In Look East tonight: The 21st century slave trade on a

:00:05.:00:10.

travellers' site in Bedfordshire. How could it happen here? When

:00:10.:00:13.

police came here early this morning, they released two men from inside

:00:13.:00:18.

this shed. Around the corner, a darkened area. There are four beds

:00:18.:00:21.

and if we look over here you can see four passport photographs

:00:21.:00:28.

scattered on this worktop. Also tonight: The man killed by

:00:28.:00:31.

suspected Somalian pirates while on a dream holiday in Kenya. And his

:00:32.:00:35.

wife has been taken hostage. First pictures of the disgraced

And the fragile cling-film baby who turned into a sturdy three-year-old.

:00:56.:00:59.

First tonight, 24 men are being looked after at a specialist

:00:59.:01:03.

medical centre after being kept as slaves on a travellers' site.

:01:03.:01:05.

Housed in kennels and sheds, maltreated and malnourished, some

:01:05.:01:08.

of them are so weak that their stomachs wouldn't be able to handle

:01:08.:01:14.

a proper meal. In a moment, how these vulnerable men are recruited,

:01:14.:01:18.

but first our reporter who was on the raid in Bedfordshire and is now

:01:18.:01:28.
:01:28.:01:34.

at their police HQ. Here, police are issuing regular

:01:34.:01:39.

update. Over 200 officers to depart early yesterday morning. I was

:01:39.:01:42.

there as they swept through the Greenacre travellers' site near

:01:42.:01:48.

Leighton Buzzard. It was a police operation to rescue the exploited.

:01:48.:01:52.

Officers smashed locks to read several of the 24 men being held

:01:52.:01:57.

against their will. Among them, these two victims who were gently

:01:57.:02:03.

led away to safety. Their masters put them to work day and night.

:02:04.:02:08.

Some people were covered in excrement and dirty clothing. After

:02:09.:02:14.

being cared for, given food and fresh clothing, we hope to

:02:14.:02:19.

interview them. That will take a long time because these people are

:02:19.:02:25.

institutionalised. One person we know has been here for 15 years.

:02:25.:02:31.

Two m, this is normal life. police swept through the Greenacre

:02:31.:02:38.

travellers' site in Leighton Buzzard, one man lost his temper.

:02:38.:02:43.

The victims were mostly from the UK. But there were some from Poland and

:02:43.:02:48.

Romania. Vulnerable, these people were approached at benefit offices

:02:48.:02:53.

and soup kitchens for the hopeless. They were offered work of 80 pay

:02:53.:02:57.

per day. When they got to the side, police say they receive no money.

:02:57.:03:02.

Their heads were shaved and they were given little food. They were

:03:02.:03:06.

threatened if they tried to leave. When police came here this morning,

:03:06.:03:13.

they found two men inside the shed. Around this corner, there are four

:03:13.:03:17.

beds. Here are some passport photographs scattered on this

:03:17.:03:24.

worktop. Mostly, people were from the UK. Some were so seriously

:03:24.:03:28.

malnourished that a regular meal could kill them. There being slowly

:03:28.:03:33.

reintroduced to food. The victims are now being cared for at a centre.

:03:33.:03:37.

The travellers we spoke to said he did not know what was going on on

:03:37.:03:47.
:03:47.:03:50.

the site. Pretty sick. Police have made a number of arrests. The

:03:50.:03:54.

Serious Organised Crime Agency were involved in the operation.

:03:54.:03:58.

Detectives believe this small caravan site is the hub of a multi-

:03:58.:04:02.

million pound human trafficking organisation spreading beyond the

:04:02.:04:06.

UK. Some of those rescued had been forced to work in Scandinavia and

:04:06.:04:11.

possibly elsewhere in Europe. Police have told us 9 of the 24 men

:04:11.:04:16.

they rescued have left the medical centre today, refusing to provide

:04:16.:04:22.

state and or co-operate with officers. Police are hoping the

:04:22.:04:28.

remaining 15 well assist their inquiries. We have to get

:04:28.:04:34.

scientific evidence so that we can bring people before the courts.

:04:34.:04:38.

