :09:10.
did an awful lot of good things within the organisation. I would | :09:10. | :09:17.
not say she was a bad a point but. I think that -- and bad appointment. | :09:17. | :09:25.
But things have moved on. What was a good appoint him back them is now | :09:25. | :09:34.
a not relevant. -- appointment. somebody is watching this am | :09:34. | :09:37.
thinking of applying, what is the going rate? I think that is | :09:37. | :09:41.
something that we need to decide and I would have welcomed the view | :09:41. | :09:46.
from all members of the council. It is not just up to me. This is a | :09:46. | :09:51.
full council appointed. I will be wanting to get their views of all | :09:51. | :09:59.
members across the political spectrum in the council. Thank you | :09:59. | :10:07.
very much indeed. Travellers at the Dale Farm site in | :10:07. | :10:09.
Essex have been erecting barricades today after bailiffs served them | :10:09. | :10:12.
with notices ordering them to quit. The settlement, near Crays Hill, | :10:12. | :10:15.
has been the scene of a bitter dispute for years. Today, 90 | :10:15. | :10:18.
families were ordered to quit by the end of August or face the | :10:18. | :10:28.
bailiffs. Let's go live to Gareth George. They have been fighting | :10:28. | :10:33.
eviction here at Dale Farm for 10 years. Every day brings the lives | :10:33. | :10:36.
closer, but today they got something they had been dreading, | :10:36. | :10:42.
it is their 28 day notice to leave. This was their reaction. A sign of | :10:43. | :10:48.
what could be in store at Dale Farm. Worried council officials could | :10:48. | :10:54.
return, defences were built. We are willing to die if that is going to | :10:54. | :11:00.
be what it takes. We are using gas cylinders, we will turn them on and | :11:00. | :11:05.
set them on fire. They will do whatever it takes to try and defend | :11:05. | :11:14.
our homes. We will have caravans here that we was set alight. We are | :11:14. | :11:18.
not going peacefully. Bet they want us out, they will have to bring us | :11:18. | :11:28.
:11:28. | :11:30. | ||
out in body bags. Prams were filled up to the barricades to show the | :11:30. | :11:35.
danger children would face if any eviction goes ahead. We are willing | :11:35. | :11:39.
for our babies and ourselves are to die fighting because otherwise, if | :11:39. | :11:47.
we leave, we have no future. We have no where to go. Elsewhere, | :11:47. | :11:55.
notices were appended to caravan doors. The Dale Farm Association | :11:55. | :12:05.
said they were given to 50 families. It is one of the biggest a | :12:05. | :12:08.
travellers' site in Europe's. The legal battle has gone on for 10 | :12:08. | :12:12.
years. Basildon council say that travellers on pitches built without | :12:12. | :12:18.
planning permission have to go. all hope that this very late stage | :12:18. | :12:23.
for a peaceful solution to this. No one wants to see a forced eviction. | :12:23. | :12:27.
But at the end of the day, we have to go through with this and clear | :12:27. | :12:33.
that side. Otherwise, we will be allowing people to break the log | :12:33. | :12:38.
and there will be a big for sale sign over our green-belt. -- the | :12:38. | :12:42.
law. It seems that the eviction is just weeks away, but the travellers | :12:42. | :12:48.
say they will not go without a fight. The notice says it to make | :12:48. | :12:58.
:12:58. | :12:59. | ||
arrangements to vacate the land by 31st August. If you failed to do so, | :12:59. | :13:07.
the council will clear the site in September, removing all moveable | :13:07. | :13:11.
and fixed structures. The travellers say they will fight, but | :13:11. | :13:18.
there -- but the council is appealing them to move off | :13:18. | :13:23.
peacefully. Still to come tonight. Retirement | :13:23. | :13:25.

ready to tango after more news In a career over 30 years, | :13:57. | :14:05.
Professor John Wallwork has prolong the lives of thousands of people. | :14:05. | :14:10.
