Good evening. The wave of homeless camps being set up by migrant | :00:14. | :00:19.
workers in our town centres. This is a camp that is still used on a | :00:19. | :00:23.
nightly basis. Look around you. You can see evidence of that. There are | :00:23. | :00:27.
pots and pans. There is toothpaste and a hairbrush. There is even a | :00:28. | :00:35.
razor. Well come. Also tonight - why middle-aged women are finding | :00:35. | :00:40.
it protectorate have to get a job. The search for Sam Watson - a body | :00:40. | :00:45.
is recovered from a canal. Been that rugby will the Saints | :00:45. | :00:55.

Their MP demanding action after a series of homeless camps have | :01:04. | :01:06.
sprung up behind the scenes in one of our market towns. | :01:06. | :01:09.
We have seen it all before in Peterborough. Tonight the spotlight | :01:09. | :01:16.
is on Northampton. He had migrant workers appear to be living in | :01:16. | :01:21.
makeshift camps with no electricity and no running water. The local | :01:21. | :01:30.
council admits there are two camps. First this report. This is | :01:30. | :01:34.
Northampton 2012. This is one of two campsite grounds this morning. | :01:34. | :01:37.
Each is within a few yards of each other. | :01:37. | :01:41.
This is obviously a camp that is used on a nightly basis. Look | :01:41. | :01:45.
around you, you can see evidence of that. There are pots and pans, to | :01:45. | :01:50.
base, I hairbrush. There is even a razor. | :01:50. | :01:55.
The people who live here often visit this centre which offers help | :01:55. | :02:01.
to the homeless. The management here says the problem has got worse. | :02:01. | :02:05.
They do not want to go on benefits. The wants to be self-sufficient. | :02:05. | :02:09.
They can be a problem with Documentation, with language, with | :02:09. | :02:16.
getting to work. A lot wants to stay because they have nothing to | :02:16. | :02:19.
will back to. It is worse in their own country. They have come here as | :02:19. | :02:24.
an escape route. Although they can be repatriated they choose not to | :02:24. | :02:28.
be. The centre and the council says there are doing all they can to | :02:28. | :02:38.
:02:38. | :02:50. | ||
The news that this campus perhaps one of four in the town has pushed | :02:50. | :02:55.
the issue at the political agenda. We are doing everything we can to | :02:55. | :03:00.
help them. But I am raising it this week with the minister who has | :03:00. | :03:06.
responsibility for these issues. I want to see what more can be done. | :03:06. | :03:10.
Northampton is not alone. In the past similar scenes have been | :03:10. | :03:15.
filmed in Peterborough. There are fears that without enough growth in | :03:15. | :03:20.
the economy can say this could be seen in other parts of the country. | :03:20. | :03:25.
Mary Markham is the Cabinet member for housing on the buoy council. | :03:25. | :03:29.
She says the camps have been known about for two weeks and the council | :03:29. | :03:34.
is keen to help. These people have come here in search of a better | :03:34. | :03:38.
life for themselves. They have not come here to try to claim benefits, | :03:38. | :03:44.
housing, or anything else. We have gone to them and it is because two | :03:44. | :03:48.
makes to try to assist them and see what their entitlements are, if in | :03:48. | :03:52.
fact they are entitled to anything. If they are not, and as long as | :03:52. | :03:55.
they respond to us, we will help them in any way they can. If | :03:55. | :03:58.
they're not entitled to benefits we will help them return back to their | :03:58. | :04:02.
own country. If, however, the do not respond to us, do not | :04:02. | :04:06.
communicate, regrettably will have to evict them and move them on. | :04:06. | :04:10.
That is not the only one to do. We do not want to move on a problem. | :04:10. | :04:15.
We want to help these people. they are here and they have a job | :04:15. | :04:18.
and the art from the European Union and our title to stay you will have | :04:18. | :04:21.
the bite of a to live? We would help them find suitable | :04:21. | :04:25.
accommodation. That is correct. they are not somebody who is | :04:25. | :04:30.
entitled to be here you will take every measure you can to make sure | :04:30. | :04:34.
that they are sent home? Yes. We work with other agencies. We work | :04:34. | :04:37.
with the border agency. We work with other authorities. They may be | :04:37. | :04:40.
from the European Union. They still might not be entitled to | :04:40. | :04:46.
accommodation. We would help pay their fair to return them home. | :04:46. | :04:50.