What we don't want is for the victims to be subject to this

:04:38.:04:42.

treatment in future. We have to make sure these investigations are

:04:42.:04:47.

solid and sound. Tonight, the wife of one of the travellers who was

:04:47.:04:51.

arrested has accused the police are prejudice. They say it was part of

:04:51.:04:56.

an unnecessary crackdown on members of their community. Modern-day

:04:56.:05:05.

slave labour is clearly a serious issue in the UK. This is a

:05:05.:05:08.

sensitive crime for the police to investigate.

:05:08.:05:11.

This is unlikely to be an isolated incident. So how can slavery exist

:05:11.:05:14.

here in the 21st century? Our reporter has been discovering how

:05:14.:05:24.
:05:24.:05:25.

vulnerable people can fall victim to such shocking abuse.

:05:25.:05:31.

This man works to help the socially excluded. 50 come here every day,

:05:31.:05:37.

rough sleepers, migrant workers, the mentally ill and addict.

:05:37.:05:41.

Protecting the vulnerable is not easy. If things are going on in

:05:41.:05:46.

secret, I am not sure how one would ever investigate. We certainly have

:05:46.:05:50.

our eyes and ears around the town all the time. People who don't come

:05:50.:05:55.

into here, we find ways of going out and engaging with them. But if

:05:55.:06:00.

they don't want to engage with us, that is it, they don't. The slavery

:06:00.:06:10.
:06:10.:06:11.

and servitude Act became law in April 2010. It seeks to plug a gap

:06:11.:06:16.

between where there is no proof of trafficking or -- and where people

:06:16.:06:26.
:06:26.:06:27.

are forced to perform a Labour. Prior to this Act being brought

:06:27.:06:31.

into force, there were offences which could be prosecuted, such as

:06:31.:06:38.

false imprisonment. In my view, they didn't deal with the long-

:06:38.:06:46.

standing severe forms of these cases that seeks to undermine

:06:46.:06:50.

Schumann rights and freedoms. everyone's budget under pressure,

:06:50.:06:54.

ensuring the vulnerable are protected gets tougher by the day,

:06:54.:06:58.

he says. Joining us from London now is Aidan

:06:58.:07:06.

McQuade, the Director of Anti- Slavery International. Were you

:07:06.:07:10.

shocked or surprised by this horrific case? I was shocked but

:07:10.:07:15.

not surprised. The British Government estimates that there are

:07:15.:07:20.

3,000 people in some form of in forced labour in the UK at any one

:07:20.:07:24.

time. This is representative of many of the abuses which may be

:07:24.:07:28.

occurring across the UK. What kind of things are these people been

:07:28.:07:34.

forced to do? Possibly the most well-known form of forced labour in

:07:34.:07:40.

the UK at the moment is within the sex industry. We also see some

:07:40.:07:46.

forced labour in domestic servitude and within construction, catering

:07:46.:07:54.

and cleaning. Erie has not covered by a parts of the licensing

:07:54.:07:57.

authority set up in the aftermath of the Morecambe Bay disaster

:07:57.:08:03.

several years ago. Many of the victims were British. People tend

:08:03.:08:09.

to associate force Labour with those brought in from abroad.

:08:09.:08:13.

is one of the main problems with current policy in Britain. There is

:08:13.:08:18.

an excessive focus on trafficking as an immigration crime, rather

:08:18.:08:25.

than as a forced labour offence. It is essential the British Government

:08:25.:08:28.

refocuses its priorities so that it addresses this issue as it is,

:08:28.:08:33.

rather than as they imagine it to be. What should be done now to help

:08:33.:08:38.

the victims in this case? We have heard some of them have refused to

:08:38.:08:43.

give statements. Police are calling some of them institutionalised.

:08:43.:08:52.

What appears to be happening appears to be good beginnings in

:08:52.:08:56.

terms of health and nutrition. After that, they need legal advice

:08:56.:09:00.

as to what their rights are. Then the need social counselling in

:09:00.:09:05.

order to help them recover from whatever abuse has occurred. After

:09:05.:09:09.

that, the police can take statements so the courts can work

:09:10.:09:13.

out what has gone on you. Thank you very much.

:09:13.:09:16.