They gathered at two hail of the career of a great surgeon. What | :14:10. | :14:15.
stands out at your greatest achievement? When they did the | :14:15. | :14:24.
heart-lung transplant. It was the first one. You go away thinking I | :14:24. | :14:32.
have done something no one else has ever done. That operation was in | :14:32. | :14:38.
1986. Two years before that, at Papworth, he carried out a heart- | :14:38. | :14:48.
:14:48. | :14:48. | ||
lung transplant. He has prolong the lives of thousands. But what about | :14:48. | :14:52.
a change in the law? I think there is a general feeling among the | :14:52. | :14:58.
population that transplantation is a good thing. When you then say | :14:58. | :15:04.
that you are going to take their organs and people object, that is | :15:04. | :15:08.
always difficult. You may be in a difficult situation where you have | :15:08. | :15:13.
the legal right to take the organs, but their relatives are objective. | :15:13. | :15:20.
Do you have the moral right? After three decades at the forefront of | :15:20. | :15:25.
transplant surgery, what is next? Probably one of the most important | :15:25. | :15:31.
focus has is that we will be moving our hospital on to an environmental | :15:31. | :15:36.
campus in Cambridge. We need a research institute and one of my | :15:36. | :15:42.
tasks will be to help fund that. Unless we do that, we will be stuck | :15:42. | :15:47.
always doing yesterday's medicine today. We need to do tomorrow's | :15:47. | :15:54.
medicine today. The move to Addenbrooke's should happen by 2015. | :15:54. | :16:04.

A new hospital, his legacy. A man has been charged after a 10- | :16:05. | :16:08.
year-old boy was attacked by a dog in Norwich yesterday afternoon. | :16:08. | :16:11.
Nathan Atkins has been charged with allowing a dog to be dangerously | :16:11. | :16:14.
out of control in a public place causing injury. The boy has | :16:14. | :16:19.
injuries to his arm and is in a stable condition in hospital. | :16:19. | :16:22.
More than 4,300 knives have been handed in during the first six | :16:22. | :16:24.
months of a year-long amnesty in Suffolk. Four permanent collection | :16:24. | :16:28.
points and two mobile bins have been set up as part of the Bin a | :16:28. | :16:31.
Blade campaign. The amnesty has been publicised by Holly Watson | :16:31. | :16:37.
from Sudbury whose brother Lewis was fatally stabbed in 2009. | :16:37. | :16:39.
Meanwhile several towns in the region are celebrating their | :16:39. | :16:41.
traditional shops today. On American Independence Day, they are | :16:41. | :16:47.
promoting the independence of small retailers. Among them is Bury St | :16:47. | :16:50.
Edmunds which has a wealth of small shops which are not part of | :16:50. | :16:58.
national chains. Supermarkets are markets with a roof on. They do not | :16:58. | :17:02.
make anything themselves. They buy them and sell out. We make our own | :17:02. | :17:12.
produce. That is why we are different. | :17:12. | :17:15.
Work has begun to repair a multi- storey car park in Chelmsford which | :17:15. | :17:18.
has been closed for nearly four months due to safety concerns. High | :17:18. | :17:21.
Chelmer Car Park was closed in March after problems were found | :17:21. | :17:23.
with concrete ramps and reinforcement bars. It is hoped the | :17:23. | :17:26.
1,000 capacity car park will fully reopen in October following the | :17:26. | :17:29.
1.6 million project. The Defence Secretary has confirmed | :17:29. | :17:33.
that a decision over the future of RAF Marham has been made, but he | :17:33. | :17:37.
will not say what it is. Liam Fox told MPs today the findings of a | :17:37. | :17:40.
review into the future of the UK's Tornado bases will be revealed in | :17:40. | :17:46.
the near future. Answering a question tabled by a Scottish MP, | :17:46. | :17:49.
Dr Fox disclosed that a number of the key decisions relating to the | :17:49. | :17:59.
:17:59. | :18:00. | ||
bases had been made over the weekend. | :18:00. | :18:03.
More than 30,000 people are at RAF Feltwell in Norfolk for the | :18:03. | :18:13.