What does it say about our country that we have people living like | :04:50. | :04:55.
this in our town centres? All we can do is address the problem as it | :04:55. | :04:59.
occurs. It is a problem up and down the country. It is not a massive | :04:59. | :05:03.
problem, but enough and in the treated very seriously. We aim to | :05:03. | :05:07.
assist these people as and when the situation arises. Thank you very | :05:07. | :05:15.
much. Thank you. The role of can least -- the role | :05:15. | :05:18.
of Police Community Support Officers has be good and the | :05:18. | :05:22.
spotlight today. The chief consul has asked to take on new roles. How | :05:22. | :05:27.
many PCSOs are there in allah regions? Could our forces follow | :05:27. | :05:32.
suit? PCSOs began patrolling our streets | :05:32. | :05:36.
in 2002. It was part of the trial to create a better police presence | :05:37. | :05:43.
in the community. There are currently over 1,500 PCSOs working | :05:43. | :05:51.
across a region. Essex employs around 400. Northwick employs 285. | :05:51. | :05:56.
Herefordshire has fewer, followed by Cambridgeshire, Suffolk, the | :05:56. | :06:00.
advantage here, at Bedford you. PCSOs are employed by the police | :06:00. | :06:08.
force. They get paid. And Sapphic the salary is 18,500. -- in his | :06:08. | :06:18.
:06:18. | :06:20. | ||
Suffolk. Compare this to the starting salary of a police officer. | :06:20. | :06:24.
What an arc PCSOs allowed to do? They cannot arrest anybody. They | :06:24. | :06:28.
can address anti-social behaviour. They can confiscate alcohol. They | :06:28. | :06:32.
can issue fixed penalty notices. These responsibilities veery | :06:32. | :06:37.
depending on where you live. They are set out by the Chief Constable. | :06:37. | :06:41.
On the hall PCSOs are deemed a valuable resource. They are | :06:41. | :06:45.
extremely useful. A lot of what you do you do not need powers of arrest | :06:45. | :06:52.
any way. They are community officers. The deal with the public. | :06:52. | :06:56.
They probably live in their nadir. They understand people. People | :06:56. | :07:06.
:07:06. | :07:10. | ||
understand them and know them. People have, but to go and see them. | :07:10. | :07:13.
The use of PCSOs has been criticised. The Labour leader said | :07:13. | :07:22.
today they should not take place of regular officers. People what PCSOs | :07:22. | :07:26.
on the street alongside police officers, not substituting for them. | :07:26. | :07:31.
The reality is that this is a consequence of David Cameron's | :07:31. | :07:34.
decision to cut police numbers across this country. | :07:34. | :07:38.
The government says it is up to the individual police force to decide | :07:38. | :07:42.
how to use the PCSOs. Plans to increase the powers have yet to be | :07:42. | :07:45.
decided. They have to be agreed by the Home Office first. Today we | :07:45. | :07:49.
have spoken to all our police forces. They told us they have no | :07:49. | :07:53.
plans to increase the powers of an PCSOs in the future. | :07:53. | :07:56.
Still to come - a look ahead to the football this weekend. | :07:56. | :08:01.
And what happens when the soldiers come home? The stories of a father | :08:01. | :08:11.
:08:11. | :08:14. | ||
and son who both suffered from what Police searching for a man who went | :08:14. | :08:16.
missing in Great Yarmouth last weekend have recovered a body from | :08:16. | :08:22.
a canal just a few miles away. Sam Watson does appeared in the early | :08:23. | :08:27.
hours of Sunday morning. Today specialist divers made the | :08:27. | :08:33.
discovery in St Olaves. Police admitted last night they had | :08:33. | :08:38.
no clues as to the whereabouts of Sam Watson. To date this site for | :08:38. | :08:45.
by the myth that answers. A police officer came down here and | :08:45. | :08:48.
noticed some fragments of glass. He looked over and saw what appeared | :08:48. | :08:55.
to be a vehicle submerged in the water. The area was cordoned off. | :08:55. | :09:00.