More now on the murder of a holidaymaker from Hertfordshire and

:09:16.:09:19.

the kidnap of his wife. David Tebbutt was shot in the early hours

:09:19.:09:23.

of Sunday morning at a beach resort on the coast of Kenya. His wife

:09:23.:09:26.

Judith was taken away by gunmen. Today, a friend told Look East that

:09:26.:09:28.

David Tebbutt was a compassionate man who worked tirelessly for

:09:28.:09:35.

charity. The this is the house where the

:09:54.:10:04.

:10:04.:10:09.

There might be contact looking for ransom, but we're not sure. David

:10:09.:10:15.

Tebbutt was a finance director in publishing. He was a brilliant

:10:15.:10:21.

financial or -- financial director and very generous to our charity in

:10:21.:10:26.

terms of giving his time and expertise. He did a lot for the

:10:26.:10:30.

charity and ran the Marathon twice. He was determined. If he was going

:10:30.:10:35.

to do something, he did it well. I heard he died defending his wife.

:10:35.:10:41.

In a way, that does not surprise me. Judith Tebbutt was taken away by

:10:41.:10:47.

boat. The resort Security said he did not open fire or for fear of

:10:47.:10:55.

injuring her. The Kenyan military are assisting the police. In their

:10:55.:11:01.

home town, family and friends were keeping away from the cameras. Last

:11:01.:11:05.

Christmas, the couple threw a party for friends and neighbours. They

:11:05.:11:11.

spoke of their love for adventurous travel, but nothing could have

:11:11.:11:17.

prepared them or their family for the consequences of this latest

:11:17.:11:23.

travel. -- of their latest travel. Later, all the football and the

A court has heard how a former manager with the Crown Prosecution

:11:32.:11:36.

Service killed his wife after a row over the debts they ran up together

:11:36.:11:40.

on a TV shopping channel. Shirley Goring's body was found at the home

:11:40.:11:44.

they rented at Mundesley in Norfolk. Her husband Warren, who is 67,

:11:44.:11:47.

denies murder. Our reporter has been following the trial at

:11:47.:11:57.

Chelmsford Crown Court. The Crown Prosecution Service

:11:57.:12:00.

opened the trial to its former manager by saying that Warren

:12:00.:12:08.

Goring brutally strangled his wife to death. It claims he accepts he

:12:08.:12:12.

killed her, but disputes his intentions when he got hold of her.

:12:12.:12:18.

Apparently had -- he has no memory of what happened at night. The

:12:19.:12:24.

couple rented their house and their bank accounts were overdrawn. They

:12:24.:12:30.

spend 10,000 on a TV shopping channel. Women's clothes, necklaces

:12:30.:12:36.

and jury were found unopened in the house. Warren Goring told police he

:12:36.:12:41.

had argued with his wife about their finances. He said bailiffs

:12:41.:12:46.

were due to evict them the following morning. He said she had

:12:46.:12:56.

gone on and on at 10. He flipped. He did not check her or call for

:12:56.:13:00.

help. When police pulled him over when he was driving his car, he

:13:00.:13:06.

said he was on his way to the police station. Warren Goring was a

:13:06.:13:11.

manager at the Crime Prosecution Service until he retired in 2008.

:13:11.:13:15.

In court today, a neighbour described him as a pleasant

:13:15.:13:23.

gentleman. The prosecution claimed that Warren Goring had just one

:13:23.:13:28.

motive and that was took seriously injure or kill his wife, of he

:13:28.:13:33.

ignored her struggles to survive. The former leader of Essex County

:13:59.:14:04.

did not feel ready to give an interview on camera just yet but he

:14:04.:14:09.

would in due course. He said he just wanted to go and do his

:14:09.:14:14.

shopping and sort things out and the next few weeks. He was released

:14:14.:14:20.

under a scheme called home curfew, which it normally means agreeing to

:14:20.:14:24.

be home between seven at night and seven in the morning. His former

:14:24.:14:28.

constituents were shocked that he served just nine weeks of a nine-

:14:28.:14:34.

month sentence. He should get put back in. It is not acceptable.

:14:34.:14:39.

few are given a nine-month sentence you should serve nine months. Nine