American air force July 4th celebrations. Monday July 4th. In | :18:14. | :18:17.
England just the start of the week. But for Americans, July 4th is | :18:17. | :18:20.
special. A chance to celebrate independence and relax a little. | :18:20. | :18:22.
The F15s are at Lakenheath, the 100th air refuelling wing at | :18:22. | :18:25.
Mildenhall, and everyone gets to together for fun at Feltwell. Even | :18:25. | :18:31.
the CO was in his baseball kit. Baseball is like cricket, but not | :18:31. | :18:40.
as interesting. It all depends at your perspective. I bat. Are you | :18:40. | :18:46.
any good? For my age, I hold my own. At the really looking forward to a | :18:46. | :18:50.
fun day. Food is a big thing on July 4th. | :18:50. | :18:53.
Not just burgers, but nachos, corn dogs and the American equivalent of | :18:53. | :19:02.
a deep-fried Mars bar, the deep fried Twinkie. Soft and squishy. | :19:02. | :19:06.
The deep-fry it for a little bit until it is golden brown and | :19:06. | :19:15.
sprinkle sugar on it. So it is really good for you! The best. | :19:15. | :19:18.
We all know Americans love cars, but how about an American with a | :19:18. | :19:25.
love for English cars? Zak Kruly's day job is fixing aircraft but his | :19:25. | :19:33.
passion is the Mini Cooper which he has restored from scrap. It took me | :19:33. | :19:40.

most popular shows. Flavia and Vincent are famous across the whole | :20:26. | :20:31.
country because of Strictly Come Dancing. | :20:31. | :20:41.
Now they are touring with their own show, Midnight Tango. It is mostly | :20:41. | :20:48.
the Argentine tango which is what we wanted to do. There are subtle | :20:48. | :20:53.
influences from the ballroom world, but it is predominantly a tangle | :20:53. | :20:59.
show. Is it for Strictly Come Dancing fans? I think we get a | :20:59. | :21:09.
:21:09. | :21:15. | ||
mixture. We get some time golf fanatics. -- tangle more fanatics. | :21:15. | :21:20.
We obviously get a lot of women who come to see be. You are very | :21:20. | :21:23.
popular on Strictly Come Dancing, you are a long-term partnership, | :21:23. | :21:28.
how did it come together in the first place? We started to go there | :21:28. | :21:38.
:21:38. | :21:42. | ||
when I was 16 -- we started it together when I was 16. I was | :21:42. | :21:47.
looking for an year partner and so was Vincent. That was 16 years ago. | :21:47. | :21:54.
It was a match made in heaven. The looker, the height, the power that | :21:54. | :21:58.
we had at the start, we matched straight away. Even our teacher | :21:59. | :22:04.
could not believe it. How it two people can look so good so soon. | :22:04. | :22:08.
You had been on strictly for years now, that must have changed your | :22:08. | :22:16.
life? Yes, we worked our way up through all the acts over the years | :22:16. | :22:21.
and became professional. We were very well known within the ball run | :22:21. | :22:27.
industry, but strictly has changed that. Do you enjoy the celebrity | :22:27. | :22:37.
:22:37. | :22:39. | ||
side of it? Of course I do. I always wanted to be one. I remember | :22:39. | :22:46.
talking to one of the couple's I used to teach. He remembered that I | :22:46. | :22:52.
said I wanted to be famous. Strictly itself, you never know who | :22:52. | :22:58.
you are going to get, is that true? You do not know this year? No. But | :22:58. | :23:02.
I believe this year it will be live and so we will find out together | :23:03. | :23:10.
with our fans and our audience. must know who is good to be good or | :23:10. | :23:19.
not good, so you have to put a brave face on it? Of course we do. | :23:19. | :23:24.
We do not mind who they get. As long as they enjoy the show. For | :23:24. | :23:29.
myself, I have been quite lucky. All my partner's were all in love | :23:29. | :23:36.
with the show. They were so lucky to spend every day with me. As long | :23:36. | :23:39.
as they have got the commitment to do well and love the show and love | :23:40. | :23:49.
dancing, that is it. I wish you all the very best of luck. Thank you | :23:49. | :23:59.