Divers were called and from the Nottinghamshire police force. There | :09:00. | :09:07.
it into the water. At 1:30pm be recovered a body. That was taken | :09:07. | :09:12.
under the bridge and on to the back. By Russian back in. At 4:30pm the | :09:12. | :09:16.
recovered the vehicle itself. Read the been upside down. Sam Watson | :09:16. | :09:21.
was 25. He had been on a stag it in Great Yarmouth. Be it has appeared | :09:21. | :09:26.
on Monday morning. He got Ed Rees from his friends. Police say while | :09:26. | :09:30.
formal identification has yet to be carried out the do believe this is | :09:30. | :09:35.
the body of Sam. This is now being treated as a fatal road Traffic | :09:35. | :09:40.
collision. Details are being passed on to the coroner. | :09:40. | :09:45.
A lot of Sam's friends have been here today. One of them described | :09:45. | :09:50.
him as a sensible guy. Another friend found out that this | :09:51. | :09:55.
discovery had been made and came down here. Very tragic. | :09:55. | :10:00.
Investigations are under way. There are two unanswered questions. Why | :10:00. | :10:05.
was Sam Watson driving along a dead-end road? How did the car | :10:05. | :10:10.
weaved through here and slipover on to is truth? The family were told | :10:10. | :10:14.
this morning the car had been found. Tonight it is awful news for them | :10:14. | :10:23.
to take in. The thought of anybody will be with the family. -- the | :10:23. | :10:28.
thoughts of everybody. Fire crews in Essex are still at | :10:28. | :10:34.
the sight of a fire in Harwich. Two flats are a light. 30 firefighters | :10:34. | :10:38.
at the scene. Police have received -- have | :10:39. | :10:47.
released CCTV footage of the digger that was used to rip out a cash | :10:47. | :10:50.
machine in Hadleigh on Wednesday morning. One award has been offered | :10:50. | :10:56.
for information. The Chancellor -- the Shadow | :10:56. | :11:00.
Chancellor says that pensioners to vote for Labour will improve their | :11:00. | :11:09.
bank balance. A small gain at elections here in | :11:09. | :11:15.
Harlow in May would see Labour take control of the local council. The | :11:15. | :11:19.
Shadow Chancellor was chasing the grey vote over taxation concerns. | :11:19. | :11:25.
It did not take long for us is to get to the point. Widely you not | :11:25. | :11:29.
put it on our pensions? What about the tax rises? We were talking | :11:29. | :11:35.
about pensions. My attitude to what his government is doing to the | :11:35. | :11:42.
pensioners is diabolical. Why did you put the retirement age up? I AM | :11:42. | :11:48.
a pensioner. I am losing money. That is wrong. Today's goal was to | :11:48. | :11:51.
connect a falters. He says pensioners are being let down. | :11:52. | :11:57.
Labour must show we have a better alternative. That is how do we will | :11:57. | :12:02.
win back in Harlow and right across this region, which is key for as | :12:02. | :12:09.
for a general election victory. Right across the region Labour is | :12:09. | :12:14.
on your side. We will do a better job than up the Conservative | :12:14. | :12:18.
government. Because of the situation we | :12:18. | :12:21.
inherited everybody is having to give up a little bit more to get | :12:21. | :12:26.
the country out of the crisis. Back to the car and to the other parts | :12:26. | :12:30.
of the region that Labour is targeting. The message is clear. If | :12:30. | :12:36.
pensioners are unhappy with their lot they can change their vote. | :12:36. | :12:40.
In sport no doubt about the big match tomorrow. Manchester City | :12:40. | :12:44.
ahead into Carrow Road. More on the game and a second. | :12:44. | :12:48.
First news that Norwich will be without Mark Tierney and Daniel I | :12:48. | :12:55.
Yala for the rest of the season. Both defenders are injured. Norwich | :12:55. | :12:59.
now know they will almost certainly be preparing for another campaign | :12:59. | :13:02.
in the Premier League. Tomorrow they face expend as bad as a city | :13:02. | :13:05.
were under pressure, but are still in the title chase. | :13:05. | :13:10.
The same money does not buy you happiness, but it certainly helps. | :13:10. | :13:14.
Much as a City fans have not had it as good as they were crowned | :13:14. | :13:22.
champions in 1968. The England No. 1 has done his bit | :13:22. | :13:29.
in the race for the title. But Norwich have gems of their own. | :13:29. | :13:33.