:23:59. | :24:08. | ||
A lovely day today, but the weather is starting to change after | :24:08. | :24:14.
tomorrow. We have had fairly clear skies. The east got the best of the | :24:14. | :24:17.
sunshine today. You can see that area of cloud in the West just now. | :24:17. | :24:21.
What cloud is there should become broken over night. Some evening | :24:21. | :24:23.
sunshine and lengthy clear spells overnight. Temperatures dropping as | :24:23. | :24:27.
low as nine degrees in the West, around 12 or 13 the further east | :24:27. | :24:30.
you are. The wind is coming from a south easterly direction, light, | :24:30. | :24:33.
but picking up tomorrow. This is what is coming during tomorrow. Low | :24:33. | :24:35.
pressure here over the Atlantic is pushing these weather fronts | :24:35. | :24:38.
towards us during the day. We will start with sunshine tomorrow, a | :24:38. | :24:41.
really warm day. As you see on the charts, clear skies, the East | :24:41. | :24:45.
getting the best of the sunshine. But through the afternoon, that | :24:45. | :24:48.
area of cloud starts to develop, bringing a distinct band of rain. | :24:48. | :24:52.
Having said that, ahead of the rain, it will be very warm. Temperatures | :24:52. | :25:01.
The wind light to moderate southerly. It will feel breezier | :25:01. | :25:04.
tomorrow, but that will be cancelled out by the warmth. The | :25:04. | :25:07.
rain will track eastward. Overnight, we will get some more heavy | :25:07. | :25:13.
persistent bursts. For the rest of the week, low pressure very much | :25:13. | :25:16.
with us. You can see the air moving anti-clockwise around the area of | :25:16. | :25:19.
low pressure. That keeps conditions cooler, breezy with a chance of | :25:19. | :25:23.
showers. A chance of showers right through the week. Stronger winds, | :25:23. | :25:33.
:25:33. | :25:41. | ||
feeling cooler. A reminder of the day's main news. | :25:41. | :25:43.
Andrea Hill, the controversial chief executive of Suffolk County | :25:43. | :25:46.
Council, has left her post. She is to receive a six-figure pay-off. | :25:46. | :25:49.
And travellers at Dale Farm near Basildon have erected barricades | :25:49. | :25:51.
after bailiffs served them with eviction notices ordering them off | :25:51. | :26:01.
:26:01. | :26:04. | ||
the site. Let's talk to our political | :26:05. | :26:06.
correspondent Andrew Sinclair, who is at Westminster now. | :26:07. | :26:10.
What's the reaction been to the departure of Andrea Hill? | :26:10. | :26:13.
One of relief. For the past year, government ministers have been | :26:13. | :26:21.
increasingly angry about this issue. Whenever they talk about councils | :26:21. | :26:24.
cutting expenses, the whole business of Andrea Hill would come | :26:24. | :26:32.
up. She was a huge distraction. Every other house cobwebby | :26:32. | :26:38.
discovered I was an MP, they wanted to talk about this chief-executive. | :26:38. | :26:43.
to talk about this chief-executive. Andrea Hill had become the story. | :26:43. | :26:48.
When that happens, it is time for them to get off the stage. It is | :26:48. | :26:58.
time to good this huge row between -- behind us, and hire someone to | :26:58. | :27:04.
run services across Suffolk at a low were salary. Eric Pickles | :27:04. | :27:08.
expects the new salary to reflect the tough economic circumstances | :27:08. | :27:12.
that we are in. What's is being said about Dale | :27:12. | :27:19.
Farm? MPs are being briefed about the | :27:19. | :27:24.
police force's readiness to evict travellers. There is a | :27:24. | :27:27.
determination dowdier which I am detecting that ministers and MPs | :27:27. | :27:31.
feel that there has been enough talking and it is time to enforce | :27:31. | :27:37. |