The Norwich keeper is attracting attentions from the England | :13:33. | :13:38.
selectors. How will Norwich cope with much as | :13:38. | :13:48.
:13:48. | :13:50. | ||
Why have the Canaries been such good value? Perhaps a Norwich have | :13:50. | :13:54.
something that Manchester City could learn from. We get on well. | :13:54. | :13:58.
There are no egos here. There is no I am better than you here, if we | :13:58. | :14:02.
all know that we have come from the lower leagues and a happy to be | :14:02. | :14:06.
here. Every time we put on that church and play in the Premier | :14:06. | :14:11.
League it is great. It is rare that you will see scenes like this at | :14:11. | :14:16.
Norwich. Perez -- Carlos Tevez is returning from his I don't want to | :14:16. | :14:19.
come off the bench fiasco. The pressure this week is on Manchester | :14:19. | :14:26.
City. We have to just give it their best shot. They need three points. | :14:26. | :14:30.
One point for them is not enough. With safety guaranteed, perhaps | :14:30. | :14:38.
Norwich can enjoy this weekend. Heads of about Monday's Late Kick | :14:38. | :14:42.
Off. There is a special feature on Paul Lambert, if there is fast | :14:42. | :14:47.
becoming one of the country's most sought after man and -- managers. | :14:47. | :14:51.
At the entrance Town press conference, the club are destined | :14:51. | :14:55.
for a mid-table finish to the pub - - to the championship. With four | :14:55. | :15:00.
games left to play, the manager may experiment with his line-up. | :15:00. | :15:06.
Possibly, as I said before, I want to be respectful of people. The | :15:06. | :15:09.
supporters have been terrific again this season, and they would like to | :15:09. | :15:14.
see one or two youngsters in the squad. They may well see one or two | :15:14. | :15:19.
youngsters. By the same token, we still want to win matches. To the | :15:19. | :15:23.
other games, Colchester are expecting their biggest crowd of | :15:23. | :15:27.
the season when they host Sheffield Wednesday in League 1. In week two, | :15:27. | :15:31.
a crucial game for Southend for their promotion hopes. The Blues | :15:31. | :15:36.

looking to tweak the Tiger's tale. Unemployment across the region has | :16:21. | :16:25.
been rising steadily over the last two years, even if the numbers here | :16:25. | :16:29.
remain below the national average. Some groups are being hit more than | :16:29. | :16:32.
others, the figures show that middle-aged and older women are | :16:32. | :16:40.
finding it hard to get another job, and are out of work for longer. | :16:41. | :16:44.
Today we are going to do a mock exam for you customer-service | :16:44. | :16:47.
course. At Milton Keynes College, they | :16:47. | :16:51.
provide courses for more than 1,000 unemployed people every year. Many | :16:51. | :16:55.
in the clash of our young people if they have never had a proper job. | :16:55. | :16:59.
Among them also are people who, until recently, had been in work | :16:59. | :17:03.
for most of their adult lives. have never been made redundant | :17:03. | :17:07.
before. I have never not had a job. I am not even getting interviews | :17:07. | :17:12.
for jobs that I felt I had the expedient to do. You do feel a | :17:12. | :17:17.
little bet, sort of, as you are older as well, a bit isolated. -- | :17:17. | :17:22.
the experience to do. These women represent a growing trend, middle- | :17:23. | :17:26.
aged, experienced but finding it hard to get another job. Two of | :17:26. | :17:29.
these women were at the distribution warehouse before it | :17:29. | :17:33.
closed, another ran her own jewellery business. It is hard just | :17:33. | :17:37.
getting a response from a company, even to acknowledge that they have | :17:37. | :17:42.
received your application. frustrating is that? Very | :17:42. | :17:45.
frustrating, demoralising. You begin to doubt your own ability. | :17:45. | :17:49.
The jobs that I apply for, they appear to be several jobs rolled | :17:49. | :17:54.
into one. It is hard for any one person to have that multitude of | :17:54. | :17:58.
skills. Every time you go on the Internet you are looking for | :17:58. | :18:02.
something else. It just gets to a stage where if you want to throw it | :18:02. | :18:08.
out of the window. He are basically going for a job and to you have 100 | :18:08. | :18:13.
other people going for the same job. According to official figures, the | :18:13. | :18:17.
number of men in the east over the age of 35 who are out of work has | :18:17. | :18:21.
increased by 12% over the last year. The number of older women out of | :18:21. | :18:27.
work over the same period has increased by 33%. | :18:27. | :18:30.
There is a skills mismatch between the skills they have acquired | :18:30. | :18:33.
through its their working life and the skills now required in the | :18:33. | :18:37.
economy. We need some IT training. There has been a lot of jobs which | :18:37. | :18:41.
have not require that. Going forward in the market place, every | :18:41. | :18:45.
job requires a certain amount of IT knowledge and understanding. | :18:45. | :18:49.
Government is putting money into be training schemes, but Labour says | :18:49. | :18:53.
it is not enough. These women are attending all courses they can, and | :18:53. | :18:59.
say they do not want to live on benefits. They want to work. | :18:59. | :19:03.

Royal Anglian Regiment at 16 and served as a Point Man in Helmand | :19:46. | :19:50.
province. -- 25-year-old. When leaving the army three years ago, | :19:50. | :19:53.
he fell victim to post-traumatic stress and his nightmares came with | :19:53. | :19:58.
him. When I went through country roads, it reminded me of the greens | :19:58. | :20:03.
on in Helmand province. I would get a flashback when they would score | :20:03. | :20:06.
over my eyes and I could not see a concentrate on anything else. I | :20:06. | :20:13.
would have to stop the car and just write it out. I would lose my | :20:13. | :20:18.
temper, I would have my nightmares, I could not hold the job down. | :20:18. | :20:22.
Stuff like that. She never understood what was going on. Over | :20:22. | :20:28.
a period of time, she has come a long way with it as well. Something | :20:28. | :20:33.
-- it is something a lot of people cannot understand. Don is here | :20:33. | :20:38.
cradling it 19 month-old Kenny here in 1997. After leaving the Army, he | :20:38. | :20:45.
stood proudly at his son's site at in a passing out parade. His life | :20:45. | :20:49.
is one of our cause and, two marriages, attempts at suicide and | :20:49. | :20:53.
imprisonment. He had combat Stress disorder from which he received | :20:53. | :21:00.
little or no treatment. In 1985 I was in my flat in Glasgow when the | :21:00. | :21:04.
fireworks were going off at Bonfire Night. I got this intense rush from | :21:04. | :21:10.
my toes all the way up to my... As they reached my head, I have never | :21:10. | :21:14.
felt fear like that in my life before. I thought I was going to | :21:14. | :21:19.
die. I had taken a massive panic attack. From then onwards, I | :21:19. | :21:24.
started having nightmares and flashbacks. I am not bright pink at | :21:24. | :21:28.
us going to war and been damaged by war, that is the nature of war. Men | :21:29. | :21:34.
are killed and wounded and get psychologically damaged. But what | :21:34. | :21:39.
my great is, the care that they should be receiving when they come | :21:39. | :21:45.
back, this is after very serious and damaging will this. But need to | :21:45. | :21:51.
be addressed. If we are to send them into war, they must put the | :21:51. | :21:55.
pieces up when the guys come back. Father and son are putting their | :21:55. | :21:59.
lives back together, proud to have been soldiers, passionate in their | :21:59. | :22:02.
campaigning for better treatment for those who face their toughest | :22:03. | :22:12.
:22:13. | :22:13. | ||
You can find it a lot more about that whole area want the website | :22:13. | :22:23.

for combat stress. They also have a She would expect rugby matches | :22:25. | :22:29.
between a local rivals to be tough games, keenly fought. There has | :22:29. | :22:32.
been all of that and more recently when it comes to Northampton Saints | :22:32. | :22:37.
and Leicester Tigers. Tomorrow, a sell out crowd at | :22:37. | :22:41.
Franklin's Gardens will be hoping for more flowing rugby and fewer | :22:41. | :22:47.
flying fist. First, be had a boxing match | :22:47. | :22:55.
between Chris Ashton and another player. In December, everyone got | :22:56. | :23:01.
stuck in. There are fists flying, the referee brandishes the red card. | :23:01. | :23:06.
Last month, the longest ever done for foul play was handed out. | :23:06. | :23:12.
should not have done what he did. When Northampton play Leicester, it | :23:12. | :23:19.
gets heated. Get his rivalry, and it is competitive. We need to be | :23:19. | :23:23.
disciplined. I do not want 14 men on the field, and I do not want | :23:23. | :23:27.
anyone banned. You must trust in players, you cannot hold them back. | :23:27. | :23:33.
They must be disciplined but must play to their very edge. Trading is | :23:33. | :23:37.
understandably intense. Whilst the Saints get serious, they have also | :23:37. | :23:41.
been serving their loyal fans with a smile. They have been in the | :23:41. | :23:46.
kitchen and raising money for charity. We are all pretty useless. | :23:46. | :23:50.
I just spoke to Roger and he will be that he is the worst and stole | :23:50. | :23:54.
some food before someone was finished with it. Another guy is | :23:54. | :23:59.
intimidating when City people down. It is what are our club is all | :23:59. | :24:06.
about. The fans are a massive part of this club. I do not think any | :24:06. | :24:08.
space need to be added to the fixture. Every derby game against | :24:08. | :24:12.
Leicester is massive. We played them two weeks ago in the Cup final | :24:12. | :24:17.
at came off second best. We have saw wins from that. What we can | :24:17. | :24:22.
write that this weekend. If you colour is green, black and gold, | :24:22. | :24:25.
losing the last four games to Leicester is bad enough. The theft | :24:25. | :24:32.
would be unthinkable. Let's hope they play better tomorrow. | :24:32. | :24:42.

He will never live that down! There have been some showers today, | :24:42. | :24:47.
although some of them have been on the heavy side. To begin with the | :24:47. | :24:51.
satellite image, this gives you the idea that while some of us are | :24:51. | :24:56.
enduring evening sunshine, elsewhere there is heavy showers. | :24:56. | :25:00.
But if you run the reader live from elegy can see how the developed. | :25:00. | :25:04.
One of the earlier ones are on the Essex and Suffolk shoreline. | :25:04. | :25:09.
Because of what the winds are like -- are like, it will take a while | :25:10. | :25:13.
for them to clear. We will have been mostly dry night. With the | :25:13. | :25:17.
showers have been there will be a legacy of cloud. We will have clear | :25:17. | :25:23.
skies so temperatures could drop through the evening and could reach | :25:23. | :25:30.
around freezing. The winds will be around a North to north-easterly. | :25:30. | :25:33.
There will be some cloud around tonight and we will see something | :25:33. | :25:38.
of the sunshine. There is a chance of scattered showers particularly | :25:38. | :25:42.
into the afternoon. In the sunshine, temperatures are likely to climb | :25:42. | :25:46.
into double figures. Ranging from eight to 12 degrees. It just a | :25:46. | :25:52.
little more cool around the North East Norfolk coast. It will be 12 | :25:52. | :25:55.
degrees the further six you are. The wind speed will pick up | :25:55. | :25:59.
tomorrow, making it feel quite chilly. It will be north to north- | :26:00. | :26:03.
easterly, moderate in strength through the day. Things will feel | :26:03. | :26:07.
fairly broad. Some sunshine into the afternoon, one or two shivers | :26:08. | :26:10.
are possible but they do not look like they will be as widespread as | :26:10. | :26:17.
today. Looking ahead, we have a few changes on the way. An area of high | :26:17. | :26:21.
pressure begins to build from the south-west as early as Saturday and | :26:21. | :26:25.
in two Sunday. It looks as though it will bring us some fine weather, | :26:25. | :26:29.
particularly for Sunday, but the isobars are close together on the | :26:29. | :26:33.
charge. There will be some breezy conditions and not far behind are | :26:33. | :26:36.
these weather conditions that will bring us some wet weather by the | :26:36. | :26:40.
end of the day on Monday. A few showers on Monday at making it feel | :26:40. | :26:44.
more cool and breezy. There should be a few days where we see some | :26:44. | :26:47.
fine weather but certainly mortal on Sunday and Monday. It to the | :26:48. | :26:51.
beginning of next week, the rain will arrive later on Monday and it | :26:51. | :26:54.
looks as though we will see some pretty heavy showers into next week | :26:54. | :26:59. |
